Big Bite Food Festival kicks off at Centrio

T

he region’s biggest food festival kicks off at the Centrio Mall Activity Center on Friday, 09 January 2015.

Dubbed “Big Bite Northern Mindanao Food Festival”, the 3-day event officially launches with Misamis Oriental’s “Kuyamis Week”, but would also feature the food products and dishes of the Region X’s other provinces: Green Bukidnon, Food Basket of Mindanao on Saturday, 10 January featuring the province’s vegetables, pineapple, beef and coffee; and The Bounty of the Sea on Sunday, 11 January highlighting the foods and dishes of Camiguin, Iligan and Misamis Occidental.

Events will be held at

the Centrio Mall Activity Center while the exhibitors will be located al fresco at the Centrio Gardens.

Big Bite Northern Mindanao follows the successful staging of Big Bite Northern Luzon held over the past two years in October at the Marquee Mall in Angeles City, Pampanga. It is supported by the participating LGUs of Northern Mindanao’s four provinces, the Dept. of Tourism X and Dept. of Trade and Industry X, FOPANORMIN, and the DTI OTOP of each municipality.

hen three of Cagayan de Oro City’s most creative minds got together to brainstorm the creation of a truly Kagay-anon Christmas Festival, it was perhaps inevitable it would lead them to the Paskorela.

We should learn to handle man-made disasters CAGAYAN DE ORO CITY (MindaNews / 3 Jan) – Thank God Typhoon Senyang exited the Philippine area after only three days; still, it left the usual devastation in its wake, this time along the northern and eastern seaboard of Mindanao.

Various kinds of disaster befall our archipelago regularly, natural and man-made. Typhoons alone batter us an average of 22 times yearly, or almost twice every month.

And there’s not much we can do about them except minimize casualties.

Other times we have outbreaks of disease, old or new or exotic like SARS or MERS-CoV. There was even an outbreak of typhus in Cebu some years back. And red tide invades various seacoasts every so often. But we manage to BIG BITE ROM PAGE B1

“I got the idea from my Christmases spent in Australia a few years back,” said Robert de la Serna, who together with Mozart Pastrano and Eileen San Juan, conceptualized Paskorela as a “Dress Up Your Motorela” Christmas festival. “This would have been much grander had we gotten to it earlier with an eclectic mix of bands playing, street dancers, and the rela floats in between but it’s a good start. I’m happy with this small beginning. Next year it is!”

“I consolidated our ideas and came up with a DressUp-Your-Motorela festival with the ‘Christmas is for Children’ theme,” Pastrano said.

It’s a sad fact of life in our archipelago that we get battered every so often by Mother Nature.

But it’s sadder that manmade disasters go on all the time unabated. They cause devastation to moral, political, economic damage which are entirely within our power to control or prevent.

***** But we’re proving to be socially inept and politically incapable of dealing with such man-made disasters. We can’t be that morally deficient, corrupted, or immature; we just need to be serious about eradicating public corruption. Too often we take man-made damage lightly, falling back on our capacity for finding humor in difficult circumstances.

Laughter is great for light moments, but we should turn off the laughter when confronted with public abuse, dishonesty, or corruption.

Shrugging off the corrupt antics of our officials as if it’s just a bad joke is not funny. When the devastating discovery that our premier correctional facility, the New Bilibid Prison system, was turned

into a criminal facility by wealthy inmates, it wasn’t a joking matter. But there was hardly any indignation.

There should have been nationwide indignation. The officials who coddled the hard-core criminals, allowing them to live luxurious lives in prison, transforming their jail cells into a spa and a den of iniquity, should have been condemned in no uncertain terms and kicked out. ***** Our inability to show indignation is softening our national character.

We’re supposed to be a hardy people, patient and forbearing, tough when necessary. But not anymore, it seems.

Criteria for judging included Creativity (30% -concept and relevance to the theme), Implementation (20% -structural integrity of the entry’s design), Production Elements (20%- music, lights, and other technical wizardry) and Christmas Spirit (30% -how the entry captures the spirit of Christmas).

Under the guidelines drawn up by the Paskorela committee, participating motorelas had to be roadworthy, operating commercially as a public utility and registered with the city government. Participants could be motorela drivers or operators, as well as sponsoring individuals or entities.

This wasn’t the first time the motorela figured in the local culture and the arts.

Last year, a group of local artists who dubbed themselves “Siete Pesos” (after the minimum fare then for the motorela), brought their “Project 2243: Moving Forward” art exhibit to Singapore’s 4th Biennale 2013, an exhibit showcasing contemporary art from Singapore, Southeast Asia and Asia. (the number 2243 references the patent number for the motorela registered in 1964 with the Phil. Patent Office by the late Faeling.)

We should get tough with our government and hold it to higher standards, applying sterner measures when they betray our trust. It’s bad enough that disaster makes people dispirited, becoming defeatist in a despairing way, driving them to escapist pastimes—drinking, gambling, anything to overcome despair or hopelessness.

Things wouldn’t be so bad if we learn to enforce the law uncompromisingly.

We can’t control nature but we can control man.

2009 Retrospective:

UP Experts say dredging Cagayan River Will Not Solve Floods

(Editor’s note: (We are republishing this story as part of our Tropical Storm Sendong retrospective about lessons we should have learned but did not. Hopefully, we shall not repeat the same mistakes in the future) Dredging the Cagayan River will not prevent further floods, a team of experts from the University of the Philippines said.

The team from the National Institute of Geological Sciences (Nigs) of U.P. Diliman was headed

by Prof. Fernando Siringan, Prof. Alfredo Mahar Lagmay and Prof. Emeritus Kelvin Rodolfo, also of the University of Illinois.

“Dredging the Cagayan River is not necessary,” Siringan said in his luncheon presentation made to members and guests of the Rotary Club of Cagayan de Oro (Mother Club) held at a local hotel on, Feb. 19, 2009. “It is costly, very short term and a recurring cost. It has very little effect in low areas and deepening an estuary only brings sea water inland, poisoning ground water and soils.”

Because the central and business district of Cagayan de Oro is built on a delta or flood plain built by the gradual accretion of sediments, floods are part of its natural cycle.

Large portions of the delta plain have elevations within two meters or lower of sea level and key infrastructure such as the Kagay-an Bridge rotunda are actually built on previous wetlands or recently abandoned river channels.

Thus, the city’s central business district is influenced by tides, storm surges and tsunamis and with urbanization, floods have become a threat, Siringan said.

Siringan had previously conducted studies of the Cagayan River in 1989-90, 1999 and 2001 for the Cagayan de Oro River Development Authority (CORDA) previously headed by Mayor Jaraula when he was still a city councilor.

Sir ingan s aid t he Cagayan River channel needs only to be widened in constricted portions and even out the protrusion of the flanks. This will bring the river mouth closer to the break of slope and make the water flow faster to flush out excess water and sediment straight to the sea instead of hindering its flow and causing floods inland.

To save on costs, the U.P. team recommended that the city government ask sand and gravel quarries to relocate their extraction activities where water flow needs redirecting.

Instead of costly dredging, the U.P. team recommends a comprehensive package of measures to prevent a repeat of the two weekend floods last January which devastated Cagayan de Oro.

“The first step is to avoid areas that are low lying and are thus prone to flooding,” Siringan said.

Climate change, rising sea levels, intense storms and the migration of the InterTropical Convergence Zone (ITCZ) southward all increase the possibility of increased precipitation and rising rivers and seas.

Should there be constructions in these areas, the lands over which constructions are to take place should first be elevated or the houses can be built on stilts and drainage systems put in place, Siringan said.

The team said the poor forest cover of the Cagayan River was instrumental in making the floods worse, contributing to poor water retention and high sediment loads of rivers. These factors were exacerbated by constrictions along the water way and shallow river mouth.

“Streams stop flowing when they reach sea level, and drop the sediments they are carrying,” Siringan explained. “Channels rapidly silt up.”

The team also validated Mayor Constantino G. Jaraula’s previously announced plan to conduct extensive reforestation to make up for the 2,000 hectares of forest cover the Cagayan de Oro Watershed lost to conversions to agriculture and other uses over the years.

“Reforestation is a must,” Siringan stressed.

He also urged that new lands reclaimed by accretion in the Cagayan River delta be developed as mangrove reserves and existing wetlands

be preserved and even expanded.

“These mangroves act as a natural filter to clear sediments from flood waters and are also beneficial to local fishermen by serving as spawning grounds for fish,” Siringan added.

Not the least, the team recommended that hydraulic mining should be totally banned. This illegal and destructive method of mining is particularly extensive along the Iponan River as evidenced by the brown color of its waters.

RESPONDING TO DEPED-CDO CLASSROOM SHORTAGE FOR SY 2014-2015 By: Ray O. Maghuyop

Education facilities specifically school buildings greatly affect the performance of students and teachers. Schools with less building and buildings in bad condition can discourage students from attending classes and lower the success of learning process.

There are a total of 109 public schools in the Division of Cagayan de Oro City of which 39 are secondary, while 70 are elementary.

Based from DepEd –

CDO Basic Education Information System (BEIS) for SY 2014-2015 there were 32,250 high school students and 94,249 elementary pupils.

There are also 1,560 classrooms for the elementary grades and 607 classrooms for the secondary level for a total of 2,167 classrooms for both levels with a combined classroom shortage of 605 classrooms.

The lack of classrooms for elementary and secondary schools would have a drastic decrease due to the combined efforts of DepEd, local government and the

private sector.

Under the leadership of Schools Division Superintendent Elena M. Borcillo, CESO VI with the strong partnership and support of the local government through the Local School Board (LSB) spearheaded

by Mayor Oscar S. Moreno and the private sectors, shortage of classrooms in public schools will be a thing of the past.

Out of 39 secondary schools of the city, 24 schools are no longer having a classroom shortage, 11 of which mostly annex

high schools are totally addressed by LSB- Special Education Fund (SEF) which funded the construction of 166 classrooms. There are only 15 schools still having shortage of 168 classrooms but with an allocation of 46 classrooms from Basic Education facilities Fund (BEFF) and Public Private Partnership (PPP) it decreased to a total of 122 classrooms shortage.

For the 70 elementary public schools in this city only 36 schools are having a total shortage of 364 classrooms but with the

allocation and donation of 165 classrooms from PPP, BEFF, AGAPP, Phil.

Chinese Chamber of Commerce & Coca-Cola only 218 classrooms shortage remained. There are 34 elementary schools with no longer having classroom shortage, 4 of these schools are totally addressed by LSB-SEF with a total of 61 classroom construction.

Despite the positive response of the different stakeholders in the school building construction project especially the Local School Board of the city

which poured out a total of 227 classrooms for 2014 budget and purchased 6 new schools sites for the annex high schools, the administration of SDS Borcillo will not stop on requesting the city govt., DepEd and the private sector for continued support for the year 2015 in the quest of totally addressing the problem on classroom shortages and providing conducive learning environment for students to learn and improve the performance level of Cagayan de Oro City Division.

‘Be RICEponsable’, urges DA. Despite that the agency has regarded the year 2013 as the National Year of Rice, the Department of Agriculture – Regional Field Office 10 (DA-RFO 10) continues its pursuit of achieving rice self-sufficiency for the country by urging stakeholders to ‘Be RICEponsable’. Accordingly, around 200 farmers from the municipalities of Misamis Oriental, namely: Kinoguitan, Laguindingan, Balingasag, Opol, Tagoloan and Jasaan recently joined the conduct of an Information Caravan spearheaded by the Regional Agriculture and Fisheries Information Section of the DA-RFO 10. Anchored on its key message, the agency has mustered the farmer-participants so as to spread the word that everyone has a role to play towards the attainment of the nation’s rice self-sufficiency by not only increasing farmers’ productivity but also by managing the demand side of the staple food crop while improving the income of farmers and promoting better health among rice consumers, at the same time. Salient points discussed during the information sortie is for the farmer-producers not to waste rice, eat brown rice, eat rice with other staples, persuade policy-makers to create resolutions to serve healthier rice options (Brown Rice and Rice Mix) and create ordinances requiring the serving of half cup of rice and making it the default serving for plated meals. 2009 Retrospective:

Oro Should Move Further Developments Upland

(Editor’s note: We are republishing the following story in hindsight about what we could have done to mitigate the devastation brought by the floods of Tropical Storm Sendong but didn’t. This story was published on February 21, 2009)

Geologists from the University of the Philippines National Institute of Geological Sciences (Nigs) have recommended that further real estate developments should be shifted upland away from the threat of floods similar to those which devastated the city like Sendong.

This and other policy recommendations were presented by the four person team which included Prof. Fernando Siringan (now with the U.P. Marine Science Institute), Prof.

Alfredo Mahar Lagmay, Prof. Emeritus Kelvin Rodolfo (also with the University of Ilinois) and Riovie Ramos, associate researcher from the U.P. MSI. The team conducted an aerial sur vey and rapid assessment of the city earlier last week and compared their findings with previous research conducted by Siringan under the auspices of the defunct Cagayan de Oro River Development Authority (Corda) headed by now Mayor Constantino G. Jaraula when he was still a city councilor.

“The central and business district of Cagayan de Oro is built on a delta plain, also called a flood plain,” said Siringan in his presentation to the Rotary Club of Cagayan de Oro (Mother Club). “It is built by the deposition of sediments and large portions of the delta plain have elevations which are within two meters or lower of sea level.”

On top of these, Sir-

ingan said key infrastructure like the recently completed rotunda of the Kagay-an bridge are located in former wetlands or recently abandoned river channels, making them naturally susceptible to floods.

“Floodwaters reached a high water mark of 5.5 meters above the river level at this point,” Lagmay noted in his presentation “Aerial Photography, Digital Photogrammetry and Flood Simulations.”

Because of its location, the city is influenced by tides, storm surges and tsunamis, making floods a part of its natural cycle.

With the city’s rapid urbanization, floods have become a constant threat.

However, while the team recommends moving further development to the upland barangays which are relatively free of the flood threat, Lagmay said this should not compromise the city’s remaining forest cover since reforestation will play a key role in mitigating further calamities like last month’s floods.

“Reforestation is a must,” Siringan stressed.

“If it will not take place upstream, the areas downstream will suffer.”

The city’s official website lists sixty three of the city’s 80 barangays as urban and 17 rural.

It further lists that geomorphologically, Cagayan de Oro has three broad landforms: lowlands; level uplands; and hills/ mountains.

The lowlands consists

of sandbars, tidal flats found mainly between the mouths of Cagayan River and Iponan River, a narrow strip of level area described as a coastal alluvial plain from Puerto in the southeast to the center of the city, a broad alluvial plain in a limited patch around a small hill south of the city and the main “ River Flood Plain formed by the Iponan and Cagayan Rivers that coalesced north of the Cagayan-Iligan Highway which is most susceptible to flooding.

Its uplands consists of three distinct plateaus, the most extensive of which occupies the southeastern region; another situated west of Cagayan River along the road to Lumbia and Talakag, Bukidnon and a third is in the southcentral region just north of Barangay Indahag.

Siringan noted that floods in Cagayan de Oro have become more frequent and higher, in large part due to the 2,000 hectares of forest cover from its watershed which were converted to agriculture and other uses and never replaced. As a result, riverside areas suffer from poor water retention and contribute to the high sediment loads of rivers, constricting waterways and shallow river mouths.

cords are relatively recent.

They urged the city to coordinate with Namria (National Mapping & Resource Information Authority) to have tide gauge stations installed to monitor the mean sea level and determine if it is

getting higher or lower through time.

“Records are needed,” Siringan stressed. “We need to start recording.”

Lagmay said lowcost technology which recently became available in the market can

empower city planners to do flood simulations using aerial photography with relatively inexpensive commercial digital still cameras and digital photogrammetry software in conjuction with field data.

But how can we do all of these? My dear teachers, the answer lies in

our day-to-day encounter with them and that is to be the best visual aids for them. Let us be the role models to our students.

Teachers play different crucial yet challenging roles for the students.

These roles are vital in shaping the nation’s youth and in preparing them to make positive contributions to our society. In order to carry out these roles in educating students to become useful and successful members of the society, development of the teacher‘s physical, mental, social, emotional, occupational, and environmental wellness should be maximized

first and foremost to the highest level. The entire system of wellness is vital in attaining and maintaining optimum health. In other words, the teachers’ grand production of health principles is equivalent to healthy lifestyle and optimum wellness not only to oneself but also to other people particularly the students.

“Mens Sana in Corpore Sano”, implies a healthy mind in a healthy body.

Teachers, more than any other person, need to be healthy in both mind and body. To cope with the demands of their work, teachers should be healthy not only men-

tally and physically but also socially, emotionally, occupationally and environmentally.

By setting good examples, teachers can have direct and indirect impact on the students’ healthy lifestyle. Among the tasks that teachers can do to promote healthy lifestyle among the students are: teaching them useful skills, developing their positive attitudes, imparting them knowledge on proper diet and nutrition, and encouraging them to actively engage in sports and other physical activities that they can do for total wellness.

One of the major tasks

of the teachers in the classroom is to promote healthy living to ensure that the students will be able to attend classes regularly and perform other responsibilities in school. However, these can only be successfully implemented if teachers have sufficient knowledge and experience on what they are trying to promote. That is why, teachers should walk their talk, so the students would also be encouraged to do the right things, as what they are being taught.

Remember teachers, we cannot give what we don’t have.

So, for us to promote

healthy lifestyle to our students, we too must have a healthy lifestyle that they can see and follow, and we too must also be fully equipped with the basic knowledge on the “how” and the “what” of it so our students would be filled with the information they needed in order to achieve total wellness.

Teachers, please do remember, we are the best visual aids! The future of the youth lies in our own healthy hands! Let us not forget Jesus, who is the Potter and we are the clay; teachers too are the potters and the students are the clay.Good luck to all of us!
