Conversion of Misor airport to boost tourism

TOURISM in Misamis Oriental will have a tremendous positive impact once the Laguindingan airport will be converted into an international one.

Pigskin import banned THE Department of Agriculture has temporarily banned the importation of pigskin leather from countries affected by the African Swine Fever (ASF), including China, as it steps up measures to protect the Philippine hog industry.

OZAMIZ CITY, Misamis Occidental -- Local candidates of Misamis Occidental signed a peace covenant at the City Hall Grounds to support the ‘Secure and Fair Election 2019’ (SAFE 2019) in an activity spearheaded by the Ozamiz Philippine National Police (PNP).

BDO Foundation, the corporate social responsibility (CSR) arm of BDO Unibank, Inc. has partnered with the National University (NU) to further bring financial education to Filipino farmers nationwide.

NU, in a recently signed Memorandum of Understanding (MOU) with BDO Foundation, has agreed to develop simple accounting and bookkeeping modules for farmers. NU faculty members will then use these modules to train the farmers in communities to be identified by the Foundation.

“Countless farmers still experience financial hardship partly because they lack financial education. They are skilled in crop production but they are not able to grow their business because they don’t know much about the financial side of farming. They do not know how to budget or differentiate between disposable income and what should be plowed back to production.

Because of this, they are always in need of fresh funds and become victims of predatory lending,”

BDO Foundation-NU MOU Signing. Officers of BDO Foundation and National University sign a Memorandum of Understanding to develop simple accounting and bookkeeping modules for farmers, thereby giving them the opportunity to grow their business and, more importantly, improve their financial literacy.

BDO Foundation president Mario A. Deriquito said.

“With the help of NU, farmers will learn simple accounting, bookkeeping, and even budgeting and financial planning,” Mr. Deriquito added.

Through this partnership, BDO Foundation hopes to give local farmers the opportunity to grow

their business, alleviate themselves from poverty, and most of all improve financial literacy and inclusion in the country.

“This collaboration is meant to further develop the education that we provide our students, as it cuts across not just academics, but also research, and community engagement,” NU president Renato Carlos

H. Ermita Jr., for his part, said.

Selected senior students from NU’s College of Business and Accountancy will likewise be involved in the program, as observers during the training, and as researchers, who will monitor the progress of the farmers and the effectiveness of the training.

“We are very excited with this partnership because it does not only allow us to apply our academic theories in the real world; it also helps us develop our students into well-rounded individuals.

It teaches them the value of helping their fellow Filipinos,” NU vice president for Academics Rachel Roxas added.

Moving forward, BDO

Foundation and NU will also collaborate on other projects such a capacitybuilding program for Micro, Small & Medium Enterprises (MSMEs) in coordination with BDO subsidiary One Network Bank, a research project to support the Foundation’s financial education for public schools, and other similar initiatives.

Don’t cry for terrorists

TERRORISM has spread globally and is mounted rapidly in almost every nook and cranny of the world -- unprecedented, and by leaps and bounds.

And Mindanao is not an exception to this global menace.

Haters are everywhere and the time has come for the world to unite against this global terrorism now in our midst.

Something to seriously consider by the global community to make every effort to put a complete halt on this global security threat—terrorism.

The radicals such as the ISIS and those who have similar aligned beliefs want

the entire world to live back in a of time of stone age.

The free world has been burning with fear.

Tragically, and it is indeed dreadful -- that our basic institutions of modern-day society are threatened endlessly, by extremism and worst, by fanaticism.

What was once called ISIS propaganda is now certified news, over the mainstream and social media.

And Allahu Akbar was what the ISIS-inspired Maute terror group chanted when they declared war in Marawi.

The result was the total destruction of this once

peaceful Islam City of the South.

Let it be said by now that the declaration of martial law in Mindanao has served as the driver against fear from the terror spawned by the Mautes, the Abu Sayyaf and foreign terrorists who were able to sneaked through Mindanao via back door entry.

To all the soldiers who died in Marawi with their boots on, they are our unsung heroes -- our salute.

To the ISIS-backed terrorists, their tribe must be wiped out from the ends of the earth –- permanently.

Unfortunately, what is being spread out these days seem out of whack. Who

Duterte’s endorsement to boost Pompee’s candidacy THE endorsement of the mayoral candidacy of Pompee La Viña by President Rodrigo Duterte has sent ripples in the political field.

Unlike the endorsement of Alam Lim, the congressional candidate in Cagayan De Oro City’s 2nd district, which cast doubts among the local political observers, Pompee’s endorsement was clearly witnessed by a number of people who were present when Duterte raised his (Pompee) hands.

Of course, Alam Lim was aware of the doubtful effects of the photo endorsement that he posted in his social account. Thus, the CYNOSURE noticed that Lim posted a photo of him with Duterte raising his (Lim) hand in the presence of a witness. Well, that settled the issue whether Lim’s endorsement was “fake” or not.

Now, comes Pompee’s endorsement, which Cagayan De Oro City Mayor Oscar Moreno ridiculously described as an endorsement with the “toilet” as the backdrop. Obviously, Moreno’s description was short of saying that Pompee’s endorsement was nothing, but a “S@&#t!”

Amid this brouhaha, the action of Moreno did not escape the eyes of the little bird. The bird told the CYNOSURE of Moreno’s reactions to the political innuendos of his protagonists.

One of the usual characteristics of an embattled politician is to hire “war dogs,” tasks to malign adversaries in any platforms.

What is unfortunate is that these “lapdogs” in the social media are paid by the taxpayer’s money.

The CYNOSURE would not believe that Moreno is

maintaining social media hackers. Being a wealthy politician, it is also unlikely that Moreno would use government funds to finance foul-mouthed people.

Did anybody see a lady in the social media whose foul odor exudes in her mind and thoughts? The CYNOSURE sees a lot of them. Anyway, the issue is the political tirade between Pompee and Oca about the coveted Presidential “endorsement.” Understandably, the political tirade between Moreno and Pompee is nothing personal.

Does the endorsement of the President matters?

Of course, with a President whose acceptability ratings remain high, an endorsement would mean trust and confidence on the candidate. Undoubtedly, the President’s endorsement would boost

the “winnability” of the candidate. With Duterte’s endorsement, Pompee has gained a leverage against Moreno.

For Moreno, there is nothing to worry. Being the standard bearer of the Partido Demokratikong Pilipino-Laban (PDP-Laban) political party, he will surely get the endorsement of the Pimentels. On the other hand, being originally aligned with the Liberal Party, Mar Roxas or Pinoy would likely raise his hands soon.

Why Filipinos resist Charter Change

The 1987 Constitution is considered one of the most enduring constitutions in the world because it has stood for almost 32 years without any amendment. This is an odd quality considering that most constitutional scholars will agree that a constitution is never infallible or immortal even as they continue to debate amongst themselves the ideal lifespan of a nation-state’s charter.

But none of these experts will ever deny that pathologies in a constitution can emerge during its reign. These pertain to provisions in the constitutional text itself that may have been designed with good intentions but have eventually become debilitating to the political system it purports to govern. The Philippine constitution is no exception.

And yet, one of the respected polling firms in the Philippines, Pulse Asia Research, released last year a survey showing that 64% of respondents are not in favor of amending the 1987 Constitution.

So what could be driving this resistance to charter reform? One reason could be, this move has always been viewed as an underhanded scheme to extend the term of a sitting president. According to Professor Dante Gatmaytan of the University of the Philippines College of Law, this “scepticism is rooted in the Marcos era where the dictator used constitutional change to duck term limits.”

Political opponents of President Duterte claim that he could not be trusted with his promise not to run again for president under a new charter. Senator Leila De Lima, a staunch critic of Duterte and currently detained on drug charges, adds that it is difficult to rely on an administration that has already shown its “susceptibility for abusing power, for allowing impunity to reign, and for lying repeatedly to the public.”

Yet another possible reason why Filipinos are wary of charter reform is the lack of clarity on how to go about it. The 1987 Constitution provides three modes of constitutional amendment: 1) by Congress as a constituent assembly; 2) by a constitutional convention; and, 3) by people’s initiative. In all three instances, any revision to the national charter shall only be valid when approved by the electorate in a plebiscite.

Duterte and his allies in Congress favor the constituent assembly mode because they see it as the practical choice. However, his critics counter that given the gravity of this political exercise for all Filipinos, the tab for it should not matter at all.

Moreover, those who push for the constitutional convention mode do so on the belief that such a body will be less beholden to Duterte as the current Congress seems to be. Angelilah T. Cabig, Public Relations Officer II and OIC-Chief of the Regional Agriculture and Fisheries Information Section (RAFIS) of DARegional Field Office 10 (DA-RFO 10) said that the activity is an opportune time for the IOs and their alternates to revisit the fundamentals of news writing, which forms part in their responsibility of informing and updating agricultural stakeholders.

As the trend of communicating has evolved, she underscored the need for IOs to enhance their knowledge and skills in news writing to better communicate key messages.

Accordingly, Cabig said this will ultimately help the IOs encourage more agri-clienteles to contribute in achieving DA’s thrusts and priorities

RTWPB CARAGA CY 2018 Performance

BUTUAN CITY -- The Regional Tripartite Wages and Productivity BoardCaraga with the help of its partner agencies and stakeholders finished the year 2018 with excellent performance.

511 MSMEs underwent Orientation on Productivity Toolbox, 311 on Productivity Trainings, 14,749 clients reached through Public Information Assistance, IEC Distributions, Wage Clinique/Seminars and Mass Media, 10 establishments installed and documented under

the Productivity Based Incentive Scheme, 220 establishments implemented their action plans and 10 establishments documented for success implementation of productivity improvements.

One of the highlight in 2018 is the launching of 2019 Productivity Olympics. It is a national competition of best productivity practices of micro, small and medium enterprise (MSME) nationwide. For this year 2019, RTWPB

Caraga aims to produce another national winner from Caraga Region. All MSMEs are encourage to join the said competition.

Employment data better under Duterte government - DOLE THE government scored better in employment generation last year, registering a two-percent growth or 826,000 new jobs in 2018, the labor department said last January 28.

Citing reports of the Philippine Statistics Authority, Labor Secretary Silvestre Bello III said the government in fact noted significant improvements in the employment situation last year which registered 41.160 million employed from 40.334 million in the preceding year.

The employment figure is far better than the 38.7 million in 2015, he added.

Available data also showed that during the first six months of the Duterte administration, employment shot up to a dramatic 1.02 million.

According to the same PSA report, employment growth in 2018 was most notable in construction with over 328,000; public administration and defense, compulsory social security at 152,000; manufacturing with 145,000; and administrative and support service activities at over 110,000.

The PSA report also indicated that the agriculture sector suffered the heaviest employment

loss for the past two years at 803,000 in 2017 and 260,000 last year due to several typhoons that hit the country.

Employment in the services sector also declined in 2017 (-72,000) due to stricter enforcement of DOLE policy on the prohibition of illegal end-of-contract or “endo” since the issuance of Department Order No. 174, series of 2017. Employment in the sector surged to 610,000 last year.

“We remain steadfast in promoting gainful employment opportunities and ensuring that workers’ rights and welfare are protected,” Bello said.

He added that close to half a million workers employed under the “endo” scheme had been regularized by the end of 2018, with the employers’ voluntary compliance being a major factor, accounting for more than 65 percent of those regularized employees.

He also said employment in industries will continue to improve in the coming months with the government’s aggressive push for the President’s flagship infrastructure-based Build, Build, Build program for inclusive growth.

Piñol led the opening of the Mindanao Mechanized Machinery Roadshow simultaneously held in two locations - LOHAS Resort, Laguindingan and Loguilo, Alubijid.

Since there separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on May 18, 2013, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them has already been diligently employed but all proved futile.

Davao implements ‘no backpack policy’ after Jolo bombing

DAVAO CITY -- Mayor Sara Duterte has ordered the “no backpack policy” inside churches and other places of worship here in the wake of the twin blasts that hit a Catholic church in Jolo, Sulu, on Sunday.

“The city mayor has instructed us that churchgoers should no longer bring backpacks in going inside their places of worship for security reasons,” said Benito de Leon, Public Safety and Security Command Center (PSSCC) head.

De Leon said churchgoers are advised to bring small handbags or purses to enable security forces to monitor suspicious activities more efficiently.

“In that manner, we could avoid an incident, wherein some malicious individuals could put in explosive devices in backpacks, the same scheme

that happened in Jolo,” de Leon added.

In the event of unforeseen circumstances wherein churchgoers would bring big bags, the PSSCC is asking the public to cooperate and submit their possessions for inspection.

De Leon said local authorities have already coordinated with the parishes in Davao to include this call in their announcements.

Mayor Sara asks Dabawenyos to pray for Jolo DAVAO CITY -- Mayor Sara Duterte on Monday appealed to Dabawenyos to pray that the people of Jolo will be able to stand and rise with dignity, in the aftermath of the deadly blasts there on Sunday.

In a press statement released by the City Information Office, Mayor Sara

also asked for swift justice for the victims of the twin explosions that killed 20 and injured 112 others.

“Please pray that Jolo and its people will also stand and rise with dignity and strong resolve to overcome this tragedy and deliver the perpetrators to the government so that justice may be

served,” Sara said. “ The deadly attacks betray the cowardice of the perpetrators and their desire to sow fear, hate, violence, and senseless death,” the mayor said, calling the bombing as an act of terrorism that “we have to resolutely fight as a nation”.

Sewing machines for New Corella IPs

NEW CORELLA, Davao Del Norte (DSWD XI) -The Department of Social Welfare and Development (DSWD) XI turned over 30 units sewing machines and textile/clothing materials to 30 women partner beneficiaries of Modified Conditional Cash Transfer for Indigenous Peoples (MCCT-IP) in the municipality of New Corella, Davao Del Norte during the 8th Municipal

Indigenous Peoples’ Council General Assembly on January 18, 2019.

DSWD allocated Php 301,000.00 for this livelihood project and will provide a 10-day training to enhance the skills of the women beneficiaries in sewing as well as in marketing their products.

To make matters even more volatile, the 1987 Constitution provides that any “amendment to, or revision of, this Constitution may be proposed by: (1) The Congress, upon a vote of three-fourths of all its Members;” The phrase “of all its members” has raised the question of whether Congress acting as a constituent assembly, meaning the Senate and the House of Representatives, should vote separately or jointly?

The prevailing view is that these chambers of Congress should vote separately.

The surviving members of the 1986 Constitutional Commission are unanimous in advocating this view. Former members of the Supreme Court, legal scholars and understandably, all incumbent Senators insist that the voting must not be done jointly.

The possibility of charter reform via a constituent assembly brings forth another possible reason why Filipinos are still hesitant. And it is the palpable conflict of interest afflicting those pushing for this mode. Indeed, it is quite reasonable to ask how Filipinos can rely on lawmakers to institute the necessary reforms that could impact their hold on political power.

Ironically, a member of the House of Representatives said: “If the ones who will discuss Cha-cha are just the House and Senate leaders, then many would view this as suspect at the very least, even dangerous, and at worst, self-serving.”

And yet another plausible reason why most Filipinos are averse to charter change is found in the very same Pulse Asia survey. One key result reveals that 75% of respondents said they had little or “almost none or no knowledge at all” of the 1987 Constitution.

In the context of constitutional reform, this finding poses a huge problem. How can the drafting process be truly robust and inclusive when there is a glaring disconnect between majority

of Filipinos and the national charter?

Clearly, an indispensable precondition of constitutional reform in the Philippines is a widespread and substantial public consultation process. And given the reality that 3 out of 4 Filipinos know very little about the current charter, a key element of this process must be a back-to-basics education on the 1987 Constitution.

For this particular approach, the President can commission law schools to assume the lead role.

This is certainly a daunting imposition but warranted nonetheless under the Volunteer Act of 2007.

The education sessions can be undertaken via the barangay assembly apparatus. Note that by statutory mandate the barangay is also a “forum wherein the collective views of the people may be expressed, crystallized and considered.”

Ostensibly, the detailed mechanics of the education sessions themselves shall be the responsibility of each law school involved. But the core syllabus must cover two stages. The first one is a remedial class reviewing two basic components of the constitution: 1) Responsibilities of each branch of government and the constitutional offices; and, 2) Rights and obligations of citizens.

The second stage is an open forum to be guided by these questions: “1) Is there a need to amend or revise the Constitution?

Why or why not? 2) If so, what parts of the Constitution should be amended or revised? Why?” At the end of the sessions, each barangay assembly must produce a position paper answering these questions which shall then be formally endorsed to Congress to be utilized as resource materials.

The first half of 2019 can be used for the nationwide constitutional education phase. The barangay assembly position papers can be formally endorsed during the State of the Nation Address. Congress can thereafter focus on the revision process, as guided by the barangay assembly submissions, until the end of the year.

Mindanao’s lone Cardinal, Orlando B. Quevedo, OMI, who will officially retire as Archbishop of Cotabato on January 30, made several calls, “given the ISIS affiliation of the suspected perpetrators.”

“Bring them to justice; netizens to provide info towards identifying and arresting them; do not lump Muslims together as likely to become violent radicals; persist in inter-religious dialogue among ordinary people of different faiths; and dialogue with one another. “Let us not lose our focus for a promise of peace and development through the new Bangsamoro government. It is one of the ways forward,” he told MindaNews.

Domingo, however, acknowledges that “as long as conflicts and poverty exist in Mindanao, ISIS or Daesh will stay as their Southeast Asian home base, but I guess, dialogues, inter religion and inter-faith engagements that happened before and are still going on now will strengthen our common quest for peace.”

He said he is confident that violent extremism will be isolated “if only majority of Filipinos understand and own the Moro struggles and the historical injustices.”

Inter-religious dialogue Fr. Roberto Layson, OMI, head of the Inter-Religious Dialogue ministry of the Oblates of Mary Immaculate, told MindaNews said that after the cathedral bombing, “the more we need to continue promoting harmony among Muslims and Christians through inter-religious dialogue.”

“The challenge is how to transcend our biases and prejudices,” he said, as he emphasized, “don’t blame everybody for the mistake of some.”

“We, Lumads, Muslims and Christians, must work together to build a peaceful Mindanao despite all challenges that we are still facing,” said Layson, who served as parish priest of Jolo from 1994 to 1997 and who spent at least a decade in Pikit, North Cotabato where he experienced at least five wars between government forces and the Moro Islamic Liberation Front (MILF).

The erstwhile warring forces are now partners for peace and RA 11054 or the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao, the enabling law of the Comprehensive Agreement on the Bangsamoro they signed in March 2014, was proclaimed ratified last January 25, two days before the Jolo bombings.

Al Haj Murad Ebrahim, MILF chair, said the terror attack in Jolo was “a cowardly and evil attempt to extinguish the hope for peace that we have in the newly-ratified” Bangsamoro law.

“This early, the forces of extremism, wherever they may be coming from, are bent to keep us in the cycle of violence, distrust and hatred that we want to put an end to. This dastardly act of killing and hurting civilians and uniformed personnel, as well as desecrating the sanctity of places of worship, might be meant to stoke religious animosity between peoples of different faiths. But we will not allow them to succeed,” Murad said, as he assured the MILF’s commitment to assist in gathering information that could lead to the identification of their perpetrators.

In support of the Bangsamoro peace process, it called on President Duterte to “defend to the utmost peace and order in Mindanao and our country through the enforcement of the law, and by bringing to justice those responsible for this reprehensible crime.” It also called on leaders of Muslim, Lumad (Indigenous Peoples) and Christian communities to “work together in assuaging fears and prejudices that could arise in their communities from this act done by terrorists, whose ways do not reflect the beliefs and aspirations of the Bangsamoro people.”

It also called on its Evangelical constituents to “pray fervently and implore the Lord’s loving kindness so that genuine peace, justice and harmony will soon befall upon our beloved land.”

The IA said the evidence points to the direction that “the Abu Sayyaf Group and its many factions, whether connected to ISIS or not, are the greatest source of instability and continuing violence in the island.”
