THE recent bombing in Jolo, Sulu which claimed the lives of at least 20 people and wounded 112 others, is a just an isolated incident, a military official said Tuesday. “It was an isolated case as there was apparently an unconfirmed information as revealed by a priest in Jolo in a media interview that there is a bombing threat against the Church,” Armed Forces of the Philippines (AFP) public affairs office chief Col. Noel Detoyato told the Philippine News Agency when asked if Sunday’s blast is an isolated one or just the beginning of a wave of attacks in the area. He also added that the Mount Carmel Cathedral has already a long list of bombing incidents in the past. “It is in this light that a community effort has to be tapped as security against terrorism is a complex activity,” Detoyato added. Earlier, the AFP public affairs office chief said the military will take “extra precautionary measures” to secure the second Bangsamoro Organic Law (BOL) plebiscite on February 6

THE Cagayan de Oro City Police Office (Cocpo) is urging the churchgoing public not to bring backpacks and large bags when going to places of worship. In the aftermath of the Mount Carmel cathedral bombing in Jolo last Sunday, Cocpo director Senior Supt. Nelson Aganon reported yesterday that he has met with Archdiocese of Cagayan de Oro leaders last Monday and they all agreed with his proposal. Aganon also suggested before the group of clerics during their meeting that the archdiocese would erect baggage counters in selected large parish churches in the city for worshippers to deposit their baggages and get them after services are over. BUTUAN City--Three New Peoples Army rebels were killed in an encounter with government troopers in the interior sub village of Patagon in Anticala , Butuan City on Monday afternoon, military reports said. In related incident, police recovered the dead body of a village councilman of the remote village of Valentina in Esperanza town in Agusan del Sur who was buried in a shallow grave in a neighboring village of Mantuganoy in San Luis town believed to be perpetrated by NPA guerillas. Maj. Ronald Putol, civil military operation officer of the Army’s 402nd Brigade, said the rebels were killed after a 15-minute firefight. Responding soldiers from the 29th Infantry

Battalion engaged the rebels belonging to Guerilla Front 21 in the fierce gun battle after they received reports from civilians about the presence of NPAs in their community. Putol said the casualties may have caused the rebels to flee leaving behind an AK 47 rifle. Two M16 Armalites , an M203 Grenade qnd ammunitions. Lt. Col. Warren Munda, commanding officer of the 29th IB, said they are now coordinating local government officials to ensure that the cadaver of the slain rebels will be

brought home to their families to let them have a decent burial. “The dead bodies are yet to be identified and will be turned-over to the barangay officials in Anticala and PNP personnel for identification and proper disposition,” Putol said. In the other report, police retrieved the dead body of councilman Rando Perez Insayoy in the neighboring community buried in a shallow grave with his hands hogtied. The victim bore several stab wounds. He was earlier abducted by the alleged NPA rebels on January 25 in retaliation for his reported involvement in convincing his nephew to lay down his arms and return to the folds of law.

Duterte looked for Moreno: Alam THE president may just be being nice when he raised the hands of a mayoral candidate at the hallway behind the stage of the Limketkai Atrium last Friday. “Kaila man na sila ni presidente Duterte kay nitabang na siya sa kampanya,” Kag. Alam Lim said of photos and news reports of the president’s alleged endorsement of the said candidate. The president “honors debt of gratitude,” Lim added. The Liga ng mga Barangay president and ex officio member of the City Council made these remarks in the latest edition of the weekly radio Kaabag sa Kalambuan sa Barangay over at 99.9 Magnum Radyo FM last Sunday. “Og tinuod gyud nga siya Lavina ang gi endorso ni president Duterte, ngano didto man sa atubangan sa tindahan cellphone, dili man sa stage sa ilang reunion. Unya nga wala man siya gipasulod sa meeting sa mga kapitan, daghan man violet didto,” Lim asked. Lim, a close friend and ally of Rodrigo Roa Duterte said there were only two local candidates whom the president asked the village heads to support, himself, who is running for the congressional seat and Girlie Balaba who is running for councilor in the second district. At the close of the meeting with barangay captains, the president raised Lim’s hand for the second time as a gesture of endorsement. At the sidelines of the State Banquet at the Malacanang Palace for the visiting president of Sri Lanka last January 16, the president also raised Lim’s hand. The barangay captains that attended the private meeting with the president came from all political camps. “If indeed, siya (referring to the challenger of incumbent Mayor Oscar S. Moreno) ang gi endorse,

Isolated case

PEACE has remained elusive in the land of my birth -- Mindanao. Ahead of the second round of the BOL plebiscite, the dreaded terrorist group Abu Sayyaf made a suicide attack on a Sunday mass inside the Jolo Catholic Cathedral that claimed 20 precious lives and dozens injured, enough to scare off the peace-loving, Godfearing Mindanaoans. Thanks but no thanks to the war-freaks, the idiots and the fools in our midst, who feared no angels as they continue to sow terror in what authorities considered an “isolated case” – a corrupted excuse every time a tragic incident occurs

elsewhere in the four corners of this strife-beaten island. And speaking of terror, Cagayan de Oro is not an exception, either. Known far and wide as the “friendliest” city in the south, it hugged recent headlines following a series of daylight street killings involving highprofile personalities. And it happened right smack in the heart of the city. Well-meaning Cagay-anons are praying to high heavens to spare the city from all forms of criminality – from petty crimes, daylight heist and to the proliferation of drugs, among others. For a long, long time, terror and underdevelop-

ment gripped the island long forsaken (read: forgotten) by Imperial Manila’s distorted thinking -- that when Manila sneezes, Mindanao gets the cold. And as I write this piece, a running gun-battle is happening somewhere in Jolo, Sulu with the embattled military in hot pursuit of the evasive Abu Sayyaf, a hide-and-seek guerrilla gunbattle. The list of atrocities continue as the BOL plebiscite enters its second round of public consultation in ARMM areas. With the Jolo church bombing, the extension of martial law for another year in Mindanao is challenged

to the fore. Mindanao’s search for lasting peace is indeed elusive. LIKE US President Donald Trump’s border wall, placing Mindanao under Martial Law can never be a guarantee that terrorism such as the twin bombings in Mount Carmel church in Jolo, Sulu Sunday morning is already a thing of the past. At best, what Martial Law achieved proved by that bloody twin bombings is for everyone, including state security forces, to let their guard down on the belief martial rule can deter terrorists from engaging in terrorist attacks. It is not farfetched as well that in the case of America if Trump will have his way, border troopers and other state agents tasked with securing that country’s borders will likewise let their

guards down on the belief the border wall will prevent bad elements from other countries from entering the United States. This reminded me of the debate whether a motorcycle helmet could secure motorcycle drivers from tragic accidents thus prevent deaths in such accidents. The anti-helmet advocates argue that the best that a helmet can do in a motorcycle accident is prevent the biker’s brain from splattering all over. But the worst it does, it is argued, is give the motorcycle biker false sense of security that his helmet will prevent him from becoming a fatality in an accident he may figure in. Mindanao was placed

and is still placed under Martial Law when terrorists identified with the Islamic State of Iraq and Syria or ISIS staged the bloody and destructive Marawi siege. One of the reasons put forth to justify the extension of Martial Law in Mindanao was to suppress, deter and avert any terrorist group from carrying their nefarious activities after the Marawi siege. Sadly, despite the intention, bombings still happen in Mindanao the latest of which was Sunday’s twin bombings in Jolo, Sulu. Terrorist acts, as what President Duterte had been saying, should be denounced by every peace loving citizen. No question about this. But reality stares at us that even Martial Law cannot

prevent or deter acts of terrorism by lawless elements. Let us be reminded that acts of terrorism is not by itself the end. It is simply but a means to achieve an ultimate objective, which is, more often than not, political, to take hold of the reins of governance, anchored on economic grounds, which is the economic injustice prevailing in society be it in our country or elsewhere. Weakness and apathy invite aggression THE deadly blast in Jolo of Mt. Carmel Cathedral ushered gory memories of similar vicious bombing incidents of San Pedro Cathedral in Davao City. These dastardly and bestial attacks especially on the house of worship are condemned by both Christian and Islamic religions and can only be carried out by extremists. The first attack on the San Pedro Cathedral and Mt. Carmel were carried out under the aegis of martial law. The Davao incident was during Marcos and now this assault on the church in Jolo. The Davao tragedy happened in the waning days of martial law regime. I must say that in both incidents, the enforcement of martial rule is not as tight and the security measures wanting. Pres. Rodrigo Duterte has not hidden his anger on

how the twin blasts were carried in and out of the church. What happened in Jolo should give an expensive lesson to our law enforcers. I have personally witnessed the lackadaisical attitude of police elements that are supposed to keep the security at the Redemptorist Church in Davao. Instead of posting themselves in one or two strategic parts or moving around the church, they are all clustered in one corner where it is shaded, either rumor mongering or texting. The homemade bomb used in Jolo must be something big considering the extent of the damage and the number of people killed and maimed. If the security was tight enough the bombs could not have been brought inside the church. All these are beyond

us now. After we bury the dead, we should continue to care for the wounded. The president has ordered a stand down in Jolo and an all-out-offensive against the terrorists that seemed to move around freely, kidnapping people be they Christians or Muslims, foreigners or locals, men or women, children or adults. Police and militar y should not waste their time thinking and analyzing whether the perpetrators were ISIS or Abu Sayyafs, politically motivated or terrorist attack. It is plain carnage and whoever carried this out must be pursued to the ends of the earth and annihilated. The supremacy and strength of the government forces against these criminals must prevail because weakness and apathy invite aggression. Stop moonlighting as security

An ICRC health team visited Monday a hospital in this city to assess the needs of 18 severely wounded patients, and of patients who are being transported to Zamboanga, for possible support for their individual treatment. The ICRC supports seven hospitals in conflict-affected areas in Mindanao with medicines and medical supplies. Last year, 242 responders in Mindanao, includ-

ing nurses from Sulu, were trained to provide quality emergency medical care to wounded people. MANILA -- Senator Manny Pacquiao on Tuesday said his proposal to double the excise tax on cigarettes is seen to prevent 850,000 new smokers on its first year of implementation. During the Senate ways and means committee hearing on tobacco tax bills, Pacquiao said increasing the tax on the sin product will not only raise funds for the government’s Universal Health Care (UHC) program but will also help curb smoking. “Tobacco tax increase will help raise revenues. Magkakaroon ng funding ang universal health care (There would be funding for the universal health care). We need that, but remember: there are other benefits beyond the revenues and funding,” Pacquiao said. “By increasing tobacco tax, we would be able to prevent an estimated 850,000 new smokers on the first year of implementation. Kapag may ginawa tayo, kaya nating pigilan ang masamang epekto ng paninigarilyo (If we do something, we could prevent the harmful effects of smoking),” he added. He said there are currently 13 million Filipino smokers, and 1.2 million more are expected by 2022. “Most of the victims are from the youth and marginalized sectors, people who have no means of paying for the harmful effects of smoking. MANILA — The National Economic and Development Authority (NEDA) will propose the exemption of big-ticket infrastructure projects from the election spending ban in order to cushion the economic impact of the 2019 national budget’s delayed passage, the country’s chief economist said on Monday. “Mostly infrastructure projects especially those of national significance will be spared from the ban. I would expect the Comelec (Commission on Elections) to be more understanding of the re-enacted budget. The President (Rodrigo Duterte)

In the United States, there is a projected 15% growth in the employment of nurses, going all the way to 2026, according to the US Department of Labor. The ICRC supports seven hospitals in conflict-affected areas in Mindanao with medicines and medical supplies. Last year, 242 responders in Mindanao, including nurses from Sulu, were trained to provide quality emergency medical care to wounded people. It also supports capacitybuilding of PRC chapters in Sulu and Basilan to respond to emergencies and provides support for displaced civilians. The ICRC is a neutral, impartial and independent humanitarian organization whose exclusive humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance, regardless of their political affiliation. Group cries foul on church vandalism AN ally of the Iglesia Filipina Independiente (IFI) yesterday cried foul over graffiti painted within the premises of an IFI church in Cagayan de Oro City in what it construed as vandalism of church property. In a press conference yesterday, Promotion of Church People’s Response (PCPR) Northern Mindanao co-chairperson Saniboy Limbag said that the graffiti “mocked the messengers of God, despised His words and mocked his prophets.” Caretakers at an IFI church in Bulua, this city discovered on Monday two sets of graffiti spray-painted on its walls accusing the church as coddlers of the rebel group New People’s Army (NPA).

A staunch ally of IFI, Limbag denied that the church is coddling NPA rebels, saying they were merely following the militant stance of Christ in siding with the margins of society. “ The IFI diocese in Cagayan de Oro under Rt. Rev. Felixberto Calang and Rt. Rev. Antonio Ablon will always stand for peace and justice and champion indigenous rights,” Limbag said. He pointed out that the Church will always follow Christ’s words for the “fullness of life and have it abundantly,” quoting John 10:10. GSKP observes 28th foundation anniversary

GEN. SALIPADA K. PENDATUN, Maguindanao -- This municipal government steps another milestone as it successfully celebrated its 28th foundation anniversary last January 27, 2019. Mayor Bonnie T. Kali said during a simple program at the municipal covered court following a parade, that as they add on another year, they look at it with noble purpose. “Indeed, I take pride and honor in greeting my constituents in GSKP as we celebrate our 28th Founding Anniversary,” Mayor Kali said. The mayor stressed it is their direction to continue to transform their town into a bigger, better, and brighter community for the benefit of their local populace. “The efforts of the LGU through the years have resulted for what it is today. Therefore, I encourage our constituents to live in harmony,” Mayor Kali said. Further, Mayor Kali also

expressed gratitude to the people in the municipal government who were contributors to the success of this year’s observance. “I am expressing my sincerest gratitude to our department heads and line-agencies as well,” he said. Also present during the festivity included Mangudadatu Mayor and LMP President Datu Freddie G. Mangudadatu, Maguindanao’s 2nd District Board Member Datu King Jazzer Mangudadatu and Paglat Mayor Abdulkarim Langkuno, among others. “In behalf of the municipal government of GSKP, I would like to express my sincerest thanks to everyone who took part which made our observance a meaningful one.
