HUNDRED and fifty transitional shelters in Barangay Sagonsongan, Marawi City, are now occupied by residents displaced by the five-month siege, and 250 more units will be available by January 30, the chair of the Task Force Bangon Marawi (TFBM) said.

The TFBM was supposed to have turned over 500 units on December 27 but the units could not be occupied because electricity and water connections were not available by then. TFBM chair and Housing Secretary Eduardo del Rosario told a press briefing in Malacanang on Friday that he ordered the delay of transfer of the “bakwits” (evacuees or internally displaced persons) for three weeks to ensure the houses have electrical and water connections. “Last January 20 nagsimula na yung pagpasok

A total of 1,100 temporary shelters will initially be constructed for Marawi residents in the former “Ground Zero” or what is now referred to as MAA or ‘main affected area.” The MAA comprises 250 hectares and was occupied by 11,000 families before the five-month clashes between government forces and the ISIS-inspired Maute Group, Abu Sayyaf and its allies started on May 23, 2017. Del Rosario told MindaNews a total of 6,400 transitional shelters and 3,300 permanent shelters will be built. He said 1,100 of these transitional shelters will be completed by March 1. On the permanent housing units, del Rosario said they are still “waiting for availablility of lots to be provided by the local gov-

ernment unit.” He told reporters in Malacanang that there are three criteria that Marawi ‘bakwits’ must meet to avail of the housing projects: first, the “bakwit’ must have resided in the 24 barangays within the former “Ground Zero;” second, their houses were burned or destroyed; and third, they are poor. If a potential beneficiary meets all three requirements, the TFBM added another consideration: that 70% of the beneficiaries will come from evacuation centers and 30% from the home-based evacuees. not remiss in paying real property taxes to the city government here. Ivy Henson of the EDC’s corporate communications

division said her company has “faithfully” paid its realty taxes based on what was provided for in the Renewable Energy Act of 2008.

Henson clarified that under the law, the EDC, as producer of renewable energy, is entitled to certain incentives, one of which is on payment of real property taxes (RPT). The EDC owns geothermal power facilities located at Barangay Ilomavis here. Its geothermal power plants are producing 106 megawatts of power for Mindanao. Earlier, the Kidapawan City LGU (local government unit) issued a warrant of levy to collect from EDC unpaid RPT worth P520 million. It said the company has not been paying the correct amount of realty taxes since 2010. Weeks after the EDC received the warrant, the EDC filed a temporary restraining order and a writ of preliminary injunction

at the Regional Trial Court branch 17 here. “The city government has a different view on this issue, and seeks to collect allegedly unpaid real property taxes, which we believe are not in accordance with applicable law,” said Henson. She explained that her company has gone to court to preserve its rights, even as it continues to work with the city government. EDC, she said, has been operating in Kidapawan City for 20 years, “providing Mindanao with clean, reliable, and affordable power.” “During all this time, EDC has been an active and responsible corporate citizen of Kidapawan in partnership with the city and provincial governments, local communities, and

indigenous peoples. We are committed to continuing our service to Mindanao and we look forward to the eventual resolution of this dispute,” she added. “We ask that the process be respected and that inflammatory statements tending to politicize the matter be avoided,” she stressed. But Kidapawan City councilor Mike Rualo, chair of the Committee on Energy of the Sangguniang Panglungsod, denied there is politics involved in the city’s move to collect real property taxes from the EDC. “There is no politics involved in this real property tax issue. DTI fasttracks assistance to Marawi IDPs

The Department of Trade and Industry (DTI) is keen on fast-tracking the revival of Marawi City’s illustrious business environment as the agency looks to provide more assistance to affected Maranao entrepreneurs. “We plan to allocate more budget for this year to support the Bangon Marawi programs to provide livelihood assistance to around 80 percent of identified internally displaced persons (IDPs) in 2018,” said Trade Secretary Ramon Lopez. DTI Regional Operations Group (ROG) Undersecretary Zenaida Maglaya said the agency has set aside P50 million to fund the Shared Service Facilities (SSF) project and will seek additional budget to fund the provision of livelihood starter kits, micro loans, mobile rice mills, tricycles, construc-

tion of public markets, and provision of retail spaces in major malls to promote Maranao products, among others. “We will continue to provide assistance to our brothers and sisters in Marawi. As of now we are working to assist Maranao entrepreneurs with micro loans through the Pondo sa Pagbabago at Pag-asenso or P3, mobile rice mills, tricycles, and equipment,” Maglaya said. The P50 million SSF fund will help address the needs of Maranao entrepreneurs in the aspect of loom weaving, wood working, and brasswares by providing equipment that matches their needs, she added. IF plans don’t miscarry, the city government of Cagayan de Oro is keen on building a multistorey car park in downtown Divisoria to decongest the area from traffic haphazard. Once constructed, the P60-million worth fourstorey car park building will help the Roads and Traffic Administration (RTA) strictly implement the “No Parking” policy in the side streets in Divisoria. But, City Engineer Rolando Pacuribot told Mindanao Daily News that the City Hall doesn’t have the money to fund the con-

struction of the car park building. Pacuribot, however, expressed optimism that the project can still be materialized through the help of the Department of Public Works and Highways (DPWH) and Senate President Aquilino Martin Pimentel III. I expect that the city government of Cagayan de Oro will be able to materialize the project to relieve the traffic congestions plaguing motorists not only in the downtown Divisoria, but also in other areas. Without the car park building, the efforts of the

RTA to make the surroundings in Divisoria free from traffic is futile. And why not build more car park buildings in Carmen, Cogon, along Osmeña Street and other areas with narrow streets such as Tiano, Mabini, and Burgos Streets. Fiction or not, I was told a story about the “no parking” sign. While the traffic enforcer is on the process of issuing a citation ticket to the driver for violation of “No Parking” sign, the driver asked the traffic enforcer: “Sir, ganiha ra ko diri og sigeg tuyok-tuyok wala man gyud ko kakita og ‘Yes Parking’ sign puro

The time has come. Change is inevitable!

‘Mangrove swimming’

IN a secluded place called Tubajon, a barangay situated in Laguindingan in Misamis Oriental, there lies a one-of-a-kind seaside resort that offers a wacky experience to both locals and foreign tourists –- “mangrove swimming.” Owned and operated by the people of Tubajon, the Aqua Marine Water Park and Fish Sanctuary serves as a great escape for nature lovers out there. Your swimming binge is an experience like no other. Called “mangrove swimming,” you take the plunge through stairs attached to bamboo-made cottages interconnected with each other through a web of boardwalks made of bamboo poles. Cottage rental for a daylong stay inside the mangrove forest runs between P300 to P500 depending on the size. A P1,000 rent goes with a more intricate, bigger “Titanic”-shaped bamboo cottage. And just around the mangrove swamps, you get to watch tiny crabs dig their holes in the sea floor. Other marine specie dot the mangrove-filled marine park cum nature resort – freely. As a protected zone, however, the Tubajon Aqua Marine and Fish Sanctuary has a few sets of rules to follow. Throwing of garbage anywhere around the area is a no-no, and therefore wastes are to be placed inside waste bags provided by the sanctuary management. The place is a solace way of appreciating marine water amid lush mangroves spread in a 22-hectare sanctuary where tiny species of fish and other organisms enjoy their natural habitat. Marine Park is a natural tourist attraction in the making. In fact, the local marine park has been providing added income to the barangay, a tourism push worth the taking by other communities to improve local revenues and boost further the domestic tourism initiative of Gov. Bambi Emano. On a bigger outlook, what impedes tourism growth in MisOr, or even in the whole of Mindanao is not the lack of worldclass infrastructure, but the continuing threat of terrorism. The beauty and charm of MisOr and the rest of Mindanao are confidently beyond question. What is in question is how to corner that elusive peace in this beautiful island of aplenty has been searching since time immemorial. With all its costly branding, Mindanao needs to strengthen its domestic security, the basic law and order for that matter, considered as the fundamental recipe to sustain tourism growth in this island once dubbed as the “promise land.” This troubled island, most often threatened by terrorist attacks, deserves special attention no less to attain a responsible, sustainable and inclusive tourism development. The need for a greater connectivity of Mindanao’s diverse destinations is also to be underscored by the Duterte administration. Asap. Sadly, what is happening now is the deafening silence to place Mindanao in the pedestal of sustained growth, globally-competitive in the field of tourism development, infrastructure and agriculture. That said, several tourism initiatives in the local

front are in sustained limbo because of the alarming portrayal of negative stories about Mindanao. To market Mindanao as a tourism destination is foremost and the cooperation of all players in the industry, including the tri-media is paramount for a sustainable growth in the tourism sector. And so, these questions: what moves do we need to make travel and tourism in Mindanao safe and robust? What are the key economic indicators for the sustained growth of local businesses and communities? Consequently, to tell the business community of India not to go Mindanao is an admission of contriteness on the part of Malacanang. Against this backdrop, the question on how to ensure greater information sharing and collective steps to ensure visitor safety remains critical at this time. The need to institute tighter security measures are calculated moves toward achieving a competitive and safe tourist destination anywhere in Mindanao. The challenge to build greater flexibility and visibility such as the ability of hotels and tour operators, among others, to adapt internal security measures during meetings, conferences and exhibitions, and others that could come any time at the forefront of tourism activities. One fine example is the ever growing number of Korean tourist arrivals in Northern Mindanao particularly in Cagayan de Oro. The need therefore to tailor-fit marketing and outreach efforts, according to their needs, is one clear

measure that can be leveraged, the same application for other foreign tourists like the Americans and Japanese visitors alike. With the emerging ASEAN integration, Mindanao must be prepared for the growing number of arrivals of both foreign and domestic tourists and this is best addressed by partnering with the private sector in a corrupt–free, enabling environment. Accordingly, Mindanao must recognize that the region’s sustained attractiveness as an emerging tourist destination must be driven by its people and the services it provide. In addition, the island’s tourism come-on must be anchored on the attitude and acceptance of its people --- more than the fine beaches and sandbars, more than the water falls, rivers and mountains, more than its culture, historic or otherwise. Community involvement also plays an important role in building support system for travel and tourism efforts in Mindanao to flourish and eventually benefit the people in the localities. With terrorism worries continue to hound the tourism industry, the island’s potentials as the country’s emerging tourist destination is not seen to pass the tests of time in earnest, not until terror attacks are silenced and put to eternal rest. Mindanao, its image already tarnished by terrorism has to push hard to become safe, secured and globally-competitive, tourism-wise. Our take therefore is tourism, not terrorism. Palace welcomes Moody’s report on PH as standout ASEAN economy

A L AC A ÑA N G was elated on the latest report of Moody’s Investors Service that the Philippines is a standout among the ASEAN economies in 2018. “Moody’s cited increasing trade and domestic demand, stable credit conditions and improved execution of government spending,” Roque said during his press briefing held in Iloilo over the weekend. Secretary Roque further added that the Administration’s newly-enacted Tax Reform for Acceleration and Inclusion (TRAIN) Act would contribute to the projected high economic growth this year. He said that major infrastructure projects under the Administration’s BuildBuild-Build Program would spur economic activities, which included creation of livelihood opportunities for Filipinos, with the construction of networks of roads and bridges. Related to this, the Palace spokesperson cited the World Economic Forum’s (WEF) Inclusive Growth and Development Report 2018 where it classified the Philippines as an emerging economy with sustainability

stewardship of natural and financial resources under the national performance key indicator of intergenerational equity and sustainability. DAVAO CITY — The city government has set a new record after it ended 2017 with more than 40,000 businesses and a total investment value of P270 billion, Mayor Sara Duterte said. The city surpassed its 2016 record of 39,238 business establishments with total investment value worth P230.83 billion. She made the announcement before 300 attendees of the 50th Annual Installation of Officers and Board of

AVAO CITY — Davao City wants additional 2,000 to 2,500 police forces to beef up the operations of the 1,700 strong Davao City Police Office (DCPO), Mayor Sara Duterte said on Friday. The requested addition is more than twice the present number of 1,700. At the 50th Annual Installation of Officers and Board of Trustees of the Davao City Chamber of Commerce and Industry (DCCCII) at the SMX Convention Center here on Friday, the mayor said they see the need for more s e c u r i t y f o rc e s t o maintain peace and order here and thwart threats of terrorism because it is getting more challenging to secure a city as big as Davao with a growing a population. The city has a population of 1.6 million based on the 2015 census of the Philippine Statistics Authority. “The city is so huge because there

are a lot of people going inside and the security forces are not enough, with a population which is the same as other big cities, except that they are smaller in terms of land area and they have more police forces,” she said. The mayor said they are preparing the documents to request the Philippine National Police for additional police personnel. The mayor explained that s e c u ri t y m e a s u re s must be stepped up to protect the city from those who do not agree with some of the policies of her f a t h e r, P r e s i d e n t Rodrigo Duterte, and may want to “embarrass” the city where he served as city mayor for 22 years before he ascended to the country’s highest position in 2016. The mayor added that the security forces here are working very hard to make sure “there will be no

terroristic incident in the city.” She added they continue to deploy police auxiliaries to augment the police patrolling in strategic areas throughout the city. “We want to keep Davao City’s pride of being the safest city in the country for both people and businesses,” she added. On September 2, 2016, a blast ripped through Roxas Night Market, leaving 15 people dead and 69 others injured. The bombing was reportedly perpetrated by members of the Islamic State-inspired Maute Group, the same group that attacked Marawi City last May 23 that prompted the President to place the entire Mindanao under Martial Law. The President also suspended the privilege of the writ of habeas corpus. The battle of Marawi ended five months later with Duterte declaring Marawi liberated from the influence

of the terrorist group on October 17, a day after the military killed Abu Sayyaf leader Isnilon Hapilon and Omar Maute. Congress approved on December 13, 2017 the President’s request of martial alw extension until December 31, 2018. The mayor admitted that martial law challenged the city’s campaign as a prime investment and tourism destination in the country and assured potential investors that the city is safe. “In response to this, our tourism and investment offices a re w o r k i n g o n a brand campaign to highlight Davao City as a peaceful destination,” she said. She added a series of roadshows, targeting foreign chambers of commerce, tourism associations, and embassies, will also be organized to promote the city as a “safe and secured choice” for residents, visitors and investors. Over 120k children in Davao Region benefit from DSWD feeding program Davao City (DSWD XI) -The Department of Social Welfare and Development (DSWD) bared that for the 7th cycle implementation of its Supplementary Feeding Program (SFP), a total of 127,746 children enrolled in 2,792 Child Development Centers in Davao Region were covered. In response to the malnutrition problem and to help achieve the millennium goal 1 of eradicating poverty and hunger, DSWD, in partnership with Local Government Units (LGUs) implemented the feeding program. Davao Del Sur with 345 Child Development Centers (CDCs) has served 14,021 children-beneficiaries; Davao del Norte with 583 CDCs served 31,774; Davao Occidental with 244 CDCs served 9,057; Compostela Valley with 542 CDCs served 25,214; Davao Oriental with 529 CDCs served 19,428; and Davao City with 549 CDCs was able to serve 28,252. The feeding program aims to improve and sustain the nutritional status of target children-beneficiaries and improve knowledge, attitude and practices of children, parents and caregivers

through intensified nutrition and health education. It basically provides hot meals for 120 days to children enrolled in LGU-run Child Development Centers (formerly known as Day Care Centers) and Supervised Neighborhood Play. Regional Director of DSWD Mercedita P. Jabagat emphasized that at the start of Cycle 7 implementation, DSWD piloted the provision of twice-a-day feeding in selected LGUs based on the following criteria: malnutrition rate as per National Nutrition Council (NNC); with children in Geographically isolated and Disadvantaged Areas, (GIDA) and Indigenous Peoples (lP) areas; with nutritionally depressed areas; and with no unliquidated funds from previous implementation of the regular feeding program. Under the program, DSWD was able to download a total of Php 242,759,227.14 million to qualified partner LGUs in 2017. Currently, DSWD implements the regular Supplementary Feeding Program in all LGUs across the country to ensure that day care children are able to consume nutritious food. (DSWD)

DOST to boost textile technology, programs AS part of the Philippine Tropical Fabrics (PTF) Month this January, the Department of Science and Technology Philippine Textile Research Institute ( D O S T - P T R I ) announced Friday it has lined up several activities and programs to further boost the country’s textile industry. T he DOST - PT R I, which would celebrate its 51st anniversary this year, said the celebration would

carry the theme, “Concept to Cloth”. “This theme centers on giving opportunity to the government, academe and private sector to translate ideas into materials, processes or solutions leading to more prospects and impact in the textile sector,” it said. On January 30, the DOST-PTRI will launch a technology business incubator facility for producing powdered natural dyes. The agency said that this

facility would provide technical support to micro, small, medium enterprises (MSMEs) to help them enhance their businesses. It also targets to launch a design competition for government uniforms. The contest aims to produce design prototypes that could be used by select government agencies. A workshop for designers and entrepreneurs was also scheduled on January 30. Through

this workshop, attendees would learn to make draw patterns for handloom weaving. Meanwhile, for this year, the DOST-PTRI also plans to launch the first textile research and development (R&D) laboratory to assist designers and manufacturers in prototyping their products or designs. Xerxes Trinidad, commanding officer of the 36th IB, along with staff from Taganito HPAL (THPAL) Nickel Corporation and Good Harvest Bio-organic Farming, Inc., launch the Kapalayapaan organic rice farm project with the planting of hybrid organic rice seedlings on a plot of rice paddies. Eight farmers who will tend their rice fields anew after 12 years of deserting it will be supervised by Ignacio Lauzon, CEO of Good Harvest Bio-organic Farming, to ensure that they can yield at least 100 sacks of organic rice in April this year. Julius Dalubatan, one of the recipient farmers, said they abandoned their farms at the height of the mining operation boom in 2006 when their lands were affected by large volumes of laterite wastes that overflowed from Taganito river during the heavy flooding. He said since the laterites mixed the soil of the rice fields , yield during harvest season had drastically declined that they could hardly get 30 sacks of rice a hectare. Claver , once a farming and fishing town, has hosted some eight large mining companies including THPAL, a Japanese-owned nickel processing plant, which is extending financial support through their Social Development and Management Program to pursue the 36th IB “Kapalayapaan” organic rice farm project. Ka-Palay-apaan (coined from a mixture of Tagalog words, peace and rice) is a joint initiative among stakeholders in the government to help the poor farmers liberate from “high cost yet low yield” old farming methods. The project was the brainchild of Lt. Col. Randolph Rojas, former 36th IB commander, who introduced it to the impoverished farmers in the conflictstricken village of Lindoy in Tago town in Surigao del Sur. The Lindoy experience where farmers of this once New Peoples Army influenced community have already sustained at least 100 sacks per hectare production in the last three harvest seasons became an inspiration to drive the 36th IB soldiers to replicate the initiative to four other towns in Surigao del Sur. Trinidad said introducing Kapalayapaan in the mining town of Claver was a big challenge but they are committed to make it a big success. “We are true to our intent to bring food to the table of every Filipino home,” adding that “If the stomachs of every family member are full, no one would think of doing bad things.” For her part, Genevieve Chua, manager of Community Relations at THPAL,

said their company wanted Claver residents to be engaged in sustainable livelihood activities like organic rice farming for them to be prepared when mining stops operation after 25 years. Lauzon said bio-organic farming would change the attitude of farmers to become hard working since tending this kind of farm involves a lot of manual labor aside from strictly following the tedious protocol and processing from land preparation to blooming of rice until the harvest time. In a separate interview though, city engineer Rolando Pacuribot said that City Hall doesn’t have the budget to construct the ambitious project because the city government cannot afford to fund it on its own. But Pacuribot said they are still moving forward on the project because they will seek financial assistance from both the national government through the Department of Public Works and Highways (DPWH) and Senate President Aquilino Martin Pimentel III. Pacuribot said that the city government will pour in its own equity once the project will be greenlighted, adding that the four-deck structure will cost more than P60 million to make based on initial studies. Momentarily, the Roads and Traffic Administration (RTA) headed by Oclarit is busy overhauling traffic flows in other congested parts of the city. DSWD holds media forum, visits Solar-powered water system sub-project in Alubijid The Department of Social Welfare and Development (DSWD) Region 10 recently held a forum with the members of the media to i nt ro du c e it s pro g r a m s and services, January 1516 at the Pearlmont Hotel. The forum also introduced updates on the promotive programs namely the Pantawid Pamilyang Pilipino Program (4Ps), Sustainable Livelihood Program (SLP), and the Kapit-bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of S ocial S er vices National Community-Driven Development Program (Kalahi-CIDSS NCDDP). DSWD Field Office 10 program focal persons introduced their respective programs to the media and entertained queries from the media present during the forum. Among the DSWD presenters were from Social Technology Unit, headed by Ms Morena B. Fernandez; Social Pension Program by Ms Daisy Ramos; Centers an d In s t itut i ons by M s Rosanel Pague; Kalipunan (formerly Convergence) by Mr Abdul Jabbar Usman; Ms Amelita Paye for Assistance to Individuals/Families in Crisis Situation (AICS); Mr Rhandy Ladoroz for SLP, Ms Kenneth Haze Sanchez for 4Ps; and Ms Teofreda Dingal for Kalahi-CIDSS NCDDP.

The Kalahi-CIDSS NCDD Program M s Te of re d a D i ng a l, DSWD Region 10’s Deputy Regional Program Manager for DSWD Kalahi-CIDSS NCDDP said that the program has 3 key messages: DSWD Kalahi-CIDSS NCDDP is a means to achieve improved access to b asic s er v ices and to participate in more inclusive lo cal planning and budgeting, the program assists poor communities to facilitate improvement of the well-being of their barangay and its residents, and that the CommunityDriven Development (CDD) is a well-documented and tested approach which empowers communities to take control of the planning, implementing, and resource investments in their locality. Community-driven development (CDD) refers to an emerging approach in community development practice where processes, principles, strategies and resources are applied to ensure community empowerment by giving the people authority and control over decisions and resources. In the Philippines, CDD is implemented through the DSWD Kalahi-CIDSS NCDDP. Part of the DSWD KalahiCIDSS community-driven development approach i s t h e e mp owe r m e nt of

women. According to the data provided by the DSWD Kalahi-CIDSS regional program management office through its Monitoring and Evaluation Unit, headed by Ms Gemima Lopez, that as of December 2017 – there are a total of 477 community subprojects spread throughout the 5 provinces of the region with a total of 26,539 paidlabor workers, 5,673 of which are women. The most common community sub-projects in the region are farm-tomarket roads and pathways w hich compr is e 47% of the total number of subprojects, followed by potable water systems, and health stations. Other community sub-projects include day care centers, pre & post-harvest facilities, bridges, floodcontrol structures, and school buildings. Solar-Powered Potable Water System The members of the media, together with the DSWD workers, visited Barangay Tugasnon, Alubijid, Misamis Oriental, headed by Mr Ruel O. Barros –Punong Barangay, w h e r e a s o l a r- p o w e r e d pump-driven potable water system was const r uc te d through the DSWD KalahiCIDSS program grant of P1,173,972.80 and lo ca l counterpart from the Municipal Government of

Alubijid, headed by Mayor Alvin Giovanni A. Labis, of P45,733.20 and community counterpart of P18,120.00 totaling P 1,237,826.00. According to Mr Arman B a t u t a y, a c o m m u n i t y volunteer who heads the operation and maintenance of the water system – “kusog ang tubig nga gikan ani nga pump, di na mi maglisod sa pagkuha sa tubig (the flow of water from this pump is strong, we don’t have a hard time getting water now).” A total of 366 households i n B a r a n g a y Tu g a s n o n benefits from the potable water sy stem, t here are also 203 households who are beneficiaries of the 4Ps program who benefits from this community sub-project. Brgy. Tugasnon, Alubijid Misamis Oriental is one of the beneficiaries of DSWD KALAHI - CIDSS. It has 8 purok with a total population of 2,493, Total HH 597HH and 631 families. The pump is powered by a 2.1Kwpk 265w Solar Polycrystalline system and produces an average of 20 cubic-meters per day – and is distributed throughout the barangay’s 10 designated tap stands.
