ILIGAN City--Police arrested on Thursday, January 24, a kagawad of a barangay in Taraka town in Lanao del Sur and her husband in a joint anti-drug buy bust operation of the Philippine National Police Drug Enforcement Group (PNP DEG) and Stations 1 and 5 of Iligan City Police Office. The suspect, identified as Sittie Aizah Macabando Badron, 24, married, pregnant to her third child. Senior Inspector Eric

Logroño said Badron is the main target of the operation but her husband, Sadam Baniaga Sarip, 27, was also arrested for acting as driver.

Their two children, aged ten months old and five years old, were with them in the car when they were arrested. Davao Region to sustain growth momentum in 2019 By ANTONIO L. COLINA IV MindaNews

DAVAO City--The Davao Region is expected to sustain its strong economic performance as its gross regional domestic product is projected to grow between 9.5% and 10.5% in 2018, National Economic Development Authority (NEDA) 11 director Maria Lourdes Lim said. Lim told Kapihan sa PIA on Friday that the full year on the region’s GRDP would come out April or May this year. The Philippine Statistics Authority (PSA) reported on Thursday that the gross domestic product of the Philippines grew by 6.2% for the entire 2018. The country’s GDP growth, the government’s economic managers claimed, “cements the Philippines’ standing as one of the fastest-growing economies in Asia.” Lim said Davao Region, composed of the provinces of Davao del Norte, Davao del Sur, Compostela Valley, Davao Oriental, Davao Occidental, Compostela Valley, and the cities of Davao,

Tagum, Panabo, Samal, Digos and Mati contributed largely to the country’s GDP growth. She said last year’s rising inflation, peaking at 7.9% in September 2018, will bear “insignificant impact” on the Davao’s economic growth, owing to the stronger growth performance in the tourism, manufacturing, construction, and industry sectors. She said the high inflation was driven by high oil prices in the global market, affecting production and transportation costs, and supply shocks including shortages in rice and fish. “As a matter of fact, investments are still strong in terms of real property, even housing construction, private construction activities in the region. This will further boost our growth performance last year,” she said. Inflation showed signs of tapering off beginning October 2018 when inflation rate of the region lowered to 7.8%. The debate on lowering the age of criminal liability I haven’t read the now controversial bill which aims to lower the age of criminal responsibility from 15 years old to nine years old. But here I’ll try to spell out the arguments for and against the bill which is personally quite troubling for a lot of people especially those of a generation or two ago who still remember a time when nine years old is still considered the age of innocence.

I learned that nearly a week from now, a congresional committee approved a bill that would lower the age of criminal responsibility from 15 to nine years old. And it has drawn quite a firestorm of debates, protests and arguments for and against it that it had become a political issue of great importance. It also offers taxpayers the chance to make their voices heard on delibera-

tions for the bill in town hall or barangay/village settings. Susan’s Notes will try to take stock of these debates and in fact I asked two great lawyers in Cagayan de Oro about their positions on the issue, a critical issue that will touch the very heart of our views on criminality and how far government will go in cracking down on it. A chance of religiousness? ONE of the most important parts in my life is the belief in supernatural power which governs the universe. Maybe because I was born and raised up in a parish house in Germany. It doesn’t matter which religion we belong to or believe in: the recognition of God as object of worship, the form of worship should be our primacy need. Sad to say, more and more people get another opinion nowadays. During my stay in several Western countries, I

experienced icy and conceited comments such as religiousness isn’t popular anymore. Religiousness makes people unwilling and morose because of exaggeration and sometimes even hypocrisy. Increasing negative headlines about the “institutional church” in the past and now, and embarrassing comparisons lead only to discord. How come? We want to see the religiousness of our fellow creatures. We want to understand their ideology.

But we are also poking our nose into other people’s business too much. Let’s look behind the scenes and let’s find out what religious behavior promotes: humility in actual life. Maybe. It’s hard for us to do without affecting others. We even forget the real meaning of religiousness. I CAN’T read what’s in the mind of the President and the presidential daughter in regard their appalling subservience amounting to political slavery to the Marcoses. President Duterte hardheadedly allowed the burial of the late dictator Ferdinand Marcos at the Libingan ng mga Bayani when the Supreme Court left it to him to decide for such burial. When at one time he expressed his desire to cut short his term, he made it clear he could have done it so easily if only the late

dictator’s namesake is his vice president. Now that the midterm elections are fast approaching, even before the campaign period could officially commence, primetime television is flooded with political ads where presidential daughter Sara, the incumbent Davao City mayor, endorses the late dictator’s eldest child, Imee, the incumbent governor of the Marcos family’s bailiwick Ilocos Norte. Why the Duterte’s are staking so much of their political fortunes to in-

gratiate themselves to the Marcoses is beyond me. Yes, it’s true that the Duterte patriarch and even he himself were beneficiaries of the late dictator’s political patronage. But should they be brazen in repaying the patronage they enjoyed during the ruthless rule of Marcos? Surely, it can’t yet be calculated what would be the impact of this displayed devotion the Duterte’s have heaped on the Marcoses. One thing sure, however, it endears them to the Marcos loyalists but alienates them

School Heads are the driver of the school’s productivity; from the welfare and competence of their subordinates, the academic performance and the total individuality of the learners, the frequentness of external and internal stakeholders’ cooperation, the offshoots of project improving the school features and the transparent allocation of school finances and expenditures. School heads also have this unseen task of being the moral icon (because sometimes, things are easy to say than done) to the school community inside and outside the school vicinity with or without wearing the Deped Uniform. On the other hand, a school leader must have good inter

personal skill for they are dealing varied people with multiple personalities, they must have a strong tolerance to stress to manage his craft well. A good leader must have a good foundation in family relation. Running a family and running a school has no difference, because everyone in the school is your partner in improving the school performance. Don’t get me wrong, but as how you engage your life time partner has the same effort with engaging your colleagues in public service (the same cariño given to the partner and colleagues is initiated when you ask them to perform something). Let us maintain our focus on the job, while having a balance commitment towards our profession and our family. I know that we are challenge on this as public servant. But in the end it is our family who we can call on when everything runs out.

GSIS offers emergency loan to 1K calamity victims in Sta. Cruz, Marinduque THE Government Service Insurance System (GSIS) is offering emergency loan to its 1,228 active members who were affected by drought in Sta. Cruz, Marinduque. The loan application deadline is February 9, 2019. A total of 609 active members in the calamity areas who have no existing emergency loan may apply for a Php20,000 loan. A total of 619 members who have not yet fully paid their emergency loan may apply for an amount of Php40,000, from which the outstanding balance will be deducted. Qualified borrowers are active members who are working or residing in the said areas, are not on leave of absence without pay, have no arrears in paying monthly mandatory life insurance or social insurance premium contributions, and have no unpaid loans for more than six months. They should also have a minimum net takehome pay of Php5,000 after monthly premium contributions and loan amortizations have been deducted.

‘Drug courier’ for city jail inmates nabbed in Davao City DAVAO CITY -- An alleged big-time drug courier for the inmates of the Maa city jail yielded PHP1.5-million worth of shabu when arrested during a buy-bust operation outside the facility on Thursday afternoon. Mar i a Theresita Gaspan, Davao City Police Office (DCPO) spokesperson, identified the arrested individual as Jovelyn Urot Saballa, 22, single, and resident of San Antonio, Barpa, Agdao. Gaspan said Saballa was arrested after a completed purchase of a large sachet containing shabu by two poseur buyers in Purok 28, outside the Ma-a city jail. She said the operation was conducted by the Intelligence Branch of the DCPO and Philippine Drug Enforcement Agency (PDEA) in response to intelligence information about Saballa’s involvement in illegal drugs. Authorities confiscated from Saballa’s possession the

THE University of Science and Technology of (Southern) Philippines (USTP) – Claveria located in Claveria, Misamis Oriental will host the week-long 12th FASMin Congress from January 28 to February 2. FASMin stands for the Federation of Agriculture Students of Mindanao. In its 12 years of existence, it was only in 2019 that USTP Claveria was given the chance to host this prestigious congress. Around 300 delegates from all over Mindanao

are expected to swoop down the picturesque mountainside campus starting this Monday, capping the five-day-long series of activities on Friday. Dr. Eric Randy Politud, the host coordinator of this year’s congress, released the following schedule of activities: There will be an opening dinner salvo at 6:00 p.m. today followed by a motorcade not just around the 101-hectare campus but in the center of Claveria itself tomorrow morning,

Tuesday. It will be succeeded with the banner raising, lighting of urn, unveiling of booths and exhibits and opening program at USTP Claveria auditorium. There will be agricultural and literary contests in the whole afternoon followed by the Search for Mr. and Miss FASMin in the evening. On Wednesday morning will be the forest appreciation tour at USTP Claveria’s agroforestry complex, an agriforum in the whole afternoon and a musical and dance

competition in the evening. On Thursday will be the rodeo and non-cattle events followed by the election of the new officers of FASMin for SY 2019-20 and awarding rites. Located at the PHIVIDEC Industrial Estate of the Misamis Oriental-Special Economic Zone, the facilities in the complex would include sintering, coking, pelletizing and steel-rolling, producing basic iron and steel products for further processing. On the western side of the province, Ayala Land Inc. will initially invest P3.8 billion to develop the master-planned 526-hectare integrated estate Habini Bay in Laguindingan. To be anchored by an industrial park managed by Laguna Technopark Inc., initial development is projected to generate 2,580 jobs. Once fully operational, total employment from locators is expected to breach 40,000, once the light industrial park takes off. While these companies would prioritize employment for their host communities, the number of workers needed for these big ticket projects is way beyond the capacity of even the entire region to provide over the seven year time period. A vigorous campaign to bring back skilled Filipino workers from the region might help somewhat, but unless something drastic happens to fill up the tremendous gap in demand and supply, locator industries would have no other option other than bring in skilled workers from other regions and even abroad. This last option would inevitably result in a dramatic increase in demand for social services such as housing, health services and facilities, education for workers children, expanded infrastructure to cope with the tremendous rise in logistics and inputs demanded by heavy industries such as water, roads and electricity. You get the picture. Fortunately, some help could be forthcoming from the Republic of Korea, specifically in manpower development and training. During a recent visit to Cagayan de Oro by Korean Ambassador Han Dong-an, Dean Kim, Consular Assistant of the ROK Embassy who is based in Cagayan de Oro and CEO of Developer Group Trubuil Inc. broached the idea of establishing a similar facility to the RTC-Korea Philippines Vocational Training Center Davao, TESDA Region 11. “Please provide us with more information on what specifically you would require to address this need,” Ambassador Han told the audience at Xavier University-Ateneo de Cagayan, where he discussed the ongoing peace process in the Korean peninsula and the bilateral relations between the two countries to faculty and students, including a score of Korean students enrolled in the institution. A formal proposal on the establishment of a similar center in Cagayan de Oro City or Region 10 would have to undergo the evaluation protocol required of such projects financed by Official Development Assistance from the ROK, Ambassador Han

Established with an initial USD5-million grant in 2004, the center aims to contribute to the skills development of the Filipino Workforce by training and educating skilled manpower necessary for the agricultural and industrial development of the Philippines, and to contribute to the regional development of Mindanao. Besides providing for the construction of the center in Davao City, the initial amount also covered the provision of equipment, training of Filipino trainers in Korea and the dispatch of Korean experts to the Philippines. Former Provincial Board (PB) member Oscar Musni said this proposed bill only showed that the Philippines is going to the dogs as far as law enforcement is concerned. There is no denying the fact that there are a lot of streets kids, most of whom grow up to be young adult offenders who find themselves behind bars and staying there for the longest time, even for the remainder of their natural life. Carlo Antonio B. Almirante, Dean of Liceo de Cagayan University’s College of Law admitted that he supports the bill citing as basis reports that poor kids as young as six years old are recruited into the ranks of syndicates. He said this is made possible with the consent of parents

or guardians who are abusive, negligent or are recidivist themselves. Almirante also argued that contrary to the assertions of critics, the bill is rehabilitative and not penal in nature as far as young offenders are concerned. He said under the bill the parents and guardians are held equally liable and I share his sentiments since I think the adults bear responsibility for their children’s misdeeds. But like me, Dean Almirante had yet to fully read the contents of the bill so a proper assessment is not forthcoming. I don’t know if Musni read the bill in its entirety but he is quick to say that the proposed legislation is cruel and insensitive. He asserts that crimes committed by minors are borne out of poverty and lack of opportunity which I fully agree with. A little throwback: I visited a rehabilitation center for juvenile delinquents called Tahanan or whatever it is called nowadays and sadly, the place looks and smells like a regular prison cell that reeks of urine and cockroaches. In my past life as a media practitioner I saw for myself how underage offenders are mixed with hardened adult criminal suspects in regular jails. I don’t have to say to you that life in prison is hard. These minor offenders may be committing their crimes at the behest of their parents or guardians, who knows. But they are pawns and not fully aware of the consequences of their actions, unlike their adult counterparts. I agree with Atty.Musni that any rise in criminal cases involving minors can be traced to failure by government and stakeholders to improve their lot in life. More is urgently needed. Lowering the age of criminal liability from 15 years old to nine years old is not the way to rectify the worsening criminality rate. That the bill is tied to political expediency makes it all the more alarming and galling. I suggest that the Senate carefully deliberate and review this bill from the Lower House and not rush its approval. A national conversation among all stakeholders on this issue should be the call of the day for everyone who cares enough about the welfare of the country’s children. It is also my humble opinion that a bill should be passed penalizing parents, guardians and caretakers for failure to guide and supervise their children who end up being criminals. It is the parents and guardians who should be held liable. I still pray for a Philippines where the future of the next generation is secured. For instance, City Councilors Doc “Boboy” Daba, Zusette Daba, and Annie Daba are directly or indirectly related with the Roas. Of course, the City Councilors, identified with the incumbent City Mayor, would now cast doubts on the Daba’s political alliance. As usual, the lapdogs at the City Council would be quicker to issue a litany of denials that the Dabas have now realigned with Pompee. That is expected. After all, the crew in the sinking boat would not make a drastic announcement to avoid passengers to run into a panic. However, like it or not, the incumbent city administration is now panicky. Duterte’s endorsement of Pompee’s candidacy is a “game changer.” It was a strong message to all Duterte supporters to rally behind Pompee’s candidacy. Indeed, a change for real is imminent. While it is too early to conclude, there is no denying of the impending political end of Mayor Oscar Moreno. His supporters are claiming that Moreno’s remains a strong candidate. Of course, Moreno is the incumbent. But, to boast about Moreno’s strong candidacy is a veiled admission that Moreno is now weaker. Consider the cases filed against Moreno. On top of the anti-graft cases now pending in court, two cases were filed against Moreno last week – One, a disqualification case on the ground that Moreno has reportedly continued to exercise the duty of a city mayor when, in fact, he (Moreno) has already been dismissed and is perpetually disqualified to run for public office. Two, another plunder case involving alleged “overpricing” in the construction of “public schools,” which reportedly amounted to about P 900 million. Again, Moreno deserved his day in court.
