THE island’s largest passenger bus firm, Rural Transit of Mindanao Inc., has debuted a new fleet of luxury buses to run the Cagayan de Oro-Davao route starting yesterday. The new state-of-the-art fleet of 12 units, aptly called as luxury buses, will ply 24 hours the 284-kilometer route in five stops – Malaybalay City, Valencia City, Maramag, Quezon (all in Bukidnon) and Davao City, its final destination. TUB OD, LANAO DEL NORTE -- Department of Health region 10 (DOH 10) clarified misinformation about Human ImmunoDeficiency Virus (HIV) and Acquired Immune Deficiency Syndrome (AIDS) saying it is impossible for a fish to transmit HIV to human because it does not have the same body temperature the virus needs to survive. Ian Jose C Baang from the Center for Health Development - Northern Mindanao DOH 10 during his HIV 101 presentation in the 2nd Information Volunteers Network (IVN) conference held at the Mindanao Civic Center (MCC) Hotel, Tubod, Lanao Del Norte (LDN) on January 22 said not to believe this misinformation on social media. He said HIV is a human-to-human transmitted disease. The virus cannot survive for long outside the human body. When the virus is exposed to air, it will quickly dry up and become inactive. Once it will be inactive, it would never be active again. “Education is important. People should be provided with correct, accurate, and reliable information on how they can protect themselves from HIV,” he said. “I am glad to have shared this important information to all of you (the audience) here because as information volunteers you will be the front-liners of preventing misinformation from spreading. You will also be the advocates of the truth and facts,” Baang reiterated. “It is safe to eat fish period,” he said. “Humans as we are, I know we have that fear, but it is not right to fuel our fear with ignorance. Fishermen and fish vendors’ livelihoods are already greatly affected by this false information,”
ARMM holds first Bangsamoro Datathon
MARAWI CITY, Lanao del Sur -- The Regional Planning and Development Office (RPDO-ARMM) of the Autonomous Region in Muslim Mindanao (ARMM) spearheaded a three-day Bangsamoro Datathon in Cotabato City from January 8 to 10. The Bangsamoro Datathon (data + marathon) is a series of support processes in service of the transition from the ARMM to Bangsamoro Autonomous Region in Muslim Mindanao. The exercise covered open data, open street mapping, and benchmark data. The project was aimed at consolidating and evaluating available administrative, statistical, and framework geospatial data of the ARMM and existing development plans and studies; comprehensive data inventory and consolidation required to build a baseline for the shift from the ARMM to the Bangsamoro Transition Authority this year; focus on development data, not Department of Health region 10 (DOH 10) clarified misinformation about Human Immuno-Deficiency Virus (HIV) human resource data (assets, and Acquired Immune Deficiency Syndrome (AIDS) saying that it is impossible for a fish to transmit HIV to human liabilities, and because it does not have the same body temperature the virus needs to survive. There are three modes where HIV can be transmitted: sex by having contact with infected semen and vaginal fluid through vaginal, anal or oral sex; blood transfusion by contaminated blood, using a contaminated needle and injecting drug use; and infected mother to child. Aside from the transmission, there are also principles that need to be considered when having contacted by a person infected by HIV (PHIV) such as the exit, quantity sufficiency of the virus, its survival and the entry of bodily fluids such as semen, vaginal secretions, blood, and breast milk, he said. Gov. Dimaporo calls for info volunteers’ network support in Lanao del Norte CAGAYAN DE ORO CITY -- Governor Imelda Q. Dimaporo urged stakeholders from Lanao del Norte to support the Information Volunteers Network (IVN) of the Philippine Information Agency (PIA). The governor made the call during the IVN Conference at Tubod, Lanao del Norte on Tuesday, January 22, where she acknowledged the crucial role of the IVN on the ground. “This is good as it encourages ordinary citizens to participate in an active role and engaging them in positive discussion, through constructive criticism, that

Will Moreno join the ‘Roa family’ reunion?
PRESIDENT Rodrigo Roa Duterte is expected to attend the annual “Roa Family Reunion” in Cagayan De Oro City today (Jan. 25, 2019). The media are banned to cover the event, which indicates that Duterte’s coming to Cagayan De Oro City was on a personal note. However, a little bird has shared disturbing reports about the alleged “invitation” of some outsiders, especially candidates. Well, a candidate for congress in the city’s second district has claimed that Duterte has invited him to join the “family reunion.” There is also a question on whether Mayor Moreno would join the Roa Clan reunion this year. Contrary to claims of Mayoral candidate Pompee La Viña, Moreno
has been claiming to be a relative of the Roas. In several interviews, La Viña poked on Moreno as a “fake” Roa. “Moreno has never been a Roa. He (Moreno) came from Balingasag. There are Roas there. Perhaps, Moreno is related with the Roas in Balingasag, but not in Cagayan De Oro,” La Viña said. On several occasions, La Viña has accused Moreno of alleged “corrupt practices.” “Moreno has 76 cases of corruption in court and it would be a shame for the Roa family to have a bloodline of corrupt public officials,” La Viña once told the CYNOSURE. Anyway, Moreno deserves a day in court. Early this month, the Ombudsman in Mindanao has ordered
Moreno to answer the “plunder case” filed against him. The Ombudsman reminded Moreno that the anti-graft court would not entertain any motion to dismiss the case. In its order, the anti-graft court said that it would proceed to render its resolution with or without Moreno’s pleadings. Pompee said that he has nothing personal against Moreno. Pompee is the standard bearer of the coalition political party of the Centrist for Democratic Party and the Padayon Pilipino, said that he simply “hates corruption.” He said that he is running for mayor in Cagayan De Oro City to “clean” City Hall of its corrupt image. Duterte’s anti-corruption and illegal drug campaign. Duterte’s coming to Cagayan De Oro today would seal the political fate of Pompee and the coalition political party. Of course, Duterte would endorse Pompee among relatives who would be joining the reunion. Perhaps, Moreno would not be around during the reunion or he would come to prevent Duterte from endorsing Pompee? Stupendous justification
IN lowering the age of criminal liability, the House of Representative through its highest official, the Speaker, stupendously justified their action claiming they only delivered what the President wanted. The hilarity of the justification merited comments from netizens who asked if the President wants them to eat shit, will they do it. The ludicrous justification given by Speaker Gloria Macapagal Arroyo in the lowering of the age of criminal liability from 15 to at first nine then finally to 12 expectedly did not in any way help the cause of the Lower House in blindly giving in to the wishes of Malacanang.
Even the experts they invited as resource persons to enlighten them about a child’s age of discernment for their actions were one in cautioning them from lowering the age of criminal liability. But the advice just fell on deaf ears because the blind supporters of the President among the House members refused to see the light. They were bent on pleasing Duterte than being right. Apparently, they did not want to incur the ire of the President at this point when the midterm elections are fast approaching. In other words, they’d rather be fools than wise. Pathetic. Pro-Duterte trolls in social media are peddling
the information, perhaps to cushion the negative impact of Arroyo’s admission that it was the President who pushed for the lowering of the age of criminal liability, that a sizable number of countries have a lowered age of criminal liability. Another argument that instead of clearing up the uproar against such action only muddled the issue even more. It is of no moment to us if other countries have a lower age of criminal liability. What matters to us in reaching a decision on the matter is the expert opinion of academics and professional practitioners about our very own Filipino kids. These experts were one

Even the heavens rebuke Andaya EX-majority Floor Leader Rolando Andaya’s attempt at dramatics is a foolishly childish adventurism that it only invited speculations why he cannot come to terms with Budget Sec. Ben Diokno on the figures which he claimed were insertions made by the latter. He assailed the idea of having P114-billion for DPWH flood control projects and went on with his careless allegation that Diokno has a favored contractor to undertake the project. What a preposterous notion. Here in Davao City for example, we urgently need funds to fortify riverbanks and desilt river beds which had become too shallow due to unimpeded soil erosions
thereby causing flood waters to breach through embankments. This is happening now as I write this piece and that makes Andaya’s objections to the world’s typhoon and flood-prone country misplaced, if not idiotic. Some quarters had therefore speculated that Andaya’s attempt to shake the Palace by the Pasig might just be a symptom of some inevitable development. Something that could divert the nation’s wrath on him than make a diluvial issue out that flood-control budget. Isn’t it a simple truth that whatever figure is proposed, inserted or deleted, at the end of the day it is the Lower Chamber, where he is or was

Planning & devt cmte to look into proposal for new CLUP WITH new developments in Cagayan de Oro, the City Council committee on planning and development chaired by Councilor Ian Mark Nacaya will be looking into the possibility of coming up with a Comprehensive Land Use Plan (CLUP) that will be synergized with the metropolitanization of the city. This is in response to the special report of Councilor Nacaya during the 111th regular session of the 18th City Council headed by Vice Mayor Raineir Joaquin V. Uy. The councilor said during discussions with the country director of the UN Habitat, it was mentioned that the city has no CLUP yet.
According to Nacaya, more than 15 years ago the city council approved the CLUP but it was not considered by the Housing Land Use and Regulatory Board (HLURB) due to some requirements. “The CLUP is the mother of all plans in Cagayan de Oro supposedly of all local government units. Without a mother plan there would be no set direction of the city,” he stressed. Nacaya said even if the city is doing well, without a CLUP the city will be running in various directions. The councilor proposed that a new version be adopted since the situation 15 years ago was different from what the city is now.
“We have been considered very competitive in the category of a highly urbanized city. We have several codes already enacted for serving the various sectors in the city. We might as well create a new, develop a new mother plan, for what we would like to see,” he stressed. “And we effectively ask the planning office and all other departments concerned as regards our view on the CLUP, our view on traffic development and all matters in the interest of all sectors in the city, women, youth, persons with disabilities, senior citizens and all including our transport sector be considered and we hope we can provide a new CLUP for Cagayan de Oro,” Nacaya cited (SP)

Science teaching is a complex activity that lies at the heart of the vision of science education presented in the Standards. The teaching standards provide criteria for making judgments about progress toward the vision; they describe what teachers of science at all grade levels should understand and be able to do. To highlight the importance of teachers in science education, these standards are presented first. However, to attain the vision of science education described in the Standards and Competencies in the K-12 curriculum, change is needed in the entire system. Teachers are central to education, but they must not be placed in the position of being solely responsible for reform. Teachers will need to work within a collegial, organizational, and policy context that is supportive
of good science teaching. In addition, students must accept and share responsibility for their own learning. In the vision of science education portrayed by the Standards, effective teachers of science create an environment in which they and students work together as active learners. While students are engaged in learning about the natural world and the scientific principles needed to understand it, teachers are working with their colleagues to expand their knowledge about science teaching. To teach science as portrayed by the Standards, teachers must have theoretical and practical knowledge and abilities about science, learning, and science teaching. Common ground of assumptions needs the vision of science education described by the Standards requires changes
throughout the entire system. What students learn is greatly influenced by how they are taught. The actions of teachers are deeply influenced by their perceptions of science as an enterprise and as a subject to be taught and learned. Student understanding is actively constructed through individual and social processes. Actions of teachers are deeply influenced by their understanding of and relationships with students. As teachers we make the complexities of science easy and achievable to our learners. Good teaching practice is a key influence on student learning - a desired outcome and primary goal of higher educational institutions. We all want to know how to improve spoken English.But for some of us, there’s a big obstacle. To improve English speaking, the best thing to do is to talk with a native speaker. But not all of us have that option! What if you don’t know anyone who speaks English? What if you don’t have time? What if you simply don’t feel confident enough yet to practice with a native? How can you practice speaking English without anybody else to help you? Don’t worry. You can still improve your spoken English, even without a speaking partner. Spoken English is a very powerful tool for all teachers across all curriculum subject. Think in English. Sometimes the difficult thing about English speaking isn’t the language itself, but how you think about it. If you think in your native language and then try to speak English, you’ll always have to translate between languages. Translating isn’t an easy thing to do! Even people fluent in two or more languages have trouble switching
between languages anytime. Even try to use an English-to-English dictionary to look up words. That way you never have to use your native language and translate words. You’ll notice that when you think in English, it’s easier for you to speak in English. Focus on English Fluency, Not Grammar. When you speak in English, how often do you stop? The more you stop, the less confident you sound and the less comfortable you become. Try the mirror exercise, but challenge yourself to speak without stopping or stammering (taking pauses between your words) the entire time. This might mean that your sentences won’t be grammatically perfect, and that’s okay! If you focus on speaking fluently instead of correctly, you’ll still be understood and you’ll sound better. You can fill in the correct grammar and word rules as you learn them better. Try English Tongue Twisters. Tongue twisters are series of words that are difficult to say quickly. One example is: “The thirtythree thieves thought that they thrilled the throne throughout Thursday.” Try saying this a few times! It’s not easy. Word games like this will help you find the
right placement for your mouth and tongue, and can even help your pronunciation. Listen and Repeat. Do you watch TV shows or YouTube videos in English? Use them to improve your fluency. Choose a short part of a show and repeat it line by line. Try to match the tone, speed and even the accent (if you can). It doesn’t matter if you miss a few words, the important thing is to keep talking. Try to sound just like the native speakers on the show. The fact remains, however, that employers still turn away many of our youth because their English skills are below par, despite the Philippines being a country where the English language is deeply entrenched in local culture.The availability of quality human resources is one of the Philippines’ key advantages. Teachers as we are need to be fluent in speaking English to set a role model for them.Fluency is a great way to bridge misunderstandings and misalignment across global operations.Comendably, all mistakes will be answered and made. thus, productivity are achieved.

WHILE bullying in schools has begun to receive great attention with the enactment of Republic Act (RA) 10627 or the Anti-Bullying Act and the DepEd’s Child Policy, little is known about the link between and among classroom discipline techniques, parenting styles and bullying incidents. Bullying all over the world
is becoming a primary concern among children, adolescents and even adults. DepEd documented more than 1,700 cases of child abuse and bullying in SY 201314. Of these, only 60 percent was resolved. In this regard, the role of schools being avenues for a stable and secure learning environment is expected to provide an education that caters to students’ physical and mental well beings, develop their self confidence and help their ability to pursue ambitions and interests.
To achieve this, teachers are expected to crate optimal learning environments by establishing and enforcing discipline rules, creating caring teacher-student relationships, address problem behaviors and using quality communication. Parenting style also plays a role in early socialization of children regarding bullying behavior. Pupils identified as bullies are 1.65 times more likely to come from homes with authoritarian style of child rearing compared to a participatory style.

Effective leadership sets the direction and influences members of the organization to work together toward meeting organizational goals. “If you make listening and observation your occupation, you will gain much more than you can by talk.” Robert Baden Powell Research is required not just for students and academics, but for all professionals like teachers. It is also important for finding unending solution to problems related in the teaching and learning practices inside the classroom. The conduct of action research could improve the teaching and learning process by reinforcing, modifying, or changing perceptions based on informal data and observations. Some important topics that a teacher could work for action research were those linked on problems they face in real classroom situations. Like other teachers, finding an
interesting topic to discuss and write about should go beyond personal experience. It may be an interesting topic within the four corners of the classroom or you want to know about the best practices of other teachers in their school. Another good topic for action research are those related on how the teacher effectively addresses students` adjustment problems, discipline issues, and attention deficit problems. Being a neophyte teacher, it is my dilemma on how to start making a simple action research even if our school always includes research items in our In-service Training and Learning Action Cell sessions. Despite of that we are encouraged to create our own title at the end of each session but none of them interest me to pursue the study that I have in mind. My encounter with the diverse researchers in the 2nd ASEAN Conference on Institutional and Action Research open up my mind and widened my horizon to start contemplating of the importance
of research in my daily activities. The conference becomes my stepping stone to really pursue in doing research despite the lack of knowledge and time in doing it. The brilliant plenary speakers also unselfishly deliver their expertise in conducting simple but reliable data in their findings. The actual observation and the inputs given to us were very relevant as a neophyte teacher in conducting research. The knowledge that I have acquired in the 3-day conference were imprinted already and the oozing desire to finish my own research inspired me to also share with my colleague. Lastly, as one of the speaker said “Research is not difficult, do not make it complicated” therefore in conducting research we can use simple statistical treatment to derive at a common goal and that is to find solution or intervention in improving the teaching and learning process in the classroom.

DAVAO CITY -- At least three members of the City Council have expressed alarm over the proposed measure to lower the age of criminal liability of children to 9 years old. “It is clearly a contentious law not only in the Philippines but in other countries,” said Councilor Antoinette Principe, chairperson of the City Council committee on civil, political and human rights. Principe was referring to Republic Act 9344, which
mandates that a child “15 years of age or under at the time of the offense shall be exempt from criminal liability.” The law only recommends “intervention program” for children in conflict with the law or CICL. Entrepreneur shares struggle to innovate building system By MIKE BAÑOS Edito-at-Large
EVEN as a student, Engr. Jeffrey S. Co already stood out, finishing his Civil Engineering degree at San Jose Recoletos University Cum Laude and garnering 8th place in the Civil Engineering Licensure Examination. But he soon found out that success at school did not exactly translate to success in business. In 1983, he founded Jaybuilders Industries, Inc. (formerly known as Cagayan Iron Works). In 2005, he undertook a joint venture with Philmetal Products, Inc. to establish North Mindanao Steel Corporation (now Premier Shelter, Inc.). His first two ventures were pretty straight forward, being blessed with moderate success. But it was when he founded Priometal Mindanao Corporation in 2011 that the real struggle started. Inspired by legendary Apple innovator Steve Jobs, PMC aimed “To promote and provide innovative building frames and functions technology that is cost efficient for every Juan.” “I am making it SIMPLER, FASTER TO COMPLETE and MORE COSTEFFICIENT,” he explained during a recent series of presentations held for industry stakeholders at the firm’s demo unit in Kauswagan. “If you have P1million budget for a certain building project, would you choose a building technology that would cost P600,000 for materials and P400,000 for labor? Or one that would cost P400,000 in

materials and P600,000 for labor?” Co explained he would opt for a building technology that has cheaper labor because it would mean it took faster to complete, and faster would also mean lesser overhead, and make the building earn earlier. He said the BahaiCO, Bahay Mo system is anchored on existing technologies that can be combined so that it becomes stronger, more durable, faster to complete, safer, yet more affordable than existing designs and concepts now offered in the Philippine construction industry. Using as a benchmark the 8-unit Bachelor’s Pad where the system’s launching was held January 16-20, Co said the BahaiCO Bahay Mo system resulted in 22% savings in total cost compared to a conventional concrete building

The savings were realized due to cheaper material and labor costs on top of taking a faster time to complete. “BahaiCO Bahay Mo uses minimal form and shoring works, and no wooden scaffoldings. Our iCO Meta Purlin are precut, pre-fabricated and pre-labeled in our plant resulting in zero waste.” Its 22 columns only took 3 days to erect, and the complete assembly of the 8-unit frames and purlins only four weeks to complete. Thus, the whole building would be finished in only six months, compared to at least eight months for conventional ones. That ‘s two months saved, and by itself already a two month advantage in rental earnings. “I believe we have already achieved our goal to provide ‘a better home every Juan deserves’. But just like all stories of a
successful innovation, it is indeed a long story of so many, many failures,” Co shared. From the time PMC started in 2011 to the last quarter of 2017, Co said they experienced an 80 percent failure rate in their projects. “My construction projects were not earning, and our sales were on survival mode,” he recalls. “I had really many days of sleepless nights, and I lost weight because I lost my desire to eat.” Worse, their financial resources were depleted and they had to dispose of many properties just to stay afloat. “And the most painful part of that was I almost didn’t believe in myself anymore,” he said. “That’s why I was strongly considering giving it all up in 2017.” But he kept his faith and prayed at the Cawayanon church to ask for God’s guidance. And his prayers were
answered! “He sent me a few good men and women who encouraged me to continue and not give up. He also gifted me with loyal key people who never thought of abandoning me, even though that the salaries for their family were at stake.” “On top of that, PMC was blessed with reputable suppliers that complemented our BahaiCO, Bahay Mo and shared our mission of providing a better home every Juan deserves.” PMC’s fortunes improved in 2018 with their iCO products now being recognized in Cagayan de Oro, Bukidnon, Iligan, Butuan, Misamis Occidental and even as far as Dipolog and Ipil. Nonetheless, many challenges remain. “BahaiCO, Bahay Mo is not a claim to fame or a declaration of perfection, but with many open-ended
questions to industry stakeholders: Will it be acceptable to the common Filipino mind set which still believes that all buildings should be made of concrete? Can houses be made even faster? For relocation projects for victims of natural or man-made disasters? How can we hire more skilled workers when their existing welding and carpentry skills don’t jibe with our building system? BahaiCO, BahayMo is not a one shot achievement but just a step towards the pursuit of our ultimate MISSION. “Someday we might finally realize that perfect building technology and claim that we are victorious! Lower House oks on second reading bill to lower minimum age of social responsibility THE House of Representatives approved on second reading on Wednesday House Bill 8858, seeking to lower the minimum age of social responsibility from 15 years old to 12 years old. The bill principally authored by Majority Leader Fredenil Castro expands the scope of the juvenile justice and welfare system and strengthens the social reintegration programs for children in conflict with the law, amending Republic Act 9344 or the Juvenile Justice and Welfare Act of 2006. House Committee on Justice chair Rep. The 2017 NDHS revealed that 71.3 percent or 167,463 youths have demand for family planning commodity like pills, IUD, implant and other artificial and natural means because many of them are sexually
active and are already into intimate relationships. As a policy, Popcom strictly adheres to the principles of the Responsible Parenthood and Reproductive Health Law which is to support the reproductive health of women including young girls and boys through continuous reproductive health information and education and creating networks for effective service referral system, Gupit said. To assist young people in their reproductive needs, Popcom has created a network of service providers through an information service delivery network to help them access the services. The purpose of establishing this network is to create a referral pathway which will link the needs and demand of the adolescent in youth for reproductive health information and

Cebu Pacific steps-up re-fleeting program as its first Airbus A321neo arrives in PH 21 January 2019 – The Philippines’ leading airline, Cebu Pacific (PSE: CEB), receives the first of 32 A321NEO (New Engine Option) aircraft ordered directly from Airbus. The new aircraft will support the carrier’s fleet renewal and expansion plans over the next five years. Cebu Pacific is expecting delivery of at least five more A321NEO aircraft this year to support its expansion. CEB is also set to receive five (5) Airbus A320NEO (New Engine Option) aircraft leased from international aircraft leasing company Avolon; as well as an additional ATR 72-600 aircraft within 2019. The latest deliver brings
the total number of aircraft in the Cebu Pacific fleet to 72. On top of the A321NEO, the Cebu Pacific fleet is comprised of 36 Airbus A320, seven (7) Airbus A321CEO, eight (8) Airbus A330, eight (8) ATR 72-500, and 12 ATR 72-600 aircraft. The ATR aircraft are used by its subsidiary Cebgo for domestic destinations where jet operations are not possible. CEB boasts of one of the youngest fleets in the world, with an average fleet age of five (5) years.
