COTABATO City--The conduct of the plebiscite on Monday to ratify Republic Act 11054 or the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao was generally peaceful, the Commission on Elections (Comelec) said on Tuesday. Comelec spokesperson James Jimenez described the plebiscite as a success. “It was a clean and peaceful elections, except for Cotabato City,” he said. The plebiscite covers the Autonomous Region i n Mu s l i m M i n d an a o (ARMM), which straddles the provinces of Maguindanao, Lanao del Sur, Basilan, Sulu and Tawi-tawi. Rey Sumalipao, Comelec-ARMM director, placed the voters’ turnout at 85 percent. ARMM and the cities of Isabela in Basilan and Cotabato have a total voting population of around 2.1 million. COTABATO City--Majority of Cotabato City’s voters opted to join the new political entity in Muslim Mindanao after voting “yes” to the inclusion of this city to the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) based on the Commission on Elections’ (Comelec) final tally here Tuesday night. Based on the canvassing of votes by the City Board of Canvassers that ended at 8:43 p.m. Tuesday, the “yes” had 36,682 (59 percent) votes favoring the inclusion of the city to the new political entity while “no” recorded CANVASSING. Maguindanao gives big ‘yes’ to Bangsamoro law COTABATO City––Maguindanao province overwhelmingly voted “yes” to ratify the Bangsamoro Law, the Commission on Elections announced at around 5:45 pm Tuesday. Based on the final and official

results of the Maguindanao Provincial Plebiscite Board of Canvassers (PPBOC ), 608 846 voted in favor and 9,096 against the law. Maguindanao is a known stronghold of the Moro Islamic Liberation Front (MILF).

Sultan Kudarat town, which hosts the sprawling Camp Darapanan, the MILF’s main headquarters after the fall of Camp Abubakar Assidique during the 2000 allout war of then President Joseph Estrada, was the last to submit the

Camiguin to open Balay Silangan in Sagay CAMIGUIN -- To aid in reforming drug offenders into self-sufficient and law-abiding members of society, the Provincial Government of Camiguin spearheaded the groundbreaking ceremony of the province’s Balay Silangan on January 22. The local chief executives of Camiguin province led by Provincial Governor Maria Luisa D. Romualdo along with Philippine Drug Enforcement Agency (PDEA)-10 Director Wilkins M. Villanueva buried a time capsule containing the plans for the proposed Balay Silangan during the said event at Sitio Cabadiangan, Barangay Bacnit of the Municipality of Sagay, here. The construction of the 200-person capacity facility will be funded by the provincial government and the five local government municipalities. When completed, it will be the first provincial Balay Silangan in Region 10. Balay Silangan is a rehabilitation facility for former drug offenders where they will learn livelihood skills to give them employment opportunities. Also, general interventions, like continuing education and health awareness, and psychological/spiritual/physical activities such as counseling, moral recovery, values formation, personal and life skills, among others, are provided under the program. Implementation of primary, maternity care benefits in barangays seen

WORKING to address the health needs of its constituents, the city government will be collaborating with barangays for the implementation of Philhealth’s Primary Care Benefit (PCB1) Package, Maternity Care Package (MCP) and other programs. Cagayan de Oro legislators headed by Vice Mayor Raineir Joaquin V. Uy on Monday, January 14, enacted an ordinance authorizing Mayor Oscar S. Moreno to enter into

and sign the Memorandum of Understanding (MOU) with barangay governments for the purpose. Under the MOU, the barangay shall provide a suitable space for the establishment of its health center and allow the citydesignated health personnel free and unfettered access to use, at all times, the health center to deliver basic health services to barangay residents. Barangays are also required to prioritize the delivery of PCB1 and MCP

that may be rolled out to bonafide sponsored program members under the guidance of the city government, Department of Social Welfare and Development’s 4Ps program, and National Household Targeting System-Poverty Reductions. The transport system for patients from the birthing facility to the referral hospital in emergency situations will also be provided by barangay. For its part, the city shall commit to provide the

barangay with the needed support and assistance for the successful and effective operation of its barangay health center by providing it with a team of medical and other staff and with basic and other essential drugs, medicines and supplies. Under the agreement, the barangay is entitled to a 15-percent share of the city’s share from the proceeds of the Maternity Care Package benefit from Philhealth for every child-delivery case and another 15-percent share of the city’s share from the TB-DOTS benefit from Philhealth for every diagnosed and managed case in the center. The city government shall likewise implement other health programs responsive to the health situation of the populace of the barangay, among others. The ordinance was endorsed by the committees on health and sanitation and health insurance and on laws and rules chaired by Councilors Maria Lourdes S. Gaane and Ian Mark Nacaya, respectively. (SP)

PROSPERIDAD, Agusan del Sur—The military rejected the call of the communist guerillas for a ceasefire before they will release the captive two Army soldiers and 14 militiamen saying this is a clear violation of Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL). The captives were abducted without firing a

single shot by the New Peoples Army Front 21B and Front 21C in the hinterland village of New Tubigon in Sibagat town in Agusan del Sur on December 19 last year. ‘Soft’ law should dominate PH policy on FIRe

THE Philippine government should favor soft laws over hard laws in regulating new business models emerging from the Fourth Industrial Revolution (FIRe). This was according to Dr. Justo Ortiz, chair of Union Bank of the Philippines and Blockchain Association of the Philippines, and Dr. Marian Panganiban, regional policy and research manager of the online ride hailing platform, Grab. Both served as speakers during the symposium on “Rethinking Regulations in the Era of the Fourth Industrial Revolution” organized recently by state think tank Philippine Institute for Development Studies (PIDS). Soft laws refer to standards and principles on regulation that create substantive expectations that are not directly enforceable. According to Ortiz, they generally include guidelines, codes of conduct, and frameworks, which are considered authoritative but not binding. Current research works indicate that the Philippines is actually the Biblical “Ophir”, a group of islands “in front of China towards the sea, where Moluccans, Chinese and Lequios met

to trade”, which, the Bible said, was the source of the gold that King Solomon used to build the temple of God in his time. I hope this piece of information can be seriously looked into, for several practical reasons. If proved to be true, then Filipinos must be allowed to enjoy the benefit of this fabulous wealth. Dirty tricks on Cusi, et. al., won’t wash

NOT too long ago, I wrote a piece about the headline of a Manila-based tabloid “Abante” and its website which facetiously assailed the integrity of Energy Sec. Al Cusi, PNOC Pres. Reuben Lista and TRANSCO Pres. Melvin Matibag. I was initially curious about the issues they raised against Matibag which to me are patently incredulous. The author of the headline story alleged that the Transco president was asking for millions of pesos from electric firms in Mindanao to be connected to the Transco grid in Visayas. In the same story, the writer claimed that Matibag was demanding for a share in the payment of right of ways from property owners where the Transco transmission cables and towers were erected. I was quite amused with how the story ran. I recalled that just about that time I warned about the creeping destabilization moves and oust-Duterte plot from political, religious, media and ideological forces that had connived to discredit the administration of Pres. Rodrigo Duterte. The story that was headlined by Abante was, however, ridiculous and flippant, that there was not even an inch of a power cable that would connect Visayas and

The pattern of the insidious attacks on the integrity of the officials of the agencies under DOE and Cusi himself had become obviously a crass demolition job although the architect of the nasty attack remains incognito. We could, however, surmise that only those with rabid interest on the assets of PNOC and other agencies under DOE must

be behind the vicious and libelous news. Cusi, Matibag and Lista have become victims of fake news both in print and social media where they were crucified as if they had committed graft and are facing charges before the Ombudsman. Because they do not have friendly access to the mainstream media, they did a last recourse: asked the National Bureau of Investigation to probe into the concocted charges against them. What I learned of late is that the NBI found no single complaint, administrative or criminal, filed against the three before the Ombudsman or the Government-Owned and Controlled Corporations. In short the attacks on the integrity of Cusi, Matibag and Lista were just to damage their reputation as public officials. Any which way you look at the news story there is no mistaking it partakes of a veritable cybercrime and libel. The era of character assassination often funded by the influential and the famous to exact fear on government officials and cow them to grant their demands in varied forms of contracts had ended with the start of the Duterte administration. Davao biz leader hits implementation of railway project DAVAO City--A business leader criticized the government agencies handling the first Tagum City-Davao City-Digos City (TDD) line of the Mindanao Railway Project for having no clear vision in implementing it, which left several property owners in limbo. Dr. Maria Lourdes Monteverde, trustee and former president of Davao City Chamber of Commerce and Industry, Inc. (DCCCII), said during “Wednesday’s Habi at Kape” that it remains unclear to them the compensation package and what portion of their properties would be on the path of the P130-billion TDD line. Monteverde said the Department of Transportation (DOTr) just called and told them that they would be affected. “I was hoping, once they will be relocated or displaced, they should be properly compensated, so that they can start all over again, so that they can move on. It should not be onesided. What is happening is that the government is doing it but the implementing agency is causing the

delay,” she said. Monteverde said the property owners lamented the DOTr did not properly orient them on the acquisition of the road right of way (RROW). “That’s unfair. There should be proper procedure with timeframes on how soon, so that those who are being affected can also plan their lives,” she said. She added most of them also complained which government entity they are supposed to negotiate as the City Government of Davao and the Department of the Public and Highways would meddle. “Does the DOTr have an office here? None. It’s in Manila,” Monteverde said. The 102-kilometer twotrack electricity-run railway project will comprise eight stations, namely: Tagum, Carmen, Panabo, Mudiang (in Bunawan, Davao City), Davao Terminal, Toril, Sta. Cruz, and Digos. A 10-hectare depot will be constructed in Tagum. The government plans to push through with the groundbreaking of the TDD line next month.

When asked if the government is ready to implement the TDD line, Monteverde said: “Financially and (doing) feasibility study, maybe, they are capable. But the implementing agency and implementers themselves don’t have a clear vision of how it’s going to be done.” She said they lamented that the negotiation is done in haste. She urged government to have a proper procedure and a clear timeframe in negotiating for RROW with landowners. “You cannot blame there is delay in implementing it as implementing agencies don’t know what to do,” Monteverde lamented. The railway project is a major infrastructure project under the Duterte administration’s “Build, Build, Build,” a flagship massive infrastructure program envisioned to increase the productive capacity of the economy, create jobs, increase incomes, and strengthen the investment climate leading to sustained inclusive growth. Life is a math equation. In order to gain the most, you have to know how to convert negatives into positives.The essence of mathematics is not to make simple things complicated, but to make complicated things simple. Many who have had an opportunity of knowing any more about mathematics confuse it with arithmetic, and consider it an arid science. In reality, however, it is science which requires a great amount of imagination. As a teacher,when I am working on a problem I never think about it’s beauty. I only think about how to solve the problem. But when I have finished, if the solution is not beautiful, I know it is wrong. As a math major, teachers needs to be master in algebra, calculus, and beyond, but when I start mixing math knowledge up, I run into walls. Topics at the secondary school level allows me to have fun in teaching

things like T tables and other functions. But challenging the students to think about why T tables are so useful as beginning learners is an interesting task. As a Math Teacher I find myself stumped by a junior high school introductory function problem. Learners realize that they have been doing math but not often thinking about what math means, and—more important—what the definitions they have been using actually mean. This cognitive dissonance creates questions that are interesting for them and for their future learners Around this time, the teachers needs to realize never used the word polygon, which has a specific definition. I kept saying shape, which allowed the learners to create their own definitions. This situation that began in terms of teaching junior high school class must turn to address how to use these insights to develop students’ mathematical thinking. Classrooms across the Philippines are becoming increasingly diverse with increasing numbers of students whose primary home languages are not English. Statistics revealed that in 2017-18 estimated 10 percent of the schoolaged population as students identified as limited English proficient. Terms more widely accepted and used are EnglishLanguage Learners or simply English Learners. I used this to elevate my way of teaching English to my students. To adequately assist in learning both content concepts and English simultaneously, all educators needs to view themselves as language teachers. Here are points for supporting learners in general education classrooms. Know your students. Increase your understanding of who your students are, their backgrounds and educational experiences. If your students have been in schools for several years and/or were educated in their country of origin, are literate or not in their native language, may provide you with a better understanding of their educational needs and ways to support them. Be aware of their social and

emotional needs. Understanding more about the students’ families and their needs is key. Increase your understanding of first and second language acquisition. Although courses about second language acquisition are not required as part of teacher education programs, understanding the theories about language acquisition and the variables that contribute to language learning may help you reach your learners more effectively. Student need to SWRL every day in every class. The domains of language acquisition, Speaking, Writing, Reading and Listening need to be equally exercised across content areas daily. Assuring that students are using all domains of language acquisition to support their English language development is essential. Know the language of your content English has a number of polysemous words. Once a student learns and understands one meaning of a word, other meaning may not be apparent. Review the vocabulary of your content area often and check in with learners to assure they know the words and possibly the multiple meanings associated with the words. Understand language assessments Language proficiency assessments in your district may vary. Find out when and how a student’s

English language proficiency is assessed and the results of those assessments. Using the results of formal and informal assessments can provide a wealth of information to aid in planning lessons that support language acquisition and content knowledge simultaneously. Strategies that match language proficiency. Knowing the level of English language proficiency at which your students are functioning academically is vital in order to be able to scaffold appropriately. Not all strategies are appropriate for all levels of language learners. Knowing which scaffolds are most appropriate takes time but will support language learning more effectively. Collaborate to celebrate. Seek support from other teachers who may teach English Language better. Other educators, novice and veteran, may have suggestions and resources that support English as a language development and content concepts, Embrace it! Creating and sustaining professional learning communities that support learners are vital for student success. After all it is said that if a child can’t learn the way we teach, maybe we should teach the way they learn.

Small plant, big impact

AROUND 15 kilometers from the heart of Davao City, a small canal some three feet deep leads to an unassuming 75-year-old building at the end of an old gravel road surrounded by a grove of narra and durian. This is Hedcor’s Talomo Hydro 2B, a run-of-river hydro power facility built by the Americans in 1954 just as Davao City was recovering from the destruction wrought by the Second World War. Perhaps unknown to its many neighbors in the community of Tugbok, this renewable power facility used to supply a huge chunk of the city’s power needs – lighting homes, commercial establishments, and the city’s budding industrial economy then. Today, Talomo Hydro 2B, together with its sister plants Talomo Hydros 1, 2, 2A, and 3, supply a small yet still significant portion of the needs of the city’s distribution utility, Davao Light and Power Co. The utility’s peak demand was recorded at 421 MW in 2018. Back in the 1950s when the demand for power in Davao City was only around 1,500 kilowatts, The Talomo Hydro 2B facility alone supplied around 20 percent of the area’s energy requirement. Today, the facility supplies the needs of 40 to 50 households in the city. Not only is the Talomo Hydro 2B power plant one of Hedcor’s oldest, but it is also one of its smallest facilities in terms of generating capacity. The plant has a capacity of 0.30 megawatts, but can generate 1.7 million kWh of power annually. Talomo Hydro 2B now pales in comparison to Hedcor’s other plants. Its Sibulan Hydros and Tudaya Hydros collectively generate 57 MW of renewable energy.

Hedcor also started operating its youngest 73.33-MW Manolo Fortich hydropower plant in Bukidnon as of last year. Hedcor’s Talomo Hydro 2B facility is small when compared with bigger generation facilities such as these other run-of-river systems or Therma South’s 300-MW thermal power plant in Barangay Binugao, Davao City. But the humble plant still contributes to the Mindanao grid, helping meet the power requirements of homes and businesses across the island. Despite its size, Talomo Hydro 2B is a source of pride for Hedcor and its neighbors in Tugbok. “We value our assets regardless of size. Whether it’s a facility as small as Talomo Hydro 2B or as big as our youngest plant in Bukidnon, these all contribute to fulfilling our commitment to providing reliable power just the same,” Hedcor President and Chief Operating Officer Carlos Aboitiz said. More importantly, the presence of the facility in Barangay Tugbok has supported the development of the community over the years. Tugbok enjoys its share of income from Hedcor’s hydropower facilities in the area and benefits from the company’s corporate social responsibility (CSR) projects. “Hedcor has been helping the barangay even before I assumed office. It has been helping the community for decades now,” said Tugbok Proper Barangay Captain Wilfredo Anfone, who assumed office in 2013. Between 2017 and the present, Anfone revealed that Tugbok Proper has received at least P600,000 as its share from the income of Hedcor’s hydropower facilities in the community. Tugbok Proper’s annual budget for 2018 was pegged at close to P11.4 million

New Eastmincom chief vows to end insurgency

DAVAO CITY -- The newly-installed commander of the Eastern Mindanao Command (Eastmincom) on Monday vowed to fight “battles on all fronts” to end the decades-long communist insurgency. But Maj. Gen. Felimon Santos recognized that the military would face difficulty against the New People’s Army (NPA) if it did not have the support of the “all government agencies and stakeholders.” In his speech after assuming Eastmincom post, Santos said the troops will engage community stakeholders to address poverty -- “the root of the insurgency.” He said the fight against NPA -- the armed wing of the Communist Party of the Philippines (CPP) --requires a “whole of nation approach” and “good governance.” As the new chief of the Eastmincom, Santos vowed to sustain the gains of the command and further improve community engagement. Santos said brigade commanders have been instructed to deal with different government agencies focusing on poverty alleviation. “We have to identify the problem and we give the solution. We have to complement (government) programs,” he said. Armed Forces of the Philippines (AFP) chief of staff, Gen. DAVAO CITY -- The City Tourism Office is optimistic the city can hit its target of 2.8 million tourist arrivals this year, noting the city’s line-up of convention and sports events. Since, the core muscles in the abdomen are the one to provide support of the back. Strong balance core is integral for students to have

a good posture while carrying books and backpacks. One of the phenomenal exercises for strengthening abdominal muscle is Planking. It is perform in static position that involves applying force without movement. This exercise is popular because it engages multiple muscle groups simultaneously. Planking looks easy but it is challenging because, holding a position in just few seconds or minutes takes strength of the abdomen, back and inner core muscles. Another suggested exercise that can strengthen abdominal muscle is Leg Raise.

This exercise takes a dynamic form that involves applying force with movement. Most of the daily activities are dynamic; lifting, pushing, and pulling. Moreover, it is also suited for athletes requiring running or jumping during their sports. The research conducted among the female students in Misamis Oriental General Comprehensive High School about the Effectiveness of static and Dynamic Exercise in Enhancing Strength of Abdominal Muscle. The participants are tested through Sit and Reach as part of the Physical Fitness Test. It was

observed that most of the student - participants got lower score in the test. The researcher conducted a research on which of the exercises are effective in improving abdominal strength. After six (6) weeks of intervention it found out that both Planking and Leg Raise are beneficial in strengthening the abdominal muscle of the students. Therefore, through exercising either Plank or Leg Raise can improve the abdominal strength of a person and can give better performance in sports and physical activities.

It has been observed that eighty percent (80%) of the Filipino kids this time are suffering from various ailments due to malnutrition. And sad to say some of them have been dragged to their untimely demise to the chagrin of their parents. One of the strong causes of these ailments is the lack of proper nutrients and vitamins that can be taken from fruits and vegetables. Indeed, it is a fact that most of our children today do not eat vegetables or veggies. For them, they’re good only for the poor (sign of poverty). To eat veggies is the hardest thing to do. This is not only true in urban areas, but also in rural communities. This pathetic scenario of our kids is salient, that the government through its Department of Health (DOH) has drummed up a crusade to grow vegetables in every backyard. And DOH has relied much on the Department of Education (DepEd) to fully implement this scheme. The school. The teachers acting as the second parents of our kids have been found

out to be very effective and active in fullfiling this plan. Besides of motivating every child to plant veggies in his own backyard, the school has taught the how to prepare vegetable into different memos to their gusto and delight. The parents through PTA (Parents Teacher Association) have been encouraged too to help implement this program. The Department of Education has not turned deaf ears to this problem. Thus, every year the school carry on this tsk which smiling faces. Growing vegetables in every backyard give positive effects in curbing down climate change that plays havoc to our Mother Earth, too. Consequently, the program of DepEd, the Gulayan sa Paaralan at Tahanan has been tagged as good jumpstart to help solve malnutrition of our stone of a children and global warming. “Thus birds in one stone,” so to speak. This is a good programs that each of us has to support and sustain. Grow healthy! Grow and eat veggies!
