AGAYAN de Oro City - Operatives of the National Bureau of Investigation (NBI) busted fake revenue stamps and untaxed cigarettes worth P 882 million here Wednesday.

Nolan Gadia, an NBI operative, said that armed with an order from the Bureau of Internal Revenue (BIR), the operatives swooped down on two warehouses in the villages of Cugman

and Bayabas, all of Cagayan De Oro City.

Many schools are now motivating students to maintain a balance between their schoolwork and physical education. Physical education is an

essential part of healthy living for people of all age groups especially those going to school. This is because school life is full of stress and anxiety at every stage.

Researches have proved the importance of physical activities for students in a school environment. Thus, many schools are now encouraging students to take part in physical education. Scientifically, these activities have been proven to be as important as doing schoolwork.

Physical education teaches students to improve the quality of their life. Focusing only on schoolwork can make their life boring and stagnant which in turn can cause depression and failure. Physical activities and exercises boost their stamina which can make them fall in love with their intelligence and abilities. Several students show that performing physical activities helps in enlarging the basal ganglia of the brain.

Implementing 7-E model to Science teacher’s daily lesson plan By: BELEN T. BASTILLADA

Lesson Planning is an important tool in the teaching - learning process. One of the core functions of a teacher is to prepare a Daily Lesson Plan to make an effective delivery of instruction in the classroom.

Daily Lesson Plan should be prepared and planned properly to ensure that quality instructions will be delivered in the classroom (DO 42 s. 2016). This innovation is a template of a Detailed Lesson Plan incorporating 7-E model in the Procedure based on DO 42 s.2016 to facilitate the making of the DLP and giving ample time for the teachers to prepare their instructional materials.

A Classroom Observation tool (COT – RPMS) was used to measure the competence of the teacher during class observation.

Data were collected from ten (10) science teachers of the ten integrated schools in the Division of Lanao del Norte. Mean, Standard Deviation and t-test were used as statistical tool. Statistical

results revealed that the computed t-value is -17.19 and a p-value of 0.000, which means that there is a significant improvement on science teachers’ teaching - learning delivery of the science concepts after the implementation of the innovation. This innovation really helped the teachers in the triangulation of the learning objectives, learning activities and learning assessment. Further, this innovation really helped the teachers on the pacing of the lesson because every stage of the 7-E model has a corresponding time allotment. It is highly recommended that school heads shall monitor the implementation of 7-E model to science teachers’ DLP to improve the delivery of science concepts. It is further recommended that through School Learning Action Cell (SLAC) master teachers shall give technical assistance to the newly hired science teachers on the implementation of 7-E model in their DLP.

OTA sites are important

OTA sites are as important as ever, and this is one area where independent hotels have an advantage. Market managers are very willing to work with independent properties and may actually seek them out as they do not have “brand” rules with which to comply.

Your market manager is truly the key to helping you capture OTA business. Here are a couple of tips to maximize your exposure and get the most out of OTAs: 1. Friend your market manager: Focus on building a strong relationship with your market manager.

Keep in constant contact with him and discuss trends specific to your market and what is working for other hotels.

2. Focus on placement: The best placement can be difficult to achieve. There are many factors that play into the algorithm of placement, but it is possible to get better placement by

working with your market manager. When trying to improve your page placement, one of the biggest mistakes you can make is to ask for it. Instead, ask your market manager how your hotel can help them to achieve her goals.

3. Commit to rate parity : You must be 100% committed to rate parity.

Unless you are offering the site parity, your efforts to increase production from that site will be difficult at best. Prove that you are committed and that you value the partnership.

4. Play in every channel: Participate in every channel the OTA site offers, for example Expedia’s room-and-package paths, Egenci a and Hot w ire; Travelocity’s room-andpackage path as well as Travelocity Top Secret.

This also will help you achieve better placement.

The more you play, the better the partner you are.

5. Make compelling

offers: Participate in thirdparty sales with compelling offers. Consider using value-adds instead of discounting the rate.

6. Be clear about the competition: Your competition on the third-party sites is not necessarily your STR competitive set.

I look at those properties within the first page or two that are a similar star rating as my competitive set on that site. They are the hotels taking business from you and the hotels from which you can move share. Shop yourself like a consumer. Honestly shop your property next to the hotels you are competing against and ask yourself if you would pick your hotel. If there is a reason another hotel would get booked over yours, address that issue. Ask yourself what’s missing. What more could you tell or show a consumer that would help them make the decision to book you?

Layman’s guide to understanding the Ampatuan Massacre verdict (1st of a series) CAGAYAN de Oro City — With this column, I start a series of around a dozen articles on the Ampatuan Massacre verdict, promulgated last month, on 19 December 2019. My goal is to laymanize the 761-page decision by Judge Jocelyn Solis-Reyes, highlighting her findings of facts, why she convicted some accused and acquitted others, and how she reached those findings using the basic principles of criminal law like the doctrine on conspiracy. I will reflect the gaps in the decision, for example in the acquittal of the accused with respect to the 58th victim Reynaldo Momay, and how to close them.

I will end the series with my thoughts on impunity and political dynasties and why these political realities must be addressed if the Ampatuan Massacre does not happen again. But before going to the events of the morning of November 23, 2009 and what Judge Solis-Reyes established beyond reasonable doubt, some background on the Ampatuan family is helpful.

As with most political dynasties in the country, the Ampatuans draw their power from “guns, goons and gold.”

With an armory comparable to that of a small army and close friendship with the tenants in Malacanang, the Ampatuans had almost total control of Maguindanao for many years. During their

heyday, the Ampatuans wielded almost absolute power in the province to such an extent that some say they even had the power of life and death over their constituencies. They also controlled the police, the judiciary and the local election commission, and possessed a variety of high-powered weapons including mortars, rocket launchers and assault rifles. Because they could guarantee electoral victory to whomsoever they favor, local and national politicos would earnestly seek their good graces during elections. In the 2007 midterm senatorial elections for example, Maguindanao returned a 12-0 win for President Arroyo’s senate slate, Team Unity.

The Ampatuan clan has a long history in Maguindanao, tracing their roots to Shariff Aguak, one of the first Muslim preachers in the region.

At first the Ampatuans were not as prominent as they are today. They were influential traders but their social status was in no way comparable to “datus” or rulers. In the mid-1970s however, President Marcos appointed Andal Ampatuan Sr., the patriarch, mayor and officer-in-charge of Maganoy (now Shariff Aguak) in an attempt to put in place allies to stamp out Muslim separatists in the region. Andal Sr. served as mayor of Shariff Aguak for 10 years.

Revolution, Cory Aquino replaced every elected official with officers-in-charge, one of whom was Andal Sr. In 2001, Andal Sr. was elected governor of Maguindanao. The family gained national prominence in 2001 when they became close allies of then President Gloria Arroyo. Supposedly in exchange for the family’s open support to her presidential bid, Arroyo showered Maguindanao with funds during her administration. There are allegations, which Arroyo and the Ampatuans deny, that the latter rigged the 2004 elections to ensure that Mrs. Arroyo win convincingly against her closest rival popular actor Fernando Poe, Jr. In 2006, Executive Order 545 was issued by Mrs. Arroyo allowing local officials, including the Ampatuans, to deploy local militia to aid the military in the fight against Communist insurgents and terror groups.

Interestingly, the E.O. was issued shortly after the assassination attempt against Andal Sr. Needless to say, this local civilian militia also served as private army of the clan.

At the height of their power, the Ampatuans had a virtual control of most municipalities in Maguindanao with Andal Sr. serving governor, his son Zaldy as governor of the Autonomous Region in Muslim Mindanao or ARMM and Andal Jr., the prime massacre suspect in the Maguindanao massacre, as mayor of Datu Unsay. At

the time of the massacre in November 2009, 10 of Maguindanao’s 34 municipalities were run by Ampatuans, their relatives and proxies.

Aside from Andal Ampatuan Sr., 74, who died in 2015 of liver cancer, several other members of the clan were charged with multiple mass murder, including brothers Datu Andal Jr., Zaldy, and Anwar Sr, and Anwar’s sons Anwar Jr., and Anwar Sajid.

Sajid Islam Ampatuan, youngest brother of the Datu Andal and Zaldy Ampatuan, was acquitted. Aside from Datu Andal Unsay, 27 other members of his family have been charged in connection with the killings. With Andal Sr., Datu Andal Unsay Jr., the 8th child of the patriarch, was the one said to have orchestrated the worst case of election-related violence in the country’s history.

But despite the notoriety of the clan, it is not right to condemn all members of the Ampatuan family as evil or to pretend that they are the only political dynasty in this country. In this regard, Judge Solis-Reyes was rightly scrupulous and did not get carried away by the reputation of the Ampatuans and decided the case on its merits. Gov’t showcases gains of Duterte Administration

ASAY CITY-- Seeking to highlight the Duterte administration’s accomplishments and efforts put into by the different government agencies and as felt by the beneficiaries, the Presidential Communications Operations Office on Friday, January 17, launched the “Duterte Legacy” campaign at the Philippine International Convention Center, Pasay City.

Attended by several Cabinet members led by Executive Secretary Salvador Medialdea, the launch showcased the government’s efforts and accomplishments on the three key pillars of the Duterte administration’s legacy, which are peace and order, infrastructure development and poverty alleviation.

Executive Secretary Salvador Medialdea in his opening remarks said that ‘real change we have all yearned for so long is now happening’ with the achievements gained by the Duterte administration.

“The Duterte administration is driven by radical change, marked with multiple milestones in progress and development,” he said.

Presidential Communications Operations Office (PCOO) Secretary Martin Andanar shared that the Duterte Legacy campaign will showcase “through print and digital media, the honest summaries of successes and sacrifices of public servants in order to achieve our national goal of development.”

Andanar also underscored President Rodrigo Roa Duterte’s resolve to make real change as his government continues to address the evils of illegal drugs, corruption, and criminality.

“On the third year of his administration, his battle-cry continues to confront these evils with great intensity, and no other leader has yet approximated his conquests. This is his legacy unfolding,” Andanar said.

During the launch, a photo

exhibit of the government’s key achievements was featured including, presentations of Cabinet secretaries of their respective department’s projects and accomplishments supported by heartwarming stories of beneficiaries sharing how these various government programs and projects have impacted and changed their lives for the better.

Among the projects presented during the event include the Alternative Learning System; Universal Access to Quality Tertiary Education; Build, Build, Build Program; Universal Health Care; Freedom of Information; programs for OFWs; Freedom of Information, Presidential Task Force on Media Security; peace and security efforts such as the NTF ELCAC, Bangsamoro Basic Law; efforts to preserve the environment like the rehabilitation of Boracay and Manila Bay clean up and the government’s anti-drug campaign.

Factors affecting performance of learners in school By: ROMIEL S. VALLENTE

IN A recently released survey, the Philippines ranks lowest in reading and comprehension among students in the participating countries. This is according to the Program for International Student Assessment (PISA) where the Philippines ranked No. 79th out of 79 participating countries. For Science and Mathematics, we are a notch higher at 78th. This result raised eyebrows but it is what it is. Pointing fingers against another was the common reaction especially in the education sector. Environment, poverty, family, teachers, school administrators and even the government is blamed for the low performance of the learners.

Ordinary people are quick to point their fingers to the teachers as the cause of all these failures. Remarks like “failure of the teachers is also a failure of the learners” become a slogan. Some blamed the social media as the culprit because the time spent by a learner in his Facebook, Instagram or Twitter accounts may be longer than the student in opening his books. Others blamed the gadgets like android phones where mobile games are available and become the favorite habit of the learners as contributing factors to the decline of the learner’s comprehension.

But who really is to blame for this?

There is no concrete answer as there are variety of factors affecting the dismal performance of the learners.

The family factor. As parents, they play a vital role in the education of their children. Parents should consider that teachers are handling 50-60 learners in a classroom. That would be large enough for a teacher to convey what he wants to impart to the learners. Parents should discipline their children to make them develop a study habit at home. Indifference towards this would result to complacency among students by not seriously attending to their lessons. Parents should give a part of their time to help their children survive the school rather than relying to the teachers alone. While the teacher has the burden primarily to teach the learners, the parents can enhance that learning by doing their share in the confines of their homes. That would also establish a bond between parents and children which has been ignored nowadays.

Poverty is another. I have a personal encounter with learners who intentionally missed classes mainly because they have

nothing to eat for meals. Nothing can be processed in the minds of learners listening with empty stomachs. Some children absent themselves because their parents want them to labor for money, harvest corn or palay so that the family may have something to cook. Other learners cannot attend classes because of lack of provisions for fare to go to school particularly those whose houses are considerably remote from the school. Some children are lucky enough because their teachers, there are few of them, shell out their hard-earned money to provide meals or fare for their learners sometimes.

The teacher factor. Teachers are instrumental in the learning processes of their children. Teacher’s attitude counts. There are teachers who are indifferent to their learners’ learning deficiencies. Instead of helping them, some teachers even add to the suffering of their learners by threatening them to fail, or punish them for coming late, or not allowing them to take the exam when the student misbehaved or failed to pay the contributions agreed or fines imposed. While public institutions are free of charge, there are other factors like contributions for janitorial fee, or payment for water dispenser in the classroom which add to the burden of the learners.

The perplexing Department’s guidelines.

Because of the desire to impart skills to the learners, a variety of program is introduced to the learners and the result is confusion.

I remember during my primary days that pupils are allowed to talk only in English or Pilipino as a medium in school. The introduction of Mother Tongue in the school may add to this confusion. While it instills nationalism and strengthen the use of local dialect, it impacts the desire of the learners to learn English more.

Adding to the problem is the policy of sending non-readers to the next level.

To improve the learning capacity of the learners, the government, especially the education sector should set a goal to harmonize the existing curricula to suit the learners in this era. The techniques may be too old or obsolete to be carried on to the next generation or the lack of it. This is what we have to do to improve the learner’s outcomes. But let us always remember that the family plays the biggest factor of the performance of our children, and that Family is the village or community helping one another for our children.

Adaptive learning has been partially driven by a realization that tailored learning cannot be achieved on a large scale using traditional,

non-adaptive approaches.

Adaptive learning systems endeavor to transform the learner from passive receptor of information to collaborator in the educational process. Adaptive learning systems’ primary application is in education.

They have been designed as desktop computer applications, web applications and now being introduced into overall curricula.

The dilemma of dealing in truancy

CHRONIC absenteeism is a problem that has plagued the public school system for a number of years.

The cost of missed days of school can be counted in missed work, missed participation and missed opportunities.

The chronically absent student falls behind his/ her peer academically which may lead to grade level retention and truancy. Truancy has been identified as one of the key indicators associated with students in public schools who drop out of school. Truancy can also

be a predictor of illegal drug use.

Researchers have attempted to identify the various characteristics of truant or chronically absent students. Some studies have indicated that student chronic absenteeism may be associated with certain racial/ethnic cultures and tend to occur at some grade levels more than others.

Other studies indicated that socioeconomic status and enrollment in the exceptional educational program may be indicators for chronic absenteeism.

Still others have indicated that certain types of disciplinary action used in the school may also indicate the level of chronic absenteeism and truancy.

Schoolteachers and administrators have attempted to combat the problem of chronic student absenteeism through rules, consequences and programs. In spite of these efforts, students still continue to miss school.

Externally imposed consequences for students who are chronically absent have yielded questionable results.

WORLDBEX, was held at the Philippine International Convention Center (PICC). A far cry from the 80-booth running rate of local trade shows at that time, the show was no less than groundbreaking as it surpassed industry standards with a whopping 156 booths and a significant percentage of international exhibitors. It is no wonder that the show attracted some 30,000 visitors who were all eager to take part in the momentous event.

Fur t her attest ing to the pioneering appeal of the show, then President of the Philippines Fidel V. Ramos, even visited the installment which then prompted the Malacañang Palace to declare March 26 to 29, the duration of the show as “Construction Week”.

Presented in cooperation with the Philippine Institute of Architects and the Philippine Institute of Interior Designers, the compelling success of WORLDBEX 1996 indelibly paved the way for a perennial tradition of championing excellence and innovation in the Philippine construction and design industry.

Sustaining excellence across bounds Over the years, WORLDBEX would continue to blaze the trail with various breakthroughs, milestones, and boundar y-spanning achievements. The following year after its maiden show, WORLDBEX was held at the World Trade Center Manila for the first time. Attended by then Vice President Joseph Estrada, “Construction Week” was once again renewed.

For its 1999 installment, WOR L DBE X pre s e nte d the very first WORLDBEX Seminars with 600 delegates and the first-ever Grand Embassy Pavilion which was supported by the European Chamber of Commerce of the Philippines and the US Commercial Service. The introduction of these show highlights will eventually set in motion the development of more trademark fixtures that WORLDBEX is highlyregarded for.

For students whose tests and textbooks have migrated to screens, technology as gym equipment may been only a matter of time. While online physical education classes have been around for well over a decade often as part of virtual or online schools, the technology has made possible a new level of accountability, its users say.

In more advanced schools elsewhere, they’re asking kids to wear this while they do an activity of their choice and they

can change the activity as they desire as long as it’s something that they understand is probably going to get their heart rate up.

According to Gadia, the contraband was stored in the warehouses owned by a prominent businessman in the city.

He said that nobody was around when the law enforces raided the padlocked warehouses. “ The BIR order authorizes the operatives to forcibly open the warehouses and discovered the contraband,” Gadia said.

He said that the NBI are now conducting a probe to identify the owners of the contraband while determining the liability of the involved management although the warehouses were reportedly rented from them.

The operatives have deployed security forces to secure the warehouses to make sure that the contraband would be safe pending relocation to a safer place.

She said a team composed of representatives from the City Engineer’s Office, Philippine Institute of Civil Engineers, and Association of Structural Engineers of the Philippines, conducted an inspection last Friday and immediately issued the order to vacate on the same day after declaring

the Toledo building unsafe due to “major structural cracks on the beams and slabs” after the magnitude 6.9 earthquake on December 15, 2019.

Citing Section 214 of the Presidential Decree 1096 or the National Building Code of the Philippines, Catubig said, “dangerous buildings are those which are herein declared as such or are structurally unsafe or not provided with safe egress, or which constitute a fire hazard, or are otherwise dangerous to human life, or which in relation to an existing use, constitute a hazard to safety or health or public welfare because of inadequate maintenance, dilapidation, obsolescence, or abandonment; or which otherwise contribute to the pollution of the site or the community to an intolerable degree.”

In a press release issued by the City Information Office, Catubig said the Toledo building was the last of the three buildings that residents had been ordered to vacate.

After the strong quake in December, she said the Toledo building was categorized under the “yellow code,” or only a specific area was cordoned off pending repair on the damaged structures.

However, Catubig said more serious damages were found on the structures during the follow-up inspection on January 17, conducted more than a month after the last major earthquake happened in December, which immediately put the building under “red code,” requiring the residents to vacate.

She said some damages will occur much later from the occurrence of a major earthquake.

“We will still give them time to correct what needs to be corrected. It will now depend on the structural engineer of Toledo on how they will work on the damages before we can allow residents to go back in their units,” Catubig said.

In November 2019, Mayor Sara Duterte issued an order to condemn the two buildings of the Palmetto Place, another project of property developer DMCUPDI, in Barangay Maa here after they sustained major

cracks on the structures following the magnitude 6.5 earthquake on Oct. 31.
