Two more bills await Duterte’s signature A MEASURE seeking to modify the rank classification in the Philippine National Police is now awaiting President Duterte’s signature.

The consolidated version of Senate Bill 2031 and House Bill 5236 was transmitted to Malacañang for the President’s signature last January 10.

Also submitted to the Office of the President on the same day was Senate Bill 1363 or “Lifetime Cellphone

Number Act,” principally authored by Sen. Sherwin “Win” Gatchalian.

Sen. Panfilo Lacson, author of Senate Bill 2031, said the measure seeks a more common rank nomenclature to standardize how law enforcers are being addressed.

“This measure is geared towards our collective pursuit of eliminating confusion on how our law enforcers must be addressed and, ultimately bringing our

policemen closer to the populace,” Lacson said.

“In order to maintain its clear distinction from the members of the Armed Forces of the Philippines, the ranks to be used in addressing the PNP personnel shall be preceded by the word ‘Police’,” he added.

The bill primarily seeks to amend Section 28 of Republic Act 6975 as amended, also known as the Department of Interior and Local Government Act of 1990.

Catholic leaders call for ‘diversity’ in new Bangsamoro entity

CAGAYAN de Oro City-As thousands head to the polls Monday for the Bangsamoro Organic Law (BOL) plebiscite, Roman Catholic Church leaders in Mindanao are calling for openness between Muslims and Christians living within and around the autonomous region.

“We need to focus on the horizontal peace process on the ground – [that is], by engaging in the dialogue of life, action and spirituality among ordinary Christians and Muslims,” said the Mindanao Catholic Church Leaders for Peace (MCCLP) in a statement released ahead of the plebiscite.

MCCLP is composed of Roman Catholic bishops from all over Mindanao, as well as presidents of religious schools, and officials of church-based institutions.

MCCLP also called on the faithful to “commit to intrafaith and interfaith dialogue towards mutual respect and understanding so as to reduce or eliminate biases and prejudices. Religion should be viewed as a bridge towards reconcilia-

tion, not a wall that divides.”

“As Catholic Church leaders advocating for peace, we must also know that the BOL says in order for us to make an informed and responsible choice, and vote on the merits of the BOL and not on the basis of bias and prejudice,” MCCLP said.

MCCLP has also offered to help in quality education in the Bangsamoro region by creating “a more inclusive history of Mindanao that recounts the narratives of

Muslim and Lumad events and personalities, and in providing other means of support such as fielding volunteer teachers for the madaris schools of Muslim school children.”

MCCLP said its support for the ratification of the BOL was based on its belief that the law will address the “historical injustices against the Muslim community.”

It recognized that a new autonomous government would address the “diminu-

tion of the Bangsamoro’s ancestral territory” that posed a threat to the Moro’s “cultural identity and the loss of their political governance.”

“In this light, the BOL is more than just another piece of legislation; it is more significantly a peace agreement that involves the future development of Mindanao and the rest of the country. After many

failed attempts, this may be the last concrete chance for a just and lasting peace in Mindanao,” the group said.

For his part, Usman Sarangani, the current paramount sultan of Mindanao, assured the traditional leaders like him will play a constructive role in the soon-to-be-created Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

“I believe the traditional leaders as a sector is indispensable in running the affairs of the Bangsamoro government, in so far as addressing the peace and order is concerned,” Sarangani said in a previous interview.

Education and literacy are important part in building an economically and social stable environment. Illiteracy is the inability to read or write and its rate is growing and alarming and the fact hasn’t changed.

Education has been the business of everyone including government, agencies, organization and others, however the prime argument is that illiteracy is the root cause of many problems, including poverty, ignorance and disorder.

Illiteracy most affects the poor. Those who can least afford yet another burden in life. But what is more devastating to see is that the young children are still denied the right to read and write simply because the parent or guardian cannot afford the fees. Poverty is often referred to as incurable disease but it is not true.

When a man wakes up in the morning,

the number one thing agenda is to get proper meal for the day from file of garbage, then the better shelter if they slept on the street, go and beg, they don’t even think to send their children to school because they were brought up the same way. They were never taught how to read and write so they follow a daily routine. But there are those who do their responsibilities as parents who want that their children get a decent education and be able to get a decent job. People with negative behavior about education will never attain a better future.

Basulta poll precincts open on time for BOL plebiscite

“As of 8 a.m., all polling precincts have opened and voting started,” Arabe

added.

Arabe said there are a total of 498 voting centers in the Basulta areas for the plebiscite.

There was no reported untoward incident in all polling precincts in Basulta areas as of posting time

she said.

However, the Comelec official noted that the turnout of voters was slow in the morning.

“But as the day progress we expect more people go to the polling centers and cast their votes,” she said.

A graduate of Xavier University in high school, she is now enrolled at the University of the Philippines (UP) Diliman’s College of Human Kinetics taking up Physical Education. Her latest feat was an impressive performance in the recently concluded 4th Pinay in Action (PIA) Football Cup held in Davao City last January 11-13.

The Davao trip is part of the UP Women’s Football Team (UPWFT) of coach Anto Gonzales’ preparation for the UAAP Women’s Football tournament that will start soon.

“I have always dreamed of playing in the UAAP. I did not try out for any team nor take any entrance test for any school in Manila.

Yet I am here now in UP,” the 18-year-old said.

Eduave was the starting goalkeeper of the UP Women’s Football Team Y during the three-day competition organized by Taguig City representative and former senator Pia Cayetano.

The tournament was

supported by the Davao City government, Ulticon Builders, Inc., the South Davao Regional Football Association, University of Southeastern Philippines, Frog Kaffee, Magic 89.1, and SunStar Davao.

With Eduave between the posts, UPWFT Y was impressive during the elimination round at the Tionko field in Davao City. They recorded two wins and one draw. The UP-Y girls beat the Red Corals of Zamboanga City 4-1, Tiago FC, 3-0, and Alab FC, 6-0.

They then drew with University of Santo Thomas Team A to advance to the quarterfinals, where they whipped local team Philippine College of Technology Medvil FC, 5-0 and make it to the semis. They met their sister team UP X in the semis but unluckily lost 2-4 via penalty shootout.

Their unlucky streak did not end there as they lost to a very strong UST Team A, 1-0, in the battle for third. Their sister team UP X team captured the title

No flu outbreak in RP, DOH, PSMID say

-oooNO FLU OUTBREAK IN RP, DOH, PSMID SAY: To our countrymen who are suffering from fever, cough, and cold, and who are now afflicted with nasal congestion and difficulty of breathing from the time 2019 descended upon us, there is a medical bulletin from the Department of Health (DOH) and from the Philippine Society for Microbiology and Infection Diseases (PSMID) which clarifies that there is no outbreak of these diseases in the Philippines, contrary to what some in social media have been saying.

The two health agencies declared that the country is experiencing these ailments right now only because the flu season has already set in rather early, and that our people do not really have anything to worry about.

However, both the DOH and the PSMID are insisting that we really have to take extra precaution not to get

infected, which can be done by observing good hygiene (including hand hygiene and cough etiquette) and by taking flu vaccination.

On the other hand, pursuant to what is stated in the Book of the Law (the Bible of our God and Savior whose Name is “Jesus”), those wanting to have good health or to avoid or remedy illnesses must rather strive to memorize or commit to their memory the Word of God, obeying and carefully following everything that is written therein.

-oooBIBLE’S VERSES AS AN ANTIDOTE AGAINST ILLNESSES, AND AN ELIXIR FOR LONG LIFE: Right off, I do recall some verses from the Bible that deal with good health and long life as blessings from God. The first of these is Proverbs 3:1-2, which say that for men and women to be given more days in their lives and thereby enable them to live longer, receiving every good thing in life, they must instill in their minds, and remember in their hearts, God’s commands.

The second verse of this nature is found in Isaiah 40:31, which says that those who hope, believe, and have faith, in the Lord will renew and revive their fading strength, vitality, and vigor.

And for those who are already sick and are already afflicted, what they must hang on to as their first line

of defense should be James 5:14-16, which commands those who are sick to call the elders of their churches, to anoint them with oil in the Name of the Lord, and pray for them.

What is more, even ordinary people who truly accepted, received, believe and have faith in God, are also given the power to heal the sick and the infirm, in the Name of God. What these people should do is to raise, or lay, their hands on the sick, in the Name of God. Of course, the more complicated question here would be, what is the Name of God that must be invoked by the people who raise, or lay, their hands on those suffering from illnesses to make them well?

I couldn’t make it in time for her funeral and could only visit her grave to pay my respects.

Under the shade of tall trees, the silence was punctuated by the chirping of birds and the distant hum of the traffic along Aurora Blvd. There I remembered not just Sr. John but all the other RGS sisters buried in these hallowed grounds.

Or, in the case of those who perished in the M/V Cassandra sea tragedy, affectionately remembered through a marker.

I recalled other women religious whom I met in my 50 years of pastoral and development engagements across Mindanao. I thought about how blessed the church in the Philippines has been to be graced by these women and the difference they have made in the church today. (This book is dedicated to the women religious who have worked in Mindanao in the last fifty years).

Beyond the memory of the departed sisters, I also thought of those who remain active in the fields of the Lord. They constitute

a significant number of development and pastoral workers committed to the agenda of establishing God’s kingdom in the here and now. Then other faces came into view as I also remembered friends and co-workers with whom I continue to interact. How blessed I am to have them in my life!

It was in this context that I thought of the book’s title – ORDINARY LIVES LIVED EXTRAORDINARILY – MINDANAO PROFILES. The book chronicles the lives of 16 Mindanawon persons of various cultural and religious traditions, professions, educational background, advocacies and engagements as narrated from the lens of both anthropology and theology.

Coming from various regions of Mindanao, they represent the various populations of southern Philippines that represent different ethnicities, although having been born and/or grown up in Mindanao, they are all be referred to as Mindanawon.

Through these narratives, the reader also gets to have an insight into the landscape of Mindanao and

speech, Jesus pronounced His protection over His disciples who will remain in the world after He has ascended to heaven, by saying they will be protected by the Name “Jesus”, which He said is the Name of the Father.

The fact is that, people will not lose anything, but would truly gain more, if they persist in not just reading the Bible, but more so in committing to memory its verses, and obeying them faithfully afterwards. Then, in our daily lives, whether we are facing problems or not, we must always mention the Name “Jesus”, thanking each and every blessing, guidance, and protection that are given to us, by the power of the Name “Jesus”.

Ordinary lives, lived extraordinarily

DAVAO City--No one takes a second look at a woman carrying an umbrella. But a man with an umbrella as he walks a tightrope – now that would be extraordinary, wouldn’t it?

And so it is that the image of a seemingly ordinary person doing something extraordinary became the symbol of a book that I just finished writing. Throughout our lives we come across family members, friends, neighbors, colleagues and acquaintances who seem run-of-the-mill. Given the chance to reflect into how they have lived their lives, however, we are struck by how extraordinary their life journeys have been.

This insight came recently as I sat in the gardens of the Good Shepherd Sisters columbarium in Quezon City. Sr. John Dumaug RGS had been cremated and buried the day before. I had known Sr. John since the 1970s and had visited her a few times in San Luis, Agusan del Sur, where she worked among the isolated Lumad communities along

its historical and cultural backdrop. This book is as much telling the stories of this group who represent a particular segment of the Mindanawon population as it tells the story of Mindanao in the contemporary historical era. They could easily represent the ordinary folks of Mindanao but through their lives they have exhibited an extraordinary ability to respond to the challenges posed by this part of a country with its troubled past, checkered present realities and a future that could fulfill its promise of long ago!

The sub-title of this book is Mindanawon Profiles.

When I conceptualized this anthology, I intuited that as the stories intersected, a slice of Mindanao history would appear. For this reason, I made sure that the respondents represented the various ethnicities, cultures and religious traditions that exist side by side in Mindanao. Mayor Celso Regencia: The New Public Market will benefit all Iliganons M ayor Celso Regencia clarifies issue regarding the proposed 400 million two-storey public market in the city of Iligan. According to his critics, the mayor allegedly forsake the vendors and the Local Government Unit of Iligan City did not have a proper dialogue with them.

Proposed New Public Market After much deliberation and planning, the Local Government of Iligan City decided to build a brand new 400 million two-storey public market for the people in Iligan. According to Mayor Regencia, he sees the need of constructing a better public market because of the worsening condition of the public market.

The contract, between the vendors and city, expired last October 31. However, I told Virginia Junsan (EEDMO Head) to extend the contract for 2 months. I want them to transfer together in the proposed place mandated by the city),” he said.

Mayor Regencia emphasized that the Local Government of Iligan did their best in helping the vendors in transferring to Bagsakan 1 & 1. “Dili man pud mi hangalhangal nga papahawaon lang sila nga dili mahimutang sa atong kabalhinan (We are not stupid to not assist them in transferring them properly to another place),” he said.

Mayor Regencia further added that the Local Government Unit of the city properly processed the necessary papers needed for the transfer of the vendors.

“Gani nag-ayuda ta ug abang para ang namaligya dinha mapahimutang gayud dinha sa Bagsakan 1 & 2 (The gov-

ernment subsidized the rent of the vendors so that they can be at ease in Bagsakan 1 & 2),” he added.

Change for the Better Mayor Regencia emphasized that this move will bring change that the Iliganons will enjoy for many years.

“Imposible man kaayo nga

magbuhat ta ug merkado nga nindot unya mahimong kadautan na sa kadaghanan (It is impossible to think that building a new and improved public market will bring damage to the majority of Iliganons),” he said.

Mayor Regencia also added that if some cities in

PH’s 1st breakthrough in agri sector

and resiliency in construction just cannot be delayed further. The DA saw the need for the construction of disaster-resilient structures for its department and for the benefit of the Cagayan Valley farmers.

Expected to be completed in March this year, the DA has adopted a climate-smart technology in building a monolithic dome, a state-of-the-art seed stor-

age facility erected at the Southern Cagayan Research Center in Iguig, Cagayan.

Regional Executive Director Narciso Edillo said late last year during a convention, the agricultural engineers of DA Region 2 proposed the establishments of eight warehouses in the region, a storage facility for certified seeds and other agricultural farm inputs.

“The designs they submitted were conventional.

But a Polish engineer presented the monolithic dome design during the convention and it captured my interest as it is something new to us and its technology is suited to our place which is frequently visited by typhoons,” Edillo said.

The project engineer, Beniamin Pregowski, further presented that aside from

its climate smart features, its cost estimate is almost equal to that of the earlier proposed conventional structure.

The facility is worth P10 million, the first of its kind in the Philippines.

It measures 8.5 meter in height, 15 meter width and 30 meter length. However, Pregowski said the technology is already an old practice in the United States.

“There have been numerous structures built in other countries like this and the technology was already proven to be resilient in strong typhoons, and could withstand earthquakes and other weather phenomenon,” said Genelyn O. Yuson, general manager of Dazzling Lite Enterprises, the project contractor.

For his part, Roden Guinto, operations manager, said the dome is much suited to the objective of the project as it maintains room temperatures of up to 25 degrees Celsius which is needed to ensure the viability and quality of seeds stored in the facility.

MANILA – The interest of German companies in the Philippines remains high, although firms are on the lookout for the “clouds” in the local market.

G e r m an - P h i l ippi n e Chamber of Commerce and Industry (GPCCI) Executive Director Martin Henkelmann told the Philippine News Agency (PNA) that German firms see great potential for trade and investments in the country.

Henkelmann said German companies are keen on investing, particularly in the sectors of business process outsourcing (BPO), infrastructure and energy, as well as bringing in high-end machinery and exporting

Philippine food products.

“The Philippines is a very interesting region as well for German companies. There’s great potential for both direction, and we have seen that the Philippine products are actually competitive in the German market,” he said.

He noted that the Philippines’ strong BPO industry is the main driver for German companies to outsource services here to cater to these firms’ Englishspeaking clients.

The government’s “Build, Build, Build” program also attracts German firms in the engineering and construction sector to explore investment opportunities here, the GPCCI executive said.

In the energy sector, Henkelmann mentioned that there will be a German business delegation coming to the Philippines next month to look for possible local partners.

“There’s a lot of sunshine but there’s a cloud for us on our side,” Henkelmann noted.

“We are a little bit worried about the TRAIN 2 law,” he said, pertaining to the second package of the Tax Reform for Acceleration and Inclusion (TRAIN) of the administration, which targets to rationalize fiscal incentives.

“This will reduce the advantages in the PEZA (Philippine Economic Zone Authority) zones. They might see some problems

on this side,” he added.

Henkelmann said German companies want clear policies on the rationalization of tax perks given by the government, so that firms, especially in the export manufacturing, can decide whether to pursue their investment plans in the Philippines or not.

“And we’re a little bit afraid that if we don’t see this in 2019, because investments, which will be done in 2019, had been decided before where people were normally discussing too much the problems of PEZA,” Henkelmann said.

NPC probes Cebuana Lhuillier data breach

MANILA -- Privacy Commissioner Raymund Liboro said on Saturday the National Privacy Commission (NPC) is now investigating the data breach at Cebuana Lhuillier, where the personal data of more than 900,000 clients may have been compromised.

Liboro said representatives from Cebuana Lhuillier went to the NPC on Friday to report the data breach involving their e-mail server and sought the agency’s assistance regarding the issue.

Davao City to hold product expositions with sister cities DAVAO CITY -- The city government aims to boost the marketing of local products and strengthen partnership with sister cities by holding shows and expositions this year.

Lemuel Ortonio, Davao City Investment and Promotion Center (DCIPC) chief, on Monday said the joint expositions are currently under negotiations with sister cities.

“We would want to have a meaningful exchange between our sister cities and not just on paper,” Ortonio said, adding that Davao City has eight local and eight international sister cities.

Ortonio said sister cities want to go beyond the symbolic partnership by initiating activities that spur economic activities between and among them.

Under the proposed concept, he said each city will showcase tourism products, trade, and culture and share them with their respective citizens “so they’ll have an idea what is unique, best,

and popular in these places”.

According to Ortonio, the sister cities plan to organize a three-day exhibit to showcase their products, culture, tourism, and economic components.

These activities will be similar to the one held last year, wherein Nanning City in China exhibited their products and tourism destinations here.

“That was a good experience for them by learning more about those places,” Ortonio added.

Davao is the sister city of Quezon City, Dapitan City, San Juan City, Angeles City, San Jose Del Monte City, municipality of Basud, Marikina City, and the municipality of Liloan.

Uy through the Provincial Anti-drug Abuse Council (PADAC) received a silver award with 90 points performance rating during the conduct of 2018 National Anti-Drug Abuse Council performance audit by the Department of Interior and Local Government (DILG) through the Anti-Drug Abuse Council – Project Management Office (ADAC-PMO), for the recently concluded 2017 ADAC performance audit.

The awarding ceremony was held at the Manila Hotel on December 28, 2018 with no less than Secretary Eduardo Año handing over the plaque of recognition to PADAC focal persons and the head secretariat Dr. Mary Cyrel Pasaol of the provincial health office (PHO) and Executive Assistant Mario Angelo Sotto.

Said performance audit aims to gather data on ADAC functionality and effectiveness as stipulated in DILG- Dangerous Drugs Board (DDB) joint memorandum circular no. 2018-01 which provides for the

minimum standard for functionality and effectiveness of local ADACs and sets the performance indicators of a functional ADAC as measurements for effectiveness in support to the reduction of drug affection.

According to Dr. Pasaol that the national ADAC performance award will be given to local government units (LGUs) who achieved an adjectival rating of ideal (high functionality) based on the 2017 ADAC performance audit. The award will recognize the exemplary efforts of LGUs, through their respective ADACs, in complementing the national government’s efforts in eradicating the country’s drug problem.

“Based on the 2017 ADAC performance audit results, two hundred forty-one (241) LGUs composed of provinces, cities and municipalities have garnered scores between 85100 high functionality points with an adjectival rating of ideal (high functionality). Out of which, twentyone (21) LGUs got the perfect score and Compostela Valley Province belongs to the 21 provinces who performed well," added Pasaol.

mum sustained winds of 45 kph near the center and gustiness of up to 60 kph, heading towards Surigao del Norte while moving west northwest at 25 kph.

The Davao City Disaster Risk Reduction and Management Office (DRRMO) has alerted people living near the mountain slopes and low-lying areas to take precautions against possible flash floods and landslides.

Davao Oriental Governor Nelson Dayanghirang on Saturday already raised

a “blue alert status” which requires the 24/7 monitoring of the weather disturbance by all members of the Disaster Preparedness and Disaster Response Clusters at the Emergency Operation Center (EOC).

The municipalities have also been advised to activate their respective Incident Command System to efficiently implement necessary preparations, according to Provincial Information Officer Karen Deloso.

Deloso said part of their

schedules are still being finalized.

He said the government of the People’s Republic of China had earlier expressed interest to fund the bridge, which will go through the bidding process.

The other projects that will be highlighted during the investment mission are the Tawi-Tawi Freeport project and the Pecong Free Port Agri Industrial Zone and Hadz Terminal within the Bangsamoro Corridor (Lanao del Sur) to make it an international and domestic gateway.

Tamayo said the proposed facilities will also become a logistics network and international and domestic gateways for food processing and manufacturing industries.

HE Department of Agrarian Reform ( DA R ) r e c e n t l y turned over 18 six-wheeler hauling trucks to 18 agrarian reform beneficiary organizations (ARBO) in Tacloban City.

“Our commitment to our agrarian reform beneficiaries (ARB) does not end with the distribution of farm lands. It is only a start of our continuing support to them,” said DAR Secretary John R. Castriciones.

“These ARBOs were fortunate to be included among the qualified recipients of the farm machineries identified nationwide. With 18 trucks given to 18 cooperatives, this translates to around 2,000 farmer-members and non-members that will be benefitted by the trucks,” added Castriciones.

The hauling trucks, worth P81 million, were provided under the Agrarian Reform Community Connectivity and Economic Support Services

(ARCCESS) program.

ARCCESS is a major component of the DAR that aims to assist the ARBOs in developing their business enterprise.

“The ARCCESS project aims to strengthen ARBOs by making them hubs of support services in the community which are expected to increase ARB household incomes and improve the farmers’ resiliency,” Castriciones said.

The ARBO-recipients of the equipment were the following: Pastrana Agrarian Reform Community Farmers Organization, Omaganhan Farmers Multipurpose Cooperative, Maalsada Fisco, Hacienda Maria Multipurpose Cooperative, Merida Agricultural Diversified Services Multipurpose Cooperative, Bgy. Agutayan Farmers Association, Lico Agrarian Reform Cooperative, San Francisco Multipurpose Cooperative, Legaspi Farmers and Fisherfolk Association, Villa Her-

mosa Oriental Farmers and Fisherfolk Association, San Gabriel ARB Association, San Pablo Agrarian Reform Cooperative, Growers Integrated Farmers Association, Canloterio Farmers Association, Centralized Farmers Association, Victoria ARC Cooperative, San Jose Farmers Association and Northern Samar Rice Producers Multipurpose Cooperative.

DAR Undersecretary for Support Services Emily Padilla said the trucks were awarded to the farmers’ organizations with the aim of improving the quality of life of its members, as this can greatly help the hauling needs of the farmers and serve as an added service of the cooperative.

“The earnings will be used as business asset of the organization and for the maintenance of the trucks,” explained Padilla.

DOE Visits 115 Fuel Retail Outlets to Ensure Proper Oil Excise Tax Implementation TAGUIG CIT Y - The Department of Energy (DOE) conducted its first round of validation activities across various fuel retail outlets (ROs) on 10-11 and 14-15 January 2019.

The teams were tasked by Energy Secretary Alfonso G. Cusi to ensure the proper implementation of the second tranche of excise tax on petroleum products under the Tax Reform for Acceleration and Inclusion (TRAIN) Law. Sec. Cusi explained, "The second tranche of fuel excise tax will fund crucial infrastructure projects and poverty alleviation programs needed to strengthen our ability to compete globally.”

Validation teams from the DOE-Oil Industry Management Bureau visited a total of 22 ROs across Quezon City, Caloocan and Malabon that have implemented the second tranche of taxes earlier this month. DOE field offices also conducted validation activities, with 57 ROs visited by the Luzon Field Office, 7 by the Visayas Field Office, and 29 by the Mindanao Field Office.

The DOE teams compared the copies of depotissued delivery receipts and sales invoices with the official receipts be-

ing issued by the ROs to determine the specific excise implementation dates and verify that the outlets are imposing the correct excise tax rates.

The DOE teams likewise checked the compliance of the ROs in clearly displaying the on e meter by one meter signs which informs the consumers of the implementation date of the additional excise taxes and the petroleum products that are covered.

Furthermore, Show Cause Orders (SCOs) were served, directing the ROs to explain in writing and under oath; their early implementation of the second tranche and to submit all the supporting documents that would substantiate the validity of the imposition.

The DOE is set to conduct a second round of validation activities in the coming days and a full report will be released once all the data has been consolidated.

As of 17 January 2019, 1,639 ROs or 19% of the 8,630 ROs nationwide are already implementing the second tranche of fuel excise tax.

“We are vigilantly monitoring the implementation of the TRAIN Law so that our consumers will be amply protected,” Sec. Cusi assured.

Mentorship key in raising successful youth entreps YOUNG people see things in a different yet equally valuable lens and this is visible in the way they do and handle their businesses.

Young entrepreneurs think out of the box. They provide solutions to current community problems and people’s needs in a quick manner through distinct products and services.

However, they tend to act based on their instincts and look over logical strategies which are key to successful businesses.

Entrepreneurs’ Organization (EO) Philippines chairperson Julie Ang said mentoring student entrepreneurs is pivotal to raising a new generation of businessmen and businesswomen in the country.

“This is the fifth year that we’re holding a competition but this is the first time, under my term, that we have entrepreneurship.

It is not that impactful to students to have competi-

tion only, okay you come and compete and then no more, but mentorship allows them to learn from big entrepreneurs,” Ang told the Philippine News Agency (PNA).

EO is a global, peer-topeer network of more than 13,000 influential business owners with 181 chapters in 57 countries. It was founded in 1987 to help leading entrepreneurs learn and grow toward success.

Ang said they have opened the mentorship program to all universities.

“We have mentees from Cebu, they were not chosen to be a Global Student Entrepreneurship Awards (GSEA) candidates but they’re being mentored, we also have a single mom and a student who is baking and being mentored by our Cebu member,” she said, adding that they want to reach out to students who depend on their business as their livelihood.

On Januar y 12, EO Philippines held its fifth GSEA Competition where student entrepreneur Bea Battung of University of the Philippines Diliman won. She will represent the country at the global GSEA finals to be held in Macau in April 2019.

Battung is the owner of Prima Facie, a company that creates sneakers from water hyacinths. It was established in 2017 in an aim to solve the problem of clogged waterways and massive flooding in the coastal communities brought about by the prevalence of water hyacinths in rivers.
