Transport group to hold picket, LTFRB-10 ready

CAGAYAN de Oro City-Land Transportation Franchising and Regulatory Board (LTFRB) Regional Director Aminoden Guro for Northern Mindanao on Friday said his agency is ready for the reported transport strike on Wednesday (January 24).

The Solidarity of Transport Alliance in Northern Mindanao-Pinagkaisang Samahan ng mga Tsuper at Operator Nationwide (Starex-Piston), said Guro will be holding a “picket” in front of the LTRFB-10 office in Barangay Patag, Cagayan de Oro City to protest the government’s jeepney modernization program.

CAGAYAN de Oro City--The Commission on Higher Education in Region 10 (Ched-10) won’t dip its hands on the circumstances surrounding the stoppage of the construction of a building inside the University of Science and Technology of Southern Philippines (USTP).

Ched-10 Director Zenaida Gersana told Mindanao Daily News that her agency supervises only the academic aspects of the tertiary institutions.

NUJP hits proposal to restrain free press, expression

to restrain the exercise of rights enshrined in the Bill of Rights of the 1987 Philippine Constitution.

During the hearing of the House Committee on Constitutional Amendments, Jan. 16, Deputy Speaker

Fredenil Castro disclosed that the Committee wants to change Article 3, Section 4 (freedom of speech) of the 1987 Constitution to read: “No law shall be passed abridging the ‘responsible exercise’ of freedom of

speech, of expression, or of the press, or the right of the people to peaceably assemble and petition the government for redress of grievances.”

Surigao City’s curfew takes a toll on tricycle drivers, balut vendors

SURIGAO City--The 10 p.m. to 4 a.m. curfew in the city has led to the arrest of close to a hundred minors and dozens of adults but has taken its toll on businesses that operate at night, reducing incomes of tricycle drivers and balut vendors, among others.

The Philippine National Police (PNP) in Surigao City headed by Police Supt.

Jay Baybayan launched the curfew last January 8 due to a series of robbery incidents that hit the city.

Baybayan said the curfew declaration was “in relation to Presidential Proclamation No. 216 declaring the Mindanao under the state of Martial Law.” Tricycle drivers who operate at night said their incomes have dropped as streets are deserted because of the curfew.

“No one would come around in the city by 10 in the evening thus we have no passengers and that translates to a huge loss of income,” tricycle driver Kenneth Auditor said in Surigaonon.

tricycle drivers working the 7 p.m. to 7 a.m. shift, and are referred to as “overtimers.”

“There were about 400 to 500 of us who ply the streets at night time,” he told MindaNews.

Another tricycle driver, Judy Escopete, said the “gen-

eral curfew” has reduced their incomes.

“This is a bad year to start with. Meager income gives us a headache,” he said as he likened the situation now during the nights after the 6.9 magnitude quake that rocked Surigao on February

10, 2017.

He lamented that the streets are “virtually empty at night.” Escopete used to earn 650 up to 800 pesos from 7 p.m. to 7 a.m. but now earns only half of that.

ply at night. But driving is his only source of living. He has six children in school.

Balut vendors said their incomes have dramatically decreased, too.

“To earn a living gets tough because of this curfew implementation,” said balut

vendor Toto Magpayo.

Incomes of establishments such as convenience stores and drug stores have also plunged due to the curfew.

“It affects us on a nightly basis,” said Jody Degamon, assistant pharmacist of Aquarian Pharma, a drugstore that operates 24/7.

James Aclo, a supervisor of Andoks, a food chain company, says their earnings have plummeted.

Precious Garcia, a cashier of Pick Me, a 24/7 convenience store which has several branches, said their sales at night went down at 30 to 40 percent.

Residents who have been relying on public transport at night have complained that it takes time for them to get a ride.

If you want to go out and buy something, you must patience, you have to wait until a tricycle comes, they said.

As of January 18, at least 90 minors and 32 adults had been arrested for violating the curfew, Police Chief Inspector Dorothy M. Tumulak, spokesperson of the city police, said.

2. That herein respondent may be served with summons and other processes of this Honorable Court at the Office of the Local Civil Registrar, Municipal Hall, Balindong, Lanao del Sur;

3. That petitioner was born on September 10, 1960 in the Municipality of Balindong, Lanao del Sur to spouses Azis Bocor Liwaleg and Calima Bato Maba, and that her birth was belatedly registered with the Local Civil Registrar of Balindong, Lanao del Sur per Certificate of Live Birth which is hereto integrally attached as Annex “A”;

4. That herein petitioner was lately secured a true copy of her birth certificate for her personal file and has discovered that her date of birth as reflected/appearing thereon is September 10, 1958 instead of September 10, 1960;

5. That since the time petitioner first enrolled in school to pursue formal education up to the time she had graduated in high school and college, she had been using September 10, 1960 as her date of birth and not September 10, 1958 as erroneously entered in her birth certificate abovementioned. In fact, a Certification dated December 1, 2017 issued by Iligan Capitol College underscored, confirmed and certified that per petitioner’s Collegiate Permanent Record with the school where she finished her bachelor’s degree, her date of birth is September 10, 1960. Moreso, her voter’s registration records in the Commission on Elections and her Passport issued by the Department of Foreign Affairs, all showed that September 10, 1960 is indeed her true and correct date of birth and not September 10, 1958;

6. That the erroneous entry in her certificate of live birth as herein-above spelled out might have been due to an honest inadvertence on the part of the person who prepared it;

7. That the correction/change in petitioner’s date of birth herein sought for is primarily destined to once and for all underscore her true and correct date of birth as reflected in her school records, voter’s registration records, and Passport and other documents;

8. That the grant of the instant petition will not in any manner prejudice anybody, she being not connected with any government or private agency.

Finding the aforesaid petition to be sufficient in form and substance, it is hereby ordered that the same be set for hearing before this Court on FEBRUARY 22, 2018 at 8:30 o’clock in the morning.

Let a copy of this Order be published at the expense of the petitioner in a newspaper of general circulation in Lanao del Sur or Marawi City or Iligan City for three (3) consecutive weeks.

The Local Civil Registrar of Balindong and the Civil Registrar General, or any person or party who has interest in the petition, may file his/her opposition thereto within fifteen (15) days from notice of this Petition or from the last day of publication of this Order.

Further, let this Order be posted for fifteen (15) days prior to the date of hearing in the Bulletin Board of the Local Civil Registrar of Balindong and the Bulletin Board of this Court, at the expenses of the petitioner.

The petitioner is directed to notify this Court of the publication of this Order not later than three (3) days before February 22, 2018.

ALWAYS on the go, President Duterte has that impression of a one-of-a-kind public persona --- a determined leader with a peculiar character: a ‘no-nonsense, no-matter-what’ kind of attitude.

Duterte’s aggressive language and violent tactics are proof of his toughness that shocked and awed not only Imperial Manila but the world at large.

By being true to himself, he had all the sarcasm for the well-heeled, scented crowd of the elite and the mighty with his gutter language, but done an impressive job of endearing himself in the eyes of the greater mass.

His recent excellent satisfaction rating says it all.

Duterte may be coarse, rough and uncouth, but throughout his stint in Malacanang so far, he has

played well with metaphors -- the direct approach of governance that locked him up with the culture of the masses’ behavior and thinking.

Duterte’s obnoxious ways are something previous leaders could not replicate, nor out-shadow, or even out-pace him.

What matters most to people is Duterte’s standpoint and how he conveys his biting messages correctly and effectively albeit sarcastically.

But with a steady record of very good ratings courtesy of SWS and Pulse Asia, more people have become optimistic about change in their quality of life.

And more people as well are satisfied with how democracy works under a foul-mouthed, aggressive presidency. This includes

how press freedom is exercised under his ward.

Further, Duterte remains tough on crime and corruption, but still notorious for his aggressive rhetorics and policies.

D e s pit e c r it i c i s m s , Duterte’s popularity has held strong in this country.

The SWS/Pulse Asia survey results show that majority of Filipinos are satisfied with his administration.

Yet despite all negative impressions about him, his presidency is not the usual thing — he is now part of a global phenomenon worth a penny to mention: Russia has Putin, the U.S. has Trump and China has Xi Jinping.

Tough stance, disciplinary grit, but an endearing figure of a father – these are the admirable and remarkable qualities that make

President Duterte an idol and a role model in the eyes of the ordinary Filipino.

And yes, majority of the people admire President Duterte, not because of his incorruptibility and sympathy for the masses, but because of doing the extra mile -- bravery and even suicidal in governance.

There has never been a President who took time out to be with weary troops fighting in Marawi and the order to extend martial law in Mindanao.

How to ‘survive?’

SOMETIMES, we might ask ourselves: What is the sense of doing this and that? What is the meaning of life? I am sure, each and every one of us looks for a good life.

Sometimes, we seem to remain very optimistic.

We think it’s always easy to find a good life. Most of the time, we are in doubt or, we even choose to be unhappy without any reason at all. To wake up in the morning with pessimism and fall asleep at night, dissatisfied and unhappy - yes, that makes life miserable.

Without happiness and satisfaction there is indeed no space for peace in our hearts and minds. Therefore, there is no domestic harmony and logical, no peace on earth. The mean-

ing of happiness is trying to manage life, even with big problems, difficulties and trials. I learned this from Filipinos since staying in the Philippines as an expatriate for good in 1999.I was really surprised to experience mutual happiness, friendship, love, unity and communal spirit with relatives in my surroundings.

Of course, I also found myself in very negative situations. I observed people, who seem to live an easy go lucky way life. But, they were like actors and actresses on stage, wearing incredible masks and pretending to be what they are not.

Hence, in Greek, they are the so-called hypocrites.

Maybe also you and me belong to them from time to time. Fear of rejection or dis-

pleasure of other people is becoming our daily friends.

On society, it’s called “good public relation”. Politely greeting and smiling with a set of purpose: to win them to their business.

I AM so glad President Rody Duterte declared anew his war on illegal drugs. It must go on as long as it is necessary because this matter is really a menace to our society. If we noticed, the use of drugs is the source of crimes in the country.

Watching TV newscasts everyday made me realized how far this tragedy hit our people. Even lowly-paid jeepney drivers, laborers, domestic helpers and many workers, both in government and private entities have been using drugs. Our country is really in turmoil and we need good men to fight this to save the future and aspirations of our citizens. We must join hands to combat this unprecedented malady that is shaming us all. I mean unity for all Filipinos.

000 I urge President Rody Duterte not to be too friendly with communist China. I estimate more than 99 percent of the Filipinos would not like the idea on the basis of religion and culture. We must all know that China has already deployed its armed forces, including nuclear submarines and modern fighter jets to the disputed area - - areas that truly belong to us by history and judgment of the permanent arbitration of the United Nations.

As a result, the cost of everything, including rice, apartment rentals, transportation fares, etc. would also go up. I heard some groups are planning to stage a countrywide transport strike which could mean the absence of jeepneys and buses in the streets and highways. Such plan is definitely a violation of the conditions of transportation franchise, but when operators and

drivers are pushed to the wall, anything can happen.

000 I wish to reiterate my suggestion to standardize political system in the country by requiring candidates for various positions to possess a college degree. It is only in the Philippines, where a high school drop out can run as president, senator or congressman.

What’s with federalism?

MALAYBALAY City––It is touted by its proponents, including President Rodrigo Duterte no less, to be a decisive step toward curing the country’s social, economic and political ills. But the type of federalism that the administration envisions remains nebulous at this stage. It has yet to present a model that would serve as talking point for a public discourse that must take place before the nation decides to accept or reject the proposed change in polity.

The proponents [of federalism] argue that the current unitary form of government has hindered economic progress and political advancement.

To be clear, a unitary Constitution, such as the Philippine 1987 Constitution, does not mean the absence of subsidiary lawmaking bodies or even autonomy. Note that the present Charter (Article X: Local Government) provides for the creation of two autonomous regions – Muslim Mindanao and the Cordillera, although the latter has remained an administrative region.

Moreover, Republic Act 7160 (Local Government Code of 1991) grants local governments wider powers than they used to enjoy in the pre-EDSA period.

The President, however, still exercises disciplinary powers over local officials.

The weakness of a unitary Constitution lies in the fact that such autonomy may be abolished, or at least watered-down to the point of inefficacy, if the central authority so wishes.

On the other hand, under a federal Constitution, which is considered a contract, the powers granted to states are more secure.

A federal Constitution contains a clear division of powers between the central and federal governments, which cannot be changed or taken back unilaterally.

There are powers reserved for the central authority (for example, defense, foreign policy, judiciary and currency), powers vested in the federal states, as well as powers shared between the two tiers of government.

The above refers to the general structure and functioning of a federal system.

But whether changing the structure would improve the people’s economic conditions and alter power relations in a way that will address political dynasty and concentration of wealth in a few families, among others, is another matter.

For one thing, changing the Constitution is needed for a shift from a unitary to a federal form of government.

But it remains doubtful that the would-be framers of a new Constitution (read

the lawmakers who want to convene Congress into a Constituent Assembly) would ban political dynasties. Nor would they retain the provision on term limits of elective officials. In other words, like the past attempts to change the Constitution the push for federalism could be laden with devious motives.

And what happens to the progressive provisions on human rights (Article III)? Given the administration’s cavalier attitude toward civil liberties and due process, will the new Charter retain such provisions? The same question applies to the provisions on Social Justice and Human Rights (Article XIII), which, while wanting in legislative action for their full flowering, remain a good basis for pushing equity in the social, economic and cultural spheres.

Federalism will solve our current ills? Think again, the cure could be worse than the disease. We could just be mistaking faith healing for surgery.

Proponents of federalism blame the economic inequities between the rich and poor regions of the country on the unitary political system controlled by the central government in Manila. Changing the form of government is supposed to address this lopsided development as a way of improving the people’s social conditions.

While the unitary form of government may have shaped to some extent the uneven levels of development across the country, such argument wavers when confronted with the fact See federalism, page 11

The BSP Governor’s SOBA

THE President has his State of the Nation Address (SONA). Local governments have their own equivalents: SOPA for provinces, SOCA for cities and SOMA for municipalities.

The SONA is delivered every third Monday of July.

Those for local governments usually coincide with the LGU’s founding day.

The Governor of the Bangko Sentral ng Pilipinas (BSP) has his own version, the State of Banking Address (SOBA). It is delivered every January. But unlike abovementioned policy speeches, the SOBA is delivered in two “installments” and before two different audiences.

For the last 20 years, it has been the tradition of all BSP governors (since Governor Gabriel Singson) to speak before the 1st General Assembly of the Rotary Club of Manila. This usually happens on the very first week of the year.

And on the third week, the BSP governor speaks before representatives of the banking and financial community. The latter speech is usually followed by a New Year’s toast, led by the Governor (who is also the Chair of the Monetary Board) and all the members of the Monetary Board.

Good weather permitting, the speech before the captains of the banking and financial industry is held in open air in the historic Fort Antonio Abad within the BSP complex.

The Rotary speech (attended by the members of the the Rotary Club of Manila, Rotary Club of Makati West and Rotary Club of Forbes Park) went on as scheduled last January 4.

The speech before the banking sector was scheduled last Friday evening.

It was the first SOBA for BSP Governor Nestor A. Espenilla, Jr., who succeeded Governor Amando M. Tetangco, Jr. last July.

Before the Rotary Club of Manila (headed by my Aquila Legis brod Jimmie Policarpio), Espenilla framed his talk around BSP’s mandates, and what the BSP regards as its pillars of central banking.

He then focused on “the Philippine economic outlook given factors in the immediate past, work we are doing in the present, and plans to face challenges of the future.”

Espenilla talked on (1) recent developments in the global economic environment (2) BSP’s delivery on its mandate of maintaining price stability; and (3) the challenge of digitization and how our payments and settlements system plays a role; and (4) finally, the BSP’s mindset for embracing the future.

2017 saw increased momentum in global economic growth, Espenilla said, triggering, among others, movement of funds from emerging markets like the Philippines.

Espenilla described how

the peso weakened and how the BSP responded with a flexible exchange rate policy and by providing foreign currency liquidity.

Over-all, Espenilla said, the BSP succeeded in maintaining a sound and liquid financial system which provided support to Philippine economic activity in 2017.

“Banks’ balance sheets expanded with a doubledigit growth in assets and deposits.

“Credit continued to flow steadily to productive sectors.”

For 2018, Espenilla talked of a well-calibrated and carefully sequenced series of reforms which include, among others: -developing deeper and more efficient domestic capital and money markets over the medium term -complementary foreign exchange reforms -close monitoring of excessive credit and leverage -continuous development of the country’s backbone for payments and settlements -leveraging digital innovation to reach the financially unserved and underserved, and

It is an interesting read (or ‘hear’ if you will) considering the very important role played by the Bangko Sentral which affects the lives of every Juan and Maria.

‘Political will’ made OF Bank a reality – Bello Armed with sheer political will and his sincere gratefulness to and love for the modern day heroes, President Rodrigo Duterte fulfilled his promise to make the Overseas Filipino (OF) Bank a reality, Labor Secretary Silvestre Bello III said on Thursday.

Gracing the launch of the OF Bank in Manila, Bello said that the establishment of the bank is the government’s manifestation of gratitude for the immense economic contribution and sacrifices of overseas Filipinos.

“So as to demonstrate our government’s sincerest gratefulness to them, soon enough our

OFWs will slowly accumulate larger shares in the bank to become its biggest shareholders and owners,” he said.

“Today, we make history. And we dedicate this chapter in grateful recognition of the immeasurable sacrifices and immense contribution of our overseas Filipinos to what our nation is now,” Bello said.

Formerly Philippine Postal Savings Bank, services of the OF Bank are meant to ease the burden on overseas Filipinos through tailor-fit products and services for the modern day heroes and their families.

Not only limited to overseas Filipinos workers, the bank will also benefit all Filipinos abroad, including immigrants, and those who acquired resident visas.

The bank is set to provide the cheapest, fastest, secured, and convenient mobile credit-to-accountsystem remittance service for overseas Filipinos. It will also offer competitive deposit products including Peso ATM Savings, time deposit and checking accounts.

OF Bank is also introducing the Future Need Savings Plan to encourage and inspire overseas Filipinos to develop the habit of saving money.

Overseas Filipinos may also soon enjoy reliable loan and investment products to build their own house, establish their own business, and become co-owners of the bank through investing in the preferred OF Bank shares.

TRAIN impact on coal power rate ‘minimal’ DAVAO CITY -- A consultant for one of the top power providers in the country assured consumers that the Tax Reform for Acceleration and Inclusion (TRAIN) will have insignificant impact on the price of electricity derived from coal.

Despite assurance from the transport group, Guro said that he is not taking his chances as he ordered the deployment of buses to fetch stranded passengers should the “picket” will turn out to be a transport strike.

Guro learned that there will be about 100 individuals who will join Starex-Piston Secretary General Ringo Lago in holding the picket in front of LTFRB-10 office on Wednesday.

On one hand, Guro warned jeepney operators from joining the protest on Wednesday. If proven, Guro said jeepney operators will face a P5,000 penalty for abandonment of service based on LTFRB Memorandum 2011-004 which stipulates the terms and conditions in the issuance of certificates of public convenience.

In a separate interview, Lago said that the picket will only last in the morning and the 100 individuals will be representing not just the transport sector, but others, such as the commuters, urban poor, students, teachers, and from religious sectors.

LTFRB is on the verge of implementing the public utility vehicle modernization program, phasing out jeepneys which could not pass road worthiness.

Guro said that under the program, jeepneys will be meticulously inspected from the functionalities and qualities of each part of the vehicle such as lights, seats and even handrails.

Piston protested the modernization saying it would hurt the majority of the jeepney operators and drivers nationwide.

The government could have ordered the jeepney operators to just overhaul their jeepneys instead of phasing them out entirely, Lago suggested.

“This is to inform the public that Surigao City Police Station is renaming /revising “General Curfew” to “Oplan Bantay Syudad” which has the same concept of operation. It is the comprehensive application of all PNP’s operation plans and instructions which are all in line with the existing laws, ordinance, rules and regulations effective immediately,” the advisory said.

Police chief Baybayan, in a letter to Mayor Ernesto Matugas dated January 8, declared the implementation of a “general curfew” – also from 10 p.m. until 4 a.m. – effective immediately supposedly because of the “series of incidents” in the city.

He noted that since the start of the year, robbery incidents have been reported at the offices of the Philippine Information Agency, the Cokaliong Shipping Lines, and Globe Telecommunications, the armed robbery at Sitio Banahaw in Barangay Sabang and a stabbing incident at P. Reyes Extension.

“These crimes were … perpetrated either late at night or early at dawn,” Baybayan pointed out.

Baybayan vowed to “continue to observe the rule of law and human rights” and promised to “immediately restore peace and order” in the city.

In response to Baybayan’s letter, Mayor Matugas wrote, also on January 8, the barangay captains informing them of the police’s order.

Several persons have criticized the implementation of the general curfew and its successor, Oplan Bantay Syudad.

“Local PNP authorities have semantics issue, never mentioned the legality of the operation which would arrest including adults. Shame on them,” Jan Lisondra said.

Bishop Rhee Timbang of the Philippine Independent Church said the general curfew is against human rights.

In September 2017, the editors and staff of a student publication in Camarines Sur received a message from the military, saying that the student journalists are included in the watch list of Duterte’s counterinsurgency program Oplan Kapayapaan.

Photojournalists covering the protest action eventually joined the protest.

In a statement, the media and artists alliance, Let’s Organize for Democracy and Integrity (LODI), said, “The Duterte regime aims to silence the press and clamp down of citizens’ right to free expression as prelude for an indefinite period of one-man rule. The construction stoppage of the eight-storey Student Center and Education Complex became controversial because its architect, Rey Galua, was arrested by police two weeks ago for multiple illegal possession of firearms and explosives.

Galua was fired from USTP as its department of architecture chair in 2016 by the then university President Ricardo Rotoras, who was murdered last month.

Police have yet to establish Galua’s link in the murder, although documents have now surfaced that the two have filed graft complaints against each other before the Ombudsman due to the building construction.

Gersana stressed that as an educational institution that caters to tertiary learning, USTP is under its supervision but only on matters pertaining to their curriculum and how each program is being handled.

“Modernization and

expansion of the campus would fall under the administrative aspect. We do not have jurisdiction in those matters,” Gersana said.

Gersana’s statement comes at a time when USTP spokesperson Anne Lorraine Sitoy disclosed that Galua was facing a graft complaint before the Ombudsman because of his alleged connection with Wing-An Construction and Development Corporation, the firm awarded to construct the Student Center and Education Complex, despite the latter being a government employee of the state-run university.

Meanwhile, the president of that firm – Selwyn Lao – also revealed that they have charged the late Rotoras before the Ombudsman for graft, specifically extortion.

Lao claimed that Rotoras was demanding “kickbacks” from them.

ment problem. We still have spaces for giant factories more than enough to accommodate foreign investors. I wish to remind the police crimes go with the progress of any place. Big crimes which have been happening in our city should be put to stop because these drive investors away. We can live with petty crimes because it is easy to throw to jail the young boys. Some major crimes remained unsolved and this is definitely scary.

that many countries with unitary forms of government have prospered. This means that countries that opted for federalism did it for reasons other than the supposed economic malaise caused by a unitary system.

On the part of the founding fathers of the United States, they opted for a federal system because the people did not trust the central government owing to their experience under British rule. They believed in striking a balance between the two levels of government (central government and the federal states) to prevent either of them to become too powerful. In theory, the setup has also allowed the central government to

focus on its priorities in the global stage.

Belgium was forced to go federal, that is, grant self-governance to Flanders, to preserve unity. This preempted what could have become “political karma” for Belgium, which broke away from Holland in 1830, a move that historians traced to a history of racial divisions dating back to the Roman period. In contrast, France, a unitary system, continues to confront belligerence from the island province of Corsica.

Yet, not in all cases has federalism, as a recipe of accommodation, succeeded in assuring unity, or at least, harmony. The autonomous Basque provinces continue to demand independence from Spain. The former Yugoslavia disintegrated after genocidal civil wars triggered by the declarations of independence by Slovenia and Croatia and fought along ethnic lines.

Federalism proponents may cite the Belgian and French experiences in their favor, that is, argue that it would help resolve the Moro question in Mindanao. However, prescribing federalism to the point of repudiating the terms of the Comprehensive Agreement on the Bangsamoro would only negate the gains of the Mindanao peace process.

Here’s why. The 2014 agreement already vests powers in the Bangsamoro that are far wider than those granted to the Autonomous Region in Muslim Mindanao. Thus it is unlikely that the Moro Islamic Liberation Front, as representative of the Moro people, would gamble on a new, unclear formula that may erase what it has achieved through years of armed struggle and negotiation. Prudence dictates that it should demand the implementation of the agreement before embarking on federalism to ensure that such gains are preserved.

Besides, the CAB is a commitment of the Philippine government which it can only dump at the risk of losing the goodwill of the international community, the Muslim countries in particular.

Duterte to visit India next week

r e si de nt Rodrigo R. Duterte will have a two-day visit in New Delhi, India, for the Association of Southeast Asian Nations (ASEAN)India Commemorative Summit next week.

This will be the President’s first foreign trip for 2018.

Duterte will join the other ASEAN leaders who will also grace the summit themed as “Shared Values, Common Destiny” on January 25 to culminate the yearlong celebration of the 25th ASEAN-India Relations and India’s Republic Day the following day.

Malacañan Palace on Friday that India invites chief guests to its Republic Day, a celebration to commemorate its 1950 Constitution, and the Indian government invited the ASEAN leaders this year.

Among the prominent personalities invited to India’s Republic Day included

the United Kingdom’s Queen Elizabeth II in 1961, late South African president Nelson Mandela in 1995, Russian President Vladimir Putin in 2007, and Japanese Prime Minister Shinzo Abe in 2014.

De la Vega said Duterte will arrive on January 24 in New Delhi and will have a

dinner hosted by Indian Minister for External Affairs Sushwa Swaraj.

She added that Duterte will meet Indian President Ram Nath Kovind on January 25 and will hold a bilateral meeting with Prime Minister Narendra Modi but details of the meeting have yet to be confirmed.

De la Vega said business agreements would be signed during the Philippine-India Business Forum on January 26.

The le aders of t he 10-country ASEAN and India are expected to come out with Delhi Declaration, which serves as a roadmap for ASEAN-India coopera-

tion in the areas of politics, economics, and culture, according to De la Vega.

Duterte chaired ASEAN last year.

De la Vega said India is an important dialogue partner of ASEAN, with areas of cooperation focusing on trade and investment, connectivity, agriculture, tourism, culture, science and technology, and climate change.

The ASEAN-India relations started in 1992 and became a full dialogue partner in 1995.

She said India was one of the first non-ASEAN signatories of the Treaty of Amity and Cooperation in 1976.

She said India continues to be an “important partner of ASEAN in the promotion of regional peace and stability” and participates in various ASEAN-led mechanisms, including the ASEAN Regional Forum, East Asia Summit, ASEAN Defense Minister Meeting Plus, and Expanded ASEAN Maritime Forum.
