First integrated steel mill in PH set to break ground this March Oro Chamber President Robert Pizarro

AGAYAN de Oro —The country’s biggest integrated steel mill is set to break ground this March 2020 in time for the celebration of President Duterte’s 75th birthday.

Spearheading this historic event is Cagayan de Oro Chamber of Commerce and Industry, Inc (Oro Chamber) President Robertino E. Pizarro as he calls on all stakeholders in Mindanao to join hands in pushing the project to hit the ground running early this year for the $4-billion steel mill plant at Phividec Industrial Estate in Tagoloan, Misamis Oriental.

Pizarro who is also the President and CEO of Simple Homes Development Corporation said all systems go to jump-start the country’s biggest single investment set to spur economic activity in Mindanao to an unprecedented level of development.

Preparations of the ground breaking event are

now taking shape in alliance with various stakeholders and partners of the project, Pizarro said.

PROJECT ALLIANCE Simple Homes Development Corporation is the lone Filipino partner of Huili Integrated Steel Mill, a China-funded investment that is seen to generate 10,000 jobs in the first three years of its operation.

This first Mindanao Integrated Steel Mill is formed

by China’s three leading companies – Huili Fund, Baowu Steel Group Corporation Ltd (China Baowu), and China Metalurgical Group Corporation’s subsidiary, CISDI Group Co Ltd. (CISDI).

ranks first in China and second in the world as the largest steel producer in the world measured by crude steel output.

China Baowu is poised to apply its state-of-art, green and intelligent technology in this steel project.

Torres said MinBC supports the Oro Chamber and all other business groups in Mindanao to make things happen for this project to accelerate the economic development of Mindanao.

On the other hand, former Secretary on the Peace Process Jesus Dureza also gave his unwavering support to Pizarro and his team for the Steel Plant to stay on course as planned for the progress of Mindanao.

MISAMIS Oriental Governor Yevgeny Vincente Emano assured the public yesterday that there will be no red tape on the part of the provincial government when it comes to dealing with huge foreign investor Huili MCC Integrated Steel Mill Corporation.

In an earlier meeting with representatives of the huge steel mill from China, Emano told company ex-

ecutives that Capitol will expedite the processing of pertinent documents so the company can operate on the appropriate timetable.

“Dili nako batasan ug sa akong administrasyon nga dugay-dugayon ang pagproseso sa mga papeles sa mga mamumuhonan,” Emano said.

Finally, first wave of South Korean wastes shipped back

IT was the beginning of the end for the misdeclared garbage from South Korea wallowing at a property inside Phividec Industrial Estate in Tagoloan, Misamis Oriental.

This, as Bureau of Customs (BOC) district collector for Northern Mindanao John Simon led other officials Sunday in loading 2,400 metric tons of the trash to M/V L8 Nordmarsh at the Mindanao Container Terminal in Misamis Oriental.

The remaining 2,700 metric tons of garbage will be shipped on February 9.

The event capped the saga that started 25 months

ago in October 2018 when residents of sitio Buguac, barangay Sta. Cruz, Tagoloan town first reported to Sangguniang Panlalawigan (SP) committee on environment chair Gerardo Sabal III of huge volume of foulemitting garbage in their vicinity.

Sabal’s committee immediately summoned Simon, the then Mindanao Container Terminal Customs collector, to shed light on the matter who reported that the garbage was able to breach through Customs port under the previous collector.

Pupils were instructed to prepare themselves in any situation that may occur in their localities. As early as five (5) years old pupils, through their parents, should engage in scouting movement. Scouting will make young boys to become independent. A series of trainings and activities under scouting advancement scheme are line-up in order to make our children ready to face the world through survival. People that will not survive in this world are those people who lack of skills and knowledge to live and face challenges in life.

A series of individual requirements may be worked on simultaneously depending on school scouting program offered.

Camping, compass work, nature observation, camp tools, swimming, first aid are just an example of the activities that the boy may work with. The principle of

learning by doing was used in the scouting movement because scouters believed that boys may learn more if they actualized what they have discussed.

Boys cannot do it alone, they need the support of the elders or adult scouts to guide and monitor their progress. It takes a village to educate a child. Volunteers are what we need to help the boys. We are molding them to become good leaders someday. We are preparing them to take over our leadership for good. It is our prime responsibility as adult to prepare the foundation of good leaders. Critical thinking as one of twingoals of Mathematics in the K - 12 curriculum calls out for realization in every classrooms and cries out for deep acquisition among each and every Filipino learners. Children are naturally curios and asking questions is like second nature to them. Thus, children can be trained to think critically the moment they begin to ask questions. The bigger question is that, what exactly is critical thinking? The International Psychological Association defines it as an intellectually disciplined process of actively and skillfully conceptualizing, applying, analyzing, synthesizing, and/or evaluating information gathered from, or generated by observation, experience, reflection, reasoning, or communication, as guide to belief and action. In the light of the revised Taxonomy of thinking, Krathwohl would suggest

that the more children incorporate those that are in the higher order thinking skills, the more they think critically. But how do we develop them to do so?

Teaching Mathematics through Problem Solving is an approach seemingly familiar since problem solving has been widely used since time immemorial. However, let us learn that teaching through problem solving is an approach different from teaching for problem solving and even distinct from teaching about problem solving.

Teaching through problem solving is an approach in the mathematics subject wherein a problem is posted at the beginning of the lesson. Divergent questions then will be the main ingredient to promote critical thinking.

The open-ended questions will solicit varied kinds of answers mainly

deviant from the cliché teaching for problem solving wherein when one question is presented, will then be one expected answer. Mainly this approach is not an outcome-based teaching rather a process-based or what the new century calls as the reflective teaching.

Thus, this approach tells us that the answers are equally important to the reasons given. We may imply that the reasons presented by the learners are the main key to achieve critical thinking. In this way, pupils who may have good and favorable reasons about the problem but have no answers may still be given opportunities to be considered. Why? Do all winning lawyers have the answers to the judge questions? I bet not, I just believe they have exceptional reasons to win a case. Thus, I believe that this approach will give greater hopes for our future generations.

“We aim to harvest 19.6 million metric tons (MMT) of palay, net of damage due to adverse weather conditions,” said Agriculture Secretary William Dar, during his first media briefing, on

January 3, 2020, at the DA main office in Quezon City.

“Our 2020 palay yield forecast would be three percent more than the estimated 2019 palay output of 19 MMT,” added the recently-confirmed DA chief.

“We expect that initial benefits of interventions under the P10-billion RCEF program, particularly on inbred rice seeds given free to farmers, will be realized during the dry and main season crops starting this year,” Secretary Dar added.

Philippine Ambassador to the World Trade Organization (WTO) Manuel Antonio Teehankee paid a courtesy visit to Agriculture Secretary William Dar on January 8, 2020 at the Department of Agriculture.

Among the topics discussed were the upcoming Cairns Group Ministerial Meeting in Davos, Switzerland; 12th Ministerial Conference in Kazakhstan in June 2020; and other pressing issues.

They also discussed the intensification of agri promotion strategy to push Philippine agricultural exports and developments on rice tariffication.

Inbred certified palay seeds produce an average of 4.54 MT/ha as compared to farmer home-saved seeds’ yield of 3.50 MT/ha and traditional seeds’ yield of 2.13 MT/ha, according to the DA-Philippine Rice Research Institute (DAPhilRice).

“Hence, with RCEF seed intervention, we would generate an incremental yield of at least one MMT, as we will provide farmers nationwide, tilling a total of one million hectares, free certified palay seeds,” said Secretary Dar. The DA-PhilRice started distributing certified palay seeds in October 2019 for the dry-season planting in 947 rice-producing towns and cities in 57 provinces.

Under RCEF, P3 billion is set aside each year for certified seeds up to 2024, where farmers will receive 40 kilograms (kg) per hectare of certified rice seed varieties for every planting season.

“Further, with the adoption of modern technologies, and mechanizing land preparation, crop establishment and harvesting, farmers could attain an incremental yield of another one MMT of palay per hectare,” the DA chief said.

Also under RCEF, the DA-Philippine Center for

Postharvest Development and Mechanization (DAPHilMech) will distribute P5-billion worth of farm machines and equipment to qualified farmers’ cooperatives and associations, and local government units.

PhilMech research shows that mechanizing rice farming operations can reduce total palay production cost

by P4/kg from the current average of P12/kg.

“We have yet to mechanize Philippine agriculture, at a level of at least four horsepower (hp) per hectare (ha), and be at par with our ASEAN counterparts,” said Secretary Dar. Studies of the DA-PhilMech show the country’s level of mechanization is 1.23 hp/ha for all crops, 2.31 hp/ha for rice in all provinces, and 3 hp/ha in major rice-producing provinces like Isabela and Nueva Ecija.

Under RCEF, rice farmers will also receive credit support worth P1B, through Land Bank of the Philippines (LBP) and Development Bank of the Philippines (DBP), and another P1B for trainings and scholarships through the DA’s Agricultural Training Institute (ATI), PHilMech, and PhilRice, and DTI’s Technical Education and Skills Development Authority (TESDA).

When jeepney drivers cross the line

BY THE time this column sees print, we may only have a few more days left before we enter February, the second month of the year and this means I only have a few more days left to spend with family before heading back to the US. Suffice it to say that I have enjoyed my time back home in Cagayan de Oro City and nearby Tagoloan town in Misamis Oriental and God willing, I pray that my husband Ronnie and I don’t encounter any last minute inconveniences or anything major that may happen in the remaining days of my vacation in this City of Golden Friendship.

It’s a lot more worrisome in Luzon, where Taal Volcano is supposed to erupt any time soon. In fact based on my monitoring, the canceled flights heading to Manila may or may not

impact on my scheduled trip back to the US and I may have to do some last minute re-scheduling which I hope not to do.

At any rate, it’s been quite a treat meeting old and new friends, spending quality time with my family and grandchildren and touching base with old media colleagues from way back. It’s especially nice spending Christmas and New Year here in Cagayan de Oro City even with the occasional ground ‘hiccup’ or quake that rattled the nerves.

Aside f rom for mer media colleagues, I also chatted and spent time with old classmates—an alumni homecoming at the St. Mary’s Academy of Tagoloan town—at the and old co-workers at the local judiciary where I spent my early professional career

before venturing into the local mainstream media.

Good times to say the least. ******************* Last week, I did talk about in passing the confrontation between drivers of the modernized public utility vehicles (PUVs) that serviced commuters heading to and out of Bugo and the drivers of the decrepit, aging passenger jeepneys who felt threatened by their competition.

Based on what I read online, the passenger jeepney drivers were supposedly angry enough to demand that passengers get off the modern air-conditioned passenger vehicles and transfer to their aging, decrepit units. As to how the passengers reacted, your guess is as good as mine.

Suffice it to say that there was no violence other than the angry outbursts typical

of any heated confrontation between conflicting parties that if left unchecked would border close to the edge of something a bit more dangerous which nobody especially the passengers want or need.

While I am grateful that I can either ride a taxi or have Ronnie drive me around, even if driving in the city’s streets ticks him off to no end, I can still remember my days riding jeepneys especially during my youth in Tagoloan town or even during my mainstream media days.

And if in my old age I would still be riding jeepneys I just might, just might be confronting those jeepney drivers who demanded those See JEEPNEY, page 11

Unlimited time off

Critics say giving workers unlimited time off can actually deter them from taking holidays - so are minimum leave policies the answer?

It reminds me on my own. For example, I decided to stop teaching. I found out, that from month to month, I really got only very limited time for myself and my family.

In 2014, the leadership at social media management company Buffer noticed something odd. Despite an unlimited leave policy implemented in 2012, employees were barely taking any holidays.

To encourage people to take more time off, Buffer – which employs remote workers globally, primarily in the US and Europe – introduced an incentive: a $1,000 annual holiday bonus

to each employee (and an additional $500 per partner or family member). It was a roaring success. In fact, it was too successful, costing the company too much money. Buffer pulled the plug on the policy in June 2016.

Later that year, Buffer changed tack: instead of offering unlimited leave, it decided to strongly encourage employees to take a minimum of 15 work days off per year. Using an online planner, employees input leave requests and HR personnel track the number of days people take off via a collective calendar.

Buffer’s minimum leave policy is unusual, even for a tech company. Unlimited time off is a much more common perk among startups and other tech firms – but despite the name, unlimited leave can feel

like anything but. Often, workers are at the mercy of their workloads, managers and company culture, a situation which can discourage people to take a fair amount of leave.

Could insisting that people take a minimum number of days off be a better way to ward off burnout?

Well, maybe. Talking again myself: I am in the great situation deciding about my days off and and a maybe unlimited time off. Just to avoid a burnout... . How about millions of Filipino workers?

It’s interesting to know, that every country in the European Union is required by law to offer at least four weeks of paid holiday, with varying accrual policies per country (Austria takes the lead with 35 days of annual paid holiday). Similarly, in New Zealand, employers

must provide employees with at least four weeks of paid holiday, not including public holidays or sick leave.

Philippines is much more different. Yes, I know...

While still staying in Germany, I had the pressure of needing to prove myself and the mentality that I shouldn’t take many days off. Most often, it’s up to management to create a culture where workers feel comfortable taking leave, says Sir Cary Cooper, an organisational psychology professor at the University of Manchester. Connect the little to the big always While it’s true that we have to take care of the little things in our life, we should not forget that we are not meant to get detained there.

We should always relate the little ordinary things in our life to the big and ultimate purpose of our life.

Christ himself somehow referred to this point when he said, “Whoever is faithful with very little will also be faithful with much, and whoever is dishonest with very little will also be

dishonest with much.” (Lk 16,10) With those words, Christ somehow was relating and connecting the little with the big things in life. That is what we should always do. We should avoid getting entangled and lost in the little things and forgetting the big and more important things in our life.

More specifically, we should not mistake the means for the end. Otherwise, we would also receive

the accusation Christ addressed to the Pharisees and some leading Jews of his time, who were entangled with their own ideas of what is right and wrong without referring them to God. “Woe to you, scribes and Pharisees,” he said, “you pay tithes of mint, dill and cumin, but you have disregarded the weightier matters of the law: justice, mercy, and faithfulness.

Sports develop a sense of friendliness among the children and develop their team spirit. It helps children to develop mental and physical toughness.

Most of our families livelihood in Balubal is farming. They prioritize the food that they can serve on their table. But inspite of this real situation, we do not deprive our pupils in dreaming to become a star someday through sports, especially on athletics.

under Florina M. Vaguchay made it to the Regional Level sports competition last December 2019 at Tubod, Lanao. His presence in the Regional Level proved that pupils in Balubal Elementary School can compete and excel if you dream and desire to achieve. He competed long jump and high jump event but failed to get the gold. Being part of COAA- Cagayan de Oro Athletics Association was considered as golden glory to our school for having Jian as part of it.

His success in sports might not happened without the support of his parents, friends, Barangay Council, school, Mr. Clint Manzanares as coach and most specially to our Almighty God. Keep on dreaming, believing and achieving your desire. I do believe that you can make it as long as you have the heart to finish the race of your dreams.

N THE town of Sitio Lower Sabangan in Manolo Fortich, the only school facility that stood in the neighborhood was a small one-room daycare center. Although the center is able to provide basic education to its young students, both the space and the limited resources could only cater to a few number of learners.

With the unpredictable weather in Bukidnon nowadays, Purok leader Judith Amoncio also worries that heavy rainfall would affect the classes.

“Because the daycare is mainly made out of bamboo, rain water enters the room when the wind is strong, so classes may get cancelled.”

A few meters from the old daycare center however, now stands a fully furnished container van serving as Sitio Sabangan’s new daycare center. The repurposed facility, turned over

by Hedcor, comes with tables and chairs, as well as books and other learning materials.

A comfort room and washing area are also provided by the container van-turned-daycare center.

The container van was once

used by Hedcor to haul plant facilities such as turbines during the construction of its 73.3MW Manolo Fortich Hydros in Bukidnon.

Hedcor is a run-of-river hydropower arm of AboitizPower. It currently operates 22 hydropower facilities with a total installed capacity of 277MW of Cleanergy.

Indonesian Consul General meets Governor Douglas Cagas

on. Dicky Fabrian, Consul General of the Consulate General of the Republic of Indonesia pays a courtesy call to Governor Douglas Cagas of Davao del Sur Province.

During the course of the meeting, ConGen Dicky expressed his gratitude to the warm welcome of the Governor and explained the possibility to enhance cooperation in tourism, education, socioculture, trade, people to people contact, in bound and out bound investments between Indonesia and Davao del Sur Province.

In addition, the ConGen Dicky hope that this cooperation in various sectors between Indonesia and Davao del Sur could developed more opportunities from both countries. He also added the potential of Davao del Sur in trade especially that it is very close to North Sulawesi, Indonesia and the direct flight from Davao-Manado, Indonesia has already re-established on September 27, 2019.

Governor Douglas Cagas is very en-

thusiastic and expressed his interest in partnering with Indonesia in the future to improve the bilateral ties between the Philippines and Indonesia.

After the meeting, Consul General also pay a courtesy call to Police Colonel Alberto Lupaz, Provincial Director of Davao del Sur Police Provincial Office to convey his efforts in achieving peace and order in the province. Discussed also is the plan to visit of the Provincial Director to Indonesia in order to strengthen the partnership with Indonesian Police and enhance the security cooperation within the Region.

EDUCATION is vitla to the success of our region, our residents and our workforce. Teachers are vital to the future of our region.

Teachers matter. Research shows teachers impact their students – short- and long-term, academically and non-academically. In fact, people who choose to become teachers do so because they want to have a positive influence on students.

My favorite part of being a teacher is the relationship I get to build with my students and getting to know their personal story, their families and goals. I focus on what they want to accomplish academically, who they want to be as a person and how can I help them get there.

I also find working through a task with a student and witnessing him/ her experience the aha mo-

ment rewarding. I see these times as special moments shared between a teacher and student. I wanted to be a teacher because I am looking forward to an entire career filled with fulfilling moments like those will be.

Community members must support their family members’ decisions to pursue teaching so that they (the young and ambitious ones) can pursue their own interest. Consider becoming a teacher. If you are a teacher, tell three people why teaching is a great profession. If you are a parent, show support for your child’s teachers by developing partnerships with them. Voice your appreciation for teachers.

Share how your teachers helped you prepare for your career. Start and/or sponsor future teacher associations at local schools (be private or public). Advocate for teachers to have salary and benefits wequal to their professional contributions and expertise.

Research clearly shows that the quality of teachers is the most important school level factor affecting students’ learning. We also learn that teachers’ satisfaction depends largely on the school context where they work especially whether it supports them in achieving success with their students.

If it does not, they may well transfer to another school or leave teaching altogether.

Schools that reliably retain teachers have similar features – a principal who manages the school fairly and effectively.

“Education is the capacity to feel pleasure, and pain at the right moment. It develops in the body and in the soul of the pupil all the beauty and all the perfection which he is capable of. It is therefore a dynamic force in the life of every individual influencing his physical, mental, emotional and ethical development. Thus, it enables a man to realize higher values of life which are essential for him to become ‘’ the root and crown of all creations’’ ( Plato, 428 BC-346 BC ). We must also remember that every individual gets education from his own experi-ences out of school as well as from those within whether it is formal or informal education. Schools try to impart systematic knowledge. It is in the school that a child

learns appropriate human relationships that exist. It is the avenue wherein learners are becoming conscious of their achievements and failures.

Our department designs comprehensive programs in different aspects of learning and in different types of learners. Thus, its main goal is to bring all our people to a most productive individual by admitting ourselves to become educated with so much knowledge to apply for.

This is where teachers are encouraged to give focused on the delivery of healthy interaction between teachers and pupils through the medium of environment to bring about learning which in turn helps to bring about behavioural changes and all-round development in

the child.

Te aching – le ar ning process and its pedagogy is extremely important in the preparation of learners to become somebody in the near future. It aims to represents the channel through which every individual strive to require the habits, skills, knowledge, imparting skills and formation of attitudes, values and behaviour. Learning therefore becomes a process by which are necessary for effective participation in a democratic way of thinking. Learning is brought about through teaching, teaching process is the arrangement of environment within which the learn-ers can interact and study how to learn.

Teaching involves setting appropriate learning

experiences for pupils, and for that pur-pose includes selection and sequencing of activities or kinds of interactions that would lead to expected learning. Teaching is intended to learning, for without teaching is incomplete.

Learn-ing is a natural and common attribute in any human being. Education deals with positive changes in behaviour. Teaching is pur p osive and leads to intended learning. Every teachers sets the target for pupils and sets direction for deciding what is to be done in order to enable pupils to achieve these targets.

These targets are regarded as learning target, which pupils learn at the end of each teaching situations.

In the same way, every instructional method has been

iden-tified and propagated with the different types of learners in the classroom and how it is being utilized appropriately will enhance the teacher’s dedication and the competence in delivering the competencies.

Lastly, teaching – learning process is much essential also that teacher should possess ef-fective classroom management whose atmosphere is appealing and friendly to learners. Where pupils feel a greater sense belonging, they’re more likely to be academically engaged and demonstrate positive behavior. It helped alleviate learner’s interests and boost teachers to become more dedicated and ser vice-oriented educators where learners are our main characters in the instructional core. Educat-

ILIGAN CITY—Targeting 44,254 eligible recipients of polio vaccination, the local government here tackled budgetary requirements with the City Disaster Risk Reduction and Manage-

BARMM kicks off first athletic meet

ARAWI CITY, Lanao del Sur -- More than 6,000 studentathletes and officials from the nine school divisions Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) gathered in Nuro Central Elementary School in Nuro Upi, Maguindanao on Thursday, January 16, for the kick-off of the first BARMM athletic meet.

Bangsamoro Government Executive Secretary Abdulraof Macacua officially declared the region-wide athletic meet open.

Minister Mohager Iqbal of the Ministry of Basic, Higher, and Technical Education (MBHTE) said in a message that his ministry “is keen to provide every student in the Bangsamoro quality education for their overall development, including their nutrition, health, and physical growth.”

“The BARMM, through the Education Ministry, shall endeavor to strengthen the physical education and sports development in all institutions in this region,” Iqbal said.

Iqbal also encouraged the Bangsamoro youth to be more

involved in sports, citing that it is “an excellent means to channel their youthful energy into positive and worthwhile pursuits that would ultimately enable them to become wellrounded adults and professionals in the future.”

The region-wide games will run until Tuesday, January 21, with athletes both from elementary and secondary schools competing in the following sports: archery, arnis, athletics, badminton, basketball, billiards, boxing, chess, football, futsal, pencaks silat, sepak takraw, softball, swimming, table tennis,

We have so many professionals nowadays but with bad attitude and values. Is it because of the food we eat? Or because of our present generation called millennials bombarded with information through different gadgets. How I wish I could turn back time and let our present generation witness how strict our grandparents in terms of values and discipline. But I cannot because it is very impossible.

Instead, I made a mantra in our school to reformat the mind of our children to become positive and well mannered person.

These mantra are positive words to be uttered by our pupils everyday. I do believe that we are what we believe and what we say. These words are the following: I am BALUBAL; B- Behave- we need a citi-

zens who are behave and calm in order to create harmonious place to live in. A- Attentive- though we are behave, we should be attentive in all our undertakings to minimize chaos and dilemmas. LLoyal- loyalty is one of the good value that we should develop to our children.

U-Understanding- the value of understanding is also important in dealing with your friends, relatives and others. B- Brave- being brave for doing what is right and just should be developed to our children.

To fight what is good. AAdvocator- each one of us should possess a value of being an ambassador of goodness to our brothers and sisters. L-love, peace and unity. In order for us to create peace and unity we adhere the value of love to each one of us.
