Outstanding Davao teacher wins Pambansang Ulirang Guro 2017

ito M. Endrina, master teacher I of Ramon Magsaysay Elementary School in Digos, Davao del Norte bested 12 other teacher-finalists from all over the country to win the much coveted title ‘Pambansang Ulirang Guro 2017’.

36k farmers to receive livelihood projects from DAR, DSWD

UEZON CITY -- The Dep ar tment of Agrarian Reform (DAR) signed a liveli ho o d program partnership agreement with the Department of Social Welfare and Development (DSWD) to increase the household income of farmers by developing and improving their agri-business enterprises.

DAR Secretary John Castriciones said the pro-

gram called “Convergence on Livelihood Assistance for Agrarian Reform Beneficiaries Project” (CLAAP) will benefit 36,000 agrarian reform beneficiaries (ARBs) and non-ARBs in 749 agrarian reform communities (ARCs) and agrar ian refor m are as throughout the country. “ The partnership is geared towards a common goal of improving the lives of farmers by helping them develop their agricultural

enterprises. This will be conducted by helping them establish livelihood businesses like vegetable/fruit farming, food processing, vermicomposting, livestock raising, just to name a few,” Castriciones said.

DSWD Secretary Emmanuel Leyco said CLAAP is a development partnership between DAR and DSWD which supports DAR’s thrust of expanding and increasing farmers’ access to economic op-

portunities.

“The farmers, who belong to the poorest sector, are the majority of our constituents. This is an expected partnership [with DAR] because both agencies share the same beneficiaries, the poor farmers,” said Leyco.

Under the memorandum of agreement, the DSWD will allocate and transfer to DAR P1 billion for the implementation of CLAAP.

DAR, for its part, will prov i d e P 1 8 6 m i l l i on worth of its manpower, technical and management skills and the cost of series of capacity building training for the farmers.

DAR Undersecretary for support services Rosalina Bistoyong said the DAR will be responsible for the implementation activities including planning, supervision, and procurement of materials for the establishment/assistance of

farmers’ agri-businesses.

“To ensure its success, we will continuously monitor and evaluate the establishment and development of each agri-business of the farmers,” said Bistoyong.

The implementation of CLAAP will start on May 2018 and will end on December 2019.

The signing of the livelihood program partnership agreement was held at the DSWD central office in Quezon City.

PIDS urges DSWD to improve documentation, upgrade IT systems to boost pro-poor programs The Department of Social Welfare and Development (DSWD) needs to improve the documentation and strengthen its information technology systems to further enhance the implementation of its pro-poor programs.

These were among the major findings of the Philippine Institute for Development Studies in its evaluation of the DSWD’s Convergence Strategy. The Convergence Strategy is a major undertaking of the agency to address poverty through the harmonized implementation of its three major programs: Kapitbisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS), the Pantawid Pamilyang Pilipino Program (4Ps), and the Sustainable Livelihood Program (SLP).

The authors of the study, PIDS Senior Research Fellows Jose Ramon Albert and Connie Dacuycuy, emphasized the importance of looking into whether the implementation of the DSWD’s Convergence Strategy is working according to its design. This is to ensure that the achievement of the intended outcomes of social protection programs, which is to build resilience and empower the poor to have

better chances in improving their plights, is maximized.

One of the major findings of the study was the lack of proper documentation of the project. Thus the authors suggested for DSWD to take stock of documents and update them.

“While organizational structures at DSWD were defined at the onset for carrying out the Convergence Strategy, whatever changes in structures, nomenclatures, and roles were not systematically documented,” the researchers pointed out.

In particular, Albert and Dacuycuy noted that the Tatsulo Manual, which defines the organizational structure of the Convergence Strategy in the central office and field offices at the regional, provincial, and city or municipal levels has never been updated to reflect the organizational dynamics at DSWD, nor included nomenclature changes in convergence structures since it was first published in 2011.

They recommended that documentation must include more specific guidelines on who does what, and what specific office/unit/leader has oversight functions.

Manila Teachers: party list with a heart

On the halls of Congress, there is a new party list that represents the teachers’ plight and rights with a heart.

Anchored on its vision “Better Teacher, Better Education, Better Nation”, Manila Teachers Party List, a coopdriven association of teachers has vowed to work on reforms that would protect the interests of the Filipino teachers, long regarded as the unsung heroes of the nation.

Run by retired school teachers, this party list for teachers is working in the delivery of inclusive health care, housing, financial assistance and expanded scholarship programs for member-teachers all over the country.

Representative Virgilio Lacson has committed to banner the vision and mission of

the Manila Teachers through expanded community services that would benefit the Filipino teachers who are in need of financial assistance, health care, scholarships, among others.

Lacson is chairman and CEO of Manila Teachers.

For 56 long years, Manila Teachers has been doing community extension work by way of giving comfort and aid to a greater number of Filipino teachers nationwide.

Manila Teachers also serves as the voice on issues crucial to the betterment of the teachers in particular and the nation in general.

So far, it has extended educational assistance for masteral program to some 600 public school teachers, 28 of whom took units in the government’s masteral program following

the memorandum of agreement signed between Manila Teachers and the Department of Education of Calabarzon in region 4-A. It also offers financial assistance in the amount of Php40,000 for thesis writing.

A total of 326 beneficiaries have already been granted with four-year college scholarship grant taking up teaching and teaching-related courses.

For the last 10 years, Manila Teachers also participated in the Brigada Eskwela through the repair of school tables, armchairs, and the clean-up school buildings in the National Capital Region.

Manila Teachers has also launched the Search for Pambansang Guro and Ulirang Guro 2017, winners of which were recently feted with special

ceremony acknowledging their contribution in nation building.

Likewise, it also launched its college incentive program (CIP), a one-time scholarship program that is transferable to the next of kin of teachers wanting to avail of soft loans. Teachers from Luzon, Visayasand Mindanao have already availed of this incentive program.

Manila Teachers Party List envisions to extend all these advocacies and programs down to the grassroots level, nationwide.

In certain Pacific Island countries, they even have the gravestones of their family members right in front of their house. There are all styles and sizes of gravestones: from simple, small piles of stone to huge, majestic tombs with ornate headstones and decorations.

Do you know what the largest gravestones in the world are? They are the pyramids of Egypt, built over 4,000 years ago. The gravestone and pyramid of one King is almost 500 feet

tall and has over 2 million huge stones. Each stone weighs 4,000 pounds or more. The kings of Egypt spent most of their life using thousands of men to build their gravestones! They were so afraid and desperate to do everything they could to prepare and make sure they lived a safe and happy life after death. They had most of their money and treasures buried with them.

They even had their wives and servants killed and buried with them so they wouldn’t be alone in their life after death.

But we can work all our

life like those Egyptian kings to get as much money as possible, or positions of power and respect, education, even becoming religious and good; yet in the end, all these things just crumble like gravestones and pyramids. The moment we die, all of our works and achievements are totally useless to us. Just like our gravestone cannot help us in our life after death.

-ooo ROW ON “CON ASS” VOTING THE FAULT OF DAVIDE, ET. AL.: If we ae to think more closely about it, the blame on the current bitter word war and the looming fierce legal battle between congressmen and senators on the issue of how lawmakers are to vote on proposed amendments to the Constitution could be laid on the door of some of those who acted as resource persons at the Senate on Wednesday, January 17, 2018.

What I am referring to here is former Chief Justice Hilario Davide Jr., and if the Prof. Ed Garcia that appeared at the Senate on

Wednesday was the same “Edmundo G. Garcia” who, with Davide, participated in the 1986 Constitutional Commission’s drafting of the 1987 Constitution, he likewise should be called out on the matter.

Why am I saying this?

Because, on the issue of “constituent assembly”, especially on how lawmakers are supposed to vote on proposed amendments to the Constitution which they themselves drafted, it would be clear that they failed to exercise the diligence required of them as framers of a new Constitution.

Truth is, they were remiss in discharging their duties and responsibilities as 1986 Constitutional Commission delegates.

-ooo 1986 “CON COM” IGNORED THE PROVISIONS

ON PROPER AMENDMENTS TO A CONSTITUTION: Consider: Davide and “Edmundo G. Garcia” were among those who were appointed by then President Corazon Aquino to the 1986 Constitutional Commission.

This commission crafted the different provisions of the 1987 Constitution that replaced the 1973 Constitution which Corazon Aquino jettisoned under her revolutionary government.

A necessary part of any constitution, like the Constitution of 1987, is a provision on how to change, revise, or amend, if ever, the Constitution or any of its parts.

This is a very important provision, on account of the fact that with the passage of time, the necessity of amending, revising, or changing the Constitution becomes quite imperative,

in one way or another.

That is why any constitution should be clear about the steps that should be undertaken in order to effect desired revisions, amendments, or changes.

Unfortunately, Davie and “Edmundo G. Garcia” and for all their colleagues in the 1986 Constitutional Commission did not pay much attention to this requirement. That is the reason why there is a virtual war among our lawmakers today.

have filed graft complaints against each other before the Ombudsman due to the building’s construction only months before Rotoras’ death.

Gersana stressed that as an educational institution that caters to tertiary learning, USTP is under its supervision but only on matters pertaining to their curriculum and how each program is being handled.

“Modernization and expansion of the campus

would fall under the administrative aspect. We do not have jurisdiction on those matters,” Gersana said.

Misor barangay acquires water system through KALAHI-CIDSS

ALUBIJID, Misamis Oriental – Some 300 residents in barangay Tugasnon in this town located 36 kilometers west of Cagayan de Oro City have now access to potable water after funds from the government’s KALAHICIDSS program were used to establish a solar-powered water system there.

KALAHI-CIDSS, which stands for Kapit Bisig Laban sa Kahirapan – Compre-

hensive and Integrated Delivery of Social Services, is one of the poverty alleviation programs of the government being implemented by the Department of Social Welfare and Development (DSWD).

In barangay Tugasnon, 2.1Kwpk of 265-watt solar polycrystalline is being pumped into the water system with an average water production of 20

cubic meters per day.

According to DSWD regional spokesperson Oliver Inodeo, residents in this uptown village in Alubijid are now creating their own septic tanks due to the vast availability of water.

Inodeo added that since the people in the community could not afford an on-grid based water pumping, they opted to use solar power instead. The total project cost granted

by KALAHI-CIDSS was P1.2 million.

Started in 2003, KALAHI-CIDSS helps communities in poor municipalities identify challenged around reducing poverty and make informed decisions on a range of locally identified options for this development.

SAN FRANCISC O, Agusan del Sur—After the world-class Libas jam, another group of women in neighboring Rosario town have a unique way of making hamburger patties made from different fresh water fishes found in Agusan Marsh.

This indigenous local version of fish burger that

made it different from the ground beef patties popularly used by global fast food brands was developed by some 20 women who had undergone food processing training initiated by the Provincial Environment and Natural Resources OfficeLocal Government Unit (PENRO-LGU) of Agusan del Sur.

Aside f rom patties, the women belonging to Palibo Indigenous Solibao Vendors Association also produced popular Filipino foods like patis (fish sauce) , embotido, chorizo and chicharon from common fishes including pantat (catfish), haluan (mud fish), tilapia and gourami which are abundant at the large

Oro council approves Scholarship Code THE Cagayan de Oro City C ouncil approved t he ordinance providing for the Scholarship Code of 2018 in Cagayan de Oro City.

In its regular session presided over by Vice Mayor Raineir Joaquin V. Uy, Councilor Suzette Magtajas-Daba, chairman of the committee on education and principal author of the ordinance said that the new scholarship code offers six types of scholarships. It was learned that the old ordinances cover only two types of scholarships.

The councilor said that because of the expansion and the big budget allocation, there was a need to create an office for the city scholarship program. She said the office would fall under the City Social and Welfare Development (CSWD).

She said that in the workshops she attended together with the technical working group composed of Commission on Higher Education (CHED)

representative, Department of Education (DepEd), different potential partner academic institutions, personalities from Xavier University (XU), University of Science and Technology of Southern Philippines ( U ST P ) , and L ou rd e s college, the passing rates or general average were differentiated – for the Performance Type, it is 85 percent, and for the IncomeBased, 75 percent.

Magtajas-Daba further explained that the amount to be given to the scholars and grantees cannot be fixed under the ordinance.

She said that as provided under the Scholarship Code, the CSWD office would recommend as to how much should be given to the scholars, to be approved by the scholarship board.

Gov’t info inventories of 37 agencies published in open format MANILA – In line with the government’s efforts to push for transparency, accountability, and citizen participation, the Presidential Communications Operations Office (PCOO) published information inventories of 37 national government agencies in reusable format.

In a m e m or an du m issued by the PCOO in 2017, government agencies were required to submit an Agency Information Inventor y--a list of all information generated, maintained, and stored by an agency. The inventory serves as a reference on the scope and limitations on the specific information

the citizens can request from the agencies.

As of January 2018, only 64 national government agencies and governmentowned-and/or-controlledcorporations have submitted their inventories. Out of this number, only 37 agencies submitted their inventories in an editable format (.xls) in compliance with the standard template prescribed by the PCOO. This is in line with the Open Data program of the Department of Information and Communications Technology which aims to “institutionalize open, transparent, accountable, and participator y governance” by converting

agency data into machinereadable files, making national government data searchable, accessible and useful to citizens for easy sharing and public consumption.

Releasing the first batch of inventories will further help citizens to identify the specific information they need, pinpoint the agency handling that information, and determine its level of disclosure (if for public consumption, confidential, under the exceptions, etc.).

The PCOO envisions that through the consolidation of agency inventories, the government will be able to build the first-ever masterlist of government

information assets which the public can access.

President Duterte to attend ASEAN -India Commemorative Summit

President Rodrigo Roa Duterte is slated to visit India on January 25 to 26 for his first foreign trip of the year to attend the ASEAN – India Commemorative Summit (AICS) and to place high importance on the Philippines-India bilateral relations.

The AICS will help strengthen India’s ‘Act East policy’ for the Indo-Pacific region and will highlight India’s declaration of its Jubilee Year of engaging with ASEAN. The said Summit will also outline the vision for ASEAN-India engagement for the next few years across sectors – from security to an economic partnership, to India-led connectivity projects to centuries-old cultural links.

and turmeric ginger.

Salome Acopiado, a staff of PENRO-LGU, said GIZ, said a German funding institution who has project on the development of indigenous rural system in Loreto, came to help them with an initial P60,000 fund to purchase cooking materials and kitchen wares like stove, kettles, head dress and aprons for the production of Libas jams.

Trasmil said the advent of Libas Jams would help discourage lumad residents from cutting the libas trees for the use as charcoal in making the haluan dried fish since they find the charcoal produces blue flame while some others used it as a lumber post on their building houses.

Seeing the dwindling

stocks of Libas trees naturally growing along Agusan Marsh, the Department of Environment and Natural Resources through their National Greening Program has tapped – IP-LORAMSECA for the replanting of Libas around an identified 100-hectare area with P2 million project cost.

Trasmil said they went into three-day training in Loreto, a follow up at DENR Caraga in Butuan and to their big surprise displayed their products in an actual cooking exhibition at Robinson’s Place.

The mall goers were allowed to taste the Libas pastries and baked products like pizza, cookies, muffins and even brownies cakes to their delight.

Celebrating its 10th year:

Cinemagis Digital Short Film Festival unveils official entries

The Cinemagis Digital Short Film Festival released the official list of entries for its 10th installment on its Facebook page on Thursday, January 11.

With a total of 16 competing entries, nine of which are listed under the student category and seven have been qualified to the senior category.

These categories vary according to the backgrounds of their filmmakers wherein current college undergraduates compose the former, and professionals consist the latter.

The selection was made in accordance with this year’s suggested themes which take their stance on pressing issues related to peace, cultural solidarity, human rights, gender and development, harmony with the environment, and cultural understanding and awareness. A dose of life’s funny and subtle contradictions also take the scene.

But as much as the filmmakers were given the freedom to express their creativity, their films will be judged according to their qualities.

This pertains to the style of their voices, the angles of their images, and the influence of their narratives that construct the value of cinematic storytelling.
