CAGAYAN de Oro City-The management of the University of Science and Technology of Southern Philippines (USTP) denied the allegations made by the contractor of its unfinished eight-storey Student Center and Education Complex accusing murdered president Ricardo Rotoras of corruption. A day earlier, Wing An Construction Corp. President Selwyn Lao accused Rotoras and nabbed Architect Rey Galua of receiving kickbacks in the course of the construction of the building which was stopped in January 2017. Galua is in jail on illegal ammunition complaints, his incarceration is not connected with the murder of Rotoras, who

was gunned down in December. In the statement sent by USTP spokesperson Anne Lorraine Sitoy, the university stated denied Lao’s allegations, saying that it was made at the time when Rotoras could no longer defend himself due to his death. “What was not disclosed by Engr. Lao is the fact that he had implicated all the other members of the Board of Regents in these allegations of corruption who were supposed to share the ten percent among themselves. The fact that the allegations only came out after the Board of Regents terminated the project casts considerable doubt on the credibility of these accusations by Engr. Lao,” the

Bukidnon declared under state of calamity By Walter I. Balane MindaNews

MALAYBALAY City--The Provincial Board of Bukidnon on Tuesday declared a state of calamity covering the entire province over the devastation brought by tropical storm “Vinta,” estimated at P583.96 million. The board adopted the resolution passed by the

Provincial Disaster Risk Reduction and Management Council (PDRRMC) on January 8 recommending the declaration. National roads and bridges sustained the biggest damage at P380.3 million, followed by agriculture at P109 million, local infrastructure at P85 million and houses at P9.66 million.

The declaration came 24 days after the occurrence of tropical storm Vinta (international name: Tembin). According to the memorandum order issued by the National Disaster Coordinating Council in March 1998, within 24 hours after the impact of a disaster, the local disaster coordinating council shall conduct a

Based on the damage assessment and recommendation of the local chief executive, the local sanggunian should pass a resolution declaring a state of calamity. Israel Johan M. Damasco Jr., acting PDRRMO of Bukidnon said it took time to reconcile data from different towns and cities due to lack of coordination. According to the PDRRMC, the tropical storm, which hit the country on December 22 with Bukidnon placed along with 15 other provinces under Tropical Storm Signal Warning No. 2, caused serious damages to houses, infrastructures and crops in 13 of Bukidnon’s 20 towns and two cities. Valencia City followed with 8,095 persons affected. Vinta damaged a total of 762 houses with 494 reported as “totally damaged”. TRAINING is key. Teacher training and continued ongoing relevant professional development are essential if benefits from investments in ICTs are to be maximized. Teachers remain central to the learning process. A shift in the role of a teacher utilizing ICTs to that of a facilitator does not obviate the need for teachers to serve as leaders in the classroom, traditional teacher leadership skills and practices are still important especially those related to lesson planning, preparation and followup. Lesson planning is crucial when using ICTs. Teacher lesson planning is vital when using ICTs where little planning has occurred, research shows that student work is often

unfocused and can result in lower attainment. Introducing technology alone will not change the teaching and learning process. The existence of ICTs does not transform teacher practices in and of itself. However, ICTs can enable teachers to transform their teacher practices, given a set of enabling conditions. Teachers’ pedgagogical practices and reasoning influence their uses of ICT and the nature of teacher ICT use impacts student achievement. The most effective uses of ICT are those in which the teacher aided by ICTs can challenge students’ understanding and thinking either through whole class discussions and individual/ small group work using ICTs.

Stressful city

WITH a few notches away of becoming a metropolitan city, Cagayan de Oro may be named as one of the most progressive yet stressful regional growth centers in the country, next only to Davao and Cebu. This, after Metro Manila has been ranked one of the most stressful cities in the world, more stressful than the besieged city of Damascus in Syria. Recent study shows that anxiety and stress have been pinpointed as key factors in the deterioration of mental health and quality of life in urban living. Manila has been declared as the 10th most stressful city in the world, whose rank was based on its density, green spaces, public transport, transport-congestion levels, and perception of security, pollution,

finance, and people among others. Projection says that Cagayan de Oro will become the fourth metropolitan center based on its population growth and functional role as major gateway and transshipment hub in Northern Mindanao. In addition, the city will continue to serve as

As envisioned, Metro Cagayan de Oro will consist of Cagayan de Oro City; Jasaan, Villanueva, Tagoloan, Claveria, Opol, El Salvador, Alubijid, Laguindingan and Gitagum in Misamis Oriental; Libona, Manolo Fortich, Talakag, Baungon, Malitbog and Sumilao in Bukidnon. Yet some of us ‘fly’ through life without ever thinking about how we are going to ‘land.’ Pilots are never even allowed to take off without a flight plan: knowing where they’re going and how they’ll get there. But many of us are like the university student who said: “I don’t like to think about things until they happen. Death is still a long way away.” My grandmother used to tease my grandfather when he would leave the house to go for walks. She’d say to him: “Now dear, don’t go so far you can’t get back!”

You know, that’s exactly what happens to us when we die. We’ve gotten so far we can’t get back. Each of us gets only one chance to live and then we have to die. We only get one chance to “fly” before we have to “land.” “What goes up, must come down.” Ready or not, we’re going down! So we need to prepare for landing, while we’ve still got time. How about you? Stand by Rappler, stay tuned HARSH and with horrifying implications on the full and untrammeled exercise of press freedom. That is the least that could be said of the decision of the Securities and Exchange Commission (SEC) en banc to revoke the certificate of incorporation of Rappler, a digital media company with a creditable record of independent reportage and social engagement on public policy issues. The SEC — as it had ruled on similar cases concerning The Nationality Rule, The Control Test, or The Grandfather Rule on foreign investments in prohibited sectors — could have been less harsh. It could have imposed penalties or fines, or ordered Rappler to amend its papers or unload its foreign investments. The SEC did not. Hence, the journalism that Rappler typifies is now in serious peril.

Was the harshest penalty of revocation of license warranted in this case? The Constitutional guarantee of freedom of the press could have prevailed over the Constitutional prohibition on foreign ownership of media corporations, if the latter indeed is an issue with Rappler. A few years ago, the SEC had shown inexplicable leniency toward telecommunications giant PLDT, or Philippine Long Distance & Telephone Co., that was investigated for supposedly skirting the Constitutional rule on 60% Filipino vis 40% foreign ownership of public utilities. The SEC did not order PLDT’s dissolution on the pretext that doing so would impair telco service delivery by PLDT. Today, however, the SEC seem to have glossed over the fact that the harshest penalty of revoking the corporate registration of

the Rappler would have impaired its delivery of news and information on matters of public concern, or even the Constitutional guarantees of press freedom and the people’s right to know. The contrast is clear. The SEC’s Memorandum Circular No. 8, Series of 2013, or the “Guidelines on Compliance with the Filipino-Foreign Ownership Requirements” had been criticized in a petition filed with the Supreme Court to have “tailor-made” the rules to allow PLDT to skirt the law limiting foreign ownership of public utilities. Section 2 of MC No. 8-2013 states that to determine compliance with the Constitutional or statutory requirement on 60 percent Filipino ownership of covered entities, “the required percentage of Filipino ownership shall be applied to BOTH (a) the total number

of outstanding shares of stock entitled to vote in the election of directors; AND (b) the total number of outstanding shares of stock, whether or not entitled to vote in the election of directors.” Earlier, in separate rulings in 2011 and 2012, the high court had precisely ruled that to determine a covered company’s “capital” requirement, the SEC must treat shareholders of stocks entitled to vote and those not entitled to vote company directors as separate classes. In its decision on Rappler, the SEC has morphed from lenient to severe. Rappler’s journalists have pledged to continue to write and report without fear or favour, and we can offer them our unrelenting support. Foreign junkets and lavish parties GENERAL Santos City-Through an executive order, President Duterte has banned foreign travels of officials in the executive branch of the government without his personal authority. Abused, these foreign travels are junkets he considers a form of corruption. We like that. People will like that. All forms of corruption must be eradicated. Watch his approval rating go up in the next poll surveys. *** *** *** Mr. Duterte has already dismissed several top executive officials for excessive foreign travel – more than 12 times. The EO must have been issued to lay down guidelines for foreign travels. That should have

been done long ago. If excessive travel is a form of corruption, then it’s a form of a crime. Let there be a law prohibiting foreign junkets with corresponding penalties. Dismissing the erring official is not enough. All government executives and members of the Congress have travel allowances. Should the Budget Department not be faulted also for allocating travel allowances big enough for junkets? *** *** *** Mr. Duterte announced his issuance of the EO at the final day, last Friday, of the five-day birthday celebration of Speaker Pantaleon Alvarez in Tagum, Davao del Norte. A five-day birthday

celebration must be a lavish one. By gracing the lavish celebration, Mr. Duterte approved of it. Why should foreign junkets be considered a form of corruption while lavish parties by top government officials are not? What’s the difference? *** *** *** Granted. Foreign junkets involve government money. Birthday celebration is a private affair and, no matter how lavish, is presumed to involve the celebrant’s personal money. That must be the justification. Right! And it should not matter so even if Mr. Alvarez did it only now that he is Speaker of the House of Representatives.

*** *** *** The EO applies only to officials of the executive branch of the government – not to the Congress and the Judiciary. Aside from the President, the biggest travel allowances are those of the members of the Congress. The ban must be on all officials of the three branches of the government. A law must be passed spelling out what travels, foreign as well as within the country, are prohibited with corresponding legal or criminal liabilities – not just administrative or dismissal. *** **** *** Regarding the President’s official foreign visits, a law must be passed prohibit-

ing the tagging along with the presidential entourage of “extra or unnecessary baggage”. That’s when the foreign visit becomes a junket. So far as we remember, two presidents had been reported in the media as having taken along members of their families. One was President Gloria MacapagalArroyo, who took along her children and grandchildren including their yayas in her official visit to China. The other? In his official visit to Hongkong, this president took along his daughter and treated her at Disneyland. The explanation that no government money was

It would, in effect, enshrine prior restraint as part of the basic law of the land and spell the end of the INALIENABLE rights and freedoms this particular provision seeks to protect. Shame on Deputy Speaker Fredenil Castro for defending this abomination by claiming that “this time, if

you go around, there is so much abuse of this freedom, they think it is unrestrained.” If those supposed to protect and promote our most basic liberties can deign to snatch these away through such devious means, it is not farfetched to suspect that they intend to turn the Constitution into an abomination to enslave, not free, much less protect us. MANILA -- Sales of automotive vehicle manufacturers in the country rose to 425,673 units in 2017, up 18.4 percent from 359,572 units in 2016, joint report of Chamber of Automotive Manufacturers of the Philippines, Inc. (CAMPI) and Truck Manufacturers Association (TMA) showed Wednesday. Commercial vehicle buoyed the industry sales last year as it rose 26.4 percent to 286,249 units from 226,384 unit sales in 2016. All sub-segment of commercial vehicle likewise grew double digit.

Light commercial vehicle sales increased by 29.7 percent to 189,248 units in 2017 from 145,863 units in its previous year. Asian utility vehicles grew sales by 20.3 percent 79,886 units in 2017 compared to the 66,380 unit sales in 2016. Sales of light trucks as well as trucks and buses categories four and five had increments ranging from 15 to 39 percent. Light trucks sold a total of 9,888 units last year while trucks and buses category four had 4,845 unit sales and category five with 2,382 units. On the other hand, sales

of passenger cars grew single-digit in 2017 from a double-digit growth in its previous year. Sales of passenger cars went up by 4.7 percent last year from a 14.4-percent growth in 2016. Passenger cars’ sales reached 139,424 units in 2017, improving f rom 133,188 unit sales in 2016. “We ended 2017 with a positive note. MANILA -- The Philippine Competition Commission (PCC) would conduct market studies on nine priority sectors this year to identify competition concerns, PCC Commissioner Stella Luz Quimbo said Wednesday. In a media briefing, Quimbo identified the sectors as rice, meat and poultry, pharmaceuticals, land transportation, air transportation, agricultural credit, digital commerce, retail,

and telecommunications. “We have priority sectors. Technically those sectors have (a) big impact on consumers,” she said. She said the market studies aimed to provide the Commission an objective assessment of these nine priority sectors. “The Commission will identify competition concerns and would prioritize those concerns and we (will) figure out how we proceed with those concerns. We can open a case or simply do

advocacy,” Quimbo added. The commissioner said that almost all the market studies would be bid out, while some would be undertaken by the Philippine Institute for Development Studies (PIDS). Aside from these market studies, the PCC will also do market scoping on certain manufacturing sectors. Meanwhile, PCC Commissioner Johannes Benjamin Bernabe clarified that the market study on the telecommunications sec-

Davao’s IT sector sees additional 5K workers DAVAO CITY -- The Information Technology (IT) sector here is anticipating 5,000 additional workers to the industry, which already has 45,000 population working in different Business Process Outsourcing (BPO) companies based in the city. Davao ICT Council president lawyer Samuel Matunog attributed the projected increase to the growing new locators and expansion of existing BPOs operating in the city. “The demand is there while many locators are looking at our city either for expansion or new investments,” he said. Matunog said the IT sector continued to receive inquiries from investors. “We have the talents and we must prepare because investors also focus on specific fields citing, for instance, engineers are hired in the BPOs to work for an engineering work on-line,” he said. The other fields that investors look for workers are those with hotel and restaurant management and also on tourism background. He said the trend was that more and more people were fit to work in their respective disciplines

in the BPO sector. According to Matunog, there is an assurance that graduates of a particular course can now work in their field of specialization on-line. He said that working in the BPO industry was the best step for fresh graduates to prepare themselves to be part of the whole workforce. On the other hand, Matunog said he was also expecting 75,000 workers to be employed in the different BPOs operating in Davao. “We will continue to work harder in order to reach our target of 70,000 workers for the next 3 years,” he said. He said the IT sector is optimistic of attaining the target given the fact that the Philippines is No. 1 in voice for call center jobs. “And we have very good talents here in our region,” he added. Currently, Matunog said there were over 55 existing locators in Davao. “We will continue to work harder to attract more investors and support their business requirements as to availability of space and other related concerns,” he said. Preparation for Iron Man 70.3 triathlon now on final dash DAVAO CITY – The organizers of Iron Man 70.3 triathlon is into the final dash of the preparation for the March schedule. Councilor Al Ryan Alejandre, chair of the City Council Committee on Tourism, said the city is now 80 percent ready for the hosting of triathlon event which is expected to draw local and foreign athletes. “We are finalizing and we (are) ironing out the smooth flow of the traffic and the coordination with the participants,” Alejandre told reporters during Tuesday’s Pulong Pulong ni Pulong. Alejandre said the city

government already conducted the coordination meeting last week with the local governments of Panabo City, Tagum City and the town of Carmen in Davao del Norte for the bike routes. He said there would be a series of traffic re-routing due to road closures from Azuela Cove in Lanang to Tagum City. “We are also coordinating with DPWH (Department of Public Works and Highways) that all of the road constructions before March 25, should be done,” he said. He said there were also changes in the swimming event effected by the orga-

PNP chief: Modern crime lab to improve police efficiency DAVAO CITY – Philippine National Police (PNP) Director General Ronald dela Rosa lauded the construction and the acquisition of a state-of-the-art equipment for the Regional Crime Laboratory Office (RCLO) 11 in Davao as this would improve crime investigation work across Mindanao. Dela Rosa said the facility of RCLO 11 would cater to the forensic needs not only in Davao Region but also the rest of Mindanao.

The facility would serve the six Police Regional Offices in Mindanao. This is a dream come true for Mindanao police, Dela Rosa said. The building was constructed at PHP50 million through the Countrywide Development Fund (CDF) of then Senator Allan Peter Cayetano. “Through this facility, the police will no longer have to travel to Camp Crame, to perform laboratory examinations,” he

DAVAO CITY -- The National Telecommunications Commission (NTC) 11 has recommended 30 radio stations in Davao region to stop operations and show cause for lack of permit and violations of regulations. NTC 11 Regional Director Nelson Canete said the recommendation for issuance of cease and desist order (CDO) was a result of ocular investigation of radio stations operating in different cities and municipalities particularly in Davao del Sur, Davao Oriental , Davao del Norte, and Compostela Valley provinces. The recommendations submitted to NTC central office do not yet include two radio stations in Davao City that use bamboo poles for their transmitters. These radio stations, which are still subject to further investigation, are located in Matina and Toril, Davao City. “We have not yet inspected these stations, but even if they have papers, knowing that their tower transmitters are made of bamboo pole, I will recommend show cause or cease and desist order,” Cañete said. Among those recommended were 10 radio stations in Davao del Sur, five in Davao del Norte, several others in Davao Oriental and Compostela Valley. Canete said the NTC earlier approved CDO for two radio stations in Digos, one in Bansalan in Davao del Sur and one in Lupon, Davao Oriental. Canete said some people have earned the notoriety of going on air using frequencies which can easily be spotted because everything is now digital unlike in the past when NTC will confiscate one device in the transmitter equipment to stop operation. Others use frequency in Davao City but operate in Mati. Cañete said there is a radio station in Davao Oriental owned by a congressman that has no permit yet.
