Inter-agency task force eyed against colorum taxi T

HE city government of Cagayan de Oro and the Land Transportation, Franchising and Regulatory Board in Region 10 (LTFRB-10) will soon go after those colorum taxi units in the city.

Land Transportation, Franchising and Regulatory Board in Region 10 (LTFRB-10) Regional Director Aminoden Guro met with Councilor Teodulfo Lao, vice chairman of the committee on traffic, and Councilor Romeo Calizo, chair of the City Council committee on public order and safety, to discuss the

creation of task force that will run after colorum taxi units.

Guro said that the interagency task force against colorum taxi will commence with its operation as soon as its members have undergone the needed workshop and training.

Council for mental health eyed in Oro CAGAYAN de Oro City-”The law requires the creation of a local mental health council,” said Dr. Ramon Moreno of the Northern Mindanao Medical Center, a government-run hospital located in the city.

“It is mandated by law to create the council,” Moreno pointed out as a study group started to craft the proposed Mental Health Ordinance.

If the council is functional, and would need an area for meetings, the mental health office can be utilized for planning, strategizing, and formulating policies

for the purpose, he added.

Mike Fabello of the City Social Welfare and Development Department assured that he will make a follow-up on the creation of a mental health council, while the study group is crafting the proposed ordinance.

DILG 10 preps service continuity plan in case of disruptions, disasters C AGAYAN de Oro City --To ensure continuous deliver y of ser vices to the public amidst any disruption such as disasters, Department of the Interior and Local Government (DILG) Region 10 crafted its Public Service Continuity Plan (PCSP) which contains sets of strategies and mechanisms of the Regional Office in case of emergencies.

Said PCSP further aims to minimize damage and loss to critical processes by protecting essential facilities and resources, as well as ensure succession if agency leadership is disrupted.

“DILG 10 wanted to step up with our preparations especially when it comes to possible disruptions, may it be human-induced or natural hazards, because we aim to continue with the performance of our essential functions despite

these events,” said DILG 10 Regional Director Arnel M. Agabe.

Despite the need to continue with essential functions of the Department, the Regional Director emphasized that the safety of employees is also highly considered, thus, the need for a more effective, efficient, and feasible continuity plan.

With these, personnel from DILG 10 Regional Office underwent said planning on January 7, while DILG Misamis Oriental and Cagayan de Oro City were scheduled on January 9. Take-off and landing are the most dangerous phases in flight Everytime you board a plane your life depends on the pilot and his or her first officer or vice versa .

The most dangerous

phase in a flight is not during cruise, it is during takeoff and landing, when the aircraft’s proximity to the ground is close and the airplane is flying slow. During these phases, pilots give their 101% attention to the whole situation. The cabin crew on the other hand concentrate on the move of the aircraft so incase of an emergency, they know right away what to do.

Most fatal crashes also happen during the take-off and landing phase. In a study by Boeing, 49% of all fatal crashes from 1959 to this date occurred during final approach. Take-off and starting to climb accounts for 14%.

This is why airline crew are very strict when it comes to following every bit of safety instruction like keeping seatbelts on, keeping window shades up, and so on. In fact, successful landings are considered by pilots as “controlled crashes”.

Why are these the most dangerous phase in a flight?

Anything can happen during these phases like bird strikes, engines injesting runway debris, landing gear problems, crosswinds, mid-air collisions, and so on. In fact, as the aircraft comes closer to the ground, the more they are also closer to other aircraft moving at almost the same speed rather than at cruising alti-

tude where aircraft are quite distant from one another.

Landing an aircraft is actually more hazardous than take-offs but both have their challenges. Airplanes love to fly, and they are designed to fly that sometimes, it can get tricky making them stop especially in the presence of unpredictable winds and slippery runways.

Ms. Leni Robredo first media interview for 2020 had something to do with her report on the government’s drug war. Recall that when Pres. Rodrigo Duterte appointed her to co-chair the Inter-Agency Committee on Anti-illegal Drugs her first act was to consult the US Embassy officials anti-narcotics and security officials before she sat down with ICAD officials. She had earlier asserted that the drug campaign of Duterte was a failure. Taking her statement with a grain of salt the President named her co-chair of ICAD allowing her to prove that she might have a strategy on how to deal with the drug problems besetting the country which

is not in the books of the country’s anti-illegal drugs enforcement agencies.

Hardly a week elapsed after her appointment however, the VP suggested to adopt the Mexican approach to dealing with drug syndicates and maintained her view that the war on drugs in the Philippines is a failure. For Duterte and his anti-drugs lieutenants, Robredo had nothing to contribute to the drug campaign but snooping at the government operations against drugs. Mexico’s “hugs not bullets” strategy was actually a euphemism to its government’s surrender to the drug cartel. Robredo’s assignment was then cut short. Like a woman scorned she hit back at Duterte and threatened that she will come out with a report that

purports to explain why the government war on drugs is a failure.

“The war against drugs is lopsided in favor of the law enforcers?” This was to be the most earth-shaking statement of the new year.

The priest as mediator

We have to understand well the role of a mediator. He is like a bridge that connects two ends.

A perfect mediator is one where he is both in the one end as in the other. He just cannot be in one end but not in the other, though he may orient or dispose himself to the other without reaching it.

Christ is a mediator between God and man. In fact, he is the sole perfect mediator because he is both God and man. St. Paul testified to this truth of our faith. He said, “There is one God and one mediator between God and men, the man Christ Jesus…” (1 Tim 2, 5) Christ is the perfect mediator because he is not only God but is also man.

And he is not only man, but also God. As the Athanasian Creed would put it, Christ is “perfect God and perfect man.” He is not half God and half man. The two natures, divine and human, are together in him inseparably without diluting each other.

He is not a ‘mestizo.’

This truth of our faith is, of course, a mystery.

We cannot fully understand it. But we believe it because Christ said so and this is what the Church now teaches. “I and the Father are one,” Christ said at one time, pointing to his divinity. (Jn 10, 30) As to his humanity, St. Paul said these relevant words: “When the time had fully come, God sent his Son, born of a woman, born under the law, to re-

deem those under the law, that we might receive the full rights of sons.” (Gal 4, 4-5) Only a man could be “born under the law.”

This little explanation about the mediator is important and relevant because we, as human persons, patterned after Christ, have to learn the ways of a mediator. Of course, of all men and women, the priests are especially meant to be mediators, because they are at the forefront of the task of reconciling men with God. With the sacrament of Holy Orders, they are configured to Christ, head of the Church, and participate in Christ’s task of mediation in a very intimate way. That is why priests, of all men and women, have to be

particularly adept in this art of mediation.

While they are already sacramentally configured to Christ as head of the Church, they have the special, albeit very demanding, duty of truly assuming the mind and heart of Christ.

If everyone is meant to be “another Christ,” the priests have to be particularly so.

They have to lead the way.

Sitio Sabangan starts 2020 with repurposed daycare center

ANOLO FORTICH, Bukidnon --In Sitio Lower Sabangan in the town of Manolo Fortich, the only school facility that once stood was a small one-room Day Care Center.

While the center is able to provide basic education to its young students, both space and the limited resources can only cater to just a few numbers of learners.

With the unpredictable weather in Bukidnon nowadays, Purok leader Judith Amoncio worries that heavy

rainfall would affect classes.

“Because the Day Care is mainly made out of bamboo, rainwater gets into the room when the wind is strong so classes may get canceled,” Amoncio said.

During the turnover of the P700,000-worth school facility, Manolo Fortich Mayor Clive Quiño expressed his gratitude to Hedcor for the project.

THE best teacher sees her students as a continuum of oneself. She is someone who has personified this for me. There are times when I think my mannerism matches her personality more than my own mother, treats her students like her own children and watches out for them, making sure they always do their best.

Teachers are like second parents. For 13 years, they shape our minds and help us to recognize our talents and goals. To some teachers, it is nothing but a job that pays the bills.

But to others, it is their life. Between junior and senior high school, I have had 36 different teachers.

Some people believe that the teachers’ primary role is to teach children to behave and to judge what is right and wrong.

But on the other hand, teachers play the role of second parents to the pupils.

It is they who correct the pupils if something went wrong like what they do on their own children.

The teachers also play a significant role in shaping the life of the pupils under their care.

Talking to a pupil can help a teacher understand a pupil’s life situation better. Teacher as a second parent will always support their pupils by giving them proper guidance.

8 NPA rebels yield in Surigao Sur

BUTUAN CITY – After months of negotiations, eight members of the New People’s Army (NPA) operating in the province of Surigao del Sur surrendered to the Philippine National Police (PNP) on Wednesday, an official said.

Col. James Goforth, the PNP-Surigao del Sur provincial director, told the Philippine News Agency (PNA) on Thursday that some of the NPA rebels who surrendered had also operated in parts of the Davao Region in recent months.

“They were convinced to surrender after determining the sincerity of the government in helping former rebels renew their lives and go back to their communities to join their families,” Goforth said.

used as a sanctuary for the homeless and those who wanted shelter.

“We do not prevent them from going home. Our point is there must be peace, safety guarantees, and food in their communities when they go home,” Teguis added.

Jong Monzon, a tribal leader who is residing inside Haran declined to comment, saying he has yet to a copy of the said resolution.

Even though basic education in the Philippines is free f rom kindergar ten to senior high school, there are still some children who opt out of school because they simply don’t have baon or can’t afford to pay assorted miscellaneous fees such as uniforms, bags and notebooks perhaps.

Here in the country,

we abound with various civic-minded groups who are engaged in helping out-of-school youth through tutorials. These are mostly targeted to school-age children who are h e s it ant t o e n ro l in ALS or Alternative Learning System because they are too shy. So they attend what are so-called street tutorials where Education students from universities and colleges in the locality reach out to the streets to teach the children basics in

mat he mat i c s, s c i e nc e and even English, the global language.

These tutorials are also alternately called “r e a d i n g o n w h e e l s” since volunteers carr y with them voluminous b o ok s to re a d out to the students. Most of these reading materials are donated. It’s basically bayanihan at work and that’s good. After all, each child has the right to be literate even when he or she is not in school.

ALAYBALAY City--Two top leaders of the New People’s Army (NPA), and five others, surrendered to the local officials of Valencia City in Bukidnon, the military said Thursday.

In a press statement, Capt. Ryan D. Layug, 403rd Civil Militay Officer, identied the rebel returnees as Ryselyn Q. Pardo, aka Jamby; and her husband, Reynante Tumbalang, aka Jigger.

Layug identified the other five rebel returnees as Regine Pardo, Shairyl Pardo, Mark Jayzone Pardo, Angelito Tundag, and Roger Gonzales.

He said Jamby is the secretary of the Communist Party of the Philippines-New People’s Army (CPP-NPA) Guerilla Front 6 (GF6) while Jigger is the commanding officer of GF6 operating in

southern Bukidnon.

He said GF6 was the NPA political organization that radicalized and turned militants some residents in seven Bukidnon towns namely: Valencia City, san Fernando, Kitaotao, Maramag, don Carlos, dangcagan, and Quezon.

“We concede to government’s CSP,” said Jamby apparently referring to the intensified Community Support Program of the Armed Forces of the Philippines (AFP).

Jamby also said that the soldiers treat them well contrary to the statements of their senior cadres that they

Closure preparations With the proposed closure of the UCCP-Haran Center, various government agencies have outlined assistance for the displaced IPs. Department of Social Welfare and Development-11 Director Grace Subong said the agency can provide alternative shelter for the evacuees and other social protection mechanisms.

“DSWD has programs in place to address their needs and we assure that we will provide centers to accommodate them,” Subong said.

Brig. Gen. Filmore Escobal, director of Police Regional Office-11 (PRO 11), said he also supports Haran’s closure, saying the center has violated various laws.

“I am urging the concerned agencies to help us file complaints against the persons behind this institution,” Escobal said.

Maj. Gen. Jose Faustino, commander of 10th Infantry Division, said they will help transport evacuees back to their communities should their tribal leaders request for it.

Davao de Oro Gov. Jayvee Tyron Uy also assured to provide livelihood and other forms of assistance for the IPs should they decide to return home.

Meanwhile, Jubahib said he has already coordinated with local government units in Davao del Norte to prepare the needed assistance for the evacuees when they return to their villages.

V2 on the other hand is the speed where the airplane will climb in the event of an engine failure. This is also known as “take-off safety speed.”

This is why until the pilot switches off the fasten seatbelt sign, passengers have to always be prepared for anything, even if air travel nowadays are very safe. Once the aircraft is on the climb and the aircraft suffers and engine failure, it will take some time for the pilot to land the aircraft again for an emergency.

So always remember that when the flight crew gives you instructions to prepare for take-off and landing, be sure to follow them as this is actually a very dangerous phase of the flight. Never take these instructions for granted as they may mean life or death situations.
