Emano orders probe of ‘oil spill’ off MisOr shorelines M

ISAMIS ORIENTAL: Provincial Governor Yevgeny Vincente Emano ordered a probe about alleged “oil spill” off the shorelines of Misamis Oriental.

The alleged oil spill took place in the shorelines of Jasaan, a coastal town, west of Misamis Oriental, where a “fish kill” involving thousands of milk fish fingerlings were reported. DAVAO City – The government will build a singletrack diesel-run railway instead of a modern dualtrack electricity-powered one for the first 102-kilometer portion of the Mindanao Railway Project, Mindanao Development Authority (MinDA) Assistant Secretary Romeo Montenegro said.

Sinarimbo clarified that under the Bangsamoro Organic Law, the appointment for a government position in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) will be based on merit and fitness in competency, education, work experience, training, and eligibility. “We should attract the best. So, rather than bring down the standard, let us instead help our people to get to the standard [...] we cannot go below the national standards,” he explained. This means job seekers will need to comply with the Qualification Standards (QS) set by the Civil Service Commission (CSC) for specific positions in the regional government. No to business as usual, yes to cooperativism

IF THE business as usual paradigm continues, the unimaginable, which is, the end of life on earth, will become imaginable! Business as usual, by which I mean, dependence on fossil fuel and coal which is causing ecological turbulence due to climate change, corporate dominance of the economy where only 1% of the world’s population is in control that perpetuates gross inequities and militarization of advanced countries so engrossed in manufacturing missiles and nuclear bombs that can kill humanity thirty three times over. Because of this, humanity has just been reduced to “self-gratifiction”

machines, so enamored in external looks, selfpromotion and religious trivialiities. This neo-liberal capitalism paradigm is fatal to civilization that is propelling unsustainability and devoid of spirituality, manifesting egoic mindset of world leaders that can trigger nuclear war as in the case of the killing of an Iranian top military leader by the name of Qassam Soleimani that has put humanity in the brink of a nuclear war. What comes to one’s mind is that of Nazi Hitlerian insanity that had killed millions of Jews just to prove one’s race superiority. All told, there seems to be a repeat

of a collective insanity that may trigger an all out war, all because of ego controlling the mind. We now must go passed the dark alleys and passages of the mind to come to the core of our being. When we are in touch with core of our being, light, love and knowingness which is the inherent properties of the natural self will flourish. This is the call of the new age spirituality which the cooperatives are now responding to advance ecological sustainability, social inclusion and good governance. And why not? In a world that is in abundance and producing tremendous wealth, why

Bambi: The Man of the Masses II

Gov. Bambi Emano, of Misamis Oriental, has taken much of the traits of the late venerable “Dongkoy” Emano. Everyone knows that “Dongkoy” spent his life in serving the less fortunate, especially the deprived tribal folks. The Lumads in Misamis Oriental christened the late “Dongkoy” Emano as “Datu Pilipino” in a tribal ceremony attended by the seven tribal leaders of Misamis Oriental and Bukidnon. Datu is the highest position of any member of the tribal community. Bambi might pale in comparison to his father “Dongkoy” as the man of the masses. However, Bambi’s warm treatment of the tribal folks clearly indicates that Bambi inherits the priceless

values from his father. While the provincial government was celebrating the “Kuyamis Festival” in festive mood this year, Emano visited a tribal community in Sinalac, a hinterland in the town of Initao. Sinalac, a hinterland village, is home to the Higaonon community. Accompanied by the Mindanao Overland Expedition, a group of off-road enthusiasts from Luzon, Visayas, and Mindanao, Emano distributed food supply to the tribal community. So grateful of the tribal community that Datu Mabalao Aniano Cunomon warmly thanked Gov. Bambi Emano of the magnanimous gesture. “The administration of Bambi Emano brings us

back the memories of the late “Dongkoy” Emano as the only administration that gives importance and shows concern to the plight of the tribal folks in Misamis Oriental,” Cunomon said. Bae Joy, another Higaonon, also expressed gratitude to the “Magbabaya” (Tribal God) for making Bambi Emano an instrument of the blessings that the tribal community did not expect from past provincial administration. Bambi witnessed how the Lumads loved his father then. Certainly, “Dongkoy” did not fail in nurturing Bambi into a man of the deprived and the less fortunate. The legacy of being loved by the people is enshrined in Bambi’s heart as an heir apparent of the well-deserved accolade: The “Man of the Masses II.”

Being deep in thought Very often - sometimes too often! - the thought is back! If we wake up in the morning (or even many times in the middle of the night), the thought is back. Sometimes, the thought will not let us sleep. The “act of thinking”. the “reflection”, the “opinion” or the “serious consideration”, no matter, how we describe it - our memory and conscience is always with us as a permanent companion. We brood over unsettled problem. Sometimes we bear unfair treatments, arrogance, ignorance, incompetent know-it-all-betters, and unbearable oddballs, who inexorable love to make our life a hell while living themselves a disorderly life. We would not like to be distracted, but we’re toying with some good ideas how

we could throw overboard all that “human garbage”. What will come next is a matter of conjecture. Of course, I’ve got my ideas, but I’m not a mind reader. Too many trains of thought make us thoughtless and absent-minded especially in difficult and important daily life situations. Does waiting and/or sleeping solve our problems? Or is it just again in time? Our life’s central idea should not be, that while waiting, time solves all our problems. Thoughts should intensify, condense and deepen plans follow by actions. It’s good and helpful to carry thoughts in us all the time. Incomprehensible, or better unfinished and unmatured thoughts, no matter whether positive or negative,

should be slept on, before tiredness outstrips us with supersonic speed. Sometimes, we feel that our thoughts and ideas can’t be fulfilled with life. Where the heart is willing, it will find a thousand ways; but where the heart is weak, it will find a thousands excuses. If doubts begin to take roots, we should rouse from pinktinted idealism or wear down and annihilate nightmares and erase and wipe out such thoughts and ideas. If our thoughts are good and have the chance to be fulfilled in action, especially if “the other side” is prepared and willing to step on to such a bridge of life, we might get a support and words of encouragement. And, if not? No action? Maybe it is God’s will to keep

Cover-up in Villavende’s death fuels govt to ban OFW deployment in Kuwait

HE alleged attempt of the Kuwaiti g over n m ent to cover-up the true cause of death of a Pinay overseas Filipino worker has fueled the Philippine government to impose a total deployment ban in the Arab country, Labor Secretary Silvestre Bello III said on Thursday. Highlighting the main cause of the total ban, Bello said the autopsy report from the National Bureau of Investigation (NBI) on the remains of OFW Jeanelyn Villavende who was brutally

murdered by her employers was in complete contrast to the report from the Kuwait Ministry of Health. “The OFW was sexually abus ed, and br utally murdered while some of her internal organs were missing. If you recall their autopsy report, the statement on the death of Villavende was very simple, saying it was caused by heart failure arising from physical injuries. It is definitely in contrast with the findings of the NBI that she was sexually abused,” Bello said.

I am fortunate to be a SPED teacher and assigned in no less than the Cagayan de Oro City C entral School, the biggest in the city in terms of population. And in December last year, we had our thanksgiving party for the SPED students here in City Central School. Here in the country, SPED was institutionalized in 1997 in support of RA 7277 (Magna Carta for Disabled Persons). The insti-

tutionalization aims to provide access to basic education among children with special needs namely the gifted/talented, the mentally retarded, the visually impaired, the hearing-impaired, the orthopedically handicapped, the learningdisabled, the speech defectives, children with behavior problems, autistic children and those with health problems through the formal system and other alternative delivery services in education.

All divisions shall organize at least one SPED center and here in the City Schools Division of Cagayan de Oro, it is located at the City Central School. Programs organized shall adopt the inclusive education concept or the different types of SPED programs suited to the needs of the learners. The center shall also function as a resource center to support children with special needs integrated in regular schools.

Bello said another cause for the total ban was the failure of the Kuwaiti government to come into an agreement regarding the standard employment contract in accordance with the Memorandum of Agreement in 2018. “Under the MOU, we were supposed to come up with a standard employment contract in order to provide sufficient protection for our OFWs. That’s almost two years ago of discussing and debating but until now, we have not finalized anything,” Bello said. The labor chief said the ban will remain in effect and no worker will be deployed in Kuwait as long as the Philippine government do not get justice for the brutal killing of Villavende and upon the finalization of the standard employment contract. Based on the POEA Governing Board Resolution No. 4, series of 2020, a total ban is imposed on the processing and deployment of all domestic workers or household service workers (HSW), semi-skilled, skilled

workers and professionals including Filipino crew seafarers for Kuwait. However, skilled workers and professionals who have unexpired contracts or categorized as BalikManggagawa, and those who will be cleared by the Secretary of Labor are exempted from the ban. “Those who will come home for a vacation and has an existing contract are still allowed to travel to Kuwait, however, workers with new contracts will be covered by the ban. This move is nothing less than for the protection of our workers,” Bello said. For BMFI, however, a Constituent Assembly (Con-Ass) was not an ideal method to change the Constitution. “It [Con-Ass] denies genuine people’s participation. It is vulnerable to manipulation and exploitation by vested interest groups, especially by traditional politicians,” it added. The group was also

Today, the 18,700 cooperatives with some 11 million members are advancing the 17 SDGs and suprisingly, they are now scaling the heights for people, planet, prosperity and peace. Recently, I went in the MILF Camp to meet no less than the top commander of the Moro Is l am i c L i b e r a tion Front (MILF), Kumander Bravo who is now the honorable Member of Parlament known as MP Abdullah Macapaar, who have decided to now advance cooperativism for social transformation not anymore through armed struggle. In fact, the North Western Mindanao MILF Front headed by Kumander Bravo, with some 5 division commaders and hundreds of front commanders of some 10,000 MILF combanants are now organized into some 141 cooperatives, thanks to CDA Office in Region 10 for such efforts, even working during weekends just to effect such social transformation. In Agusan Sur, Kumander Datu Subang, the chieftain of some 10,000 strong Manobo Tribe, former commander of the NPA has surrendered and is now strongly advocating cooperativism as the transformative path to correct social wrongs and injustices committed against his people. Cooperativism is the one to draw the marginalized sectors into the mainstream of development process to be unfettered from the control of the oligarchs in a highly skewed society. It is the empowering path to free those in the dark recesses of their thoughts and to be connected to the Core of the core of all beings – the Unseen, the Love and the Light called God – all for His greater glory!

Economic Development Authority (NEDA)-Board confirmed in December 2019 the earlier approval made by the Investment Coordination CommitteeCabinet Committee (ICCCabCom). NEDA Board-approved projects were presented in a meeting held in Manila last month, according to Montenegro. “In that presentation, it was already cited the first phase of the Mindanao Railway particularly the TDD line is going to be a one-track locomotive. I’m not sure which in the entire process was it changed to that design from the proposed two-track electrified but in the last presentation of listed projects that was what we saw particularly in terms of the final design,” he said. In a phone interview on Thursday, Transportation Assistant Secretary Eymard Eje clarified that what the ICC-CabCom had approved in July 2019 was the proposal for a single-track dieseloperated railway, and not the dual-track electricitypowered technology. Eje said Transportation Secretary Arthur Tugade wanted to put up a dualtrack electricity-operated train for Mindanao but NEDA-ICC chose the original proposal for a single-track diesel-run model. Asked on what basis the reversion was made, Eje said: “I am not in the position to answer that.” Montenegro explained

the NEDA-ICC considered the “viability” of having to pursue a “two-track electric design versus a one-track locomotive” type, which had gone through a thorough evaluation and review by a technical team of the agency. “It was very different from what MinDA had been espousing especially if you recall during the time of late secretary Datu Abul Khayr Alonto up until his death, he really envisioned for a legacy railway of the President in Mindanao which is high speed and two-track electrified design,” Montenegro said. He said several Mindanawon leaders wanted a two-track electricity-run railway project. “We are awaiting the progress of that because there are many other Mindanao leaders [who] upon learning that the design approved was a one-track locomotive, also exerted efforts towards conveying to the national government that it be reverted to twotrack electric design,” he said. For his part, Antonio S. Peralta, executive director of the European Chamber of Commerce of the Philippines-Southern Mindanao Business Council, said the decision to change the project design might be due “to the economics of implementing this,” considering that the budget had been increased from P35.9 billion to P81.9 billion. “It’s all about affordability on the matter of the change in the railroad design. This is a hefty increase from the original budget. Projects of these scale require a thorough due diligence process,” he said. In a press release on July 15, 2019, the ICC-CabCom approved the increase last year to cover the changes in the cost of structural and construction works, among others. In terms of scope, the committee also approved the additional Davao Satellite Depot of the MRP-TDD. Target groundbreaking in Q1 2020 Eje said DOTr eyes to hold the groundbreaking of the TDD segment or the phase 1 in the first quarter of this year. Phase 1 will have eight stations, namely: Tagum; Carmen; Panabo; Mudiang in Bunawan, Davao City; Davao Terminal; Toril; Sta. Cruz; and Digos. The 1,550-kilometer Mindanao Railway Project aims to connect key cities of Davao, Butuan, Surigao, Cagayan de Oro, Iligan, Cotabato, Zamboanga and General Santos upon its completion. But Montenegro said the DOTr timeline was unrealistic. “Definitely if you look at it in reality, that particular timeline is not possible given the current situation. Nothing is concretely moving yet. The bidding itself will take

months if not years depending on how it will proceed and whether or not it will not run into trouble with all other issues,” he said. Unless actual constructions have started already, Montenegro believed there are still chances the project can be changed to a modern dual-track electricitypowered railway instead of what had been approved. “There is still opportunity to expect change on that and then there is still opportunity to get that decision from the national government through NEDA,” he said. 85% from Chinese funds According to Eje, the resources needed to build the railway comprised 15% from the General Appropriations Act and 85% of the Official Development Assistance from China. The agency, however, is awaiting the submission of the separate shortlists from the Chinese government for the selection of a project management consultant and design and build contractor from the Chinese Embassy in Manila. He said the consultant would monitor the work of the contractor, which will make the structural design plan of the railway and submit it to the Project Management Office of the Department of Transportation (DOTr) for approval. The official believed the target groundbreaking this quarter is feasible, provided the embassy is able to submit the shortlists sooner. “Kung kami ang masusunod (if we can have it our way), we want the project to immediately start… Other matters are not within our hands like the NEDA approval last December and also the submission of shortlists from the Chinese government is incumbent upon the Chinese government,” he said. Eje said the selection of consultant and contractor goes through a process, and civil works can proceed after the groundbreaking. After the selection the DOTr will bid out the project, he said. He assured Mindanawons that the agency was doing all it can to get the project started immediately and completed before the end of the term of President Rodrigo R. Duterte in 2022. He said the agency is working double-time to complete the acquisition of the road right of way. At present, he said, there is “evaluation and validation” for the properties located along the railway path to make sure the right owners and not just any other claimants get compensated. “Once the appraisers complete the validation, the processing of the payment will immediately proceed. It added the rail line will be built with a single track, with provisions for future tracks and electrification. It will have six five-car passenger trains with three spare cars, four locomotives and 15 freight cars. Upon project completion, the DOTr expects the daily ridership of the Tagum-Davao-Digos segment to increase to 134,060 by 2022.
