A civic-oriented group led by former Technical Education Skills and Development Authority (Tesda) director-general Guiling Mamondiong has released a development podium intended for Lanao del Sur. Calling itself the Lanao del Sur Alliance for Good Governance (LAGGO), the group outlined the development podium to address issues and concerns on local bureaucracy, economic development, poverty alleviation and peace and order for the betterment of the people of Lanao del

Sur and Marawi City.

LAGGO is an alliance of various stakeholders who are zealous in their pursuit to address the state of underdevelopment of Lanao del Sur and Marawi City,

according to Mamondiong.

Termites can help reduce impact of drought

SYDNEY--A new study by international researchers has revealed for the first time that termites play a significant role in lessening the effects of drought in rainforests, showing once again that even the smallest players can have big effects on ecosystems.

Termites are among the most abundant animals in tropical rainforests and are one of the only living organisms able to break down the cellulose in plant material.

“The sheer quantity of

termites suggests these insects have important roles to play in rainforest ecosystems, however what that role is has never been understood up until now,” study co-leader and University of Western Australia Associate Professor Theodore Evans explained.

To conduct the study, the team removed termites f rom an area in Malaysian Borneo using baiting techniques, and then compared that patch to one with an unaffected amount of termites dur-

ing the 2015-16 El Niño drought.

They found that the number of termites in the unsuppressed area grew during the droughts, and that throughout that time they created a higher rate of leaf litter decomposition and nutrient heterogeneity, as well as increased soil moisture and seedling survival compared with the non-drought period.

Termites need to live in moist conditions, meaning that during the drought they moved ground wa-

ter to the surface soil, increasing soil moisture by 36 percent, and seedling survival rates by 51 percent.

“What we found was the termite activity doubled during drought with them eating up to 40 percent more leaf litter,” Evans said.

“The digested leaf litter was t hen retur ne d to the soil as nutrients, with termites affecting the distribution of several soil nutrients, including nitrogen compounds, po-

tassium and other metals.”

In a time when climate change is putting increased pressure on current world ecosystems, and the results show how biological systems can interact to cope with external pressure.

“The study provides further evidence about the importance of conserving important natural ecosystems by understanding their biology so we can protect them in a time of rapid environmental change,” Evans said. (Xinhuanet)

Achieving improved nutrition as one province OROQUIETA CITY, Misamis Occidental -- From being one of the most nutritionally depressed provinces in the country in 2015 to Outstanding Province in the region for three consecutive years, Misamis Occidental is a showcase of success with many better chapters to offer.

The Provincial Nutrition Committee (PNC) together with the Provincial Nutrition Action Office (PNAO) and the province’s municipalities and barangays, serves as well-equipped vanguard

against malnutrition, specifically for the infant and young children, pregnant and lactating women and elderly.

Working its way up Provincial Nutrition Action Officer Marichu G. Tijing said among their unique initiatives and good practices include the increased in the budget for nutrition from P500,000 in 2014 to P6.05 million in 2017.

The provincial government also delivered basic nutrition and other social

services closer to the people through the Mobile C-Gov Project under its GO! HERMIE Program which focuses on health, education, and youth, good governance, order of law and public safety, rural and agriculture development, microenterprise development, environment, eco-tourism, among others.

Meanwhile, the provincial government created the Provincial Nutrition Lobby Team to encourage and influence municipalities to prioritize nutrition

programs.

“Misamis Occidental is the first local government unit at the province level to heed the call for the creation of a Provincial Bantay Asin Task Force to curve the mild iodine deficiency disorder in the province,” Tijing said.

Intensifying the campaign In educating the Misamisnons on proper nutrition, Tijing said they utilized the quad media—TV, radio, print, and social media.

For its part, the Philippine National Police (PNP) has established its “Gulayan” (vegetable garden) in every police station.

Furthermore, the lo-

cal government intensified their efforts on the First 1000 Days by provision of Manna Packs to pregnant and lactating women during their supplemental feeding.

The LGU also strengthened its Infant and Young Child Feeding (IYCF) by setting up lactation rooms in various areas in the province, conducting of capacity building on IYCF, and displaying and reproducing nutrition campaign materials.

Trump and the US media’s war for public trust C HA R L O T T E , No r t h Carolina--The relationship between society and mainstream media in the US had never been as intensely scrutinized as it is today, with Donald Trump sitting in the White House.

Media theorists and researchers are reviewing their history and communication theories to see if there are similarities or differences in today’s ties between the public and mainstream media.

Also being considered is how the advent of new technology and entry of alternative forms of media like social media sites have impacted on the American public’s view on mainstream news and reporting on the administration.

There is no denying that the relationship between US President Donald Trump and the mostly liberal media had worsened beyond being the usual adversarial tone so let’s see who will win in the war for the hearts and minds of the American voters in 2020.

As anyone monitoring US news knows by now, Trump had been accusing and naming the US media outlets of delivering “fake news” to the American public especially in his stance against illegal immigration and building the wall at the US-Mexico border in which he is locked down in a war of wills with the Democratdominated Congress.

The liberal media outlers named by Trump, most of which are said to be inclined

to the far left had waged without letup a highly critical reportage of his handling of the immigration crisis.

I did notice that there is a growing perception among Americans that many media outlets are delivering less news in favor of opinion which is slanted to favor left-leaning, even radical views against the Trump administration.

One such example of that is last year’s controversial confirmation process of Justice Brent Kavanaugh, Trump’s nominee to the Supreme Court. From the day he was nominated to his confirmation, he was under fire from the mainstream media 24/7.

The congressional hearings for Kavanaugh’s confirmation process were marred by allegations of sexual abuse by a woman who claimed to have been exploited by Kavanaugh during his high days.

The parade of women who later testified against Kavanaugh was covered by US media which detailed every moment of indecent behavior allegedly engaged in by the judge.

To sum it up, Judge Kavanaugh was confirmed for the Supreme Court post and later cleared by the US Federal Bureau of Investigation (FBI) of any wrongdoing.

The women retracted their testimonies and were never heard from again.

But the retractions were not reported by the media outlets Trump accused of

reporting “fake news.”

If it was reported, it was either downplayed or delayed in favor of news stories critical of Trump. It was reported and emphasis by conservative media which I consider to still have the decency to abide within the norms of fair, balanced reporting.

Kavanaugh may have been a Supreme Court justice but the damage to his name and his family’s reputation would continue to haunt him for months, even years.

A friend of mine here in the US asked “Isn’t the news media supposed to be fair and balanced?” I answered yes, it is supposed to be fair and balanced.

So after the FBI cleared Kavanaugh of wrongdoing, does he deserve restitution from the US media that maligned his name? To be honest,I told my friend “I have no idea.”

What is happening here?

Was mainstream news coverage fair and balanced in Kavanaugh’s case or to a broader extent, any issue involving Trump?

Again, we look at the border wall issue which Trump accused the US mainstream media of being grossly biased in favor of the Democrat-controlled Congress.

Hours before he was scheduled to address the US public on the border wall issue, I heard from a media outlet that Trump would be telling “lies” about it. Yes, I

did hear the report and as a former journalist, I found it despicable.

How on earth would these media outlets know if Trump is telling lies on the border wall issue long before he was supposed to speak on it? Is that fair and balanced reporting?

I observed that actual news reportage is getting scarcer these days as most cable TV news and talk show shots invite people who would give their mostly liberal, left wing opinions on any issue critical of Trump.

A lot of these programs are opinionated and biased against the Republicans and the vitriol can be quite shocking and exhausting to watch and hear.

So, there is no love-hate relationship between the US mainstream media and the White House at least during the Age of Trump, but a total war of attrition and it will intensify as 2020 gets closer.

Trump claims there is no fact-checking and any slight mistake will be magnified under the harsh media spotlight.

One media theorist, maybe conservative, claims that the media’s increasing focus on opinion and not on ideas or news will not only undermine American society as it’s known today but lead to a decline in See PUBLIC, page 11

Director Senior Superintendent Madzgani Mukaram and Piagapo Mayor Ali Sumandar led the awarding of certificates to the village peacekeepers who will serve as police force multipliers.

During the ceremony, Mukaram vowed to extend full support to the BPAT graduates as police-community law enforcement partners.

Sumandar, on the other hand, urged them to be united in order to main-

tain a peaceful community and harmonious peoples’ relation.

The PNP activity is laudable and worthy to be adopted around the country. There is, however, a drawback that the local candidates in Cagayan De Oro City described as inappropriate. It was the selection of the speakers. The PNP’s “unity walks,” peace rally, and “covenant signing” initiative have reportedly adopted a “template” program that have to be followed. Under the program, the city mayor or provincial governor would deliver the “welcome address.”

While there are a thousand reasons that would justify the selection of the city mayor or provincial governor as the official who would deliver the welcome address, the point is that the

activity should have been “impartial” and “apolitical” in nature.

In other words, the PNP’s argument is unacceptable.

Thus, allowing the city mayor or provincial governor to deliver the “welcome address” in a supposedly “impartial” activity is grossly indecent.

Why invite the Mayor or Governor when there are officials capable of providing an impartial role? For instance, the top executives of the Commissions on Elections (COMELEC) or officials from the Department of Interior and Local Government (DILG) could fill the shoes of any elected official in an impartial activity like the “unity walks” intended for candidates.

Anyway, the COMELEC has denied any hand of the activity. In the last elections, the PNP and the Armed Forces of the Philippines (AFP) carried out the same kind of activity, under the guise of “peace rally.”

Last Sunday, the “unity walks” was the sole initiative of the PNP. Perhaps, the embarrassing experience sent a strong message to future organizers of an unbiased election related

activities that inviting an elected public official, as the speaker, losses the spirit of impartiality.

By the way, even under the military rule, the COMELEC gun ban remains in effect. This is to clarify arguments that the COMELEC gun ban has no effect under a military rule. In fact, under a military rule, the gun ban is always in effect.

In effect, the COMELEC gun ban is irrelevant.

Howe ver, since t he COMELEC gun ban is in effect even under the military rule, particularly in Mindanao, the military is not exempted of the gun ban. The argument follows that the military personnel must get a COMELEC exemption before he or she could carry his gun. Isn’t it a contradiction?

PH prepares for infra funding deals with China, Japan

MANILA -- A Department of Finance (DOF) official revealed several projects have been lined up for financing by China and Japan and signing of these agreements have been set to take place in the first half of 2019.

Finance Undersecretary Mark Dennis Joven said about USD10 million worth of projects will be signed with the Japanese government in February.

These projects include the North-South Commuter Railway, the Phase 4 of the Pasig-Marikina River Project and the Mindanao Road Network Project.

Joven said signing of the project financing deals will be made in time for a high-level meeting to take place in Japan.

Relatively, several projects to be financed by China will be signed in time for President Rodrigo R. Duterte’s visit to the world’s second-largest economy in April.

Joven did not disclose the amount of the loan but said it will be used to fund the construction of the PNR South LongHaul project and the Safe Philippines project of the Department of Interior and Local Government (DILG), among others.

In 2018, Finance Secretary Carlos Dominguez III signed several agreements with the officials of the Japan International Cooperation Agency (JICA) and these include the Metro Manila Subway project, the third phase of the Arterial Road Bypass Project in Bulacan, and the second phase of the Bohol Panglao International Airport project.

Loan agreements with China, in turn, include those for the construction of the Binondo-Intramuros Bridge, the Estrella-Pantaleon Bridge, two drug rehabilitation centers in Sarangani and Agusan del Sur in Mindanao, the Davao River Bridge (Bucana) Project.

The Duterte government has strengthened its ties with these two countries, which in turn, have vowed to support the administration’s massive infrastructure program.

It vowed to increase infrastructure investments to more than seven percent of domestic output by 2022, after noting neglect in public infrastructure in the past. (PNA)

200 seniors avail of free eye check -up, reading glasses SOME 200 senior citizens from barangays Tambobong and Balacanas in Villanueva, Misamis Oriental recently availed of free eye check-up and reading glasses courtesy of FDC Misamis Power Corporation’s (FDC Misamis) newly-launched program dubbed as “Mata Ninyo, Tagdon Namo” (MNTN).

MNTN, explained Analiza Miso, the power firm’s community relations specialist, is specifically designed for the seniors in their host localities.

“It’s good to note that FDC Misamis approved this kind of program to let every senior citizen in our host communities not just to feel our presence but likewise to cast hope of

seeing things clearer even in their dusky moments,” told Miso.

FDC Misamis, a whollyowned subsidiary of FDC Utilities, Inc. Social media’s reach and influence cannot be disregarded by these media companies for long for if they do, they may lose whatever influence they may have and be rendered irrelevant by the American public.

Unless these mainstream media outlets feel and listen to the public pulse, they will lose touch and worse, relevance. The “sleeping giants” are indeed awake.

The visit to Beijing Normal University on May 16, 2006 gave us an overview on Deconstruction and Reconstruction of Teacher Training System in China and the establishment of Teacher Training System. Mr. Zhu Xudang and Ms. Zhon Jun briefed us on the Trends of Teacher Training. I couldn’t help thinking about our country’s own educational system. I guess we still have a long way to go.

Tracking of teachers was also a prime concern in Capitol University. We also had a brief tour to Peking University where I got a chance to meet Chinese who could speak our language well. I was really dumb-founded.

China has 58 ethnic groups and I understand them well through a visit to Huirio Elementary School.

Vice Principal Yang ushered us to the different classroom of Muslim/International/ Multiethnic schools from literature gallery to Arts Gallery and Science Gallery.

We also visited Kangleli Boarding School of Xuanau District. Principal Dino toured us to the different physical facilities, the varied reading room, music room, ballet room, science room, dormitory and different grade level classrooms. This school is one of the 500 boarding schools in China.

With these loads of information I recently acquire from China’s Teacher Development Framework, I hope I could be a catalyst to effect some changes in our educational system. With that closer glimpse, I hope to create more educational milestone.
