NDRRMC: LGUs may procure Covid-19 vaccine MANILA - Citing the documentary bases on emergency responses, an official of the National Disaster Risk Reduction and Management Council (NDRRMC) believes that the local government units may be allowed to utilize their local Quick Response Funds (QRF) to procure vaccines against the coronavirus disease (COVID-19), provided that such inoculants are approved by the Food and Drug Authority (FDA). Budget Secretary Wendel Avisado has previously said that he would leave it to the

NDRRMC to determine whether or not local governments could use their 30% QRF to purchase COVID-19 vaccines. CAGAYAN DE ORO CITY – Some local governments in Mindanao have been requested by the Land Transportation Franchising and Regulatory Board-10 (LTFRB-10) to lift travel restrictions in their borders so inter-regional buses could resume their operations.

LTFRB-10 regional director Aminoden Guro said the reopening could boost local businesses as goods and services could go in and out in areas in spite of the quarantine protocols being set to prevent the spread of the coronavirus. CAGAYAN DE ORO CITY, Jan. 15 (PIA)--The Department of the Interior and Local Government (DILG)-10 bared 93.02 percent utilization of Bayanihan Grant to cities and municipalities in the region as response to the adverse effects of coronavirus disease (COVID)-19. During the Normin COVID-19 Response Task Force press conference, January 15, DILG-10 Regional Director Arnel Agabe said Bukidnon has utilized 90.21 percent, Camiguin (99.59 percent), Lanao del Norte (99.86 percent), Misamis Occidental (87.34 percent), Misamis Oriental (92.87 percent), CDO (99.99 percent), and Iligan (96.71 percent). DAVAO DEL NORTE, Jan. 14 (PIA) – The Department of Labor and Employment (DOLE) Region XI has given 5.5 million pesos worth of livelihood assistance to child labor parents all over Davao del Norte in 2020. D ur ing Kapi han s a DavNor yesterday, January 13, 2021, DOLE XI Community Facilitator Dave Andrei Villegas revealed that 350 child labor parents in the entire province were the recipients of the livelihood assistance. Such livelihood assistance was extended through DOLE’s “starter kit” pro-

gram rolled in areas with profiled child labor cases. Villegas said this livelihood program is one of DOLE’s interventions to eradicate child labor. In addition to the livelihood assistance, DOLE also had ‘Project Angel Three’ through which its private sector, individual and establishment partners directly gave assistance and shared (their) blessings to profiled child laborers and their parents last Christmas season. LANDBANK caps off 2020 with new ‘agri-hubs’ for farmers, fishers

IN line with its continuing thrust toward greater financial inclusion, the Land Bank of the Philippines (LANDBANK) wrapped-up 2020 by further expanding touchpoints in key strategic areas nationwide to bring financial services closer to more farmers and fishers. The state-run bank established four Agri-Hubs in December which provide banking, lending and agrarian services in the country’s top rice-producing provinces and unbanked and underserved rice farming areas. “Amidst the ongoing pandemic, LANDBANK remains steadfast in delivering safe and reliable financial services to unbanked and underserved communities in the country. We will continue to intensify support and respond to the developing needs of the agriculture sector, most especially the small farmers and fishers,” said LANDBANK President and CEO Cecilia C. Bukidnon market vendors receive agri-assistance from DA NorMin M A L AY BA L AY C I T Y, BUKIDNON - In line with Senator Christopher Lawrence “Bong” Go’s initiative of providing assistance to market vendors of Bukidnon, the Department of Agriculture – Regional Field Office 10 (DA-RFO 10) has given out 1,200 (5-in-1) packets of assorted vegetable seeds to said beneficiaries on January 5, 2021. In separate turn overs held in Malaybalay City, Kitaotao and Quezon, the department has handed out said provisions amounting P156,000 in three variants: chopsuey, pinakbet and sinigang. DA Assistant Secretary for Agribusiness and Marketing, Kristine Y. Evangelista and DA-10 Regional Executive Director Carlene C. Collado handed the certificate of turnover of the P5 million financial grant to the Kahusayan Consumers Cooperative in Kitaotao, Bukidnon under DA’s Enhanced Kadiwa Inclusive Food Supply Chain program. In support to their Kadiwa ni Ani at Kita operations, the cooperative will receive a hauling truck (P2.4 million), building (P2 million), working capital (P500,000) and other equipment (P100,000).

The government pours out assistance to a cooperative based in the municipality of Kitaotao, including market vendors in Malaybalay City and Quezon town, in Bukidnon province. Interventions comprise of packets of assorted vegetable seeds, financial grant, food packs, among others.

“My God is mightier than COVID”

POLIO-stricken Jay Argana Espeleta has been awarded twice as an Outstanding Employee in 2019, ( runner-up), and 2020 as the outstanding employee of the year. At age 5, Jay, a native of Muntinlupa, was afflicted with polio, which severely deformed his left leg and left foot. Although he underwent a successful surgical operation, he continued to suffer severe pain. Worse, Jay suffered from bullying because of the way he walks, moves and talks. He became self-conscious and initially indulged in selfpity. He imagined people staring at him while he awkwardly walked in streets and hallways and while he rode jeepneys. But Jay overcame these challenges. Quitting medical school, he started to work in the city government of Muntinlupa in 2000 as a medical assistant. He just applied himself to his work. No job was too difficult for Jay and he eventually he was loved and cheered by colleagues because he was always ready to lend a helping hand. He became active in community activities. He excelled in other NGO works, was elected as President of

Philippine Society of Medical Laboratories Scientists Inc., Muntinlupa City-Las Pinas and Paranaque; Board of Director of National Capital Region Medical Technologists; Coordinator of the Muntinlupa Reproductive Health and Wellness Center. Last May 2019, he represented Muntinlupa City in an international biosafety course. Would you believe it, he even became a sought after trainer and coach of the men’s volleyball and basketball teams in Muntinlupa! When the global pandemic hit, Jay was assigned at the City Health Office swab center. On average, Espeleta interfaces with around 100 patients per day in the local swabbing center and in the barangays. Jay set aside his initial concern of being afflicted by Covid on top of his present physical disability. “Mahal ako ng Diyos. May polio na nga ko, eh ma-coCovid pa ?” He steeled himself: “ Mas malakas ang bakuna ko. Si Lord ang shield ko”. So day in and day out, he reported for work. Last February, his father passed away just as COVID-19 was starting to spread in the country. Three months

He didn’t have the time to properly mourn his parents as he chose to attend to strangers during the pandemic. Recently, he was again nominated by his boss, Dr.Teresa Tuliao as an extraordinary employee with his dedication and sincerity as a Health Hero beating COVID-19. This time, Jay was adjudged the Most Outstanding Employee in 2020, by the PRAISE Committee headed by City Administrator Engr. Allan A. A great divide in Davao del Norte

HE said a mouthful against the administration of Pres. Rodrigo Duterte and finally, on November 15, 2020, resigned as a member of PDP-Laban where he served as Secretary-General for almost five years. Former Speaker now incumbent Representative of District 1 of Davao del Norte, Pantaleon “Bebot” Alvarez then proceeded to resurrect from the catacombs the forgotten Reforma Party to launch what he claimed as an “apolitical” voters education advocacy. Last January 10, 2021, his birthday, he issued invitations for a forum on “Voters Education”. Only this time a huge tarpaulin with “WE NEED A LEADER, 2022” became the centerpiece. Boldly written in the tarpaulin is the litany of what he claims are: the failures of the government in addressing the Covid-19 pandemic; the inability of the government to stave off the impact of the pandemic on the economy; and closures of business and job losses and the mishandling of the South China Sea issue. It also put the blame on the government for why overseas Filipino workers are losing their jobs in countries where they work. It sounded like the issues were copy-pasted

from the opposition. Having laid those premises, the manifesto defined the qualities of the leader for 2022, among these are: 1. May Utak (with brains); 2. May Puso at Damdamin (With a heart and compassion for the people); 3. May Bayag (with balls); and 4. May Paninindigan (with political will). Any which way you look at it, the premise was a veritable attack against the Duterte administration only neatly interwoven in a Voters Education package. The clincher, the definition of a leader, tells of a lot of innuendos. For Alvarez to say that the forum on Voters Education is apolitical, is actually as deceptive as the claim. Reactions from the social media and local commentaries were varied largely denouncing Bebot Alvarez for being critical of President Duterte which made him Speaker of the house. It also revived the issue of how he turned against his bosom friend, former Rep. Antonio Floirendo, who, against all odds, supported him all the way for his bid to get back to congress but later filed cases and campaigned against him. Of course, there are those who cheered Bebot

for his change of heart and affiliation and these, understandably, are from the opposition. But there is more to what meets the eye in that birthday bash and political forum. Recall that in the last midterm elections, Bebot Alvarez was able to assemble a political force versus a long time ruling Floirendo and Del Rosario clan. Backed up by a campaign war chest that incredibly dwarfed those of the later, Alvarez team wiped out nearly all the political vestiges of Floirendo and Del Rosario. His team won on all fronts. In the mayoral race, his bets won in all 13 towns and cities except in the towns of Carmen and Dujali. He swept the congressional seats. With regard to the prices of vaccines, we also want to assure the public that the negotiations will result in the best price available given our total volumes,” Galvez said. The FDA granted PfizerBioNTech an EUA on Thursday. AstraZeneca, Sinovac and Gamaleya have also submitted their respective applications for EUA. The curriculum should provide personally satisfying experiences for each individual. The goals of education are dynamic personal processes related to the ideals of personal growth, integrity, and autonomy. Healthier attitudes toward self, peers, and learning are among their expectations. The ideal of self-actualization is at the heart of the child-centered curriculum. The humanists, pragmatists, and existentialists hold that since the needs of the learners change, the curriculum should change and expand to meet their needs. To the pragmatists, the educational process should enable the child to manage change in a healthy manner and to adapt to the constantly changing world of the present and future. Education is thus continuous throughout life, fluid, dynamic, and open-ended. To existentialists, students’ choice is the deciding factor in selection of subject matter which is presented according to students’ affective development. A variety of methods suitable to the developmental level of the learner and the subject matter are favored. According to the pragmatist, the learner-centered curriculum necessitates team teaching and interdepartmental offerings. Projects are preferred to lectures. The classroom is a scientific laboratory to put ideas to the test and to verify them. Individualized instruction is considered appropriate to meet the individual needs of the child. Classroom activity should focus on solving problems, rather than on artificial methods of teaching subject matter. Humanists and progressivists favor integrated methods of teaching. Cooperative learning strate-

I hold philosophical views from these three schools of thought: idealist, realist and pragmatist. As an idealist, I believe that God is the Ultimate Reality and that matter is a by-product of God’s mind. Psalms 33:6 says: “By the word of the Lord were the heavens made and all the hosts of them by the breath of his mouth.” It was the Word of God that provided the creative energy that brought the world into existence. I also believe that the a priori concepts of truth, beauty, and honor are absolute. All of these concepts are manifested in God who is absolute truth, beauty, honor, and goodness. To apprehend the reality of ideas, human beings rely on the intellect and reasoning. Every human being created in the image of God is endowed with a power akin to that of the creator–individuality and the power to think and to do. Idealism holds that the teacher is the center of the educational process and the person closest to Absolute Reality. I believe that Christ, the Master Teacher, is the center and object of Christian education and that by knowing Him, the gap caused by sin can be bridged and I can enjoy fellowship again with God. Furthermore, by imitating the Divine Teacher, my character will be made in the likeness of the Sacred. God is the Ideal who does not change. His standards are universal and have universal applications. Thus, academic fields, courses or chosen professions are just avenues of how one should conduct as women and gentleman towards other, for in the end everything will be accounted for and one must primordially aim on unifying himself to the Divine Creator.

Teachers continue to find greater opportunities for collaboration and critical thinking and learning, even amid a pandemic. In this period of hardship, many of our learners adhere to the potential for education. The shift of education

Success comes from any languages, may it be career, family, education, politics, level of happiness and most of all love. Success is treated as the final lapse in everyone’s lives. Many people died without thinking that they were already successful, just because they did not have the things they wanted and the people they love. Is

success all about the things and people we desire? Is success measurable? Do success need to be visible? No! It is because success depends on the contentment we have within our hearts. Sweet success comes from bitter sacrifices. In order to be successful we need to let go of some things that we really wish to keep. WE must admit that faceto-face interactions between teachers and students along with vibrant and healthy debates amongst peers within the classroom and outside are integral to quality teaching as envisioned by the sustainable developmental goals (SDGs). Education provides us knowledge of our society and environment, and hones our skills to change them for the better. Education also helps us to develop our own perspective of looking at our lives, prepares us to have our own viewpoints and form our own opinions on different facets of life. Education today is not the process of gaining information. Any willing person can

have access to immense data and information nowadays through different websites and e-based platforms. But can information be transformed into knowledge without education? Only education can train us to interpret different issues and events in our lives. We can learn not only through the lessons in our textbooks but from our teachers who guide us on how to read those books. We also learn from our own lives through our practical experiences and hands-on trainings. In short, education helps us to acquire knowledge, skills, values and attitudes to make informed decisions and lead meaningful lives.

Technical preparations are now in the final stretch, but initial adjustments had to be made due to coronavirus. The steel facility will be the country’s first integrated steel complex and represents the biggest ever industrial foreign investment in Mindanao. The facilities in the complex will include sintering, coking, pelletizing and steelrolling to produce basic iron and steel products for further processing. The project is expected to produce 4.5 million tonnes of hot-rolled coil and 600,000 tonnes of slab annually in first phase, with output reaching 8 million tonnes per annum in the second phase. Overall construction and ramp-up are scheduled to take three to five years. The leading technical partner- company will soon undertake the construction at the 400-hectare property formerly occupied by the old NSC.

For over 37 years, Leo has earned a living as a farmer, but never has it been as profitable as when he became a beneficiary of the NESCAFÉ Plan, Nestlé’s coffee sustainability program. In 2018, Nestlé Philippines under the NESCAFÉ Plan started Project Coffee+, a farmer productivity and income acceleration initiative involving 1,500 farmers in Bukidnon and Sultan Kudarat, hand in hand with GIZ, the German Agency for International Cooperation. Leo is a participant of Project Coffee+, which seeks to increase the yields of the farmers involved to one metric ton per hectare over three years, with the goal of increasing their incomes and improving the economic viability of their farming systems. True to its goal, Project Coffee+ has helped Leo double the productivity
