MILF help sought to protect lumads from BIFF

COTABATO CITY -- The provincial government of Maguindanao is seeking help from the Moro Islamic Liberation Front (MILF) to support the military in protecting Teduray lumads from harassment by outlawed Bangsamoro Islamic Freedom Fighters (BIFF).

Maguindanao Governor Esmael Mangudadatu proposed the idea during Wednesday’s meeting of Provincial Peace and Order Council (PPOC) members in Buluan, Maguindanao, where the plight of some 800 Teduray families was prominently discussed.

Mangudadatu concurrently chairs the PPOC composed of military, police, academe, religious, and local government representatives, among others.

Since last month, the IS-inspired BIFF has been harassing Teduray communities in Mt. Firis, situated in the tri-boundary of Datu Unsay, Datu Saudi Ampatuan and Datu Hofer towns, killing two of the natives and dislodging more than 800 families from the upland villages.

Mt. Firis is the ancestral domain of ethnic Tedurays in Maguindanao.

Military top brass urges soldiers to build bridges

CAMP EVANGELISTA, Cagayan De Oro City: A senior military officer urged Filipino soldiers to, “build bridges, earn the respect, and gain friends among the people,” in the execution of their task as protector of the people.

Pinay boxer to fight Japanese champ for interim OPBF crown

DAVAO CITY -- A Filipina boxer, who wants to become a policewoman, will be facing a popular Japanese female model-boxer for the interim Orient and Pacific Boxing Federation (OPBF) female bantamweight title on January 21 at the Gaisano Mall Atrium in General Santos City.

Joan Ambalong of Tampilisan, Zamboanga del Norte will fight Tomoni Takano, a former OPBF female super bantamweight champion from Tokyo, Japan.

They will be fighting for eight rounds in the main supporting bout of the “Brawl at the Mall: 10th Edition”.

Ambalong (6W-7L-1D, 3 KOs) previously lost her recent fight by a 5th round technical knockout to Kim Actub in their championship fight for the vacant Philippine female super bantamweight title last October 15 at the Robinson’s Place in Iligan City.

It was their 5th encounter

by Actub, who won three times. Actub prevailed over Ambalong by a UD in their initial bout in 2014.

Their first rematch ended up in a technical draw before Ambalong finally had avenged her loss by a 3rd round TKO win in their

Sanctions vs non-performing LGU execs in ARMM

COTABATO CITY -- Sanctions will be imposed on non-performing local government executives in the Autonomous Region in Muslim Mindanao, particularly on the aspect of abseentism.

ARMM Gov. Mujiv Hataman gave the warning following a directive issued

by Defense Secretary Delfin Lorenzana, concurrent Martial Law administrator in Mindanao, which orders the closer monitoring of local chief executives in Mindanao, including those from ARMM. The order was specified in Martial Law Instruction No. 1 that Lorenzana issued on Monday, January 8.

“The absence of local chief executives, in some cases, results in the total failure in the delivery of vital basic services to their constituents,” Lorenzana said in his order.

He added that the situation presents a very seri-

ous concern as the lack of basic services leads to a general dissatisfaction with government, which has been determined to be one of the leading causes for individuals to join rebel or extremist groups.

Hataman said Lorenzana’s order will help determine who among the local chief executives are not performing their mandate to their respective constituents due to absenteeism.

“As elected government officials, they (mayors) should be in their offices,” he said in a press briefing here Thursday. Martial law in Mindanao, first declared on May 23 last year after fighting erupted in Marawi City, was extended for the entirety of 2018 after military and police intelligence sources claimed that extremist groups were still recruiting new members in various parts of Mindanao.

Happy public servants

Public office is a public trust. Public officers and employees must, at all times, be accountable to the people, serve them with utmost responsibility, integrity, loyalty, and efficiency; act with patriotism and justice, and lead modest lives.– The Constitution, Article XI, Section 1 IN these extraordinar y times, conversations that end with happy notes are rare to come by, and sharing contagious laughter in an impromptu bonding is nothing but a description of happy public servants amid the many adversities in life.

Hot topics went as far as political whispers to FB fake news, to the recent Gallup survey declaring the country as the 3rd happiest country in the world.

The recent Happiness Index Report showed that civil servants in the country

gave their jobs the highest rating of 6.6, using a scale of 0 to 10 in which 10 meant extremely happy; 5, neutral; and 0, extremely unhappy.

The report was aimed at determining the satisfaction level among government employees in their respective jobs and the factors that influence their happiness.

They have that secured feeling, something to hold on to, and to be happy about sans the perks with which the workers in the private sector enjoy.

Having been employed with the government for at least 10 years, I share the same indelible feeling. We received less, but we worked more. We were a picture of upbeat people in government because we served without much financial tantrums.

Ditto as well with some eight productive years in the power industry vis-à-vis

Napocor where real people thrive and work without much fanfare.

We lived a simple normal life heartily contend with we have -- no malls, mobile phones, no PCs, and no Facebook to be hooked with. Conversations were much alive at that time.

Our day would usually end up at either in iconic Divisoria, or at one of our favorite watering holes where we had the best of times – as one small band of brothers in public service sharing quality time together.

We survived, lived comfortably and later, retired (some had already expired, sobs!) happily ever after.

Well, some good things would never last indeed. I hate to show up my skirts, but to turn nostalgic is sometimes good for the heart!

Those were the days too when people in government

were not as corrupt as now, when people in Congress deserve to be called “honorables”, when there were less politicians, military and police authorities addicted with drugs, and openly absurd about influence, power and money.

That was when terrorism and kidnappings were not so disturbing, and as widespread and as deadly as we see these days.

This week, an acquaintance asked via text to see me after work . He sounded very urgent so I told him to see me after dinner.

As it turned out, a credit card company is breathing down his neck . He initially bought, on credit, appliances worth P30,000.

A few months later, after missing successive installments, he started receiving text messages from the credit company’s collection agent billing him for over P100,000.

A worse case happened to an executive and his young wife. The wife, unknown to her husband, started buying miscellaneous items using their joint credit card. The husband was later surprised to receive a bill for more than P600,000. The buying

spree habit of the wife eventually led to their separation.

These are just two trueto-life stories on how not to use your credit cards.

Credit cards are a popular alternative to make purchases. There are a lot of advantages to owning credit cards, such as not having to carry excessive cash or even earning points in exchange for products, such as appliances, air miles, gas, and “free” meals.

While credit cards have their many advantages, the lack of knowledge in using them has become a bane to many consumers who find themselves deep in debt after a season of uncontrolled spending.

This is on of the reasons Jesus Christ became a human being—as the Teacher of real living. He explains and shows us the way God designed life to be lived.

That’s why Jesus is the only person in history who could ever come back to life after dying and being buried for 3 days. He’s still teaching today! So we would be smart

to listen and do everything He tells us are the principles for living a successful and satisfying life.

If you put your life in Jesus’ hands, He will work everything together for good in your life. Jesus will show you what to do about your boss who is unfair to you.

He’ll teach you how to pay back your debts and manage your money problems. Jesus will show you what you can do so your child won’t feel so angry and rebel against you. He’ll show you how to change and improve your marriage relationship. And Jesus will help you do your best in school.

Discussions covered a review on the basics of photography and video production, specifically on the process, visual storytelling, shooting quality angles, camera works, and editing.

As a way forward in capturing the above said concepts, the participants have

undergone group exercises on story development and story boarding, where these formed part in producing a video and outputs were likewise presented to the group for critiquing.

Interest rate hikes may impact on PH banks’ operations

MANILA -- BMI Research forecasts the sustained robust operations of Philippines banks but flagged the risk of rising interest rates, citing that this might impact on financial stability.

In a study, the research arm of Fitch Group took on a “neutral view” on the country’s banking sector, which is seen to continue benefiting from the improvement of domestic macroeconomic fundamentals.

It explained that the robust domestic fundamentals “should be broadly supportive of loan growth, profitability and asset quality.”

BMI Research expects the Bangko Sentral ng Pilipinas (BSP) to start hiking its key rates this year and this, the research note said, would “act as a damper on some of these performance metrics.”

It cited that with the current low interest rate environment and expectations for high growth given the strengthening of the economy leverage registered a sharp rise “and malinvestment have started to accumulate in the economy.”

“If left unchecked, this pose(s) downside risks to financial stability, even though Philippine banks generally boast healthy capital buffers,” it said.

The study noted that banking assets and credit growth had decelerated

after hitting record-highs in July 2017.

BFP men to face charges over Davao mall fire DAVAO CITY -- The InterAgency Anti-Arson Task Force (IATF) has initially identified eight personnel of the Bureau of Fire Protection (BFP) in Davao City who maybe liable for the fire safety lapses in the New City Commercial Center (NCCC) Mall and the Survey Sampling International (SSI) fire incident that took 38 lives.

But IATF spokesperson Jerome Candido refused to name the eight BFP personnel, some of whom already retired from service.

“We cannot yet name names dahil hindi pa nga kumpleto ang mga documents na nire-request namin sa different offices (We

already identified the personnel but we cannot give the names yet because we have not yet completed the documents we requested from different offices),” Candido said.

He said the people they were looking at were fire safety inspectors, personnel of fire enforcement division, fire station chief and the district fire marshall.

“Hindi po ako makabigay kung ano ang specific charges (I cannot also give yet the specific charges against them),” he said.

DoT revamp worries Davao tourism sector

DAVAO CITY -- The major shakeup in the Department of Tourism (DoT) stirred opposition from the tourism sector given its cost to the industry, especially in Davao.

City Tourism Officer Generose Tecson confirmed various associations and tourism councils nationwide had submitted their respective positions in the reshuffling at the national and regional offices.

Teo issued Department Order No. 2017-101 dated December 29, 2017, which called for the reassignment and re-designation of 22 DOT directors and five officers-in-charge.

The reshuffling will reportedly enable the DoT officials to “flourish” and get them out of their “comfort zones.”

Under the order, DoT XI will have a new regional director in the person of Antonio Fernando Blanco,

who was the DoT director in Region 9 or the Zamboanga area.

Tecson admitted she was concerned of the sudden reshuffling of the regional directors, particularly Robbie Alabado, who was assigned to the DoT’s medical tourism section in the central office.

DAVAO CITY -- The Bureau of Customs (BoC) posted the highest growth in actual cash collection at P16.42 billion in 2017 five years after the Port of Davao records its highest revenue in 2012.

The 2017 collection indicates an increase of 20.84 percent or P2.83 billion from its annual target of P13.59 billion.

This was announced by District Collector Erastus Sandino Austria in a press briefing Thursday afternoon at the BoC office in Sasa, saying, it is also five times higher than 2016’s surplus of 4.50 percent.

The actual collection in 2016 was pegged at P11.88 billion against its target of P11.37 billion.

In 2017, the total transactions in the Port of Davao increased by 25 percent from 2016. BoC recorded 26,361 transactions in 217 compared to 206 with 21,116 transactions.

The value of transactions also grew from P75.65 billion to P108.51 billion in 2017. In terms of volume of transactions, BoC posted P6.15 billion in 2017 from P4.99 billion in 2016.

The top commodities in 2017 were the 1) mineral fuels, mineral oils and products of their distillation, 2) salt, sulphur, earths and stone, plastering materials, 3) fertilizers, 4) iron and s7) teel, 5) ceramic products, 6) cereals, 7) residues and wastes from food industries, prepared animal fodder, 8) wood and articles of wood, wood charcoal, 9) animal and vegetable fats, and 10) articles of iron or steel.

The top ten importers in 2017 were Seaoil Philippines, Steel Asia, Phoenix Petroleum, TWA, Inc, Petrotrade Philippines, Insular Oil, Dole Philippines, Therma South, Chevron Philippines, and San Miguel Consolidated Power Corporation.

Army officials said the BIFF wanted to regain control of Hill 224, more known among the lumads as Mt. Firis, because it was there that the BIFF was officially organized by its late founding chair, Ombra Kato.

Mangudadatu said that the joint Army and MILF offensives against the BIFF in August last year had been successful. The BIFF tried, but failed, to raise the ISIS flag in areas identified with the MILF. A roadside bomb set off by the BIFF killed MILF fighters, triggering a month-long on and off gunbattle until the Army and MILF joined forces against the local terrorists’ organization.

Sr. Supt. Agustin Tello, Maguindanao police director, welcomed Mangudadatu’s proposal and vowed to provide the necessary manpower and resources to help the Army neutralize the BIFF. Mangudadatu is awaiting response from the MILF leadership. He has scheduled a meeting with the MILF’s Al Mansour Gambar, chief of the group’s military arm.

Considered to be part of the government, the MILF had been providing the Army with intelligence information in its campaign against kidnappers, gunrunners and local terrorist groups.

ZAMBOANGA CITY — A retired public school teacher and her teenage granddaughter perished in an hour-long fire in the province of Zamboanga del Norte, police reported Thursday.

police director, identified the fatalities as Martina Toledo, 71, and Marcelle Abby Toledo, 15, a grade nine student.

Tacaca said the fire broke out at around 11:20 p.m.

He said the elder Toledo and her granddaughter were

trapped in the house that caught fire.

The case investigator said the possible cause of the fire was an unattended candle since there was total blackout at the time of the incident.

DepEd Buk hosts Division Symposium on Continuous Improvement for quality education

After ten months of rigorous coaching and training the aspiring ‘to be’ CI coaches and trainers, ten (10) pilot schools with the goal of creating a culture of continuous learning and quality service, the Department of Education (DepEd) Division of Bukidnon, in partnership with the Australian Government’s Department of Foreign Affairs and Trade, through the Basic Education Sector Transformation (BEST) Program have finally come to present and showcase their Continuous Improvement projects in a symposium on November 13, 2017 at the Division Training.

The 10 pilot schools

are: San Andres NHS, Kalilangan NHS, Libona NHS, Alae NHS, Manolo Fortich CES, Pangantucan CES, San Vicente ES, Dagumbaan ES, Alanib ES and Alternative Learning System (ALS) CI team.

Fifty (50) participants from 3 high schools, 6 elementar y and 1 from Alternative Learning System converged to share their key insights through plenary presentations and an exhibit of Division CI Projects. The executives of the division also attended the symposium for they assisted the graduates in giving out their certificates and pinning their CI pins.

The 10 pilot schools of the Division of Bukidnon CI teams under went a three-day Basic CI Training last September 2016 and were guided by their assigned CI coaches in implementing their improvement projects within the division for ten months.

A recent change in the Philippines’ educational system was implemented.

The K-12 education was signed into law back in 2013, adding three years to the country’s basic education curriculum.

The new K-12 curriculum guide requires all Filipino students to have two years of kindergarten, six years of elementary schooling, four years of junior high school and two years of senior high school.

Prior to the implementation of the K-2 curriculum guide, the Philippines was one of only three countries in the world and the only one in Asia that still

has only ten years in basic education.

This has always been seen as a disadvantage for our students who are competing in an increasingly global job market.

The longer education cycle of the K-12 curriculum is seen as critical in giving Filipino students a higher quality of education.

SEAMEO or the Southeast Asian Ministers of Education Organization found the previous tenyear educational cycle to be congested with a 12year curriculum squished in ten annum.

As a result, Filipino students have trailed behind students around the world in the areas of mathematics, languages and science.

The new curriculum is aimed to fix that.

CRISPR: Hope or a threat to Humanity?

Perfection in doing everything is everybody’s dream. With the advent of modern technology, humankind is just one step away from achieving that vision. But, does it guarantee a wonderful tomorrow?

CRISPR is the latest branch of biology and is making a commotion not just in the science world but around the globe as well. With the help of the advanced technology, humanity has developed CRISPR; the key to one’s desire for perfection.

CRISPR stands for Clustered Regularly Interspaced Short Palindromic Repeats. It can edit DNA with remarkable precision.

This tool allows researchers to permanently modify genes in living cells and organisms. In the future, it may be possible to correct mutations at precise locations in the human genome to treat genetic causes of diseases.

It is a brand new field of biology that has multiple key discoverers. CRISPR was first discovered in the 1980s by Francisco Mojica, a scientist at the University of Alicante in Spain. Ruud Jansen is the one who came up with the name. Eugene Koonin is the one who proposed

the purpose. Rodolphe Barrangou is the one who proved the role of CRISPR. Finally, Jennifer Doudna is credited with doing the biochemistry to determine the mechanism and to create the CRISPR/Cas9 system and Feng Zhang is credited with the humanization and commercialization of the technique.

CRISPR brings incredible benefits to humanity. It is considered as one of the biggest breakthroughs in modern medicine with its implausible life-changing abilities. It eliminates devastating inherited diseases.

In January 2013, Feng Zhang at the Broad Institute and MIT published the first method to engineer CRISPR to edit the genome in mouse and human cells. In Massachusetts Institute of Technology, a pair of monkeys was produced with specific gene alterations through targeted mutations using CRISPR techniques. They successfully removed those genes that can cause diseases. In China, scientists are trying to use CRISPR techniques to remove damaged DNA from the cells of lung cancer patients.

CRISPR can quickly and efficiently manipulate and alter gene in any plant or animal. Researchers have used it to fix genetic diseases in animals, combat viruses,

sterilize mosquitoes and prepare pig organs for human transplants.

CRISPR does not only have the potential to change the genetic code of all of humanity but could also fundamentally affect our health care, food system, farming and even the manufacturing and production industries.

Birthing a child who is 100% healthy is a dream of every parent. However, that is not always the case.

There’s a huge chance that a child ends up sickly as she/he grows older and sometimes carried over into adulthood.

No parent wants to see his child suffer, but with the help of CRISPR, this can be possible.

With genetic engineering, the physical appearance, metabolism of future children can be changed.

In fact, even their physical capabilities, appearances such as the color of the eyes, skin, memory and even intelligence can be modified.

This is very promising yet frightening.

It is indeed true that CRISPR may lead to a much wonderful and promising tomorrow. However, just like any other inventions, CRISPR has its drawbacks.

Like many other scientific breakthroughs, this one comes with a lot of giant ethical questions. With all the promises CRISPR holds,

it’s still not a perfect system.

One of the negative impacts of CRISPR is that science can easily edit human genes. In this case, human rights are violated. Every fetus has the right to remain genetically unmodified.

It is a general fact that we are created according to God’s plan and no one has the right to change it in any way possible. We must have to stick on who we are supposed to be.

We can use CRISPR to cure diseases but not to modify our own identity.

How far do we take this technology? Is it okay to mess with the basic code of life just to keep up with some predetermined social standard of genetic perfection? This can lead to creating dozens of entirely new species of human beings and this would lead to a horrible future. We have no right to counter the will of God. CRISPR places an entirely new kind of power into human hands and we must not let this swallow us because of our thirst for perfection.

CRISPR offers a peek of the future and we still have time to change the horrible tomorrow that is waiting for us. We must reflect on this question. Where is the sense of God if humans would have the power to change everything?

The Pondo sa Pagbabago at Pag-asenso (P3) Program, the administration’s flagship program that aims to topple 5-6 lending scheme, has assisted 20,425 micro entrepreneurs, with a total of P812.12 million loans released.

The P3 program has also started in providing assistance to entrepreneurs

who are affected by the Marawi siege with a total of P375,000 loans released to 37 Maranao entrepreneurs.

Maglaya said the Pondo sa Pagbabago at Pag-asenso (P3) Program is a huge relief for micro entrepreneurs who usually are vulnerable to loan sharks.

Likewise, the agency has also established more Negosyo Centers with already a total of 718 centers throughout the country.

Meanwhile, the Shared Service Facility (SSF), which provides MSMEs access to technology, machinery, equipment, tools, systems, skills and knowledge under a shared system, continues to increase with 2,222 SSFs worth P1.188 billion throughout the country, benefitting 215,628 existing and potential MSMEs and has provided 111,747 jobs to Filipinos.

With access to better technology and more sophisticated equipment, MSMEs will have higher productivity, better and efficient products, higher levels of innovation and creativity, and improved market access to address the gaps and bottle necks in the global value chain being faced by MSMEs. The equipment-sharing program also increases capabilities of both manufacturing and agriculture-based MSMEs to enable them to develop capacity and a culture of quality.

According to Provincial Environment and Natural Resources Officer Eugene Alaba, the provincial government has committed PhP1.5 million for the land preparation and road network development; however, as of now, more than PhP4 million has already been shelled out for labor, equipment rental and fuel.

The municipal government of Monkayo has also assisted in the land preparation and road rehabilitation through the utilization of their heavy equipment.

Alaba said that for now, the land preparation has already been accomplished and the road network development is still on-going.

He added that more funding is still needed to complete the Mabatas area, including the power lines.

On the side of the operators, Mount Diwata Barangay Captain Pedro Samillano said that most of the operators agreed to the transfer as long as it is ready for their livelihood. Ore processing is the main livelihood in Barangay Mount Diwata with a population of around 10,000 people.

Years ago, my wife Mira was surprised to receive a statement for a dinner at a restaurant in Kuala Lumpur.

After several calls, the credit card company sent her the record of purchase.

The restaurant bill showed a signature which I immediately recognized. It was mine!

As it turned out, I still had my wife’s extention card in my wallet when I travelled to Kuala Lumpur that year. I absent-mindedly presented my wife’s card at the restaurant. The restaurant, without checking the identity of the card holder, simply swiped my wife’s card.

I could just imagine what would have happened if my wife’s card had fallen in the wrong hands.

Given the optimism in the new dispensation, the satisfaction rating may because of security of tenure, and due to the fact that public servants under the Duterte administration are given due recognition – higher pay like never before!

Statistics show that there are at least 1.53 million government workers in the country today, or 3.4 percent of the total labor force. About half of the government personnel or around 700,000 are teachers.

As the biggest employer, the government has no reason to fail this time. Gone are the days when people in government don the highest order of arrogance and corruption.

Now crowned with the “happiest” work title, public servants have no reason not to be happy this time. The impending salary increases of teachers, the newly approved salary scale for military and the police, among others loom in the heart of President Duterte.

Moving to a new beat – Honda BeAT (ISS) Most people I know are intrigued why a relatively tall guy like me (I am 5’ 11”) has an affinity to small bikes, specifically scooters.

A fair observation, I suppose, because of all the bikes in my garage, it is my 2013 Honda BeAT that gets most usage.

Well, my primary purpose for riding motorcycles is to “beat” traffic as most of my time on the saddle is spent navigating through congested urban areas. Honda has since updated this entry-level scooter, targeting a new generation of riders, tall or otherwise.

The all-new BeAT still has a modest 110 cc air-cooled engine but is now equipped with Honda’s PGMFi system. This enables it to produce

6.36 kw @ 7500 rpm and 9.01 nm @ 6000 rpm while achieving a claimed fuel efficiency of 63 kilometers to a liter.

What is immediately noticeable though, is the excellent throttle response.

From stop lights, the all-new BeAT accelerates like a 125 cc. Speaking of stop lights, little scooter is fitted with Idlingstop System (ISS).

The ISS automatically shuts off the engine after idling for three seconds. This is particularly useful at junctions where it takes a while for the light to turn green. There’s no point burning fuel if you are not going anywhere. When it’s time to go, just blip the throttle and the engine fires up without delay. No need to press the

starter button. If you happen to be uncomfortable with this feature, you can just flip a switch to disable it.

Aside from the technological

advancements, the all-new BeAT offers some practical features as well. It now comes with a 11.2 liter underseat compartment. While it won’t fit any type

of helmet, it is still a good place to safely store some personal items or electronic gadgets. The floor board is also wider and longer so it can also double as cargo bed for other items like a bag or a small box. To accomplish Honda stretched the wheelbase from 1240 mm to 1256 mm. Because of this, I find it easier to make tight turns on the older version.

The battery was also relocated from under the seat to under the floor board, raising it a bit, to give way to the underseat compartment. This won’t be an issue unless you have very long legs as your feet rest a little higher.

Honda did not scrimp on safety as this scooter is equipped with a combi-brake system,

wherein you can use just the left lever to apply both front and rear brakes. This is quite handy when riding in congested areas. The front disc and rear drum brake configuration works perfectly. It still uses the same 14 inch tires but they are now tubeless. In case of a puncture, you will still be able to stir safely until you reach a tire shop. It still has a front fork and a rear monoshock and I found the ride more comfortable with a passenger.

Intended for a younger demographic, the all-new BeAT is available in several vibrant colors at an affordable price of P 69,900 for the ISS variant and P 63,900 for the standard variant.

12. Increase Paternity Leave Benefits as Incentive for Fathers for Meaningful Participation in the Care of the New Born Child in the Private Sector.

– Additional paternity leave benefits up to fourteen (14) days from the seven (7) days mandated by the law under RA 8187, shall be extended to male employees in private offices and commercial/industrial establishments located in the Municipality, who have rendered at least one (1) year continuous service, provided that this benefit shall be mutually agreed upon in the Collective Bargaining Agreement (CBA) between the concerned employees’ union and management. Provided, further, that any additional leave period shall be used for caring of the new-born baby by the concerned employee.

ARTICLE VIII REGULATIONS ON BEAUTY CONTEST AND PROTECTION AGAINST DISCRIMINATION

Section 8.1. Beauty Contests, Fashion Shows, Modeling, Concerts and Similar Shows and Competitions. - Beauty contests, bikini contests, fashion shows, modeling, concerts and other similar shows and competitions which tend to exploit, commodify, abuse, humiliate and treat women, men and children as sex objects are hereby strictly prohibited and declared unlawful in schools, communities, and barangays in connection with special celebrations or any affair for that matter.

But in their stead, the projection of men, women and children’s strengths and potentials, especially with regard to indigenous and culturally relevant forms shall be encouraged.

The following are considered as acts of exploitation, commodification, abuse, humiliation and treatment of men, women and children as sex objects:

1. Wearing of any attire that exposes the butt and genitalia of both gender and sexes, and the women’s breast;

2. Wearing of transparent, skin tone, see-through and the like underwear, attire or clothing;

3. Using inappropriate body movements; Any person or entity organizing the contest violating this provision shall be penalized with 1 year imprisonment or a fine of P2,500.00 or both at the discretion of the court.

No beauty contest or any related shows and competition shall be conducted without securing Clearance from the barangay or Municipality and Consultation Clearance from the secretariat of the GAD Committee chaired by the Municipal Population Management Office before the issuance of the Mayor’s Permit to ensure the proper implementation of this section.

Section 8.2. Nondiscrimination of Gays, Lesbians, Bisexuals, and Transgender.

– It shall be regarded a violation of human rights to discriminate against any person on the basis of their sexual preference or orientation for employment, participation in Municipal development programs and projects, and/or other family community activities. Every person’s right to sexual preference shall be respected and protected.

ARTICLE IX MAKILALA MUNICIPAL ASSISTANCE AND SUPPORT SERVICES FOR THE PROTECTION OF THE RIGHTS OF WOMEN AND CHILDREN BEING THE CONTEXT OF THE MUNICIPAL’S GENDER AND DEVELOPMENT Section 9.1. Local Government Assistance and Support Services. – The Municipal Government of Makilala thru the GAD Committee and in coordination with its line and partner agencies such as Municipal Social Welfare and Development Office, Municipal Health Office, Municipal Population Management Office and other agencies of the government, people’s or non-government organizations and private sector shall require the provision of the following assistance and support services:

a.) Support to persons in Armed Conflict Situation. (1) No person shall be deprived of basic social services in armed conflict areas; (2) no one shall be kept by any peace and order personnel in military detachment/ police checkpoint or any analogous quarter for purposes of company;

b.) Conscious Surveillance of Entertainment Establishment. The Municipal Health Office shall conduct conscious surveillance of entertainment establishments existing in the Municipal that are suspected of exploiting women;

c.) Indigenous and Cultural Practices. Indigenous and Muslim women shall be allowed enrolment in schools and colleges and enjoy employment opportunities without prejudice to their birth and marriage rituals where no birth and marriage certificates are issued as evidence therefore;

d.) Support to Women Survivors of Violence. The Municipal Government of Makilala shall provide support to women survivors of violence;

e.) Support to Solo Parents. The Municipal Government of Makilala shall provide support to Solo Parents as mandated by law;

f.) The Municipal Government of Makilala, through the Municipal Police Office, shall establish and maintain the Women’s and Children’s Protection Center (WCPC) preferably handled by Women Police Officers. All Police Stations shall have WCPC to specifically handle concerns on women and children. All police stations of the Municipal shall have a separate women and children protection room within the police station;

g.) Complaints on battering and other forms of abuse against women and children shall be handled by female officers in the local police force whose character and credibility do not violate the accepted standards in handling such cases. Complaints against all forms of battering of men shall be handled by the Municipal Social Welfare and Development Office (CSWDO); h.) Programs for Survivors of Violence. Women and children who are survivors of all forms of violence shall be registered in the psychological program which shall be carried out by the Municipal Social Welfare and Development Office; i.) All investigations/hearings involving rape cases and other forms of violence against women and children conducted in the police stations, prosecutor’s office and other trial courts shall recognize and allow the survivor’s support group to be present in the court room as observers and to provide moral support to the victims subject of litigation;

j.) Children’s Welfare is hereby strengthened under the Municipal Social Welfare and Development Office to cater to problems and concerns of depressed families especially those affected by natural and artificially made calamities or disaster; k.) Social Human Development Council (SHDC) shall be strengthened by the Municipal government composed of NGOs, POs, PS and GOs that shall serve as coordinating and advisory body of the Municipal government in designing programs geared towards gender and youth development, promotion and protection of ecological balance and shall formally and regularly consulted on peace and development issues on the basis of social equity and justice;

l.) Support to Women in Detention. – The rights of all women detainees shall be protected by ensuring them of (a) a speedy trial of their respective cases; (b) an appropriate program to respond to their specific needs and problems as detainees; (c) a separate physical structure and space provisions for detention and rehabilitation; and (d) a provision of legal services.

Section 9.2. Comprehensive Health Care Service in Gender Perspective. – No person shall be denied of health care service on the account of gender, age, sex, creed, civil and social status, education, religion and ethnic.

The Municipal government shall adopt the reproductive health care approach at all levels of health care delivery. Such approach shall integrate many issues not previously considered central on population, sexuality, gender power relations and domestic violence.

The services shall be consistent with gender-responsive health care delivery and shall be a life-cycle based framework. This framework assures services “from womb to tomb”. Services shall abide by the principle of quality information and quality care.

Section 9.3. Legal Assistance Services for Victims of Violence against Men, Women and Children. – The Municipal government shall establish legal team to provide paralegal or legal assistance to the victims of violence against men, women and children. The team shall handle the cases and other legal actions particularly on all forms of violence against men, women and children.

To ensure the provisions of free legal assistance or service, a legal officer and a legal aide shall be hired by the Local Government Unit who shall primarily serve the clients of this Unit. The Legal Officer and Legal Aide shall provide services for any legal actions needed in protecting the abused victims.

Section 9.4. Comprehensive Support to Victims and Survivors of Violence. – The Municipal government shall provide a comprehensive support to victims and survivors of violence which consist of but not limited to:

immediate conduct of an investigation within 24 hours; provide for counseling and medical services for the offended party; gather evidence for the arrest and prosecution of the offenders; make a report of his/her investigation and on the basis of the offended part’s testimony and additional evidence, if any, endorse the same to the proper prosecution office within 36 hours from the time of filing, regardless of his/her evaluation of the case; the investigating officer or the examining physician, if possible of the same sex as the offended party, ensure that only person expressly authorized by the latter are allowed inside the room where the investigation, medical or physical examination is being conducted; victims and survivors of all forms of violence shall register in a communitybased psychological program that shall assist the victims and survivors in holistically rebuilding and empowering themselves; all investigations/hearings involving rape cases and other forms of violence against women and children conducted in the police stations, prosecutor’s office and the trial courts shall recognize the survivor’s social support group as expressly allowed or requested by the offended party; a temporary shelter with appropriate support services for women and children in crisis shall be appropriately constructed under the management and supervision of the Municipal Social Welfare and Development Office.

Section 9.5. Shared Parenting and Responsibilities. – The Municipal government shall advocate that all parents have moral obligation and responsibility in assuring the rights and well-being of their children, such as caring and nurturing, regardless of sex, and physiological and psychological conditions.

Section 9.6. a. Establishment of Makilala Municipal Gender Protection Unit – The Municipal Government of Makilala shall establish a Gender Protection Unit at the Makilala Municipal Health Center and all levels of health care, especially at the tertiary level and shall provide service training to all health and other allied personnel who shall be assigned in this unit. The unit shall include assistance and services for persons in crisis regardless of gender and sex, the establishment and operation of a rape crisis center as mandated by Republic Act. 8505, for the purpose of:

1. Providing victims of physical and sexual abuse and other forms of violence with psychological counseling, medical and health services, when necessary; 2. Securing free legal assistance or service, when necessary, for victim physical and sexual abuse and other forms of violence; 3. Assisting victims of physical and sexual abuse and other forms violence in the investigation to hasten the arrest of the offenders and the filing of cases in court; 4. Ensuring the privacy and safety of victims of physical and sexual abuse and other forms of violence; 5. Providing psychological counseling and medical services whenever necessary for the family of victims of physical and sexual abuse and other forms of violence; 6. Developing and undertaking a training program for law enforcement officers, public prosecutors, lawyers, medico-legal officers, social workers, and barangay officials on human rights and responsibilities, gender-sensitivity and legal management of rape and cases of abuse in coordination with the GAD Focal Office; 7. Adopting and implementing programs and procedures to expedite the processing of cases of abuse and other forms of violence. b. Women and Children’s Protection Center – The Municipal government shall ensure the establishment of Women and Children’s Protection Center in all police stations in the Municipal which shall serve as a stand-by quick response team to immediately respond to any call of violence by persons in crisis. c. Local Inter-Agency Task Force Against Trafficking. – The Local Inter-Agency Task Force Against Trafficking (LIATFAT) established by Ordinance No. 01, Series of 2005 shall remain and continue to exist, with the following powers and functions: 1) formulates a comprehensive and integrated program to prevent and suppress the trafficking in persons; 2) recommends rules and regulations as maybe necessary for the effective implementation of R.A. 9208; 3) delivers programs and services for the prevention , rescue and rehabilitation of victims of trafficking and their families; 4) conducts massive information dissemination and campaign on the existence of law, rules, and regulations and on the various issues and problems attendant to trafficking; 5) assists in filing of cases against individuals, agencies, institutions or establishments that violate the provisions of R.A. 9208; 6) develops mechanism to ensure the timely, coordinated and effective response to cases of trafficking in persons; 7) coordinates with other national and local agencies that may be involved in the enforcement of R.A. 9208; 8) exercises all the powers and perform such other functions necessary to attain the purpose and objectives of the ordinance.

d.) Creation of a Family Arbitration Committee. – All Barangay Governments in the Municipal shall create a committee on Family Arbitration to resolve cases on family disputes and violence.

e.) Barangay-Based Registration of House Helpers. – All barangays in the Municipal shall initiate barangay-based registration of domestic helpers in their barangays to monitor cases of sexual harassment, sexual abuse and other forms of maltreatment. Households shall be required to enlist their house helpers for identification and for other purposes.

f.) Barangay-based House help Support. – All barangays in Makilala Municipal shall conduct information and education for both house helpers and house helper employers on gender sensitivity. Employers are reminded to provide their house helpers weekly day-off as mandated by law

Section 9.7. Orientation on Sexual Harassment. - All government agencies and private offices, commercial/industrial establishments located in the Municipal shall conduct regular orientation on sexual harassment for their respective employees. Certificate of Compliance shall be submitted to the Municipal Gender and Development Committee.

The Municipal government shall set up/create its own Committee on Decorum and Investigation (CODI) including the promulgation of the Implementing Rules and Regulations or policy on sexual harassment that will provide/prescribe procedure for the investigation of sexual harassment cases and administrative sanctions covering all Municipal officers and employees in accordance with the provision of Republic Act 7877 and the Civil Service Commission.

The Municipal government shall campaign to set up/create the same CODI in all private offices and commercial/industrial establishments.

Section 9.8. Setting-up of Committee on Decorum and Investigation – A Committee on Decorum and Investigation (CODI) shall be set up in the local government unit, national agencies, private establishments or companies to act on complaints related to sexual harassment.

Section 9.9. Employment and Capital Assistance Program. – The local government thru the agencies engaged in socio-economic programs shall not deprive anyone of capital assistance, subsidy and/or employment because of sex and gender.

Section 9.10. Gender-Sensitive Work Environment. – A gender-sensitive work environment shall be adopted by all offices, agencies and establishments or companies which shall help prevent sexual harassment, sexual abuse and other forms of maltreatment in the workplace.

There shall be separate facilities for men and women, such as but not limited to comfort room, powder room and the like.

Section 9.11. Workers in the Entertainment Industry. a. Workers in the entertainment industry shall be recognized as wage earners and they shall receive a minimum wage and benefits afforded to workers and shall render services only in the place of work as specified in the business permit of the establishment concerned. b. Support Services for Workers in the Entertainment Industry. The Municipal Government shall provide alternative socio-economic support services for workers in the entertainment industry in its desire to respond to their practical needs.

c. Medical Routine Check-Up. Workers in the entertainment industry shall be afforded by their respective employers with medical routine check-up and medicines if needed.

d. Raids. Any form of brutality shall not be allowed during conduct of raids in the entertainment establishment. Violators of this provision shall be subjected to administrative sanction.

ARTICLE X HEALTH AND SOCIAL WELFARE Section 10.1. Socialized Reproductive Health Services for All Hospitals. – No hospital in Makilala Municipal shall deny persons living below poverty line of reproductive health services. All individuals shall secure a certificate of residency from the Barangay Chairperson where they are residing which will be the requisite of the issuance of Certificate of Indigency from the Municipal Social Welfare and Development Office.

Section 10.2. Upgrading the Health Care Delivery System. – Quality health care and services that are not discriminatory on account of the gender, age, sex, creed, religion and ethnic shall be adopted and implemented.

Section 10.3. Reproductive Health Care Delivery. – The Municipal government shall adopt the reproductive health care approach at all levels of health care delivery. Such approach integrates many issues not previously considered central to population, sexuality, reproductive tract infection, gender power relations and domestic violence and shall not be limited to family planning and child bearing.

Section 10.4. Reproductive Health Services. – Establishment within the Municipality of Makilala as well as labor intensive establishment shall provide access to reproductive health services to workers regardless of sex and civil status as a manifestation of concern for women and men’s role in social production.

Section 10.5. Reproductive Health Services for All. – All hospitals in the Municipality of Makilala shall offer appropriate, equitable and affordable reproductive health services for all regardless of sex and social status with respect to religious beliefs and practices.

Section 10.6. Women’s Control over Their Bodies. – Women’s decision to prevent and control pregnancy shall be given the appropriate support and guidance by all health professionals, private and public at very minimal cost.

Section 10.7. Protection against Drug Abuse. – A special Task Force shall be sustained by the Municipal Mayor for the protection against drug abuse and proliferation of illicit drugs in the Municipality.

Section 10.8. Access to Safe Water. – All barangays in the Municipality shall provide easy access to safe water supply. Appropriate water systems shall be installed, if possible right at their tap, to ease a person’s workload especially to minimize women and children fetching water for household use.

ARTICLE XI EDUCATION Section 11.1. Promotion of Gender-Sensitive Curricula. – All public and private schools in Makilala shall actively promote gender-sensitivity in their subject/ course curriculum and gender-fair socialization for all enrollees.

Public and private schools shall also promote gender-sensitive counseling and career education programs to encourage anyone to pursue academic and technical courses to widen their career opportunities.

Section 11.2. Conduct of Regular Gender-Sensitivity Training for All Teachers at all School Levels. – The Division of Municipal Schools in coordination with the Makilala Municipal GAD Committee shall conduct gender-sensitivity orientation for teachers every school year.

Section 11.3. Adult Education. – The Municipal government shall provide adult education program in all barangays of the Municipal.

Section 11.4. Monitoring and Reporting of Gender-Sensitive Educational Materials. - The GAD Committee shall coordinate with the Division of Municipal Schools, colleges and universities in monitoring and reporting the usage of gender-sensitive educational materials.

Section 11.5. Scholarship Program. – The Municipal government shall adopt the scholarship program for the poor but deserving students regardless of sex, gender, ethnic, religion, etc.

Section 12.1. Observance of Men and Women Campaign. – As declared by the United Nations, Republic Act No. 6949 and an Executive Order of the Local Chief Executive of Makilala , the Municipality shall observe March 8 of every year as Women’s Day Celebration. On said day, there shall be activities for women to increase their level of awareness on issues affecting them.

Section 15.1. Penal Provision.

The Municipality shall also observe the first Monday of June of every year as Men’s Day in support to gender and development advocacy pursuits. For this purpose, men’s group shall be organized to orchestrate gender and development related activities among them.

Section 12.2. Rural Women’s Day. – The Municipality shall celebrate October 15 of every year as Rural Women’s Day in accordance with National Declaration in 1997 and United Nations Conference for Women in 1995.

Section 12.3. International Week of Action against Gender-Based Violence.- The Municipal Government shall organize various events and activities to educate residents about violence against women and children every November 25-December 10 as the period marked as the International Week of Action Against Gender-based Violence and culminates on International Human Rights Day. The activities shall be spearheaded jointly by the Municipal GAD Committee, the Sub-Committee on Women, the Municipal Social Welfare and Development Office, and the Barangay GAD Committee.

Section 12.4. Sustaining the Municipal Federation of Women.- A Municipal Women’s Federation shall be sustained at the Municipal level from among the barangay organizations existing in the Municipal.

Section 12.5. Sustaining Membership of Women in Local Special Bodies. – The Municipal government of Makilala shall maintain at least one seat for women representatives in different special bodies on the Municipal Government. These local special bodies shall include, but not limited to, Municipal Development Council, Local Health Board, Local School Board.

ARTICLE XIII CHILDREN SUPPORT SYSTEM Section 13.1. Day Care Centers. – The Municipal Government shall ensure that Day Care Centers are set up in every barangay.

Section 13.2. Child Minding Centers. – The Municipal Government shall establish at least one (1) Child Minding Center in the Municipal. The barangays are encouraged to set up their own Child Minding Center.

Section 13.3. National Children’s Month. – Pursuant to Presidential Proclamation No. 267 dated September 30, 1993, the Municipal shall observe the month of October as National Children’s Month and shall undertake relevant projects and activities.

CHAPTER IV ARTICLE XIV GENDER-FAIR LANGUAGE Section 14.1. The Municipal Government of Makilala contextualizes on sexist language. In its attempt to erase all forms of discrimination against women, thus empowering them to make a full contribution to society, the Municipal Government of Makilala hereby undertakes to integrate the use of gender-fair or non-sexist in the various orientation and trainings.

Section 14.2. Guidelines for Non-Sexist Language. - The following guidelines for non-sexist language are hereby adopted for both written and verbal communication: a.)

Generic man

1. Replace man with specific nouns or verbs that say explicitly what you mean. Example: instead of manpower, use labor, human resources, personnel;

2. Use nouns that encompass both man and woman. Example: instead of mankind, use humanity;

3. In making general statements, add women. Example: instead of man is vulnerable, use women and men are vulnerable.

b.) The Pronouns He and His 1. The plural form may be substituted. Example: instead of: The student must submit his paper on time, use: Students must submit their papers on time.

2. The first or second person may be used instead, when appropriate.

Example: Instead of: As a government employee, he faces the problem of low wages, use: As government employees, we face the problem of low wages.

3. The pronoun his may be replaced by an article or dropped altogether.

Example: Instead of: A researcher must acknowledge all his sources.

Use: A researcher must acknowledge all sources.

4. The pronoun one may be substituted when warranted by the text.

Example: Instead of: The individual often wonders how he can help in this time of crisis, use: One often wonders how one can help in this time of crisis.

6. When you have to use third person pronouns throughout a long text: 1. use both female and male [pronouns but vary the order; 2.

Section 15.2. All agencies and offices of the government and the private sectors shall implement this code in coordination with the GAD Committee.

Section 15.3. Compliance Report. – Within six (6) months from the effectivity of this Code and every six (6) months thereafter, all Municipal Government departments and instrumentalities, shall submit a report to the GAD Committee on their compliance with this Code.

Section 15.4. Oversight Committee. – The GAD Committee shall serve as oversight committee to review this GAD Code and prepare or make recommendations to Sangguniang Bayan for possible amendments or revisions thereof after two (2) years from effectivity of this code. The Sangguniang Bayan may introduce amendments to this Code at its own discretion as a law-making body.

Section 15.5. Separability Clause. - If for any reason any portion or provision of this Code is declared unconstitutional or invalid, the other sections of the provisions hereof which are not affected thereby shall continue to be in force and effect.

Section 15.6. Supplementary Clause. – On matters not provided for in this Code, any existing applicable law and its corresponding implementing rules and regulations, executive orders and relevant issuances issued therefore shall apply in supplementary manner.

Sergio Sudaria

T

HE year was 1942.

Fierce fighting broke out between the Japanese forces and Filipino guerillas embedded with the United States armed forces in Asturias, Cebu. In the course of the fighting, 24-year-old Sergio Sudaria was separated from the group.

Alone and weary with no food in sight, Sudaria walked miles and miles in the desolate jungle of Asturias. With no compass in hand, Sudaria did not care where his feet would take him – as long as he could find food.

Then he found a bird humming.

Sudaria slowly probed on where the sound came from. And there he saw it.

The singing bird was good news. Not because it lullabied him but because Sudaria wanted it as its meal. And so he began attempting to catch it. But each time, the cunning feathery animal would hop and fly away. So Sudaria would follow it. And followed and followed he did whichever direction the animal hopped and flew.

Until Sudaria stumbled back onto his platoon where rations abound.

It was that moment in 1942 that Sudaria was given a second chance at life. Today, Sudaria is still living at 100 years old.

It is with this feat that the Department of Social Welfare and Development (DSWD) honored him as a centenarian.

In a simple rite at the Claveria municipal hall last May 26, Sudaria was given a token by DSWD 10 representative

The emotional Sudaria accepted the token with deep gratitude while recalling that harrowing event in his life more than 70 years ago.

For after that second chance in life, the war had ended. And

Sudaria settled down, bringing his children to Mindanao, first in Damulog, Bukidnon in 1964 and later in 1973 in barangay Patrocinio, Claveria, Misamis Oriental where he has called home for the past 40 years.

Blessed with eight children, Sudaria

became a farmer and tilling the soil for corn crops.

Fast forward to 2017, Sudaria is now blessed with almost 200 grandchildren, great grandchildren and great-great

grandchildren.

Yet he remains to be healthy and even manages to walk without a cane, exercising within the confines of his neighborhood everyday accompanied

by two of his greatgrandchildren.

Sudaria is indeed living a long life. All because God made that bird tease him, hopping and flying until he reached his platoon.

NOTICE TO THE PUBLIC The City Government of Iligan (“City”) recently announced, with pomp and fanfare, the consolidation of title and ownership of the National Steel Corporation (“NSC”) properties under its name by way of the auction sale held on 19 October 2014 where the properties were allegedly forfeited in favor of the City.This claim is not true.

The City likewise conducted the auction sale to answer for NSC’s tax arrears from 1999 to 2016 without clearing NSC of all its real property tax liabilities up to 14 October 2004 and affording it full relief from payment of interests and penalties under the Decision dated 07 October 2011 issued by Branch 57 of the Regional Trial Court of Makati (“Makati court”) in Civil Case No. 10-639, which was affirmed by both the Court of Appeals and the Supreme Court and has attained finality on 09 February 2016.

As earlier stated, this Court finds that defendants still included the same tax deficiencies subject matter of the Decision during the auction sale.

Since defendants failed to first deduct plaintiff’s tax deficiencies, including interests and penalties, up to October 14, 2004, the auction sale was not only in defiance of the Court’s Decision but is patently erroneous and should be corrected at the earliest opportunity. For these reasons, the auction sale was prematurely conducted and should be nullified.“
