OTABATO City––Government troops on Thursday foiled an attack by the Bangsamoro Islamic Freedom Fighters (BIFF) in a farming village in Pigcawayan, North Cotabato.

Captain Arvin Encinas, spokesperson of Army’s 6th division said troops from 34th Infantry Battalion said around 30 BIFF rebels arrived in Barangay Malagakit, Pigcawayan at dawn but withdrew after the military fired mortars at them. Encinas said they had m o n i t o re d t h e m ov e ment of the armed group and learned of its plan to launch attacks in the province. “We received a prior information ab out the plan of attack by BIFF so the troops positioned to block them,” he said. Arrested farmers accuse military, police of frame-up

KIDAPAWAN City––Two farmers belonging to a militant group accused the military and police of planting evidence to justify their arrest in separate raids in Magpet, North Cotabato on Tuesday. Harold Adiaton and Ian Solis, both organizers for the Panaghiusa sa mga mag-uuma sa Magpet (PAMA), were arrested after soldiers and policemen allegedly found improvised explosive devices (IED) in their houses. But the two suspects accused the government operatives of orchestrating evidence. Adiaton denied keeping an IED in his house, saying he saw a member of the raiding team place the item on his child’s bed. “After that, they told me it was an IED and immediately chained me,” he said. In another raid on Tuesday police and soldiers arrested Datu Maylan Andas, leader of the Manobo-AromanonPasakaday Association (MAPA). MAPA and PAMA both belong to the Kilusang Magbubukid ng Pilipinas. Joy Mirasol, secretary-general of Karapatan-North Cotabato, said the Army and police committed human rights violations by arresting the three farmers. But Lt. Col. Harold Argamosa, commander of the 39th Infantry Battalion, said Andas was arrested for frustrated murder based on a warrant of arrest issued in 2015. He maintained that Adiaton and Solis were arrested for keeping IEDs. The suspects were placed under the custody of the Magpet police. Police said Andas will be turned over to a local court for his commitment order, while complaints of illegal possession of explosive are being readied against Solis and Adiaton. 25 adults, 43 minors ‘arrested’ for violating ‘general curfew’ in Surigao SURIGAO City--A total of 25 adults and 43 minors were brought to the police station for two consecutive days for violating the “general curfew” that the police implemented starting Monday. All, however, were released immediately after they were informed about the “general curfew,” said Supt. Jay Baybayan, city police chief. The city council earlier passed City Ordinance 310 declaring curfew for minors starting from 10 p.m. until 4 a.m. Baybayan, in a letter to Mayor Ernesto T. Matugas dated January 8, declared the implementation of a “general curfew” – also from 10 p.m. until 4 a.m. – effective immediately supposedly because of the “series of incidents” in the city. He explained to MindaNews that this time, the curfew also applies to adults. He noted that since the start of the year, there have been a robbery at the offices of the Philippine Information Agency, the Cokaliong Shipping Lines, and Globe Telecommunications. He further noted the armed

robbery at at Sitio Banahaw in Barangay Sabang an a stabbing incident at P. Reyes Extension. “These crimes were … perpetrated either late at night or early at dawn,” Baybayan pointed out. He said the curfew declaration was “in relation to Presidential Proclamation No. 216 declaring te Island of Mindanao under the state of Martial Law.” Baybayan vowed to “continue to observe the rule of law and human rights” and promised to “immediately restore peace and order” in the city. Mayor Matugas apparently gave his nod to the “general curfew” as he wrote, also on January 8, to the barangay captains informating them of the police’s order. Several persons have criticized the implementation of the general curfew. Former city councilor and human rights lawyer Jose Begil Jr. said the general curfew has no legal basis. “Bringing a person to the police station or anywhere just because he happens to be in the way of city police officers after 12 midnight

amounts to arresting that person and the arrest is unlawful and there would also be an undue restriction of freedom of movement in violation of constitutional right,” Begil said. While Begil appreciates the noble intention of the police to keep peace and order to prevent criminality, he said the police can still accomplish their purpose without having to resort to a curfew. Philippine Independent Church Bishop Rhee Timbang said the general curfew is against human rights. “It is regrettable that PNP Surigao City is implementing this general curfew. For one, the curfew implementation is an over-reaction. Two, its implementation is for a wrong reason. It cannot curb criminality in the city,” said the bishop, adding that police visibility, street patrol, speedy police action, better community relations, and professionalism are needed most. Timbang stressed that the curfew could only project a bad picture of the city and might discourage tourists

and investors. “Worse, it can do more damage to human rights and civil liberties of our people,” he added. “Incidence of violations against human rights and civil liberties committed by state security forces that include the police is rising at the moment in the city. The curfew implementation might worsen the situation. Martial law does not and cannot suspend fundamental rights,” Timbang said in a text message. Roman Catholic Bishop Antonieto Cabajog said the imposition of curfew may be important to restore law and order, but he pointed out that there should be exceptions. Lawyer Rise Faith Recabo, a city councilor, told MindaNews she was not certain on the legality of the police’s general curfew. “I think City Ordinance 310 is applicable to minors. I am not certain on the city PNP’s basis for the general curfew. The mayor I believe has sanctioned this,” she said. But Recabo said the arrested adults could question the police. (Roel N. Governor Bambi Emano installed lawyer Jeffrey Saclot as head of the said department and Yvonne Waga as the assistant department head. They both took their oath of office before Governor Emano on January 8 in time for the

celebration of the province’s 88th Founding Anniversary and 5th Kuyamis Festival celebration. Saclot will be the first head of the said department. The governor commended Board Member Gerardo “Boboy” Sabal for sponsoring such approved measure in Sangguniang Panlalawigan. Emano added the Provincial Government would realign some budget to fund the newly created department, which was previously under the Office of the Governor. CAGAYAN de Oro City--No build zones behind the megadike on both banks of the Cagayan de Oro River can be utilized as sites for barangay centers, parks, open spaces, promenades and other facilities not intended for habitation. In his special report during the 18th City Council regular session Monday presided over by Vice Mayor Raineir Joaquin V. Uy, Councilor Reuben R. Daba, chair of the committee on social services, proposed for the passage of a resolution urging the Department of Environment and Natural Resources (DENR) and Mines and Geosciences Bureau (MGB) for an exemption to the “No Build Zone” in Cagayan de Oro River starting from Isla Baksan and its parallel side in Carmen and all the way to Rotunda as it is designated as easement for the construction of government facilities. Councilor Daba said it is in accor-

dance with the provisions in Article 51 of Presidential Decree 1067 which provides that banks of rivers and streams and the shores of the seas and lakes throughout their entire length and within a zone of three meters in urban areas, 20 meters in agricultural areas and 40 meters in forest areas, along their margins are subject to the easement of public use in the interest of recreation, navigation, floatage, fishing and salvage. Daba pointed out that these are areas designated as “No Build Zone.” However, because of Typhoon Sendong and as a matter of disaster preparedness, the government put up flood control and mitigating measures which is now ongoing on both banks of Cagayan de Oro River starting from Barangay Macabalan and ending in Macasandig. “The area running along the dikes which are open but still a no build

zone as provided in the law are therefore relatively safe provided that they are not used for rehabilitation” he stressed. Daba requested that national and local governments be allowed to put such facilities as barangay hall, health center, sports center, child development center, multi-purpose hall, parks, open spaces and promenades for use of their constituents specifically that urban barangays situated along the river are deprived of such spaces. “Dugay na gayud kana nga damgo sa atong mga kauban labina ang urban barangay nato 1 to 40 nga wala gayud silay space (This has been a dream of our constituents especially the urban barangays 1 to 40 which don’t have enough space),” he said. Customs to beef up Zamboanga office to address rampant smuggling ZAMBOANGA City--The Bureau of Customs (BoC) will strengthen its manpower to address the rampant smuggling activities in this city. Customs Commission Isidro Lapeña made this announcement here on Wednesday after the Coastguard Southwestern Mindanao District has turned over to the BoC the more than PhP100 million worth of confiscated smuggled rice. Lapeña said they will intensify the campaign in bid to eliminate, if not lessen, smuggling activities in this part of the country. “Smuggling is doing so much damage to

the economy of the country. It is undermining legitimate businesses,” Lapeña said. He said there is a need to strengthen the anti-smuggling campaign to protect legitimate businesses that pays the correct taxes, which is the bloodline of the country. “These (taxes) is where the government get funds for its projects and programs,” he said. He said an in-depth investigations will be conducted to determine ownership of the seized smuggled rice shipment that was turned over to them. See smuggling, page 11

THE recent flash floods in Mindanao and the Visayas spawned by two typhoons that claimed lives, displaced families and destroyed properties are no longer considered ‘breaking news’ these days. Natural disasters are now common year in and year out. It has become a way of life so to speak, events we could no longer avoid, halt, or put a stop. The frequent occurrences of floods and droughts elsewhere are by-products of man’s insatiable greed --that of wanton abuse and the subsequent neglect of our environment. The result? We have now this thing called climate change staying for good in our midst. Studies show that there are several causes of climate change, but all have something in common –- people.

On one hand, global warming is a side effect of many things that we, as a people do – like driving cars, heating homes, running factories, and transforming forests into towns. Our landfills and farm animals are to blame for recent climate change, too. Burning fossil fuels like coal, oil, and gas releases greenhouses gases such as carbon dioxide into the atmosphere. These gases trap heat in the atmosphere that was on its way out to space, causing Earth’s greenhouse effect to grow more intense, warming the climate. Changes in the way land is used also have an impact on climate. For example, when trees and other plants are cut down to make way for new buildings or parking lots, climate warms because less

carbon dioxide is taken out of the atmosphere without the plants. Plus, the asphalt and buildings tend to hold onto more heat than forests and fields, so when warmed by the Sun, they stay warm for some time. Agriculture also adds greenhouse gases to the atmosphere. Farm animals release methane, a particularly strong greenhouse gas, as they digest food. Factory-made fertilizers release nitrous oxide, another strong greenhouse gas into the atmosphere There will be more global warming coming as summarized by the Intergovernmental Panel on Climate Change (IPCC) -- a group of hundreds of experts from more than 100 countries organized by the World Meteorological Organization (WMO) and

the United Nations Environment Programme (UNEP). The IPCC predicts a 0.2° Celsius warming for the next two decades. If we continue to emit as many, or more, greenhouse gases, this will cause far more warming during the 21st Century than we saw in the 20th Century. During this time, the Earth’s average temperature will rise between 1.8° and 4.0° Celsius (3.2° and 7.2° F) depending largely on how humans change the ways they live on the planet. With due respect, I am constrained to say that the Interim Internal Affairs and Integrity Unit (IIAIU) that Lapena created at the Bureau of Customs in the month of December 2017 to allegedly track down and eliminate corruption among its officials and employees will again be similarly useless and ineffective. Corruption in the heart, in the mind, and in the spirit, has become a part not only of the Customs bureaucracy but of the entire nation as well. And we can only fight this off if we

bring back our people to a sincere reaching out to the Word of God in the Bible, and to an honest obedience to His commands. SolGen: Lack of quorum in anti-TRAIN petition ‘lame’ argument THE Office of the Solicitor General (OSG) on Thursday slammed the petition filed by militant lawmakers before the Supreme Court (SC) seeking to halt the implementation of Republic Act 10963 or the Tax Reform for Acceleration and Inclusion (TRAIN) Act. “Lack of quorum of Congress is that all you have to nullify the TRAIN Law? Thank you, your Honors, for making my job easier,” Solicitor General Jose Calida said in a post on his Twitter account, noting that such argument was a flimsy excuse. Rodolfo said the department wanted processes under trade remedy laws to be simpler, transparent, and efficient by eliminating redundant procedures. Making the processes easier would help industries

seek remedial actions on unfair trade practices that caused injuries to their sectors. “We need to revise our trade remedy laws,” Rodolfo said in Filipino. Globe, DQ Institute, DepEd collaborate to nurture digital intelligence in public schools Globe Telecom, in partnership with the DQ Institute and the Department of Education, are leading the way in nurturing digital intelligence in the country. With more and more Filipino having access to the internet and smartphones, there is a growing need for discerning online citizens nationwide. The commitment of Globe, the DQ Institute, and DepEd includes measurement of the digital intelligence quotient (DQ) of our youth through pilot surveys in public schools around the country. The study will serve as a benchmark to nurture and improve our digital intelligence as a nation. In conjunction with the research, Globe continues its push for increased digital literacy and online responsibility in schools through two key programs. Through the Global Filipino Schools (GFS) Program, every DepEd division in the country is provided a teacher training hub to bring 21st century learning in public schools through technology. The program

equips one showcase school per division with free internet connectivity, mobile ICT equipment for learning, and teacher training on ICT integration in the classroom. Currently, there are 143 GFS learning institutions in 15 out of 18 regions around the country. Next year, Globe aims to bring the GFS Program to all 18 divisions. The showcase schools, in turn, train teachers in neighboring schools on 21st century learning approaches through technology. Also, through the company’s Digital Thumbprint Program (DTP), students and teachers are provided free workshops on responsible digital citizenship. DCIPC registers P270-B investments in Davao DAVAO CITY -- The Davao City Investment and Promotion Center (DCIPC) has recorded P270 billion total capitalization of investments in Davao City last year. The total capitalization indicated an increase from 2016 with PhP230 billion, said DCIPC chief Lemuel Ortonio. Based on the records of the city’s Business Bureau record, Ortonio said there were 40,400 registered establishments in the city; although this still needs further validation to include the fourth quarter data. He attributed the increase to the city’s improved streamlined business processing system, investor confidence, better peace and order situation, and President Rodrigo Duterte, who continues to draw investors to Davao City being his hometown. Also in 2017, Ortonio reported DCIPC approved six projects that were granted business and tax incentives. These projects with total investments of P12.9 billion include two feedmills (aquatic and animal feed) of the Davao South Feedmill Company, the Apo Highlands Subdivision and Alteza Grande by Primeland Properties, the Apo Agua Infrastructura, and the Davao Therma Biotech

Corporation for a biodegradable waste fertilizer facility. Ortonio is bullish on increasing trend this year banking on the continued interest for some non-Davao companies, both new businesses and expansions, to locate here. DCIPC has projected a five percent increase based on the average growth in the past five years starting 2012 to 2016. “We have very good climate on investment and we foresee entry of more businesses on agriculture which is one of Davao City’s

top industries and also on tourism with more business parks and specialized health facilities,” he said. DCIPC also identified possible needs of the city for have more medical facilities as possible areas for investments. Ortonio said there are already investors complying with the requirements for the fiscal incentive application which is expected to be in during the first quarter. The projects involved an expansion of a medical facility in the south and two boutique hotels, he said. Even with a good pro-

jection in 2018, Ortonio said the city will continue reaching out to possible markets. There is one international mission in Malaysia and Singapore in the 3rd quarter of the year similar to the 2017 mission in Japan. This is to support direct flight to Kuala Lumpur and sustain the Singapore-Davao route. DepEd cancels Briones Davao visit due to protest DAV.AO CITY -- The protest staged by the Save Our Schools (SOS) Network at the gate of the Kapitan Tomas Monteverde Sr. Elementary School in Davao City prompted Department of Education (DepEd) 11 officials to cancel the visit of Secretary Leonor Briones. Briones was set to visit the school Wednesday morning to talk with the teachers and students of the school when the SOS Network along with the group of Indigenous People (IP) picketed at the school gates at 9:30 a.m. prior to her arrival. School Principal Maria Epifania Villa said the cancellation of the visit was to avoid trouble with the protesters. Villa did not give further details. During the protest rally of the group, teacher Regulo Abajero III of Monteverde school confronted picketers and asked them to move out. Abajero said the school officials did not expect the SOS and lumads would assemble in front of their school. “Ingon man ko sa ilaha nga kinsa nag kuan sa inyoha nga mag-rally mo diri? Giingnan pud nako nga ako Bagobo ko, lumad pud ko pero kana ilang gipangdala diri wala ni kasabot sa ilang tuyo (I asked, who told them to conduct rally here. I also told them that I am a Bagobo, I am also an IP, the native groups they brought here don’t understand what they are doing here),” he said.

But, the protesters told Abajero that it is part of their freedom of expression to air their disappointment with DepEd for allegedly closing IP Schools in the hinterlands. SOS Network spokesperson Rius Valle said the group staged the rally in time for the visit of Briones because these people demand to face them and grant the permits being asked by these institutions. “Sa katunayan nasa 14 ka mga permits ang hindi pa rin naibibigay. Ang iba mag four years na, ang iba mag-two years na ito kahit na meron ng requirement na kinomply (Actually, there are 14 permits which are still not granted. Some are pending for four years and some are two years this despite the compliance of all requirements),” he said. The sheer volume of instructional content and tools produced during this period resulted in many high quality digital offerings in segments such as mathematics, classroom management and school communications. There are early indications that emerging technologies such as artificial intelligence, augmented and virtual reality and machine learning are creating fresh possibilities to deepen and accelerate student learning. Smart, accessible market intelligence gathers and analyzes the wisdom of educators, students, researchers and other experts to identify specific, high priority instructional use cases that may benefit from

emerging technologies. Education can use one or more research and development hubs or funds that can make large, patient investments in efforts to apply emerging technologies to concrete learning challenges that have proven difficult to solve with existing instructional approaches. This function exists in various forms in other sectors. Will our renewed focus on career and technical education stimulate smart investments in ways to better prepare all young people for the future of work? The real challenge is how to prepare today’s students for tomorrow’s economy, not just the jobs available now. With nearly 40 percent of jobs likely to undergo automation by 2030, we need to begin designing education and workforce development opportunities now.

This amazing creation came to birth on August 1998 by Larry Page, an American C omputer Scientist and an internet entrepreneur and Sergey Brin, the CEO of Google’s parent company Alphabet Incorporated. The word Google is a play on ‘googol’, which is a mathematical term for the number represented by the numerical 1 followed by 100 zeros. This aptly reflects Larry and Sergey’s mission: to organize the world’s information and make it universally accessible and useful. Google is an American multinational technology firm specializing in Internet-related products and services such as online advertising, search engine, cloud computing

and software. During their humble beginning, Google serves over 10,000 queries a day and has quickly gained a reputation as a trustworthy source of information. In the year 1999, it was serving 500,000 queries a day which made them become man’s reliable partner in doing researches. Today, Google is on its sky-rocketing popularity with 4.7 trillion searches per day worldwide. Google provides infinite access to information in the different fields. It is known as man’s best friend in doing researches and other queries in the different areas of learning. With just a few clicks on the keyboard, one is able to get access to the information he needs in his studies or even in his work. The app aims to provide information, give direction and give the latest update happening around the globe. One could easily ‘Google’ about recipes, find articles online, or look up the actor who is on the tip of the people’s tongue. In the field of education, it gives many benefits both to students and teachers.

Google provides a great help to students in doing quick researches of their school-related tasks. It has also made students’ learning much quicker and easier. The birth of Google has allowed individuals to access in the different types of hyperlinks. To become a professional teacher is not easy, we all experienced sleepless nights, stressful days, so much papers and so on. It’s a very great achievement to us to pass all those things and survive on our professions. It also teaches us to have

patients and to be positive to be here today. So, as a teacher we’re trying that our students will not feel that everything needs to perfect. Everything needs to be what they wanted to be. To also have the compassion on what profession they wanted to be in the future. We avoid that our students may feel worthless because of their wrong actions but we wanted them to know

that they will learn to their mistakes. Being a teacher you’ll be the one who’ll understand and correct them, in a good way. It’s not what you need to do, but what your heart wanted to do. They loved their homeland since it is the source of their living that the years of dealing with great floods taught them a lot about resiliency. According to folktales, the word Manobo was, originally known as “mansuba” which means river dwellers. Truly, they live up to their name and reputation, and indeed the art of survival has been effectively handed down to them from their ancestors. “While other communities in Agusan del Sur whine about perennial flooding, villages such as Sabang Gibong find the good in the deluge,” said Michael Sabacajan, Municipal Disaster Risk Reduction and Management Officer.. “People have learned to adapt to the flooding by using floating houses that rise and fall with the water level,” said Sabacajan, also an aide to the mayor, Jesryl Masendo. During floods, the floating houses would drift to a forest several hundred meters from their sites, or have to be pulled by motorized boats and securely tied to trees. With their community tucked deep in the 14,000-hectare Agusan Marsh, school children in Sabang Gibong do not enjoy the benefits of technology, particularly in education. One Team will bring in 15 units of these e-jeepneys, which are equipped with a global positioning system (GPS), an air conditioning system, a wi-fi connection, dashcam, a swiping machine for the fare.
