MISAMIS ORIENTAL -Mayor Gomer A. Sabio had prioritized to stop the illegal quarry that had been taking place both in the river and mountainside noting that Tagoloan river ranked as the 13th largest river in the country with its sands considered first-class.

In an episode of Network Briefing News hosted by PCOO Secretary Martin Andanar, Sabio said, “Within two months since I assumed office, we had stopped the illegal quarry in our municipality. Now there are only six legal quarry firms that are operating and were issued with proper permits.”

Since putting a stop to the illegal quarry the marine life in the river had gradually returned and that residence near the river had now continued their fishing activities.

ILIGAN CITY – Police officers have arrested one of two suspects in the killing of a 35-year-old nurse in Valencia City, Bukidnon.

Lt. Col. Cipriano Bazar, Valencia City police chief, said operatives collared Jason Jamero, 20, at a construction site in Purok 9, Barangay Candelaria in San Fernando, Bukidnon early Friday.

Jamero, a native of Valencia City, works as a laborer at the construction site.

The other suspect remains at large, according to the police.

Investigators recovered from Jamero the cellular phone of the victim, Soriano Moreno, a nurse at the Bukidnon Provincial Hospital in Kalilangan town.

DA-AMAD in Normin acquires wingvan for enhanced Kadiwa operations C A G AYA N D E O R O CITY, Jan. 10 (PIA)--The Agribusiness and Marketing Assistance Division (AMAD) of the Department of Agriculture–Regional Field Office (DA-RFO)-10 recently acquired a brand new wingvan for the use of its enhanced Kadiwa ni Ani at Kita operations.

Funded under the Bayanihan Act I, the P2 million worth wingvan has a 2,500-kilogram capacity with a semi-floating type cab suspension.

Its availability will enable Kadiwa exhibitors to transport their agri-fishery products from production areas to the markets with

great ease and efficiency.

Kadiwa refers to Katuwang sa Diwa at Gawa para sa Masaganang Ani at Mataas na Kita, is a marketing strategy that directly links farmer-producers to its patrons; thereby, reducing cost in the selling of their harvest and other by-products.

DPWH turns over isolation facility to Marawi, Lanao Sur

MARAWI CITY -- The Department of Public Works and Highways (DPWH), through Lanao del Norte Engineering District (LNED) 2, turned over on Thursday (January 7) a 40-bed capacity isolation facility in Barangay Sagonsongan.

District Engineer Alykhan Ali said the DPWH built the facility to help the provincial government of Lanao del Sur and the local government unit of Marawi in the response to the rising COVID-19 infections observed after the holiday season.

This is the second isolation facility the DPWH constructed in Lanao del Sur. In October 20 last year, the agency turned-over a 60-bed capacity isolation facility in Marantao town worth P4 million.

“The DPWH is mandated to help LGUs in the country in constructing isolation facilities to support their efforts to curb the spread of COVID-19 infections,” Ali said.

BUTUAN CITY – For security reasons, all motorcycle riders and back riders will be required to remove their helmets once inside the poblacion or town center of San Francisco town, Agusan del Sur, starting this Monday.

COTABATO CITY--The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) remains optimistic that better economic opportunities are at hand for the coming year, even amid the coronavirus pandemic.

Ishak Mastura, chair of the BARMM’s Regional Board of Investments (RBOI), said the optimism is heightened by the entry of the PHP14-million internet Community Wireless and Power Corporation (CWPC) in the region during the first quarter of the year.

“It is a welcome development, and the town of Wao in Lanao del Sur will be the pilot area for the project site,” Investments He said the RBOI has recently approved the CWPC application to invest in the

region, the first-ever amid the 10-month economic crisis brought by the pandemic.

In 2019, the region recorded PHP4.1 billion, with the Lamitan Agri-Business Corporation investing in Cavendish banana plantations worth PHP1.8 billion in Basilan province.

Other investors were the JMI Sand and Gravel Truck Services Corporation with investments worth PHP1.4 billion in Maguindanao; the Maguindanao Corn Development DSA-1 Corporation worth PHP515 million located in Datu Saudi Ampatuan of the same province.

And third, as they advance in school, students with poor fluency have difficulty keeping up with the high volume of reading required for academic success beyond the elementary grades.

In order for our children to be able to read with comprehension, we must make them fluent readers first on their current reading level. Know your child’s current reading level by asking the teacher or you can work with the teacher for a more positive effect. Let them develop the love for reading. Pressuring them can only lead to anxiety or they may become resentful. Try to find the right book for the child as your gift.

May this reading gift become a catalyst for the child to become a reader for life.

IN addition to the pandemic, there is another topic that we often lose sight of: the climate change. Well, you can already guess: 2020 ties 2016 as the hottest year on record.

A warm winter and autumn have made the previous year the hottest ever recorded, the European Union’s Copernicus Climate Change Service has found.

The Arctic continues to warm more quickly than the planet as a whole. The last decade was the hottest on record globally.

Average global temperatures in 2020 stood at 1.25 degrees C (2.7 degrees F) higher than pre-industrial levels, according to the service. The years from 2014 to 2020 were the hottest on record with both 2020 and 2016 hitting the record for the single hottest year.

Scientists urged governments and corporations to drastically slash their emissions in order to have any chance of achieving the 2015 Paris Agreement and to avoid a catastrophic climate change crisis.

“The extraordinary climate events of 2020 and the data from the Copernicus Climate Change Service show us that we have no time to lose,” said Matthias Petschke, Director for Space

in the European Commission, the EU’s executive arm.

The biggest jump was seen in the Arctic Ocean and the north of Siberia, where temperatures soared to an unprecedented six degrees above the former average.

The report also revealed that carbon dioxide emissions continued to rise, reaching a new high of 431 parts per million by the end of the year.

Yes, nature always strikes back. The figures are particularly alarming because, unlike in 2016, they were reached without the help of the El Nino weather event which added up to two tenths of a degree to the record four years ago, according to NASA and the UK’s Met Office.

The increase in temperature has brought with it other extreme climate events such as droughts, heatwaves and floods. We have seen enough of the latter in the Philippines.

The new year also brought us many storms and floods, especially in Mindanao.

In 2020, the world was also hit by a record number of hurricanes in the Atlantic, to the extent that the World Meteorological Organization (WMO) ran out of letters to name them. The

2020 record came despite global lockdowns which led to a dramatic 7% drop in emissions.

“Since CO2 accumulates in the atmosphere like water in a bathtub, if we turn down the tap by 7%, the CO2 level just rises a bit more slowly,” Stefan Rahmstorf, head of Earth system analysis at the German Potsdam Institute for Climate Impact Research, told AFP. “We need to shut off the tap to get a stable climate again.”

Even if every country were to stick to their pledges from the Paris Agreement, global temperatures would still reach an increase of 3 degrees Celsius by the end of the century. While it is not the most important virtue, chastity nevertheless plays a very crucial role in developing a truly human, let alone, Christian life.

Chastity is a product of love and a producer of love which, in the end, is the very essence and purpose of our life. It is a love that comes from God and is a living participation of God’s love. What chastity does is to incarnate that divine love in our bodily dimension, and in particular, our human sexuality.

Let us remember that our body, together with our spiritual soul, is an essential constituent of our humanity. Both body and soul are meant to be in perfect unity, such that the body is properly spiritualized, and our spiritual soul is also duly materialized. That’s because we are neither purely material bodies nor purely spiritual souls.

But what do we have at the moment? The obvious answer is that the body is left to pursue its own dynamics, practically unguided by our spiritual soul that should also be anchored on spirit

of God, the ultimate source of our life and the ultimate lawgiver of our human nature.

Chastity has become a rare species that is fast facing extinction if nothing drastic is done about it. Nowadays, for example, you can hardly find anyone who is seriously trying to live chastity. Gone are the days when you can meet young, unmarried people who at least are trying to live chastity in perfect continence.

The typical youngster in the street is most likely blighted with all forms of unchastity, and they don’t seem to mind it anymore.

Sexual anomalies and perversions seem to be the new normal nowadays. It can even be said that things are being reversed. Those who try to live chastity are considered as abnormal.

The hot-button issue of gender, for example, is basically a crisis in chastity. The same with the issue of abortion which is not so much a socio-economic-political or ideological issue as it is a moral issue involving chastity.

And by the way, the number one killer in the world in the year that just ended is not Covid nor cancer, but abortion.

while 8.2 million people died from cancer, 5 million from smoking, and 1.7 million from HIV/AIDS. Covid only accounted for 1.8 deaths.

We really need to actively promote this virtue of chastity that puts us in the proper footing to develop our humanity, let alone, our Christianity. Chastity, while involving a lot of vigilance and self-discipline given our wounded condition, actually gives us true joy and peace.

It helps greatly in making us see things more objectively, fairly and globally.

It helps us to live the indispensable theological virtues of faith, hope and charity.

It greatly contributes to our work ethic since it is a good antidote to laziness, idleness and complacency.

It helps us to relate with everyone properly despite our unavoidable differences and conflicts.

Without chastity we would be easy prey to our human weaknesses, the wayward allurements of the world, and the wiles of the devil. Let us spread the Good News about this virtue.*

Set up ‘e-biz one-stop shop’ before June 17, ARTA reminds LGUs

MANILA – The Anti-Red Tape Authority (ARTA) on Friday reminded local government units (LGUs) to automate their transactions before June 17, 2021, by putting up the electronic Business One-Stop Shop or the e-BOSS. ARTA Director General Jeremiah Belgica led the on-the-spot inspections in Metro Manila that started this week to check LGUs compliance to the Ease of Doing Business (EODB) and Efficient Delivery of Government Service Act, with provision directing government offices to set up their own BOSS. BOSS is a single-window system that streamlines application forms and submission of documents in government offices in one window only.

The e-BOSS, on the other hand, uses the Electronic Business Permitting and

Licensing System or eBPLS developed by the Department of Information and Communications Technology allowing the public to perform government transactions online.

It also targets to fully automate transactions in LGUs from downloading of forms, using e-signature, up to online payment.

Among the LGUs that ARTA visited since Wednesday include Malabon City, Quezon City, Pasig City, and the latest inspection was in Manila on Friday.

In his visit to Quezon City and Pasig City LGUs, Belgica lauds the LGUs’ effort to fully automate their transactions to make it easier for the public to do business with the government.

MANILA – The normalization of domestic liquidity after the Christmas holidays resulted in a drop in the interest rate of the Bangko Sentral ng Pilipinas’ (BSP) 28-day bills amid strong demand.

Data released by the central bank showed that the rate of the 28-day securities declined to 1.6607 percent from 1.6837 percent during the last auction of 2020 on December 22.

Alex Ong, who owns Transorient Container Terminal Services (TCTS), said BDO’s cash management services allowed his company to continue its operations despite quarantines.

Ong said that he was very concerned about their messengers who still had to go to banks and other premises to collect or deliver checks so he instructed his staff to shift to online transactions.

His next dilemma was how to continue operating as close to normal as possible. According to Ong, BDO’s cash management services allowed him to resolve both the issue of safety and business continuity, as his company was able to make payments to shipping lines, port management companies, suppliers, and other billers using BDO’s e-payment facility.

“ICTSI (International Container Terminal Services, Inc.), the port operator made it mandatory for clients to pay online. So it’s good that we already have the SME Business Online Banking facility of BDO,”

Ong explained. Soon, he hopes to activate the online collection facility so that TCTS would be able to collect payments online as well, from their consignees.

Relying on CMS Cash Management Services involves managing the flow of funds in an organization or business. Every business has collection and payment needs which if not managed, may cause funds to be misplaced, lost, or untracked.

A CMS provider becomes a key partner in terms of assistance in the management, tracking, and reporting of funds so he can focus on running the business.

MANILA – The government has provided close to PHP30-billion financial assistance to over 3 million local and overseas workers affected by coronavirus disease 2019 (Covid-19) pandemic, the Department of Labor and Employment (DOLE) said.

“Under Bayanihan 1 and 2, we have about PHP28.8 billion financial assistance to some 3.4 million workers from the formal sector, informal sector, and also the repatriated OFWs,” she said.

Ormoc City to buy Covid-19 vaccines from AstraZeneca

TACLOBAN CITY – Mayor Richard Gomez of Ormoc City is set to enter into a memorandum of agreement (MOA) with AstraZeneca Pharmaceuticals for the purchase of vaccines against coronavirus disease 2019 (Covid-19).

This after the mayor obtained the authority to sign from the city council during its Friday session, said Joy Meija-Romero, city legal officer, in an announcement posted on the city government’s Facebook page.

“A MOA is needed to place the order for the city.

Their vaccine is the most competitive (in price) and most suitable to a tropical country,” she added.

The city government disclosed that the pharmaceutical company is asking for a 20 percent down payment

for the supply of 270,000 doses of its Covid-19 vaccine, which is expected to be delivered in the second half of the year.

The vaccine which would be given in two shots will cover 90 percent of the city’s target population aged 18 and above of about 146,542 residents.

The order of priority for the target age group are senior citizens, healthcare workers, front-liners and those with comorbidities, and the general populace, the city government said.

On Wednesday, the Ormoc City Covid-19 Vaccine Council (ORCOVAC) approved the PHP350-million budget for the purchase.

In December, the city mayor formed the ORCOVAC to study ways and means to implement the vaccination program.

ILIGAN CIT Y -- The local government unit (LGU) of Oroquieta City has signed an agreement with British drugmaker AstraZeneca to purchase 120,000 doses of its covid-19 vaccine.

Oroquieta City Mayor Lemuel Meyrick Acosta made the announcement on Sunday, January 10 through his official facebook account.

Acosta said this will c ov e r t w o d o s e s f or 60,000 residents aged 18 years old and older.

Oroquieta City has a population of 70,757 based on the 2015 census.

Acosta said the LGU would allocate an initial P30 million for the vaccine doses for his constituents. However, he said he is not allowed to disclose how much each vaccine costs because of a Non-Disclosure Agreement with the company.

SCHOOL HEADS MANAGEMENT PRACTICES UNDER THE NEW NORMAL

When COVID-19 struck the world, it affected various sectors of society. In the Philippines, it affected people and their livelihood, the government and its operations, including the Department of Education which comprises the largest group among the agencies in the Philippine government. Given the drastic change undergone by the country’s education brought about by the pandemic, school leaders have been placed at the forefront in the management of the schools, ensuring plans to continue basic education programs despite the health threat brought by the pandemic that has become the “New Normal”. New learning modalities have been introduced and utilized by learners across the country which fall under the Distance Learning approach as means to deliver instruction under the no faceto-face instruction. Distance learning refers to a modality of learning delivery where learning takes place during teaching between the teacher and the students who are geographically distant from each other. This modality has

three types: Modular Distance Learning (MDL), Online Distance Learning (ODL), and TV/Radio-Based Instruction.

Among the mentioned modalities MDL modality using print modules and related references is given the emphasis on this study for the schools included as part of this journey are the implementation of modular distance learning.

To cope with the challenges in implementing distance learning, school heads needed to work with teachers and parents to ensure that the modular distance learning modality is conducted in such as a way that encourage communication, collaborative problem-solving approach, encourage learners to engage with their learning each day, role model, and put things in a right perspectives (Matoto, 2020). Moreover, they are expected to gain a working awareness of the various consequences for mental well-being. This is important because survey among school heads have illustrated various challenges that need to be promptly addressed.

Knowledge and Skills.

Acquiring knowledge and skills in managing school in a new normal is a great challenge since there is no guides or

manual to follow.

Monitoring and Evaluation. The standard template of the department used for monitoring and evaluation is no longer applicable in modular distance learning for it was designed in a classroom situation conduct of face-to-face classes.

Appropriate Learning Strategy. Employing appropriate strategy and learning approach to students learning at home is difficult for the teacher to implement in the sense that parent is not substitute for teachers except for those parents that teacher in their profession.

Modules and Learning Support. The modules being used as main learning material for learning needs to undergo double checking to comply with the quality standard of LRMDS considering the short period given to the writers and evaluators. The schools were given limited funds for reproduction of modules which led to shortage of modules.

There is a need to source out funds from the stakeholders and partners to achieve the desired module-pupil ratio.

Health and Safety. Since all parents must go to school to get and return their modules

and they are coming from areas which classified as low to high risk. The possibility of exposure or transmission might occur in the school that is why extra precaution must be done by the school starting from the entrance up to exit safety is always observed.

While there might be challenges in managing modular distance learning brought by inadequacy of knowledge and skills of school heads in managing Modular Distance Learning (MDL), a good understanding of such challenges and stressors puts one in a stronger place to handle them better. Moreover, there are plenty of resources and coping mechanisms available to battle mental health pressures as well. Any crisis offers the opportunity to learn, promote compassion and improve resilience while creating a safer and more compassionate school atmosphere. For the school heads managing modular distance learning utmost action and consideration on those identified issues and concerns will be highly valuable in improving the management practices in the school under the new normal.

Three months had passed since the implementation of Distance Learning among basic education schools in the country. This is in a way a mechanism of the Department of Education (DepEd) to continually deliver education amid the threats of COVID-19 pandemic capsulized through the Basic Education Learning Continuity Plan (BE-LCP).

Distance Learning is a method of delivering the teaching and learning process over geographical boundaries (Esguerra, 2020). Based on a DepEd issuance signed by Curriculum and Instruction Undersecretary Diosdado M. San Antonio, basic education schools may adopt Distance Learning through the following delivery modalities: Modular Distance Learning (digital and printed); Online Distance Learning; Radio-Based Instruction; TV/Video-Based Instruction; and Blended Distance Learning.

Meanwhile, the learner’s readiness, contexts, access to tools and technologies, and the school’s situation are the basic considerations in deciding the learning delivery modality/modalities to be implemented. A learner or a parent may opt to change the learning delivery modality when deemed necessary such as health and safety protocols

imposed in their area, availability of public transport, learner’s assessment results and other valid indications and reports validated through home visitations.

School leaders and teachers are directed to be guided with the Most Essential Learning Competencies (MELC) in crafting their Self-Learning Modules (SLMs) or Learning Activity Sheets (LASs) to support Distance Learning. Other learning resources that can still be used by the students while learning from home may include the textbooks, learner’s materials and localized activity materials.

While we are at this height of health crisis, the family plays a vital role in the delivery of education right at their respective homes.

Besides, it is at home where life’s skills, character, and principles are first taught.

During emergency crisis, such as this pandemic, parents become the de facto teachers of their children.

But to be successful in implementing Distance Learning, partnership between teachers and parents in executing the learning delivery modalities is highly sought. I claimed that we can easily beat the various challenges of this Distance Learning if we will remain unified in helping our school children.

TEACHING is more than just transmitting knowledge.

Human interaction plays a key role, and you lose a lot of that online. When you speak to a Zoom screen and most of your students have their cameras turned off, you don’t know if they are really following what you’re saying.

You have to find another way to get their feedback.

Students also feel that the lack of face-to-face contact is a problem. It’s hard to speak on Zoom without interrupting someone. Discussions aren’t fluid, and that doesn’t encourage you to participate. It’s also

easier to lose concentration online or switch to another window.

Taking classes at home makes you feel like you’re studying all the time. It’s hard to stick to a routine with time for studying as well as free time.

In a flipped classroom, students learn the theory at home and spend the time in class working on exercises and asking questions. This situation leads to more exchanges between teachers.

And that’s helpful because it’s important for them to share their experience and best practices. We shouldn’t lose sight of the positive things that came out of this period.
