AGAYAN de Oro City--Several firearms, ammunitions and explosives were seized during a raid in a house of a “person of interest” in connection with the shooting to death of Dr. Ricardo Rotoras, president of the University of Science and Technology of Southern Philippines (USTP), in December last year.

Supt. Melgar Devaras, chief of the Criminal Investigation and Detection Group (CIDG) in Northern Mindanao, said that several firearms, ammunitions and explosives were seized in the

Faster ‘paper trail’ for taxpayers seen as AgSur goes hi-tech

PROSPERIDAD, Agusan del Sur--Taxpayers in this province will soon enjoy a faster processing of their documents on real properties as the provincial government introduced the web-based Real Property Tax Information System (RPTIS).

This web-based system was developed by Provincial STEP-UP. Soldiers from the 65th Infantry Battalion of the Philippine Army’s 9th Infantry were called to action Information Management Office to be used by the higher command to serve in the 4th Infantry Division to help combat the New People’s Army (NPA) threat in Northern Mindanao and Caraga regions. 500 soldiers added to help fight rebels

CAGAYAN de Oro City--In its effort to quell the threat of the New People’s Army (NPA) in its area of responsibility in Caraga and Northern Mind-

anao regions, the Philippine Army’s 4th Infantry Division as augmented its forces with the arrival of 500 soldiers.

The soldiers are from the 65th Infantry Battalion of the 9th Infantry Division and were previously

assigned in Lanao del Sur to secure areas of the province which are under threat by various armed groups, said 4ID spokesperson Capt. Joe Patrick Martinez.

They were formally welcomed to the 4ID camp in

Barangay Patag here in a simple ceremony on Wednesday, Jan. 10.

CAGAYAN de Oro City— Amid terror threat, police said some 200,000 devotees from attending the “Traslacion” of the Black Nazarene in the city. The police did not report of any disruption during the holy event.

The traslacion, which originated at the St. Augustine Metropolitan Cathedral and ended up at the Black Nazarene Shrine, was uneventful and the devotees who joined the two-kilometer procession were behaved, said Chief Insp. Mardy Hortillosa, spokesperson of the Cagayan de Oro City Police Office (Cocpo).

Hortillosa said more than a thousand police officers and soldiers were deployed to secure the areas where the statue of the Black Nazarene, a replica which was given to a church here in 2009 that started the devotion of the patron saint outside Metro Manila, was to pass through.

Police were able to reprimand several violators, including those wearing ball caps, jackets and those bringing backpacks and

large bags around the St. Augustine Cathedral and on Velez Street, where the statue passed through.

Dozens of police officers also acted as cordon to the Black Nazarene statue during the traslacion.

The presence of law enforcers during the activity, Hortillosa said, was the factor why people had complied with the police advisory.

The deployment of police to cordon the statue was based on the experience of the traslacion in Manila where chaos ensued when devotees try to climb the “carroza” (cart) as the icon is escorted only by the Hijos de Nazareno, a group of male volunteers tasked with taking care of the Black Nazareno.

“With the uniformed police personnel surrounding the Black Nazarene, people who want to disrupt the traslacion like climbing on the carroza will think twice before doing it,” Hortillosa said.

Coal tax under TRAIN will mean higher electricity costs, group warns

ALAYBALAY City-The coal tax included in the administration’s tax reform program will drive electricity rates up, the Advocates of Science and Technology for the People (Agham) said in a statement Monday.

Agham secretary-general Finesa Cosico said consumers “will be burdened with higher electricity rates despite standing to gain no real benefit from the supposed environmental regulation.”

The Tax Reform for Acceleration and Inclusion will increase the coal tax from the current P10 per metric ton in a 50-100-150 hike scheme for three years, with the 50-peso increase slated this 2018, she said.

Under the Electric Power Industry Reform Act (Epira), the coal tax may be passed on to consumers, she explained.

coal tax will put the entire burden of rising power costs on consumers instead of taxing big-time coal businesses.

Meanwhile, DOT Eastern Visayas kicked off the regional reintroduction of the referral incentive program last October in Tacloban.

Among the notable regional launches were in the DOT Northern Mindanao, CALABARZON and CARAGA. “The regional launching of the Bring Home A Friend campaign gave our Regional Offices a sense of ownership and a chance to localize the program,” Teo said.

“Their launches have call to actions inviting everyone in the region to invite their friends to visit their provinces,” she added.

Per the department, different regional offices will have follow up promotion, advertising, and activations during local festivals or other tourism related events to sustain the momentum of the campaign.

In the same statement, Agham refuted claims that the coal tax is a step towards meeting the country’s carbon emission limits, saying

pollution will remain at business-as-usual even with its full implementation.

“The coal tax does not change the fact that coal is still a cheap but dirty energy

resource. It also does not change the Duterte government’s framework of using coal as the primary source in the country’s energy mix,” said Cosico.

“We demand the reorientation of the coal tax as a charge to be carried by corporations. We call to repeal the Epira which has allowed the phenomenon of such pass-on provision.

We also call for the redistribution of the energy mix away from the pollutive coal to the indigenous energy resources abundant in the country,” she added.

President Rodrigo Duterte has defended the existence of coal-fired power plants in Mindanao, saying it is needed in Mindanao which had experienced periods of power outages.

“Science is good but technology is expensive.

And Mindanao has had a shortfall for so many years of energy. We cannot develop until we have the power. And power is sometimes being challenged from all sides,” he said during the switchon of Sarangani Energy Corporation’s coal plant in Sarangani on January 26 last year. (MindaNews)

Haste makes waste

Manners require time, and nothing is more vulgar than haste--Ralph Waldo Emerson HASTE and rashness are synonymous to being negative and destructive.

They break relationships, they wreck credibility.

Unreasonable haste leads directly to the road of error and comes with a load of pitfalls.

Such classic case is the continuing use of fake news on social media particularly on Face Book.

Sadly and awfully disgusting, it runs aground against the tenets of responsible journalism.

Deliberate or not, the use of fake news in this era of digital gadgets is a fine example of ‘haste makes

waste‘ kind of journalism blunder.

And so, what is fake news in this troubled times?

Simply, the term fake news has become widely used.

Too wildly as well because it is being abused to the max.

But understandably, there is a lingering confusion when some news is only a bit fake, or fake for an arguably legitimate, or illegitimate reason.

Can we still make a useful definition of fake news?

And should we even be worried about it at all?

This could be easily traced down on being impulsive and headstrong.

In fact, fake news is a by-product of haste and therefore if haste is at all

to be made, it should be made slowly but surely.

In haste, one fails to consider all the sides to the problem, issue or concern.

As a Russian proverb goes: hurry is only good for catching flies.

Rapidity therefore does not necessarily lead to something good, or something worth keeping.

Haste interferes with peace of mind. It may be a symptom of emotional nervousness, as in the case of fake news bloggers.

An unbalanced personality, most often than not, always displays haste.

Haste in itself, is a sort of morbidity – a disease. The pretense of haste signifies the absence of sanity and self-control.

In this era of uncertainty where peace in Mindanao hangs on the balance, and everyone wants to help out, it’s simply best to step back and let go credible news authorities handle the situation especially on information dissemination.

Posting or sharing information online is a basic right, but take note of this: when in doubt, do not write, or post.

-oooS C O R C H I N G F LU KILLING MANY IN CALIFORNIA, USA: Fear is gripping many parts of California, USA nowadays, on account of an “unusually severe” kind of flu (or influenza, which is often indicated by very feverish or scorching body temperatures) that is afflicting many people in the place. About 27 people have died from this flu since October 2017, compared to three for the

same period in 2016.

Hospitals can no longer accommodate the big number of patients sick with flu, which unfortunately includes the teenaged son of a former lady TV anchor from the Philippines who is now based in California. The known medicines for flu have ran out, preventing panicky patients from buying from any drug stores there (https:// www.nbclosangeles.com/…/ Packed-Emergency-RoomsDeat…).

If the truth be told, this kind of a dangerous illness was predicted to happen by the Bible, including the death and destruction it will entail. Deuteronomy 28:15, 22, says many will be killed and maimed by scorching fever or flu. The reason?

The Bible says it is because many no longer listen to, and obey, the commands of

God. So, you don’t want this flu to hit you? Listen to, and obey, the Bible, that’s how!.

What’s with federalism?

MALAYBALAY City––It is touted by its proponents, including President Rodrigo Duterte no less, to be a decisive step toward curing the country’s social, economic and political ills.

But the type of federalism that the administration envisions remains nebulous at this stage. It has yet to present a model that would serve as talking point for a public discourse that must take place before the nation decides to accept or reject the proposed change in polity.

The proponents [of federalism] argue that the current unitary form of government has hindered economic progress and political advancement.

To be clear, a unitary Constitution, such as the Philippine 1987 Constitution, does not mean the absence of subsidiary lawmaking bodies or

even autonomy. Note that the present Charter (Article X: Local Government) provides for the creation of two autonomous regions – Muslim Mindanao and the Cordillera, although the latter has remained an administrative region. Moreover, Republic Act 7160 (Local Government Code of 1991) grants local governments wider powers than they used to enjoy in the pre-EDSA period. The President, however, still exercises disciplinary powers over local officials.

The weakness of a unitary Constitution lies in the fact that such autonomy may be abolished, or at least watered-down to the point of inefficacy, if the central authority so wishes. On the other hand, under a federal Constitution, which is considered a contract, the powers granted to states are more secure.

A federal Constitution contains a clear division of powers between

the central and federal governments, which cannot be changed or taken back unilaterally. There are powers reserved for the central authority (for example, defense, foreign policy, judiciary and currency), powers vested in the federal states, as well as powers shared between the two tiers of government.

The above refers to the general structure and functioning of a federal system. But whether changing the structure would improve the people’s economic conditions and alter power relations in a way that will address political dynasty and concentration of wealth in a few families, among others, is another matter.

For one thing, changing the Constitution is needed for a shift from a unitary to a federal form of government. But it remains doubtful that the would-be framers of See federalism, page 11

MALITA, Davao Occidental--It is indeed good news that the take home pay of government teachers will increase this year due to the Tax Reform for Acceleration and Inclusion (Train) Law and the 3rd tranche of the Salary Standardization Law. According to the Department of Education, government teachers will be receiving a net increase of “16.21% or P2,792.03 per month.” Their chalk allowance will also increase from P2,500.00 to P3,500.00 while their clothing allowance will increase from P5,000.00 to P6,000.00. A teacher without dependents with Salary Grade 11 will receive, starting 2018, a basic salary of

P20,179.00 and a take home pay of P20,012.89.

Molding the minds of the future of our nation is fundamental and all-important. Teachers should indeed be properly compensated for their invaluable contribution to nation building.

In the mountains of Malita, Davao Occidental, this good news will only be for teachers. The increase in their pay, regrettably, is not directly proportional to the quality of education they offer.

Even with this increase it will be business as usual as it always has been. In some areas that just happen to have roads, a great majority of teachers would arrive each week just before noon on a Monday and then leave Friday morning. In places where there

are only foot paths instead of roads, children would probably have classes the equivalent of ten full days each month on average.

And yet all these teachers will be receiving full salaries like they had actually worked the whole school year! This is not a recent development but a practice that has been going on for many years even before the creation of the province of Davao Occidental.

There are a handful of teachers and principals, however, who struggle to keep their oath as professional teachers despite the current culture in the larger community of government teachers.

They do their best to be “licensed professionals who possess dignity and reputation with high moral values as well as technical and

Victor Yap has approved a substitute bill, seeking the establishment of a No Calls and No Text Registration System to protect phone subscribers from solicited calls and spam text messages.

Authors of the bill include Reps. Francis Gerald Abaya, Jose Antonio SyAlvarado, Ma. Lucille Nava, Rene Relampagos, Deputy Speaker Linabelle Ruth Villarica, Reps. Manuel Jose Dalipe, Winston Castelo, and Yap, among others.

Under the bill, the National Privacy Commission shall have the responsibility to establish a “No Calls and No Text Registry” system.

The system shall ensure to keep the identity and privacy of the persons registered highly confidential.

As such, only their telephone numbers may be accessed from the registry.

Any phone subscriber may manage and limit the outbound and unsolicited calls and texts that he shall receive through registration of his telephone number in the Voice Call Register and/ or No Text Massage Register of the NPC. To register, a subscriber needs to present a government identification card and

proof of exclusive ownership over a particular telephone number. The subscriber must also pay a fee, to be determined by the NPC. For minors, or those below 18 years of age, registration of their mobile numbers may be done by their parents or legal guardians.

Telephone numbers registered in the No Calls and No Text Registry shall not be changed or removed except upon the request of the owner in writing. Invalid or disconnected telephone numbers may be changed or removed upon adequate validation of the NPC. The bill prohibits unsolicited calls and text messages to be made or sent to the telephone numbers on the registry. Any person who wants to call or send text messages to numbers in the registry is also required to register his number. Nonregistration of the unauthorized caller and/or sender as required under Section 10 of the Act shall not be an excuse from liability.

Public Telecommunication Entity (PTE) or content provider which shall give the special access number of their subscribers without their consent to commercial or marketing agencies shall be held liable under the Act. The PTE or content provider shall also be required

under the bill to provide a mechanism for subscribers who have decided to opt out anytime from broadcast messaging services they are receiving.

The opt-out mechanism must enable the subscriber or recipient to indicate, at no cost, the decision to no longer receive any commercial or promotional advertisement or push message from the PTE or content provider.

Any person who violates the provisions of the law or its implementing rules and regulations shall suffer the penalty of a fine ranging from P50,000 to P100,000 for each violation. In the case of juridical person, the officers directly responsible for the violation shall pay the same fine.

The bill declared that it is the policy of the State to protect the interests of mobile phone subscribers and promote general welfare vis-à-vis unsolicited commercial speech; establish a standard of conduct for business and industry in sending messages to subscribers; promote the fundamental rights of the subscriber to privacy; and protect subscriber from unwanted calls and texts and inducing purchase of goods or services and solicitation. / EAG

professional competence in the practice of their noble profession, and … strictly adhere to, observe, and practice this set of ethical and moral principles, standards, and values” (from the preamble of the Code of Ethics for Professional Teachers). These principled teachers and principals deserve the increase in take home pay. Sadly, they are few and far between in Malita. They are also the very same people who are least appreciated and are often given the cold-shoulder by their superiors and their peers.

It has always been the complaint of Tagakolu parents that their children can barely read or write despite attending school. I have heard on more than one occasion teachers insinuating that

the brains of Indigenous Peoples like the Tagakolu have difficulty adapting to academic learning. If ever Tagakolu children in Malita have difficulty reading or writing, it is not due to cerebral deficiency but due to the shoddy teaching practice in government schools here and the deficient work ethic of their personnel.

Parents who are brave enough are able to complain. To air one’s grievances in Malita, or in the province of Davao Occidental for that matter, is no mean feat; it is even more difficult for the Tagakolu. They are very often not listened to. If there were occasions that they had been listened to, it would have been more to humor them during See School, page 11

SEC warns public vs investing in virtual currency

MANILA -- The Securities and Exchange Commission (SEC) has cautioned the public about risks of investing in virtual currency.

In an advisory, the SEC Enforcement and Investor Protection Department underscored the need for them to take the necessary precautions in dealing with initial coin offerings (ICO) entities.

“If a promoter, issuer, broker or salesman guarantees returns, if a potential investment sounds too good to be true, or if you are pressured to act hastily, please exercise utmost caution and diligence and be wary of the risk that your investment might be lost,” it said.

The SEC issued the warning after detecting that certain companies, individuals or groups of persons were luring the public, either through popular social media platforms or through their own independent website, to participate in so-called ICO and to purchase the corresponding virtual currency.

An ICO is the first sale and issuance of a new virtual currency to the public usually for the purpose of raising capital for start-up companies or funding independent projects.

In an ICO campaign, a percentage of the total available virtual currency is sold to interested buyers in exchange for fiat currency, another virtual currency, or another asset or security.

PSEi hits new record-high after Monday’s correction; peso shed anew

MANILA -- The Philippine Stock Exchange index (PSEi) posted a new record-high on Tuesday after a slight correction in the previous day while the peso weakened due to strong corporate demand for the US dollar.

PSEi inched up by 2.04 percent, or 178.60 points, to 8,923.72 points, which a trader attributed to hopes for the positive impact of the government’s tax reform

program and the over-all optimism for the global economy.

The trader said the main index’ rise was in line with its peers in the Asia Pacific region due partly to the commencement of the inter-Korea peace talks.

All the other indices tracked the main index, with the broader All Shares up by 1.44 percent, or 72.86 points, to 5,138.63 points.

Property led the sectors with an increase of

2.40 percent, followed by the Financials, 2.24 percent; Holding Firms, 1.73 percent; Industrial, 1.17 percent; and Services, 0.82 percent.

However, volume was thin at 709.37 million shares amounting to PHP8.36 billion.

Gainers, meanwhile, surpassed losers at 118 to 93 while 47 shares were unchanged.

On the other hand, the peso depreciated anew and

shed PHP0.14 to close the day at 50.29 from Monday’s 50.15 finish.

A trader said corporates picked up greenback after it weakened Monday on expectations of more rate hikes in the US. These concerns resulted in the currency’s further drop Tuesday when it opened at 50.18 from 49.86 in the previous session.

It traded between 50.34 and 50.15 resulting an average of 50.23.

MANILA -- Acquisition by SM Retail, Inc. of Goldilocks Bakeshop, Inc., the country’s largest bakeshop chain, can now proceed as the Philippine Competition Commission (PCC) accepted the commitments of the former to ensure competition in the cakes and pastries industry.

The SM Group submitted voluntary commitments to the PCC after the Commission’s Mergers and Acquisitions Office (MAO) issued a Statement of Concerns (SOC) to the parties.

In the transaction, the PCC has seen competition issues in the deal, such as the possible unfair treatment of SM to Goldilocks’ competitors.

Under the deal, PCC’s MAO pointed out that the transaction might totally or partially foreclosed other players in cakes and pastries sector.

Total market foreclosure means other bakeshop chains are barred to do their business in SM malls, while partial market foreclosure would mean

allowing other players to be tenants of the mall but their location would be in a competitive disadvantage compared to Goldilocks’ spot.

“While selection of tenants in a mall is market-driven and based on consumer preferences, a mall operator should not be allowed to discriminate mall tenants and lease applicants, especially those that compete with stores owned by the mall itself,” PCC Chairman Arsenio Balisacan said.

“Such discrimination or unfair treatment can come in the form of arbitrarily assigning competitor tenants to disadvantageous locations or unfavorable lease terms, which amounts to partial foreclosure. It can also come in the form of giving less favorable lease terms or completely refuse them lease space in the mall, which amounts to total foreclosure,” Balisacan added.

GSIS reminds members, pensioners, beneficiaries to file benefits on time

Filing for GSIS benefits within the prescribed period spells the difference between enjoying and losing them.

GSIS thus reminds its active members, pensioners, and beneficiaries to keep in mind the benefits that have deadlines.

FUSS is an acronym that serves as a memory aide: Funeral, Unemployment,

Separation, and Survivorship benefits. They should be filed within prescribed period from the date of contingency.

Separation benefit under Republic Act (RA) 8291 must be filed within four years from date of separation from government service, while that under Presidential Decree (PD) 1146 must be claimed within

10 years from age 60.

Simi l arly, qu a lif ie d beneficiaries must file for survivorship benefit under RA 8291 within four years from death of the member or old-age pensioner. The same benefit under PD 1146 has a longer filing period, which is within 10 years from death of the member or old-age pensioner.

Funeral benefit must

be filed within four years from the date of death of the member or old-age pensioner. Unemployment benefit has a four-year prescriptive period as well.

Application for these benefits may be filed at any of GSIS’s 57 branch and extension offices nationwide, including the Head Office in Pasay City. Inquiring members may also visit the

GSIS website, www.gsis.gov. ph; call the GSIS Contact Center at 847-4747; or email gsiscares@gsis.gov.ph.

The prescriptive policy has been relaxed as GSIS now treats other claim applications as notices of constructive filing.

A cash surrender value (CSV) claim is now considered constructive notice of application for separation

benefit. That way, separation benefit may be applied for even beyond the deadline.

Moreover, if funeral or death benefits have been filed and claimed within four years from the member’s death, the prescriptive policy for survivorship benefit no longer applies to qualified beneficiaries, and vice versa.

Making a sustainable impact in volunteerism Building a better Philippines takes a collective effort and not just a one-man team. But volunteering towards nation building takes a whole lot of education and understanding before one can truly grasp the whole concept of volunteerism and create a sustainable impact. Tan noted the difficulties in finding volunteering opportunities even during the onslaught of Typhoon Ondoy in 2009 which opened up the floodgates for more volunteers.

People want to volunteer but they didn’t know how and where to go.

This situation prompted Tan and Padlan to come up with iVolunteer where they partnered with many nongovernmental organizations (NGOs) to help develop volunteer engagement facilities, make a sustainable impact on the community and cre-

ate a holistic program for the beneficiaries. iVolunteer also helps volunteers find opportunities as well as encourages people to sign up as volunteers. IVolunteer is not just a website but a venue for education on how to become a volunteer.

“There was really a mismatch when it comes to demand for volunteers and the available volunteers. But there are problems every day that necessitates the need for volunteers, so why don’t people volunteer every day?

With our website, we want people to become conscious first and educated enough on how to become a volunteer, and to realize that everyone regardless of status in life can be a volunteer,” shared Tan. “Volunteers are your so-called every day heroes, often unheralded, always in the background, never mentioned often, but are the ones most adamant in helping build a nation.”

With their vision about volunteering and leveraging technology in furthering their cause, Tan said the benefits they received from winning the Globe Future Makers Program could help them reach out to more people.

For instance, in order for you to fully love others, you have to give up the things that matter to you.

It’s called sacrifice and it’s a necessity, a very basic requirement, for people who want to feel love.

It can also be said that love is full of inconsistencies. One classic example is, in order for you to love again, you must bear the pain of losing someone and to let go of the memories that connect you to that person. In essence, you have to feel pain and loss before you can feel the sweetness that love brings to your life.

They say love is the best thing that can happen to a person, but it can also bring out the worst in that person. To most people, it’s a cycle, you love and then you lose and you love again.

That is the process that one has to go through to really say that he has loved. For if you cannot feel the pain and loss, how would you say that you have loved?

There is bitterness in love, but it is love just the same.

‘Polong’ successor appeals for support DAVAO CITY--The successor of resigned vice mayor Paolo Duterte on Tuesday called for the support of the councilors as the City Council undergoes a transition in the next few days.

Councilor Bernard Alag, who is acting vice mayor until officially declared by the Department of Interior and Local Government (DILG), said his call for support is not for him but for the people of Davao.

“This is not about me.

Don’t focus on me. Focus on our work,” he said, vowing to work hard for the interest of the people of Davao City.

Under his leadership, Alag is committed to continue working for the realization of the pending programs prior to the resignation of former vice mayor Duterte.

The programs included the training and learning sessions on “paperless session” for the 27 councilors and the vice mayor, the passage of the ordinance granting the tax incentives for investors in parking buildings, and the wasteto-energy project.

Abella admitted that like other councilors she was missing the vice mayor but she vowed to fully support Al-ag, the same support given to him when he was majority floor leader.

Councilor Jesus Melchor Quitain said Al-ag was a hardworking floor leader and done his job well.

“I am giving my full support to Councilor Alag. Whatever programs and changes I am here to support him,” Quitain said.

For veteran councilor Bonifacio Militar, he said Al-ag should disregard illegal acts and must set aside problems, not within his jurisdiction. “he should exercise like what he is,” he said.

Bgy leaders urged: Relocate constituents to safer grounds DAVAO CITY – An environmental group called on barangay leaders to actively play their role in relocating constituents from danger zones to ensure their safety and save money for relief assistance.

Interface Development Interventions (IDIS) program coordinator Chinkee Peliño-Golle said relocation was better if it came from the barangay leaders because they knew the risky places and the number of people who would be affected.

“It’s time for them (barangay) to develop a major or medium-relocation plan especially the barangay officials who have flood-prone and landslide-prone areas,” she said.

For many years, PeliñoGolle said the City Planning and Development Office (CPDO) had been identifying danger zones but the said office had no knowledge of

the affected people unless the barangay officials would notify them.

She said the city had prepared relocation site in Barangay Los Amigos in Tugbok district for the affected residents, but the problem was the distance to their source of livelihood.

“This is a challenge for the barangays, to identify possible areas for on-site relocation so that the people who will be affected will not be displaced from their livelihood,” she said.

ALS A&E : Testing and Equipping OSY

OSY or Out of School Youth will no longer have to feed the need or whim of the public to fit them in the mould of the “unschooled” stereotype as the DepEd ALS system, now a strong and dependable program providing OSYs access to modular and informal education, is giving them chances at a better future most particularly if they pass the ALS A&E Test.

According to deped. gov.ph, the ALS A&E (Accreditation and Equivalency) Test formerly known as the Non-Formal Education A&E Test, is a multiple choice paper and pencil test designed to measure the competencies of those who have neither attended nor finished elementary or secondary education in

the formal school system.

Passers are given certificate/diploma bearing the Department of Education (DepEd) seal, the signature of the Secretary of DepEd, certifying their competencies as comparable to those of the formal school system.

Passers are certified to enrol in the secondary or post secondary education.

Moreover, the ALS A&E program provides an alternative pathway of learning. Through this program, school drop outs are able to complete elementary and high school education outside the formal school system. It also empowers OSYs with learning opportunities by which they may gain skills, knowledge attitudes and values that will enable them to think critically and creatively, act innovatively and achieve

their learning goals in order to become contributing members of the Filipino society.

Those Out of School Youth individuals who are not yet sheltered in the ALS A&E System should be thinking hard and thinking deep now. The Department of Education is carrying out serious efforts to provide the public with alternative learning routes. There should be no more lame reasons for not having to finish one’s education. It is up to them to grab this opportunity at pursuing better careers and comfortable living. Testing and equipping themselves is just the beginning of their educational journey towards the world of work, the world of striving and earning not just for themselves but for their future families.

These clearly remind us to get ourselves always prepared for the unpredictable natural calamities.

The National Disaster R isk R e duc t ion and Management Council (NDRRMC) gave advisory that no place in our countr y today is

safe. The situation of our country calls for everyone to take part in the disaster preparedness and response.

We couldn’t guess when natural or man-made calamities like typhoon, earthquake, flood, fire, and tsunamis occur. How could we protect our loved ones when we would continue to be oblivious of these phenomena? How could we make our community safe?

The answer all narrows down to one word: PREPAREDNESS. Preparedness is the state or quality of being prepared or making ready in advance. It is the state of being prepared with all the safety precautions before, during, and after the catastrophe.

Disaster preparedness should be anchored on family preparedness, not just individual readiness.

A family is the foundation of the nation. Thus, every family and its members should engage in disaster preparedness with their communities. A well- prepared family for any disaster is a cornerstone towards a progressive and a safer community.

Here is a 4-Step Family and Community Earthquake Preparedness: First, acquaint your family members with the entrance and exits of your house. Teach them the basic “duck, cover and hold” in case of an earthquake.

Introduce to them the first aid kit and the usage of each kind.

Second, prepare a 72hour kit with a flashlight, extra batteries, whistle, canned goods, water, medicine, emergency hotlines and cash. One should establish self-reliance at all times.

Third, read and watch

news reports regarding the latest storm signals or tectonic plate movements. It is vital to one’s preparedness. Don’t neglect the possibility of its occurrence this in your city at the unexpected time.

Fourth, in any happenstance, stay cool and calm. A focused mind allows the right maneuver to perform the survival skills correctly.

With the unity of all families, every member of the community, the Local Government Units (LGU) and the City Disaster Risk Reduction Management Council towards active preparedness, surely one’s nation will be safe from the dreadful effects of an earthquake.

Indeed, disaster preparedness is the keystone to a safe, progressive and productive community.

A resilient mind and a strong heart would be of great help to survive against any kinds of calamities. Let’s always remember that advance preparation is essential to keep our family and our community a better and safer state.

Let us make ourselves as the modern heroes who could not only save our families in times of calamities but also our fellowmen.

It is the scariest fact that earthquake can take thousands of lives and destroy million of properties. Thus, the safety from the unexpected devastating disasters must be every Filipino’s responsibility.

Bible, we can read a lot of stories there that also proclaim the coming down to earth from heaven of God, in the form of man with flesh and blood. Included in these stories f rom the New Testament is one very important matter---the Name of God. These Bible verses can be found in Matthew 1:1825, Luke 1:26-37, and John 1:1-14. In all of these, we can see the clear stories about God’s coming to earth. In Matthew 1:18-25, it is there narrated that Joseph, the boyfriend that was bethrohed to Mary, the virgin, that Mary was already pregnant even if they have not slept together yet.

Joseph then wanted to quietly divorce Mary.

However, before Joseph could do that, an angel of God talked to him (the name of the angel was not disclosed but I think it is “Gabriel”) and told him that he, Joseph, must not divorce Mary because the baby in her womb came from the Holy Spirit. Did Joseph believe the angel?

Those who would be more persistent would either be bribed or coerced into silence. If one were to examine the running of government schools in this municipality, it would strike one as more akin to that of a group involved in systematic felony than to that of an institution aimed at serving the needs of society.

Teachers need to be properly compensated for their invaluable contribution to nation building through the education of our young. However, this increase in take home pay of government teachers is an injustice to the Tagakolu families in Malita and their children as they are consistently deceived into thinking that they are receiving proper education as mandated by Philippine law when they are actually not. And the agents of this deception are the numerous erring government teachers here who will also be benefitting from this take home pay increase.

I laud the government’s consistent effort to adequately remunerate the labors of government teachers.

I, however, call its attention to the great disservice that is being done to the next generation of Tagakolu in Malita by those who ought to be preparing them for the future: please, I beg you, take the necessary action to weed out these erring teachers as soon as possible and impose upon them, to the full extent, the appropriate disciplinary action as provided by law.

The promise of change has not yet come to Malita; no one knows if it will ever come. We have had very much of the same since the elections in 2016 and even the elections before that; nothing much has changed. In his first letter to Timothy, Paul wrote, “The worker deserves his wages” (1 Timothy 5:18). The many erring teachers in Malita do not deserve this increase let alone their salaries. They do not deserve the misplaced adulation of the Tagakolu learners entrusted to them; they do not even deserve to be called “teachers.”

He said the 43-year-old Galua said that he has papers to show that he legally owned the firearms, but still failed

to present the documents Wednesday.

Devaras, however, clarified that Galua could be a “person of interest,” but is not a suspect in the shooting to death of Rotoras.

Rotoras was gunned down outside his home in a posh housing subdivision in Barangay Carmen, Cagayan de Oro City at dawn on December 2.

“We are still conducting a ballistic examination of the seized firearms to find out whether it would match with the empty shells recovered at the scene where Rotoras was shot dead,” Devaras said.

He said that the raid on the house of Galua has nothing to do with the Rotoras killing, but an action taken on information that the suspect has a cached of illegal firearms in his residence.

Devaras said that the CIDG on Wednesday would file charges with illegal possession of firearms and explosives against Galua, now in custody of the CIDG. Police investigators said that Galua was a former faculty of the USTP’s College of Architecture and was reportedly one of the contractors of the USTP in the construction of various buildings in the university compound.

Rotoras reportedly ordered a stop in the construction of one of the USTP buildings being contracted

by Galua and withheld payments of contracts due to alleged irregularities.

Rotoras reportedly told his brothers and members of the family that he has received death threats since the controversial construction of the university buildings cropped up.

Police said that unidentified gunmen shot dead Rotoras in front of his house in the Golden Glow Village in upper Calaanan one night in December last year.

In a statement released Wednesday, the USTP expressed gratitude to the various government agencies who were working together in their desire to resolve the killing of Rotoras.

The arrest of Galua also happened at the time when the university observed the 40th day death of Rotoras Wednesday with a “commitment sharing” and a mass celebrated in the university’s gymnasium Wednesday afternoon.

The city government has raised P1.5 million, while the local Masonic District raised P1 million, bringing to a total of P 2.5 million bounty for the information that would lead to the arrest of the suspect(s) in the killing of Rotoras.

The local police had organized “Task Force Rotoras” in coordination with the CIDG, the National Bureau of Investigation (NBI) and other law enforcement agencies in a bid to resolve the killing of Rotoras.

Aside from being the President of USTP, Rotoras was the President of the Philippine Association of State Universities and Colleges (PASUC) at the time of his death.

Kapatagan town bags first in LanaoNorte Christmas Float Fest TUBOD, Lanao del Norte -- Eight municipalities plus one from the Armed Forces of the Philippines (AFP) competed in the first ever Paskuhan sa Lanao del Norte Cristmas Float Competition.

Three were adjudged topmost winners, with the municipality of Kapatagan as champion. Prizes at stake for the winners are checks amounting to P250,000, P200,000 and P150,000 for the first, second and third place, respectively.

Spearheaded by the Office of the Governor, in collaboration with the Provincial Tourism Office, the activity is a friendly competition showcasing artistry from each municipality, expressing their

unique identity depicting their town’s tourist attraction, said Governor Imelda ‘Angging’ Q. Dimaporo.

“Our ultimate goal is to feel the spirit of celebrating this yuletide season despite our response of attending to the needs or providing temporary shelter to families who are victims of the Marawi siege,” said the governor.

Except for the 5th Mechanized Infantry Battalion of the AFP as one entrée, the eight entrees are all from the coastal towns.

Non-winning towns include Baroy, Tubod, Kolambugan, Maigo, Kauswagan and they all received P50,000 each.
