Fireworks related injuries drop in Region 10 – DOH CAGAYAN de Oro City-The Department of Health (DOH) Region 10 revealed during a press conference on ‘Iwas Paputok’ Surveillance on January 2, 2018 that there has been a big drop in the number of fireworks related injuries this year as opposed to previous years in Northern Mindanao. Dr. David Mendoza of DOH shared that there were only 10 recorded fireworks related injuries in Region 10 during the holidays: six in Bukidnon, two in Misamis Occidental, one in Cagayan de Oro City and one in Iligan City. However, he said that although there is a big drop this year, number one cause is still piccolo, a type of firecracker that is illegal in the country and that the median case were 10 years old and below. IT is 2018 but UN Rapporteur Agnes Callamard has not gotten over her cantankerous attitude against Pres. Rodrigo Duterte and her notion that drugs, crime and terrorism are not that bad in the Philippines and therefore an all-out war against these evils is unnecessary and, in her judgment, a crime. She went into sepulchral silence when Pres. Donald Trump declared the menace of drugs in the US of A a national emergency which prompted him to declare an all-out war against illegal drugs. That 64,000 Americans of all ages, to include infants, die annually in the land of Uncle Sam should shock this rapporteur and her sidekick, someone she introduced as Dr. Carl Hart whom she had towed with her when she surreptitiously came to the Philippines

Communist Party of the Philippines and its armed elements, the New People’s Army, as terrorists. Coming close to the heels of that announcement, the President extended martial law in Mindanao. The “rapporteur” labels will not cow Duterte anymore and neither will it save or shield drug lords, drug pushers nor terrorists from the long arms of the law. With these twin measures, expect a decisive military and police campaign against the NPAs and human rights non-government organizations who had been using the lumads for some economic agenda. With the refurbishing of the Armed Forces of the Philippines, the men in uniform are eager to go to war with terrorist groups. Again Agnes Callamard should know that the US and the European Union

THINK a minute. What’s your pleasure? Do you enjoy music and parties? A nice meal with your closest friends? Or do you enjoy gambling and alcohol? Maybe you love sports like football, tennis or golf? sponsibilities. It seems even worse after your big high and pleasure. Just ask the guy with the terrible hangover. Ask his wife or kids whom he beat up while he was drunk. Ask the wife and children who are suffering terrible heartbreak and pain from the adulterous affair their father had with another woman. Yet the amazing thing is we keep doing these same wrong things over and over again. These same things that keep hurting ourselves and the ones we love. We keep believing the lie and illusion that these extreme feelings of physical pleasure are what we want and need to feel satisfied. So even though we al-

ready know from our own experience that the pleasure doesn’t last and satisfy, we keep going back for more. We’re almost like the dog that keeps chasing its tail. ASG explosive expert captured ZAMBOANGA CITY -Joint police and military operatives arrested an alleged explosive expert of the Abu Sayyaf Group (ASG) in this city, an official announced Tuesday. While we live here on earth, we are subjected to all kinds of difficulties, and when all these hardships we are facing are too much for us, we tend to feel hopeless. can hold on. In situations that call for optimism and survival, being hopeless is still there, in the corner of our minds, just waiting for the right time to strike. If we allow hopelessness to engulf the very fiber of our being, it has achieved its sole purpose, and that is, to bring us to submission. There are people who, even if given the chance fight the trials that life has thrown their way, still

give up. This is when the moment of hopelessness is upon them, these episodes of not seeing the light at the end of the tunnel, of failing to look at the silver lining on a stormy cloud. This feeling is not uncommon among human beings. There are times that they are in jovial spirit, even if all kinds of problems beset them. But there are also times that despair and doom fill their life, and this is the time that hopelessness dominate the hopeless.

Governor Emano to push weekly display of local products at Capitol

Governor Bambi Emano on Monday, January 08, 2018, announced he is pushing for the establishment of a farmer’s market within the Capitol grounds starting next week where local produce of farmers in Misamis Oriental province are displayed, promoted and sold to public fresh and affordable. Governor Emano said local products would include organic and inorganic livestock, vegetables and fruits. “For the first quarter this year, 25 percent of the products to be displayed, promoted and sold would be organic and 75 percent inorganic. Bukidnon power coops unfazed by coal tax hike MANILA -- Two power cooperatives in Bukidnon, the First Bukidnon Electric Cooperative (Fibeco) and the Bukidnon Second Electric Cooperative (Buseco), are unfazed by the recent imposition of higher taxes on coal. The National Electrification Administration (NEA) observed that investing in a sub-transmission consortium works wonders for both Fibeco and Buseco in the Northern Mindanao province. Fibeco credits its calm demeanor to its procurement of a 69,000-volt (69kV) sub-transmission line, which it shares with Buseco, making them clientowners of the said facility.

In His constant goodness and unconditional love for us, God sacrificed His only begotten son to save mankind from eternal doom and destruction. This alone should have been the cause of

man’s joy, this idea that the Creator of the Universe had a plan to redeem human beings despite all their frailties and weaknesses. God has promised us that if we only live according to His will, we will triumph, and we will win over the evils of this world. It is only through Him that man is assured of eternal life beyond this earthly life. We are given a choice of whether to obey him and live an eternal life with Him or continue

to live in sin and suffer the consequences of our actions. Organization’s cancer research unit classifies processed meat as “carcinogenic to humans” based on evidence from hundreds of studies, and linked it specifically to the colon, or colorectal cancer. The report outlined that simply eating 50 grams of processed meat each day the equivalent of two slices of ham can increase the risk of such cancer by 18%. Additionally, Bonnie R. Giller, a registered dietician explained that processed foods contain additives, chemically-hardened vegetable oils, preservatives, salt, bacteria killers, antimicrobial chemicals, and sugar which are harmful. These chemicals can increase the risk of cancer as they cause cells to grow rapidly. Excessive salts, sugars, and fats in processed foods can cause diabetes, high blood pressure, ulcers, obesity, and cardiovascular diseases. The fats and sugars in processed foods can cause high blood pressure and increases cholesterol levels. Davao cops set to resume anti-drug operations DAVAO CITY – After undergoing series of orientations, the members of the Davao City Police Office (DCPO) anti-illegal drugs enforcement unit is set to resume their anti-illegal drug operation anytime soon. DCPO spokesperson Sr. Insp. Maria Teresita Gaspan, however, pointed out that the drug operation will be a coordinated activity especially with the Philippine Drug Enforcement Agency (PDEA) XI. “We are on target setting mode especially in the identified drug personalities,” Gaspan said Monday. DavOr to continue service caravan in remote areas amid NPA threat DAVAO CITY -- The provincial government of Davao Oriental will continue to implement its government service caravan in the remote barangays despite the threat of the New People’s Army (NPA) attacks. This was bared by Davao Oriental Provincial Governor’s chief-of-staff Ednar Dayanghirang during Monday’s Kapehan sa Davao at SM City Annex. GSIS excels in client satisfaction under 2017 ARTA State pension fund Government Service Insurance System (GSIS) obtained an Excellent rating of 94% in overall client satisfaction under the Civil Service Commission’s (CSC) 2017 nationwide Anti-Red Tape Act Report Card Survey (ARTA RCS) covering 43 branch offices and 1,226 survey respondents. The report card reflected the results in the core areas of overall client satisfaction and compliance with ARTA provisions. Client satisfaction covers frontline service provider, service quality, basic facilities, and physical setup, where GSIS obtained scores ranging from 92% to 96%. In particular, nearly all respondents expressed satisfaction with frontline

service delivery as measured by the indicators of fairness and ethical treatment, courteousness, competence, knowledge, and timeliness in attention and response time. Members and pensioners also affirmed the continuing commitment of GSIS for service excellence as evidenced by the high scores it obtained in the indicators of “outcome of service” and “overall time to complete the service” (98.69% and 98.37%, respectively). Respondents gave the highest score of 96.5% to basic facilities and lauded the “clean comfort rooms, convenient waiting areas, and functional special lanes for pregnant women, persons with disability and senior citizens”.

THE nativist or biologically pre-programmed view of the child suggests that humans are biologically pre-programmed with a propensity to unfold in certain ways. The nativist view means that human knowledge and human skill are built into the structure of the organism. Growth is seen as being laid down by intrinsic patterning prior to and independent of actual experience. Environment predicts preliminary patterns. It determines the occasion, the intensity and the correlation of many aspects of behavior development but it does not engender the basic progressive behavior

development. These are determined by maturational mechanisms. The environment dictates the kind of language learned but the language acquisition device is a genetic part of being human. In the nativist tradition, there remains a feeling that adults may interfere in a child’s learning by intervening in the wrong way at an inappropriate moment. Children naturally learn from their actions in his view. The nativist approach emphasizes that children need to play, develop creatively and with imagination, uninterrupted by interfering adults. Adults can offer help but in this approach, they must never insist upon it. They need to be highly skilled in the way they approach children.

He said he did this to protect the ECs in Bukidnon against the possible drawbacks of RCOA. “Both ECs were actually convinced that they should not exist as mere distribution entity but they should also invest in generation or transmission in order to evolve and compete; otherwise, they will get swallowed up by the industry,” Tortola added. “Currently, BSTC is still pretty much in its nascent stages with hopes of a promising future,” the NEA noted. “Unlike Fibeco and Buseco, the company is registered with the Securities and Exchange Commission (SEC) as a stock profit corporation, which allows it to easily venture into other businesses.” “Hopefully, it will not just be the sub-transmission because based on the articles of incorporation, the SEC registration, the corporation is not bound to a single business. Anything is possible. So that actually is an opportunity that BSTC could grab in the future,” Tortola said.

But then, Mordeno said expansion is not an immediate priority for them because they would like to focus first on strengthening BSTC to protect the ECs it serves and their MCOs. He also has his hands full at the moment after reluctantly agreeing to fix the internal problems of Buseco. “We are meant to protect the member-consumers in a way that they will not get adversely affected by the increases in electricity rates. Dulay reported that they were able to help a lot of interesting projects, mostly product-based or consumer goods. One example is the Gouache Waxed Canvas Bags. The business was launched through Spark in 2013 and already opened a mall-based store last September. “Crowdfunding really helped them raise more than Php180,000 to produce their first batch of bags and grow their business,” he said. Another noteworthy project, though not a money-making venture but more of a civic action project, was the rehabilitation of Estero de Paco, one of the 48 tributaries or “esteros” of the Pasig River through the group Earth Ventures which came out with a treatment “ball” that uses Bokashi or Japanese water treatment technology that eliminates bad bacteria using good bacteria. “They used crowdfunding to create those balls and organized a mud-ball throwing into the estero. This is an example of a community-based project and due to their campaign they got a lot of exposure. Through Spark, they were able to raise awareness and bring more people in to participate. Those were really intangible benefits and not just financial,” added Dulay. He cited that the most challenging part is how to draw the public to a project since there is a high degree of accountability where project proponents have to be able to deliver what they promised. There should always be transparency, Dulay said, so everyone goes through a screening process to determine if they can really deliver.

But Balboa said the agency agreed to reduce the number of outlets to 70, which would be distributed within the city’s 26 barangays. The local government temporarily stopped their operations in September last year due to the lack of concurrence from the city council as provided for in Republic Act (RA) 9649, which amended the city charter. Section 2 of RA 9649 added a new section, 101A, to RA 5412 or the city charter, requiring the prior concurrence of the city government for the “establishment and/or operation of any form of gambling authorized under existing laws.” It specifically covered the operations of legal numbers game products of the PCSO and gaming establishments or outlets authorized by the Philippine Amusement and

Gaming Corp. (PAGCOR). STL’s concurrence resolution is still pending before the city council’s games and amusements committee. Once implemented, Balboa said they expect discussions on the concurrence resolution to move forward. The official said the reduction of the number of STL outlets already came out during the public hearings called by the council last year. “If they satisfy the guidelines, especially on transparency, and able to reduce the number of outlets, then there will be no problem anymore about the concurrence,” she said. But Balboa pointed out they will have to wait for the city council’s final decision on the matter. “We know that the council will act on this on a balanced manner,” she said. In August last year, the city council initially called for the stoppage of STL operations in the city due to the lack of official concurrence and questions on the local government’s share from its operations.
