DSWD-10 warns anew vs ‘buy and sell’ of relief goods

CAGAYAN DE ORO CITY – The Department of Social Welfare and Development-10 (DSWD-10) has warned anew that those caught selling or buying food packs given to individuals affected by disasters are punishable by law. DSWD-10 issued the warning even as it continues to receive reports of illicit trading of relief goods in an evacuation center in Iligan City, where hundreds of displaced families from Marawi City are staying. The selling and buying for consumption or resale of the DSWD’s food packages and other relief supplies that are intended for distribution to disaster victims is prohibited under Republic Act 10121 or the Phil. Disaster Risk Reduction and Management Act of 2010. Per latest data from the DSWD-10, the region has 53,120 displaced families, 51,278 of whom are homebased. Of the total number of IDPs, 1,842 families are living in 33 evacuation centers. More than half a million residents left their homes in Marawi following the war government troops waged against the combined extremist forces of the Maute Group, Abu Sayyaf and Bangsamoro Islamic Freedom Fighters. The fighting lasted for almost six months leaving in its wake destroyed properties and hundreds of

lives lost. DSWD-10 information officer Jamila Taha said they first received reports of looting of food packs during the distribution of goods at the public covered court in Barangay Tubod, Iligan, on Dec. 9. Men were seen loading packed items in waiting vehicles, Taha said. According to the information received by the agency, these relief goods were then sold to unsuspecting consumers elsewhere. Last month, she said, authorities seized about 1,617 fake Dafacs from IDPs during the food pack distribution. Some IDPs were said to be in possession of more than one card. Sommayah Manaleseg, campaign officer of Tindeg Ranao, an organization of Maranao evacuees from Marawi, said many of the IDPs have admitted to selling donated food packs. “They are not denying it. And we cannot blame them. It’s a manifestation of the desperation of the evacuees,” she said in a phone interview Thursday. Manaleseg said the IDPs have no choice but to sell some of the food items and use the money they earned for their other needs. “Even the Department of Health said that the IDPs’ diet of NFA rice and canned goods is unhealthy. MALAYBALAY CITY -- Among the villages in Bukidnon affected by the wrath of severe tropical storm “Vinta” were the villages of Simsimon, Brgy. Kalagangan in San Fernando town and Panganan, Kitaotao, all in Bukidnon. Bukidnon State University assistant professor Loreta Sol L. Dinlayan, who is the officer in charge of BukSU’s Bukidnon Studies Center, joined a team of volunteers and personnel from government and non-government organizations who visited the areas affected by the storm last week. The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) placed Bukidnon under Storm Signal No. 2 along the wreaking path of “Vinta.” Dinlayan cited that local authorities, however, did not cite any report of casualties. She reported that out of the 150 houses in Panganan, one of the 35 barangays of the town of Kitaotao, only 11 remained after the storm. “Their houses made of light materials were washed out when the water level from Salug River rose,” she said via telephone on Tuesday. Dinlayan said that on the way from barangays Halapitan to Kalagangan in San Fernando, there were at least seven landslide sites they passed by on December 22. See affected, page 11

To look for proofs is a mental activity, which is no longer a common thing nowadays, because it takes time really, effort and is too serious to think about. Yet in Christian education, thinking right is very important.That’s why Philosophy is important in Christian life. To avoid error in thinking, the rules of right reasoning must be studied and mastered. It really is totally neglected in today’s modern education? Thinking is actually an enjoyable activity, but when one is pressured to get a good job for one’s

And here’s the worst: returning the next day, you are again told to wait for your papers, only to be told later in the day that your application still lack some more supporting documents, or you are simply informed that your application has been disapproved, period. If President Duterte has to be followed, he wants to end the long lines in all frontline services, expedite the issuance of driver’s licenses, licensed plates, passports and other public documents necessary for people to do their work and conduct business. Undoubtedly, this is an awful public service which the government is infamous for. Red tape breeds a deep culture of corruption and inertia that is hard to eliminate. It is even addictive, more than taking up the illegal pill that is shabu. President Duterte has been pushing for the fast-

tracking of business permit applications and clearances, a campaign promise aimed at eliminating corruption and the barriers for small and medium businesses to prosper. The process of real change has started and we are on the second year of the Duterte administration. Let’s see how Duterte government could be able to deliver the promise to change in the next four years. 2017 was loaded with strong messages of change appreciated by many, but frowned by the elite few. ing, or is being investigated, by the authorities---police, soldiers, or any other law enforcement officers---he has a right to know what he can or cannot do, right from the moment of his arrest. These can be found under Republic Act 7438, which took effect since 1992 yet. According to Section 2 (b) of the law, it is the duty of the authorities to make the persons they arrested, invited for questioning, or are investigating, know that they have the right to be given a lawyer who will assist them from the moment of arrest, and the right as well to remain silent and not to be compelled to admit to anything. If they do not have the means to get a lawyer of their choice, the authorities must give them free lawyers.

Florante Evasco’s Cause with PSC

Filipino athletes are like the wise men who needed a pointing star. Their achievements also depend on leadership, among others, especially when facing demoralizers and hindrances. This is what the Philippine Sports Commission (PSC) regional representative, Florante Evasco, seeks to fulfill as he looks for players to develop and oversee sports activities in his milieu. A few months ago, he initiated the arnis training program for a far-flung Busao National High School at Maribojoc, Bohol. It was a basic training program which aimed to develop the grassroots’ appreciation of the dying Filipino art in the province. I hail this program as a strategic move because though arnis has already become our national sports with a significant cultural

content, we only hear very few arnis mentors for school athletics in the province. I do not even hear about clubs around which mentor the lost art. Being asked to mentor in the arnis training program at Busao, I immediately took it with aplomb. I may be a Master of Management holder from the country’s premier university and had other decorations in the field of university mentoring for 17 years and, among others, had become a member of the National Committee on Visual Arts, but I still seek for my community to understand that they should never overlook a gem which can represent our national pride. So, mentoring arnis with the initiative of Evasco was, indeed, a special project which I took with a plum. Besides creating an arnis

project, Evasco also sought to encourage highly competitive athletes. He later learned that Eilen Perez-a weightlifter who lives nearby-- got the gold in the Asian Cup in Weightlifting and the Inter-Club Weightlifting Championships. He

Government keeps inflation target at 3 percent ± 1 percentage point for 2018-2020 In line with the inflation targeting approach to the conduct of monetary policy, the Development Budget Coordination Committee (DBCC), during its meeting on 22 December 2017, decided to keep the current inflation target at 3.0 percent ± 1.0 percentage point for 2018 - 2020. The government’s inflation target is defined in terms of the average year-on- year change in the consumer price index (CPI) over the calendar year. The current manageable inflation environment could be sustained over the medium term. Inflation projections and expectations continue to indicate that inflation could settle within the current

inflation target, although there are upside risks to the inflation outlook. Moreover, the inflationary impact of the potential increases in international commodity prices is assessed to be moderate, supported by lower pass-through to inflation of exchange rate and external commodity price inflation. Expectations of healthy economic growth alongside the tax reform program would create demand-side impetus to inflation. Nonetheless, the favorable effect of sustained investment spending by the National Government on the economy’s productive capacity would help temper inflation pressures. The medium-term inflation target is

set by the DBCC in coordination with the BSP under the inflation targeting framework. The announcement of the target is in line with the BSP’s commitment to greater transparency and accountability in the conduct of monetary policy. The BSP will

Since their separation, they had never been communicating or supporting either financially or emotionally to each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on April 18, 2012, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile. The children must be taught that success and failures are totally dependent on obedience or disobedience to God’s commands which can be found

only in the Bible. If children are obeying God’s commands, success, victory, and prosperity are sure to come to them, in whatever they do, or in their life’s ambitions. They would be spared of the evils of this world daily, if they sincerely comply with what God commands them in the Bible. On the other hand, if children are ignorant of, and as consequence, do not obey, God’s commands, they will suffer failures and rebuke in whatever they do or they plan. They cannot expect even an inch of success, and what they are assured of is destruction. Ybarsabal and his wife fled aboard a motorcycle while the others in tricycles, jeeps and multicab vehicles. They went home when a relative from this city, whom Ybarsabal has called, advised them that a tsunami is always preceded by a strong earthquake with a deep sea epicenter. The principal generation mechanism (or cause) of a tsunami is the displacement of a substantial volume of water or perturbation of the sea usually attributed to either earthquakes, landslides, volcanic eruptions, glacier calvings or more rarely by meteorites and nuclear tests, according to Wikipedia. Ybarsabal said the people panicked and as they also noticed the sea water level was low without even verifying whether it was high or low tide at that time. Aside from Siocon, residents in the nearby town of Baliguian have also fled their homes due to tsunami false alarm. “The false information just created public disturbance and panic among the constituents of Baliguian,” a public school teacher said on her social media account page. “If you have just seen how the people have evacuated at night that was so dark,” the teacher lamented. Lobrigas said appropriate charges should be filed against those people behind the tsunami false alarm that stirred undue panic. The municipalities of Baliguian and Siocon were greatly affected by the onslaught of Tropical Storm “Vinta” that recently hit the country. (PNA)

“Residents, including motorcycle drivers, cleared the road from dirt on their own,” she described the efforts of villagers to restore passage of roads. She cited that BukSU students living in the area provided them initial information of the situation. Across the Salug River, Dinlayan said residents told her that around 7.a.m on December 22, water from the river suddenly rose after hearing a loud noise. In seconds, they called their relatives and neighbors to run towards

higher ground to seek refuge. In minutes, the flood washed out their houses and belongings. Dinlayan said the flood did not go higher than the level of their houses but it took a while to subside. Residents tried to retrieve some house materials and belongings. No one was reported killed in the incident but Dinlayan noted that several residents were hit by flood debris. “If it had happened at night, all of us might have perished,” one of the village’s leaders told Dinlayan’s team. The team included provincial board member Richard Macas, who accompanied the volunteers to do an ocular inspection. Some of the residents evacuated to Kalagangan proper but many remained in the area after fixing makeshift houses. Dinlayan said the village is accessible only by motorcycle for hire (habalhabal) or on horseback. Some residents used bamboo rafts via the Salug River. In Simsimon village, part of San Fernando town, only 5 of the 26 houses are still standing after the area was washed out by flood waters from Salug River and another creek nearby. Dinlayan said the flood also caught residents by surprise. They were unable to save their belongings, including their livestock, which was part of a livelihood program. “The flood took all our hogs, goats and chicken,” one of the residents told the team. The residents were lucky the flood did not take casualties, the resident added. Dinlayan said they were quick to rebuild some temporary shelter by gathering some useful debris, planks of wood, among others. “But there is much needed. The residents needed help,” she added. In an SMS on December 25, Dinlayan said the residents in Panganan appealed for help for their basic needs like food, clothing, cooking pots, blankets and sleeping mats, and medicines. In Simsimon, she added, the immediate needs include food, clothing, galvanized iron for roofing and nails. She said they also needed soaps and wound and headache medicines. Dinlayan said priority for clothing is children’s wear as the residents have many children. There was a reported casualty in Kalagangan proper, a five-year-old child covered by mud during landslide, and injuries in nearby villages. This reporter is yet to obtain a copy of the progress report from the Bukidnon Provincial Disaster Risk Reduction and Management Center (PDRRMC). Dinlayan said Macas has coordinated with Gov. Jose Ma. R. Zubiri Jr. for action, who in turn ordered the PDRRMC and the Provincial Social Welfare and Development Office to respond. PDRRMC coordinator Israel Johann Damasco said via text message they were in San Fernando town as of Tuesday but did not give details. Dinlayan said that as of Thursday, the Provincial Social Welfare and Development Office distributed food and other supplies to residents in villages affected by “Vinta” in San Fernando town, including the two villages.
