Former NPAs in Manila for tour, dinner with Digong TWO hundred seventeen alleged members of the New People’s Army (NPA) who were reported to have surrendered to government were flown to Manila Tuesday morning for a two-day “educational tour” and dinner with President Rodrigo Duterte at the Malacañan Palace, the Eastern Mindanao Command (Eastmincom) said.

The NPA surrenderers were sent off at 9 a.m. on Tuesday at the Tactical

Operation Group 11 in Sasa where they boarded a C-130 aircraft for Manila, Maj. Ezra L. Balagtey, chief of the Eastmincom’s Public Information Office said in a text message.

Balagtey said all 683 NPA surrenderers within Eastmincom’s jurisdiction will all have the chance to meet and dine with the President in Malacanang but schedules have yet to be arranged for the other batches.

Reds kill govt troop in Butuan

CAGAYAN de Oro City-Suspected communist rebels on Monday killed a soldier who responded to a report of the presence of the New People’s Army (NPA) in Barangay Anticala, some 23 kilometers east of Butuan City.

Capt. Anthony Pueblas, spokesperson of the 402 Infantry Brigade identified the slain soldier as PFC. Roger Badayos.

Pueblas said they noticed the rebels are increasingly encroaching the villages around Butuan City, trying to envelop the highly urban center.

“The encounter happened around noon Monday as our troops approached the village,” Pueblas said.

An Irish report on ICT among educators point to age as contributor to the skills gap for teachers.

Teaching Reading to Kindergarten

Is there a best way to teach reading to kindergarten pupils? This is a question that many teachers and even parents ask when it comes to giving the kind of reading experience for their children.

According to experts, most children begin to read by age age 5 or 6. For many parents is is sheer joy seeing a child transform from a complete non-reader to one who can read letters,

and words, then books.

It is such a momentous event that it can cause a minor celebration in the family. In order for parents, teachers, and educators in general to ensure that young children learn how to read, they must implement reading programs that devote the early years to teaching kids to read according to methods that are scientifically proven methods to be effective in teaching suc-

cessful reading to children.

For kindergarten learners, learning to read accurately and fluently is a crucial set of skills success in school.

Experts say that if children are given the right kind of reading instruction, they will learn to read, and most of them will be able to read. Researchers say claim to have developed a straightforward formula to successful reading that, if integrated into reading instruction, can ensure that 90 percent of success among children.

Facebook in the Lives of Students

Two decades ago Facebook had no face, no name, and no space in the lives of people. No one knew that it would exist and take over the lives of billions of people around the world. No one predicted that it would become the social media giant that it is now, creating a network of people and strangers that would otherwise have not been possible in the years past.

In the school context, social media has likewise affected the lives of students - some positively and others negatively. Positive effects include having an outlet

for young people who might have no real friendships or contacts in real world. Having a medium to voice out their sentiments that are psychologically healthy for them as they grapple with the concerns of school, family, and friendships. On the other hand, there are several downsides to Facebook as far as students are concerned.

Among them is the time spent on social media rather than on their studies, such as reading and studying.

They become attached to their virtual friends that they fail or have a difficult time developing and sustaining real-life friends.

Moreover and even unfortunate is the effect that Facebook has among

family members. Children come home and establish conversation and communication routines not with their families but with their Facebook friends. At the dining table, conversations are in monologues and often include constant checking and browsing on their social media account. Quality time with family becomes a rare occasion. So the challenge is for educators and parents to strike a balance among children and find ways in which they continue enjoying Facebook and the social media, but at the same time develop into a fully developed student and person, in school and at home.

This formula consist of developing skills in phonemic awareness. Various studies have shown that phonemic awareness is a skill that can be developed and strengthened in kids.

To complete the process and following instruction in phonemic awareness, about 100 hours of direct and systematic phonics instruction can usually has been found effective to build the fundamental requisites in successful reading among kindergarten readers.

Risk Reduction Management Not Only Manage Lives, It Saves

A maxim goes “An ounce of prevention is a pound of cure” has something to do with the welfare and safety of everyone. Just like how some organizations and public leaders are trying to work out the great importance of risk reduction management.

For which, its emphasis is to decrease, classify, and assess the harm of every disaster that might happen.

Since disasters like earthquakes, floods, droughts and cyclones, are unpredictable, everyone must embrace the knowledge about risk reduction management. Teachers and other civic individuals are encouraged to initiate and facilitate the information and the like about it. Students have to be oriented about every inch

of details regarding its undertaking for them to prepare for whatever disasters ahead; maybe tomorrow, in the next few days, or in the years to come.

Out of the several major risks, management approaches are taking precautionary measures to lessen the loss of property and reduce the crucial possible loss of both. A disaster’s austerity lies on how much force a hazard has on the environment and the whole humanity.

There were plans, frameworks, programs, and policies that serve as the basis in order to adapt the easily initiated by The National Disaster Risk Reduction and Management Plan or NDRRMP. It is consistent with the National Disaster Risk Reduction and Management Framework (NDRRMF), which

serves as the sole guide to disaster risk reduction and management (DRRM) that labors the country. It also sustains and envisions the country to be safer, more adaptive and disaster-resilient Filipino communities toward its sustainability and continuous improvement.

In addition, as a whole, let us work hand in hand in order to achieve our own safety.

For no one is responsible for the safety of our loved ones including our own except through us. Time is precious, thus, we must learn to manage it, because time itself will not manage it for us. Take it as a challenge to be always ready and be prepared since calamities and disasters are like thieves; full of uncertainties, erratic, and very unpredictable.

Thus, beware and be aware.

‘Kikang’ must assume as Mayor or face raps

Elbowing to the last minute, dismissed City Mayor Oscar Moreno reportedly tried to stretch the serving of the Ombudsman’s dismissal order for a day or two. He failed.

The Department of Interior and Local Government (DILG) in Northern Mindanao successfully served the dismissal order against Moreno and three others Monday afternoon on Feb. 5, 2018.

Moreno’s lawyer issued his “personal opinion” on the matter, saying Moreno remains the city mayor pending resolution of the “status quo ante” that they reportedly filed with the Court of Appeals (CA).

Gan, however, said that out of “delicadeza,” Moreno should step down because the dismissal order issued by the Ombudsman clearly stipulated that it is “mandatory and executory.”

Unless the CA issues an order allowing Moreno to return, Moreno should obey the law, Gan said.

Well, as far as the CYNOSURE is concerned, the serving of the dismissal order technically means that Moreno has been “dismissed” from service.

It also means that any transactions signed and concurred by Moreno after the serving of the dismissal order becomes null and void “ab initio.”

In short, Moreno could

be sued in court, specifically with the Ombudsman, if he would continue to sign documents relative to the function of his office – now that he is dismissed from service.

Unless prevented by a competent court, by operation of the law, Vice Mayor Rainier “Kikang” Uy, is now the City Mayor of Cagayan De Oro. Uy should start disposing his duties and responsibilities as the “new” City Mayor.

Refusal to do so would make Uy liable with “dereliction of duty.”

Understandably, Uy is still a neophyte in politics.

It is in this context, that, perhaps, Uy could be easily swayed to succumb to

the political caprices of his elders.

However, Uy must remember that under the law, he must exercise his authority as the City Mayor following the dismissal of the City Mayor, or he will face the consequences that might have a negative effect of his future political career.

Next week, on Feb. 12, 2018, the City Council will hold its regular session. Barring any legal circumstances, one could find out if Uy has assumed the mayoral post because he will no longer preside the session. The session would, then, determine See rapS, page 11

All of them elated to know that one of the DCPC graduates who took the exam was ARIEL BERICO who become Top 5 of the exam with the result of 92%.

major in Mathematics with honors as an Outstanding student in March 2016 – 2017 at Don Carlos Polytechnic College, Don Carlos, Bukidnon. Along with him are the LET takers who passed the LET exam. There were 37 LET passers, 9 BEED, 10 BSED that includes the Top 5 and 18 from the Professional Education Group.

A child comes to school looking weak, pale, and often inattentive. The common perception is that the child is lazy and academically slow. In the classroom, he does not participate in class activities or interacts with peers. If you fail to take the time to inquire, to ask simple questions, as a teacher you may also fail in reaching out to him and discover what lies beneath

the otherwise disappointing appearance.

Upon closer examination, you may find out that the child is not at all lazy but forced by his personal circumstances to behave as such. The child may simply be a hungry child, forced by the financial condition of his family to come to school with an empty stomach. His desire to learn despite being poor and hungry prompts him to still come to school and take his space within the classroom. The only way that he copes with his

situation is to be silent and maintain an observer stance, rather than an active participation.

A lesson then for educators is to have a mindset that is open, observant, and inclusive - that we maintain a sense of wonder and curiosity with the way our children look or behave in the classroom. Only then are we able to understand and provide the nurturing both in mind and body to our learners, the well-fed and especially those who are silently hungry.

Duterte counts on NEDA to achieve prosperity for PH

MANILA – President Rodrigo R. Duterte on Tuesday said he is counting on National Economic Development Authority (NEDA) to achieve his goal of a prosperous Philippines in the remaining four years of his administration.

“With NEDA at the helm, I am confident that we can realize our vision of a prosperous Philippines by working together in laying a solid foundation for a stronger and more resilient nation,” Duterte said in his speech during the 45th anniversary of NEDA in Ortigas Center, Pasay City.

Duterte said the Philippines’ economy was moving a little bit faster “but not that much.”

“But I will try to - if we make it big in the succeeding years, then maybe. So that’s my message,” he said.

Duterte commended the hardworking men and women of NEDA for their dedication and commitment in shaping the country’s socio-economic agenda in the past four decades.

“I am optimistic that we can achieve this goal because of the professionalism of our NEDA officials and person-

nel. Your accomplishments in the past year and a half speak a lot about your skill and competence to fulfill your mandate,” he said.

He cited the streamlining of guidelines in the processing and approval of flagship projects, the creation of a task force to ensure the timely implementation and integration of the 15 Regional Development Plans into the Philippine Development Plan as some of the undertakings that uphold the integrity and efficiency of the Duterte administration’s national development agenda.

“We will build on these gains by boosting development in the regions. We will create more jobs, improve social services, encourage innovation and connect the country to growth centers by aligning regional plans

with our national development agenda,” Duterte said.

The President encouraged the NEDA family, led

by Director General Ernesto Pernia, to join him in his fight against graft and corruption by upholding good governance.

“Indeed, we have a bright future ahead and I count on NEDA to never waver in supporting government’s middle-term and long-term socio-economic agenda.

Always uphold good governance in the civil service as you provide direction to the formulation of our economic policies,” Duterte said.

Teaching Math the Explicit Way

Teaching Math has been an enormous task for Math teachers for years. Many point to students’ lack of skills to understand math concepts while others place the blame on how math is taught by teachers.

One strategy gaining ground among math experts is a systematic and explicit way of teaching.

It called explicit instruction or popularly referred to in DepEd as Explicit teaching. It involves three elements, namely, teacher modelling, guided practice, and academic feedback.

In teacher modelling, the teacher demonstrates to the class what the exact topic is and how it is accomplished.

Under teacher modeling, the following features and steps are observed: clear and consistent wording, unambiguous explanations and demonstrations, and think-alouds activities. In

math, the teacher can model how she understands a particular lesson, how she will go about solving it and how she was able to derive the answer. In guided practice, students are provided with appropriate activities that have been demonstrated by the teacher. The students are guided every step of the way until guidance is gradually withdrawn to give way to independent learning by the students themselves. Guided practice is characterized selecting and sequencing instructional examples, pre-teaching prerequisite skills, verbal prompting, math modelling, and cumulative reviewing. For its part, academic feedback is classified as timely feedback, corrective feedback, and positive feedback.

Although not absolute, experts propose that explicit teaching is most promising especially among students struggling with math.

Realizing ICT as a tool

in gaining universal access to education and quality learning for both the pupils and teachers, the Philippine Government launched the DepEd Computerization Program (DCP), which aims to provide public schools with appropriate technologies that would enhance the teaching-learning process and meet the challenges of the 21st century. 2010). In order to support and complement this program, the DepEd Internet Connectivity Project DICP) was created, which aims to connect all public high schools to the Worldwide Web within SY 2009-2010 (DO 50, s. 2009). voice against the killing of Datu Banadjao Mampaundag and son Jhonard by alleged members of the New People’s Army (NPA).

Banadjao and Jhonard were killed inside their home at around 4 a.m.

Sunday at sitio Igang, Barangay Palma Gil. The incident happened a day after Banadjao came home from the IP Leaders Summit in Davao City called by President Rodrigo Duterte.

Banadjao was one of the tribal leaders who signed a manifesto of support to the government’s peace effort in the recently concluded Indigenous People Leaders’ Summit at Camp Felix Apolinario, the headquarters of the Philippine Army’s Eastern Mindanao Command (EastMinCom) in Panacan last week.

Major Ezra Balagtey, the spokesperson for the EastMinCom, said a group of Tagalog-speaking mem-

bers of the NPA arrived at sitio Igang.

The commander or leader of the group reportedly gave the command to his subordinates as if they were government soldiers. But the armed men suddenly shot at Mampaundag’s house, hitting the victims.

Senate asked to declare DVO as cacao, chocolate capital DAVAO CITY -- The Davao City Council on Tuesday passed a resolution urging the Senate to declare the city as Cacao and Chocolate Capital of the Philippines.

During the suspended rules on Tuesday’s regular session, the city council approved the resolution requesting Sen. Cynthia A. Villar, chair of Senate Committee on Agriculture and Food for the declaration.

City Council’s Committee on Agriculture and Food chair Marissa SalvadorAbella said the declaration would help the farmers in advancing their income, create jobs, livelihood and spur tourism and other economic activities in the City.

“Cacao is an important commodity that offers a good source of income for small-holder farmers and

She said the city aimed to produce quality chocolates that would be competitive and would boost the efficiency of cacao farmers.

Each human language is a complex of knowledge and abilities enabling speakers of the language to communicate with each other, to express ideas, hypotheses, emotions, desires, and all the other things that need expressing. Linguistics is the study of these knowledge systems in all their aspects.

Linguists consequently are concerned with a number of particular questions about the nature of language.

Linguistics is divided into a number of subfields that is concern with the structure of language; (a) Phonetics, the

study of speech sounds in their physical aspects; (b) Phonology, the study of speech sounds in their cognitive aspects; (c) Morphology, the study of the formation of words; (d) Syntax, the study of the formation of sentences; (e) Semantics, the study of meaning; (f) Pragmatics, the study of language use.

Linguistics is defined as the scientific study of language. .

From different viewpoints, as a science, linguistics can be divided into several branches, among others, descriptive linguistics and historical/comparative linguistics (if it is based

its methodology), synchronic and diachronic linguistics (if is based on its aspect of time), and phonetics, phonology, morphology, syntax and semantics (if it is based on a language as a system), and sociolinguistics and psycholinguistics (if it is related to or combined with the disciplines (sociology and psychology respectively).

All of us may have known that the various efforts for improving approaches, methods and techniques have been done. The English Teaching Curriculum has been changed or improved from time to time. The various supporting books and textbooks have been written by many writ-

ers and those are published by the various publishers. Now, we can ask ourselves: ”How is the result of English teaching in our schools?”, or ”Does it make us our school students have good competence and performance in using the language?” Our empirical experience shows that many students fail in their English learning and that they regard the language as the difficult subject to learn.

Starting from the assumption, the students are not motivated in learning English until they have a good mastery of the language.

They tend to be apathetic in attending the English subject. As a consequence, their learning achievement is not satisfactory.

In this relation, he should know how language works and express meaning, and what structures are used in the particular language he is teaching. He should get familiar, for instance, with the theory about the general mechanism of producing speech sounds, so that he will be able to tackle any pronunciation problem his students may encounter.

By studying linguistics he will have deeper insights into the nature of language, and act accordingly in teaching the language.

Countering Math Anxiety with Tender Loving Care

Numbers can be scary for some students. The concept of numbers is so abstract that for students inclined with concrete ideas and objects find it difficult to understand and learn Math, especially those concepts that are more complex. While there is no definite research or evidence to properly qualify this fear of numbers, a new study published in The Journal of Neuroscience suggest that such fear can actually be a legitimate kind of phobia.

This kind of fear is called Arithmophobia.

Collins English Dictionary defines it as the fear of numbers. Arithmophobia means the fear of numbers generally, but can also refer to the fear of math, numerals, certain numbers, calculations, and/or calculus. This can explain why children suffer from math anxiety or “a feeling of tension, apprehension, or fear that interferes with math performance,” as defined by Mark H. Ashcraft. Findings from The Journal of Neuroscience on math phobia suggest

that educators should approach math anxiety like any other kind of phobia, and help children face their fears in numbers by conducting one-on-one math tutoring sessions with them on a regular basis.

This personalized, one-on-one approach is vital in countering the negative effects brought about by children’s fear of numbers. Experts say that math anxiety can have serious, long-term consequences among children.

Likewise, prior studies have shown that elementary school children who excel at math are more likely to succeed in high school, as well as later in life. They propose that managing children’s fears within a safe, supportive environment, guided by someone who has enthusiasm for numbers, is an effective way to combat fears. Similar methods have been used to cure other anxiety disorders such as claustrophobia.

This study suggests that math anxiety is just the same — it’s a real phobia, a fear that is processed in the brain that can be managed, and likely cured.

It has been my third week of being assigned as the new Grade III teacher in our school. I could still remember the surprised look on my 46 pupils upon knowing that they’re having a new teacher because their previous teacher has been assigned as a school head in the hinterland.

The first week that I am with them happens to be the schedule for the 3rd Quarter exam. Before the exam, I made a thorough review in all their subjects.

I was confident that all of them would get the passing scores. I had to admit my expectations were way beyond reality. As they say, reality really bites. Many of them failed in all eight subjects. Of course, my first reaction was that what will become of the rest of

the year with these type of pupils.

There are many classroom issues that I’m sure teachers like me are facing every day. There are always children’s behavior issues. I still have around 12 pupils who cannot read the basic sight words for Grade III. There are pupils who have not eaten their breakfast or lunch and are queuing in place of the feeding beneficiary who is absent. I also have a handful of pupils who come from broken homes.

I have a smart pupil who is often absent because she has no money for her fare much more for her baon. There are parents who are super OC when it comes to her son/ daughter’s performance.

With all these challenges, I wonder where and how will I start? First, I started with a one-on-one interview on my pupils’ economic status.

An ISIS-linked group is using children to fight as soldiers against the Philippine Army and filming them for propaganda. Most of the fighters with Maute and Abu Sayyaf are in their 20’s but there is evidence to suggest, that boys as young as four are being used as soldiers on the frontline. Well, the first City Councilor would automatically move to become the City Vice Mayor who would, then, assume as the presiding officer. Being the first city councilor, Zaldy Ocon is now the City Vice Mayor.

However, Ocon is serving a six-month suspension without pay effective January 16, 2018. Thus, Ocon could not exercise his duties and responsibilities as Vice Mayor until June 16, 2018.

In the absence of Ocon, it would be a toss coin between Councilors Nadia Emano and Jordan Suan to act as the temporary presiding officer of the City Council.

Since Ocon is suspended as Vice Mayor, either Emano or Suan could also act as Vice Mayor until Ocon completely served his suspension order. Anyway, the situation is worth watching.

Before anything else, there is something disturbing in the manner the DILG implements the implementing order of the Ombudsman relative to the dismissal of Mayor Oscar Moreno, et al.

After Moreno’s legal counsel, confirmed the receipt of the dismissal order Wednesday morning, the DILG Regional Director Arnel M. Agabe, texted local news outfit in Cagayan De Oro City for a “press conference” in the afternoon. What for? Unless, something new comes out, Agabe has nothing to disclose anything anymore about Moreno’s dismissal.

So far, the DILG’s press con has lost its credibility.

First, if the Sanofi representative agreed that his company will still consider a refund what was paid to them, that could amount to an admission of a defect in their vaccine---something that is now being denied by them tooth and nail.

Second, even if we assume that the representative gave a commitment for Sanofi to refund, it cannot still be used against the company, because the decision to return billions of pesos rests not with him, but with Sanofi’s board of directors.

City Councilor Leon Gan, however, said that the implementing order of the Ombudsman was very clear that Moreno has already been dismissed.

“The Ombudsman’s order was served by the DILG Monday. Out of “delicadeza,” Moreno should have vacated the post now,” Gan said.

He said that by operation of the law, Vice Mayor Uy is now the City Mayor, otherwise, Uy would be charged with “dereliction of duty” and abandonment of post if he will not exercise his authority as the City Mayor.

Although a source from the DILG disclosed that Uy has been the City Mayor after the dismissal order was served Monday, Uy denied having sworn in into office.

There were unconfirmed reports that Uy traveled to Davao to purportedly attend an official function.

Gan said that his office also received information that Mayor Moreno did not sign anymore documents pertaining to his functions as City Mayor since Tuesday.

He said that the city’s depository banks have reportedly refused to honor the signature of Mayor Moreno this time.

In a two-page memorandum order signed by DILG Undersecretary Austere Panadero, the Ombudsman ordered the DILG to serve the dismissal order against Moreno, et al within 30days upon receipt of the transmittal dated January 5, 2018.

The DILG regional office officially received the DILG’s memorandum order Jan. 31, 2018 and was recorded in the DILG record file on Feb. 2, 2018 at 4:30 in the afternoon.

Abdullah Matalam, the DILG’s assistant regional director, accompanied by the DILG’s lawyer and secretaries, served the implementing order of the Ombudsman dismissing Moreno and three others from government service on Feb. 5, 2018, a Monday, at 3:48 p.m.

Moreno and the three other officials were ordered dismissed from government service for Grave Misconduct, Serious Dishonesty and Conduct Prejudicial to the Best of Public Service.
