BTA adopts resolution to prevent entry of 2019-nCoV in Bangsamoro Region MARAWI CITY, Lanao del Sur) -- The Bangsamoro Transition Authority (BTA) has adopted Resolution No. 186, urging the concerned agencies and Local Government Units (LGUs) of the Bangsamoro government to adopt and implement measures to prevent the entry of the 2019 Novel Coronavirus in the Bangsamoro Region. ILIGAN CITY -- The provincial government of Lanao del Sur has formed an InterAgency Task Force (IATF) to monitor and direct efforts to prevent the entry of the novel coronavirus (2019nCoV) in the province. In a meeting with officials of the province’s 39 towns in the provincial seat of Marawi City on Wednesday, Governor Mamintal Adiong urged local health officials to implement precautionary and preventive measures, as well as to initiate an information and education campaign on proper hygiene. “I want that, as much as possible, every resident must be healthy and free from any sickness,” Adiong said. The scheme falls within the definition of securities, particularly investment contracts, as defined under Republic Act No. 8799, or the Securities Regulation Code (SRC), according to the EIPD. CAGAYAN de Oro City-The Yanson Group of Bus Companies (YGBC) has tightened its preventive measures against the spread of novel Corona Virus (2019 nCoV) in all its passenger terminals and offices nationwide. SEC Revokes Togachat Academy’s Registration THE Securities and Exchange Commission (SEC) has canceled the corporate registration of Togachat Academy Philippines, Inc. for running an unauthorized investment program resembling a Ponzi scheme. The SEC Enforcement and Investor Protection Department (EIPD) issued the order of revocation on January 23, after finding Togachat to have engaged in investment-solicitation activities by selling or offering securities to the public without the necessary license from the Commission. CAGAYAN DE ORO CITY -- The provincial government of Misamis Oriental has imposed a temporary ban on local pork products from the Davao Region amid the African swine fever (ASF) outbreak in Davao Occidental province. In an Executive Order signed by Gov. Yevgeny Vincente Emano Tuesday, all pork and pork-based products -- including boar semen for breeding -- entering the province will be prohibited “until such time the Bureau of Animal Industry of the Department of Agriculture will declare that all pork products are safe to consume.” Emano’s directive also barred any resident or visitor from bringing pork products into the province. The EO also ordered a 24/7 quarantine procedure within the borders of the province for motorists and

travelers. Capitol departments were also ordered to intensify information drives among local farmers to avoid the spread of ASF in the province and prevent a possible outbreak. “Now that ASF has entered the island of Mindanao, the existing danger that ASF will reach and affect the province of Misamis Oriental is now a major and more serious concern, thus requiring an urgent need to implement responsive protective measures to help guarantee that the province remains ASF-free,” Emano said. The province ordered the same ban for pork meat and pork-based products from Luzon last year following an outbreak in several areas in that island. Davao Occidental immediately declared a state of calamity following the outbreak that has now affected two towns, resulting in the death of thousands of hogs. (PNA)

Fresh start for Huili Fund

AFTER a derailed timeline last year, the first quarter of 2020 is seen to usher a fresh start on the prospect of job generation for the people of Northern Mindanao with the entry of a giant steel mill from China. Preparations are underway for the groundbreaking ceremony targeted to happen in March, this year. With an investment of $4-billion, the Chinese steel company led by Huili Investment Fund is poised to build a 305-hectare integrated steel manufacturing plant at the Phividec Industrial Estate in Villanueva, Misamis Oriental Special Economic Zone. The recent signing of a Memorandum Of Agreement (MOA) between Huili Investment Fund President Jun Hou, PHIVIDEC Industrial Authority Administrator Franklin Quijano, Misamis Oriental Governor

Yevgeny Bambi Emano, and Simple Homes President Robert Pizarro has ignited the start of the long-awaited steel plant project, perceived to the largest in Southeast Asia when completed. The project, a 100 percent private undertaking, is a realization of President Duterte’s vision of reliving the integrated iron and steel industry in the country. Eyed for completion in three years, the project is expected to generate 10,000 jobs, and the birth of about 40,000-50,000 jobs created by downstream industries. The three-phase project, will consist of a port, an integrated steel mill with a capacity of 10 million tons, an industrial park, and other downstream industries. And the integrity of our local officials is again tested here with the entry of a giant steel manufacturer from China.

Back in 2008, a Korean steel firm, Hanjin Heavy Industries, has started building up its $2 billion shipyard facility inside Phividec only to be told later to pack up, and indeed, they packed up without notice and sent home their earth-moving equipment with a heavy heart. Mindanao’s dream to host the biggest shipbuilding facility never materialized. Hanjin has to transfer its shipbuilding facility in Subic, Zambales. Unfortunately, the project has to close down early this year due to bankruptcy. The Marcos-era National Steel Corporation (NSC) that made Iligan famous as the industrial city of the South is completely dead. With several attempts of revival, the governmentcontrolled corporation, marred by so many con-

troversies, is hopelessly devoted to rust and junk shops nearby. The existing infra facilities of Tagoloan and Villanueva towns like water, power, and the Phividec site had satisfied the Chinese investors for the planned steel plant. The Chinese investment group is also eyeing to build a cement plant to maximize the use of industrial wastes produced by the steel plant. According to Muller & Ellison (2001), A growing body of research has consistently indicated that the frequency of religious practice is significantly and directly related to academic outcomes and educational attainment. Religious Education makes a contribution in developing the student’s knowledge and understanding of religion in an open-minded aspect. It simply teaches that there are varying beliefs, practices, origins, societies and traditions which in a way helps the student to value spiritual development and building the basics of understanding life and its purpose. Young

learners exposed to an early religious classroom setup are most likely to depart from justice and uprightness. This is because they already have the essence of fundamental understanding of good teachings inclined to their religious faith, and this in turn helps them exercise better their actions and provide a well-balanced education in the course of their student career. It is very important as it also promotes moral and social improvement for individuals, on their views, attitude and character formation, an improvement that does not only stay within the four walls of the classroom, but can be brought and applied throughout the student’s life-long journey of learning. Whether it was done through various, sensible ways such as visual, auditory or touch, its purpose is to show a connection. Today, students in high school to the college years face prevalent issues heavily than in the past decades. Notably are depression, anxiety, addiction, and disorders. 40% of them do not seek help nor disclose with others to situate what state they are truly in. Students today are faced with such problems that affect their whole well-being. With extensive efforts done by the concerned agencies and the educational system, if the mutual effort is absent then it would be an arduous process. If these people lock themselves away, then at least we should make them value the

essence of having an outlet, and the best method where they aren’t in need to be bounded is through artistic expression. This is the reason why I see that teaching art courses in schools is a great worth. It may not be the case for some, but art helps distract our minds from negative thoughts; produced art gives us a pleasant feeling. This is called Art Therapy. Art therapy is used while considering the power of the person’s subconscious to offer a solution through art. Art therapy can be a powerful tool for change this way. When used in this way, the person expresses the problem and what has to happen in between to move from the problem to the solution (Aitiro, 2017). When we cannot express the worries and problems we have, the arts let us breathe and absolves ourselves from all the situations that have been troubling us. Art may be distinguished as a façade first, but underneath lies deep imprints of meaning. Using art expression to help oneself in overcoming the issues one is facing makes us see the world from a positive perspective.

While classrooms arranged in the traditional layout of rows of desks facing the teacher’s table facilitate the usual organization, the expected paper passing, textbooks use, and ‘sit and listen’ processes hinder collaboration between learners and discussion.If your sense of genuine teaching dedication and classroom provide a democratic atmosphere of dynamic changes, you can rearrange the fixture displays and groupings of pupils to the benefit of everyone, improving happiness, stimulating changes through academic curiosity can derive efficient outcomes for everyone. DAVAO CITY — The municipality of Sto. Tomas in Davao del Norte has created a task force to protect the town’s swine population from being infected with the African Swine Fever (ASF). Mayor Ernesto Evangelista said in a statement on Tuesday that he issued Executive Order No. 3 creating the Task Force ASF Prevention and Control following the confirmed case of ASF in Don Marcelino town, Davao Occidental. Evangelista said that the EO aims to establish an inter-agency collaboration and protect the local hog industry and the constituents of the municipality. “There’s a sense of urgency to this problem. That’s why we need to adopt measures to prevent great economic loss and protect the swine industry” he said. Municipal Agriculturist Elmer Degorio, chairman of the Task Force ASF Prevention and Control, said

DAVAO CITY -- Health authorities allayed fears on the effect of the Novel Corona Virus that afflicts worldwide. Dr. Anabelle Yumang, regional director of the Department of Health XI that all persons under investigation in a local hospital, have shown normalcy in their temperature and behavior. “They are just seating in their room, scrolling their cellphones,” Yumang said. She said these persons fit in the description of somebody who needs to be investigated based on travel history and health condition. Yumang said unless the results of their laboratory tests would not be cleared by higher authorities, they could not be released. She said these persons have to be quarantined in the hospital for 14 days.

DAVAO DEL NORTE -Young Ata-Manobo tribal leader of Talaingod, Datu Aweng Apoga aired his desire to share the benefits of government projects funneled to their communities to his fellow people currently staying inside the Haran compound in Davao City. “Ang among pag-adto didto dili kagubot. (we went there not seeking for chaos.),” he said. “Gusto namo sila matabangan dili lang kami ang matabangan labi na karon nga daghan ang projects gikan sa gobyerno. (We want them to have a share of the benefits; not only us, especially now that there are some projects from the government.),” he said during the Pakigsayod radio program discussing on “Kalambuan sa Talaingod”. He recalled some AtaManobo community members who, on January 25, went their way to Haran at the United Church of Christ

in the Philippines (UCCP) compound located at Madapo Hills in Davao City. His father, Datu Guibang Apoga was among the Talaingod Ata-Manobo tribal leaders who appealed that relatives and fellows be sent home. Aweng revealed being part of the tribal decision to fetch co-tribe members and relatives from Haran, and bring them back home. “Atong adtuon sila ug estoryahon sila mga mouli na ta diri sa atong lugar, maapil mo ug mga projects gikan sa gobyerno. (We will go there and talk to them to go home so they would be included among the beneficiaries of government projects),” he said. During the radio program, the young Apoga revealed having worked with the New People’s Army (NPA now tagged as organized crime group) as a member of its medical corps before entering Haran in 2015, as a lecturer of “Pam-

bansang Demokratikong Paaralan (PADEPA)” Now as a 26-year old young man liberated from Haran, he confided of having an intense desire to bring his relatives and fellows out of Haran and take them back to their homeland because of his first-hand knowledge about the antigovernment teachings that Haran is allegedly espousing. He wanted the children to be enrolled in schools run by the government, and not with Salugpungan which he used to serve as a teacher, injecting revolutionary lessons basically in word association of letters in the alphabet. Meanwhile, Talaingod Municipal Information Officer Phoebie Graza during the same radio program, expressed gratitude for the Apoga clan based in Sitio Nasilaban, Barangay Palma Gil in Talaingod for spearheading the closure of salugpungan schools in Talaingod. She noted that the salugpungan closure had led to entry of substantial number of government projects especially schools from the

Department of Education (DepEd) and housing from the National Housing Authority (NHA). Noting that the visit of DepEd Secretary Leonor Brinoes in August 2019 showed positive results, Graza said six additional DepEd schools were opened particularly in areas where salugpungan schools were once operating. Opened for School-year 2019-202 were Dulian Integrated School, Sambulungan Elementary School, Pongpong Elementary School, Naputkalan Elementary School, Lambid Elementary School, and Dalingding Elementary schools. Graza said these schools are located in far-flung AtaManabo communities where teachers make their way to assigned school sites through a combination of riding on a single motorcycle and going on foot. Rice prices dip at 6-year low, due to rice tariffication law FILIPINO consumers can breathe a sigh of relief as retail prices of rice continue to stabilize at the start of the year -thanks to the measures and interventions implemented by the Duterte administration. “Consumers are now reaping the benefits of a lower price of rice, which is the heart and soul of the Rice Tariffication Law or RTL,” said Agriculture Secretary William Dar. The average retail price of regular-milled rice (RMR) dipped to P36.53 per kilogram (kg) in the first week of January 2020, down by 12.3 percent (%) compared to P41.63/kg in the same week of December 2019, according to the Philippine Statistics Authority (PSA). “It was the lowest average price of RMR since six years ago, on the third week of January 2014, at P36.46/kg, as per PSA,” added Secretary Dar. The average price of well-milled rice (WMR) was cheaper by 11%, at P37.24/kg in the first week of January 2020, versus P41.82/kg during the same period in January 2019. “ Ku m p a r a n o o n g

continue to move on and attain our vision of a rice-secure and foodsecure nation with prosperous farmers and fishers,” the DA chief noted. He said that the four RCEF major components are in full swing, which include the provision of farm machinery, quality seeds, credit, package of technology and training-backed up by an assured funding of P10 billion yearly for the next six years. The DA’s Philippine Rice Research Institute (PhilRice) has to date obligated a total of P2.56 billion for seeds, and distributed P552.6-million worth (893,433 bags) to thousands of farmers in 557 out of 798 municipalities nationwide. Under the mechanization component, identification, evaluation and field validation of farmers’ cooperatives are ongoing. They will be granted with P3-billion worth of various farm machinery starting first semester of 2020.
