TUBOD, Lanao del Norte-The Philippine National Police in Lanao del Norte has been telling the public not to panic and instead remain vigilant as the referendum to decide if the province’s six municipalities will be included in the new Bangsamoro region under the Bangsamoro Organic Law. This after 11 families from the towns of Sultan Naga Dimaporo, L ala, Kolambogan, Baroy and Kapatagan were evacuating to neighboring places in Misamis Occidental and Ozamiz City. AIGO, Lanao del Norte--A Moro Islamic Liberation Front (MILF) official told his fellow Muslims to go to a mosque and pray before they will go to their respective polling precincts to participate in the plebiscite in Lanao del Norte on February 6. In his visit to Maigo last January 24, MILF Chairman Murad Ibrahim told hundreds of Muslims and non-Muslims to pray and ask from Allah what they want for -that the 'yes' will win for the inclusion of the six municipalities in Lanao del Norte to the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) under the
Bangsamoro Organic Law. "It is a religious tradition if we will ask for something big, the night before, we will have sambayang (prayer) to pray to Allah that He will grant us our prayers," Murad said in the interview. More than 300,000 registered voters in Lanao del Norte will cast ballots at around 1,000 clustered precincts in the plebiscite areas

THERE are still 83 sitios in Misamis Oriental and Bukidnon that are still under the influence of the New People’s Army (NPA) rebels or their unarmed wing, the Communist Party of the Philippines (CPP) and the National Democratic Front (NDF). In a security briefing before members of Oro Chamber last Monday, 403rd Infantry Brigade commander Col. Edgardo de Leon identified the fol-
lowing cities and municipalities with communist presence and the number of sitios they have penetrated there: Gingoog City (15), Claveria (8), Medina (5), Balingasag (10), Lagonglong (3), Salay (2), Talisayan (1), Opol (6), all in Misamis Oriental; and Malaybalay City (9), Valencia City (9), Malitbog (3), Manolo Fortich (2), Impasug-ong (6), Sumilao (1) and Lantapan (3), all in Bukidnon.
Cagayan de Oro City’s barangay Besigan has a sitio that is also in the list. According to de Leon, there are only few sitios though with armed NPAs. Second BOL plebiscite voters reminded to write ‘Yes’ or ‘No’ only

HE Commission on Elections (Comelec) reminded voters in Lanao del Norte and North Cotabato to clearly write "Yes" or "No" in their ballots for the second Bangsamoro Organic Law (BOL) plebiscite set on Wednesday. Comelec spokesperson James Jimenez noted that the Filipino translation of these words or their counterparts in any local dialect in the participating provinces will be accepted. “Again, just to remind everyone. In order for your answer to be effective, it has to be Yes or No. Oo or Hindi. Hindi or Oo. Check or line or cross marks are not allowed. They need to write the word “Yes or No, or the equivalent local dialect,” the poll body official said in a press briefing Tuesday. “Whatever they speak in that particular area, whatever dialect they have, that would be accepted as valid vote. Those that are not valid are check and cross. No matter how complicated the mark you make, for example one drew a thumb mark which is photo realistic that is not acceptable. So it has to be Yes or No,” Jimenez added. At the same time,
he noted that they expect the result of the referendum to be out within four days. The referendum will include the towns of Baloi, Munai, Nunungan, Pantar, Tagoloan, and Tangkal in the province of Lanao del Norte and the municipalities of Aleosan, Carmen, Kabacan, Midsayap, Pikit, and Pigkawayan in the province of North Cotabato. It also includes the 28 barangays that sought for voluntary inclusion in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). With this, Jimenez said the Municipal Plebiscite Board of Canvassers of Aleosan, Carmen, Kabacan, Midsayap, Pigkawayan, Pikit and Tulunan, all of which are in North Cotabato, will be transmitting their Certificates of Canvass directly to Manila, to the National Plebiscite Board of Canvassers (NPBOC) which is composed of the Commission en banc. Pregnant with economic blueprints
MINDANAO has been pregnant with web after web of economic blueprints, yet until now, it is still in the delivery room catching up its breath to survive, thanks but no thanks to Imperial Manila’s distorted thinking about this long-forsaken island. Challenged by a longtime discord, unstable peace, poor governance and underdevelopment, Mindanao is nothing but an island hounded by political rhetoric, of plentiful promises that never come to play. With its so-called vast natural and human resources, Mindanao has been finding ways to stand on
its own, now that a law calling for the autonomy of Muslim Mindanao is half-way through its full implementation sans negative result of the plebiscite. The birth of RA 11054 otherwise known as the Bangsamoro Organic Law, peace and development initiatives could spell a difference for Mindanao’s future. That is, if the current administration’s Dutertenomics could be able to lay a ground work that would translate simple rhetoric to plausible course of action for the attainment of lasting peace and sustainable development of the island. Yet that is not the thresh-
old. Let’s take a quick look at the numbers. The poorest of the poor comes from Mindanao. Four out of the top five poorest regions in the country are in Mindanao. Region IX (Zamboanga Peninsula), Region X (Northern Mindanao), Region XII (Soccsksargen), Region XIII (Caraga), and the Autonomous Region in Muslim Mindanao (ARMM) registered poverty incidence above 3 percent in 2015. Ironically, Region XI, President Duterte’s region had a poverty incidence of 26.7 percent. ARMM, where Lanao del Sur is located, is the poorest region with at least

59 per cent of its 3,781,387 population living below the poverty threshold. The widespread poverty in Mindanao is also evident in the fact that eight out of the 10 poorest provinces in 2016 in the country were from Mindanao. While considered poorest in 2006 and 2009, Zamboanga del Norte managed to improve. It dropped to 5th place in 2012 and then to 8th spot in 2015. This is not the case with See BLUEPRINTS, page 11

Mistakes and crimes
CHILD psychology experts are one in saying that kids, those that are 15 and below, for lack of discernment do not commit crimes only mistakes. Not being able to discern the ramifications of the mistake they have done they could not be held responsible for their mistakes the way we do with criminals. Making them answerable for their mistakes the end goal must be restorative and curative rather than punitive. Sadly, members of the House of Representatives have just passed a bill that lowered the age of criminal
liability to 12, three years lower than the current 15. The bill will mostly likely become a law with a sizable number of senators expressing agreement to the measure that House Speaker Gloria Macapagal Arroyo said was what the President wants. What makes this move mind boggling is the fact that experts opposed the lowering of the age of criminal liability on the ground of discernment where they said kids of that age still lack it, which is the condition sine-quanon before one can be held criminally liable for his act.
If we go by the expert opinion, only adults such as the senators and congressmen who could be held criminally liable for acts that run counter with existing laws. Could this be the reason why congressmen are throwing out of the window anything to do with transparency by putting up layers of requirements before any citizen could get hold of a copy of their SALN? By the way, since elections are forthcoming, better if the citizenry marks the names of congressmen who will support this shenanigan of shielding themselves

The Bangladesh Central Bank has finally sued the Rizal Commercial Banking Corporation (RCBC), together with with some 23 Filipino and Chinese nationals who were individually identified in the suit, and some 25 others who were simply identified as “John Does”. This
is in connection with the alleged theft of some US $81 million owned by the Bangladesh Central Bank that was deposited by it with the New York Federal Reserve Bank in 2016, and which was later found to have been deposited with the RCBC. I am certain that this news would cause a grave commotion of sorts for people in the Philippines who have deposits and transactions with RCBC. I also see that this would have a devastating effect on the entire banking system in the country. Too, this would constitute yet another black mark involving not only the honor of the banking system in the Philippines, but of the honor of the whole Filipino race. This would somehow confirm allegations that many Filipinos are truly corrupt. -ooo-

HE Cagayan de Oro Misamis Oriental Association of New York, Inc. and the CDO Bloggers Inc. have entered into a Memorandum of Agreement to promote the 17th Kagayanon International TAPOK 2019 to be held in New York City, USA on July 26-28, 2019. Tapok is the brainchild the late Roy C. Gaane, founder and president of Kagayanon International (KI). Chinese New Year in PH, more than attracting luck CHINESE New Year is one of the most important holidays for the Filipino-Chinese community in the Philippines, with the occasion largely recognized as a time when families reunite. In the Philippines, the Chinese New Year is a special non-working holiday that gives both ChineseFilipinos and Filipinos in the country a chance to enjoy the celebration with their loved ones. “Chinese New Year in China, even here in the Philippines, it (now) means bringing together the family,” 73-year-old Fernando Gan said in an interview. The same goes for Dante Chua, a 60-year-old Chinese entrepreneur from Fujian, China. “Here in the Philippines, we have a lot of Chinese here and for us here, our Chinese New Year translates to getting
together,” he said. During this time of the year, the much-loved “tikoy” or glutinous rice cakes that are a staple during Chinese New Year flood the market. Malls start to hang “kung hei fat choi” or “gong xi fa cái” banners in bold red and lion and dragon dance performances are seen all over -- all synonymous to wishes of prosperity and good luck for the new year. In celebrating the event, Chua said his family prefers sticking to “a simple banquet” and the regular tikoy-giving to neighbors. Since the Chinese culture is deeply-rooted in the Philippines, Filipinos join the celebration by preparing tikoy and Chinese food, consulting Feng Shui experts, and reading Chinese horoscope. ENATOR JV EJERCITO says putting up a modern railway system is invaluable and relevant to the country’s economic growth. “Only an efficient, reliable, costeffective, environmentfriendly and modern railway system which moves people and goods faster can be the catalyst for economic growth,” he said. JV told media he is committed to work for the modernization of the existing Philippine National Railways lines in the northern and southern parts of the Philippines. The achiever senator said he has been urging for a modern, efficient railway system for the country even when he was still the representative of San Juan City
during the 15th Congress. “I’m the only one (who is pushing for the railway system’s revival), since, I was still a member of the House of Representatives representing San Juan, Manila,” he said. “And we realize the potential of our railway system as an alternative transport system, particularly in the remote provinces, in Southern Luzon,” he added. Ejercito believes a modern railway system is a backbone of a sustainable economic development in the regions, after noting that the Philippines is lagging for at least 15 to 20 years behind in terms of infrastructure development especially on mass transport system. Construction of an efficient network of railway
system, definitely, will cost the government a lot of money and investment, but he said the returns of a modern railway system wouldl be enormous. Ejercito stressed that apart from the economic benefits, a modern railway could also significantly solve the country’s traffic problems, especially in major business areas. “I believe there is no other way than the railway system that we could address the traffic congestion in Manila and other key urban cities,” he added. Senator JV bared that he has already laid out initial plans for the restoration of the railway system with Japanese companies as potential partner for the project.

MANILA -- The Department of Information and Communications Technology (DICT) said Saturday it is pushing through with the implementation of its common tower policy even without the entry of a new major telco player. DICT Acting Secretary Eliseo Rio Jr. said this will allow cell tower firms to build and deploy communication infrastructures that may be leased to telcos to further improve the delivery of their services to the public.
“We will go ahead with the common tower initiative even if we have only two telcos because the fact remains that we still need an additional 50,000 towers to improve our connectivity,” Rio said in a statement. “Common towers can bring down the cost of our telecommunication services so there is definitely a need for this initiative, whether we have two or three or even four telcos,” he added. The DICT official made
MANILA -- Malacañang on Tuesday vowed to monitor the prices of basic goods and services as inflation slowed down from 5.1 percent in December 2018 to 4.4 percent in January this year. Presidential Spokesperson Salvador Panelo welcomed this development, citing the “strong and decisive action” of President Rodrigo R. Duterte in addressing conditions that contributed to inflation. “The Palace is pleased with the good news that for the third straight month, inflation continues to drop, registering at 4.4 percent in January 2019,” Panelo said
in a statement. “Last year, soaring prices caused by uncontrollable factors, tested our will as a nation. Not disheartened nor cowed, we rose to the challenge as a people,” he added. Panelo, meanwhile, assured that the Duterte administration will continue to carry out measures to make Filipinos feel the effects of slower price increases and live a more “comfortable life.” “With inflation further tapering down to a 10-month low of 4.4 percent, this administration will oversee and ensure that its consequent effects at the market would be felt by the ordinary consumer,”

The Philippine Statistics Authority (PSA) attributed the slowdown in inflation mainly to the slowdown in the annual increment of food and non-alcoholic beverages at 5.6 percent, from 6.7 percent in December 2018. It added that slower price increases in food and non-alcoholic beverages,
alcoholic beverages and tobacco, and transport contributed to the slowdown in inflation. National Statistician Lisa Grace Bersales said inflation dropped despite the implementation of the second fuel excise tax hike under the Tax Reform for Acceleration and Inclusion (TRAIN) Law as many gasoline stations have yet to include the excise tax for January. The second package of the TRAIN Law imposes an additional PHP2 for every liter of diesel and gasoline, PHP1 for every liter of kerosene, and PHP1 for every kg. of cooking gas or liquefied petroleum gas. Hataman, Murad, Galvez meet for a smooth Bangamoro transition MARAWI City -- Autonomous Region in Muslim Mindanao (ARMM) Governor Mujiv Hataman, Moro Islamic Liberation Front (MILF) Chair Al Hajj Murad Ebrahim, and Office of Presidential Adviser on Peace Process (OPAPP) Secretar y Gen. The change ensures that the region will be more autonomous in nature as well as fiscally independent, all changes which will benefit the people. Unlike before, when the ARMM had their own unitary government, the BARMM will be parliamentary-democratic. This gives BARMM the power to enact their own laws, which will hugely benefit the people. Before, the ARMM depended on approval from Congress for the region’s budget; in the new government, the BARMM will have a budget automatically allocated from the annual block grant, amounting to 5 percent of the net national internal revenue. HE Department of Agriculture (DA) is offering loans to farmers who want to buy modern machinery and equipment to improve their productivity. Agriculture Secretary Emmanuel F. Piñol said one of the concerns of farmers and fishermen is the access to capitalization. The farmers cannot borrow from banks due to tedious requirements which include credit record and collateral. He further pointed out that in the previous administration, farmers were required to put up equity before they could get agricultural machinery and equipment. Under the Agriculture and Fisheries Machinery and Equipment Loaning Program, a group of farmers or fishermen can apply for a loan and borrow money at two percent interest, payable in eight years. "We have P400 million available now so you just need to organize yourselves and apply to the DA Regional Office," Piñol told Mindanao farmers during

COMPETENCY-based learning refers to systems of instruction, assessment, grading and academic reporting that are based on students demonstrating that they have learned the knowledge and skills they are expected to learn as they progress through their education. The unit of learning is extremely finegrained. In a competency-based learning, it focuses on the student as an individual. It provides opportunities
for each individual to develop skills at their own pace, collaborate with others, collect evidence of learning and become successful lifelong learners. The general goal of competency-based learning is to ensure that students are acquiring the knowledge and skills that are deemed to be essential to success in school, higher education, careers and adult life. If students fail to meet expected learning demands, they typically
receive additional instruction, practice time and academic support to help them achie ve competency or meet the expected standards. With summative testing, a student who got 80 percent in the evaluation may have an 80 percent mastery of all learning outcomes or may have no mastery whatsoever of 20 percent of the learning outcomes. What it means to have mastered a competency depends on the subject matter.

T h e l o t w h e re t h e houses will be built costs PHP205,000 each. The ground floor is 24 square meters, while the second floor is 18 square meters. The house which will stand on a 100 square meter lot has a kitchen and a bathroom, while the other rooms can be partitioned by the future occupant to form multiple rooms. The houses’ septic tanks will have three chambers, which will be connected to a leach bed, a form of infiltration system, where the bedrocks beneath the earth and the roots of plants and trees can filter the fluid from the tanks in order to neutralize possible contamination. Obach also said that 800 houses will be built on Dulay Proper’s 13.3-hectare land, and 100 in Dulay West. Another five hectares is reserved to build open spaces such as roads and
playgrounds. SHFC is still looking for the remaining seven hectares needed to build the remaining 600 houses to meet the 1,500 mark, said UN Habitat project Manager Warren Ubongen. Annicia Villafuerte, SHFC vice president of management services department, said in her speech that the IDPs can occupy the lands for 99 years. SHFC Strategic Communications Manager Lorie Bundoc also said that the occupants can opt to purchase the lot where their house will stand in order to acquire the land title of their house. Ubongen said 21 land owners interested to sell their lots to SHFC have already submitted their titles, but that they are still verifying if the papers are legitimate for the security of land tenure and to avoid conflict in the ownership of the lands. Priority IDPs to move to these houses will be families who could no longer return to their original homes in the most affected area of the city and those who originally lived about three to six meters easement of Lake Lanao and Agus River. Families who did not have any land or house in the Lanao province, IDPs who are willing to return to Marawi and be UN Habitat’s partner, residents who have not received any other aid for permanent shelter, those who are living below the poverty threshold, and those from the vulnerable sectors will also be accommodated. BUSINESSMAN and former Zamboanga del Norte Representative Romeo Jalosjos is doubly agog in his plan to develop a tiny island off Dapitan into a P1.7 billion ($38.42 million) 7-star island resort. The plan also includes the construction of an airstrip in Aliguay Island that can accommodate 24-seat planes. Jalosjos, owner of the world famous Dakak Beach Resort and Gloria’s Fantasyland in Dapitan is a known political kingpin in Zamboanga Del Norte. Planes can transport tourists directly from
Dumaguete , which is 5 minutes away, or from Cebu, 15 minutes away, or from Bohol, or even from Singapore, Hongkong and other neighboring Asian cities. Jalosjos plans to build 200 casitas or units on one side of Aliguay, which has fine white sand beaches. The plan also includes the construction of a clubhouse with an infinity pool, a 100room hotel, a minimall, and function halls.
