Dengvaxia scare affects govt health programs: DOH A health official on Friday lamented that the Dengvaxia scare has affected the government’s health programs, especially its immunization program. “We’re having a lot of difficulty. Our regional offices are calling us, our local government unit mayors… We had a deworming this January and uptake was very low,” Department of Health (DOH) Undersecretary Dr. Rolando Enrique Domingo said during a press briefing at the department’s media relations unit in Manila. Domingo noted that the DOH’s deworming activities have been conducted for years but was poorly met this year. He said they are even

catching up with the measles vaccination, given the measles outbreak in Davao. The health official thus called on parents not to doubt the other vaccines that are protecting children from such diseases as polio, diphtheria, mumps, and tetanus, citing that such vaccines had been tried and tested for a long time. CAGAYAN de Oro City-The Government Service Insurance System (GSIS) in Cagayan De Oro City announced Monday the approval of calamity loans for government employees affected by Typhoon Vinta last December 2017. The loan is granted to government employees in Cagayan De Oro City and Misamis Oriental, who was affected by Typhoon Vinta (international code named ‘Tembin’) last December 21, 2018. Rosalinda G. Mendoza, GSIS Branch Manager in Cagayan de Oro City, said that the processing of loans starts on February 6, 2018 until March 7, 2018. For the first timer applicants, the GSIS would extend a P 20,000 loan while the second timer applicants, would get a P 40,000 loan grant, Mendoza said. The loan amount is payable for three years with a minimal interest of 6 percent deducted from the monthly salaries for government employees and from the monthly pensions of government pensioners. EDC clarifies alleged non-payment of P520-M realty taxes to Kidapawan LGU By MALU CADELINA-MANAR MindaNews

KIDAPAWAN City — The Energy Development Corporation (EDC), the country’s producer of geothermal power, has clarified it is not remiss in paying real property taxes to the city government here. Ivy Henson of the EDC’s corporate communications division said her company has “faithfully” paid its realty taxes based on what was provided for in the Renewable Energy Act of 2008. Henson clarified that under the law, the EDC, as producer of renewable energy, is entitled to certain incentives, one of which is on payment of real property taxes (RPT). The EDC owns geothermal power facilities located at Barangay Ilomavis here. Its geothermal power plants are producing 106 megawatts of power for Mindanao. Earlier, the Kidapawan City LGU (local government unit) issued a warrant of levy to collect from EDC unpaid RPT worth P520 million. It said the company has not been paying the correct amount of realty

taxes since 2010. Weeks after the EDC received the warrant, the EDC filed a temporary restraining order and a writ of preliminary injunction at the Regional Trial Court branch 17 here. “The city government has a different view on this issue, and seeks to collect allegedly unpaid real property taxes, which we believe are not in accordance with applicable law,” said Henson. She explained that her company has gone to court to preserve its rights, even as it continues to work with the city government. EDC, she said, has been operating in Kidapawan City for 20 years, “providing Mindanao with clean, reliable, and affordable power.” “During all this time, EDC has been an active and responsible corporate citizen of Kidapawan in partnership with the city and provincial governments, local communities, and indigenous peoples. Western Basilan forms alliance to spur development

LAMITAN City, Basilan, -Local chief executives from the five municipalities of the western part of Basilan Island forged an alliance to spur peace and development in the area. At the recent consultation meeting with municipal executive officials and partners in Lantawan, the concept of Western Basilan Alliance (WBA) as a development platform was presented. Noor M. Saada, Project Manager of the Modeling Inter-LGU Alliance in Basilan (MILAB) project said that the consultation is second in a series to inform and mobilize support for the WBA. The Agencia Espanola de Cooperacion Internacional para el Desarrollo (Spanish Agency for International Development) AECID-funded MILAB Project and how this will support the WBA as a development platform was also introduced. More importantly, the consultation aimed at familiarizing participants with the WBA priorities on fisheries, agriculture, environment, peace and order, governance, education, health and ecotourism. “The idea of WBA came from the mayors. They have this realization that there is

a misconception that Basilan is always in conflict. They would like to demontrate and correct the misconception that not all the areas in Basilan are in conflict, and that a portion of Basilan is ready to jumpstart development because it is relatively peaceful,” Saada said. He explained that forging an alliance is significant in order to project a bigger impacting project that would entice donor agencies. He added that rather than plan for development in just one town, many donors would be encouraged to support if more areas are covered by their projects. The Institute of Autonomy and Governance (IAG) leads in the implementation of the MILAB project that intends to support the institutionalization of WBA as an inter-LGU model in the pursuit of common local development agenda. The 18-month MILAB project intends to capacitate the five towns belonging to the western part of Basilan, namely: Lantawan, Maluso, Hadji Muhtamad, Sumisip, and Tabuan Lasa to undertake and move forward the WBA. During the meeting the participants were grouped into the six components: fisheries, agriculture, peace and security, good gover-

nance, critical social services, and eco-tourism. Various programs and projects were identified that each town may compliment and for possible cooperation and funding. Meanwhile, Maluso Mayor Hanie A. Bud said that the WBA is a product of brainstorming among local chief executives of the five towns and other support group, who after being enlightened by similar models of cooperation and alliance, decided to form the WBA. “One unique in western Basilan, aside from the fact that we are relatively peaceful, is the feature of multicultural community in the different towns, which we find common and unique to us, and which for us is advantageous,” Mayor Bud explained when asked why the idea of a WBA. The IAG revealed that Governor Hadjiman “Jim” Hataman-Salliman is really pushing the LGUs and stakeholders on the need to be actively engaged, emphasizing WBA is not a project from the outside, but a culmination of conversations with partners on how to maximize the relative peace and order now at hand in the Western seaboard communities of the province. Security Bank earnings up 20% Official outlines why business must worry to record-high P10.3b in 2017 about climate change

security Bank Corporation’s (PSE: SECB) net income grew 20% to a recordhigh P10.3 billion in 2017. This was driven by a 22% or P3.5 billion increase in net interest income to P19.4 billion and a 15% growth in non-interest income to P5.7 billion. Trading gains amounted to P2.4 billion, up 36%. Service charges, fees and commission income was P2.2 billion, up 3%. Total revenues increased 20% to P25.1 billion. For the fourth quarter 2017, net income increased 49% year-on-year to P2.9 billion, driven by a 16% growth in net interest income to P5 billion and gain on sale of securities of P1.3 billion. Loans increased 28% to P369 billion. Wholesale loans grew 25%, of which corporate loan growth was 25% and middle market loan growth was 24%. Consumer loans continued with its trajectory, growing 49%. Consumer loans account for 16% of total loans, up from 13% in 2016. Deposits grew 19%, with low-cost deposits growing 18%. Net interest margin improved to 3.3% in the fourth quarter of 2017 from 3.2% of previous quarter and 3.1% a year ago. Asset quality remained healthy with net non-performing loan ratio (NPL) at 0.02% at year-end 2017, an improvement from 0.11% of third quarter 2017. Provision for credit losses during the year was P656 million. NPL reserve cover increased to 239% at year-end 2017 from 220% of previous quarter. The cost-to-income ratio was 49.8%. Operating expense growth, excluding provisions for credit and impairment losses, was 19% due to higher gross receipts taxes, a 14% growth in manpower cost, and a 48% increase in depreciation, amortization and software costs. Vitens Evides International (VEI), an international venture of six Dutch water companies active in 22 countries, has partnered with the Cagayan de Oro Water District (COWD) for the Sustainable Water Supply in the Cagayan de Oro River Basin Project. The project is divided into Work Packages among COWD and VEI’s other partners namely, Wetlands International, Unifrutti Group Philippines, FRRL Industrial Trading Corp., CDO River basin Management Council, Hineleban Foundation, the Netherlands Red Cross and the Philippine Red Cross. COWD is mainly involved in Work Package 3 - Improved Resilience of Water Supply Infrastructure and Work Package 4 - Improved Water and Hygiene in Flood Resettlement Areas. Peralta chairs the Southern Mindanao Business Council, a group that operates under the aegis of the European Chamber of Commerce of the Philippines. He also heads the Foundation for Rural Enterprise and Ecology Development of Mindanao (FREED OM Inc.). FREEDOM itself is keenly focused on the environment as it is poised to assist clients build resistance to climate change’s impact on agribusiness, manufacturing, and other vital sectors, Peralta said. In his Rotary presentation, he warned that climate change can “adversely affect sources of raw materials and disrupt labor conditions.” There will also be shifts in rainfall patterns, which can be a cause for concern as “too much or lack of rainfall can affect production.” Rivers can become “more seasonal,” he noted, or these may disappear altogether. Such unnatural conditions, Peralta added, “can affect production, transport of finished products, destroy crops, and affect quality of products.”

Perhaps one of the more telling results of extreme weather, the development official said, is the re-emergence in the countryside of diseases like malaria. This can have debilitating effects upon farm workers, he cautioned. Peralta expressed concern over the increasing frequency of storms and other calamities. One of the strongest of such typhoons was Yolanda, which in 2013 left more than 6,000 dead in Eastern Visayas. A staggering $12.9 billion in damages was recorded. There are more hot days and warm nights in the country, he noted, and less cold days and cool nights, affirming a recent United Nations report that developing countries, located as they are in warmer latitudes, are much more vulnerable to extreme weather. The country’s vulnerability, in fact, is even more worrisome, he said, with a 32,400-kilometer coastline. Seventy percent of the country’s 1,500 municipalities are said to derive their incomes from that long stretch of livelihood. ‘Corrupt’ politicians shift political loyalty

THE country’s political system is undoubtedly replete with political opportunists who join political parties for “personal convenience.” The phrase “political convenience” could be interpreted in various forms of thoughts. As a political student for many years, the CYNOSURE has witnessed this kind of political character rampant among Filipino politicians. One of the glaring realities is that a Filipino politician shifts political party in order to gain favor. Talking about favor is another thing ‘though, because a favor could also mean many things too. A favor could be advantageous to the politician’s personal whims in particular or to the constituents in general.

For instance, a politician shifts party loyalty in order to get more projects needed for the development of the constituents. On the other hand, a politician changes political party, especially in favor of the ruling political party, to shield himself/herself against possible political reprisal. By the way, a reprisal could mean pursuing an existing anti-graft cases against publicly perceived “corrupt politicians.” Another thing, a politician who shifts loyalty to the incumbent political party could be spared against the political party’s vindictiveness. Political vindictiveness in the worse scenario is pregnant with tramp up

cases aimed to personally destroy a political adversary. In fact, there were stories about a politician who suddenly shifts political alliance whose reasons were not publicly known. In the months that follow a rumor circulated that the politician’s sudden party shift was a “shotgun” deal. The politician has forcibly joined the party for fear of a “tax raps” hanging on his head. Another story was that the ruling political party would field a stronger candidate that could likely defeat the politician’s bid for re-election. Understandably, the politician’s decision to shift political party was anchored on two grounds: One, he wants to win the re-election. Two, he wants the ruling political party to

Entry of investors into ancestral lands still up to Lumads: Palace THE decision to allow the entry of investors into indigenous peoples’ (IPs) ancestral domains in Mindanao will still depend on the Lumad, Malacañang said Monday. Philab sets 2018 capital budget at USD150-M By Leslie Gatpolintan

MANILA -- Listed healthcare company Philab Holdings Corp. has earmarked USD150 million for capital spending this year, mostly to build new satellite clinics. Philab chair and chief executive officer Hector Thomas Navasero said USD100 million of the total capital budget would be used to establish satellite clinics called “Philsat” across the country, while the remaining USD50 million would be invested in genetics and pharmaceuticals. “We will raise that money but I have commitments from specific investors who are very keen on what we are doing. They love genetics, they love satellite clinics, they love healthcare, they love rural health,” Navasero told reporters. “If it’s in the Philippines, we are looking at diagnostic pharmaceuticals. Around the world, it has to be health technology, innovation,” Navasero said, saying the Philab group plans to invest more in healthcare. Last week, Philab invested PhP500 million or USD10 million in a collaboration deal with United States-based Veritas Genetics to expand its operations worldwide, starting in the Asia-Pacific region. Its initial investment would develop a genome sequencing facility which it eyes to establish in Clark, Pampanga. Philab is the country’s first and only publicly listed which also invests in biotechnology, healthcare technology, healthcare facilities, life sciences tools and services, managed health care and health care distributors. Presidential Spokesperson Harry Roque Jr., over the weekend, has called for an investigation into the multi-billion Navy frigate contract entered into by the previous administration with a Korean firm. This is in connection with the statement of Magdalo Partylist Representative Gary Alejano saying that Hyundai Heavy Industries was banned to participate in state-led bids in South Korea due to the firm’s alleged bribery cases in other countries. “Congressman Alejano, salamat po. Dahil sa iyong sinabi iimbestigahan na po natin yung inyong mga kakampi noong nakalipas na administrasyon,” the Palace spokesperson said in a Malacañang press briefing held in Laoag, Ilocos Norte. “Kung totoo na blacklisted iyong binigyan nila ng kontrata, dapat managot iyong mga opisyales ng mga nakalipas na administrasyon at sabihin sa atin bakit naging ganoon ang kanilang naging desisyon,” Roque added, reiterating that the contract was already a done deal in the previous administration. The Duterte administration, he said, merely performed a ministerial function in giving the Notice of Award to the winning bidder, pursuant to a provision of Republic Act No. 9184 or the Government Procurement Reform law. sistance initiatives by setting up Passenger Rights Assistance Desks (PRADs) in commercial airports to help travelers with various

concerns. CAB Executive Director Carmelo Arcilla said since the implementation of the Air Passenger Bill of Rights (APBR) in 2012, the Board has been very active in implementing measures to ensure passenger rights protection and awareness. For the first semester of 2017, Arcilla reported that a total of 132 Passenger Rights Assistance Officers (PRAOs) have been deployed to man the 31 PRADs in the country, including the NAIA terminals and commercial airports outside Metro Manila. Aside from the establishment of PRADs, he said,

CAB has conducted APBR orientation to airport operators, air transport regulators, and air carriers. CAB also continues to monitor airline operations via flight inspections and resolve complaints on possible APBR violations. For public education and awareness, leaflets on passenger rights are being distributed in airports, while CAB officials make the rounds in different campuses all over the country. CAB, in partnership with Dynamic Outsource Solution 1 Inc. (DOS-1), also launched Hotline 165-66 for 24/7 passenger assistance.

to just three basic requirements. “We were able to reduce the use of paper by 70 percent through the implementation of the less-paper transaction program,” Arcilla said. It was in the morning of December 23 , 2017 after the onslaught of typhoon Vinta that this experience of mine happened. Typhoon Vinta had hit and caused big damaged in the area of Maranding ,Lala,Lanao del and Maranding Annex ,Kapatagan ,Lanao del Norte where our new hospital erected and where I am assigned as Nurse in the emergency room. When I arrived in the hospital in that early morning ,I was so shocked of what had happened in the hospital. The knee-deep mud and water can still be seen in the first floor of the hospital including the emergency room. Beds were carried outside to be cleaned and to easily clean the floor. All hospital personnel were very busy for the clean up, treating the wounded and transferring the laboratory equipments and furnitures to the second floor. Being a nurse assigned in the Emergency Room, I also helped in cleaning. However when patients arrived due to accidents caused by Vinta, I left the cleaning to the ward men and attended to the patients immediately. Abression,cuts caused by foreign objects carried by water, doing dressing, admission and I assisted suturing with our doctor on Duty and for me that was the highlight of that day.

Suddenly,a Bonggo vehicle coming fast to our ER and and SO was shouting that baby is comimg , The DR was not available due to flood. The doctors’ hands are full. On instinct, I immediately wore globes and climbed at the back area of the Bonggo vehicle where the woman is about to give birth. I instructed the pregnant woman to relax and breath through her mouth and wait for a contraction and then push. A baby boy came out. All her relatives were so happy for a new member in the family. As for me,I am ecstatic with joy and pride that I had done my best and was able to deliver that boy. I realized then that fulfillment of one’s job and satisfaction can be achieved through giving the best of your service to others who are in need. Tribal leader, son killed by suspected NPA rebels DAVAO CITY – A tribal leader of the LangilangManobo tribe and his son were shot dead by armed men inside their home in Barangay Palma Gil, Talaingod, Davao del Norte Sunday dawn. The victims, Datu Banadjao Mampaundag and his son, Jhonard Mampaundag, were attacked around 4 a.m. inside their home by the armed men posing as soldiers but were believed members of the New People’s Army (NPA). AFP Eastern Mindanao Command (EastMinCom) spokesperson Maj. Ezra Balagtey said the attackers were Tagalog-speaking members of the NPA who entered the house of the Mampaundags and murdered the two tribal leaders. Balagtey said a medical team from Talaingod was sent to give assistance but they stopped when the team heard an explosion. The remains of Banadjao and Jhonard are still in Sitio Igang waiting to be retrieved. The NPA members were believed to be in an ambush position and could possibly attack army troops who would respond to the incident. The incident happened a day after Banadjao came home from the two-day “Panagtagbo Alang sa Kalinaw ug Kalambuan,” an Indigenous Peoples Leaders’ Summit held in Davao City at the Green Height

City pool resources to secure regional meet DAVAO CIT Y – The Davao City Police Office (DCPO), other security forces, and the city government have pooled resources to secure the upcoming Davao Regional Athletic Association (DAVRAA) in Davao City this month. More than 5,000 security forces will be deployed in Davao City, said Angel Sumagaysay, the deputy head of the Public Safety and Security Command Center (PSSCC). Sumagaysay said the components of the security involved will be coming from DCPO, Task Force Davao, Philippine Coast Guard, Philippine Navy, Tactical Operations Group and the Civil Security Unit (CSU). “We give emphasis on the security and protection of the delegates, the players, and spectators,” he said. He said there will be tight security measures to be implemented especially in the playing venues and billeting quarters. Sumagaysay revealed there will be police officers and personnel from CSU who will be deployed in the billeting areas to prevent looting incident inside the quarters. “During our meeting, we give importance to this matter (looting) and we will make sure that the billeting areas will be well guarded,” he said. Looting inside billeting quarters is a common scenario in every annual sporting event not just in the region but also in the national events. He said all delegates including the security personnel and staff of the regional games will be given identification cards. The event will be from February 17 to 23 , with the opening rites on February 18 at the University of Mindanao Sports complex in Matina. Around 8,000 young athletes from across the region will converge in the city for the annual sporting event which is their road to the Palarong Pambansa. learning environment, innovative in teaching methods are a must in order to adopt changes. Teaching is known for teachers. Teachers are expected to perform the task to teach. There in more in “teaching”. Most teachers innovatively apply as a new “teachinglearning” methods and that is “facilitating in learning”. In facilitate learning is to enlighten learners of their passion to learn, several activities are expected to

happen in order to make the classroom more interactive like group discussion, reading, film showing which are educational and related to discussed topics, and allowing students to engage in the learning process most of the time. It is a collaboration learning that the students will be able to learn from each other as well and unleashing their creativity and talents at the same time. An active classroom is a smart way to innovative teaching. There is more to just

A small innovative intervention that affects their performance for good. By showing them how you

Pain. A four-letter word that is even worse that venomous snake. A four letter word that no man in this world can es cap e; not e ven t he wealthiest man alive, even every nations’ President, and even those church workers. No one is exempted. This four letter word that demands to be felt. This four letter word should be dealt. This four letter word should be bravely faced. Yes, life may be a bit unfair because of the pain that we are going through. And yes, life is fairly unfair to all. There are many factors of pain, it is from the important things in your personal life. It could be a student struggled from his Algebra exam, a parent worried for his stubborn teenage child, an orphan who battled for survival, a girlfriend who is too stressed with her unfaithful boyfriend, an exhausted wife who is too tired of her drunkard husband, an employee who is just got fired by the boss and the trend goes on. The thing here is, pain is everywhere.

An uncontrollable pain leads to depression, it leads to undesirable things. Things that were fueled by our pain. But why do we really need to encounter pain? That is a common question by many. You may even question that yourself. Biblically speaking, God allows pain for us to be emotionally and spiritually strong. He allows pain to remind us the He is always in control. He allows pain as it enables every human being to seek more of Him. He allows pain to poke us that He is our constant help. What is more amazing is that God never throws pain that we can’t bear. As a matter of fact, it is Him who is in the front row to help us dealing our pain. What is more surprising is, God allows pain because He unconditionally loves us. T h e r e a r e g r e at e r things that God allows in our respective lives to happen. He promised that one day, there will be no more tears, sufferings, mourning, heartaches, and pain. The Paquibato Initiative But Pinol, who had been pushing for oil palm projects since he was Governor of North Cotabato (1998 to 2007), had earlier been tapped by then Mayor Duterte to design the oil palm project for Paquibato, referred to as “The Paquibato Initiative.” Pinol posted on July 26, 2014 on his Facebook wall that “Duterte’s dream of turning the troubled and poverty-stricken Paquibato District into a vast Oil Palm production area owned by the people themselves received a boost from a Malaysian Oil Palm expert who said the soil in the area is ideal for the crop.” Pinol wrote that Malaysian Oil Palm expert Siew King Han who has been involved in the industry for 40 years and who helped North Cotabato establish its Oil Palm industry, visited Paquibato and reported to Mayor Duterte that “the soil type in this area is ideal for Oil Palm farming” and that the soil quality is “much better than most.” “Han’s favorable assessment of the soil quality

The investors’ group will also establish a Crude Palm Oil Mill to process the fruits produced from the Paquibato area, he added. Pinol quoted Duterte as saying to the crowd that gathered for the public forum on The Paquibato Initiative: “We have been killing each other for so many years. It is now time for us to have peace and work to improve our lives. This was my promise to you – I will not rest until we have achieved peace and progress. I will allocate funds to ensure that you will have livelihood projects during the years when you are waiting for your Oil Palm to bear fruit. I promise you the City Government will not impose taxes on your farms while you are recovering but I also ask the NPA not to impose revolutionary taxes on the people,” he said. Duterte called off the peace talks with the National Democratic Front (NDF) in November last year. The NDF represents the Communist Party of the Philippines and the NPA in the peace negotiations. In Deecember, Duterte issued a proclamation declaring the CPP nad NPA as terrorist organizations.
