‘No work, no pay’ applies on Chinese New Year: Labor dept THE “no work, no pay” policy will apply on today (February 5), which was declared a special non-working day, as the country celebrates Chinese New Year. The Department of Labor and Employment (DOLE), in Labor Advisory No. 15, series of 2018 released pay rules in observance of the annual event. “If the employee does not report for work, the ‘no work, no pay’ principle shall apply unless there is a favorable company policy, practice or collective bargaining agreement (CBA) granting payment on a special day,” it said. House panel approves bill reviving ROTC
THE House of Representatives’ Committee on Basic Education and Culture on Wednesday approved a bill seeking to revive the mandatory Reserve Officers Training Corps (ROTC) training for senior high school students in public and private schools throughout the country. The still unnumbered substitute bill was approved in only the panel’s second hearing following a motion to approve from one of the bill’s authors, Batangas Rep. Raneo Abu. The motion was carried without any objection. The panel’s approval came more than two months after President Rodrigo Duterte urged Congress to expedite the restoration of ROTC for senior high school students to instill patriotism and love of country among the youth. The bill, which aims to “instill patriotism, love of country, moral and spiritual virtues, respect for human rights and adherence to the Constitution,” is being supported by the Department of Education (DepEd) and the Depart-
ment of National Defense (DND). The approved bill seeks to amend Republic Act No. 7077 or the Citizen Armed Forces of the Philippines Reservist Act, which was enacted in 1991. Under the proposed measure, ROTC training would apply to “all students in grades 11 and 12 in all senior high schools in public and private educational institutions.” The bill also provides that ROTC training shall be a requirement for graduation. Meanwhile, the following students may be exempted from training: those who are physically or psychologically unfit; those who have undergone or are undergoing similar military training; those who are chosen by their school to serve as the school’s varsity players in sports competition; and those who may be exempted from training for valid reasons as approved by the DND, upon recommendation by an educational institution where the concerned student is enrolled. Historical necessity
Huge challenges may have attempted to dim our light and derail our development, but this did not stop us from fulfilling the long overdue promises for the people of Mindanao – Secretary Abul Khayr Alonto, Mindanao Development Authority SPEAKING before a small group of Cagayan de Oro journalists, MinDA Secretary Abul Khyr Alonto donned a positive outlook on the result of the plebiscite of the Bangsamoro Organic Law (BOL). The BOL will have its second and last round of plebiscite tomorrow, February 6 in the Lanao provinces. With unguarded optimism, Secretary Alonto sees the yes votes dominating overwhelmingly over the negative votes. Alonto, the first Muslim chair of Mindanao’s socioeconomic planning body
says the coming of the BOL is a historical necessity, a better narrative for the region. He further says that no amount of terror, lawlessness, and violence can shatter the people of Mindanao to move forward in fulfilling the long overdue promises of the island. To help fulfill its goal of an average annual growth of at least 8 percent, Mindanao needs a P1.35-trillion budget for this year until 2022 to catch up with the Dutertenomics target of boosting the island-region’s economy. Development projects
that MinDA has marked as priority programs are Mindanao-wide land transport connectivity and gateways, and the much ballyhooed trans-Mindanao high-speed railway system. These projects comprise the Mindanao Development Corridors which also includes the Bangsamoro Development Corridor. Other catalytic projects for Mindanao are the Tawi-Tawi Freeport and Economic Zone, Picong (Lanao del Sur) Freeport, Airport and Industrial Estate, Next segments of the Trans-Mindanao HighSpeed

Is there really bribery at the Comelec re party list groups? LIFE’S INSPIRATIONS: “… Woe to the sinful nation, a people whose guilt is great, a brood of evildoers, children given to corruption! They have forsaken the LORD; they have spurned the Holy One of Israel and turned their backs on him…” (Isaiah 1:4, the Holy Bible). -oooWHY DID THE COMELEC ALLOW ONLY 63 CANDIDATES FOR SENATOR? I am sharing the joy of the 63 people who have been allowed by the Commission on Elections (Comelec) to run as senatorial candidates in the forthcoming May 2019 elections. I am sending out my congratulatory handshakes to them, for they truly deserve to be patted on the back. But even though I know it would be an impossible dream on my part, I am praying just the same that may only the best men and women among them win, especially those who are committed to serve God and our countrymen. My fervent plea to God is for Him to act now so that only the truly deserving among these candidates can be installed as new senators of the Republic. The only problem here is that, with the list of the candidates who have been given the go-signal by the Comelec, we know that many really do not deserve to run for any elective position, much less for the Senate. Please pardon me for saying this but, if the truth be told, the decision of the Comelec to allow only 63 of the 152 who submitted their certificates of candidacy last 2018 to run for the upper chamber of the
Congress of the Philippines, is truly arbitrary. It is in fact whimsical! Why should the Comelec be preventing anyone who wished to run? Who is Comelec anyway to tear away or trample upon the right of a citizen to aspire to be elected to any government position? -oooIS THERE REALLY BRIBERY AT THE COMELEC RE PART Y LIST GROUPS? The same issue hounds party list groups. Why was the Comelec given the right to disenfranchise many of the groups which want to present themselves as party list candidates? Then, the question crops up again: what kind of animal is the Comelec that it dares to stifle the right of a group to run for public office a as party list organization? We should not forget that under the present Constitution of our country, each and every Filipino and the organizations to which he belong have the sacrosanct right to vote, and be voted upon. Verily, the right being wielded by the Comelec to disqualify candidates from running actually has bred, through the years, nasty rumors surrounding party list groups that seek accreditation to run. Is there any truth about the information circulating to the effect that for any group to be permitted or allowed to run as a party list group, there is a need for it to pay some grease money, often in the staggering amount of P5 million? And, are bits and pieces of information saying that a party list group wanting to occupy at least one congres-
sional seat at the House of Representatives, after paying the first P5 million just for it to be accredited, needs to pay at least another P5 million for that one single seat? CONFUCIUS once wrote, “Education breeds confidence. Confidence breeds hope. Hope breeds peace.” These words propel me to be a teacher who is Competent, Dedicated and Optimistic- enough to inspire confidence, hope and peace in a world full of opportunities and neverending challenges. Fifteen happy years have molded me into becoming the teacher I am today. From an idealistic point of view, I began my teaching life with colourful expectations. I failed at various times and at various moments but I never gave up. I have been to a lot of teaching discomforts from a congested classroom to no classroom at all. From a traffic-laden road in the city to a bumpy ride going to a hinterland station has never been that easy. Stress from work and
personal relationships has challenged me, tested me and almost provoked me to give up but I never did. Deadlines to beat, forms to submit, reports with all those templates-these overwhelm me at times but to give up teaching-I never will. The way we respond to the challenges can make or break us as a teacher. We can either choose to fight back or just give up. It is our choice. In my case, I choose to let God and in my prayers, I find the answers. Teaching is a divine task. I always believe that we do it either with passion or not at all. It surely is a beautiful experience when our work and passion come together. When we teach, we aim for excellence from both ends. Our goal is to deliver the content with the highest expectations of getting the best response from our learners but oftentimes we
fail. In times like these, we need to be truly C.D.O. We are Competent when we exhibit our knowledge and skills to act and respond to opportunities and challenges with commitment in the most effective way possible. We are Dedicated when we put our time and effort to a task wholeheartedly without giving up. We are Optimistic when we always anticipate hope and best possible outcome for our learners. With my fifteen years of thoughtful teaching, I learn to “reset, readjust, restart, refocus and recharge” as many times to the ones that truly matterour learners. The questions bug in, “is the number of teachers proportional to the number of dedicated teachers? and “ Is the eagerness of waiting teacher applicants equal to their eagerness to dedicated service? The answers seem obscure. There are plenty of teachers in the division but only a few care to be real. Having chosen the noblest profession, the teacher must
exert an extra-ordinary zeal to serve and be real. A real teacher is someone who is felt by the students; someone who is not only seen and listened to but she’s someone whom the students can relate with. She is the captain of the educational ship and more importantly, the architect of the educational setting. It is then the students who will actualize and realize what the captain has directed and what the architect has laid. Laying the foundation for a Strong Republic basically starts at home but such must be strengthened and reactivated in the school. The teachers play a vital role in molding the students into law-abiding citizens and responsible leaders of tomorrow. This is not a her-
culean task for a teacher with visions of tomorrow’s progress. It is unhealthy for the teachers to breed fear among students and it is more unhealthy to earn respect because students feel obligated. Education is the key to progress but how can the key open doors if the “key keeper” himself doesn’t know how? Education is the foundation for a strong republic but how can it be when the “builders” themselves refuse to give a solid base? Teachers, be challenged! Our country is sick now and we can’t afford anymore to see our nation’s educational system dies to nothingness because… we did nothing.

Bong Go soars to 5th place FORMER Special Assistant to the President Christopher Lawrence “Bong” Go soared to 5th place in the senatorial race ranking in the latest survey by the Social Weather Stations . The SWS polls conducted January 23 to 26 saw Go rose 10 ranks from his 15th-16th place ranking in the December 2018 SWS survey in a tie with re-electionist Sen. Edgardo Angara. He overtook Sen. Nancy Binay who is now in 7th place, senators Mar Roxas and Bong Revilla both tied in the 8th-9th place, and Sen. Koko Pimentel (10th), Sen. Bam Aquino (11th), and former Sen. Jinggoy Estrada. Go’s surge in the rating of senatorial candidates came with just more than a week to go before the start of the campaign period for national candidates in the 2019 midterm elections. DND chief mulls recommending lifting of martial law in Mindanao

F LEGISLATORS can pass an AntiTerrorism Act within the first half of the year, Department of National Defense (DND) Secretary Delfin Lorenzana on Monday said he will recommend the lifting of martial law in Mindanao by July 1.
He made the statement during the National Defense College of the Philippines Alumni forum, titled “The National Security Outlook for the Philippines in 2019”, which was held at Honor Hall, NDCP Compound, Camp Aguinaldo, in Quezon City. Lorenzana said such law, if enacted, will no longer necessitates the proclama-
tion of martial law and the suspension of habeas corpus. Existing laws against terrorism have no teeth, which necessitates the creation of such measure, he added. “This is the main argument that we presented to the Senate when we were there to defend martial law. I told them if they can pass it within the (first) half of this year, then I can recommend

Every successful community, institution or a simple group is a result of good governance. It is true that in order for people to be successful, a leader must exist. Leadership is social influences that encourage people to be active in accomplishing a task, simple or comprehensive. Becoming a leader takes a lot of courage and skills especially in influencing others, and in order to be influential, he must be effective. In a book authored by an American educator Steven R. Covey, he enumerated seven habits that an aspiring leader should possess in order to be effective. First is to be proactive or the ability to control a situation through making things happen or preparing for possible future problems. Goal setting is
also a way to be proactive. This is a process of turning one’s vision or plan into real action. It is focused on acquisition of knowledge and helps in organizing time and resources. Beginning with end in mind is also a habit that one should have. This is through envisioning a mission and vision. Best way for this is to set mission and vision statements that serve as a guide and a direction for an organization. Putting first things first is also another habit of highly effective person. Time management is a key to this habit. In additional also is through setting priorities. This could be done through doing the things that should be done first before the other. Seek first to understand, then to be understood. This is done through active listening and understanding the experi-
ences of others. In this way, it is not hard for an aspiring leader to catch the ears of people. Think win-win and synergize are the fifth and sixth habit. The first is referred as winwin negotiation or the fair compromise. This aims to find a solution that is acceptable to both parties, and leaves both parties feeling that they have won. Synergizing, on the other hand, is through working together to produce best results. Sharpening the saw is the seventh habit, and this is through evaluating the direction where a person himself is going and seeing to it that he is progressing. Through time, more skills will be adopted and habits will be embodied. In these, a person will be more effective, as a leader and a person, at large.

Accordingly, there are several discrete aspects of describing the intellectual and technical development
of educational technology: as assistance in the communication of knowledge and its development and exchange, as tools for student and curriculum management and education MIS, as back office management such as training management systems for logistics and budget management and simply as an educational subject like ICT. Educational technology may either be synchronous or asynchronous. Synchronous learning occurs in real time with all participants interacting at the same time while asynchronous learning is self-paced and allows
participants to engage in the exchange of ideas or information without the dependency of other participants’ involvement at the same time. Synchronous learning refers to the exchange of ideas and information with one or more participants during the same period. Examples are face-to-face discussion, online realtime live teacher instruction and feedback, Skype conversations and chat rooms or virtual classrooms where everyone is online and working collaboratively at the same time.

“TRAIN up a child in a way he should go so when he is old, he will not depart from it.” This biblical passage should be the tenet not only in the pre-school classes but also in the heart of every home. High school classes follow similar approach but with stricter implementation of discipline. Since these high schoolers will soon become adult members of the society, high school teachers put weight on the values of responsibility, respect and discipline. Being in the frontline, teachers exert heroic effort not only in teaching their specialized subjects but also in reaching out to teach values as well. However, some students manage to defame the school by violating school rules and regulations. It is becoming alarming since students seem to create their own rule inside the campus. The advisers are always put in the limelight so despite the loads of paper works to finish, they call the students concerned as well as the parents for
investigation and counseling. However, not all parents heed the invitation. The students will always reiterate the same offense despite the penalties or extra-cleaning responsibilities given as a punishment. It is disheartening to note that the value of discipline never existed in their system. When teachers place an iron-hand, parents complain. The society demands teachers to be student-friendly but it is a sad scenario to see some students treat teachers like their peers without a hint of respect at all. Not all teachers are disciplinarians, some are passive perhaps to please the erring parents or community. Any negative output that will malign the school will always be made as a boomerang to the teachers. The community’s poor judgment will always be on the teachers and not on the students. It is disappointing when teachers are put to blame to whatever lapse or loophole there is. They should also remember that these students are products of different families. Each student has a unique family
culture and background and each was trained to distinct discipline system at home. Whether the teacher is friendly or hostile, students still fail. The teacher is pinned down to explain. Are you student-friendly? As if trying to connote that being student-friendly means promotion even if undeserved. Being student friendly is not being relaxed, tolerant or carefree with the school’s discipline system. Being student-friendly is being vigilant to the character formation and attentive to the multi-dimensional intelligence development of the students. To effect worthwhile change, it takes two to tango. Teachers and students should work through a relationship where respect, discipline and responsibility are not compromised. Teachers seemed harassed in this one sided issue of “friendliness”. DepEd should invest on personality development seminars not only for the teachers to become student-friendly but also for the students to be teacher-friendly as well.

in a SPED classroom, take the LPT and begin applying to open SPED positions in your district. Since many special needs students suffer intellectual disabilities and emotional disturbances, it is imperative that SPED teachers are confident and calm. In order to relate to any child, you must be able to love and accept them as they are. Regardless of their capabilities or behavior, each child is
unique and worthy of your notice. Some special needs kids may demand excessive attention or completely disregard common etiquette but it is important to respect and treat them as unique individuals with unique needs. By attempting to understand and encourage your students, learning will be enhanced on all levels. As is the case in any kind of education, students need structure to succeed.

Misamis Oriental outlines tourism priorities for 2019 By MARK FRANCISCO Correspondent
ALMOST two decades after it was erected, the Cebu Pacific Flight 387 memorial in Gingoog City is expected to be a major tourist destination in Misamis Oriental complete with a souvenir and café shop. During the 21st anniversary commemoration of the air crash last Saturday, Gov. Yevgeny Vincente Emano said he saw how almost dilapidated the shrine is – the wooden bridge leading to the edifice is in a sorry state,
the seats in front of the shrine are worn, the toilet is a mess. “We will be renovating the whole area. We will also install a roof above the seats so people who visit can be shaded,” Emano said. The governor said that as early as 2013, he had already intended to renovate the tourist spot but plans were always delayed due to the ongoing land dispute between Gingoog City and the municipality of Claveria where the shrine sits. But the provincial legal office had a go-around solution: establish a trust fund for any income from the proposed souvenir shop
and café. “Only then will we turn over the proceeds once the court has ruled to whichever LGU (local government unit) the shrine belongs,” Emano said. The governor took notice of the growing number of tourists who visited the shrine not just on weekends but also on weekdays due to its proximity to the newlyopened Gingoog-Claveria highway which is a shortcut diversion to the Cagayan de Oro-Butuan highway. During the anniversary commemoration alone last Saturday,
more than 400 mountaineers took part in the activity. The mountaineers were instrumental in retrieving the remains of the Cebu Pacific Flight 387 victims when the airliner dove to the hillside of Mt. Sumagaya in Claveria in February 2, 1998, killing all 104 on board. Emano said coffee produced in Misamis Oriental and other food and non-food souvenir s indigenous to the province may be sold to shrine visitors to maximize the tourism potential of the province. He added that budget for the
renovation would come from the province’s 20 percent development fund although provincial tourism officer Jeffrey Saclot had explored earlier the possibility of using Misamis Oriental’s share in excise taxes. After the series of bombings in a cathedral in Jolo and in a mosque in Zamboanga City last week, a text message was circulating, telling the public to stay at home, keep vigilant because the military “will shoot and kill whoever stays out later than 9:30 p.m. curfew.” “We have on-going curfew hours implemented in Lanao del Sur but there has no order to our military to shoot our civilians... Except when you are a terrorist,” Brawner said. He added that the text message was fabricated by individuals who wanted to distort the current tranquility of life in the province. DAVAO City--“Let the Christians and Muslims in Lanao del Norte vote on the Bangsamoro organic law free of threats and intimidation.” Uniting behind the campaign for “yes” vote to include six Lanao del Norte towns in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), members and representatives of mujahideens of the Moro Islamic Liberation Front (MILF) and the Moro National Liberation Front (MNLF) made this appeal in a statement issued on Friday in Cagayan de Oro City. “A meaningful Bangsamoro transition is founded on a free and credible plebiscite on the BOL in Lanao del Norte on February 6,” said the joint statement signed by 15 members of the MILF’s North Western Mindanao Front and five from the MNLF’s Border and Lanao del Norte commands, at the end of a two-day Reflective Listening Forum on the February 6 plebiscite on RA 11054 or the Organic Law for the BARMM. The towns of Balo-I, Munai, Nunungan, Pantar, Tagoloan and Tangkal voted “yes” to inclusion in what was supposed to be

Teacher Lorry Dandasan said she heard a cracking sound of the galvanized roofings and when she peeped outside, she saw how the roofs collapsed. “It happened very quickly, just a matter of seconds. Opposite stands On February 6, more than 300,000 registered voters of Lanao del Norte, except Iligan City, will go out and participate in the plebiscite to determine if they will allow the inclusion of the province’s six municipalities - Baloi, Pantar, Tagoloan, Munai, Tangkal and Nunungan, into the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Both camps decrying repressions and oppression As the campaign in Lanao del Norte is about to end, both camps -the MILF who campaign for the inclusion of the six municipalities to the BARMM and the Dimaporos who opposed to it. Each camp alleged each other of harassment and intimidation. In their appeal, the MILF and the MNLF said “dynastic forces are out to thwart the realization of peace gains by frustrating the inclusion of the six towns into the BARMM.” “Through sheer repression and oppression strategies, these forces are trying to stir rejection of the BOL in a bid to preserve their political bailiwick. While we respect their opinion and stand on the BOL, their methods are very suspicious, seemingly hiding a dark plot,” the statement reads. “We decry the incitement of disdain among Christians towards Muslims and Islam perpetrated by these forces whose political interests goes against the grain of Moro empowerment,” it added. The group also decries
the massive misinformation and disinformation, accordingly perpetrated by the said forces “whose political fortunes are dependent on making the Moros in Lanao del Norte subservient to their self-centered aims.” “We decry the threats to cut conditional cash transfer and senior citizens benefits to Christians and Muslims if they vote ‘yes’ to BOL,” the appeal states. The Dimaporos also alleged that members of the MILF are going around to harrass barangay officials who are publicly campaigning for “no” to the inclusion of the six municipalities. Gov. Dimaporo said some residents reported of being taken their photographs by the MILF members and threatened they will return to them if they will vote ‘no’ during the plebiscite. “They took pictures of these barangay officials and threat them na babalikan sila kung boboto ng ‘no’. We have it reported and blottered to the police already,” Gov. Dimaporo said during the Provincial Peace and Order Council (PPOC) meeting, January 28. Requests The MILF and the MNLF have requested the Commission on Elections (COMELEC) to replace some poll officials whom they have seen showing ‘clear bias against BOL advocates with those who stay neutral’. “We would even prefer that soldiers of the Armed Forces of the Philippines oversee the poll process on February 6 to ensure its orderly conduct.
