THE joint committees on local government, Muslim Affairs and special committee on peace, reconciliation and unity chaired by Reps. Pedro Acharon Jr., Mauyag Papandayan, Jr. and Ruby Sahali, respectively, accepted the subcommittee report that consolidated four measures seeking the passage of the Bangsamoro Basic Law (BBL). The joint committees will use the subcommittee report as the working draft in coming up with a substitute BBL bill. The joint panel also adopted the Internal Rules of Procedure of the Joint Committees and the proposed schedule of committee meetings and public consultations on the BBL. THE House Committees on Local Government, Muslim Affairs and Peace, Reconciliation and Unity will be conducting public hearings on the proposed Bangsamoro Basic Law (BBL) in 11 Mindanao areas every

week from February 8 to March 9. Committee members will be presenting to the public their proposed Bangsamoro law, consolidated from four bills filed in the House, including the draft of the Bangsamoro Transition Commission (BTC). The House sub-committee on the BBL has adopted the title “Bangsamoro

Autonomous Region” (BAR) instead of the BTC’s proposed “Bangsamoro.” Hearings will be held in Cotabato City on February 8, in Midsayap, North Octabato on February 9 and in Davao City on February 10. The following week, the Commitee will go to Tubod, Lanao del Norte See hearings, page 2

Reds remain a threat in Agusan: police

BUTUAN City––Communist insurgents have remained a primary threat to peace and order in Agusan del Norte, police said. “The CPP-NPA-NDF remains to be the most potent threat in our provincial area

MISAMIS Oriental--Grieving relatives offered mass and flowers on Friday at the scene of Flight 387, a Cebu Pacific Air flight from Manila to Cagayan de Oro (CDO) City, that crashed in Mount Sumagaya on February 2, 1998, killing all 104 passengers, including the airplane crew. Father Remil Magusara, parish priest of Barangay Malagana, a village in the outskirts of Claveria in Misamis Oriental, celebrated the mass attended by dozens of surviving heirs, relatives and friends who trekked to the site where a shrine was constructed as a memorial to those who perished in the crash 20 years ago. Every year, the bereaved families and friends visit the shrine to remember the ill-starred passengers who, except for unidentified body parts, have never been recovered. The shrine is a symbolic site where rescuers who retrieved unidentified body parts dumped body bags and belongings from the crash site in the middle of Mount Sumagaya, about 6,000 feet above sea level.
