House sets BBL public hearings on Feb. 8 to March 9 in 11 M’nao areas

THE House Committees on Local Government, Muslim Affairs and Peace, Reconciliation and Unity will be conducting public hearings on the proposed Bangsamoro Basic Law (BBL) in 11 Mindanao areas every

week from February 8 to March 9.

Committee members will be presenting to the public their proposed Bangsamoro law, consolidated from four bills filed in the House, including the draft of the Bangsamoro Transition Commission (BTC).

The House sub-committee on the BBL has adopted the title “Bangsamoro

Autonomous Region” (BAR) instead of the BTC’s proposed “Bangsamoro.”

Hearings will be held in Cotabato City on February 8, in Midsayap, North Octabato on February 9 and in Davao City on February 10. The following week, the Commitee will go to Tubod, Lanao del Norte See hearings, page 2

Reds remain a threat in Agusan: police

BUTUAN City––Communist insurgents have remained a primary threat to peace and order in Agusan del Norte, police said.

“The CPP-NPA-NDF remains to be the most potent threat in our provincial area

of responsibility,” said Supt.

Carlo V. Ometer, deputy director for operations of the Philippine National Police in the province.

Ometer was referring to the rebel group’s political and armed components

MISAMIS Oriental--Grieving relatives offered mass and flowers on Friday at the scene of Flight 387, a Cebu Pacific Air flight from Manila to Cagayan de Oro (CDO) City, that crashed in Mount Sumagaya on February 2, 1998, killing all 104 passengers, including the airplane crew.

Father Remil Magusara, parish priest of Barangay Malagana, a village in the outskirts of Claveria in Misamis Oriental, celebrated the mass attended by dozens of surviving heirs, relatives and friends who trekked to the site where a shrine was constructed as a memorial to those who perished in the crash 20 years ago.

Every year, the bereaved families and friends visit the shrine to remember the ill-starred passengers who, except for unidentified body parts, have never been recovered.

The shrine is a symbolic site where rescuers who retrieved unidentified body parts dumped body bags and belongings from the crash site in the middle of Mount Sumagaya, about 6,000 feet above sea level.

Panabo barangays get P3.5m DAVAO del Norte Governor Antonio Rafael G. Del Rosario turned over a total of P3.5 million to seven barangays of Panabo City last January 30, 2018.

Del Rosario accompanied by Mr. Samson Sanchez, provincial ad-

ministrator, together with Ms. Risa Joie Martir Ylagan, the governor’s executive assistant, released the money to finance the different projects of the respective barangays.

The recipient barangays include Katualan,

Man-ay, EO Floirendo, Katipunan, San Vicente, Lower Panaga, and Tagpuri. Each received P500,000.

Meanwhile, the governor assured that another batch will also receive similar funding this month.

House Bill 6263, one of the four Bangsamoro bills filed in the House, said the approval of the BBL and the shift to federalism were not inter-related.

“I don’t think they are interrelated. It doesn’t matter what comes first or what comes next. As far as Congress is concerned, this was a promise of the President to the Filipino people, to the Bangsamoro people…his promise to deliver the BBL. So therefore, Congress is working as hard as possible so that the President can deliver his promise,” he said.

Gloria MacapagalArroyo’s HB 6121 and in HB 092 of Maguindanao Rep. and Deputy Speaker for Mindanao Bai Sandra Sema, which Dimaporo said is the “16th Congress version.”

“So more or less, at the top of my mind, we retained mga 50 percent of the BTC version. The remaining 50 percent, it’s either we adopt the GMA version or the 16th Congress version,” Dimaporo was quoted as saying.

The “16th Congress version” Dimaporo was referring to is Sema’s HB 092 or what was HB 4994, the “agreed version” of the government and MILF after the former proposed revisions to the BTC’s draft BBL. But HB 02 or HB 4994 was actually not the “16th C ong ress version” b ecause the Ad Hoc Committee on the BBL filed HB 5811, as substitute bill.

Here are some quick things I can do every day to keep my energy level where it needs to be in order to accomplish everything I need to get done in a day.

Motivate yourself.

Daily morning should have a positive mindset. So, go straight in the mirror and say all positive things you like; “Yes I’m the millionaire today for being the best teacher.” Or “I’m the most beautiful woman on ‘.earth”.

What’s important is you feel happy and motivated. ’ Eat healthy.

Since breakfast is the most important meal of the day, always keep quick onthe-go breakfast items in the house such as; fresh fruits, fruits juice, root crops, vegetable salad, cereals, milk.

Move a little.

When we have full of

paper works, getting time to exercise went out of our priority but we can start small. Try these ideas in your weekly activities: walk around the campus with some fellow teachers after school, jump rope with your kids, take a bike ride with your spouse or friend after dinner.

Make Healthy work environment.

Make sure you sanitize your classroom or work environment as often as possible. When your job exposes you to social environments where germs run wild, it’s important to be prepared. Wipes, sprays, and liquid sanitizers are always things to keep on hand.

Snack is my friend.

Healthy snacks throughout the day, and a light lunch, are a great way to get the needed calories, vitamins, and minerals our body needs to keep us fueled and energetic.

TFBM gearing up for long-term solution on Marawi water systems

ILIGAN City--The need for a long-term solution on water systems in Marawi came into focus after inter-agency meetings of the Task Force Bangon Marawi (TFBM) pointed out the residents’ problematic water access.

The Local Water Utilities Administration (LWUA) and the Marawi City Water District (MCWD) explained problems on water systems have been persistent even before the siege.

The waterworks sector reveals almost 60% of water supply coming from operational pump stations in Marawi go into waste due to leakage from old-age pipes dating back to the 1960s. There are also institutional and legal issues between the LWUA and the MCWD. The problem with water system is also one of the causes of delayed transfer of internally displaced persons (IDPs) in ‘Biyaya ng Pagbabago’ temporary shelters in Sagonsongan.

Housing and Urban Development Council (HUDCC) Chief and TFBM Chair Eduardo del Rosario had to postpone the transfer of IDPs in Sagonsongan last December 2017 due to this concern.

Since the Kambalingan or homecoming of IDPs began, evacuees raised problems on water.

City Health Officer Dr. Ali Dalidig and representatives from the Department of Health (DOH) reiterate the need for a safe, adequate and accessible water supply to IDPs and to those staying in temporary shelters in Marawi.

Dr. Dalidig emphasized the state of the water system in the war-torn city is also their concern as it is a potential source of

public health issues.

Last November 2017, tests commissioned by the International Committee of the Red Cross (ICRC) reveal that water supply is negative for hazardous chemical contaminations.

This means water is safe for everyday use. But it showed positive for bacteria that makes tap water not safe for drinking.

The DOH has been distributing 5-gallon water containers for storing drinking water. Water containers installed in Bahay Pag-asa in Marawi City.

In the meantime, the ICRC has been rationing water in water bladders placed in nine strategic locations, including the one in Sagonsongan. They have also donated generator sets and chlorine for the pumping stations of the MCWD to be operational.

The LWUA and the MCWD bares a 7.5-million-peso plan for the long-term solution to issues on water system. This will involve the rehabilitation of four pump stations, which includes re-piping, rehabilitation and construction of more cluster boxes and, replacement of old valves and pipes.

To ensure Marawi residents’ safe access to drinking water, the proposed infrastructure rehabilitation of water pump stations include the installment of chlorinator.

The TFBM has been helping the LWUA and the MCWD in sourcing funds for the rehabilitation of the water systems in Marawi.

Police officer, mailman nabbed for entering cockpit AN off-duty policeman and a mailman were arrested inside a cockpit arena in Barangay Laoag, Aguilar town in the province of Pangasinan while a cockfight was ongoing at 2:50 pm on Friday.

The two violated President Rodrigo Duterte’s order strictly prohibiting govern-

ment officials or employees from entering cockpit arenas and gambling casinos.

‘OSY’ costs billions of GDP losses, says study

by DHL, the world’s leading logistics company, disclosed that Asia could be losing nearly US$34 billion per year in Gross Domestic Product (GDP) due to children dropping out of school.

The study covers young people in disadvantaged communities in Asia Pacific countries where the out-of-school youth rose “exponentially” as children grew older, with at least one in every three children dropping out of school by upper secondary-age.

Due to high rates of outof-school children, with some countries deprived of up to 2 percent of their GDP as a result, some of Asia’s

fastest-growing economies may struggle to reach their full potential, the report said.

The study was carried out in all seven countries in the Asia Pacific region that includes Bangladesh, India, Indonesia, Malaysia, the Philippines, Thailand and Vietnam.

President Duterte cracks jokes in between serious functions and meetings, his only weapon, perhaps to brighten up his day in finding solutions to the nation’s titanic woes --- verily not for the fainthearted.

Duterte’s jokes and ad libs may sound irritating and outmoded, but these are his ways of fighting stress and pressures attached to his Herculian job -- the presidency.

Duterte has his way of entertaining himself amid the many animosities of the day. Most often than not, he lightens the day by himself -- from serious to funny,

shepherding the discussions with his profound thought process and candid inputs.

If God has a sense of humor, Duterte had his way too of making people laugh in the midst of national crisis --– serious at one moment and funny the next.

His critics presumably find his jokes nasty albeit obscene and sometimes scandalous, yet ordinary people love to hear those ad libs, very original, candid and outspoken as it were.

The President’s sense of humor appears to serve as his weapon to stay on course in the fight against illegal drugs, corruption in government, terrorism and the restoration of the law and order.

Social media for personal branding SHOULD we use social media for hoax or fake news?

No, we should use it for personal branding. In this article, I’d rather let the social media users use social media for better purposes: for personal branding.

Social media with its existence in the digital society is very important.

Many people have got in touch with the social media. Adults, young people, and even children have got used to playing with some social media. There are many kinds of social media such as Personal Website, LinkedIn, Twitter, Facebook, Google+, YouTube, Vimeo, Tumbler, Slide Share, and many others.

Each of the type of social media has been used very much by the users all

over the world. Recently, as reported by Mark Zukerberg, the users of the social media have increased their numbers more and more.

For example the five social media—e.g., Facebook, Line, Instagram, Messenger, and WhatsApp— have been in tremendous membership. As reported by Mark Zukerberg in Face book recently, in 2017, for Face book, the number of the account users is 2 billion, Line 100 million, Instagram 250 million, Messenger 2 billion, and WhatsApp 250 million.

If we have those five social media accounts, we will be lucky as long as we can manage the daily activities: posting and commenting. However, the way and the contents of the posts

must be consistently good for personal branding. So far, we have eye-witnessed some social media users in managing their accounts.

Not all posts posted in their tag line, for instance, have consistency in terms of the contents.

When using the social media for personal branding, we must be able to control the contents of our taglines: posting and commenting. It is important for the users to be able to manage their social media accounts. However, it is not too late. We can define again the social media that we have mismanaged.

Beside the consistency, personal branding can also be started by redefinition.

Does our social media betrays our mood?

CLUES to the state of your mental health may be hiding in plain sight – in the tweets you send and the Facebook updates you post.

There it is in your Facebook timeline or Instagram gallery – a digital footprint of your mental health.

I was shocked, but - on the other way also very interested checking out more on BBC. This February, BBC Future is exploring social media’s impact on mental health and well-being – and seeking solutions for a happier, healthier experience on these platforms.

One thing is really clear: it’s not hidden in the obvious parts: the emojis, hashtags and inspirational quotes. Instead, it lurks in subtler signs that, unbeknownst to you, may provide a diagnosis as accurate as a doctor’s blood pressure cuff or heart rate monitor.

For those who see social media, mainly as a place to share the latest cat video or travel snap, this may come as a surprise. It also means the platform has important – and potentially life-saving – potential. Following the BBC: in the US alone, there is one death by suicide every 13 minutes. Despite this, our ability to predict suicidal thoughts and behavior has not materially improved across 50 years

of research. Forecasting an episode of psychosis or emerging depression can be equally challenging.

But data mining and machine learning are transforming this landscape by extracting signals from dizzying amounts of granular data on social media.

These methods already have tracked and predicted flu outbreaks. Now, it’s the turn of mental health.

Studies have found that if you have depression, your Instagram feed is more likely to feature bluer, greyer, and darker photos with fewer faces. They’ll probably receive fewer likes (but more comments). Chances are you’ll prefer the Inkwell filter which converts colour images to black and white, rather than the Valencia one which lightens them.

Even then, these patterns are hardly robust enough in isolation to diagnose or predict depression. Still, they could be crucial in constructing models that can. This is where machine learning comes in.

While checking out all these details, I try to recall my last posts and reactions in social media. Maybe at this moment, you think about yours too.

Allow me to share more with you, my dear readers: researchers from Harvard University and the Uni-

versity of Vermont used these techniques in their recent analysis of almost 44,000 Instagram posts.

Their resulting models correctly identified 70% of all users with depression. compared to a rate of 42% from general practitioners.

They also had fewer false positives (although this figure drew from a separate population, so may be an unfair comparison).

Depressive signals were evident in users’ feeds even before a formal diagnosis from psychiatrists – making Instagram an early warning system of sorts.

Meanwhile, psychiatrists have long linked language and mental health, listening for the disjointed and tangential speech of schizophrenia or the increased use of first-person singular pronouns of depression. For an updated take, type your Twitter handle into AnalyzeWords. It’s a free text analysis tool which focuses on junk words (pronouns, articles, prepositions) to assess emotional and thinking styles. From my 1017 most recent words on Twitter, I’m apparently average for being angry and worried but below average on being upbeat – I have been pretty pessimistic about the state of the world recently. Enter @realdonaldtrump into AnalzyeWords and you’ll

see he scores highly on having an upbeat emotional style, and is less likely than average to be worried, angry, and depressed.

The behaviour we exhibit online can be used to inform diagnostic and screening tools – so the opinion of Chris Danforth, University of Vermont.

But far beyond this quick and sometimes amusing scan of emotional and social styles (AnalyzeWords tells you if you’re more “Spacy/ ValleyGirl” than average), researchers are exploring profound questions about mental health.

Telling signals of depression include an increase in negative words (“no”, “never”, “prison”, “murder”) and a decrease in positive ones (“happy”, “beach”, and “photo”), but these are hardly definitive. Taking it a step further, researchers at Harvard University, Stanford University and the University of Vermont extracted a wider range of features (mood, language and context) from almost 280,000 tweets. The resulting computational model scored highly on identifying users with depression; it also was correct in about nine of every 10 PTSD predictions.

The ratio of positive to negative words was a key predictor within the model, says Chris Danforth, one of

a treatment provider is six to eight years; for anxiety, it’s nine to 23 years. In turn, hopefully we’ll see better outcomes. Two billion users engage with social media regularly – these are signals with scalability. Quoting the BBC again - and here, I strongly agree: mental health exists between clinic appointments.

It ebbs and flows in real time. It lives in posts and pictures and tweets. Perhaps prediction, diagnosis and healing should live there, too.

COTABATO City––The time to vacillate is over. If asked to name the most definitive policy statement of President Duterte about doing justice to the Bangsamoro, it is understandable if a layman replied: Wala po siya nasabi tunkol sa BBL (Bangsamoro Basic Law) sa amin pagtitipun.

Was it a spur of duty that the President hardly said anything at the Moro Islamic Liberation Front (MILF) consultation in the old capitol in Sultan Kudarat, Maguindanao last 27 November 2017? But in keeping with his campaign promise of federalism, neither was there any mention of BBL except to reiterate the duty to correct historical injustices against the Moro people.

President Duterte’s pride at stake in tracing his maternal Moro bloodline is not anecdotal when delivered on national television and betrays his headstrong character ready to grapple with the Bangsamoro quest. Yet this profile in courage of a first Presidency that hails from Mindanao has voiced current popular sentiments wooing converts to the federalist cause. Meanwhile the trajectory of BBL continues to evolve into parallel and contradictory lines of constitutional and judicial attitudes, if plotted on a simple graph with space dimension and sequence as axes.

My take is that a federal shift would overcome issues raised in earlier cases including lines of reasoning of constitutional infirmity. Only in mid-October 2017 — when EDSA Commission chairman Pastor Saycon and I accompanied heirs of the Sultan of Sulu, Sultan of Magindanaw and Rajah of Buayan to seek audience with Malacanang — was there clarity with no litany of grievances but a chronology of episodes drifted from political economy of armed conflict in Mindanao towards communication strategy of the BBL. CDO collected P576 million in 2017 MSMEs urgedto invest in tourism

CAGAYAN DE ORO CITY – The coffers of this city was able to collect P576.4 million in revenues for 2017 or a 27.45 percent from the previous year.

City treasurer Ramon Mendoza recalled that revenues from the 2016 renewal and application of new business permits only reached P452 million.

This, after the City Finance Office which Mendoza heads wrapped up its annual processing of business permits last January 31 with the final number of registered enterprises, both recurring and new, tallied at more than 14,000 or an increase of 3,000 over the 2017 record of only 11,000.

As the City Finance Office wrapped up its registration of businesses, the focus now of the department is the renewal of business permits of the hundreds of concessionaires in its public markets – westbound, Cogon, Carmen and Puerto.

DOT Undersecretary for Tourism Regulation, Coordination and Resource Generation (TRCRG) Alma Rita Jimenez noted the impact of global travel and tourism, and increased international visitor arrivals encouraged foreign investors to do business in the Philippines.

Dr. Aekapol Chongvilaivan from the Asian Development Bank, meanwhile, provided an overview of the current financial status of the Philippines, dubbing the country as a “rising star in Asia” due to the rapid growth of its investmentdriven economy.

During the first Invest Tourism Philippines forum titled, “The Next Big Thing in Asia,” hosted by the DOT in Manila, Chongvilaivan said tourism should serve as a major economic engine, with emphasis on fiscal management, infrastructure development, and unemployment.

Plenary sessions participated in by representatives from government and private sectors addressed issues confronting the tourism industry, and encouraged multilateral partnership and community involvement to achieve collective growth.

It was also stressed that Information and Communication Technology (ICT)based innovation is imperative in order to enhance connectivity, and to monitor customer feedbacks, as well as enhance product endorsement and branding.

Mount Sumagaya straddles the mountain range of Balatucan, a governmentdeclared reservation area that is 7,600 feet above the sea level.

Nurses are the around the clock providers of patients care.

Nurses are encountered with different work tasks, and different working hours because of the institution demand and nature of work.. Working in shift duties can disturbed our normal lives and we feel physical weakness and fatigue.

Fatigue is the most common adverse effect of shift and night work. Fatigue results from an difference between work load and rest. Nurses are more at risk of getting of illness due to night and shift duties due to disruption in hormone level. A recent study done in 2011 from university College London that working more than 11 hours places a person at a 67% higher risk

of developing heart disease compared to those who work just for 8 hours. (Kivimak Mika,April 2011).

To mention, teachers experienced difficulty in adjusting with the curriculum, the unavailability of resources, unfinished buildings and even the qualification of teachers.

But a lot of remedies were stipulated by higher education officials, like teachers will just get curriculum guides, instructional materials on Department of Education portals.

Teachers could utilize the old but quality textbooks of the previous curriculum. Buildings were funded by Local Government Unit (LGU) and other private stakeholders both local and foreign. Department of Education could also employed teachers of private academes.

Presently, it was observed that the concerns were addressed already by Department of Education officials. Fortunately, Filipino children will be equipped with quality and life-long education which they deserve.

She can’t come to school early because she is tasked to do household chores before leaving the house.

Who would have thought that those scenarios exist? Thus, it made me love this profession more. I got the chance to personally help them in making life easy through studies. As I looked deeper into their eyes, I have nothing but gratefulness.

Gratefulness that made me appreciate them more as a student, perhaps my children. They are my glory, my waking trophies, and my pride. My students are my living treasures.

As the nominal craftsman of the Framework of Agreement (FAB) who renegotiated and reformulated the MOA-AD (Memorandum of Agreement on Ancestral Domain), I spent seventeen years at the peace negotiating table, and saved this best line for posterity. The time to rehearse the argument for a system that we call “federal” has come of age.

Presidential pronouncements seem to vary with varying audiences however.

Supermajorities are required for passing constitutional amendments. The absence of a single Moro in the Senate is a major democracy deficit for good governance system and calls for Charter Change in territorial Senate representation and geographically based electoral districts. Insofar as the score counts: MOA-AD gave way to a divided court decision and BBL yielded to presidential weakness and congressional hysteria.

The current stance of MILF leadership is anything but procrastination: an offshoot of the “decision day after” in practice.

Semiotics and semantics clause can never assure effectual governance suitable to a Muslim way of life without constitutional transformation. This issue is even more fundamental because it expounds as well as defines basically ‘the totality of ties” that confers status of asymmetrical relationships between the national government and the autonomous government.

The other step is the BTA (Bangsamoro Transition Authority) — a transition authority after altering the governmental structure for shared political power. Thus, if we cut deeper into the Constitution, the rubric of oath of office for the Presidency is pointedly “to do justice.” This puts us on notice that as legally conceived the executive mandate is modal; it is transitive and therefore requires an object. Modals ask the question for whom?

The framers of the 1987 Constitution erred in the structure of the autonomous regions that is a tortured construct. That is why the framers were hard put to defend BBL during the past congressional hearings. An all-Moro convention can provide options and, if not feasible, we can opt for initiative and referendum by offering an alternative draft Bangsamoro devolution act.

Contentious crises require metaphors that can lead to orientation toward a ratification debate. Justice is a noun hence to make it a verb is a grammatical metaphor. A metaphor means “to transfer” which helps to visualize something so we can make sense of things.

This opens up discursive space for transitional justice.

Because the shortcomings of the system of legislative representation are almost universal in the American model then the remedy can be demonstrably found only in a federal jurisdiction.

The report’s findings suggest that poverty remains the most common cause of children exiting school before completion, typically to provide additional sources of income for their families. Improving parental awareness of the benefits of completing secondary education -- which include wage premiums of up to nearly 45 percent in some countries -- tend to result in higher rates of students staying in school than other traditional measures like grants and subsidies.

In this case, other users of social media accounts (e.g., friends) should be tolerant when tagging images or photos to other friends’ taglines that may be irrelevant. If it’s too much, it’s not good. If only incidentally, it can be Okay. The little proportion will not affect our personal branding.

We will be lucky if we are good at creative writing.

Writing creatively is not only on the newspapers or news media. We can do it in our own tagline in our own social media, for example in Instagram or face book.

Most of the people use their social media for writing creatively. For example, we can write our comments or opinion either pros or cons towards the hot issues in our surrounding. But, we must write it using logical thinking, not just a bad comment or criticisms without basic arguments.

So, we can do activities in our social media for personal branding. We can do it by consistently posting and commenting with regular good contents for our identity creation.

Personal branding will be more powerful if we are able to manage a lot of social media. For example, Personal Website, LinkedIn, Twitter, Face book, Google+, YouTube, Vimeo, Tumbler, Slide Share, and others.

There are many more types of social media. However, if it is too many, we may not be able to manage them.

The accounts can be so passive. If this happens, it will reduce our personal branding level.

Cops face probe for mauling minors DAVAO City--The two mobile police officers accused of allegedly mauling three minors involved in a riot last January 21 were placed under restriction while being probed by the Investigation and Detection Management Bureau (IDMB) of the Davao City Police Office (DCPO).

This after Mayor Inday Sara Duterte-Carpio asked for an investigation on the incident to mete out the appropriate sanction, if the policemen involved are found to have violated rules on apprehension.

The mayor said she learned of the incident after a lawyer called her office about the mauling of the minors.

“We expect that the Davao City Police Office will make it right for the complainants, even if they are in conflict with the law,” she said.

DCPO spokesperson Mara Teresita Gaspan said the two police officers whose names are still withheld pending the result of the investigation responded to a call from the Central 911 of an ongoing riot at

around 1:15 a.m. But the minors were already at the barangay hall of Barangay 19-B Garcia Heights.

The two policemen, however, apologized to the parents of the minors, saying they meant no harm to the children, but just to remind them that they have to be home before the curfew for minors.

One of the policeman also said that one of the parents of the minors asked the police to discipline their child who was a perennial vagrant.

the curfew hour as it was already past 1:00 a.m, according to Gaspan.

Even if the two are children in conflict with the law (CICL), Gaspan underscored DCPO personnel do not tolerate and do condone misconduct and inappropriate behavior.

Gaspan said this is the first time that DCPO police officers were accused of violating the rights of minors even if they are CICL. In her statement released Tuesday night, the mayor admitted the incident was surprising.

“We are confident that Davao City policemen know by heart their obligation to uphold the rights of all people, especially those who have less in life and the most vulnerable,” she said.

Duterte-Carpio said issues concerning human rights abuse against members of the DCPO are very few, if not, absent.

She added the city takes pride in the fact that they do not cut corners in lowering crime incidence in the city.

The mayor has cautioned the police that while minors committing crimes should

be taken into custody, force should not be used against them unless police authority is ignored or lives are in danger because of the actions of the minors.

Gaspan said this is also the first time the information emanated from the office of the mayor.

One of the minors said he and companions were just rescued by the barangay tanods in Barangay 19-B for violating the curfew hours for minors and not for making riots.
