Duterte to name transition body after February 6 poll

PRESIDENT Ro drigo Duterte will name the 80 members of the Bangsamoro Transition Authority (BTA) after the February 6 plebiscite in Lanao del Norte and North Cotabato on the proposed inclusion of some of its towns and villages in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Secretary Carlito Galvez Jr., Presidential Adviser on the Peace Process, told MindaNews his office has submitted to the Office of the Executive Secretary the names of 80 nominees to the body that will govern

the BARMM during the three-year transition period.

Lanao del Norte heightens security for BOL plebiscite

BAROY, Lanao del Norte -- High security measures are set by the province of Lanao del Norte as the Bangsamoro Organic Law (BOL) plebiscite nears on February 6, 2019.

Governor Imelda “Angging” Quibranza Dimaporo called a meeting with the Provincial Peace and Order Council (PPOC) on January 28, 2019 at Rianas Function Room, Mindanao Civic Center, Tubod, Lanao del Norte to discuss security measures, major roles of agencies and Local Governments Units (LGU) in the upcoming BOL plebiscite.

“The main purpose of this PPOC meeting is to discuss the preparations particularly the security measures in the whole province of Lanao del Norte especially to the six municipalities which are to be

included under BOL,” the Governor said.

Munai, Baloi, Pantar, Tagoloan, Nunungan, and Tangcal are the six municipalities in the province identified for BOL inclusion, she said.

BAROY, Lanao del Norte -- A total of 23 former illegal drug users are now set to live new and reformed lives after completing the four months’ drug recovery program at Balay Silangan Reformatory Facility in Bagumbayan, Kauswagan, Lanao del Norte.

Philippine Drug Enforcement Agency (PDEA) Regional Director Wilkins Villanueva led the graduation rites on January 25, 2019 under the strong support of Kauswagan town Mayor Rommel C. Arnado.

“Kauswagan is the first town implementing Balay Silangan Reformatory Facility in the whole province of Lanao del Norte and to hold the first Balay Silangan graduation in Northern Mindanao,” confirmed Villanueva.

During the event, 23 reformists offered a pre-

sentation through a song “Heal the Word” By Michael Jackson which left them teary-eyed. “A Better Place” is what they considered as Balay Silangan in their journey to change and start a new life.

“The names of the 23 reformists are now removed from the PDEA watch list,” Villanueva added.

Mayor Rommel C. Arnado mentioned that the reformists are all skilled workers.

S ome are operators of heavy equipment and some construction workers, among others, he said.

“After this graduation, our 23 reformists will have their employment priority in partnership with Aboitiz Company, GN Power and local government unit to provide their personal and family’s needs,” Mayor Arnado said.

Prior to their graduation, these reformists underwent almost four months of recovery. Aside from their daily structured activities they were also given the opportunity to have an informal and technical education.

Moreover, gained selfchange, established selfidentity, internalization social and spiritual enrichment were instituted to every reformist.

Meanwhile, Mayor Arnado reminded the reformists to live with their commitment to totally relinquishing their involvement in illegal drugs.

Ayala Foundation wins four Anvils AYALA Foundation emerged as one of the big winners at the 54th Anvil Awards, winning four trophies in total. The awarding ceremonies were held at the Marriott Grand Ballroom on January 30.

The foundation received the Gold Anvil for the internationally acclaimed exhibit “Bursting at the Seams: Philippine Detention Centers,” which features compelling photographs by Rick Rocamora. The exhibit was staged by the Filipinas Heritage Library and the Ayala Museum.

The highly popular virtual reality videos of the Ayala Museum’s Dioramas of Philippine History, meanwhile, won Silver Anvil Awards in two categories—one for PR Tools and another for PR Programs. The VR Dioramas, which was launched in 2017 with the video on the execution of Dr. Jose Rizal, presents key moments in Philippine History in an immersive manner. DAVAO City--The National Commission on Indigenous Peoples (NCIP) and the Police Regional Office 11 (Davao region) have agreed to establish an IP desk and designate an officer in all police stations to address security issues and concerns of the tribal communities.

The NCIP and PRO-11 officials signed on Friday a memorandum of agreement (MOA) to implement a program called “Convergence of Indigenous Peoples and Police” that includes the establishment of an IP desk similar to that of the women’s and children’s desk.

Chief Supt. Marcelo Morales, PRO-11 director, said the IP desk will receive and address various issues and concerns from members of the IP group.

Morales said they will also closely coordinate with tribal leaders to set an effective and efficient delivery of legal and basic services for the protection of the IPs against all forms of abuses and harassment.

Stupid road widening COMMUTERS of Uptown Cagayan de Oro are having morning blues every time they pass Masterson Avenue that snaked through the Pryce Plaza area.

Early morning road trip to this national road is definitely not for the fainthearted, nor people with little tolerance.

The morning traffic jam in this area will just raise your blood levels and spoil your day.

For over a year now, the national road that cuts across the Pryce Plaza area

has been on a never-ending repair binge that appears to be a road widening at first, but simply a ‘reblocking’ of a hilly-side of the road.

Morning commute to this portion of the highway is one of hell of a ride. Notwithstanding the purpose of the ‘road widening,’ this highway has remained the old two-lanes, creating massive traffic congestion, day in and day out.

The DPWH’s “butchering” of this national road leading to uptown area is nothing but a waste of tax-

payers’ money.

This infra agency of government has this tenacity of putting up road projects sans proper information dissemination.

Most often than not, only a signage with incomplete information is visible in the project site. Worst, traffic and safety signs put up by contractors are way below international standards.

Election as absolution

SO amazed by the ongoing debate demanding the resignation of a US governor for a past indiscretion where his page in their medical school yearbook showed two men, one painted black with the other robed as member of the dreaded Ku Kux Klan, that he admitted to be one of the two.

For such indiscretion, both Republicans and Democrats, though not all, are demanding for the resignation of Virginia Gov. Ralph Northam claiming he has lost the moral high ground to lead the State.

The picture is viewed as proof of Northam being a racist because the KKK is said to be the first organized terrorist group in the US that ran after men of color, Jews and other minorities in that country. Clandestinely, KKK is believed to still have members pursuing such objective up to this time.

Modern America abhors KKK but the issue of racism is still very much alive until today even if that country

already elected its first black president in Barak Obama.

But what amazed me most about the Northam issue is the absence of a clear understanding by a sizable number of the American populace, and this includes the so-called intellectuals, college-educated, politicians and even respected opinion writers, about the logic of election as a tool in choosing a leader.

When a candidate presents himself to the people to be elected as their leader of choice, thoroughly he is vetted in regard his qualifications in all aspects. This is why there is such a thing as campaign period. During this period the candidate is figuratively stripped naked before the people to determine if he deserves their vote.

When he is elected, that mandate given him by the people is considered an absolution of all his past wrongs and indiscretions enabling him to move on as a new being worthy of

such mandate. And during the elected official’s incumbency, he is held accountable by the very source of his mandate if he slides back to his old self that his election presupposes he has abandoned.

If President Duterte’s defense or excuse for his current indiscretions as just being true to himself is not called by the people, the logic of his election will just be for naught. The people gave him the mandate not for him to continue being what he used to be preelection period but to be a new being after being bestowed such mandate.

This is the logic why it is demanded of him to be always statesman-like because his absolution for his past wrongs and indiscretions requires he should not be repeating them during his incumbency. Any indiscretion during his incumbency is a violation of such absolution.

sured to resign from the governorship of Virginia if he lives a racist life after being bestowed by the Virginian’s with their mandate for him to serve as their governor.

If in the past he displayed a racist behavior that behavior had been set aside, exterminated by his election. It is wrong for anyone to demand that he should resign now for a pre-election indiscretion. This demand is misplaced for if heeded to will turn the logic of election into illogical.

I AM old-fashioned. Since many decades, I love collecting old magazine and newspaper clippings. Can you imagine how my two offices look like?

Anyway, in a very old issue of PHILADELPHIA NEWS, columnist Larry Fields confessed: “I lead a life of wine, women and song (by the way, a wonderful waltz of the Austrian Johann Strauss!) - it’s cheaper than petrol, food and rent!”

Is LOVE just an expression? Or love and marriage?

Some marriages are made in heaven. You know some?

I do. The best of the rest is just simply down-toearth. Maybe also yours?

I am blessed and happy celebrating soon my 36th wedding anniversary this coming March 2019... .

Maybe, my dear readers, you remember this, “Then

the prince swept the lovely young maiden into his arms and carried her home to his castle. And they live happily ever after!” Indeed, they did. Meanwhile, I met several couples, who would say: happily never after!

What I would like to see is an autonomous in home affairs study of all these title of nobility bearers seven years after their happilyever-after marriages. Or even earlier, because the so-called darned and tricky seventh marriage year could be even the first one already.

The truth is that life isn’t made up of the continual highs found in the initial stages of courtship.

Of course, flirting is fun and a wide groove existing.

But after a while our system needs a rest. Unanimously, we’re in the second stage sooner or later and our

marriage life needs badly a new outside coating.

All of a sudden, the partner prefers day and night watching all the sports channels, falls asleep while you’re revealing your innermost secrets and even forgets the anniversary for the first or even second time . Just bear in mind: You’ve won each other’s acceptance and sometimes even feelings terrible gloomy. This acceptance shouldn’t be undervalued.

Even we see a house that has to be cleaned, many other things have to be organized, and the partner, who looks as fatigued and bored as you feel. Logical question: “That’s it? That WAS it?”

And suddenly, we experienced the third stage and learned, why it’s worth the ups and downs. Maybe

In a region marred by tension and insecurity, he said that a shepherd must bring hope to people “who look for light in a cultural darkness and mutual biases and prejudices”.

“He (Quevedo) has been very much appreciated by the Holy Father and the other cardinals all over the world,” added Caccia.

Lampon was the apostolic vicar of Jolo since 1997 until November 2018 when Pope Francis appointed him as Cotabato archbishop.

Last Sunday, at least 21 people were killed and injured dozens more when two bombs exploded at the Jolo cathedral where a mass was being held.

DAVAO City--Moro religious leaders here have prohibited backpacks, big bags, boxes, and bulky plastic bags inside all mosques in Davao City starting Friday, February 1.

The religious leaders released the guidelines following the January 27 twin explosions at the Our Lady of Mount Carmel Cathedral in Jolo, Sulu that left 21 people dead and 111 others wounded and the Zamboanga mosque blast early Wednesday that killed two persons and injured four others.

In a letter to Mayor Sara Duterte dated January 31, Aleem Jamal S. Munib, executive director of the Madrasah Comprehensive Development

and Promotions Program, and Aleem Muhmaad Y. Pasigan, the Grand Mufti or the highest Muslim cleric in the Davao Region, said they released a set of guidelines to ensure maximum security inside mosques.

The guidelines stated that only small bags for money, keys, and mobile phones are allowed inside the mosques in compliance with the new security protocol implemented by local security forces.

Bangladesh Bank lawsuit vs. RCBC ‘a thinly veiled PR campaign’

A US-based lawyer for the Rizal Commercial Banking Corp. (RCBC) dubbed as a “thinly veiled PR campaign” and political stunt the case that Bangladesh Bank reportedly plans to file against the Yuchengco-led bank in connection with the USD81-million cyber heist in 2016.

In a statement Friday, RCBC said its lead attorney on the case, Tai-Heng Cheng of the New York law firm Quinn Emmanuel, noted that “based on what we have heard, this suit is completely baseless.”

He pointed out that “if the Bank of Bangladesh was serious about recovering the money, they would have pursued their claims three years ago and not wait until days before the statute of limitations.”

“This is nothing more than a thinly veiled PR campaign disguised as a lawsuit,” he said.

The lawyer also said that “not only are the allegations false, they don’t have the right to file here since none of the defendants are in the US.” “We will show that this suit is nothing more than a political stunt by the Bangladesh Bank to try to shift blame from themselves to RCBC,” he said.

The lawyer explained that “a review of the facts shows that Bangladesh Bank’s errors, omissions, and lapses in security protocols are the cause of its loss.”

“We believe it is telling that they have concealed information from their own investigation and despite admitting their own culpability, continue to try to blame others,” he said, citing that the Philippine

bank “had nothing to do with the theft of the funds and has cooperated fully with every investigation into the matter.”

“This suit is nothing more than a blatant attempt

by Bangladesh Bank to shift blame and cover up their own liability,” he added.

Bangladesh Bank has yet to collect the entirety of the USD81 million stolen from its account with the Federal Reserve of New York on Feb. 4, 2016, which is considered as the biggest cyber heist in the world to date.

These funds were sent to four US dollar accounts that were opened at the RCBC Jupiter branch in May 2015 under the names of Michael F. Cruz, Jessie Christopher M. Lagrosas, Alfred S. Vergara, and Enrico T. Vasquez.

A portion of the stolen funds were eventually traced to Eastern Leisure Hawaii Company owner Kam Sin Wong, also known as Kim Wong, and Philrem Service Corp. owners Michael and Salud Bautista, whose company was tapped to remit the funds to Wong’s casino.

Wong later on returned a total of USD4.63 million and PHP488 million worth of cash to the AntiMoney Laundering Council (AMLC). (PNA)

Expanded maternity benefits, law in-waiting A proposed law that will further broaden the maternity benefits for working women is awaiting signature into law by President Duterte, the labor department said over the weekend.

Labor Secretary Silvestre Bello III said the law in-waiting will extend the maternity leave period to 105 days for female workers in the government and the private sector, including those in the informal economy. It is a priority

legislation for the labor department, he said.

“We strongly support its passage into law to provide the working women with ample maternal care and ensure their safety and health. We have actively pushed the passage of this bill,” Bello said.

The bill also underwent review by concerned government agencies, including the tripartite council.

“We exerted efforts on this and I have high hopes

it is signed by the President very soon,” Bello said.

The DOLE chief underscored the proposed law’s consistency with local and international instruments that promote the rights of women.

DAVAO CITY -- Former Bayan Muna Rep. Satur Ocampo and 17 others are no longer welcome in Talaingod municipality after local officials declared them “persona non grata” following last year’s incident involving the alleged trafficking of tribal students.

A resolution unanimously approved by the Talaingod Municipal Council on Janu-

ary 14 cited the November 2018 incident when Ocampo and his companions were arrested for bringing with them 14 minors without travel permits and, in some cases, without the knowledge of the children’s parents.

The local officials also expressed the sentiments of the Ata Manobo tribal leaders, who earlier con-

demned Ocampo and his companions for violating the rights of the tribe and the alleged intrusion of the New People’s Army (NPA) into tribal lands.

Ocampo’s 17 companions who were also declared “persona non grata” are France Castro, Meggie Nolasco, Pastor Edgar Ugal, Rev. Ryan C Magpayo, Pastor Eller A. Ordeza, Rev Jurie Jaime,

Since there separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on, April 22, 2005, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them has already been diligently employed but all proved futile.

Galvez said they are pushing for the immediate constitution of the BTA. The Commission on Elections on January 25 proclaimed RA 11054 or the Organic Law for the BARMM ratified by an overwhelming majority in the five-province, two-city Autonomous Region in Muslim Mindanao (ARMM) and the city of Cotabato which will now form the core territory of the BARMM. The results of the February 6 plebiscite will determine with finality the territorial scope of the BARMM – if six Lanao del Norte towns and 67 villages in seven North Cotabato towns will be part of it.

Isabela City in Basilan rejected inclusion in the BARMM, as did Sulu in the January 21 plebiscite. But Sulu will still be part of the BARMM because the law provides that the ARMM votes as “one geographical area,” a provision the province questioned, among others, in its pending petition before the Supreme Court.

The four other ARMM provinces — Maguindanao, Lanao del Sur including Marawi City, Basilan including Lamitan City, and Tawitawi – voted ‘yes.’

From ARMM to BARMM via BTA The ARMM is deemed abolished upon its ratification and the BTA is to take over

in the interim.

But Congress inserted a provision in RA 11054 that is not in the CAB, to allow for a caretaker administration “to foreclose any political interregnum in the governance of the region,” should there be a delay in the constitution of the BTA. The caretakers are the 25 elected ARMM officials (Governor, Vice Governor and 23 members of the Regional Legislative Assembly) and 20 BTC members.

But Galvez said there may be no need for a caretaker body as they are pushing for the immediate constitution of the BTA. MILF chair Al Haj Murad Ebrahim, the MILF’s nominee to the post of Chief Minister, told MindaNews on Friday that they hope the BTA will be set up within the month of February so the transition can immediately begin.

RA 11054 provides that the Moro National Liberation Front (MNLF) which signed the 1976 and 1996 peace agreements with government, is also to be represented in the BTA along with “non-Moro indigenous communities, youth, women, settler communities, traditional leaders, and other sectors.”

The MNLF faction under Yusoph Jikiri and Muslimin Sema has three representatives in the BTC. MNLF founding chair Nur Misuari declined the government’s invitation to nominate representatives.

80 plus 25 In addition to the 80-member BTA, the 25 elected officials of the ARMM “shall automatically become members” but only until June 30, 2019, when their terms shall have expired.

The law vests the BTA with legislative and executive powers, the executive exercised by the interim Chief Minister.

Galvez, ARMM Governor Mujiv Hataman and Murad met in Hataman’s office on Wednesday to discuss the transition process.

During the three-year transition period, the BTA exercises all powers and functions of the Bangsamoro Government as provided in RA 11054.

The law mandates it to

accomplish these “priority legislations”: the Code of Parliamentary Rules and Procedures, Bangsamoro Administrative Code, Bangsamoro Tax and Revenue Code, Bangsamoro Electoral Code, Bangsamoro Local Government Code, Bangsamoro Education Code, Bangsamoro law for Indigenous Peoples, Bangsamoro Civil Service Code.

The law also provides that within 60 days of the transition period, the interim Chief Minister will submit to the BTA, for its approval within 10 days, a transition plan that shall contain the proposed organizational plan and the schedule for implementation.

The transition plan shall be implemented within 15 days from its approval.

The interim Chief Minister organizes the interim Cabinet, appoints two interim Deputy Chief Ministers from among the BTA members and appoints “such other ministers as may be necessary to perform the functions of government during the transition period,” majority of whom shall be from among the BTA. BTA members appointed to Cabinet posts shall serve their offices concurrently.

According to the law, the Interim Cabinet shall be composed of 15 primary ministries with sub-offices: Finance, and Budget and Management; Social Services; Trade, Investments, and Tourism; Labor and Employment; Transportation and Communications; Basic, Higher and Technical Education; Indigenous Peoples’ Affairs; Health; Public Works; Local Government; Environment, Natural Resources, and Energy; Human Settlements and Development; Science and Technology; Agriculture, Fisheries, and Agrarian Reform; and Public Order and Safety.

The law also states that the BTA can create other offices on youth, women, settler communities, disaster risk reduction and management, and planning and development, among others; as well as the Attorney General’s Office, under the Office of the Chief Minister. (Carolyn O. Arguillas / MindaNews)

GSKP observes 28th foundation anniversary

GEN. SALIPADA K. PENDATUN, Maguindanao -- This municipal government steps another milestone as it successfully celebrated its 28th foundation anniversary last January 27, 2019.

Mayor Bonnie T. Kali said during a simple program at the municipal covered court following a parade, that as they add on another year, they look at it with noble purpose.

“Indeed, I take pride and honor in greeting my constituents in GSKP as we celebrate our 28th Founding Anniversary,” Mayor Kali said.

The mayor stressed it is their direction to continue to transform their town into a bigger, better, and brighter community for the benefit of their local populace.

“The efforts of the LGU through the years have resulted

for what it is today.

Therefore, I encourage our constituents to live in harmony,” Mayor Kali said.

Further, Mayor Kali also expressed gratitude to the people in the municipal government who were contributors to the success of this year’s observance.

“I am expressing my sincerest gratitude to our department heads and line-agencies as well,” he said.

Also present during the festivity included Mangudadatu Mayor and LMP President Datu Freddie G. Mangudadatu, Maguindanao’s 2nd District Board Member Datu King Jazzer Mangudadatu and Paglat Mayor Abdulkarim Langkuno, among others.

“In behalf of the municipal government of GSKP, I would like to express my sincerest thanks to everyone who took part which made our observance a meaningful one.

Mayor Kali emphasized the importance of unity among his constituents.
