Gov’t to extend P100-M aid to Mindanao tribal communities D

AVAO CITY -- President Rodrigo Duterte will release P100 million to tribal communities in Mindanao for livelihood program and agricultural development as well as to counter the influence of communist insurgents.

DAVAO CITY -- Close to 1,000 lumad tribal leaders, elders and representatives from four regions in Mindanao on Thursday signed a manifesto to strengthen their push for self-determination according to their customary laws.

They also strongly declared support for President Rodrigo Duterte who can help them shape and achieve their destiny as United Indigenous Peoples of Min-

danao in their ancestral domain.

T he man i fe sto w as reached after the Indigenous People (IP) Leaders Summit on January 31 and February 1 at Green Heights Convention Center here to resolve issues confronting their communities.

The summit was aimed at providing the lumads a venue to air their concerns to the national government.

DSWD to intensify fight vs.

4Ps irregularities in ARMM COTABATO CITY -- The D e p ar t m e nt of S o c i a l Welfare and D e velopment in the Autonomous Region in Muslim Mindanao (DSWD-ARMM) is strengthening its current drive against irregularities in the implementation of the Pantawid Pamilyang Pilipino Program (4Ps) In the region.

ARMM Executive Secretary Laisa Masuhud Alamia, concurrent DSWDARMM secretary, said on Tuesday that a series of activities related to this drawback are scheduled for local government units this month.

An immediate measure is up for implementation to address 4Ps-related problems, according to DSWD-ARMM. For a start, Alamia said an ‘LGU Assembly on Social Welfare Protection’ is set for Jolo, Sulu on Feb.6 where officials would be informed on the regional government’s seriousness in imposing the program’s rules and regulations to prevent anomalous actions during 4Ps payouts.

officials are expected to present to Alamia their mechanism on addressing its 4Ps’ problems and issues, even as the regional government would also

urge LGU officials for their full commitment in upholding the clean implementation of government’s programs and projects.

THE school nurse has a crucial role in the seamless provision of comprehensive health services to children and the youth.

Increasing numbers of students enter schools with chronic health conditions that require management during the school day.

School nursing, a specialized practice of public health nursing, protects and promotes student health, facilitates normal development and advances academic success. They provide preventive services, early identification of problems, interventions and referrals to foster health and educational success. To optimally care for children, preparation, ongoing education and appropriate staffing levels of school nurses are im-

portant factors for success.

After the child’s home, the school represents the second most influential environment in a child’s life. As more students enter schools with health or mental health problems, pediatricians face the challenge of managing their care throughout the school day. The school nurse is the health care representative on site.

An understanding of the school nurse’s role is essential to ensure coordinated care. There is a recognized relationship between health and learning as there is between school nurse availability and student well being and educational success. The role of the school nurse encompasses both health and educational goals.

Advice to young writers

Write to inspire, write to transform.

That was the message of Pamantasan ng Lungsod ng Muntinlupa (PLMun) President, Dr. Elena E. Presnedi, to the awardees of the recently concluded 11th Cesar S. Tiangco Memorial Literary Awards.

Established in 2006, the Tiangco Awards recognizes budding young writers from Muntinlupa and environs.

Originally open only to students from Muntinlupa City, the award has since expanded its reach to also include student writers from Makati City, Taguig City, and Pasig City .

Cash prizes, medals and certificates are awarded to winners in six genres: Tula, Maikling Kuwento and Essay for high school students; Short Story, Essay and Fiction for college students.

The award celebrates the legacy of Cesar Sioson Tiangco, pioneer principal of Muntinlupa National High School (formerly Muntinlupa High School).

Tiangco served as school head for three decades (1945-1976). He later became the principal of his alma mater, the Rizal High School.

Presnedi paid tribute to Tiangco who was not just an educator but also an accomplished writer.

“While serving his responsibilities in the schools he handled, he was able to produce and compile diverse literary works which led to awards and publications,” Presnedi said.

Presnedi urged the awardees to be guided by the following principles: 1. Write to express, not to impress. 2. Write to innovate. 3. Write to inspire.

4. Use writing as a tool for transformation. 5. Use one’s skills in serving God and fellowmen, as well as our beloved City and Country.

Presnedi later presented the awards to the winners.

She was joined by Engr. Romeo S. Navarro, Executive Director of the Tiangco Memorial Awards; this writer; Atty. Eleonor T. -ooo S E NAT E S H O U L D NOT BOTHER ITSELF ANYMORE WITH “FAKE NEWS”: I really don’t understand why Sen. Grace Poe and her fellow senators are still using their precious time investigating “fake news” from the Internet. The issue there is very simple. If a piece of information is “fake news”, people will surely come to realize that it is fake and is totally useless. They will then readily forget about it, and would no longer be bothering themselves about it one second more.

Yes, Filipinos are now greatly intelligent, especially those who have the ability to access and use the Internet and social media.

If they have the capacity to go online, read materials coming from it and then post their own comments and perceptions on a host of things, they sure would know, too, if a piece of news

is fake or not.

Because of this, the source of the fake news would not really last long. It would die a natural death, for no one will be patronizing them anymore. This is the reason why I am saying Poe and her fellow lawmakers simply wasted long hours in their hearings on the matter. It would have been better if what they focused on was the fraudulent refusal of telephone companies to provide faster Internet connections despite their exorbitant fees from hapless customers.

-ooo LITTLE GIRLS IN TARLAC CITY INFLAMED WITH ONE ANOTHER? Times have indeed changed.

I was at the Starbucks in Tarlac City yesterday (January 30, 2018) after attending a court hearing at the Municipal Trial Court in Cities there. As I was writing this column, I couldn’t help but notice two young girls who were seated at a table directly in front where I was seated. Clearly, they were engaged in some kind of courtship, if they were still “not amorously related” to each other yet.

I believe they were still in their teens---15 or 16 years old perhaps. But, they were so bold because the place where they were literally “romancing” one another was in full public view. They were holding each others’ hands, touching the sides of their upper bodies and their faces, and were staring into one another’s eyes in a way that only lovers would do.

Their feet were entangled with one another below their table, and God knows what else those feet were touching!

They are still students, because they were still in their school uniforms.

All these prompted me to think: were these two girls gallivanting, having escaped from their classrooms earlier, just so they can rendezvous at Starbucks?

Did t heir parents (or even their teachers and the authorities from their school) know that, instead of studying, they were on their little tryst, with their fellow girls yet? Times have indeed already changed!

Wow. Does the lawmaker know that in the country today, there are thousands and thousands of churches in existence? Indeed, if all of these churches would be given the right to nullify marriages entered into by Filipinos, no Filipino family where the parents are still married to one another would remain.

I am sure, if this proposal is passed, it would lead to the destruction not only of the Filipino family but of the entire society as well.

Cops hunt driver of killer truck in North Cotabato MAKILALA, North Cotabato – Police have launched a manhunt against a truck driver whose vehicle plowed to death four motorists along the section of the Davao-Cotabato highway here Thursday.

Sr. Supt. Jonathan Tangonan, North Cotabato police director, has ordered all police chiefs of North Cotabato’s 17 towns to help locate the truck driver who fled following the incident.

THEY may not be traveling to school aboard a scarlet steam engine or learning how to turn toads into water goblets but a few lucky students will be learning in classrooms this year that don’t look too different from the ones inside Hogwarts castle.

Teachers have found inspiration in the Harry Potter books for every detail in their classrooms – from keeping students off their cellphones to managing good behavior to teaching literary devices. For example, teachers will sort out their students into the four Hogwarts houses at the beginning of the academic year using a sorting hat personality quiz.

Those groups will be used for rewarding student behavior as well as

facilitating day-to-day student group work in reading and math. While Harry Potter hasn’t been approved yet as a social emotional learning tool yet, it’s already proven useful in teaching students empathy. It helps reduce prejudice in its readers toward communities like LGBT groups and students with autism.

Using the House point system to manage student behavior was somewhat effective at Hogwarts so it’s not surprising many teachers have adopted it in their own classrooms as well.

DAVAO CITY -- The 7th cycle implementation of the Supplementary Feeding Program (SFP) of the Department of Social Welfare and Development (DSWD) has benefited 127,746 children enrolled in 2,792 Child Development Centers in Davao Region this month.

The feeding program of the DSWD, in partnership with the local government units, is a response to the malnutrition problem and to help achieve the Millennium Goal 1 of eradicating poverty and hunger.

Davao Del Sur with 345 Child Development Centers (CDCs) served 14,021 children-beneficiaries; Davao del Norte with 583 CDCs served 31,774; Davao Occidental with 244 CDCs served 9,057; Compostela Valley with 542 CDCs served 25,214; Davao Oriental with 529 CDCs served 19,428; and Davao City with 549 CDCs was able to serve 28,252.

It basically provides hot meals for 120 days to children enrolled in LGUrun Child Development Centers (formerly known as Day Care Centers) and Supervised Neighborhood Play.

Regional Director of DSWD Mercedita Jabagat emphasized that at the start of Cycle 7 implementation, DSWD piloted the provision of twice-a-day feeding in selected LGUs based on the following criteria malnutrition rate as per National Nutrition Council (NNC); with children in Geographically isolated and Disadvantaged Areas, (GIDA) and Indigenous Peoples (lP) areas; with nutritionally depressed areas; and with no unliquidated funds from previous implementation of the regular feeding program.

Under the program, DSWD was able to download a total of Php 242.76 million to qualified partner LGUs in 2017.

Improving access and financial literacy are key to financial inclusion in PH—PIDS study IMPROVING financial literacy and broadening access to financial institutions like banks and insurance companies, especially in the rural areas, are key to achieving financial inclusion in the country.

This was according to a study by state think tank Philippine Institute for Development Studies (PIDS) on factors affecting financial inclusion in the Philippines. The research showed that more educated individuals living in urban areas, wherein most financial institutions like banks are situated, are more likely to have savings and insurance than their less educated counterparts in the rural areas.

The World Bank defines financial inclusion as a situation where people and businesses have access to useful and affordable financial products and services that meet their needs. Financial products and services include payments, savings, credit, and insurance.

Authors Gilberto Llanto and Maureen Ane Rosellon, PIDS president and research associate, respectively, emphasized that access to finance allows the poor to accumulate assets like savings and insurance to protect them from potential risks and shocks, and to invest in income-generating activities.

However, access to financial products and services remains a big challenge in the Philippines as shown in the latest data of the Bangko Sentral ng Pilipinas (BSP). According to BSP, only about 43 percent of Filipino adults have bank savings while 72 percent of those who borrow, transact with informal financial institutions. Also, only about 30 percent of small and medium enterprises have formal lines of credit and/ or bank loans.

One of the main factors that limits people’s access to formal financial institutions, according to Llanto and

Rosellon, is their remote location in the rural areas.

“For example, data on bank network vis-à-vis population on a regional level indicate a great difference between urban areas like the National Capital Region (ARMM) and highly rural regions like the Autonomous Region of Muslim Mindanao (ARMM),” they explained.

Citing statistics from BSP, they noted that the number of banks per 10,000 adults in the NCR is estimated at 3.6 in 2010 and 2015 compared to only one bank per 100,000 adults in ARMM for the same period.

“Due to the absence of banks, people would usually just keep their money at home or join informal group savings in the community, such as rotating savings and credit associations locally called “paluwagan”, the authors concluded.

Also, data from BSP show that majority of adults (about 70%) find pawnshops as the nearest and easiest to reach among financial products and service providers. Likewise, nonstock savings and loan associations, payment centers, and remittance agents take the shortest time to reach at 17 to 18 minutes. The cost of a round-trip travel to these establishments is also the lowest, at PHP 31 to PHP 37.

Llanto and Rosellon said the first step to encourage people to access banks and other formal financial institutions is to improve people’s education.

“A higher level of education increases the likelihood of saving and borrowing from a formal financial institution. Educational attainment can be an indicator of the knowledge and level of understanding of credit

options and opportunities, and confidence to apply for a loan,” they pointed out.

Furthermore, the authors highlighted the importance of looking at potential barriers to access, which includes, among others, cost or proximity to providers of financial services.

Meanwhile, banks have recently introduced electronic banking (e-banking) to the market as a proper response to global innovations in banking. Accord-

ing to the study, e-banking has started to penetrate “unbanked” markets. Still, poor people in far-flung areas are unable to access this technology as it requires suitable electronic devices and strong Internet connection.

“Although mobile financial services have taken a foothold in the financial markets, the majority of retail transactions by individuals and businesses in the Philippines are still

done in cash,” the authors stated. They cited a 2015 report by Better Than Cash Alliance showing that only 1 percent of the 2.5 billion retail payments per month in the country were done electronically.

MANILA - - Five teams tapped by the inter-agency Mining Industry Coordinating Council (MICC) had yet to formally start the review on the initial batch of 26 mine sites ordered closed by the Environment department but a ranking Finance official said the teams had taken the initial steps.

“I don’t know what you mean by formally but they have done a lot of ground work already,” Finance Undersecretary Bayani Agabin

told journalists in an interview Thursday.

The three-month mining review framework was originally scheduled to start last January but Agabin, who represents Finance Secretary Carlos Dominguez III to the MICC, said the budget for the process had not been released.

Despite this fact, the Finance official said members of the Technical Working Group (TWG), who were experts on mining while some

came from the academe, had shown dedication by checking on the documents that they already had and setting up a work plan.

“If you compare it to a car the engine is already hot and you just have to step on the gas pedal for it to start moving,” he said.

Agabin said that amid the delay, the review would still be conducted for three months.

“We’d like to count three months from the time that they formally start so it would be fair. We don’t want

them to come up with sloppy work,” he said.

Agabin said members of the MICC would convene again late February 2018 to further discuss the review.

After the review this year of the 26 mining firms that were ordered closed or suspended by former Department of Environment and Natural Resources (DENR) Secretary Gina Lopez, MICC planned to conduct another review next year while succeeding reviews would be done every two years thereafter. (PNA)

The ASEAN Iron and Steel Council (AISC) has called on governments of the Association of Southeast Asian Nations to stop the importation of induction furnaces to produce carbon steel products from China.

In a statement, AISc said there were over 600 induction furnace manufacturers in China which were involved in the production of sub-standard steel in its country.

The industr y group added these Chinese induction furnaces factories produced 30 to 50 million tons in 2016.

AISc said that these substandard induction furnaces had no capability to remove harmful elements in the liquid steel resulting in inconsistent quality of steel products they produced.

“As far back as 2002, the Chinese government had already raised its concern over the existence of these establishments; many of them were operating illegally in various parts of the country,” the industry group said.

It added that Chinese government strictly prohibited movement of the facilities of these sub-standard

furnaces producers in other regions of China. However, it did not restrict the export of induction furnaces, which could have an impact to ASEAN. AISC adds that ASEAN is a preferred destination of these obsolete equipment from China, citing Indonesia, Malaysia, the Philippines, and Thailand have reported increased imports of this equipment.

“Our main concern arising from the above development is that ASEAN could become a dumping ground for these obsolete and outdated machinery and equipment, which, because of their inherent technology limitations and constraints, could adversely impact the orderly development of the iron and steel industry in the region,” AISC stressed.

Aside from producing sub-standard steels, these induction furnaces also consume more electricity and are not environmentally friendly.

AISC has sought for governments of ASEAN to prohibit imports of induction furnaces from China for the purpose of producing carbon steel products.

DOST to boost textile technology, programs AS part of the Philippine Tropical Fabrics (PTF) Month this January, the Department of Science and Technology Philippine Textile Research Institute (DOST-PTRI) announced Friday it has lined up several activities and programs to further boost the country's textile industry.

The DOST-PTRI, which would celebrate its 51st anniversary this year, said the celebration would carry the theme, "Concept to Cloth".

"This theme centers on giving opportunity to the government, academe and private sector to translate ideas into materials, processes or solutions leading to more prospects and impact in the textile sector," it said.

O n Ja nu a r y 3 0 , t h e DOST-PTRI will launch a technology business incubator facility for producing powdered natural dyes. The agency said that this facility would provide technical support to micro, small, medium enterprises (MSMEs) to help them enhance their businesses.

It also targets to launch a design competition for government uniforms. The contest aims to produce design prototypes that could be used by select government agencies.

A workshop for designers and entrepreneurs was also scheduled on Januar y 30.

Through this workshop, attendees would learn to make draw patterns for handloom weaving.

Meanwhile, for this year, the DOST-PTRI also plans to launch the first textile research and development (R&D) laboratory to assist designers and manufacturers in prototyping their products or designs. The agency said it would acquire state-ofthe-art equipment for this laboratory.

Also this year, artists can look forward to the "ArtisTELA", a design competition that will highlight creative innovations in textiles.

The public may get the chance to visit the DOSTPTRI in Bicutan, Taguig City on January 30 for them to have an overview of the research and technical services of the agency. An "open house" was scheduled on Januar y 30, DOST-PTRI said.

It was in 2012 when President Benigno Aquino III signed Proclamation 313, declaring Januar y as PTF Month. The Proclamation aims to promote the use of indigenous fibers such as pina, abaca and Philippine silk. (PNA)

Take note, your enemy is just possessed by Satan your real enemy. Hate Satan but love the victim human. The Jewish church never taught love that’s why Jesus founded

his church to propagate love to everyone. Mother Theresa said; “The true scarcity on this earth is not from foods and material things but love”.

Only few people bear this real love to anyone. Do the right thing for the sake of others is the proof of your love within.

Giving forgiveness to any violator is a very wonderful antidote to make this person realize about his mistakes.

To fend off the influence of communist insurgents in Lumad areas, Duterte announced that his government would recruit qualified tribe people to become members of the Armed Forces.

Tribe members could also opt to join government militia to fight communist rebels, he said.

President Duterte addressed around 1,100 indigenous peoples (IP) leaders during the summit held in Panacan, Davao City.

The IP Leaders’ Summit is a two-day event which aims to provide the IPs with an avenue to air their concerns with the national government agencies. It has drawn IP and Lumad leaders from Eastern Mindanao.

In a manifesto issued during the summit, the tribal leaders have thrown their support to the Duterte administration.

“We strongly express our continued support to President Rodrigo Duterte, whom we believe will help us shape and achieve our destiny as United Indigenous Peoples Mindanao in our respective ancestral domains,” they said.

“Affirming our customary laws, cultures and traditions passed by our ancestors deeply rooted in our indigenous cultural communities as the basis on our continued existence, struggle and fight for self-determination, we further express our commitment and support to your peace and development program as embodied in your 10-point agenda,” they added.

Attendees of the summit were customary leaders, elders and representatives of IPs from Mindanao comprising Regions 10, 11, 12 and 13. They stood to strengthen and push for self-determination in accordance with their customary laws, indigenous cultures and traditions.

The summit is the first meeting with tribal leaders under the Duterte government and also the first for President Duterte to meet Lumad leaders from Eastern Mindanao. (PND)

The projects will address educational enrichment, economic development, and the psycho-social effects of conflict, among other pressing needs in the region, and are expected to impact an estimated 13,500 people.

Since 1948, the US government has sponsored people-to-people exchanges that have built the leadership and professional capacities of more than 8,000 Filipinos from across the nation.

Upon their return, many of these exchange alumni collaborated with their fellow alumni and with the US Embassy to strengthen bilateral relations between the US and the Philippines.

According to the embassy, these youth’s immediate response to the Marawi crisis through their engagement in the #ForMindanao campaign exemplifies the commitment of US exchange alumni to work together to advance the prosperity of all Filipinos.

The embassy noted that within hours of the outbreak of fighting in Marawi, individual exchange alumni and US exchange alumni chapters throughout the country contributed nearly PHP2.2 million in food, hygiene kits, and clothing that assisted more than 20,000 people impacted by the crisis.

One of its campaigns, the #MealsforMarawi, raised PHP85,000 to conduct Ramadan iftars that fed more than 3,000 internally displaced persons (IDPs), while the US alumni chapter in Davao, in partnership with the Rotary Club, delivered food, clothing, and basic medicine to nursing mothers in IDP camps.

At one point, their humanitarian efforts were complemented with psychosocial activities to support more than 7,500 IDPs affected by the crisis.

The Lanao del Sur Provincial Government awarded the US alumni chapter in Marawi City for the success of their #MaraWe art therapy program that helped 817 IDP children in the city.

The embassy said its #ForMindanao campaign builds upon these earlier programs by providing the alumni with ongoing opportunities to contribute to the recovery from the Marawi crisis and for the overall development of Mindanao.

In the next phase of the #ForMindanao campaign, public school and madrasa teachers, as well as women’s cooperative leaders who have participated in US government training programs, can apply for 15 PHP100,000 grants to help their schools and communities respond to local needs.

Additionally, the US Embassy will support four alumni-led projects of Php1 million each, addressing the root causes of conflict and violent extremism.

The grant competition is administered by Naawan HELPS, a US exchange alumni-led civil society organization based in northern Mindanao. From its end, the embassy said the alumni-led projects are part of the US government’s response to the Marawi crisis.

To date, the US government has pledged over PHP1 billion for the recovery and rehabilitation of Marawi and surrounding areas through the US Agency for International Development (USAID).

In his speech, Duterte expressed his commitment to help the lumads improve their lives. He has allocated P100 million for agricultural assistance and P160 million for housing if they want to relocate to an urban area.

Honda in the Philippines set an all-time sales record with 31,758 units sold, a 37% increase over 2016. The BR-V achieved phenomenal growth with a 900% increase in sales from the previous year. Honda in Vietnam recorded sales of 12,358 units, a 10% increase, in large part due to the all-new Civic sedan, which achieved tremendous growth of over 700% from the previous year.

The City, a popular model in the Asia & Oceania region, made the greatest contribution to 2017’s regional sales, accounting for 21% of total sales with 169,124 units sold. Global models HR-V and Jazz were also very well received across the region, with strong sales of 102,182 and 99,534 units respectively.

In terms of the growth ratio from the preceding year, the all-new Civic recorded the highest jump in sales in the region with impressive growth of 51%, followed by the all-new CR-V, which achieved an increase of 43%.

Honda will continue providing customers in the Asia & Oceania region with attractive, high-quality products to maintain 2017’s strong sales momentum into 2018.
