Oro gov’t intercepts 100 tricabs for violating highway ban

THE city government of Cagayan de Oro on Thursday started strictly implementing a Department of Interior and Local Government (DILG) memorandum mandating the ban of all tricabs in the national highways nationwide.

Here in Cagayan de Oro, the ban is applicable to two thoroughfares considered

as national highways – the Butuan-Iligan Road and the Sayre Highway bordering Bukidnon.

Along this line, more than a hundred badja, trisikads, tricicles and tricabs were intercepted and their drivers issued citation tickets for violating the highway ban.

The operation was conducted jointly by the city government’s Roads and

Traffic Administration (RTA), the police’s Highway Patrol Group and the City Hall’s road clearing team which was already instituted several months ago to clear the city’s sidewalks as per order also of the DILG in a separate memorandum.

The operation was anchored on DILG Memorandum Circular 2020-036 ordering all local government units (LGUs) nationwide to

implement such ban.

Clearing team head Antonio Resma Jr. said the purpose of the DILG memorandum is for the safety of the motoring public since national highways are intended only for four wheeled-vehicles whose speed does not go under 40 kph.

Vehicle assistance to improve the livelihood of Marawi Cooperatives MARAWI CITY -- The three (3) cooperatives from this city can now have an efficient means and source of livelihood as they received transport and service vehicles from the United Nations Human Settlements Programme (UN-Habitat) during the 17th Kawiyagan.

As part of the livelihood component of its Rebuilding project, UN-Habitat organized its shelter beneficiaries into homeowner associations or cooperatives and provided them with start-up capital.

Faridah Gundul of the Madayanians Homeowners Agriculture Cooperative shared that the multicab will efficiently facilitate easy movement and transport of farm inputs and harvests from and to the market.

Through the Community Managed Integrated Farming System, Gundul’s cooperative is into freerange chicken and vegetable production.

“Nagpapasalamat po ako sa UN-Habitat, sa gobyerno ng Japan at sa iba’t ibang government line agency para sa kanilang walang sawang suporta,” said Gundul.

Meanwhile, the Markaz Bandara Ingud HOA Marketing Cooperative received a mini dump truck which they can use as a service vehicle for their business in hauling and delivery of sand and gravel and in hollow blocks making.

Paisal Mustapha of this cooperative shared that before the siege, he used to be involved in quarrying business.

CDO archbishop supports ban on entry of foreign wastes CAGAYAN DE ORO CITY -- A Roman Catholic Church leader here has expressed his support to moves banning the entry of garbage from other countries.

“I would agree to that,” Cagayan de Oro Archbishop Antonio Ledesma said Thursday, referring to the looming ratification of the Basel Ban Amendment by the Senate.

The amendment is a provision in the Basel Convention that prohibits the exportation of toxic trash from developed to developing countries, even for recycling purposes.

The Basel Convention on the control of transboundary

movements of hazardous wastes and their disposal was adopted by several countries on March 22, 1989 in response to the public outrage over reports that third-world nations have become dumping ground of toxic garbage from abroad.

The Philippines signed the Basel Convention on March 22, 1989, which was then approved by Congress on Oct. 21, 1993. It entered into force in the country on Jan. 19, 1994.

The Philippines has yet to ratify the Basel Ban Amendment.

Environmental groups such as Greenpeace Philippines and EcoWaste Coali-

tion have been pushing for the ratification of the amendment following the arrival of thousands of tons of garbage from Canada to Luzon, and from Australia, Hong Kong, and South Korea to Northern Mindanao.

Ledesma said the government must take a hardline stance on the transshipment of wastes from other countries, with or without the amendment.

“It should be a general policy of the government not to accept waste matters from other countries,” the prelate said in an interview on the sidelines of the opening program of the three-day 3rd Philippine Environment

Summit held in this city.

Ledesma added the Duterte administration must hasten the return of the trash from South Korea to its country of origin and to encourage the recycling of local wastes for various uses.

In a separate interview, Juan Miguel Cuna, Department of Environment and Natural Resources undersecretary for policy, planning and international affairs, said the agency is still in the process of studying the impact of the amendment to businesses engaged in recycling waste materials.

City to ink pact with NFA for procurement of rice supplies

TO enhance the city’s disaster preparedness and response capabilities, the city will procure rice stocks to address food requirements in the city during times of emergency due to natural and man-made calamities.

This, as the 19th City Council during its regular session presided over by Vice Mayor Raineir Joaquin V. Uy, enacted an ordinance authorizing City Mayor Oscar Moreno to enter into and sign the Memorandum of Agreement (MOA) with the National Food Authority (NFA) for the purpose.

In his letter to the City Council, Mayor Moreno said the procurement is advantageous to the city since the price of rice is government regulated.

Under the MOA, the NFA shall sell rice in cash and credit subject to the approval of the concerned regional/provincial manager and only for purposes stated under the general provisions; evaluate the request and verify the documents presented; and use the authority for the Warehouse Stock Issue (WSI) in documenting rice issuance to the city.

It shall, likewise issue a billing statement to the city for rice purchase on credit within five days reckoned from the date of last withdrawal as in the WSI, among others.

XU’s McKeough Marine Center to embark on mangrove planting

FOR the next two years, Xavier University’s McKeough Marine Center is set to plant around 70,000 mangrove seedlings of different species in the coasts of Misamis Oriental fronting the Macajalar Bay. Speaking in one of the breakout sessions during the 3rd Philippine Environment Summit here last Thursday, McKeough Marine Center Director Rev. Fr. Mars Tan said the planting is the result of three years of work collating data about the status of mangroves in Macajalar Bay which spans a total of 12 municipalities and two cities.

Tan – whose talk highlighted the importance of community and stakeholder’ involvement in co-governance – emphasized the need to coordinate with

fisherfolk, landowners, local government units (LGUs) and private companies for the whole project to move forward.

As of 2018, Tan said there were only 195 hectares of mangrove left in Misamis Oriental compared to 440 hectares in 1950.

Conversion to aquaculture ponds, resorts and other infrastructures were factors contributing to the steady decline, according to the McKeough Marine Center study.

Muntinlupa’s road to cityhood

T O M O R R OW ( March 1, 2020) Muntinlupa will mark its 25th anniversary as a highly urbanised city.

When I assumed office as OIC Mayor in June 1986, Muntinlupa was still classified as a fifth class municipality. It was earning approximately P28 million per year which was hardly sufficient to pay for the salaries of municipal employees.

Thus, during my first two years (as OIC), I focused on growing Muntinlupa’s income, employing best practices to improve tax collection. We were among the very first LGUs to computerise, to adopt the One Stop Shop system for paying taxes, and the Real Property Tax Administation system (RPTA) recommended by the Department of Finance (DOF).

Thereafter, for years in a row, the DOF rated Muntinlupa as Best in Realty Tax Collection Efficiency. Thereafter, for years in a row, the DOF rated Muntinlupa as Best in Realty Tax Collection Efficiency.

Muntinlupa’s income grew rapidly so that by the time we applied for cityhood in 1994 our yearly income based on 1991 constant prices was P88 million plus – way above the minimum requirement. At that time, the minimum income quali-

fication to convert to a city was only P50 million for two consecutive years. The threshold was raised later to P100 million.

With our qualification, we were able to aim for the status of a first-class highly urbanized city (HUC). As HUC, Muntinlupa would be entitled to more autonomy (compared to a component city (CC)). A component city remains part of a larger government unit, like a province. On the other hand, Muntinlupa would have its own city charter, (thus independent of any province) and would also be entitled to its own legislative district.

Becoming a city has its advantages, in terms of added prestige, greater autonomy, better representation in Congress and, regardless of classification whether HUC or CC, a bigger share of the Internal Revenue Allotment (IRA).

If memory serves, just by converting into a city, Muntinlupa’s share of the IRA immediately increased

by P100 million yearly.

The process of applying for cityhood started with the passage of a resolution passed by the municipal council, accompanied by the municipal treasurer’s certification to Congress that Muntinlupa possessed

the minimum qualification, as to income. A certification from the Statistics Office, regarding population (at least 150,000), was also needed. The resolution was immediately provided by the municipal council which was then headed by Vice Mayor Jimmy Fresnedi.

The local political opposition, however, strongly opposed cityhood in the mistaken belief that cityhood would allow me to run as city mayor after 1998, when my third term as municipal mayor would have ended.

The proposed cityhood of Muntinlupa was actively supported in the House of Representatives by Congressman Ciriaco Alfelor (Camarines Sur), Chair of the Local Government Committee, and Elias Lopez (Davao City) and Ceferino Padua (Agusan del Sur), members. Senator Raul Roco sponsored the counterpart bill in the Senate.

To give credit where credit is due, Majority Floor Leader Raul Corro, then the municipal attorney, quarterbacked the whole process from start to finish - from the solicitation of legislative sponsors to preparing the groundwork for the public hearings that were held in Muntinlupa. He also participated actively

in the public information campaign leading to the plebiscite which approved cityhood. If I am the Father of the Cityhood of Muntinlupa, Atty. Raul Corro is its Architect.

The approval of the House version of the cityhood bill went without any hitch. But the final proceeding at the Senate was intense with drama and suspense.

The cityhood bill was calendared for third and final reading on the very last day of the session of the Senate before Congress adjourned.

It was now or never. I, then Vice Mayor Jimmy Fresnedi, majority of the council, and the department head attended in full regalia, expecting easy sailing for our cityhood. We could not have been more wrong.

What we all thought would be a walk in the park turned into a tortuous wait.

Earlier in the day, around 9 a.m., a senator told me: “Your cityhood is as good as dead!” I dismissed the remark. I thought he was just kidding. After all, he was my Aquila Legis fraternity brod at the Ateneo law school. The remark, however, started to assume the proportion of an actual See ROAD, page 11

Today’s youth challenge

THE Synod of Bishops on Young People, Faith and Vocational Discernment that ended in October 2018 had a final report already been submitted to Pope Francis. We will just wait for what the Holy Father will make out of it. For sure, many interesting things will be said.

The final report tackled a great variety of issues regarding the youth of today.

The more prominent ones, of course, are those related to sexuality and gender.

Other issues addressed were those of synodality, abuse, migration, the digital age, art, music and sport, violence and persecution, suffering, education, and seminary formation.

I am sure that each of these issues can generate endless discussions. But to me, the most important task is to give a working and practical, not a theoretical, accompaniment to the youth with the view of imbuing in them an authentic spirituality where the fullness of Christ is known, followed and lived.

This will obviously be a tall order. But today, there is actually no challenge that

is not a tall order. We just have to face this challenge of the youth of today as boldly as possible, relying always on God’s grace and on our unremitting effort that would include heroic patience and humility. There is really no way but to be truly holy to tackle this challenge effectively.

In fact, in the final report a reference is made to that episode of the two disciples on their way to Emmaus whom the resurrected Christ approached without identifying himself as Christ. (cfr Lk 24, 13-35) It is proposed as the model of the accompaniment we ought to give to young people these days.

But this presupposes that to accompany the young people effectively, we should be like the resurrected Christ himself and the young people should already be in some basic level of discipleship, which is hardly the case of what we have at the moment. But yes, we just have to work this out, no matter how daunting and demanding the prospect for this ideal would seem to us now.

My experience with the young ones with whom

I am dealing these past years has always convinced me that what they need is an authentic human and Christian spirituality. And I am happy to note that in that final report of the Synod, there is mention about something as basic as human sexuality that should be part of the foundation for true Christian life.

“It is necessary,” the report says, “to propose to young people an anthropology of affectivity and sexuality capable of giving the right value to chastity, showing pedagogically the most authentic meaning for the growth of the person.”

I find that statement very interesting because while we already have a rich faithinspired doctrinal body about affectivity and sexuality, there is still a dearth of the finer points that would effectively address the concrete situations of young people already mired by all kinds of affective and sexual irregularities.

In other words, we already have good theories and principles, but we still lack the practical skills to apply these theories to the concrete cases of young

people. In this regard, what I find important is to try our best to win the confidence of the young people by developing a true friendship with them.

We need to spend time with them, and in manner of speaking, to mix and to “mess up” with them, regardless of the differences of age, temperament, culture, etc. In other words, to be “all things to all men,” as St. Paul once said. (cfr 1 Cor 9, 22) Once this friendship is established, we can start talking to them about more serious things and offer plans and strategies to help them develop their spiritual life.

Things should be done very gradually, without overwhelming them with stiff demands. In fact, the gradient of demands should be low at the beginning.

And we just have to pray and pray that what we do with them now will bear fruit someday.

In crafting the school improvement plan, stakeholders

are members of the working committee who look into their involvement in making the school conducive to learning They are also responsible for the achievement of the learning outcomes through their active participation in school activities, programs and projects.

The external stakeholders are included as members of the evaluating team to evaluate the

school-based management level of practice.

School heads are empowered by virtue of RA 9155 where school heads and principals can make innovations on the strategies and techniques to raise the school performance. Stakeholders are also empowered so that they can do something in school for the benefit of the learners.

McKeough Marine Center has also established three mangrove nurseries in the province. They are located in El Salvador City and in the municipalities of Baingasag and Kinoguitan.

Tan’s plan is expected to be carried out by late 2020 when he has assumed the presidency of Xavier University in the incoming academic year.

McKeough Marine Center is the research and social development arm of the university in the field of marine science.

BDO posts P44.2-B net income in 2019 BDO Unibank, Inc. (BDO) recorded a net income of P44.2 billion in 2019 from P32.7 billion in 2018 on the strong performance of its core recurring income sources. The results exceeded the Bank’s P38.5 billion guidance and translate to a Return on Common Equity (ROCE) of 12.8 per cent from 10.7 per cent the year before.

Net interest income went up to P119.9 billion from P98.3 billion. Net Interest Margin (NIM) improved on continued CASA growth and improving loan mix in favor of consumer and middle market customers.

Customer loans rose by nine (9) per cent to P2.2 trillion on broad-based growth across market segments. Total deposits grew by three (3) per cent to P2.5 trillion, bolstered by the eight (8) per cent increase in low-cost Current Account/Savings Account (CASA) deposits that comprised 73 per cent of total deposits.

Non-interest income reached P60.6 billion, led by fee-based income with P35.3 billion and insurance premiums with P14.8 billion. Trading and forex gains settled at P5.7 billion. Overall, gross operating income went up to P180.5

billion.

O p e r at i n g e x p e n s e s amounted to P115.2 billion, in line with the Bank’s continuing business and network expansion, as well as higher volumerelated expenses (specifically, taxes and licenses and policy reserves at BDO Life). The Bank maintained its conservative credit and provisioning policies, setting aside P6.2 billion in provisions, even as gross non-performing loan (NPL) ratio was steady at 1.2 per cent and NPL cover remained high at 164.7 per cent.

Total capital base increased to P370.6 billion, with Capital Adequacy Ratio (CAR) and Common Equity Tier 1 (CET1) ratio at 14.2 per cent and 12.7 per cent, respectively, both comfortably above regulatory levels.

Power firm’s Mindanao reforestation drive hits 1.4-M

C AG AYA N D E O R O CITY--Renewable power firm Hedcor said its treegrowing initiative in the past 20 years has already planted 1.4 million seedlings in Bukidnon and Davao areas.

The figure translates to around 47 percent of the three million trees it planted in the same period around the country as part of its corporate social responsibility, said Jessa John delos Santos, corporate communication specialist for Hedcor, a subsidiar y of AboitizPower’s renewable energy arm.

Delos Santos said in Bukidnon alone, over 400,000 trees have been planted with an 87 percent sur vival rate, as evaluated by the Department of Environment and Natural Resources (DENR).

“Beginning in 2018, these efforts in the Bukidnon area comprise 30 percent of Hedcor’s reforestation activities in Mindanao,” she said.

Hedcor has a hydropower plant located in Manolo Fortich, Bukidnon, where its nearby mou nt ai n r ange s are recipients of the power firm’s tree-planting projects.

Delos Santos also said part of the high survival rate of the trees planted was the strict monitoring with the support of the community and DENR. “For the monitoring and illegal logging prevention, we have patrol-

lers tapped from the community who we trained to report to DENR through an app (mobile computer program application).

The app and the android tablet are provided by Hedcor as well,” she said.

She s aid t he organization began its tree planting initiatives by partnering with government agencies.

As a renewable energy company, she said Hedcor has foreseen the importance of an aggressive reforestation campaign, noting that its operations rely on water availability, which in turn is heavily influenced by the presence of trees.

She said power firm partners with the DENR to help identify reforestation sites, as well as catchment areas from where water seeped down by trees flow directly to the water reservoir.

MANILA – Four power producers have committed to pay their financial obligations to the government amounting to more than PHP23 billion, a lawmaker said on Thursday.

Anakalusugan Party-list Rep. Mike Defensor said the four power firms made the commitment during a joint House hearing regarding the PHP95.4 billion worth of overdue receivables from electric cooperatives and companies for years.

Mati Muslim women trained on mushroom production

DAVAO CITY -- Bangsamoro women from various Muslim organizations in Mati City, Davao Oriental, underwent training on mushroom production of the City Agriculture Office on Wednesday.

The two-day training was from February 26 to 27 at the Davao Commercial Agriculture Research Station (DaCARS) in Mati City, the Mati City Information Office (PIO) said Thursday in a statement.

The women belong to the Bangsamoro Women’s Organization of Davao Oriental (BaWOrDO), Bangsamoro Radio Assistance on Communication and Emergency Services (BRACES), and City Eagles of Mati OFW Family Circle Association (CEMOFCA), the CIO said.

The graduates were tasked to “re-echo” their newly-acquired skills and knowledge to the other members of their respective organizations, it added.
