A top-official of Cagayan de Oro City Police Office (Cocpo) has confirmed yesterday that there will be “No Bailbond” recommended for the arrest of the alleged large-scale swindler Mark Steven Freeman.

Mardi Hortillosa, Cocpo spokesman told the media that this is a large scale swindling case so that the regional trial court branch 39 has penned down the decision with finality for the arrest of Ploutos Coin founder Mark Freeman, with no bailbond recommended.

A member of the City Council has revealed to the media this morning that the Ploutos Coin owner allegedly amassed over Fifty Million Pesos in cash and checks.

City Councilor George Goking said he received reports that one of the investors had an investment of Fifty Million Pesos. The government executive, however, did not reveal the identity of the reported investor.

Goking said over a local radio station here, that all he received were unverified reports and he has not known yet who among the businessmen in the city has

that big investment of Fifty Million Pesos.

“Those were all unverified reports and I also did not receive a formal complaint of the businessman who invested his Fifty Million Pesos,” the city councilor pointed out He said if the P50 Million investment was true then Ploutos Coin founder Mark Steven Freeman, whose last known address was Oasis Condominium in Barangay Lapasan, this city, could have amassed not only Fifty Million but more than P80 Million Pesos.

Ozamiz BFP holds poster-making, drawing, essay competitions

OZAMIZ CITY, Misamis Occidental -- The Bureau of Fire Protection, in coordination with the city government of Ozamiz conducted a drawing, poster making and essay writing competition in celebration of the 52nd Fire Prevention Month in March.

This is also part of its continued fire prevention information campaign.

The activity, which enjoins elementary and high school students in Ozamiz City, was highlighted with an art interpretations of this year’s Fire Prevention Month theme: “Ligtas na Pilipinas Ating Kamtin, Bawat Pamilya ay Sanayin, Kaalaman sa Sunog ay Palawakin,” which underscores the importance of disaster preparedness at the grassroots level.

In his message, BFP city fire marshall Senior Fire Inspector Wilfredo Dagatan stressed the importance of awareness of the citizenry on fire safety, suppression,

and prevention.

He also said, “It will also promote awareness to the young students, to create and develop the young students with understanding regarding the importance of fire protection.”

The winners from each school will compete during the March fire prevention as one of its activities, which will compete to the regional competition,” Dagatan bared during his opening message before the contest proper.

The contest was divided into three categories: Drawing Contest participated by elementary pupils; poster making by secondary students; and essay writing with secondary students.

CLARIN, Misamis Occidental -- The Municipality of Clarin in Misamis Occidental, continues its legacy of showcasing Filipino cultural practices as it celebrates the 98th Araw ng Clarin highlighted with the 6th Suman Festival 2019.

The festival is their way of showing that Clarin is the Philippines’ suman capital.

Also, this intends to boost further the livelihood of suman (sticky rice wrapped in banana leaves) vendors in the province.

Colorful activities, attendance and all out support of individuals, on the other hand, attest to the spirit of unity in promoting local culture and sustainable tourism of the municipality.

CAMP EVANGELISTA, Cagayan de Oro City -The 4th Infantry “Diamond” Division of the Philippine Army clarified that they are a professional Armed Force and do not engage in propaganda that can cause confusion and division in our society.

Sometime in Februar y 22 at around 3:35 p.m., media personalities from Cagayan de Oro City relayed to them on the alleged list of the Communist Party of the Philippines (CPP) members in the city which was exposed during the meeting with human rights group ‘Karapatan’ members headed by SecretaryGeneral Cristina Palabay.

According to the 4ID, the leaflets which contain names of 19 individuals and four organizations can be crafted by anybody who wants to sow intrigues and create wedge among the peace loving individuals in Cagayan de Oro City and the members of the Armed Forces.

However, these cowardly practices have been the old dirty tactics of local communist groups to create animosity in the peaceful society and later on blame the government, particularly the Armed

Forces.

It can be recalled that some incidents like the Plaza Miranda Bombing, OPLAN Ahos, killing of tribal leaders and other atrocities committed by the CPP-NPA were attributed to the government but were later on revealed by that it is the propaganda and the undertakings of CPP-NPA as disclosed by surrenders.

In a statement, 4ID commander Brigadier General Gacal said, “We are making friends, not enemies. The document shown by the Karapatan members does not belong to us and we do not engage on cheap propaganda. We call upon the concern individuals to refrain from spreading unverified documents/reports. Most importantly, we together with the PNP (Philippine National Police), wholeheartedly offer security and other assistance to the innocent victims of this cheap propaganda.”

LILITH, a metal band from Cagayan de Oro City, is this year’s Red Horse Beer Muziklaban 2019 champion in the competition held in Malolos City, Bulacan a few moments ago (Saturday, February 23).

The five-member Lilith grabbed home a total of P500,000 in cash prize plus P25,000 more from minor sponsor Dickies.

Lilith’s brand of original metal indeed wowed the judges in the first of the two-day yearly event and especially so since the band’s vocalist is a female.

Evolving from her earlier days as a keyboardist, Nicole Pestolante now has that distinctive growling and screaming that simply stunned the thousands of rock fans in attendance at the open grounds of Malolos Sports & Convention Center which included industry stalwarts Slapshock, Greyhoundz, Wilabaliw, Chicosci and Razorback.

Wherever I may roam the distant land to see, I long to go back soon to sweet Bukidnon home, Her lovely mountains high with forest old and grand, Bring memories to me the home I long to see… --Excerpts from “Bukidnon, My Home”, provincial anthem of Bukidnon province.

DRIVING through a road less traveled to Bukidnon at the onset of summer is a bit nostalgic and ‘sweet’ as pleasantly manifested in the province’s iconic provincial anthem.

Travelers have taken this scenic Talakag-LantapanAglayan Road as alternate highway, a great escape from the crowded, chaotic Sayre Highway.

This new route is trafficfree, and sports a scenic view of the Kitangland

and Kalatungan Mountain Ranges. And the province’s prairies are endless – a great, grand view of nature’s bounty. Indeed, an awesome display of Bukidnon’s version of prairies of the West.

This is the new highway that takes you back in time – fresh unpolluted air, iconic villages, care-free kids at play and green fields far and wide.

To travel to this landlocked province is no longer one hell of a ride. Thanks to alternate routes under the Duterte’s ’build, build, build’ program.

On the other hand, the old Sayre Highway, the national road network that cuts across the province has been on a never-ending road repair binge since time immemorial.

This is still a picture of utter disregard of road

safety, truly a dismal display of arrogance and irresponsible engineering works of favored contractors under DPWH Secretary Mark Villar.

The province’s patriarch, Governor Jose ‘Nonoy Joe’ Zubiri may be keeping a prolonged lament on DPWH’s penchant of ‘butchering’ Bukidnon’s primary road link to the regional cities of Cagayan de Oro and Davao.

Sayre Highway is that portion of the national highway which starts from Puerto in Cagayan de Oro City to Davao City via Buda along the borders of Kitaotao, Bukidnon and North Cotabato.

The 192-kilometer long highway was named after Francis Bowes Sayre, Sr., a professor at Harvard Law School who was the United

States’ High Commissioner to the Philippines from 1947 to 1952.

The American diplomat spearheaded the initial construction of the Bukidnon highway, hence the name Sayre Highway.

To those who doubt!

CAREER is a rapid motion.

A course of action. Sure! A professional conduct in life.

Even a progress through life.

Here we are! That means, a careerist is one, who rushes widely and makes his own personal advancement as well as his (or her) own aim in life!

What can we do, if “career doubts” won’t go away? First allow me to quote my bible, especially Jude (watching out - sounding an alarm!), who writes in a style of a teacher who is watching a freight train bear down on his student’s driver. Yes, bells ring out: “Be merciful to those who doubt.” (Jude 2:22).

My parents always wanted me to become a banker.

So far so good. Why not?

Maybe I would have been

much more happier in my job during those times.

Maybe not? I wanted to be a journalist already at the age of 16... . Believe it or not!

The pressure “to be” (or later NOT TO BE - thank you Mr. Shakespeare!), started early in my life.

Not only my parents, also my peers and teachers began to exert their influences on me. Yes, I even didn’t know yet where my inclinations lay. I only knew, I wanted to become a journalist... .

Suddenly being a doctor or a lawyer? Yes, I was interested in law and medicine at that time. I really got very lucky becoming an editor of German law magazines during my last 18 years in Germany. But I never became a lawyer - or

doctor! Now, I would ask myself - who cares?

What lies ahead for the BTA?

THE Commission on Elections officially declared the ratification of Republic Act No. 11054 or the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao (hereafter referred to as BOL) last January 25, 2019.

The BOL is essentially an overhaul of the current regional autonomy framework and without a doubt the transition will be extremely challenging. Needless to say, the newly organized Bangsamoro Transition Authority (BTA) faces a gruelling path ahead.

Mindanao peace activist, Mags Maglana, put it perfectly in a Tweet that for all of us, not just the Bangsamoro, the appointment of BTA members is indeed just the “beginning of another stretch of the

road to peace and possibly a more difficult one.”

Bear in mind that this office will exercise legislative and executive powers over the new and expanded Bangsamoro autonomous region during the transition period. Hence, in the spirit of managing expectations, this immense power vested in the BTA begs the question as to how it should be wielded.

Given the BTA’s transitory existence, should it still pursue the enactment of substantive laws on local government, education, civil service and so forth?

Or should the BTA focus primarily on organizing the regional bureaucracy and managing the administrative transition from ARMM to BARMM? Indeed, it can be argued

that given the substantive nature of these proposed laws, it would be more appropriate to have a duly elected legislative body, such as the Bangsamoro Parliament, to draft and enact them according to the legislative procedure mandated by the BOL. Save perhaps the enactment of a new electoral code, the other matters requiring legislation can wait for the election of the first set of Bangsamoro parliamentarians in 2022.

Certainly however, the most challenging item in the BTA’s challenging todo-list is the familiarization of the entire Bangsamoro community to the new parliamentary structure of the regional government.

Parliamentar y principles and procedures, inter-agency relations and management, values-based

leadership, fiscal policy formulation and sustainable development management are just a few examples of the competencies the new Bangsamoro regional government leaders and officials need to learn under such a limited timetable.

At this point, the fundamental change brought by the new parliamentary system in the BARMM is worth noting and this is how executive authority is vested and how accountability is determined.

It must be emphasized that the Chief Minister in the BARMM is not directly elected by the people unlike the Regional Governor in the ARMM. This is a totally new dynamic because people will not only be voting their member to the Bangsamoro Parliament, the one who will represent their district in See LIES, page 5

the regional legislature, but they will also be indirectly voting for the potential Chief Minister.

Hence, BARMM voters must not only consider the candidate’s own suitability but also the credibility of his political party or his affiliation to potential Chief Ministers.

This is possibly an unfamiliar voting responsibility that must be properly explained to the voters in the BARMM. The BOL has provisions covering the election of the Chief Minister and the formation of the regional government. Nonetheless, it is incumbent upon the BTA to also work on drafting guidelines to oversee the performance of these tasks. Addressing issues such as conflicts of interest, identifying party or coalition consensus, contingencies of a minority government, changes in government mid-term, qualifications of Ministers and so forth, must be guided by administrative standards and principles. This is how a unique Bangsamoro parliamentary tradition is built from the ground up.

Lastly, given the new parliamentary set-up in the BARMM, the Bangsamoro electorate must now be very conscious about executive– legislative balance of power in their parliament. Indeed, utterly more attentive than how everyone in the country are conscious about it in our presidential system.

The borderline undemocratic case of a super majority in the Bangsamoro Parliament (similar to that existing in the current Congress) will not bode well for the BARMM. More importantly, learning parliamentary principles and methods, specially getting up to speed with its lexicon, is absolutely necessary for the Bangsamoro community. It cannot be over emphasized enough that this is a totally new framework which we all need to navigate through. If we do not agree on the same terminologies, then how can consensus-building in the BARMM be even possible?

DELACSE Bangsamoro just recently completed Basic Leadership Seminars for civil society organizations active in various areas within the Bangsamoro territory. I had

the pleasure and privilege to facilitate sessions on the fundamentals of a parliamentary system and political party building and all participants agree that a case of “business as usual” will bring disastrous results for the BARMM. There was a collective sentiment that old malpractices such as leaders making the regional government their “personal employment agency” will even create more unrest in the Bangsamoro territory. Ultimately compromising the BOL’s promise of peace in Mindanao.

Bangsamoro politicians and voters alike must see their role in a parliamentary system. So education and training for the needed changes, specifically those concerning the new parliamentary system of government, is absolutely necessary.

Indubitably, the ratification of the BOL should be a cause for great joy and pride for the whole nation. But our feelings of jubilation and excitement should not overwhelm our sense of reality.

The BOL too heralds a fundamental change that none in the Bangsamoro, none in the entire country for that matter, is fully prepared for. Indeed, as the Bangsamoro community moves towards the establishment of the BARMM, both practical and political challenges brought by the institution of a parliamentary system awaits the BTA. While important matters such as transitional justice, land redistribution, and ancestral domains must never be relegated to the backburner, it behoves the BTA to put premium consideration in the next three years on helping the Bangsamoro community learn the new parliamentary system through which the BARMM will be governed.

And the BTA must bear in mind that the success of the BARMM depends heavily on the performance of the Bangsamoro Parliament.

Unavoidably, the Bangsamoro Parliament will only be as good as the quality of its elected members. Therefore, the onus of ensuring the success of the BARMM directly belongs to voters in the Bangsamoro.

If by 2022 the Bangsamoro community have not been properly primed on the parliamentary structure of

6. That the petitioners in their desire to follow the wishes of the siblings of petitioner Ruben del Rosario Bernardo entered an ante-nuptial agreement with petitioner Edith dela Peña sometimes on the 12th of November 2012, stating as follows:

THE PARTIES

CAPACITY OF THE PARTIES

1. That the parties hereto are about to enter into a contract of marriage, tentatively scheduled on 20 November 1996 in Davao City;

2. That the parties hereby mutually agree that their property relations as future spouses shall be under the regime of COMPLETE SEPARATION OF PROPERTY during the marriage;

3. That all the property, real and personal, now owned or thereafter to be owned by the future husband, Ruben Bernardo, shall remain to be his own exclusive and separate property, subject to his sole disposition, administration and enjoyment, while those of the future wife, Edith dela Peña, shall likewise remain to be her own absolute ownership, disposition and administration;

4. That all earnings from any profession, business or industry shall likewise belong to each future spouse;

5. That each future shall proportionately bear the family expenses, including the rearing and education of future children that may be gotten during the marriage;

6. That nothing in this agreement, however, shall be a bar for each future spouse to voluntarily extend financial assistance to the other;

7. That the future wife, Edith dela Peña, hereby allows Vanessa Bernardo, a daughter of the future husband out of wedlock, to make periodic visits to her father at their conjugal dwelling. It is understood, however, that all expenses for the rearing and education of Vanessa Bernardo shall remain the sole responsibility of her father;

8. That this agreement shall take effect upon the celebration of the marriage.”

“Art. 74. The property relations between husband and wife shall be governed in the following order: (1) By the provisions of this Code; and (2) By the Local custom.”

And Art. 77. The marriage settlement and any modification thereof shall be in writing, signed by the parties and executed before the celebration of the marriage. They shall not prejudice third persons unless they are registered in the local civil registry where the marriage contract is recorded as well as in the proper registries of property.”

8. The petitioners were married on November 20, 1996 at the City of Davao eight (8) days after they signed Ante-Nuptial Agreement as evidence by their Marriage Contract, certified Xerox copy of their Marriage Contract is hereto attached and marked as ANNEX “B”;

9. That except for the giving of allowance to Vanessa Bernardo the petitioner did not observe their Ante-Nuptial Agreement with respect to the complete separation of property, for during their union personal and real properties acquired are titled in their favor;

10. That their Ante-Nuptial Agreement was recorded with the Office of the Local Civil Registrar of Davao City, Philippines and annotated in their marriage contract of which annotation is marked as ANNEX “B-1”, Xerox copy of their Marriage Contract is previously marked as ANNEX “B”;

11. That petitioners are both professionals and they practice their profession by establishing a clinic, located at Bernardo Building, A. Pichon St., Davao City, Philippines and are not paying rental of the building;

12. That aside from the income derived from exercising their profession they have a farm, their income is sufficient to support the daily needs and education of their children who are studying in the City of Davao, Philippines;

13. That since their marriage on November 20, 1996 they did not incur any obligation with any person, natural or juridical and were never charged of any civil and criminal cases involving the properties where the ante-nuptial agreement was recorded, as evidence by a certification of the Clerk of Court of the Regional Trial Court and the Clerk of Court of the Municipal Trial Courts in Cities, copies are hereto attached and marked as ANNEXES “C” and “D”;

14. That pursuant to Article 136 of the Civil Code of the Philippines which provides:

“The spouses may jointly file a verified petition with the court for the voluntary dissolution of the absolute community or the conjugal partnership of gains, and for the separation of their common properties; All creditors of the absolute community or the conjugal partnership of gains, as well as the personal creditors of the spouse, shall be listed in the petition and notified of the filing thereof. The court shall take measures to protect the creditors and other persons with pecuniary interest. (191a)” There is a need that before the petition to annul the ante-nuptial agreement entered by petitioners from providing a complete separation of property relation petitioner in good faith request the Honorable Court that the petition be published in order that any creditors with whom petition has transacted and obligation will file an opposition to determine if petitioners property relation from complete separation to absolute community of property pursuant to Article 88 of the New Civil Code of the Philippines;

15. That since the petitioners did not observed their Ante-Nuptial Agreement it is but proper that they will terminate the said agreement and as such be cancelled as an annotation in the Certificate of Marriage of petitioners;

16. That with the termination and cancellation of the Ante-Nuptial Agreement in the Certificate of Marriage of petitioners, the property relation that will govern as husband and wife will be the absolute community of the property pursuant to Article 88 of the New Civil Code which provides:

“The absolute community of property between spouses shall commence at the precise moment that the marriage is celebrated. Any stipulation, express or implied for the commencement of the community regime any other time is void.” and in relation to Article 91 which states: “Unless otherwise provided in the this chapter or in the marriage settlement the community property shall consist of all the property owned by the spouses at the time of the celebration of the marriage or acquired thereafter.”

17. That there is no legal impediment that the annotation if the Ante-Nuptial Agreement in the Certificate of Marriage of Petitioners be cancelled;

18. That this amended petition is filed in good faith with other intention but to terminate the Ante-Nuptial Agreement in the Certificate of Marriage of Petitioners;

WHEREFORE, premises considered, it is most respectfully prayed of the Honorable Court that an Order be issued:

a) Ordering the Ante-Nuptial Agreement which provides a complete separation of property of petitioners property relations, as terminated and without effect, for and that the property relation of petitioners will be the absolute community of property pursuant to Art. 88 of the Civil Code of the Philippines;

b) Directing the Office of Civil Registrar General through its Local Civil Registrar to cancel the annotations re Ante-Nuptial Agreement of petitioners in the Marriage Contract;

AGRARIAN Reform Secretary John R. Castriciones has revealed in a recent meeting of the inter-agency task force created by President Rodrigo Roa Duterte that a joint memorandum circular regarding applications for land conversion will be submitted to the Cabinet early next month.

“Our initial submission will be with the Cabinet on March 4 and after that, we will present it to the President,” Castriciones said.

The inter-agency task force has been meeting several times to abide by the President’s mandate to streamline land conversion processes to 30 days from

The academic track provides for a continuum toward preparation for higher tertiary education and skills development qualifications for NC I and NC II. While public-private partnerships

have long been in existence, industry-academe linkages and partnership need to be continually strengthened and made part of local socio-economic development which means at the division level here in Ozamiz City. Participation of LGUs as well as local private industry and businesses in enhancing educational programs of academic institutions located within the locality is a crucial step in closely watching the local manpower supply and demand requirements.

MAPEH and Olympics

IT really makes sense to follow the lead of the International Olympic Committee (IOC) to introduce the values of Olympism to the youth. And schools are in the better position to do this since they already have instituted MAPEH in their curriculum. It also makes sense that the country’s sports program must be grounded on a philosophy with focus on developing

values patterned after the goals of the Olympics.

So sports must go hand in hand in MAPEH classes along with physical fitness.

After all, both promote wellness, desirable character and values formation. And if I may weigh in at this point, they must be inherent in all subjects in all levels of lower education.

There is no shortage of imaginative ideas on how

values and virtues can be integrated in the teaching of MAPEH and school sports. The subject of Olympism can be one of them (i.e. practical exposure to the inner workings of the Olympic movement or the national sports association can be one idea).

The table is still open for suggestions though as we can tweak with our curriculum anytime. Let’s remind our educational stakeholders how our country values sports.

TESDA fully on board Build, Build, Build programs -- Lapeña TESDA Director General, Secretary Isidro S. Lapeña has directed all the agency’s regional and provincial directors to vigorously contact and tap the graduates of construction-related training from TESDA and other accredited schools in order to help address the bottleneck in the government’s Build, Build, Build program.

This is aside from going full steam with the trainings provided by the agency and it’s training institutions according to Lapeña.

In a report by TESDA, there were 234,546 graduates in construction and construction-related courses in 2018, up from the 83,649 graduates in 2017.

“This is a strong number that we can tap and hopefully, this will beef up the

construction of projects and halt further delay,” said Lapeña.

President Rodrigo Roa Duterte recently ordered TESDA to train more workers in the field of construction. The lack of skilled workers has caused slight delay in some infrastructure projects of the government under the said Build, Build, Build program.

There are 693 newly registered programs for construction, which make up about 23% of the total 3,049 of construction and construction-related registered programs.

TESDA also certified 279,237 workers in the sector in 2018, up from the 71,808 certified in 2017, an increase of almost 300%. This jump is mostly due to the free assessments given last year by the agency, which also assessed and certified existing workers in addition to new tech-voc graduates.

At the moment, some 5,800 trainees are currently enrolled in different construction-related training programs such as Carpentry, Construction Painting, Electrical Installation and Maintenance, Welding, Heavy Equipment Operation, Instrumentation and Control Servicing, Masonry, Pipefitting, Plumbing, PV Systems Installation, Scaffold Erection, Shielded Metal Arc Welding, Technical Drafting and Tile Setting.

The President noted that skilled workers are going abroad instead of looking for employment in the country. The President also mentioned that unemployed citizen on the other hand lack the qualifications and skills.

“We agree with the President’s statements that the shortage of workers may be due to a large number of them going overseas, where wages are significantly higher. In the country, the construction jobs available that offer higher compensations are those for highly specialized occupation like engineers and architects,” explained Lapeña.

Construction workers in the country expect to get the minimum daily wage of at least Php 500, depending on their

During the Focused Group Discussion (FGD) on the Skills Requirements for the Build Build Build Program conducted

by TESDA in 2018, different stakeholders in construction and other related sectors helped identify the skills needed by the Program. The hard to fill positions in the sector include leadman, foreman, heavy equipment operators (mixer, bulldozer, paver, mobile crane), sheet filing operators and vibro machine operators.

The FGD participants also identified the workers that are most needed by the program such as riggers, Hydraulic operators, masons, steel men/ workers, carpenters, plumbers, heavy equipment mechanics, scaffolders, riggers, surveyors, and spotters.

TESDA has also targeted for training interventions vulnerable social groups such as the poor, underprivileged and undereducated as part of its “TESDA, Abot Lahat” direction.

PRRD urged to ‘promptly’ name next BSP chief

MANILA – Philippines’ economic journalists have called on President Rodrigo R. Duterte to “promptly” name the successor of Bangko Sentral ng Pilipinas (BSP) Governor Nestor A. Espenilla Jr., who died of cancer Saturday, to address any market uncertainty.

“Even as we mourn, we urge President Rodrigo Duterte to ease market uncertainties by promptly filling the void with someone just as suitable and committed to the BSP’s mandate of price and financial stability — one who can hit the ground running and ensure policy continuity,” the Economic Journalists Association of the Philippines (EJAP) said in a statement on Sunday.

EJAP dubbed Espenilla, 60, as “an exemplary public servant who heeded the

call of duty even when he was grappling with his own health issues”.

“Governor Espenilla’s nearly four-decade service to the country was marked by dogged banking super-

vision while pioneering the use of digital means to achieve financial inclusion,” it added.

The BSP chief was diagnosed with tongue cancer in November 2017.

He took time off from his work several times since then to seek medical treatment, including the one overseas last January.

Government-to-government cooperation, with the active support of the private sector, is key to helping small and medium enterprises (SMEs) in the Philippines break successfully into the burgeoning global halal market, according to a visiting Malaysian transport executive.

“It has to be a government-to-government effort but there must be a private sector that creates the value chain … so that people can see that it is possible” for SMEs to participate in the global halal trade, Dato’ Azman Shah Mohd Yusof told PNF on the sidelines of a recent shipping conference held in Makati. Azman is the chief executive officer of Northport (Malaysia) Bhd, operator of Northport multipurpose port in Port Klang, Malaysia’s largest port.

He said that by themselves, SMEs undoubtedly face many difficulties, including high logistics costs, dominance of the “big guys,” and lack of competitive pricing due to the stringent processes and requirements of halal production. But through strategic partnerships, barriers to halal trade participation can be reduced.

Azman told PNF that “we’ve reached out to a few players in the Philippines and I’m sure with the help of the government we can actually make this happen because our Minister of Entrepreneur Development in charge of SMEs is championing this himself.”

“You got to start somewhere because the demand is there. The players are there so it is a question of cooperation,” he added.

In his presentation on

February 20 during the 10th Philippine Ports and Shipping Conference, Dato’ Azman revealed that only the day before, on February 19, Malaysia signed a memorandum of understanding (MOU) with Japan to partner for halal trade development under the Halal Silk Route. The Halal Silk Route is a Malaysian initiative touted as the missing link that will complete the halal trade value chain globally.

The MOU with Japan comes nearly a year after Malaysia signed an MOU with China under the same initiative. In May last year, Malaysia’s Northport and Weifang Port in China signed a deal to cooperate in port management and facilitate halal trade shipment between the two countries.

The MoU provides for end-to-end export services

that enable Malaysian exporters to deal with just a single one-stop center, which will handle haulage, pre-clearance of documentation, shipping, container handling, product labelling, warehousing and product delivery to customers in Weifang, China.

Customers are promised port-to-port delivery in 28 days, with goods shipped from Northport to Weifang Port, which is one of the most direct routes to the Muslim-dominated Chinese regions of Shaanxi, Ningxia, Qinghai, Gansu, and Xinjiang.

Passion for Sustainable Development In 2009, Romolo V. Nati, an award winning Italian Architect with experience across Europe in design, real estate and property development, came to the Philippines and met Jose (Jojo) D. Leviste III, an accomplished Filipino lawyer whose education and work experience were garnered in the Philippines, the United States, and Australia.
