LTFRB apprehends colurum vehicles Volume IX, No. 222

CAGAYAN DE ORO CITY - With the present thrust of the National Government under the Duterte administration to clean the streets of illegal structures and colurum vehicles, the Land Transportation Franchising and Regulatory Board regional office 10 (LTFRB 10) conducted surprise apprehensions yesterday in strategic areas in the city.

The LTFRB apprehending team went to Koresco area in Upper Lumbia and apprehended these colurum taxis and other passenger vehicles plying the streets without the required government permits to operate.

LTFRB 10 Regional Director Aminoden Guro had earlier told the media that there will be lots of apprehensions in the streets in the coming weeks for 2020 to get rid of colurum vehicles.

Guro said these illegal operators are denying the government the right taxes and revenues which amounts to millions of pesos, to the detriment of the coffers of the government.

Organized by the Philippine Franchise Association (PFA), FAPHL continues to be the country’s main capacity-building event for the Philippine franchising sector for 28 years now.

Police raid residence of the car owner in MisOr shooting

CAGAYAN de Oro City-Police raided the residence of the owner of the vehicle used by the five suspects in the shooting at the police checkpoint in Libertad, Misamis Oriental on Feb. 17, 2020.

The vehicle, a white

Mitsubishi Mirage with plate number BO J805, was driven by Jepone Fabrigas Tinamisan, who was killed in the shootout with police manning the checkpoint in Libertad.

The car is impounded at the Libertad Police Station as evidence.

Armed with a search

warrant issued by a court in Cagayan De Oro City, Maj. Jeleses Teves, chief of the police station in Carmen, Cagayan De Oro City, led the raid Saturday morning, but went home empty handed.

The search warrant was issued to search the residence for the presence of

alleged firearms.

Teves said that the raid prove negative, but the probe about the possible involvement of the couple in the incident continues.

Xavier Ateneo Service Learning Summit highlights engagements on resiliency

XAVIER Ateneo’s annual Service Learning Summit, with the theme “Engaging Xavier Ateneo to the frontiers of building resilient communities” focused on resilience as a priority area in pushing for sustainability and inclusivity in development.

Resilience is the capacity of individuals, communities, and sectors to adapt and grow despite chronic issues and the challenges it continues to face.

The world continues to face threats, both natural and man-made, as a result of rapid urbanization, climate change, and political conflict among others. It is important that efforts are streamlined into forming resilient communities that can protect and improve people’s lives, mitigate the effects of climate change, and advance development.

This year’s summit showcased projects and engagements of Xavier Ateneo’s Service Learning Program

that have contributed to building resilient communities in Cagayan de Oro City, Misamis Oriental, and Bukidnon.

It was attended by guests from the academe, local government units, and partners from the Jesuit mission district.

The summit featured service learning engagements related to Resiliency in Good Governance and the Environment, Resiliency in Livelihood and Agriculture, and Resiliency in Peace and Education.

The summit featured testimonials of partners, faculty, and students.

Regional vice president Eduardo Gonzalez said a total of 2,532,053 members in the region are now covered by the health insurance program.

Gonzalez said of the total members of Philhealth in Caraga, which 8 percent are from the government, 15 percent from the private sector, 12 percent from the informal sector, and 3 percent are migrant workers.

‘In addition to our membership in the region, 7 percent are senior citizens, 3 percent are lifetime members, 7 percent are sponsored members, and 45 percent are considered indigent,” he added.

As of last year, the Philhealth in the area has already collected PHP1,383,111,000 where 31 percent came from the government, 24 percent from the private sector, and 23 percent from senior citizens, Gonzalez said.

Other sectors that contribute to the total Philhealth collections include 6 percent from lifetime members, 7 percent from sponsored members, 1 percent from migrant workers, and 8 percent from the informal sector, he added.

Philhealth has 778 accredited health care providers in the region, among them are 146 midwives, 157 medical specialists, 25 dentists, 142 general practitioners (GPs), and 109 GPs with training.

A total of 13 level-1 and 10 level-2 hospitals are also accredited with Philhealth in the area, Gonzalez said.

Globe joins civic groups in raising awareness on sexual exploitation of Filipino children online

Globe Director for Citizenship and Advocacy Marketing Miguel Bermundo talks about Globe’s efforts to fight abuse and exploitation of children during a panel discussion at Plan International’s Safer Internet Day celebration.

IN celebration of Safer Internet Day, Globe Telecom joined civic groups Child Rights Network and Plan International in creating awareness on, and stopping online sexual exploitation of children in the Philippines.

Miguel Bermundo, Director for Globe Citizenship and Advocacy Marketing, talked about three major efforts of the company

to keep the children safe during the media launch of Child Rights Network #ShutDownOSEC (Online Sexual Exploitation of Children) campaign, and Plan International’s Safer Internet Day activities attended by hundreds of students, parents and other stakeholders with the topic “Building Resilient Online Community Against Sexual Abuse and Exploitation of

Children.”

“These days, many children turn to the internet when they search for information, play, and communicate with their peers.

However, without proper guidance, there is now a higher danger of children being exposed to sexual solicitation, cyberbullying, lewd and violent materials, among other disturbing content which may affect

their well-being negatively,” said Bermundo.

Thus, Bermundo highlighted the Digital Thumbprint Program (DTP) for students, teachers, and parents, as a key Globe initiative to keep children well-protected once they connect to the Internet.

DTP was launched in 2016 in response to the g row i ng on l i ne abus e involving the youth. It received Best Initiatives in Social Responsibility recognition from The Asset Corporate Awards in 2018.

Through DTP, teachers and parents are trained to provide workshops to students on cyber safety and security, digital citizenship, and critical thinking.

Since it is crucial that the youth are equipped with the right information to help them make proper decisions in their daily actions in the online world, the Department of Education has adopted DTP and will be integrating the workshop modules in the

values formation subject under the K-to-12 curriculum.

This way, all students nationwide will benefit from the lessons on digital citizenship and learn about the responsibilities that come with being online.

Globe also partnered with ABS-CBN Foundation Inc. by offering toll-free calls to Bantay Bata #163 helpline for all Globe and TM mobile phone users to make it easier and safer to report, rescue, and rehabilitate sick and abused children. Dialing the helpline also means hope for Filipino children and their families who are suffering in silence due to child abuse.

Aside from the DTP workshops and Bantay Bata’s reporting helpline, Globe continues to extend mental wellness support to those falling into depression and other related mental illnesses.

Together with the Natasha Goulbourn Foundation, Globe provides toll-free

calls to HOPELINE 2919 for those undergoing emotional crisis and in need of immediate assistance.

The recent National Baseline Survey on Violence Against Children (NBS VAC) in the Philippines, reported that about 2.9% of children have their own nude body or own sexual activities shown via the internet or mobile phone, 28% have been presented images of sexual activities of other people, and 35.4% have received sexually charged, negative, foul words or messages.

On the other hand, the Department of Justice’s Office of Cybercrime (DOJOOC) reported receiving 37,715 cyber tips from the National Center for Missing and Exploited Children (NCMEC) in 2016, which grew to 45,645 in 2017, while the Department of Social Welfare and Development (DSWD) reported 172 cases of child pornography in 2017, up from 62 cases the previous year.

Feasting on ‘pastillas’ shamelessly

MONEY making in the country’s premier airport is overflowing, and the recent ‘pastillas’ scheme allowing Chinese workers of Philippine Offshore Gaming Operators (POGO) to enter for a fee indicates that corruption remains a nightmare for President Duterte.

The President says he will not allow even a whiff of corruption to prosper in the remaining years of his administation yet workers in government continue to defy him frontally — and

unabatedly.

That said, corruption is still widespread in the bureaucracy, even as he reiterates to punish people in government who participate in corrupt practices.

To put more teeth to his anti-corruption campaign, the President urges business people who experience corruption in government to confront these vultures by slapping them a dozen times in full view of the public.

BPI steps up bayanihan for Taal

IN the aftermath of Taal’s eruption last month, Bank of the Philippine Islands (BPI) immediately responded by distributing relief goods to roughly 3,000 individuals (500 families). But even as displaced Taal families have started to return home, BPI does not intend to let up on its Bayanihan efforts.

“Beyond emergency relief operations, BPI wants to help build something lasting, something that will greatly impact the communities affected by the calamity for the long term,” BPI President/CEO Cesar P. Consing said.

Through its social development arm, the BPI Foundation, BPI intends to help build a multi-purpose disaster preparedness and recovery facility. It will serve will serve as shelter, livelihood center, and venue for disaster preparedness and recovery activities for those greatly affected by the eruption of Taal Volcano. And in

true Bayanihan spirit, BPI intends to engage not just BPI employees, but the communities and its clients as well.

BPI recently partnered with the Philippine Disaster Resilience Foundation (PDRF) to help identify the ideal location for the facility and build it. BPI, represented by Consing, COO Ramon Jocson and BPI C or p orate Af fairs Head/ BPI Foundation Executive Director Owen Cammayo, recently turned over an initial donation of P 2.7 million to PDRF, represented by President Rene “Butch” Meily, Executive Director Veronica Gabaldon and OIC Operations Director Carl Vincent Caro.

The initial funds were contributed by BPI employees and matched by the BPI Foundation. Earlier, the Ayala Group, principal stockholders of BPI, donated P2 million through the Philippine National Red Cross.

To raise the additional funds to build the disaster preparedness and recovery facility, (target: P5 million), BPI started a one month fund drive (February 14 until March 13, 2020) dubbed #TaaLove: Sa Puso Magmumula ang Kanilang Pagbangon.

“We want to make it more convenient for people to donate and help build something lasting,” said Cammayo, BPI Head of Corporate Affairs and BPI foundation Executive Director.

Those who want to help may visit any BPI branch and give their donations by purchasing handcrafted hearts made by BPI branch employees. E ach heart color will have a corresponding price—P50 for blue, P100 for green, P200 for violet, P300 for red, and P500 for gold—and will be installed as decorations in the branch. Earlier, BPI took steps to help ease the burden of evacuees from the Taal Volcano eruption, offering payment holidays to its clients in severely affected areas. BPI offered to provide deferred payment programs to clients of BPI, BPI Family Savings Bank, and BPI Direct BanKO as part of its disaster response efforts.

BPI President Consing said that deferred payment programs will apply to BPI’s credit card, personal loan, housing loan, auto loan, business loan and micro business loan clients in the severely affected areas. Under the program, clients are allowed to pay their amount due 30 days from the current due date without penalties.

Suzuki XL7 Introduced in Indonesia SUZUKI Motor Corporation’s Indonesian subsidiary, PT. Suzuki Indomobil Motor (SIM) has introduced the XL7, an all-new three-row, seven-seater crossover of SUV design and convenience of MPV. CdeO, February 20 – An ongoing audit is currently being done by the Nationwide Agri-Fisheries Investment Audit Team (NAFIAT) on the various agricultural programs and projects implemented in Region 10.

The audit covers a range of projects implemented by the Department of Agriculture – Regional Field Office 10 (DA-RFO 10) for the Rice and Corn programs, including the Solar Powered Irrigation System from 2015-2019.

Yesterday, the audit team has interviewed some officials of farmers’ association/organizations, who are recipients of the department’s agrimachinery, facilities and equipment.

Transpiring from the discourse are the technical, financial and managerial aspects of

Antiquina is single and is also residing in Taguite, Tangub City where his father resides and where the subject properties are located, she is the best qualified to act as guardian over the properties of her incompetent father.

NOW THEREFORE, finding said petition and its attachments to be sufficient in form and substance, let this petition be set for hearing on March 06, 2020 at 8:30 o’clock in the morning in the session hall of this Court, at which time, and place, any person interested therein may appear and show cause why the petition should not be granted.

Asean ministers meeting stresses unity, cooperation vs. Covid-19

HANOI — The Association of Southeast Asian Nations (Asean) Defense Ministers’ Meeting Retreat held here on Wednesday came up with a joint statement on combating the coronavirus disease 2019 (Covid-19) outbreak.

In the statement, the defense ministers expressed their great concern over the Covid-19 outbreak, saying they share and value China’s efforts in fighting the epidemic.

Noting that regional and international collaboration is required to deal with the outbreak, the statement emphasized the importance of Asean unity and solidarity in response to the disease, and reaffirmed Asean members’ commitment to promoting defense cooperation, including that in military medicine cooperation and information sharing.

BABIES are born learners with a natural curiousity to figure how the world works.

Curiousity is the desire to learn. It is an eagerness to explore, discover and figure things out. Parents don’t have to make their children curious or push their children to learn. When children explore their curiosity, they expand their vocabulary as they use langage to describe what they’re thinking, seeing, hearing or experiencing.

We as educators must cultivate the natural curiousity of children by stimulating a love of learning and expertly

guiding their enthusiasm for exploration, by igniting their imaginations to a world of possibilities and challenging them to pursue new ideas and help solve real-world problems through application of deep knowledge.

Equipped with he disciplinary knowledge and learning skills they need, they will be bold and ambitious in their goals. With ambition, I am confident that our children will achieve their and our nation’s future aspirations.

Because when we raise our standards, children raise their sights. It starts with a renewed focus on ambition and the development of core skills – top of my list to make the Philippines a better place.

It also reaffirmed the chairman’s statement on Asean collective response to the outbreak of Covid-19

released on Feb. 15, which called for cohesion and responsiveness in dealing with the coronavirus outbreak.

In his opening speech at the meeting Wednesday, Vietnamese Defense Minister Ngo Xuan Lich said the Asean Defense Ministers’ Meeting created a foundation to promote and formulate practical cooperation initiatives in many fields, especially nontraditional security issues such as military medicine, humanitarian aid and disaster relief.

Vietnam, as the rotating chairman of the Asean 2020, has also asked the Asean’s partner countries to further strengthen cooperation to enhance the response capacity for Asean countries’ military medicine, Lich said.

TEACHERS are generally not required to have a Masters in Education but it is needed if one intends to be promoted.

From a mere classroom teacher, the road to promotion of a public schoolteacher in the Philippines starts with one becoming a head teacher. Then from there, he or she would become a principal then a supervisor until one reaches becoming a division superintendent. Nobody reaches the level of being a head teacher if one is not a Master in Education.

And nobody will become a head teacher if one has not taught in a public school. That is why each teacher from the private sector that I know would do their best to transition themselves into the public school system.

And moreover, educators across the country do recognize the value of an advanced degree.

After all, it’s never a bad idea to go to graduate school. You’d learn new ideas when you go to graduate school.

build the entire school’s capacity to improve. Because teachers can lead in a variety of ways, many teachers can serve as leaders within the school and among their peers. It is in the role of teachers that student achievement happens and fulfills. Of course, they need to be appointed by DepEd before they can do that.

It is also important to note that principals do not just supervise the day-to-day operations of the school and monitor the activities of both the students and faculty. Principals must go beyond that. They must think out of the box such as the reasons behind dropouts like teenage pregnancy, family problem and financial difficulties. In this arena, principals need to coordinate with barangay chairmen in their respective localities. Deped claims full payment of SRI

Deped teaching and nonteaching personnel smiled from ear-to-ear upon hearing the good news. Aside from the awaited Valentine’s day, Deped personnel rejoiced more knowing that they will be receiving the remaining Three Thousand Pesos (Php 3,000) as full payment of their Service Recognition Incentive (SRI) of the year 2019.

It was last December 2019 when it was announced that government employess were granted one-time SRI with the amount of Ten thousand peoso (Php 10,000). A partial

amount of Seven thoudand pesos (Php 7,000) was released by the Department of Budget and Management (DBM) that year, and the remaining Three Thousand Pesos (Php 3,000) shall be released by their respective agencies.

Finally after few months, the Budget Division Finance Service of Deped Cenral Office was able to generate sufficient funds to cover in the full payment of the 2019 SRI. It was earlier this month of February 2020 when this was announced and issued an official statement

TECHNICAL assistance is one of the key professional activities provided by DepEd, geared toward giving teachers in public school across the country support and guidance in identifying the problems and finding the right solutions for a more effective organization.

Technical assistance may be in the form of stakeholder networking, stakeholder mobilization and resource generation, public school-based resource management and installation of finance and administrative systems, technical guidance by the division superintendent bringing with him his subject specialists, development of standards and indicators of progress, appointment of a school-based management coordinator, formation of SBM task forces, clustering SBM coordinators, training programs or school heads and teachers and procurement of textbooks through the Division annual procurement plan based on each school’s procurement plans.

INNOVATION is broadly portrayed as a positive thing but the very act of disruption can often create as many losers as winners especially in the immediate aftermath of the disruption where the winners gain a larger share of the pie and the losers see dwindling returns.

To begin with, relatively few low skilled workers have jobs at the most innovative firms with the data suggesting just 20 percent of the workforce at these firms is made up of low skilled workers versus 64 percent in noninnovative firms. Those lowskilled workers who do work

at innovative firms, however do seem to benefit from an income premium throughout their working life.

The high need for a smooth running ship in these highly innovative organizatins places a premium on skills that can help ensure this happens, regardless of whether one has called high or low technical skills. This enables low skilled workers with exceptional soft skills to achieve a wage premium in the labor market.

The top five most in demand soft skills are creativity, persuasion, collaboration, adaptiblity and emotional intelligence. Companies need peoplw who can creatively approach problems and tasks across all business roles.
