Bets told to obtain permits for campaign materials on PUVs HPG to apprehend motorcycle drivers with kids on board

CAGAYAN DE ORO CITY – Following a recent ruling on campaign materials placed on public utility vehicles (PUVs), the Land Transportation Franchising and Regulatory Board in Region 10 (LTFRB-10) said it is now ready to accept applications from candidates who want to ramp up their advertising mileage. Before political hopefuls can plaster their advertisements on PUVs, LTFRB-10 Director Aminoden Guro said candidates must first obtain a permit from the transportation agency. “Candidates must file petition for political advertisement with our office. But before it can be granted, we have to inspect the campaign materials first if these are compliant with the specifications set by the memorandum,” Guro said, referring to LTFRB memorandum circulars 2013-005 and 2015-029. THE provincial team of the Highway Patrol Group (HPG) in Negros Oriental is urging the public to heed the law prohibiting small children from riding on board motorcycles. Senior Insp. 26 levels tall but unlike its northern counterpart, it will only offer studio residential units. Each unit will have a smoke detector (normally in the kitchen), fire sprinkler, dining/living/bedroom/ kitchen areas, telephone line and CATV outlet, exhaust at toilet and bath, duct provision for range hood, provision for airconditioner (window type) and area for washer/dryer. will be a kitchen sink, foot and hanging cabinets, toilet and bath, complete toilet and bath fixtures: lavatory and telephone type shower. Fleeing NPA terrorist killed in gunbattle, army steps up pursuit operations

M A L AY BA L AY C I T Y, Bukidnon -- A New People’s Army (NPA) terrorist was killed Monday as army steps up operations to hunt down the fleeing rebels. The pursuing troops of 1st Special Forces Battalion (1st SFBn) encountered the terrorists at 1 p.m, February 18, in Lantapan, Bukidnon province, killing one of the NPA combatants. During firefight, the terrorists scampered leaving their dead comrade in the combat zone situated near the NPA hideout where troops found three sacks of rice. The soldiers also recovered one M653 highpowered rifle. Col. Edgardo De Leon, 403rd Brigade Commander said the Special Forces tracked the NPA’s location after civilians warned military on the communist insurgent’s presence in their village. “This is a clear manifestation that they [terrorists] are unwanted or ‘persona non grata’ to IP communities and farmers in the area,” he said. ARMM turns over housing for Marawi evacuees

SAGUIARAN, Lanao del Sur -- A total of 100 displaced families in Marawi City will now have their own starter homes after Governor Mujiv Hataman officially turned over a housing project at Barangay Pagalamatan, Saguiaran on Tuesday morning. The project under the region’s Bangsamoro Regional Inclusive Development for Growth and Empowerment (ARMM-BRIDGE) is worth P300 million. The construction of the project began in September last year. Hataman said the government assures the welfare of all the individuals affected by the 2017 Marawi Siege. “Ang mga proyekto at programa para sa lahat

THE matter has been subject of discussion for at least a couple of years. But the proposed transfer did not really sink in until last Wednesday during the Bank of the Philippine Islands (BPI) monthly board meeting. BPI’s corporate communications staff photographed for posterity what was to be the last board meeting held at the bank’s head office at the corner of Ayala Avenue and Paseo de Roxas. By the next board meeting in March , BPI’s executive offices will have completely transferred to its temporary office at the Ayala North Exchange (ANE) which occupies the northern end of Ayala Avenue at the corners of Salcedo and Amorsolo Streets. The building is right next to the Makati Medical Center. Earlier, BPI initiated a phased relocation of other offices to the adjacent Insular Life Building, the Makati Stock Exchange building, and other BPI or Ayala-owned buildings such as the Buendia Center,

Vertis North and South as well as Alabang in Muntinlupa City. Transfers completed, the way is now paved for the demolition of the iconic 20-storey building and the erection of a more modern headquarters more than twice the size. The new head office building is expected to be completed in four years. BPI Director Xavier P. Loinaz – who served as BPI president for 22 years – was nostalgic. The construction of the old 20-storey building coincided with the start of Loinaz’ presidency in 1982. It was also the year the BPI obtained its universal banking license from the then Central Bank of the Philippines. Loinaz recalled that one of the BPI senior officers – Vic Aquino – oversaw the building’s construction and the whole project was completed without any hitch. For a long time, the building was one of a handful standing along Ayala Avenue. When the construction

started, current BPI President Cezar “Bong” Consing was a rising executive of the bank, working at Corporate Planning. Consing plans to give away figurines depicting the old BPI building as a fitting memento to the Philippine’s first bank. Another look at ‘BumbleBee’

MALAYBALAY CITY -‘Wow, it was fun. I can watch it again?’ said a male teenager to a companion after watching the $455-million box office hit ‘BumbleBee’ in a cinema in Bukidnon’s recently opened mall. ‘It was fantastic. I wish Bumblebee scans a dulog (monicker for Tuktuk-styled motorcab) and meets us here,’ another companion responded, to his group’s laughter. Indeed, watching it was a relaxing experience with family last month. However, ‘Bee’ creators missed out on some aspects – stuff that escaped many of us. No question about the entertainment value. The more humane treatment of the Transformer franchise was enjoyable. There was more realistic intertwining of robotic and human drama, too. There was space for respect between the two worlds. Alarmist intrusion or invasion was not wholesale. The 80s setting was also remarkable – at least for the Batang 80s in me. The soundtrack – including A ha’s Take on Me and Tears for Fears’ Everybody Wants to Rule the World – brought me back to memory lane, to the Transformers of my childhood. BumbleBee was a blockbuster movie with positive reviews. Millions of young

people cashed in on the movie, and the count continues. But popularity also meant that the makers carried heavy social responsibility. There were reasons why I could not sit comfortably all throughout the feature. In a time when movies render more than just entertainment role, the makers of Bumblebee chose to spin. Notable is the choice of geographic setting. As Autobots escape from the now Decepticon-dominated Cybertron, B-127 was sent to Earth and landed in California. This is where Hollywood is - the center of gravity of American cultural invasion through media. Creators might have thought of some reasons why they direct the robot to such location. I can only imagine the likes of Godzilla being attracted to concentration of radiation. The character Charlie found her Bumblebee in a junkyard – it is telling. It could have been in Myanmar or a Pacific island to offer a wider horizon. The choice supports the parochial-imperial mindset – America is Earth, Earth is America. This is the same America that Donald Trump wanted to build a super wall around. Of course, let the Americans debate. The choice has something to do with the design

of the movie. If it was to narrow down and keep the plot simple, they succeeded. It is easier to manage a story line on familiar grounds and context. Because the intrusion happened in a US state, they can continue minimalizing the plot: the response to an alien intrusion is countered only by the US government’s military ops Sector 7. This minimalism is in contrast with the expansion in animation and characterization. Fast forward to 2019, nations have been doing joint space explorations. Perhaps, there is already a protocol of coordination and response in case of inter-galactic attacks. The United Nations mechanism, set up in post-World War II was totally ignored. The movie missed the message of the need for global partnerships to address development issues such as threats to peace and justice. The entry of the Decepticons pretending to be peacemakers in ‘Bumblebee’ was a global threat. There was no semblance of coordination with other countries to respond to the attack. I can hear a voice saying, it was the time of the Cold War – there were two superpowers – they needed no assistance. Of course a narrow story line is an exercise of artistic

license – and we cannot impose on the artists and financiers how they do art. A broader fiction is also a budget issue. Audience analysis might also find injecting the 17 UN Sustainable Development Goals (still non-existent by 1987) a formula for it to flop. In fairness, one of the many redeeming values of the movie was promotion of family values. One’s need and love for family was not lost in its sci-fi genre. Charlie was initially portrayed to have disdain towards her widowed mom for remarrying early. She was still grieving the loss of her father. In the end, she embraced her new family. This is such a beautiful and relatable message.. But the case still holds. Its popularity is precisely the point. The movie was great, so only a few mind the flaw. The movie did a disservice by failing to educate the young viewers about history – assuming a lot that it can be read between the lines. Choosing to situate it in a Cold War setting excludes realities that are already incumbent. More importantly, it reneged on the need for collaboration to counter global threats. Of course, fiction can be fiction and presumably be excused. But fiction should See LOOK, page 11

711 Laoag farmers receive land titles from DAR LAOAG CIT Y -- After receiving his certificates of land ownership award (CLOA) from Agrarian Reform Secretary John R. Castriciones, farmer Isidro Calma of Bacarra, Ilocos Norte, thanked the government for finally awarding him a title after more than 40 years of tilling. “Land for the landless is indeed a sincere commitment. Thanks to the government, I now own the land I have been tilling for the past four decades,” said Calma in Ilocano dialect. Calma was one of 711 farmer-beneficiaries who received their CLOAs at a ceremony held at the Ilocos Norte Centennial Arena. Castriciones led the distribution of the land titles covering 583 hectares of land situated in different municipalities of Ilocos Norte. Another beneficiary, 61-year-old Dely Agbayani from Vintar Ilocos Norte said, “having full ownership of the land has freed us from paying rents or shares to the landowners.” Agbayani said she con-

siders the Comprehensive Agrarian Reform Program or CARP “a God-given gift for the landless farmers.” See her name in a land title makes her and other farmers feel secure, she added. “The mandate of DAR is not limited to land distribution to the farmerbeneficiaries. It is also to ensure the package of support services like livelihood training, farm inputs, and technology to ensure the maximum benefits from their CLOA,” said Castriciones. “These support services are not given individually, that’s why we are encouraging farmers to join cooperatives and farm organizations to receive these support services from the government,” Castriciones added. Philippine multistakeholder-driven ICT framework a role model for governments 21 February 2019 – Manila, Philippines – The Internet Society, a global non-profit organization dedicated to ensuring the open development, evolution and use of the Internet and the Philippines’ Department of Information and Communications Technology (DICT) today announced the launch of the National ICT Ecosystem Framework (NICTEF). This information and communications technology roadmap demonstrates how governments can engage citizens and other stakeholder groups in policymaking. President Rodrigo Duterte has said that NICTEF will “make industry development inclusive, create more jobs, empower the marginalized, promote transparency and accountability in government and bolster confidence in our economy.” The framework – a successor to the Philippine Digital Strategy initiative from 20112016 – will be a living document whose plans, programs and projects will be updated periodically as the government continually considers comments from all sectors of society and other indicators and results. The strong sense of collaboration focused on bridging the digital gap makes NICTEF a truly living document,” explained Eliseo Rio Jr, Acting Secretary, Department of Information and Communications Technology. The framework recognizes the interdependent roles that government, businesses, and civil society organizations play in the digital ecosystem, emphasizing that inclusive and transparent processes are more

likely to produce workable outcomes and support from users. The DICT describes the framework as key to developing a knowledge society designed to “maximize the benefits of open governance, magnify the advantages of industry applications and multiply the opportunities of skills development”. The launch of the framework comes after the DICT and the Internet Society signed a Memorandum of Understanding in July 2018 to use the multistakeholder approach not only in the framework’s development, but also implementation. Several training workshops were given to civil servants to broaden their understanding of the principles

that underpin the architecture and continued evolution of the Internet. IN line with the Bangko Sentral’s reform agenda of promoting digital innovations and increasing the availability of safer and more efficient channels for delivering banking, payment, remittance, investment, and other financial services, the Monetary Board has approved the streamlined licensing requirements for BSP-supervised financial institutions (BSFIs) that intend to offer electronic payment and financial services (EPFS). Under the enhanced EPFS licensing policy, the BSFIs that provide basic services or those that enable clients to access information on their deposit, loan, and other accounts (e.g. outstanding balance), or receive funds in electronic means shall simply notify the BSP within 30 days prior to the launch of those services. The EPFS that require prior Bangko Sentral approval are the advanced services which allow clients to transfer funds from one account to another and initiate other financial transactions. The prescribed approval process typically requires only three steps: 1) The BSFIs shall self-assess compliance with the prudential criteria set out in the licensing framework of the Bangko Sentral; 2) If determined to be compliant, the BSFIs shall submit a certification of compliance and request a confirmation of eligibility to offer EPFS from the Bangko Sentral; and 3) They shall submit certain

documentary requirements to eventually obtain an EPFS license. To ensure a smooth transition towards the implementation of the amended EPFS licensing policy, the BSFIs with existing EPFS licenses shall re-register the following services with the BSP on 31 March 2019: (1) all their previously-licensed and operational EPFS as of 31 March 2019; and (2) those that have been licensed but have yet to be launched until 30 September 2019. Likewise, BSFIs shall submit periodic prudential reports which are aimed at strengthening the Bangko Sentral’s surveillance and supervisory mechanisms and ensuring the availability of information for policy development and other regulatory purposes. The ne w ly-approved policy also requires BSFIs to make their EPFS with funds transfer functionality interoperable by participating in automated clearing houses such as InstaPay and PESONet. To optimize the benefits of interoperability, the Bangko Sentral also directs BSFIs to adopt marketing strategies that effectively promote EPFS. With its streamlined licensing policy on EPFS coupled with more vigorous drive for interoperability among the BSFIs, the Bangko Sentral looks forward to a highly efficient funds flow in the economy, supporting productive activities that fuel economic growth.

Sitting on top of quake fault, Brgy Mintal preps up DAVAO CITY -- Barangay Mintal was the site of the National Simultaneous Earthquake Drill (NSED) held Feb. 21 across several sites in the country. According to Office of Civil Defense XI (OCD-XI) information officer, Mintal located 14 kilometers away from Davao City proper lies atop the Dacudao Fault System which is considered as an active fault. The earthquake drill which was held inside the historic grounds of the Mintal Elementary School and Mintal Comprehensive High School began at around 2:00 p.m. and was participated by hundreds of elementary and high school students, barangay officials, residents and workers in various establishments in the barangay. “We are alarmed and we are also happy that we were chosen to be the site of the earthquake drill, at least we now have more reason to take the earthquake drill seriously because of the fault,” Mintal Barangay Captain Rey Amador Bargamento said after the drill. He said the barangay is committed to hold regular earthquake drill, making it as a habit. “We are looking at doing a weekly earthquake drill, we’ll go to every purok, every 10 households, we’ll go to every establishment and we will do what we can so that everyone in the barangay knows what to do,” Bargamento said. “As simple as doing duck, cover and hold we will be doing those drills so that people will know what to do when the big one will come,” the barangay captain added. A train running on its tracks through Mindanao first caught the vision of Mindanawon Assemblymen who won in the 1978 Philippine National Assembly election, Provincial Governor Anthony G. Del Rosario said. Speaking to residents of Barangay San Miguel during the recent Festival of Services (FOS), Del Rosario shared a brief story on how the dream of having a train in Mindanao was hatched. Tablon Elementary School was chosen to be the venue of the Division of Cagayan de Oro City launching of this program. The staff through the leadership of the principal, Mrs. Karen C. Verdad did lots of preparation including the tapping of all stakeholders to support the program. The launching was

successfully done with the help of the teachers, parents, community and other individual and private stakeholders. A new hand washing and tooth brushing facilities were constructed making it accessible to the pupils of Tablon Elementary School. Proper garbage segregation was also strengthened as one of the criteria. Water potability was checked and made sure its safe to drink. Pupils are trained the proper hand washing and tooth brushing including its importance to one’s health. Tablon Elementary School did a great job in the launching of the project which gave way to

its participation in the Regional WINS competition together with the different schools both elementary and high school from the different divisions in Region X. The school tried to improve and level up its health facilities in preparation to the regional competition. The Barangay Council of Tablon through the leadership of the newly installed barangay chairman, Billy Kid S. Auza did their part to support the school not only for the coming competition but to provide the children with a more enhanced and improved health facilities in school. At last the long waiting was over. Last November 11, 2018, representatives from the Regional

Medical Team visited the school and did the evaluation of the entire health facilities of the school including the hand washing and tooth brushing facilities, the garbage segregation, water system and health services. Tablon Elementary School ranked 4th in the Regional WINS competition. The school received its plaque of recognition during the Regional awarding ceremony last December 22, 2018 at Grand Caprice Restaurant and Convention Center. Child rights advocates laud passage of law protecting children in situations of armed conflict CHILD rights advocates under the umbrella alliance Child Rights Network (CRN) lauded the passage of Republic Act No. 11188 or the “Special Protection of Children in Situations of Armed Conflict Act.” The said law – which is a consolidation of House Bill 7442 primarily authored by Quezon City 4th District Rep. Feliciano Belmonte, Jr. and Senate Bill 2023 primarily authored by Sen. Vicente Sotto III and sponsored by Senator Risa Hontiveros – has been transmitted to the president for signature last November 2018 after both houses of Congress ratified the bicameral conference committee report on the said matter. President Rodrigo Duterte signed the bill on January 10, 2019, according to an announcement by the Official Gazette released last February 19. RA 11188 seeks to protect children in situations of armed conflict from all forms of abuse and violence by declaring children as “zones of peace” and stipulating strict provisions that would allow the government to prosecute persons or groups violating the measure. The new law is part of the Philippines’ compliance with international obligations concerning the protection of children that it is party to, including the United Nations Convention

on the Rights of the Child (particularly the Optional Protocol on the Involvement of Children in Armed Conflict), the International Covenant on Civil and Political Rights, the Convention Against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment, and various UN Security Council resolutions related to children affected by armed conflict. Among the prohibited acts in the new law include killing, torture, intentional maiming, rape, abduction, recruitment of children into government armed forces and other armed groups, hamletting, food blockade, arbitrary detention, and denial of humanitarian access. Penalties go up to life imprisonment and a fine amounting to P5 million. Verified data from a report published by the Office of the Special Representative of the UN SecretaryGeneral for Children and Armed Conflict published in 2018 reveal that there was a significant increase in the number of grave violations against children in situations of armed conflict in 2017, including 30 cases of recruitment and use of children by armed groups (a large number of which were linked to the Maute group), the detention of 12 children for their alleged association with armed groups, 33 verified cases of killing and maiming, 3 cases of rape in

the context of the Marawi siege, 60 attacks on schools and hospitals (a substantial increase from 12 recorded cases in 2016), and 5 incidents of abduction. With the new law in full force, we believe that this abhorrent situation can be swiftly alleviated and save Filipino children from the horrors of armed conflict. The new law also serves as a covenant that we hope will ensure that all parties will regard the safety and security of children with utmost respect and priority. We note with distinction an important portion of the law that lies in its chapter 10 or its transitory provisions. Section 28 of the said chapter decrees that “upon effectivity of this Act, criminal cases against children involved in armed conflict shall immediately be dismissed and the child shall be transferred to the [Local Social Work and Development Office].” This provision will swiftly benefit children tagged and charged as rebels or combatants and be given proper care and protection. Section 29 also mandates concerned agencies, including the Armed Forces of the Philippines, the Philippine National Police, the Bureau of Jail Management and Penology, and the Department of Social Work and Development, to submit an inventory of all children in situations of armed conflict

for the future of children’s welfare. The new law provides not only the government but also all children’s rights advocates a potent weapon to combat all forms of abuse against children caught in the crossfire of armed struggles. The new law highlights the quintessential truth that children are not soldiers nor combatants, and in this line should not be in any way become collateral damage

in ongoing conflicts. We look forward to again work and collaborate with Congress in the coming months to pass other legislation that are essential to child protection, including the proposed bill aiming to end child rape by increasing the age to determine statutory rape from the current 12 years old to at least 16, and to push to retain the minimum age of criminal responsibility at age 15.

PNB Allianz chief eyes double-digit growth in 2019 By JOANN VILLANUEVA

MANILA -- Allianz PNB Life Inc. Chief Executive Officer (CEO) Olaf Kliesow is optimistic about posting another double-digit growth in the company’s premiums this year on the back of an

energized national economy. In an interview with journalists after the third Allianz-PNB tie-up anniversary Wednesday night, Kliesow said the company grew by 11 percent in 2017 and “probably” expanded by 15 percent in 2018.

He said they still do not have the final figures for the 2018 operations but based on the outcome as of the third quarter of last year a “low double-digit growth” this year is possible. “I would expect for 2019, where the macro-

economic environment has been improving so far and it’s an election year, where economic forecast is also slightly higher than in other years, we’ll be looking again at a year where we see a low double-digit growth and we would expect to at least be

as good as the market,” he said. Kliesow said domestic output remains robust and this is expected to continue due to improved fundamentals. He said fundamentals remains sound and risks have declined since infla-

However, he was surprised to learn for the first time that he had a Certificate of Live Birth extant the PSA’s system. He did not know that his younger sister Calima M. Disomnong filed a Certificate of Live Birth that indicated as erroneous year of his birth. It appeared that petitioner’s year of birth was 1957 instead of the correct year 1954;

7. Thus, the error committed though honest mistake and sheer inadvertence, pertained to the year of birth, more particularly underscored, as follows: a. Year of birth: January 1, 1957. A copy of his Certificate of Live Birth is attached and made in an integral part hereof as ANNEX “A” while the erroneous entry is marked as ANNEX “A-1”;

8. For this reason, petitioner’s retirement benefits are put on hold until his birth is corrected from 1957 to 1954;

9. The following documents which are attached and marked, respectively, will show the petitioner’s correct year of birth, as contradicted in his Certificate of Live Birth: a. Senior Citizen’s ID marked as ANNEX “B”; b. Bureau of Customs ID Cars as ANNEX “C”; c. Service Records as ANNEX “D”; d. GSIS Member’s Print out, as ANNEX “E”; e. GSIS UMID Card as ANNEX “F”; f. Based on the Comelec rule, authorized campaign posters should not exceed 2x3 feet and stickers should not be bigger than 8.5x11 inches. Applicants are required to pay PHP5,000 for the first two PUVs, and PHP200 per unit for the succeeding vehicles. Guro said candidates who fail comply with the LTFRB memorandum circulars will be penalized. According to the LTFRB, a minimum penalty of PHP10,000 will be meted out to violators. that steady exposure of citizens to mass media like television influences their views and ideas of what the everyday world is like. I am not Anti-America. The issue here is the missing cue on collaboration. Beyond the movie, collaboration is useful in approaching other development issues such as pursuing peace processes within or between states. The danger is in influencing what the audience will think about. Think of mental frames like ‘US supremacy,’ ‘US controlled governance,’ ‘other nations depend on the US’ among other spins. It was not helpful in promoting equality and ending disparities among nations and among peoples in 1987. Not helpful then, not helpful now. I pass no judgment to those who think this is just paranoia or overthinking.. It pays to mind the sublime – the undercurrents of perceived reality. As we marvel in the scenes of entertainment, some information hits our brain cells and cuts like a knife. How we viewers make sense of it is our lookout. How we digest and use the feed is up to us.
