The consolidated enrolled bill, Senate Bill No. 1305 and House Bill No. 4113 on the Expanded Maternity Leave (EML) was signed into law by President Rodrigo Duterte today, February 21.

The Trade Union Congress of the Philippines (TUCP), the country’s largest labor group, thanked President Duterte for signing the measure into law, saying it will greatly benefit women working in the dangerous workplaces such as those exposed to toxic substances.

“In behalf of the Filipino workers particularly the women working force who have been looking forward for this trail-blazing breakthrough, we thank President Duterte for doing the right thing in improving protection for working women,” TUCP President Raymond Mendoza said in a statement on Thursday.

Bangsamoro oathtaking reset anew

DAVAO City––A weak El Niño is present in the tropical Pacific and will likely continue until the second quarter of this year, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said in an advisory on Wednesday.

Pagasa said the weather system may cause varying impacts such as warmer than average surface temperatures and a prolonged dry season.

The weather bureau predicted “generally way below to below normal rainfall conditions over most parts of the country except for southern Mindanao and Surigao del Sur where near normal is likely” in March.

In April, there will be “generally below normal rainfall conditions in Luzon and the Visayas while near normal mostly in Mindanao,” it said.

Recovering ancestral lands-soon a reality

M A L AY BA L AY C I T Y, Bukidnon -- The decadeslong dream of Manobo-Pulangihon tribe folks in San Jose, Quezon, this province to take back their ancestral lands from lowlanders who have been authorized by the government to occupy it under an agreement, nears reality.

This developed after the Department of Environment and Natural Resources (DENR) declared recently that the Forest Land Grazing Management Agreement (FLGMA) with the Kiantig Development Corporation (KDC) in Quezon town expired on December 31, 2018.

Buoyed by the news of the expiry, some 480 families in three groups of Manobo folks sought the help of National Commission on Indigenous Peoples (NCIP) here. They claimed that 958

hectares of their ancestral lands have been in the possession of KDC for a long time.

Bukidnon NCIP head Chona Labaon then formed a Task Force to assist the group.

The ‘dream team’ Spearheaded by police provincial director PSSupt Benedicto T. Pintor and 403rd Infantry Brigade Philippine Army Commander Colonel Edgardo Y. De Leon, the group went to KDC area on 8 February 2019, to serve the notice to vacate the farm. A 30-man Manobo-Pulangihon tribesmen representative and news media joined them.

But on their arrival at the site, the gate was padlocked.

Except for some 30 armed guards about 100 meters from the gate, no one was around.

Primed to keep it cool The repeated calls of Brigade Commander Col.

De Leon for the guards to approach him for talks were ignored for several minutes.

Only when the guards probably saw an armored vehicle, scout rangers, special armed forces, and heavily armed soldiers behind Col. De Leon did one guard come forward and received from Col. De Leon the notice to vacate the place.

Tarps with printed notices to vacate the farm were then posted by tribesmen at the gate.

Calm and poised cooperation As the group was leaving, the initially stern-looking blue guards and the soldiers wave at each other— a friendly gesture of two heavily armed opposing groups, each with the duty to uphold.

It was no easy day for the Task Force to accomplish its mission but definitely, it was done peacefully.

DA chief commits to NFA’s intensified palay procurement

CAGAYAN DE ORO CITY -- Agriculture Secretary Emmanuel Piñol committed to support the palay procurement of National Food Authority (NFA) in terms of machinery, and inbred / hybrid rice seeds, during a two-day Farm Machinery/Equipment Roadshow/ Techno-Demo here “This will be linked to the incentive schemes for the farmers’ organizations and irrigators’ associations who will deliver their palay produce to the food agency,” according to secretary Piñol.

He also committed to provide NFA mechanical dryers for free-use of farmers to support the food agency’s bufferstocking mandate.

“The refusal of the local farmers to adapt modern agri-technology is one of DA’s challenges,” said the Secretary.

Piñol also explained Rice Tariffication Law. “On rice tariffication, 35% tariff is collected from rice imports sourced from the ASEAN-member countries and 50% from non-ASEAN member go to Rice Competitiveness Enhancement Fund (RCEF) which will be used for farm mechanization (P5-B), high yielding rice seeds (P3-B), Credit (P1-B) and Skills Training (P1-B),” he said.

“Farmers should focus in their production than fear on something not there,” he added.

He urged them to plant more and take advantage of the government’s profarmer programs to address the demands of food in this burgeoning population.

NNC 10 rolls out new nutrition score tool for LGUs

CAGAYAN DE ORO CITY -- The National Nutrition Council (NNC)-10 rolledout through a two-day training on February 19-20, here, the new evaluation tool to assess the nutrition implementation programs of local government units.

The Updated Nutrition

Monitoring and Evaluation Protocol is the new and revised nutrition evaluation tool, dubbed Monitoring and Evaluation of Local Level Plan Implementation Protocol (MELLPI-Pro) of the NNC. Dr. Arlita Amapola B. Minguez of Commission on Higher Education (CHED) and Regional Nutrition Evaluation Team (RNET) chairperson, said the emphasis of this new tool is its protocol or process which includes preparedness and

tools for monitoring performance.

It also focuses not just the input and output in implementing nutrition programs but the results or its nutrition outcomes and nutrition security in the area.

As an outcomes based evaluation tool, Minguez explained this MELLPI-Pro is also promotive where LGU nutrition programs are scored based on how they promote awareness and observance to existing

laws, rules and guidelines.

LGUs are also scored on how progressive they are based on their desired progress in terms of program implementation. Minguez added, the new tool is more professional where evaluators are objective in reviewing of evidence using rubrics and spider web diagram.

ARMM employee, ‘MNLF member’ fall in drug raid

COTABATO City--Antinarcotic agents nabbed a female agriculture employee of the Autonomous Region in Muslim Mindanao (ARMM) and his uncle during a raid shortly before Wednesday midnight in Barangay Rosary Heights 10 here.

Juvenal Azurin, director of the Philippine Drug Enforcement Agency–ARMM,

identified the arrested suspects as Tulonbai Abid Macmod, reportedly assigned with ARMM’s Department of Agriculture and Fisheries in Maguindanao province, and his uncle, Nasrudin Kasa, a pedicab driver and alleged member of the Moro National Liberation FrontNur Misuari faction.

Seized from the suspects’ house along Purok Riverside Malagapas in the village were 46 sachets of shabu with a street value of

PHP100,000, two .45-caliber pistols, a bank checkbook, and drug paraphernalia, Azurin said.

Azurin said the PDEA team missed Macmod’s husband, the principal target of the raid, who was not at home at the time of the operation.

This is the third time that the SC affirmed the legality of the martial law, dismissing the petitions filed by four different groups.

Did Moreno see his downfall coming?

ISN’T it strange for Cagayan De Oro City Mayor Oscar Moreno to announce his resignation once former City Mayor “Dongkoy” Emano is elected as Vice Mayor?

With a statement coming from Moreno, many are trying to read his lips, albeit the recesses of his minds. Did Moreno now foresee that his downfall is coming closer?

It appears that Moreno is afraid that “Dongkoy” Emano will win as Vice Mayor in the May local elections this year. Otherwise, talking about his mortal adversary would be far from his thoughts at all.

Perhaps, there is truth to talks in the political corners

that “Dongkoy” is going to handily win the Vice Mayoral race.

The camp of Moreno now finds it hard to sell “Kikang” Uy’s candidacy as the Vice Mayor for a number of reasons.

For instance, there are insinuations that “Kikang” is not a reliable Vice Mayor at all. The award purportedly to acknowledge the City Council for a “job welldone” was not convincing.

How could the voters be convinced of the performance of the City Council when it is a “rubber stamp?”

How could the city council get the admiration of the voters when its job is only to fulfill the whims of the

City Executive? Well, the readers were asking.

The CYNOSURE is only concerned of “Kikang’s” in action as the legitimate City Mayor. It is a pity that a young man and a neophyte in politics would face charges for “dereliction of duty.” Of course, the charges against “Kikang” Uy will definitely move.

Perhaps, Moreno is trying to send a strong message that his running mate is losing that he threatens to “resign” before Emno actually wins. However, that is not the issue.

A Deeper View

Rice tariffication law (Part 2)

TO MAKE local rice production sustainable, the primary consideration that must be given full attention to is the ownership of the land which is its sole driver.

Saw on television a ranking official of the National Economic Development Authority explaining that the country’s total number of hectares dedicated to rice farming is not far from those of our neighboring countries such as Thailand, Vietnam and Laos.

Was waiting for her to explain that the low productivity of the local rice farmers compared to their counterparts in the Asean region had to do with the ownership of these rice lands but never heard her talk about it. All that she explained was the natural

advantage of other countries such as Mekong River for Vietnam that provides much needed irrigation water to their rice paddies.

Even the representative of the progressive group Anakpawis in that talk show failed to appreciate the role of land ownership to production.

Why is land ownership important? Sustainability of food supply is hinged on the ownership status of the land planted to food crops like rice. We may equal the total land area planted to rice with our Asean neighbors but if the ownership is limited only to one or two hectares each farmer, then there is no way we can be as productive as them.

In this regard, the kind of land reform currently imple-

mented in the country does not solve the problem. We are just parceling out large tracts of land, private and state-owned, to be given to farmers. What we need are huge tract of farmlands to ensure food sustainability.

What the government should be doing is the reverse. Buy back the distributed lands and the unparceled haciendas to revert their ownership back to the State. Then the government should identify and organize the farmers who should be made to till these big tracts of land as its beneficial owners up to the succeeding generations that can only be terminated for cause or voluntary termination on the part of the farmer.

Since these farmlands are owned by the State,

the tiling farmers will thus be freed from paying real estate taxes for the land.

Government assistance to ensure productivity such as farm inputs and implements will thus be focused.

Through this arrangement farmlands can then be fully mechanized.

There can never be mechanization of current farmlands based on current realities as proposed in the Rice Tariffication Law. But resorting to this system mechanization can come in handy. Besides, See RICE, page 11

PREMATURE CAMPAIGNING, OK WITH COMELEC: I can understand and relate with the expressed hesitation of the Commission on Elections (or Comelec) to run after and hold accountable the senatorial and party-list (and even local) candidates in the May 2019 elections who have put up campaign posters even before the official start of the campaign period.

And I can only agree,

as st ate d by C omele c Spokesman, Director James Jimenez, that no good nor benefit will be given the poll body if they decide to still pursue the candidates who engaged on premature campaigning with their very visible posters and tarpaulin signs.

What is even more undeniable is the fact that the Comelec really has no ability to scour the whole country for these violations by national and local candidates.

Indeed, this will only give rise to the bigger problem of more erring politicians being enticed to violate campaign rules even more, as they now know they can’t be held accountable anyway, because of Comelec’s lack of capability to pursue them.

COMELEC SHOULD PURSUE CLEAN ELECTIONS: The Comelec should leave no stone unturned in ensuring clean and honest elections, where the results will reflect the true will of the people who expressed their choice through the ballot.

As of now, many have adopted the thought that Comelec itself is the ultimate source and a fertile breeding ground for dishonest elections. Yes, we can no longer fault our people for thinking that cheating occurs because, somehow, anomalies in the electoral process have either the blessings or the direct participation of the Comelec.

ARTICLE 90 of the Revised Penal Code, as amended by RA 4661, provides that libel shall prescribe in one year.

This means a complaint for libel must be filed within a year since the publication of the alleged libelous material.

There are those who assert though that libel must be treated as a continuing crime if the libelous article or statement is published through the internet. The contention is the prescription doesn’t apply because such articles continue to be accessible to the public unless they’re taken down. If the court affirms this argument, it’s good as saying that libel has no prescription, that any citizen who feels defamed through a published article may seek legal address regardless of when such article appeared online.

In effect, this would render useless the requirement that criminal actions must be done within a specific timeframe. Moreover, if supposedly libelous articles that are published online have to be taken down so they may not be used as bases for filing libel complaints, would the same rule apply to articles printed in newspapers and magazines? Will the court order the burning or shredding of all remaining printed copies and the removal of the subject articles from manual and digital archives so the public can be denied access to them?

This issue may be resolved by going back to the fact that the Cybercrime Prevention Act or RA 10175 fails to provide for a penalty for cyber libel, thus making the Revised Penal Code the fulcrum of prosecuting such offense. Since the Revised Penal Code, as amended by RA 4661, specifies a one-year prescription for libel, it should be the basis not just of the penalty to be imposed in case of a guilty verdict but also of prescription.

RA 10175 is a special law, and according to the rules, a special law prevails over a general law, in this instance the Revised Penal Code. However, its failure to impose a penalty for cyber libel should make this norm inapplicable to the prosecution of this offense. (MindaViews is the opinion section of MindaNews. H. Marcos C. Mobile number portability to promote competition

MANILA -- The Department of Information and Communications Technology (DICT) believes a law that will allow mobile phone users to keep their numbers even after they change service providers will promote competition in the local telecommunications industry.

In a s t at e m e nt on Wednesday, DICT Acting Secretary Eliseo Rio Jr. said Republic Act 11202 or the Mobile Number Portability

Act will encourage mobile network operators to deliver quality services to their subscribers.

“We hail the passage of this game-changing policy, which shifts the telecommunication services paradigm to be more consumer-centric,” Rio said.

“The law will cultivate a sense of urgency for telcos to deliver only the best service since subscribers now won’t hesitate to choose what’s best for their money’s worth,” he added.

MANILA -- The newlysigned Revised Corporation Code of the Philippines will help simplify corporate governance, provide a more business-friendly environment and boost the competitiveness of the country’s economy, President Rodrigo R. Duterte said.

“I also sign today the Revised Corporation Code

which seeks to simplify corporate governance standards and establish a more business-friendly environment that will enable corporations and other juridical entities to thrive,” Duterte said in his speech at the ceremonial signing of the Revised Corporation Code and other landmark legislations in Malacañang on Wednesday.

One of the salient provisions of the new law is

the removal of the minimum limit on the number of shareholders required to register a corporation from five to allowing one person to register a business as a corporation.

Other provisions include allowing stockholders to vote remotely on meetings and giving the Securities and Exchange Commission power to remove directors and update the provisions

on records-keeping and records access based on current technologies.

The new law also provides protection to minority stockholders by requiring corporations vested with the public interest to have independent directors.

The measure amends Batas Pambansa 68, or the Corporation Code of the Philippines, that was passed on May 1, 1980. (PNA)

DAVAO CITY -- Around 200 houses, including stilt houses of Badjao families, had been destroyed after a fire broke out in Purok 4, Isla Verde, Barangay 23-C here Wednesday afternoon, an official of the Bureau of Fire Protection (BFP) 11 said.

SFO2 Ramil Gillado, officer-in-charge of the Intelligence and Investigation Unit of BFP 11, said the firemen were alerted on the fire around 1:20 p.m.

The fire reportedly affected several houses mostly made of light materials. It was put out more than an hour later, at 2:35 p.m.

Gillado said witness Enrico Jimena claimed the fire emanated from the residence of a certain Eddie Tungal. But authorities have yet to determine the cause and the cost of damages.

No one was reported injured from the incident.

That petitioners are husband and wife respectively in a marriage performed under Civil rite on March 4, 1910 at Clarin, Misamis Occdental both petitioner’s had been converted to Muslim and thereby embraced Islam Religion as their new found faith, by virtue of their respective intellectual choices which were duly registered with this court, both of them can be served with summon and other legal process relative to this case at their residence at 297 Pendine Close, Corringham, Essex 5517 7JS, England, and P-Reverside, Mahayahay, Iligan City, respectively.

That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated for Four (4) years now, they decided to separate live physically in bed and board, thereby, executed Memorandum of Agreement in order to formalize their separation. Since there separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on, March 4, 2010, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them has already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on March 15, 2019 at 9:00 a.m. at which time, date and place. Any interested party may appear and show why the petition should not be granted. 2. That respondent, however, may be served with summons and other court processes at his last known address which is Phase 2, Block 13, Lot 18, NHA Kauswagan, Cagayan de Oro City;

3. That petitioner and respondent are husband and wife. Their Certificate of Marriage which is attached as Exhibit “A” reveals that their marriage was celebrated at Our Lady of Mount Carmel, located at Carmen, Cagayan de Oro City on April 18, 2001;

4. That their union was blessed with one (1) child only, a daughter, whom they Christened and named as Mary Claire Go Valenton. A copy of her Certificate of Live Birth as well as her Baptismal Certificate are hereto attached also as Exhibits “B”and “C” respectively which tell that their daughter was born on December 4, 2001 and was baptized on May 3, 2002;

5. That said marriage would not have happened because before that and for many times respondent was showing some kind of weird attitude by way of behaving abnormally that for a little problem he met, he flared up into intense rage. Not only that, while we were engaged to be married he was still cavorting with several women. And when I confronted him about them, he turned violent. In fact there was a time that he wanted to commit suicide to threaten me not to confront him again what he was doing.

Lastly, while still engaged to marry when petitioner’s father suggested that respondent should undergo some kind of psychological testing or examination, he confronted my father in anger and quarreled with him.

It was only my patient that prevented the break-up of our engagement;

One time in 2005 when he left his wife and children for a long trip respondent left them Twenty Pesos (20.00) only for their subsistence. This unsupportive attitude of the respondent to his family drove the petitioner to look for a job if only to send their common child to school. Not only that, because her income was insufficient to sustain the needs of their growing daughter, petitioner had to get an educational loan and pay the amortization thereof by herself all alone. Our daughter grew up and educated through the painstaking labour of the petitioner.

9. That this maniacal attitude of petitioner’s husband was so extreme that even while he was a husband to the petitioner and a father to their daughter, he was playing with other women. This is the reason why his income was not given to support them. And not only that, respondent unsatisfied by the many women he has had in his life, he went further with his perversion that one time he molested his very own flesh and blood and their only daughter by fondling her sexual organ by way of “fingering”. This perversion resulted to injuries and pain to their daughter and the loss of her respect to a father to the extent that a criminal case was filed against him for violation of Republic Act 7610. After trial and in due time the Family Court in Cagayan de Oro issued a judgment of conviction against the respondent. A copy of which is hereto attached as Exhibit “G”and the dispositive portion thereof is reproduced below for ready reference.

“WHEREFORE, the foregoing premises considered, judgment is hereby rendered finding the accused DANIEL VALENTON y LILOC, GUILTY beyond reasonable doubt for violation of Section 5 (b), Article III of Republic Act No. 7610, and the accused is hereby sentenced to suffer the indeterminate penalty of imprisonment from Eight (8) years and One (1) day of prison mayor as minimum, to Fourteen (14) years and Eight (8) months and One (1) day of reclusion temporal as maximum and pursuant to existing jurisprudence, the accused is also ordered to pay indemnity “AAA”the amount of P15,000.00 as moral damages and to pay a fine of P15,000.00.

10. That month of June, 2011 was an ugly month in the life of the petitioner and their daughter, Mary Claire. This sexual molestation of a father to his daughter changed automatically the life of the latter. While before she was an outward going little girl, thereafter she became a loner and often herself on the dress of her mother. She did refused and did not want as possible, to see other people suspecting that they have knowledge about her unpleasant experience with her father. Worst, she even lost her appetite of going to school, but her mother prodded her hardly to go and to attend classes for the sake of her future. Indeed her self-esteem was diminished to the lowest level, and hunts them, that mother and daughter, if only to assuage their continuing pains, went to the extent of filing an action in court for a CHAGE OF THEIR NAMES under Rule 103 of the Rules of Court. They prayed there that if only to forget that immoral incident in their lives they wanted to have their names changed by deleting their family name VALENTON. The reason is clear that every time they hear that name VALENTON they are catapulted back to that time remembering that unwholesome experience.

The Court listened and cooperated with them if only to minimize their woes, that as a sequel a judgment was issued allowing the mother and daughter to change their respective names from Lorenda Go Valenton to LOREN CATEDRILLA GO and from Mary Claire Go Valenton to MARY CLAIRE GO. A copy of the DECISION of the Court is hereto attached as Exhibit “H”. the dispositive portion of the judgment is reproduced below for ready reference:

6. That while our daughter was already six (6) or (7) years old, he exposed her to television shows and CD recordings which showed sexual encounters between men and women and of the same sexes. This act of the respondent got the plaintiff way of him why he was allowing her daughter to watch on this ugly and immortal shows, but she was prevented and ultimately kept mum about it because she did not want to stir violence from him.

“WHEREFORE, the instant Petition is GRANTED. The Civil Registrar for Cagayan de Oro City or any person acting in his/her behalf is ordered to:

7. That indeed while respondent is abnormally a sexy man; he was also physically violent man. There were many instances when he physically beat the petitioner in front of their daughter. The episode of violence’s recorded and summarized by the petitioner in 2011 so that she may not forget them are marked as Exhibits “D”and the page 2 thereof as “ D-1” are hereto attached if only to enlighten the Court that respondent is a very violent man.

2. CHANGE the first Name of Lorenda C. Go in the Certificate of Marriage of Daniel L. Valenton and Lorenda C. Go ( Registry No. 2001-1189) FROM “LORENDA”to “LOREN”;

On May 04, 2004 an episode of violence struck the petitioner perpetrated by her very own husband, the herein respondent. Proof thereof is the Police Report attached and marked as Exhibit “E”. This police report entitled Battered Wife narrated the event of violence. Esophagus which caused her much pain and sufferings. A Medical Certificate was issued on May 20, 2004 to the petitioner by the attending physician Rogelio R. Gannaban, M.D. exposing the clinical findings of injuries of the petitioner.

A copy of the same is hereto attached as Exhibit “E-1”. This maniacal attitude of the respondent comes out almost every two (2) or three (3) months which the petitioner need not in detail mentioned here saved in January 31, 2017 that because of the severity of the injuries she suffered she reported the incident and had herself examined and under the care of a medical doctor. The incident was kind of horrific and almost tragic. The police Blotter tells that “Daniel Valenton 31 years old without apparent and justifiable reason mauled her by boxing her, inflicting several contusions and hematomas on different parts of petitioner’s body. A copy of this police blotter report is report is hereto attached as Exhibit “F”. this reported incident is substantiated by the Medical Certificate issued by J.B. Borja General Hospital on January 31, 2007. The several confusions in the body of the petitioner are revealed there by the attending physician Dr. Ryan Mortiz, M.D. A copy of the same is hereto attached as Exhibit “F-1”for ready reference. Aside from these documents aforementioned a photograph of the smudges and hematomas that are apparent on the forearm and the neck of the petitioner is hereto attached also as Exhibit “F-2”.

But aside from the above, petitioner just kept these many other beating incidents unreported and in secret, because she did not want to hurt and/ or annoy the feelings of her father. Besides, washing dirty linens in public exposes her family to public shame, which she did not want to happen. As proof thereof six (6) years after their marriage he beat the petitioner hardly that hematoma in the arms and on the neck are visible effect of respondent’s severe beating. Worst there was a time that respondent attempted to slit the neck of the petitioner. At this juncture, petitioner realized that enough is enough that she gathered evidences to prove those horrific and nearly tragic incidents as aforementioned; 8. That despite these many incidents of violence petitioner still stuck. Stick with him, petitioner was not supporting them. He alone enjoys is income together with his “barcadas”and friends. Thus for a period of eleven (11) years of these parties consortium they have not gathered a single property when respondent income as a liaison officer of the city government was sufficient.

11. That respondent undoubtedly violated if not ignored the solemn charges of a true and valid marriage by failure to comply with the essentials of marriage and they are:

a. To render mutual help and support ( Article 68 FC); b. To live together under one roof; c. To observed mutual love, respect and fidelity. For love, sexual comfort and loyalty to one another are the basic tenets of marriage; and d. Not to commit acts which will bring dishonor and whole danger or injury to each other or to the family as a whole (Art. 72FC). For safety and security of the family at all times is the paramount duty of the father and the mother as well.

12. That respondent failed and was non-complaint to the above essential of marriage afore stated. Thus it could be safely said that there is something wrong loving and legitimate marriage, hence this marriage must be annulled and made ineffective;

On August 9, 2010, another incident of violence was committed by the respondent against the petitioner which the latter reported to the police in Cagayan de Oro City. The Police report in handwritten form revealed that without apparent reason respondent pulled petitioner’s hand hard enough to cause her pain which even until now she is still chronically suffering. Since twelfth graders will now be entitled to vouchers, they can already choose to enroll in a nonpublic senior high school which to their and their parents’ mind, can better capacitate them. It is still a sad reality that there are many national high schools here in the Philippines which do not have

the adequate facilities for TVL education. That’s why vouchers are needed for our students to continue their education in private schools.

However, the tuition for these private schools is directly deposited to the particular private institution. However, DepEd has set certain parameters so there will be no mass migration of students to the private sector. There must be an eight-kilometer distance between a senior high-accredited public school and a private school. And before a private educational institution can benefit from the voucher system, there must be prior consultations with the parents of the public high school students concerned who need to cross enroll.

Mohagher Iqbal, chair of the Peace Implementing Panel of the Moro Islamic Liberation Front (MILF), said he received a message about the postponement from Galvez at 7:07 p.m. on February 19 allegedly because the signing of appointments has not been finished.

As of 4 p.m. Thursday, the names of the appointees have yet to be divulged although some of the nominees – from both government and the MILF – could be seen at the lobby of the Manila Prince Hotel where part of the MILF delegation is billeted.

Galvez and Defense Secretary Delfin Lorenzana welcomed the MILF delegation with a dinner Wednesday.

Galvez returned to the hotel Thursday morning for a series of meetings that as of 4 p.m. had not been finished.

The MILF, which will lead the BTA in the threeyear transition until June 30, 2022, nominated 41 to the BTA while government nominated 39.

The Framework Agreement on the Bangsamoro on October 15, 2012 and the Comprehensive Agreement on the Bangsamoro on March 27, 2014 signed by government and the MILF paved the way for the creation of a new autonomous political entity that would replace the 28-year-old Autonomous Region in Muslim Mindanao (ARMM).

In June, most parts of the Visayas and Mindanao are expected to have near normal rainfall conditions, but most parts of Luzon (except the eastern sections) will experience below normal rainfall conditions.

The varying rainfall conditions across the country from March to June will determine which provinces in the country will be hit by dry season, dry spell and drought.

In March, a dry season will affect 22 provinces including nine in Mindanao (Bukidnon, Camiguin, Lanao del Norte, Misamis Oriental, Compostela Valley, Agusan del Sur, Basilan and Lanao del Sur). No provinces will be hit by dry season from April to June.

Also in March, a dry spell will hit the provinces of Zamboanga del Norte, Misamis Occidental, Dinagat Islands, Surigao del Norte and Tawi-Tawi, as well as 26 provinces in Luzon (including Metro Manila) and 10 others in the Visayas.

The dry spell will continue to affect Misamis Occidental and Surigao del Norte, and spread to the provinces of Bukidnon, Camiguin, Lanao del Norte and Dinagat Islands in April.

In May, only Camiguin will experience dry spell in Mindanao along with Rizal province in Luzon and Negros Oriental, Cebu, Siquijor and Southern Leyte in the Visayas. The weather phenomenon will persist until June in Rizal.

Drought will hit five provinces in Luzon and four others in Mindanao (Zamboanga del Sur, Zamboanga Sibugay, Maguindanao and Sulu) in March. It will no longer be felt in Zamboanga del Sur and Maguindanao in April but will continue in Sulu and Zamboanga Sibugay and affect TawiTawi and Zamboanga del Norte, too.

Drought will hit 17 provinces in Luzon and Aklan in the Visayas in April.

In May, only Misamis Occidental and Dinagat will experience drought.

However, it will affect 21 provinces in Luzon and 10 others in the Visayas.

Drought will hit fewer provinces in June – 13 in Luzon, five in the Visayas and one in Mindanao (Dinagat).

Pagasa defined drought as three consecutive months of way below normal rainfall (60 percent reduction from average) or five consecutive months of below normal rainfall condition (21 percent to 60 percent reduction from average).

Dry spell means three consecutive months of below normal rainfall (21 percent to 60 percent reduction from average) or two months of consecutive way below normal rainfall (more than 60 percent reduction from average).

Dry condition is defined as having two consecutive months of below normal rainfall (21-60 percent drop in average rainfall).

VICTORIA Beauty Alphabet will be hosting a skin and beauty expo at Centrio this February 25 powered by four brands – N&B, Makeup World, McDell and homegrown Victoria Beauty Alphabet.

The introduction of the four brands to Northern Mindanaoans will be in the form of a makeup competition featuring up and coming makeup artists from Cagayan de Oro City and nearby places starting at 2:00 p.m. at the mall’s activity center at the ground level. It will cap with the models on the runway.

Powered by renowned dermatologist Ernie Canlas, Victoria’s Beauty Alphabet along JR Borja St., this city offers hair color and treatments, facila

delights, nail care, waxing, threading, hand and foot treatments, beauty regimen (gluta injection/ oral/drip/collagen injection and drip/IPL hair removal/warts removal) and doctor’s beauty treatments (surgical and nonsurgical).
