CAGAYAN DE ORO CITY – Construction of the P400 million public hospital will soon commence after local and national officials led the groundbreaking ceremony in Barangay Looc, Villanueva town, Misamis Oriental on Friday. Solar photovoltaic and renewable energy (RE) technologies are now required in new and existing buildings after the Department of Energy issued a policy on the adoption of the guidelines of energy conservation. The DOE on Friday released Department Circular 2020-12-0026 that aims to promote the use of the energy-conserving design on buildings and their services. This will also boost the demand for materials specifically designed for energy conservation. Covered buildings shall source, initially, a minimum of 1 percent of their projected annual energy requirements. Other technologies that can be used are wind power supply systems, solar weather

heaters, solar air conditioners, and solar-powered lighting systems that would reduce demand for commercial power. Buildings that are covered within the DC are those with electrical loads of 112.5 kilovolt-ampere (kVa) or have a total gross area of at least 10,000 square meters. The DC, though, not indicate fines for non-compliant buildings, but it said owners are also allowed to either partially or fully source their energy requirements from the RE power supply system. Building owners are also allowed to sell their surplus RE to the local power unit, which is at a maximum of 100 kilowatts, but may be raised by the Energy Regulatory Commission in the future.

Are we losing faith and hope already? WHEN I listen and lock around, I would have to answer this question with a big yes. Several friends of mine started talking with me and mentioned the good old days. Yes, those were the days my friend! Well, we all know: times have changed drastically. More natural disasters, more wars that hardly anyone speaks of anymore, and a pandemic that I have purposely put at the end of this list. To be or not to be. Sein oder nicht sein. Shakespeare. To say it clearly: without faith and hope, we’re really nothing. Faith is belief; believe in us, in our works, talents and our personalities. We should also believe in our parents - or much better, in our whole family including the black sheep, which can be found everywhere. We should believe in our friends, even if it seems

to become very difficult nowadays. The pandemic kills many friendships. Please remember, my dear readers: without faith and hope will we reach the rock bottom. Don’t say, it’s a likely story. The German poet Johann Christoph Friedrich von Schiller (1759-1815) has mentioned in his drama “Maria Stuart”: “Even the word might be dead, but faith keeps it alive!” Chapter I of Second Thessalonians gives encouragement to all Christians, who were undergoing persecution for or because of their faith. Yes, faith is really not everybody’s thing, or “not everyone has faith”. “If I have faith, that can move mountains” (First Corinthians 13,2). Faith is a tantamount to convincing and conviction. Richard Wagner (German classical composer and poet,

1813-1883) found the following lyric: “Blessed are those people, who know how to live their life in humility and faith.” So, let’s even continue believing in our governments or the institution church. Faith means also a belief specially in a revealed religion. Faith is trust or reliance. Faith is indeed a pledged word. Yes, I know. Hope too. People without faith and hope in themselves cannot or will never survive. Muntinlupa City gears up for COVID vaccine rollout

FOR two consecutive weeks, Muntinlupa City held virtual town hall meetings to drum up high participation in its forthcoming Covid vaccination program. Invited to the separate meetings with the theme “Bakunado, Protektado” were representatives of homeowners groups, religious groups, civic groups, Sangguniang Kabataan, the Gender Development Office and the City Administrator’s Office. During the first meeting held February 10, the resource speakers were Infection Prevention and Control For Committee Chair Charissa Borja-Tabora of Research Institute for Tropical Medicine and Jesusa Joyce Cirunay of the Food and Drug Administration. Ms. Borja-Tabora underscored the safety of vaccines, the process of clinical trials, and the role of vaccines in protecting individuals and communities. Ms. Cirunay discussed the FDA’s Emergency Use Authorization and the stringent process and policies for the approval of vaccines. During the second meeting held last Thursday, Dr. Jose Mari Castro of the Department of Health shared his insights on the nature of COVID 19, means of transmission and safeguards to protect oneself and the community. Spanish times At various periods during the Spanish era, the Philippines was hit by smallpox, bubonic plague, and cholera and it was interesting how the authorities dealt with them. In the 1800s, smallpox infected most of the Spanish territories, in South America and the Philippines. According to historian Ambeth Ocampo, the then reigning Spanish monarch, Carlos IV, ordered a vaccination expedition to head for the territories in 1803. The group was headed by Francisco Javier de Balmis. In the late 1700s, Spain already had a vaccine for smallpox and in fact Carlos IV had his immediate family inoculated. But the problem was how to transport the vaccine because of the long voyage involved. Balmis came up with the novel idea of using live carriers. From Spain to Mexico and from Mexico to Manila, Balmis used orphans working a relay system. During the voyage, Balmis transmitted the vaccine in sequence, from child to child, arm to arm, along the way to their destination. DBP grants P1.097-billion to boost access to potable water STATE-owned Development Bank of the Philippines (DBP) has granted a P1.097-Billion term loan to Abejo Waters Corporation (AWC) to finance its various water system projects in the growth areas of Cebu and Southern Luzon, a top official said. DBP President and Chief Executive Officer Emmanuel G. Herbosa said that the bank’s credit assistance would be used to develop water supply and distribution systems in underserved areas in the provinces of Cebu and Quezon. “DBP is one with AWC in providing safe and sustainable water to unserved and underserved communities, thereby improving the quality of people’s lives, and promoting growth and development,” Herbosa said. DBP is the seventh largest

bank in the country in terms of assets and provides credit support to four strategic sectors of the economy – infrastructure and logistics, MSMEs, social services and community development, and the environment. AWC is a 22-year old Cebu-based company that is engaged in the development of water sources, design of efficient water systems, and construction of transmission and distribution lines. TO ensure that the ALS curriculum is in line with the K-12 program and to provide opportunities for both OSY and adult learners, DepEd through the Bureau of Curriculum Development launched the ALS K-12 curriculum. Like the K-12 curriculum, the ALS K-12 curriculum is expressed in content standards, performance standards and learning competencies. It also defines the minimum competency standards for learners an alternative pathway of learning and certification parallel to the formal school system. The previous ALS curriculum was ditched because it has to be at par with the new K-12 curriculum. With this new curriculum, we hope that the ALS learners would have the same quality of education

that would avail them of the four exits of K-12: college, employment, entrepreneurship or vocational skills. Just like its cousin the K-12 curriculum, the ALS curriculum reflects the set of knowledge, skills and competencies that learners should develop to meet the minimum requirement of basic education. The curriculum includes both formal and informal sources of knowledge and skills. The new curriculum gives equivalency options and alternative programs similar to formal schooling such that a learner can move and transfer seamlessly from one education system to another. A learner can either be accelerated from elementary to junior high or from junior high to senior high if able to pass the exam.

It is simple to integrate science and literacy because there are lots of techniques in doing that, weaving literacy into science instruction throughout the year. As teachers, we must teach our students to be critical consumers of scientific information they read regardless of the source or type of text. We must develop the students’ inter-

est in scientific vocabulary and rich understanding of how words relate to each other. We must encourage collaboration as students seek answers to scientific questions and communicate their findings. Literacy skills aren’t addons to the science class. They are critical parts of instruction. They prepare the students for the future challenges they will meet. AS another virtual semester unfolds — the second or even third for some since the beginning of the pandemic — fatigue and declining satisfaction with this remote format seem to be increasingly felt on both sides of the screen. On the one hand, there are students worried about the quality of the courses they are taking, but above all, they are missing out on campus and community life. On the other hand, there are teachers feeling breathlessly short of resources, who have been pushed overnight to change their practices and run their classes from home. Beyond the purely pedagogical impacts, the issue of mental health for everyone is of concern today. Having

personally had to give online courses to more than 250 undergraduate students over these past weeks, I have been able to experience these issues and to feel the limits of this new way of teaching. The temptation — but also often the pressure — to draw out a host of technological tools to capture and maintain the attention of students or facilitate their collaboration is often very strong. Certainly, the idea of teaching a class live on Twitch or in a fictional world on Minecraft and then continuing the discussion on Discord or Slack can be exciting. But in this particular context, the teacher is sometimes more of a online influencer than an academic expert.

With the P571-billion proposed budget, Education Secretary Leonor Briones said that DepEd will put premium on the Alternative Learning System (ALS) to ensure that no one will be left behind whether herein the Philippines or abroad. Briones revealed that President Duterte has already approved DepEd’s budget proposal for next year which is at least 30 percent higher from the P430-billion budget given to DepEd in 2020. A big chunk of the budget will be used to make ALS accessible to those that are outside the formal learning system. Even as we are spending much resource on formal

education, we have to match it also with ALS, Briones pointed out. She added that to accelerate ALS as among the top priorities under her term, DepEd plans to hire some 51,000 teachers and this will include teachers for ALS in 2021. She also plans to add more ALS centers especially in far-flung or remote areas. ALS will also be strengthened to accommodate youth after graduating in drug rehabilitation centers. Only one out of ten potential ALS persons is able to join in the actual program. The new DepEd secretary noted that one can still get educated even in a nontraditional way.

Capacitating local meat processors in Balingoan through science & technology HEALTH and safety are paramount in this time of the pandemic, when there are numerous cases of health concerns that impede the capacity of people to maintain optimal health and nutrition. This is also emphasized by the Department of Science and Technology - Region 10 (DOST-10), the Technical Education and Skills Development Authority (TESDA), and the Municipality of Balingoan, who heed the call for safe and healthy foods in this time of the COVID-19 crisis. Ayala group provides relief for families affected by Taal seismic activity

Manila Water Foundation provided 500 units of 5-liter bottles of drinking water for use of the evacuees and Globe Telecom set up “Dyip Sagip” stations to provide free calls, charging, and Internet connectivity.

THE Ayala group of companies immediately mobilized resources to assist families affected by Taal Volcano’s seismic activity. Through Ayala Foundation, the Ayala group provided food and non-food items for families staying in three evacuation centers in Talisay, Batangas on February 17 and 18. According to the Provincial Disaster Risk Reduction Management Office of Batangas, 406 families or 2,030 individuals living on Taal Volcano Island (called “Pulo” by locals) were brought to evacuation centers in barangays Tumaway, Poblacion, and Aya. Among the items distributed were canned good and instant noodles, toys and clothing, and 5,000 protective face masks. Five hundred washable Magiting Face Masks, produced by Ayala Foundation as part of its Maging Magiting advocacy for nationalism, were also distributed. Manila Water Foundation and Globe Telecom also provided support for displaced families. For its part, Manila

Water Foundation brought 500 units of 5-gallon water bottles, while Globe set up “Dyip Sagip” stations, providing “libreng tawag,” phone charging, and WiFi connectivity in evacuation areas. Since the eruption of Taal Volcano in January 2020, the Ayala group has been providing much needed help for affected communities. As much as PhP11.4 million was mobilized to provide immediate relief for 4,000 families or 20,000 individuals. Part of the support was the distribution of 10 Kia 2500 Vans from AC Motors. These vans continue to be used by the recipient communities for relief and other public service activities. Batangas was also one of the areas served by the Ayala group’s nationwide Brigada ng Ayala initiative, which supports public school teachers and students as they adapt to the new normal of education. In Batangas alone, Brigada ng Ayala covered 78 public schools, providing e-learning kits for 1,740 teachers and “Ayala EduCare” learning and hygiene kits for 9,417 students. To date, Brigada ng Ayala has expanded its reach nationwide, reaching

quarry operators will be served a cease and desist order by Acting Security Chief Officer Col. Pedrito Daquipil (Ret.) upon La Viña’s instruction. La Viña also ordered to restrict the access of all five quarry operators to PHIVIDEC roads going to the quarry sites. The plan to close the quarry operations is based on the conduct of a thorough intelligence work that La Viña ordered just weeks after he was appointed PHIVIDEC Administrator by President Rodigo Duterte. La Viña said that he is afraid of the possible consequence to the people when a landslide occurs during heavy rains due to increased erosion on the river bank caused by the quarry operations. The problem dates back to the 1990’s but was not resolved. This is why Administrator La Viña is taking direct action. Ac c ordi ng to L a Vi ña , PHIVIDEC could be blamed in the future if this problem is not directly addressed now. La Viña wants to ensure that the lives of the people living along the coast, especially the poor, are not jeopardized and to avert a Sendong-like tragedy in Tagoloan. When Typhoon Sendong hit Cagayan de Oro in 2011, the disaster claimed about 2,000 lives and caused billions-worth of economic damages. Based on a 2019 survey, it was found out that PHIVIDEC has already lost 70 hectares of its 3,000-hectare from years of quarry operations in its area. The sand along the banks of the river within the PHIVIDEC estate has been hugely depleted due to bank eroslon. La Viña is deeply concerned that th e plants inside PHIVIDEC will be in danger if the quarry operations continue. La Viña also raise an alarm on the destruction and the damages to the environment because of over-quarrying. With this, La Viña urged local government units including the relevant the Provincial Government to cooperate in his desire to agencies and protect the people against any kind of disaster such as flooding and cooperate in his desire to landslides, of disaster such as flooding and Under Presidential Decree No. 538, PHIVIDEC has the right to close the quarry, especially when the operation takes place right inside its property. The summit, Andanar said, served as a platform for “earnest and intelligent” discourse and for advancing partnerships among various stakeholders on civil and political, economic, social, and cultural rights. “The government is pleased with the steady progress in the work of the UNJP,” he said. There have been consultations on a joint program between the UNRC and UN agencies and the Department of Foreign Affairs (DFA) and DOJ. The DFA and DOJ, along with other Philippine agencies, have proposed the elements of a multi-year joint program based on priorities of the government to strengthen various technical aspects of the country’s rule of law, accountability, and human rights mechanisms. The joint program under consideration would mainstream human rights in the cooperation between the Philippines and the UN, as well as strengthen synergies in cooperative efforts to advance human rights side by side with the country’s determined pursuit of sustainable development goals.

She said the health care facility has now become a necessity for Villanueva, a second-class town being touted as Misamis Oriental’s industrial capital, due to the rising population and the establishment of industries in the municipality.

Two best Pinoy singing cooks to battle for Phoenix SUPER LPG’s Kalderoke grand finals

THE awaited two-part grand finale of the Phoenix SUPER LPG Kalderoke competition is happening starting this weekend, February 20 and 27 on the Kapamilya Channel, featuring the country’s top two singing cooks who have bested 14 other contenders. Grand finalists Nazer Salcedo and Princess Virtudazo will compete in a three-round battle for the Php 100,000 cash prize. The grand finals competition will feature a duet round for a rice dish, a round for cooking their opponent’s recipe, and a cook-off for the crown with their best song and recipe. “We are very excited to finally crown the winner of Kalderoke after the exciting weekly singing and cooking battles among our talented singing cooks nationwide. This competition not only showcased the Filipinos’ love for both singing and cooking, but also promoted how
