Palace launches Du30 app THE Presidential Communications and Operations Office (PCOO) launched on Tuesday the Du30 mobile application to provide a communication channel between government and the people and give updates on President Rodrigo Roa Duterte.

During the second day of the National Information Convention 2018 at the SMX Convention Center Davao, PCOO Secretary Martin Andanar said the app gives mobile users straight access to the latest news about the government and the President.

“We have to make the people well-informed about the government. This way, we offer easy access to government, whenever and wherever they may be, anytime and anywhere. PCOO is going along the trend of times, as we explore new media platforms, one of which is mobile technology,” Andanar told 1,600 attendees to the NIC 2018.

Citing leading digital marketing data firm, We Are Social, Andanar said there are 62 million active mobile users today, more

than half of the country’s 103.3 million population.

The Du30 app is “the PCOO’s official mobile app and main online link to Filipino communities.”

It claims to offer a fast and intuitive interface for viewing relevant social media feeds, participate in surveys and polls, post comments, and get instant access to personal messages from the President.

The Du30 app will soon roll out a reporting tool feature that serves as a “callto-action” hotline for reporting crimes, corruption, frontline services that need fixing, and situations that need to be commended.

The mobile app, which runs on both iOS and Android, opens to an interface linked with the PCOO’s different social media accounts – Facebook, Twitter, Instagram – and Youtube where they post updates about the latest news and activities of the President.

KIDAPAWAN City--An overseas Filipino worker from Maguindanao who was reported missing last month was found in a hospital in Kuwait where she was confined for coma, a relative said.

The Filipina was identified as Norisa Manambit, 36, of Barangay Kauran, Ampatuan town in Maguindanao.

Lady Mae Besa, in an interview over Catholic-run dxND here, said she only learned of her aunt’s situation through her friends on Facebook.

Besa said a Filipina nurse posted about her aunt’s condition on Facebook so relatives may know about it.

She said her aunt has been missing since January this year. She recalled that their last communication with her was in the last quarter of 2017.

She said her aunt left åthe Philippines in 2017 to work as a domestic helper in Daman in Saudi Arabia, and seeing her in a coma in a Kuwaiti hospital surprised them so much.

“How can that be? We were so sure she went to Daman, Saudi Arabia. How did she arrive in Kuwait?” she asked.

Besa learned that sometime in January this year Manambit had a heated altercation with her employer after she was caught using a mobile phone.

The altercation allegedly resulted to a fight that led her employer to call for police and had her locked inside a prison cell in Daman.

Digital Literacy Training for senior citizens held in Comval

C ompostela Valley Province---The Department of Information and Communication Technology (DICT) in partnership with the provincial government of Compostela Valley through the Information Technology and Communication Development Division (ITCDD) holds a three day digital literacy hands-on training for senior citizens on February 7 - 9, 2018 at the DICT training hub, Poblacion, Nabunturan, Comval.

According to Joyzel R. Odi – ITCDD Division Head that the participants are the senior citizens coming from Barangay Sta. Maria, Nabunturan.

Odi added that the DICT chose the beneficiaries of the training as well as pro-

viding for the food, venue and accommodation of the participants.

“We are the resource speakers, we are task to assist and orient the beneficiaries in terms of the basic computing concepts, internet use, applications, collaborations and productivity apps,” said Odi. She added that the participants also learned how to use Facebook, Google, Youtube and emails using their laptop computer, or cellphones.

Insatiable greed NATURAL disasters are now common year in and year out. It has become a way of life so to speak, events we could no longer avoid, halt, or put a stop.

The frequent occurrences of floods and droughts elsewhere are by-products of man’s insatiable greed --that of wanton abuse and the subsequent neglect of our environment.

The result? We have now this thing called climate change staying for good in our midst. Studies show that there are several causes of climate change, but all have something in common – people.

On one hand, global warming is a side effect of many things that we, as a people do – like driving cars, heating homes, running factories, and transforming forests into towns. Our landfills and farm animals are to blame for recent climate change too.

Burning fossil fuels like coal, oil, and gas releases greenhouses gases such as carbon dioxide into the atmosphere.

These gases trap heat in the atmosphere that was on its way out to space, causing Earth’s greenhouse effect to

grow more intense, warming the climate.

Changes in the way land is used also have an impact on climate.

For example, when trees and other plants are cut down to make way for new buildings or parking lots, climate warms because less carbon dioxide is taken out of the atmosphere without the plants.

Plus, the asphalt and buildings tend to hold onto more heat than forests and fields, so when warmed by the Sun, they stay warm for some time.

Agriculture also adds greenhouse gases to the atmosphere. Farm animals release methane, a particularly strong greenhouse gas, as they digest food.

Factory-made fertilizers release nitrous oxide, another strong greenhouse gas into the atmosphere What would climate be like on Earth today if humans were not affecting the system? We can answer that question without making everyone move somewhere else.

With models of the Earth system run on computers, scientists have simulated what our world’s tempera-

ture would be like over the past century both without human influences and with human influences.

Because computers don’t know what actually happened over that time, the model takes into account only the factors that might affect our climate and not any data about what actually happened.

The result: • Without humans, climate is affected mainly by changes in the Sun and volcanic eruptions. Under those conditions, the models found that Earth would have cooled slightly over the past century, which doesn’t match what actually happened.

• With humans, climate is affected by the activities of humans as well as the Sun and volcanoes. Once the models included the activities of humans that caused an increase in the amount of greenhouse gases to the atmosphere, they pretty accurately predicted what happened to Earth’s temperature over the past century.

There will be more global warming coming according to the results of computer models summarized by the

Intergovernmental Panel on Climate Change (IPCC) -- a group of experts from more than 100 countries organized by the World Meteorological Organization (WMO) and the United Nations Environment Programme (UNEP).

The IPCC predicts we will see about 0.2° Celsius warming for the next two decades. If we continue to emit as many, or more, greenhouse gases, this will cause far more warming during the 21st Century than we saw in the 20th Century.

During this time, various computer models predict that Earth’s average temperature will rise between 1.8° and 4.0° Celsius (3.2° and 7.2° F) depending largely on how humans change the ways they live on the planet.

Elites should lead the charge against corruption CORRUPTION remains the scourge of our society. It is largely caused by mass poverty and impunity. Battling them should be at the top of the agenda of civil society and the professionals in every community—where the cycle of corruption begins.

To break the cycle, one must intervene at its point of origin, which is in the nation’s underbelly, the barangay. Of special concern should be the neighborhoods where the most vulnerable sectors are victimized by corrupt political values and practices.

Corrupt politics does the most damage in localities where people eke out a living under subhuman conditions, bedeviling society with social problems.

It is there, in the slums, that wrong perceptions pollute the political system—for example, that patronage and vote buying are a normal part of politics, therefore acceptable. This prevailing attitude indicates how debased our politics has become. The abnormal—an aberration—is viewed as normal; morality is turned on its head.

Is it possible the trapos do not know or care that their politics and style of governance is corrupting the grassroots and transform-

ing them into an immoral citizenry? But instead of taking them to task for trashing the system and community values, the “decent” residents, the local elites—the so-called leading citizens–fraternize with the trapos, lionize them, or indulge their egos and misplaced vanities.

From the lairs of the Abu Sayyaf in Basilan and Sulu, to the insurgencyplagued localities of Mindanao, Visayas and Luzon, to the squatter-filled cities everywhere, wrongful political values make shortshrift of decency, morality and democracy. Organized bands imposing permitto-campaign fees trash the political system. Politicians paying them to gain advantage over rivals betray the democracy they purport to champion. Political entrepreneurs who bankroll campaigns for a share of contracts or buy influence distort and sabotage the economy.

Ignorant voters and voting blocs that sell their votes wholesale bastardize elections. And the apathy of citizens who ought to know better, who belittle their role and power to influence the system, who play along so they can get a share of the loot, erode

our nation’s confidence and political will.

No less than the nation’s integrity is at stake here. Unless grassroots democracy is cleansed and rid of these aberrations, we cannot hope to develop self-respect as a people, much less attain respectability in the eyes of others.

That Philippine Democracy is a put on is a perception that gives foreigners a reason to be patronizing or condescending towards Filipinos. It is bad enough that the term “Filipino” has entered the lexicon as meaning “domestic servant”—with negative connotations. That we are viewed as a nation of sheep ruled by wolves pretending to be statesmen debases the memory of Rizal, Bonifacio, and the rest in our pantheon of heroes.

More than three decades have passed since we dismantled the Marcos dictatorship at Edsa I, but the “Damaged Culture” view of American news correspondent James Fallows (in explaining our economy’s inability to take off like our neighbors) still stands. We must do something about such perceptions by breaking the cycle of corruption that gives rise to them. And we must do this community

by community, barangay by barangay, until a new ethos at the grassroots transforms our political culture.

Those who truly care about the fate of our society should learn to pay attention to his barangay and be involved in its governance.

The reform effort needs affirmative action in the community, especially by those who are not perceived as activists but who command respect by virtue of their station or calling.

The initiative need not be spectacular or entail extraordinary means. Sometimes just by being visible or present in barangay affairs helps. Simply by being perceived as a citizen who shows concern about its welfare or problems makes local society sit up and take notice. It alerts neighbors that something important is taking place, or that something momentous could happen.

The visibility of the middle and upper classes is very important. They are looked up to as the movers and shakers of society, its pace-setters. They can do a lot in the task of establishing local standards of service and in eradicating corruption, subtly and gently maybe, but persistently.

Moreover, it is important for decent people (unhappy about the extent of corruption in our society) to know they are not alone. There are many out there who feel the same or worse, and wish they could do something, to apply the brakes, or even just to sound the warning bell. But they may not know how to go about it. Others who do may be too timid, too discouraged or too intimidated as to even try. Perhaps they are paralyzed by the enormity of the task. But they may act if shown the way by a credible leadership.

processes of governance in one’s barangay is one way to provide leadership—leadership by example. It doesn’t even have to be the up-front, take-charge kind of leadership. Just quiet, low key, affirmative presence. The unaccustomed presence of one who is not ordinarily in on community’s affairs gives a clear signal that this is serious business, not business as usual, that it is time for change, time for crossing over from indifference to affirmative action.

It will encourage others not used to seeing principles or convictions acted out to stand up and be counted. It might even embolden them to be assertive and insist on good governance.

Or perhaps it will drive them to challenge the status quo, to stake their claim to decency and good government…. Perhaps, because no one can guarantee they will.

But the first step needed to break the cycle would have been made.

Duterte gov’t tops GDP allocation for infra

MANILA -- The Philippine government under President Rodrigo Duterte has allocated a bigger portion of its Gross Domestic Product (GDP) for infrastructure spending, compared with the average of the past six administrations in the last 50 years.

“We are pouring in 5.4 percent in comparison to just 2.6 percent of the average of the past six administrations in the last 50 years,” said Build, Build, Build team chairperson Anna Mae You Lamentillo during the National Information Convention (NIC) in Davao City on Monday.

Lamentillo said the administration would spend

PHP8.4 trillion in infrastructure in its six-year term, and this would be financed 80 percent by local borrowings.

In his 10-point socioeconomic agenda, Duterte aims to reduce Philippine poverty from 21.6 percent in 2015 to 13-15 percent by 2022.

Lamentilla said financing the speedy establishment of infrastructure and development of industries that would ease up the people’s lives and boost economic growth is one of the big changes the government is making.

MANILA -- The United States-Philippines Society (USPS) cited new growth areas for Filipino and American companies to explore to further strengthen economic ties between the two countries.

In a press conference Tuesday, USPS co-chairs Manuel Pangilinan and John Negroponte urged Filipino and American firms to partner in areas of telecommunication construction, energy, agriculture, and airplane parts.

Pangilinan said that engaging with US telco companies exposes his business to latest technologies, which the company can adopt here.

Pangilinan owns the country’s largest telco firm PLDT. He added that US firms, on the other hand, can partner with Filipino companies and participate with the Build Build Build Program of the Duterte administration.

“I think we need to promote better visibility of those US companies here in respect of the Build Build Build Program of the President,” said Pangilinan.

Group cites new growth areas for PH, US tie-ups

MANILA -- The Department of Trade and Industry (DTI) plans to extend the implementation of suggested retail prices (SRPs) to bigger sari-sari stores so that more Filipinos have better access to cheaper basic and prime commodities.

DTI Secretary Ramon Lopez told reporters Tuesday that the agency would launch soon the Suking Tindahan Program, which would promote SRPs among major sari-sari stores in communities.

Lopez said the DTI would grant accreditation, or seal of good housekeeping, on stores that volunteer to implement SRPs on basic and prime products that they sell.

“We will be providing accreditation or seal of good housekeeping in stores that

will be willing to put SRPs on products. It’s not required but voluntary. But then, it’s a marketing tool, for stores that they are selling basic and prime products on SRPs,” he said.

“The Suking Tindahan Program is aligning with President Duterte’s thrust to improve consumer welfare and initiate pro-poor programs and to ensure easier access to cheaper SRPs,” he added.

The DTI chief said that the agency could help make arrangement with manufacturers to directly supply these sari-sari stores who pledge to sell products within SRPs. Currently, SRPs are only applied to groceries and supermarkets nationwide.

NGCP, DICT agree on fiber optic availability for NBP NGCP and the Department of Information and Communications Technology (DICT) have agreed on the way forward for NGCP’s fiber optic capacity availabity for third party use under the National Broadband Program (NBP).

DAVAO CITY -- Presidential Communications Operations Office (PCOO) Secretary Martin Andanar on Tuesday enjoined public information officers and communicators to join the PCOO in waging war against disinformation and misinformation as well as fake news.

Andanar made the challenge during the 1st National Information Convention here where he urged the delegates to go down to the grassroots level to counter fake news.

“Let’s work together to fight fake news,” Andanar told more than 1,600 participants, most of them public information and communicators from 16 regions, attending the first ever information conven-

and collectively, improve our lives, restore a sense of compassion and concern, do justice where it is rightfully due, and, most importantly, safeguard the future?” he asked.

Duterte said these questions could be answered during the convention.

In gist, the President underscored the importance of sharing the truth through various platforms.

in eradicating destructive elements such as his war on drugs, criminality, corruption, and terrorism.

“The battle zones surround all of us; and, as the communication and information officers of the government, you are bound to fight these wars as a matter of duty and for the honor of being the public servants of our people,” he said.

Public sector PWRDs to receive higher amount of EC Carer’s Allowance upon President’s approval of increase Recognizing the need to continually enhance benefits under the Employees’ Compensation Program (ECP) and make it more responsive to the welfare and development needs of persons with work-related disabilities (PWRDs), the Employees’ Compensation Commission (ECC) has

approved an increase in the amount of Carer’s Allowance from P575 to P1,000 per month.

Carer’s Allowance is a supplemental pension provided to pensioners in the private and public sector who suffer from work-connected permanent partial and permanent total dis-

abilities.

Department of Labor and Employment Secretary and ECC Chairperson Silvestre H. Bello III said that this initiative is in line with ECC’s mandate to upgrade benefits and add new ones, subject to the approval of the President of the Philippines. The increase in

the Carer’s Allowance is the Commission’s way of ensuring that the package of benefits and services it provides will remain relevant and meaningful.

Since their separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on September 17,1997 so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on March 9, 2018 at 9:00 a.m. at which time, date and place. Any interested party may appear and show why the petition should not be granted. For ABAC Philippines’ Guillermo Luz, digital innovation as a new policy topic within ABAC is particularly relevant for the Philippines, which has a strong service-oriented economy.

“We will look at the opportunities and adjustments to the economy that were brought about by technologies such as artificial intelligence, robotics and machine learning, among others. It is estimated that as much as 80% of existing jobs today may be changed significantly or outright eliminated in the next 40-50 years and replaced by even larger number of new jobs.

“The government wanted to make sure support infrastructure to respond to the reports,” he said.

Saycon added the app’s reporting tool will automatically open the camera and activate the global positioning system to send a real-time report and, at the same time, prevent pranks.
