Gov’t mulls use of nuclear energy By Antonio L. Colina IV MindaNews
DAVAO City--The Department of Energy (DOE) is crafting a “national position” on the use of nuclear energy in the country that will be submitted to President Rodrigo R. Duterte within the first quarter of 2018. In an interview during the National Information Convention 2018 at the SMX Convention Center Davao on Monday, Energy Undersecretary Felix William Fuentebella cited the need to tap other sources of power to diversify the country’s power mix and
attain energy resiliency. He said the DOE is conducting a study on nuclear technology, along with the Philippine Nuclear Research Institute of the Department of Science and Technology, and International Atomic Energy Agency (IAEA) IAEA is a169-country international organization that promotes “the peaceful use of nuclear energy, and to inhibit its use for any military purpose, including weapons.” Countries such as Russia, China, and US have expressed interest in nuclear power and are
assisting the DOE in the study, Fuentebella said. He said they need to conduct a study to come up with a comprehensive and science-based decision on the nuclear issue and to consider public acceptance of this technology. He said the country needs to include nuclear power to its energy mix because “nagkakaroon tayo ng problema sa natural gas, nagkakaroon tayo ng problema sa planta” (we have problem in natural gas, we have problem in our plants). HULAGWAY opens at CU Museum of 3 Cultures Nic Aca marks 1st Solo Exhibit

Multi-dimensional artist Nicolas P. Aca, Jr. has opened his first solo exhibit at Capitol University’s Museum of 3 Cultu res with a gallery featuring portraits of Cagayan de Oro’s past and present city schools division superintendents. D u b b e d “HULAGWAY"(or Picture in Bisaya), the exhibit was officially opened last 16 February 2018 with friends and luminaries in the academic, arts and culture fields in attendance. It will run until the end of the month. According to the gallery notes written by Kristian Ian Sulmayor, the exhibit is “a tribute for the people behind the efforts and success of our city’s educational evolution.” “Nic” Aca is a visual and performance artist who is concurrently the resident artist and gallery curator of Capitol University’s Museum of 3 Cultures. A BS Architecture graduate of Cagayan de Oro College, he is also vice president of the CDO Art Guild, Inc., a commissioner of the Cagayan de Oro City Historical and Cultural Commission (Hiscom), and a member of the Solidarity in Performance Art Philippines (SIPAP). Nic uses his genre to mainly convey social commentaries on contemporary society to the public. His performances and craftsmanship deal with issues and advocacies on environmental protection, politics, poverty and matters of social consequence. The artist is also renowned in the exclusive circles of the art world and has performed in a number of national and international events, among them: DJAMOE International Performance Art Festival in Bandung, Indonesia (2017); Silingan Sine International Art Festival at Zamboanga City (2017); 7th Salaya International Documentary Film at Salaya, Thailand (February, 2017); Latent Action Performance Art Village Project at Xi’an, China (October 2016, the

As an intermission, Aca’s grade 12 daughter, Bulawan O. Aca, serenaded her father with her take on Kenny Roger's "Through the Years". “The wood relief portraits are made from hard wood engraved and carved with chisel and router. With the help of fire, the shades and lining of the portraits were stressed and exposed. Oligarchies’ vested Interest
THE local, regional, and national levels of leadership tend to be dominated by the vested interest. Unfortunately, the oligarchies and their cronies have so far dominated the political arena. They have accumulated their power again and again. In that condition, the people in the country never get their aspiration fulfilled. Is there really a national interest? The answer is nothing for it. When the election of any leaders in a country, the candidates are always screened based on the cronies and the oligarchies’ interrelationship. Those who are none of that line of the interrelationship will be excluded during the selection. Or, they will be ousted when already elected using whatever ways. What applies in the political arena is the line of the interrelationship of the oligarchies. Besides that, the candidates should prepare their tribute money. It is a political commitment with the reason that political campaign need high cost. Anything to be done for the winning team is always supported by big fund. So, without oligarchies’ relation-
ship and no tribute money, the candidates will never be selected. When selected, they will be ousted. It si impossible for making them the local, regional, and national leaders. The political will that is based on such an attitude will never lead to the prosperous nation. It is the real nation’s prosperity. There is no time for oligarchies considering the whole people. There is no space in the oligarchies’ mind for the whole people interest. What always exists in their mind is their cronies’ vested interest. It is like a utopia when people hope to get their aspiration realized. Politically, the people are only the votes to be taken but not their real aspiration to be adopted for policy decisions. This always even happens not only locally and regionally but even nationally. The marginal people and their powerless in any decision making cannot be granted for their expectation. The nation as a whole in a country will be dragged into the oligarchies’ vested interest. This can be traced in any developing countries, since a long time ago up to this decade. The cronies and

oligarchies tend to still enjoy their glory in any aspects. People in general just watch and keep themselves dragged into the oligarchies’ vested interest. In order that the nation can leave such political practices, there must be a kind of Memorandum of Understanding (MoU). It is the national MoU for making a new agreement. It is a national agreement that must be signed by all the representatives not only by the House of representative members’ but also some towering figures in the country. They have to write all the national guidelines and policies together. It is a kind of national commitment. If necessary, it is a kind of redefinition of the national development goal. In that process, the MoU should be eye-witnessed by the whole nation through the representativeness. Otherwise, the oligarchies and their cronies will always dominate the power and authority. In other words, they always drag the national interest into their oligarchies’ interest. The most obvious one in oligarchies’ vested interest

is the political dynasty. The “blood” root of the leaders become the dominant and the first criteria. Yet, local, regional, and even national leadership should be rooted from the candidates who are free from bias consideration. They must be objectively and naturally elected. By doing so, we can have their ideas into execution for the whole nation’s prosperity. Otherwise, we will live with a utopia forever. Dangers of Martial Law: The case of South Cotabato SP Member Romulo Solivio
GENERAL Santos City-I find it appropriate to state, at the outset, that it is dangerous for us to allow the military to succeed in its current social experiment whose ends are clearly to stifle dissent and stall the free exercise of the people’s civil and political rights which are prominently enshrined in the 1987 Constitution. If we remain silent, and do not raise our voices in protest against what it is doing now to Romulo O. Solivio, former Municipal Mayor of the Surallah and incumbent member of the Sangguniang Panglalawigan of the Province of South Cotabato, we will soon see the military wagging its oppressive wand to sow fear on the people, cow the opposition and cripple the activist and progressive movements in this part of the country. Our silence in the midst of this dubious act of making Romulo Solivio as a tool for this dangerous social experiment will send a wrong signal to military officials who would be emboldened and encouraged to continue in their pursuit to trample upon our constitutional and God-given rights. Thus, we need to raise our voices against this military experiment before the effects of the military’s psychological warfare will
invade deep into public consciousness, and make us live our fears and sufferings. We should not allow this to take its roots on our consciousness and our beings. Otherwise, we will all be reduced into robots, without a mind of our own. This is also very dangerous for all of us. Today, Board Member Romulo Solivio, or Mulong as he is fondly called by his friends and allies, is reported to be in constant hiding after he was falsely tagged by a military official to be a member of the CPP/ NPA (Communist Party of the Philippines / News Peoples Army) Because of this, Mulong Solivio is also reported to be seriously worrying about the security and safety of his wife, children and grandchildren. As it is now, Mulong Solivio is, clearly, a victim of military officials’ limited view of the political spectrum. Politicians who aligned themselves with capitalist forces are considered desirable, while those who accompany the basic communities and sectors in their struggle for dignity and prosperity are automatically tagged as members of the CPP/NPA. This frame of mind is quite irritating because until now, when information is supposed to be just in our
fingertips, the military is still clinging to its old moronic view of things, putting to serious question the kind of education and training that they were made to undergo while inside military training institutions. Few days ago, Lt. Col. Harold Cabunoc, commanding officer of the 33rd Infantry Battalion, based in South Cotabato, publicly announced that Mulong Solivio is a member and an active supporter of the CPP/NPA. Accordingly, Mulong is considered by the military as one among the many public officials in the country who is supportive the CPP/NPA’s revolutionary struggle. For this reason, Lt. Col. Harold Cabunoc reportedly vowed before the public that he will soon put Mulong behind bars. This promise, no matter how off-tangent, is not just an empty word. Lt. Col. Cabunoc can really do it now to Mulong and to any members of his family, considering that Mindanao is now under the state of Martial Law. The reason for this is obvious. But, let me state, at this juncture, that this public pronouncement of Lt. Col. Harold Cabunoc is already sending a shiver of fear not only into Mulong Solivio, but also into the collective spine of social activists, human rights defenders and
other progressive development workers not only in South Cotabato and General Santos City, but also in the whole SOCSKSARGEN’s economic corridor. The whole of Mindanao is now under the state of Martial Law. At the same time, the privilege of the writ of habeas corpus is also suspended in the whole Island of Mindanao. In effect, this means that any military official can have Mulong Solivio and the other members of his family arrested and put behind bars anytime even without any warrant of arrest issued by a competent court. This also means that the military can undertake searches of Mulong’s household and business establishments, and that of any other members of his family, without a search warrant. Duterte’s Martial Law is more dangerous than the Martial Law of the fallen Philippine dictator. While Martial Law and the suspension of the privilege of the writ of habeas corpus are already intrinsically dangerous to activists, human rights defenders and progressive development workers, like Mulong Solivio, what makes them doubly dangerous is the absence of gallant lawyers and church workers who are always ready to See dangers, page 11

I myself went through this sorry experience, together with my wife and my daughter, as dusk was settling fast last Saturday, February 17, 2018. We came from Paniqui, Tarlac, and we were all craving for pizza from a hotel inside the Clark Freeport Zone as we drove through SCTEX. We were literally salivating for the pizza that is ultra-thin, and is actually eaten after wrapping in it leaves and growing root plants, and then sprinkled with lots of hot chili sauce. As I was the driver, I de-
cided to exit SCTEX through its Clark South gate. We were dismayed because we got stuck for more than 45 minutes on the road, first on the side going to Subic Bay, and then on the lane towards the lone both to pay our toll fee. Well, this phenomenon of long queues can also be seen at the San Fernando, Pampanga exit and at the Hacienda Luisita, San Miguel, Tarlac exit at the North Luzon Expressway (NLEX). A traffic mayhem surely awaits motorists going to the North for the Holy Week, if this is not remedied! -oooWHO WILL ASSURE CUSTOMERS THAT BUSINESSMEN WOULD BE TRUE TO THEIR PROMISES? People must exercise more care and prudence when eating in restaurants nowadays, lest they too will experience what I went through inside a fast food chain standing on the side of the road from the Coastal Road, near the Aguinaldo Highway in Bacoor City, which is even named after a popular American folk singer who I think was here just a couple of weeks ago. I was enticed to order the restaurant’s soup and salad, principally because
they looked good in the menu---they were in reasonably large containers, and thoroughly tempting to the eyes, at a price highly affordable, which is P120.00 for the two of them. When the service crew heard that I ordering the soup and the salad in their menu, she suddenly came to me and hastened to tell me that what I would be given, if I ordered the pair, would be far less than what appeared in the menu. She said I might be dismayed if what I expected to be given to me would not be the same as the ones pictured in their menu. Because of that, I no longer ordered the soup and the salad, and asked for other items instead. Oh well! Is there a government agency that assures that what businessmen are displaying in their menus or are claiming in their advertisements are the same things that buyers will get? -oooWHO SHOULD WE BLAME FOR THE FORTHCOMING DIVORFE LAW IN RP? When Cory solely held all the powers of government after she installed a revolutionary government and enacted a “Freedom Constitution”---making her the absolute dictator of everything in the country then---she came out with what she called then as the Family Code. Under this law, marriages can be annulled in the country, simply on account of the so-called psychological incapacity of the spouses to discharge their marital obligations. The Cory-decreed annulment of marriages was worse than divorces in other countries, because her law allowing marriages to be set aside took effect from the date of the marriage itself, so that it was as if there was no marriage that ever took place at all. In divorces abroad, particularly in America, their effect

Reforms open opportunities for e-vehicles in PH By Kris Crismundo
MANILA -- Reforms on tax and transportation in the country opened more opportunities for electric vehicle players, Electric Vehicle Association of the the Philippines (EVAP) President Rommel Juan said. Juan said the Tax Reform for Acceleration and Inclusion (TRAIN) Law promotes the use of e-vehicles in the country with the exemption of e-vehicles from excise tax while imposing higher excise tax on motor vehicles. He noted that with the exemption of e-vehicles in the new tax law, industry players can consider lowering the price of e-vehicles. The EVAP chief added that the administration’s Public Utility Vehicle (PUV) Modernization Program also offers opportunities to e-vehicle manufacturers as the government pushes for eco-friendly transportation. Juan said that with the modernization of PUVs, e-vehicle assemblers could
take a share in replacing some 200,000 outdated jeepneys in the country. “And of course, the PUV Modernization Program aimed at replacing some 200,000 jeepneys is also a big potential for the electric jeepneys,” Juan said. He also noted developments in the local sector including private sector’s investments to set up evehicle charging stations in strategic locations. MANILA -- Property conglomerate SM Prime Holdings Inc. (SM Prime) on Monday said its profit grew 16 percent last year on the strong performance of its malls and residential businesses. SM Prime told the local bourse its net income reached PHP27.6 billion in 2017 from PHP23.8 billion the previous year. Consolidated revenues rose 14 percent year-on-year to PHP90.9 billion from PHP79.8 billion. “SM Prime continues to benefit from the sustained overall economic progress of the Philippines that resulted to higher spending power for most Filipino families. This translated to consistent growth of our key businesses
that include higher rental revenues of our malls, increased residential units sales and growing contribution of our other business segments,” said SM Prime President Jeffrey Lim. SM Prime’s mall revenues, which contributed 58 percent to total revenues, increased by 9 percent to PHP53.2 billion in 2017 from PHP48.6 billion the previous year. Rent income reached PHP45.2 billion last year, up 11 percent from PHP41 billion in 2016. The conglomerate attributed higher revenue to rising contribution of rentals from new and expanded malls that were launched during the last two years. SM Prime has 67 malls in the Philippines offering 8 million square meters (sqm)
of gross floor area (GFA), and seven malls in China with 1.3 sqm of GFA at the end of 2017. SM Prime’s residential group, led by SM Development Corp., posted a revenue growth of 18 percent to PHP30 billion in 2017 from PHP25.4 billion in 2016. It attributed growth to higher construction accomplishments of projects launched in 2013 to 2016, as well as continued increase in sales take-up of ready for occupancy units. The rest of SM Prime’s businesses booked a revenue growth of 32 percent to PHP7.9 billion in 2017 from PHP6 billion the previous year. The commercial properties and the hotels and convention centers business segments
contributed to a revenue growth of 12 percent and 49 percent, respectively, in 2017. To date, SM Prime has seven office buildings with a combined GFA of 456,000 sqm. ThreeECom and FourECom Centers in the Mall of Asia Complex, Pasay City, which are set to be completed this 2018 and in 2020, will add a combined GFA of almost 320,000 sqm in the company’s office portfolio. The hotels and convention centers currently has six hotels with over 1,500 rooms, four convention centers and three trade halls. Residences shared 33 percent to SM Prime’s total revenues in 2017, while other business segments contributed 9 percent. (PNA)
MANILA -- Bargain-hunting boosted the Philippine Stock Exchange index (PSEi) Monday following the surprised cut on bank’s reserve requirement ratio (RRR) by a percentage point Thursday last week, which disadvantaged the peso. PSEi gained 1.14 percent, or 97.78 points, to 8,710.22 points, which a trader said was in line with its counterparts in the region. The trader said sentiments in the region are up on expectations for rate hikes in the US in the near term. With risk-on sentiments up, all the other indices also posted increases with the All Shares up by 0.94 percent, or 47.60 points, to 5,123.20 points. The sectors were led
at the end of last week and was the weakest compared to its 52.74 close on July 19, 2006. In a research note, ING Bank Manila senior economist Joey Cuyegkeng does not expect Bangko Sentral ng Pilipinas (BSP) to address the peso’s weakness. “But in the absence of a
hawkish BSP and a foreign exchange policy that shows more tolerance for a weaker PHP significant capital inflows are needed,” he said. The economist said these inflows might partly come from the expected USD500600 million through the stock rights offerings (SRO) of two major domestic banks
and the seasonally huge inflows from Overseas Filipino Workers (OFWs), who are expected to send in more funds ahead of the end of the school year or by March and before the start of the next school year by May. “The possibility of some relief is there,” Cuyegkeng said.
The economist, however, pointed out that these inflows are not expected to provide long-term solution to the peso’s slide against the greenback. This as market participants expect the US Federal Reserve to deliver around three rate hikes this year, the earliest of which is projected
by the Financials after it went up by 2.56 percent followed by Mining and Oil, 1.72 percent; Property, 1.38 percent; Services, 1.35 percent; Industrial, 0.66 percent; and Holding Firms, 0.38 percent. PROSPERIDAD, Agusan del Sur--A sibling of a public school teacher whose entire family of five were tragically killed in a fire that razed their home in November 6 last year received a P260,000 accident insurance fund from the provincial government here. Acting Vice Governor Edward Plaza-Mellana personally handed over the Land Bank of the Philippines check to Angelina Dumanon, sister of the late Marivic Abelita, a teacher at Bonifacio Elementary School in Barangay Bayugan 3 in Rosario town as beneficiary of the insurance coverage program of the provincial government of Agusan del
Sur. Abelita, her husband Kim and their two young daughters were killed killed in a fire that razed their house before midnight in Barangay 2 at the town poblacion on November 6. Neighbors said the father initially managed to get out of their house but had to go back to rescue his wife and three children. He ended up dead along with members of his family as the blaze spread quickly, destroying their semi-concrete abode. Aside from Kim, the other fatalities were Marivic, and children Lynde, 10; Maveric, 6; and Rianna, 3. Sangguniang Panlalawigan (SP) member Santiago Cane Jr. said the provincial

PCOO launches ‘DU30 Mobile App’ DAVAO CITY -- The Presidential Communications Operations Office (PCOO) formally launched the President DU30 mobile application as the newest media platform to link government to Filipino communities worldwide. The launching was held Tuesday during the second day of the National Information Convention (NIC) at SMX Convention Center in Davao City. Presidential Communications Secretary Martin Andanar said the DU30 App is the Filipinos link for updates on government plans, activities and speeches of President Rodrigo Duterte via the RTVM, Radyo Pilipinas, and the PCOO’s DU30 on Duty. The mobile application is one of the initiatives of the PCOO believing that mobile technology is one of the best ways to fight disinformation, misinformation and fake news. DAVAO CITY -- One of the best ways to combat disinformation and fake news is the Freedom of Information (FOI), an official of the Presidential Communications and Operations Office (PCOO) said on Monday. “There is so much disinformation you see on social media, on TV, on the broadsheets and on the radio. How we are going to combat fake news? The answer to that is Freedom of Information,” PCOO Assistant Secretary Kris Ablan said during the National Information Convention (NIC) 2018 at the SMX Convention Center in Davao City. Speaking before more than 1,500 public and private communicators from 16 regions, Ablan said FOI has been gaining success in addressing the complaints and queries of the people to the executive branch of the government. “We do have proof that FOI is successful as a tool for citizens’ access to information,” Ablan said after sharing stories of three citizens whose requests have been addressed through the FOI program. He said FOI can also be used by government officials particularly those working in the public information offices, both in the national and local government levels. “How? On the other hand, the skills of 21st century learners that need to be developed are critical thinking and problem solving, creativity and innovation, communication and collaboration and ICT literacy. Learners must be able to communicate clearly and collaborate with others. They must apply technology as a tool to research, organize, evaluate and communicate information. In using digital technologies, apply a fundamental understanding of the ethical/
legal issues surrounding the access and use of information technologies. That’s because recent technological advances have affected many areas of our lives: the way we communicate, collaborate, learn and of course teach. Along with that, those advances necessitate an expansion of our vocabulary producing definitions such as digital natives, digital immigrant and the 21st century teacher. Obviously, teaching in the 21st century is an altogether different phenomenon. Never before could learning be happening the way it is now – everywhere, all the time on any possible topic, supporting any possible learning style or preference. In the Department of Budget and Management (DBM), he said, people wanted to know the budget allocation of every government project and offices, as well as the internal revenue allotment (IRA) of each LGU. The National Economic Development Authority (NEDA)’s regional development plan has the most number of queries as well as the country’s economic reforms. Under the Department of Interior and Local Government (DILG), Ablan said public wanted to know more about the budget allocated to the disadvantaged municipalities. Ablan said FOI can also be used to support the campaign of President Rodrigo Duterte to curb graft and corruption in government. FOI, he said, will serve as another source of accurate information about other programs of the government particularly the shift of government to federalism and “Build, Build, Build” program. He encouraged all the LGUs to pass their respective version of FOI “because it’s the best practice.” “The people should pressure their local leaders to pass an ordinance on FOI,” he said. President Duterte has designated PCOO as the lead agency in the implementation of the FOI program in the executive branch. Duterte signed Executive Order No. 2 which implements the FOI, three weeks after he took his oath as president on June 30, 2016. Through the aggressive campaign of the PCOO, Ablan said, all the 189 lead national government agencies got on board the FOI implementation. He said their next target this year is to have 100 percent compliance for the government-owned and controlled corporations or GOCCs and State Universities and Colleges. (PNA)

It is downloadable on Google Play and the Apple Store for IPhone users. Paolo Saycon, chief operating officer of iBayad, said the DU30 App is the brainchild of the Sec. Andanar. Initially, it has links with PTV and Radyo Pilipinas. Other agencies within the scope of PCOO will also be added. One of the features of the DU30 App is the sentiment analysis tool or the poll survey. It has also the Comment and Share, Quick Call, Caption This and Direct and Official Social Media Feeds. After it was turned over to PCOO, Saycon said the application is completely managed by PCOO. This was already reviewed by the Department of Information and Communication Technology (DICT). According to Saycon, it took one year for iBayad to develop the application. iBayad is also developing another feature of the application that will serve as a tool for President Duterte to send personal messages to the people. Once approved by Malacañang, the DOE will ask Congress to review the probability of nuclear use in the country and update Republic Act 5207, also known as the Atomic Energy Regulatory and Liability Act, which provides for the “licensing and regulation of atomic energy facilities and materials, establishing the rules on liability for nuclear damage,” he said. “May legislations na kailangan gawin at dun madedetermine kung ano ang direction natin with our policy makers already onboard (There are some legislations that we need to do and, with our policy makers now onboard, we will know what our direction will be),” he said. The official stressed that the current effort of the DOE is the first of the 19 steps set by international standards that government has to do before it may use nuclear power. But once passed, he said, there are smaller modular nuclear technologies that can generate power from 1 megawatt to 8 MW. A trader said market players reacted to the Bangko Sentral ng Pilipinas’ (BSP) cut on banks’ RRR to 19 percent last week, which monetary officials said was in line with the central bank’s shift to market-based monetary policy implementation and the bid to introduce more financial market reforms. The last time the central bank adjusted RRR was in 2014 when it was hiked by a total of 50 basis points, 25 basis points each in March and May, as growth of domestic liquidity grew stronger than in the past years at a level of more than 20 percent. The trader said market players continued to see further peso depreciation as a result of the RRR cut, thus, their preference for the greenback. For the day, the local unit opened at 52.30, down from its 52.08 start in the previous session. It traded between 52.45 and 52.24, resulting in an average of 52.35. defend hapless individuals against the abuse of state’s coercive forces. It is my view that social activists, human rights defenders and progressive development workers were far better off during the time of Marcos than the time of Duterte. For instance, in General Santos City and South Cotabato, they have had Attorneys Dominador Lagare, Vicente Mirabueno, Larry De Pedro, Rufino Banas, Felix Calatrava who were always ready to defend their rights and shield them from military abuses during that dreadful period of the fallen dictatorship. The Integrated Bar of the Philippines, then, led by Atty. Rogelio Garcia, was so active in the defense of the people’s constitutional rights. The IBP has a regular program where military abuses were exposed and publicly
condemned. Even Fiscal Franklin Gacal was also active in the campaign against military abuses during that most dreadful period of the Marcos Marcos Martial Law. Since he is a government prosecutor, Fiscal Gacal was so effective in his opposition against military abuses. We do not have this kind of lawyers now. Sadly enough, even the local chapters of the IBP have been reduced into a neighborhood associations, bereft of any advocacy for the defense of human rights and the civil and political rights of an individual. During the Marcos Martial Law, the South Cotabato Alliance for Peace (SCAP) headed by Bishop Reginald Edward Vincent Arliss, C.P., of the then, Prelature of Marbel was very active in the campaign against military abuses. During the Marcos’ Martial Law, Fr. Loreto Viloria, editor of Concern, the official paper of the Diocese of Marbel, was very active in exposing military abuses as they happened, and was not afraid to visit military camps even during the wee hours of the night in search for the missing persons who were suspected to have been abducted by the military. In addition, Mike Sueno, the only opposition mayor during Martial Law also entertained no qualms in publicly exposing and leading rallies against military abuses. We do not have this kind of lawyers, church workers and public officials right now. This makes the Duterte Martial Law more dangerous than the Marcos Martial Law. The military can just trample upon the rights of an individual, without any kinds of a deterring opposition. This is, perhaps, the reason why these current threats against the life and liberty of Mulong Solivio are welcomed by the people with alarming silence. Nobody is taking the cudgel for him, not even his fellow officials in the Province of South Cotabato. The public announcement by Lt. Col. Cabunoc on the complicities of Mulong Solivio with the CPP/NPA becomes even more dreadful not only because Mindanao is now under the state of Martial Law, but also because of the fact that it was Lt. Col. Cabunoc who made that public pronouncement. He was a former Philippine Army spokesperson, thus, he holds a wide sphere of influence within the military. Thus, he can undertake the arrest and imprisonment, and even, God forbids, the assassination, of Mulong Solivio, with the full support of the military hierarchy. I do not believe Lt. Col. Cabunoc when he claimed that Mulong Solivio is a member and supporter of the CPP/NPA. But before I discuss this, let me emphasize, first, that one’s membership to any revolutionary group was already decriminalized immediately after the advent of the EDSA People Power Revolution. Therefore, granting arguendo that Mulong Solivio is really a member of the CPP/NPA, there is still no reason for Lt. Col. Cabunoc to arrest and incarcerate him. By being a member of the CPP/NPA, Mulong is not committing any crime under our existing laws. Imprisonment of a person for reason of his political belief is prohibited by the bill of rights enshrined in the Philippine Constitution. As long as he does not rise in arms against the government, Mulong Solivio is not committing any crime that will justify his arrest and incarceration even if Mindanao is under the state of Martial Law. Mere membership in a revolutionary group is not rebellion under our existing criminal statute. I can only hope that Lt. Col. Cabunoc understands this too well. Furthermore, even if it is true that he is participating and supporting the rallies and pickets of the CPP/NPA’s legal fronts, Mulong Solivio does not, still, commit any crime. The right to peaceably assemble for redress of grievances and the right to express one’s opinion are inviolable rights of individuals. These rights are guaranteed by the Constitution. But, what is sure for me is: Mulong is not a member or a supporter of the CPP/NPA’s armed struggle. He is just simply an activist and a progressive thinker whose primary goal is to balance the social landscape so that every person could have access to decision-making and become meaningful participants to the processes of growth and development. As, then, Mayor of Surallah, Mulong Solivio was our partner in the implementation of our institution’s development and governance program which batted for the transformation of barangays into sustainable, autonomous, self-sustaining and empowered basic government institutions and, at the same time, for the formation of empowered and sustainable com-

munities. We call this dual-power governance and development strategy. In the pursuit of this program, our development and governance institution, in partnership with the Municipality of Surallah, under the auspices of, then, Mayor Solivio, engaged in the formation of community-based and sector-based organizations in the 17 municipalities of Surallah. Mulong Solivio was not just a fence-sitter in the implementation of this program. He accompanied us even up to the remotest villages of the municipality to spread the importance of people’s direct and meaningful participation in the processes of policy-making and development. He was too convinced, then, that the empowerment of the barangay and basic social institutions is a key to genuine growth and development. One day, 15 armed members of the CPP/NPA paid a nocturnal visit to Tutong Dignadice, the chairperson of the farmers’ organization which we established in Barangay Canajay, Surallah, to ask him to stop kowtowing with the organizing project of Mayor Mulong Solivio. The NPA commander accused Mulong of slowing down the success of the people’s revolution through the implementation of what he called a reformist project. Mulong Solivio, upon hearing what had happened to his organizer, he asked us to hide Tutong Dignadice in the urban centers of General Santos City, so that he may be situated outside the sphere of danger, which we did. This incident triggered heated verbal exchanges over radio station DxCP between me and Noel Ligaspi, popularly known as Ka Efren, spokesperson of the CPP/NPA for Far South Mindanao. Ka Efren and his wife had lately surrendered to the military, for an unknown reason. I even suspected that my inclusion in the diagram of the CPP/NPA, which was published in its official publication “Ang Bayan”, indicating that I was one among those in the CPP/NPA’s Order of Battle, was caused by our organizing project in Surallah, which for the CPP/ NPA was a reformist project. This alone would prove that Mulong is not a member of the CPP/ NPA. He is just an activist and a progressive thinker. BY THE WAY, I condemn the act of the military of using Ka Efren as a tool against his comrades in the CPP/ NPA. Worst, he is being reportedly used for the military’s witch-hunting operations. For many decades, Ka Efren lived the life of the hunted in the pursuit of his revolutionary works. The military should allow him now to find his peace with his family. To use Ka Efren against his former comrades is the cruelest of all acts, and must be strongly condemned by our current civilization. For this, I appeal for the intervention of Governor Daisy Avance Fuentes. Going back, indeed, Mulong Solivio has in his record a history of the struggle for the oppressed and the disadvantaged. One time, he accompanied the people in lying, en masse, on the tarmac of the Surallah airport in order to prevent the planes of a multi-national company engaged in the banana and pineapple plantation business from flying for the aerial spraying of the vast banana and pineapple plantation of this same company. Mulong Solivio is a permanent fixture in march-rallies initiated by either environmentalist groups, church groups or other activist forces. He always loves to be in the company of the masses and the basic sectors. This is exactly a kind of a public official that we need now. Rather than protecting capitalist interests, Mulong Solivio, as a public official, walks with the masses to articulate their issues and their concerns for the future. The military should appreciate him, and not threaten him of arrest and imprisonment. We can seldom find a politician, like Mulong Solivio, in the country today. Lastly, the fate that is now befalling Mulong Solivio is the reason why we oppose the extension of Martial Law in Mindanao. The moment the power of Martial Law surges into the heads of military officials, our society will be plunged into danger. The unbridled power that the military wields during Martial Law could be used to tear apart our sacred rights and our dreams. We should speak up now, while we still can!
