CAGAYAN de Oro City-The leader of a transport group based in the city admitted that 80 percent of their jeepneys could be classified as “bulok.” Despite the admission, National Confederation of Transport Union (NCTU)Northern Mindanao Coordinator Joel Gabatan said their drivers would rather rest plying indefinitely once the Land Transportation Franchising and Regulatory Board (LTFRB) implements
the “Oplan Tanggal Bulok” rather than pay the fine. Gabatan said the P5,000 fine being imposed against those apprehended drivers is too steep. Besides, he added that jeepnet operators cannot afford the estimated P100,000 worth of repair for jeepneys deemed unfit for road worthiness. “Daghan kaayo criteria ang LTFRB sama sa handbrake ug uban pa. Sila man mag-revolution sa sakyanan, tanan sila mag-supervise. Sa akong estimate, sa among unit mga ten percent ra See transport, page 11

Gatuslao, head of the Cagayan de Oro sister cities secretariat. “Although from our end we started the information campaign early January, disseminating and cascading the info from the schools to their own constituents (parents/teachers/students) took quite awhile.” The student exchange program is an initiative of the sister cities See exchange, page 11
