Transport group in Oro vows ‘indefinite’ strike

CAGAYAN de Oro City-The leader of a transport group based in the city admitted that 80 percent of their jeepneys could be classified as “bulok.”

Despite the admission, National Confederation of Transport Union (NCTU)Northern Mindanao Coordinator Joel Gabatan said their drivers would rather rest plying indefinitely once the Land Transportation Franchising and Regulatory Board (LTFRB) implements

the “Oplan Tanggal Bulok” rather than pay the fine.

Gabatan said the P5,000 fine being imposed against those apprehended drivers is too steep. Besides, he added that jeepnet operators cannot afford the estimated P100,000 worth of repair for jeepneys deemed unfit for road worthiness.

Siargao seeks DOT help for sanitary landfills

THE Department of Tourism (DOT) plans to put up sanitary landfills on Siargao Island, in Surigao del Norte, after they were requested by tourism stakeholders there to address concerns on solid waste disposal.

Tourism undersecretary Katherine de Castro said in an interview on Friday that the locals and the munici-

pal government of Siargao sought assistance for sanitary landfills to comply with environmental laws and regulations of the Department of Environment and Natural Resources (DENR) to avoid “Siargao” from becoming another “Boracay.”

DSWD to use CCTVs in next 4Ps payouts COTABATO CITY -- Closed circuit television cameras wil be installed in venues of upcoming payout activities of the Department of Social Welfare and Development–Autonomous Region in Muslim Mindanao (DSWD-ARMM) for its Pantawid Pamilyang Pilipino Program (4Ps) across the region to address alleged anomalous acts committed on the ground.

ARMM Executive Secretary Laisa Alamia, concurrent DSWD-ARMM chief, said the move is just one of the reforms she would be implementing in the agency on efforts to ensure the region’s delivery of social services to its constituents.

"Our target is to lessen substantially any form of corruption starting from the barangay level," Alamia told reporters here in a press briefing on Wednesday.

Barely three weeks on her current stint with DSWD-ARMM, she noted there were longtime complaints of irregularities before the office on the 4Ps implementation in the region.

“We would put a stop to this that is why there is this crackdown on the (4Ps) program on the LGU (local government unit) level,” Alamia said.

During an LGU assembly held in Sulu earlier this month, Alamia has ordered barangay officials, local chief executives, and school heads and superintendents to stop anomalies in the 4Ps imple-

mentation in their respective areas.

“If caught in the act, there is a reason for them to be arrested and charged,” she said.

More so, Alamia warned that government officials caught committing anomalous acts will be immediately removed from their respective posts to face administrative and criminal charges.

She said that same LGU assemblies would be initiated in other ARMM component areas soon that include the provinces of Maguindanao, Lanao del Sur, Tawi-tawi and Basilan.

She said the DSWD – ARMM has tied up with PLDT-Smart for an infocast messaging system aimed at notifying beneficiaries on the agency’s programs’ updates, including 4Ps, and “for them to forward to us their complaints on the ground.”

“During payouts, we would also be taking photos of beneficiaries receiving their full 4Ps benefits as additional safeguard,” Alamia stressed.

To date, there are an estimated 411,000 “poorest of the poor” families in the ARMM where only some 300,000 families included in the 4Ps Conditional Cash Transfer package implementation.

Alamia said the difference of 111, 000 poorest families would be included in the Unconditional Cash Transfer program of the national government set for operation this year after the required survey and verification.

GENERAL SANTOS CITY -- Prices of prime and basic goods in Region 12 have remained stable in the wake of the implementation of the Tax Reform for Acceleration and Inclusion or TRAIN Law. Vanessa Claire Plena, public information officer of the Department of Trade and Industry (DTI)-Region 12, said Thursday there has been no significant price changes for various commodities in the area based on their monitoring since last month.

She said the agency’s price monitoring teams, which is headed by provincial directors of its field offices, have been conducting

regular inspections in local malls, supermarkets, public markets and grocery stores in parts of the region.

Also known as Soccsksargen, Region 12 comprises the provinces of South Cotabato, Sultan Kudarat, Sarangani and North Cotabato, and the cities of General Santos, Koronadal, Tacurong, Kidapawan and Cotabato. “ T he re’s a ge ne r a l impression of stability in prices of prime and basic commodities in the whole region,” she said.

Con-com urged to assure a strong, sturdy federalism model FORMER Supreme Court Chief Justice Reynato Puno, chair of the consultative committee (Con-com) to review the 1987 Constitution, on Monday convened the first session of the Con-com at the Philippine International Convention Center (PICC) in Pasay City.

“I urge you to ensure that our federal government will be a strong and sturdy one, possessed with the power to hold together the union in perpetuity and with the energy and the endurance to convert to robust reality the dreams of our people, however long it takes,” Puno said.

He urged the Con-com to devote serious thought on the “architectural design” of the proposed federalism form of government, noting that the design will be to determine the structure of government of the federation.

“Devote the most serious thought on the architectural design of our Federal Constitution before we digress to its details,” Puno said.

Puno also explained that although there were different models of this structure available worldwide, he encouraged the Con-com not to plagiarize and instead create one that would fit the Philippines. ”We should not plagiarize any federal model, for our model should be distinctly Filipino as it cannot be impassive to our past and indifferent to the present,” Puno said.

‘Cooperative federalism’ Puno, me anw hi le stressed that the proposed federalism model should be “cooperative” and "not competitive” noting that many regions will encounter difficult problems to become viable states.

“Some regions will be ready to take full steps to federalism; others will be able to take only baby steps and will need a lot of handholding,” Puno said.

“It ought to be self-evident that the regime that should govern their relationship is what is known as cooperative federalism as opposed to competitive federalism,” he added.

He also pointed out that cooperative federalism should be co-active and that collaborative efforts of each state is to achieve the common goal.

Hot debates Puno said that he expected debates on the review of the 1987 Constitution to

be “hot” but not reach “boiling point.”

“While some of our viewpoints may differ by a mile and not just millimeters, I am confident that at the end of the day, our labor of love will bring forth a Constitution our sovereign people deserve,” Puno said.

Puno noted that it was none other than national hero Jose Rizal who first floated the "federalist idea” as best suited for the Philippines but noted that his dream did not make progress.

“Rizal’s federalism dream never went further than a fetus…I like to believe that after more than a century of incubation, the time of federalism idea has now come to the Philippines,” Puno said.

Listen to the people Executive Secretary Salvador Medialdea, for his part, asked the committee to “listen to the Filipino people.”

“This Constitution is not going to be for us but for the brighter future of the next generation of citizens in this country. Let us make this Constitution the soul of the Filipino people,” Medialdea said.

Committee member and former Senate President Aquilino “Nene” Pimentel Jr. urged the Con-com to consult with ordinary Filipinos as well as members of the opposition to get their views on charter change.

Pimentel also urged the Con-com to invite representatives from the women’s sector and indigenous peoples to join the panel.

The Con-com is expected to submit its final draft to President Rodrigo R. Duterte on July 19, ahead of his annual state of the nation address (SONA) on July 23.

Duterte earlier signed Executive Order No. 10 creating a consultative committee tasked to review the 1987 Constitution in line with his proposed shift to a federal form of government, which is among the top priorities of the Duterte administration.

The committee will “study, conduct consultations, and review the provisions of the 1987 Constitution including but not limited to the provisions on the structure and powers of the government, local governance, and economic policies.”

Last Feb. 9, the 25-member Con-com, 19 of which were appointed by Duterte, held its closed-door preparatory meeting also at the PICC. (PNA)

Maguindanao crime volume down SHARIFF AGUAK, Maguindanao -- Crime incidents in Maguindanao have gone down from January to date as compared to the same period last year, a police official said Sunday.

“Our crime volume recorded this year has been down by 46 percent as compared last year,” Senior Supt.

Agustin Tello, Maguindanao provincial police director, said.

Tello attributed the reduction of crime volume to massive police implementation of checkpoints and law enforcement across the province due to the implementation of martial law.

“The cooperation and coordination of the police, military and local government units were also a factor in crime volume reduction,” Tello added.

He lauded the support provided by Maguindanao Governor Esmael “Toto” Mangudadatu to the local police, “especially his morale boosting and inspiration that guided the local police.”

With the pay hike now being enjoyed by police officers, Tello expects his men to perform better and remained disciplined.

L ast year, inter nal cleansing was implemented in Maguindanao with 25 police officers being deployed to other provinces in the Autonomous Region in Muslim Mindanao after they were linked to irregularities.

About 10 other police officers under Maguindanao PNP are facing charges and under preventive suspension due to their alleged involvement in illegal drugs.

Tello said he or his representative had been conducting surprise inspection in police offices across Maguindanao’s 36 municipalities. “This is to ensure police presence and continuous implementation of checkpoints and other police operational activities,” he said, adding that a town police chief will be relieved if found to be remiss of his responsibilities. 2 Terrorists Dead in an Encounter with the AFP in Agusan Del Sur

Bunawan, Agusan del Sur – Two (2) Communist Party of the Philippines-New Peoples’ Army Terrorists (CNTs) dead in a recent encounter with the combined Army troops under 401st Infantry Brigade (401Bde) at Road 1K, Brgy Bunawan Brooks, Bunawan, Agusan del Sur yesterday, February 18, 2018 at around 1:00 PM. Operating troops were conducting operations in the hinterlands of Barangay Bunawan Brooks when they encountered more or less 10 CNTs believed to be members of Platoon 2, Guerilla Front Committee 14 (GFC14). The firefight lasted for about 25 minutes after which the enemy scampered in different directions. Government troops, recovered from the encounter site 2 dead bodies of the CNTs together with the three (3) AK47 rifle. The killed CNTs were

not yet identified as of this writing. The dead bodies were brought to the Barangay Hall for identification and proper disposition.

According to Colonel Andres Centino, Commander of 401Bde, this operation is a continuation of security operations being conducted by 401Bde since February 14, 2018 which resulted to series of encounters between the government troops and the CNTs belonging to the said Guerilla Front of North Eastern Mindanao Regional Committee.

Ex-soldier, cohort nabbed in Koronadal drug bust GENERAL SANTOS CITY -- Police operatives arrested a former soldier and his alleged cohort in a drug buy-bust operation in a village in Koronadal City on Friday night.

Supt. Ronald Allan Penaverde, Koronadal City police chief, identified the suspects as Nolan Lope Igcasan alias Dodoy, 47, and Chaver Ado dela Cruz alias Tata, 39, both residents Barangay Topland.

He said the two were arrested at around 6 p.m. at the Purok C enter o

the barangay after selling a sachet of suspected metamphetamine hydrochloride or shabu to a police officer who posed as a buyer.

A third suspect, identif ied as Kim Gabuya, managed to escape after sensing the presence of operatives, he said.

Seized from the suspects were two small heatsealed plastic sachets containing suspected shabu, a caliber .45 handgun with seven live bullets and an assembly magazine.

The police official said the two were known illegal drug pushers in the village and included in their drug watch list.

He said Igcasan is considered a high-value target being a retired member of the Philippine Army.

“Prior to the operation, we conducted thorough validation and surveillance of their illegal activities with the help of our civilian assets,” he said.

Cops kill grenade-wielding drug suspect, nabs another in Cotabato COTABATO CITY -- Police killed a grenade-wielding drug suspect and arrested his companion during a drug buy-bust operation Friday night here.

Chief Insp. Aldrin Gonzales, speaking for the Police Regional Office 12, said the dead suspect identified as Mohammad Dipatuan Awal tried to throw a hand grenade when police enforcers were to arrest him in a drug buy-bust operation.

Gonzales said Awal pulled a fragmentation grenade after sensing he was dealing with a poseur buyer during the 11:30 p.m. operation in Barangay Bagua 2, this city.

“This compelled police officers to respond quickly and prevent a bloody antidrug operation,” Gonzales said.

What absurdity is happening at the SEC?

-oooWHAT ABSURDITY IS HAPPENING AT THE SEC? Does President Duterte know that, at the Securities and Exchange Commission or SEC, it is no longer the employees of the agency that give out to the public sensitive documents on trade and commerce in the country which are filed with it, but those of a private company already?

The reason I ask if President Duterte knows this kind of a system that is in place at the SEC now is that, SEC continues to

be a part of the executive branch of the government, making it still under the administrative jurisdiction and control of the Office of the President.

Did the President or Malacanang agree that the records of the SEC (including the sensitive records of all corporations, companies, and partnerships that do business in the Philippines) can no longer be requested from that agency, but from a private company instead?

-oooA PRIVATE COMPANY IS NOW IN CONTROL OF SEC RECORDS? I learned about this last week, after I sent a written request to the SEC Records Division for the record of a corporation which my fellow lawyers sued on behalf of a client who is a trucker from

Antipolo City. The request for the records was earlier ordered to be made by the Antipolo City Regional Trial Court.

The court explained in its order that there is a need to ask from the SEC the record of the offending corporation to establish the identities of its top officers who should be required to receive copies of the complaint that we filed for the trucker.

The problem was that, after the SEC received my request to be furnished with the record of the aforesaid corporation, a man called me, said he was an employee of a company known as “Teleserve” (yes, that was the name given by the caller to me), and explained that Teleserve is now in charge of all documents that the

Ride-hailing firm eyes Oro as next area of operation

CAGAYAN de Oro City--A new player in the ride-hailing industry is training its sights on making this city the second area in the country to launch its services, the Land Transportation Franchising and Regulatory Board-10 (LTFRB-10) said.

Hirna, a young company that offers convenience to the taxi-riding public, has launched its business in Davao City last month and the firm’s top official said Cagayan de Oro will be the next city to establish its operation.

Hirna means “here na” or “here already” in local lingo.

Aminoden Guro, LTFRB-10 regional director, said the entry of Hirna will be to the advantage of the city’s riding public as they will get to enjoy the convenience taxis with ride-hailing software have to offer.

At present, Cagayan de Oro has dozens of taxis installed with a ride-booking software but this industry, quite popular in the country’s major urban areas like Cebu City and Metro Manila with the operation of Uber and Grab, has yet to establish its significant presence here.

Francisco Mauricio, Hirna chief executive officer and president, said by choosing Davao and Cagayan de Oro they want to establish their foothold in Mindanao and work their way up to Visayas and Luzon once the business starts to pick up.

Maurico said one of the differences of Hirna from other companies providing the same service in that Hirna has a “driver rating system” that keeps track of the drivers’ disposition on the road.

Mauricio said Hirna has data analytics that look at the number of rejections made by drivers, citations, attitude problem, and other negative issues.

“It [analytics] will collate to a driver rating system that would be shared between taxi operators and the LTFRB. The driver is then rated. We will know who the model drivers are and who are not,” he said.

Mauricio said they are planning on persuading the city’s taxi operators to have their units be connected with Hirna.

He assured the drivers and operators that Hirna will have favorable effect on their livelihood as his company will not be asking for extra charges from them, only a minimal fee, so that what they earn will be theirs.

With the driver rating

system that Hirna will put in place for its affiliated taxi drivers, Guro said this will change the drivers’ outlook since how they deal with their passengers will be monitored and appropriate actions will be taken once the drivers are in violation of existing transportation and related laws.

Because of the system that Hirna will introduce, Guro said this will be advantageous to the passengers as, aside from the ease and convenience, drivers will now be mindful of their actions while driving.

Among the complaints that LTFRB has been receiving from passengers include rejection, bad grooming, and drivers lacking in manners.

“Once they use this app (Hirna), they will be disciplined,” he said, noting that there are still undisciplined drivers on the road.

At present, the city has 2,691 taxi units and close to a thousand operators, who were encouraged by the LTFRB-10 to consolidate their franchise by forming a cooperative or a corpora-

tion so they could be united, Guro said.

Also, under the Omnibus Franchise Guideline, new taxi units are required to have a dash camera, closed-circuit television, global positioning system (GPS), among others, he said.

The phone the drivers will be using will be installed with the Hirna taxi-hailing app and other softwares such as Waze, Google Maps, Facebook, and Viber, which can be remotely controlled by Hirna.

Aside from the Hirnaenabled cellphone that the drivers use in picking up passengers, those built-in features will also be useful for its operations as the company requires a GPS signal to track the taxi’s routes and destinations.

Glenn Fernadez, Hirna project manager, said the entry of Hirna to Cagayan de Oro will also help in creating a good impression of the city as it is expected that taxi drivers will now be courteous and their cars presentable to the riding public.

House, Senate to pass BBL before March 23 COTABATO City--The Bangsamoro Basic Law (BBL) will be passed by the House of Representatives on third and final reading “before March 23,” Tawi-tawi Rep. Gov’t to lose P20-B in cigarette taxes due to illicit trade

MANILA -- The government is seen to lose about PHP20 billion worth of taxes from cigarette products this year alone due to the continued proliferation of illicit products.

Policemen and officials of the National Bureau of Investigation (NBI) confiscated Thursday an estimated PHP4 million worth of alleged illicit cigarettes in two separate raids conducted in Barangay 35 and SingcangAirport in Bacolod City.

Last week, boxes of counterfeit products of Mighty Corp. and PMFTC, Inc., which produces Philip Morris among others, were discovered in a cigarette factory illegally operating in the

province of Bulacan.

Manos Koukourakis, general manager of JTI Philippines, which bought Mighty Corp., said they have discovered that 50,000 to 60,000 cases of Mighty cigarettes with fake tax stamps are being sold on a monthly basis.

“This is alarming for our business interest,” he said in a text message.

The JTI Philippines head said they have no idea “how these 50K-60K are peddled in the market neither where they are produced”.

MANILA -- More than 3,000 modern public utility jeepneys will be deployed within the next 3 months in support of the Public Utility Vehicle Modernization Program (PUVMP).

This was the commitment of various transport groups and vehicle manufacturing companies during the signing of the memorandum of agreement held last Friday at the Land Transportation Office (LTO) main building in Quezon City which was witnessed by officials of the Department of Transportation (DOTr) led by Undersecretary for Road Transport Thomas Orbos.

MANILA -- Member countries of Association of Southeast Asian Nations (ASEAN) need to improve physical infrastructures and streamline regulatory processes in an effort to facilitate trade and investments in the region, according to a report from state think tank Philippine Institute for Development Studies (PIDS).

In a report titled “ASEAN connectivity: The hows and whys,” PIDS information officer Neille Gwen de la Cruz noted that connectivity is important to the region’s continued economic growth and an integral factor to realize the vision of an ASEAN Community by 2025.

ASEAN leaders have adopted the Master Plan on ASEAN Connectivity 2025, which has the goal of achieving a “seamlessly and comprehensively connected and integrated ASEAN that will promote competitiveness, inclusiveness, and a greater sense of Community” by the year 2025.

“Right now, ASEAN is recognized as one of the world’s largest economic zones. The transportation official vowed that assistance will be provided to transport groups through facilitating easier access to loans to replace their old and dilapidated jeepney units.

For his part, Delgra said the Board is in the process of crafting the local public transport route plan within the next few months will become as basis for the granting of PUV franchises.

Under the Omnibus Franchising Guidelines of the PUVMP, public transport routes will be planned by local government units based on the current and projected travel patterns in their respective areas.

Galvante likewise assured to the transport operators that they would be able to distribute new license plates within the year.

During the MOA signing, a private transport supplier committed to deliver 20,000 new PUVs per year while another supplier pledged to help operators in the processing of the financing requirements and roll-out the modern units.

Transport groups such as Federation of Jeepney Operators and Drivers Association of the Philippines (Fejodap) and Alliance of Transport Operators and Drivers’ Association of the Philippines (Altodap) signed a MOA with Eco Dyip Inc. for fleet management and replacement of units.

Contaminated food downs Mati athlete

DAVAO CITY -- A day before the formal opening of the Davao Regional Athletic Association (DAVRAA) meet, 37 students, coaches and kitchen staff were rushed to the hospital after experiencing symptoms of food poisoning.

The city government confirmed the incident on Saturday night through the City Information Office (CIO) that affected at least 33 student delegates to the DAVRAA 2018, three coaches and a kitchen staff.

They were rushed to the Southern Philippines Medical Center (SPMC) after experiencing stomach pains and vomiting.

Chief Information officer Jefry Tupas said the city government has extended needed assistance to the affected delegates and were brought to the hospital for proper medical attention.

Based on the initial report, Tupas said the affected delegates and coaches had dinner that was procured, prepared, and served by the Mati contingent managers.

The Mati delegates are billeted at the Sta Ana school. Standby medical teams from Central 911 brought the delegates to the hospital for proper medical attention with Assistant City Administrator for Operations Lawrence Bantiding, who was in the hospital to oversee the situation.

Bantiding is the overall in-charge of the DAVRAA preparations.

The delegates pointed to corned beef and beef soup served during Saturday lunch. The incident is under investigation and all responsible parties will be made accountable.

Despite this, Tupas said, the affected athletes will be

able to compete during the sporting event.

This was based on the assessment of the attending physicians and officials from the City Health Office.

Tupas said city officials are monitoring the condition of the delegates and undertaking preventive measures to ensure it would not happen again.

This food poisoning incident is now being investigated and all responsible parties will be made accountable. DAVRAA 2018 is formally opening Sunday afternoon at the UM Matina where over 5,000 athletes from cities and municipalities of five provinces will be competing in 21 disciplines.

Mayor Sara Duterte-Carpio will lead the ceremony to welcome all the delegates.

Also invited to the regional meet were President Rodrigo Duterte, Senator Manny

Pacquiao while local chief executives are expected to provide support to their respective delegations.

Michael Denton Aportadera, the head of the City Sports Office, announced the city government is ready for the opening and has addressed the needs of the athletes from billeting quarters, which

have been provided with water tanks and bleeders.

Athletes and other delegates have been informed about the laws currently in effect in the city such as the anti-jaywalking, no smoking in public places, and curfew on minors, among others.

DAVRAA will run from February 18 to 23. (PNA)

DOT assistant secretary Eden Josephine David said the campaign is a strategic marketing of all regions in Mindanao to have a stronger and unified voice for the whole island as one tourism destination.

“The Go South will bring promotion of Mindanaoh destinations to greater heights,” she said.

David said the campaign is a new, fresh articulation of the attributes of travel and the pinning of Mindanao tourism brand values such as fun, exotic and authentic.

DavOr, PhilFIDA join hands to revive abaca industry DAVAO CITY -- The Davao Oriental provincial government and the Philippine Fiber Industry Development Authority (PhilFIDA) are partnering to implement programs to revive and improve the abaca industry in the five towns of the province.

PhilFIDA committed to allocate the funds that will help improve the abaca production in the towns of Manay, Baganga, Caraga, Cateel, and Boston.

The total abaca plantation reached 450 hectares that will be covered by the programs, especially the Sustained Abaca Disease Management Program.

Other areas not included in the budget for this year will be prioritized in the following year.

Provincial Information Officer Karen Lou Deloso said PhilFIDA through Davao Regional Director Eduardo Holoyohoy had already engaged farmers and traders to identify issues hindering the growth of the abaca industry.

PMA Class ’83 supports Balutan FORT GREGORIO DEL PILAR, Baguio City — The Philippine Military Academy (PMA) “Matikas” Class of 1983 has slammed the vilifaction campaign of jueteng bagman-turnedwhistleblower Sandra Cam and her notorious gambling lord friend Atong Ang against their “mistah” (classmate) Philippine Charity Sweepstakes Office (PCSO) General Manager Alexander Balutan.

Every cavalier who met Balutan, who earned the moniker “Mandirigma” (warrior), during the Saturday’s Alumni Homecoming here gave him words of encouragement to stand his ground against the likes of Cam and Ang who were moving “heaven and earth” to monopolize the operation of Small Town Lottery (STL) nationwide.

“Classmates and other Cavaliers (alumni) of the primier military school in Asia took turns approaching him and asking how he was doing amidst all the unfounded accussations neing hurled against him and the agency,” Balutan’s deputy spokesman Florante Solmerin said.

Among these classmates are former military chiefs retired generals Ricardo Visaya and Eduardo Ano, now Administrator of the National Irrigation Adminstration (NIA) and Officerin-Charge Interior Secretary Eduardo Ano, respectively.

Balutan, a retired Marine major general and former vice commander of the Philippine Navy before his early retirement in 2016, was appointed PCSO general manager by President Rodrigo Roa Duterte in September 2016.

He was the commander of the main force and led the capture of Camp Abubakar of the Moro Islamic Liberation Front (MILF) in 2000.

No less than Duterte has cleared Balutan on Cam’s media gimmick regarding the PCSO’s Christmas celebration during the launching of the “Malasakit” program for Visayas in Cebu City.

CONTEXTUALIZATION refers to the educational process of relating the curriculum to a particular setting, situation or area of application to make the competencies relevant, meaningful and useful to the learners.

There is a need to contextualize the curriculum so that learning becomes relevant and is related to

local knowledge. Difficult subjects become easier to relate in order to address the concerns about cultural diversity. There is increased students’ chance of success.

Inclusion is realized since each learner is valued to become a whole person.

Thus, localization is needed. Localization is the process of relating learning content specified in the curriculum to local information and materials in the learners’ community. For example, Si Pagong at si Matsing can be

translated to Cebuano so the students can relate to the story more.

It also means using the stories of the learners’ local community as a springboard to teach competencies in language subjects.

Use local facts as examples for lessons such as plants found only in your community or local fauna. The names of persons commonly used in the locality can also be helpful when formulating problem solving statements.

Pangantucan West District teacher held their first Dugong Guro, Dugong Bayani Bloodletting Program as an individual district last January 19, 2018 at Pangantucan National High School, Pangantucan Bukidnon with 86% success baded on Ma’am Cicelle Isidto the district nurse.

Again last January 26, 2018 we visited our Barangay Tree Park with nothing else in hand but a bolo and with the heart of willingness to clean and ensure that all the planted trees would survive. PhilFIDA has urged abaca traders to come up with a Memorandum of Agreement (MOA) banning the buying of abaca under the “all-in buying” system. In such system, big players in the market will only buy abaca fibers based on its quality by sorting it to different grades.

This will not only improve quality of the abaca produce here but also in the rest of abaca-producing regions, according to Holoyohoy.

Deloso bared that PhilFIDA and the Department of Trade and Industry (DTI) agreed to supplement existing post-harvest facilities in Davao Oriental wherein DTI implements the Shared Service Facility (SSF) for abaca farmers.

Deloso said farmers and

small entrepreneurs’ competitiveness is being improved by providing them with machinery, equipment, tools, systems, skills, and knowledge under a shared system under the program.

All the initiatives will pave the way for agencies to move in one direction with the provincial government to address all the problems because abaca is an important commodity in Davao Oriental where several farmers depend on it.

There are other projects under the Payapa at Masaganang Pamayanan (PAMANA) program such as the abaca seed production, abaca expansion and rehabilitation, and livelihood training support.

Deloso stressed that the abaca industry of the province is being eyed to get more developments amid the wide demand and supply gap of abaca in the local and global markets.

Davao Oriental ranks second to Catanduanes in terms of volume of production, contributing 10.11 percent to the country’s total national fiber production of 58,393 metric tons, Deloso said.

In Davao region, Davao Oriental remains the leading producer of abaca.

In 2016, Davao Oriental has produced 7,352.43 metric tons, higher than Davao Occidental’s 2,234.43 metric tons harvest on the same year.

Governor Nelson Dayanghirang is now taking the lead in reviving and improving the province’s abaca industry program -- a sleeping industry in the province.

Qualified to apply for the program are high school student in any public or private school in Cagayan de Oro, who have not yet graduated from high school; not below 15 years of age and above 18 years old during the program; must have good communication skills, and possess intermediate or above average verbal English capability; mature enough to handle life away from family and friends, a resident of Cagayan de Oro, and a Filipino citizen.

The House Committees on Local Government, Muslim Affairs, and Peace, Reconciliation and Unity had earlier scheduled February 8 to March 9 for public hearings but moved the schedule by one week — Feb 15 to March 16 — to give way to the Senate Committee hearing on the BBL. The Senate Committee is done with the public hearings and is now completing its committee report in preparation for the plenary sessions on the BBL. The House started its series of public hearings on the BBL in Cotabato only this week — on February 15, Midsayap in North Cotabato on Feb. 16 and Davao City on Feb. 17. Committee members will be in Sulu on Feb. 22 and Basilan on Feb. 23; Tawi-tawi on March 1 and Zamboanga on March 2; Buluan, Maguindanao on March 8 and Koronadal City in South Cotabato on March 9; and Tubod, Lanao del Norte on March 15 and Marawi / Iligan on March 16.

Sema urged the House members to withdraw the three other bills filed, saying the BTC-drafted BBL “is the only law acceptable to the Bangsmaoro.”

He said there is apprehension that “we may lose the opportunity to correct historical injustice against the Moro people.” He urged the audience to stand up to show who wants the BTC-drafted version.

The non-Moro Indigenous Peoples (Lumads) in the ARMM were represented by four speakers — one of whom, Timuay Antonio Gunsi — expressed support for the “passage without amendments” of the BTC-drafted BBL. The three other Lumads — Timuay Alim Bandara representing Timuay Santos Unsad of the Mindanao Indigenous Peoples’ Legislative Assembly, Jennevieve Cornelio of Timuay Justice and Governance and Edgardo Calantungan of the Teduray, Lambangian Youth and Students Association — all spoke in Filipino, asserted their distinct identity and sought guarantees that their rights as IPs under the Indigenous Peoples Rights Act and the United Nations Declaration on the Rights of Indigenous Peoples be respected.

Bobby Benito, who read the position paper of the Consortium of Bangsamoro Civil Society (CBCS), said the BBL is not only an instrument to address the legitimate grievances of the Bangsamoro and to correct the historical injustices that happened in the past but “holds the key to our nation’s past and it also opens us another door towards a just, peaceful, inclusive and united country that is shared and collectively built by the strength and diversity of its people, from Luzon to Mindanao.”

The CBCS appealed to Congress to “give the BTC-drafted BBL a chance, a chance that can change the political landscape not only of the Bangsamoro but the entire country as well,” adding that ‘in the final analysis, we strongly believe that the Bangsamoro within the Philippine state is not a problem but an opportunity for peace.”

Consultation?

The activity was dubbed “public hearing and consultation” but the audience was not given a presentation of what the joint committees’ proposed consolidated bill on the four versions filed in the House.

There was also no question and answer portion unlike in the last public hearing here on the BBL, in October 2014 where the audience asked the representatives and in turn the representatives asked the audience. In 2014, the hearing was day-long. In 2018, it took only two hours and 30 minutes.

The 13 who spoke last Thursday were just three more than the 10 representatives who spoke after: Acharon, Sahali, Papandayan, Sema, Villarin, Wilter Palma of Zamboanga Sibugay who chaired the sub-committee on BBL, Nancy Catamco of North Cotabato, Ansaruddin Adiong of Lanao del Sur, Raymond Democrito Mendoza of TUCP party-list and former President and now Pampanga Rep. Gloria Macapagal-Arroyo, under whose administration the government and Moro Islamic Liberation Front initialled the 2008 Memorandum of Agreement on Ancestral Domain but its formal signing was aborted following a temporary restraining order issued by the Supreme Court.

Conference Committee According to the legislative process of the Philippine Congress, the Bangsamoro law that will be passed by the House and Senate will be turned over to a Conference Committee composed of members from each House of Congress to “settle, reconcile or thresh out differences or disagreements on any provision of the bill.”

The conferees are not limited to reconciling the differences in the bill but may introduce new provisions germane to the subject matter or may report out an entirely new bill on the subject. The Committee then prepares a report to be signed by all the conferees and the Chairman and submits this for consideration/ approval of both Houses. “No amendment is allowed” at this stage.

Copies of the bill, signed by the Senate President and the Speaker of the House of Representatives and certified by both the Secretary of the Senate and the Secretary General of the House, are then transmitted to the President for signing.

T H E Rot ar y C lub of Cagayan de Oro Premier held a two-day rummage sale in Corrales Ave. from February 16 to 17.

The sale featured both brand new and pre-loved clothing, furniture, gadgets, books, appliances and even more.

According to Rotary Club of Cagayan de Oro Premier vice president Anna Katrina Sarraga, proceeds from the sale will be used to fund the various projects of the club year-long.

Sarraga said that their main projects for this year will be three medical missions and legal clinics, I.D.E.A (Invitational for Debate, Essay and Art) 2018 in September, the Payment for Ecosystem Services reforestation in Talakag, Bukidnon for the Cagayan River basin, feeding programs, gift giving for the elderly and water filtration projects in public schools.

In August, the club will also hold a raffle where the main prizes will be an appliance showcase. Rotary Club of Cagayan de Oro Premier will likewise hold a movie block screening this summer.
