Countries offered help to quell terrorism in Mindanao –Palace DAYS after the deadly blasts that occurred at a church in Jolo, Sulu and a mosque in Zamboanga City, other nations have offered to help the Philippine government quell the growing terrorism network in the Mindanao region. Among those that offered assistance are the United Kingdom, Canada, the United States of America, China, and Russia. The offer came after

After decades of relatively unchanged form and function the Job Description of a teacher has undergone some significant transformations in a short period of time. As the role of a teacher changes, the push to transform students from consumers to creators will continue. Much of this movement is driven by technology, which has opened up a new world of possibilities for students. More and more schools are recognizing the value of closing the book (literally) in favour of practical learning. The question many are hoping to answer is, “What is the best way to provide such experiences for students?” Authentic learning can take many forms. Vocational training and apprenticeships give students the freedom to discover and foster their passions. In addition to allowing students to test-drive careers, these real-world experiences

also help schools establish relationships within their communities. These partnerships can lead to further collaboration down the road, with business leaders coming to talk in schools or providing on-site demonstrations for students interested in pursuing their fields Authentic learning experiences, the changing role of teachers, and the shift from students as consumers to creators are just three of the trending issues in education today. It is very important that teachers must stay informed about these developments so they can easily adapt with the changing tides.

The Governor’s Report

TRADITIONALLY, the Governor of the Bangko Sentral ng Pilipinas delivers a periodic report on the state of banking in the country similar to the President’s SONA. Unlike the SONA, however, the Governor’s Report is delivered in two installments: the first in January during a meeting with the banking community and the second in July, during the founding anniversary of the BSP. Last January 25, BSP Governor Nestor A. Espenilla, Jr., delivered his first report before representatives of the banking community, business, the diplomatic corps and the media in the historic Fort San Antonio Abad. Also invited to the occasion were three former governors - Armando M. Tetangco, Jr., Jose L. Cuisa, Jr., Jaime C. Laya - , the current members of the Monetary Board – Finance Secretary Carlos G. Dominguez III, Peter B. Favila, Felipe M. Medalla, Juan D. de Zuniga, Jr., Antonio S. Abacan, Bruce J. Tolentino - and former members of the Monetary Board. in a speech read for him by Deputy Governor Chuchi Fonacier, Espenilla described the challenges faced by the BSP in the year that was, how BSP decisively rose to meet all of them, and what to expect in the

year ahead. 2018 started, Espenilla said, with guarded optimism amid signs of a global economic upswing and expansion. Before mid-year, however, challenges to steady growth started to surface. These challenges included, among others, the escalating trade tensions between the United States and China, elevated policy uncertainty, dampened business and financial market sentiments, financial market volatility, and a slowing down of investment and trade. These factors negatively affected the Philippines in a variety of ways: portfolio adjustments, upward exchange rate movements, reduction of capital inflow, rising inflation and decrease in the gross international reserves. To rein in inflation expectations, Espenilla said, the Monetary Board of the BSP raised its policy rate decisively four times by a cumulative 175 basis points beginning in May 2018. This, together with other non-monetary actions taken by government, has resulted in gradual deceleration in the inflation rate which is now estimated to fall within the target range by late this year and through next year. Despite the drop in the gross international reserves, mainly as a result of BSP’s

actions to stabilize the exchange rate, Espenilla said, GIR remained at healthy levels. Despite all the challenges, the Philippine economy continued to grow, albeit at a slower pace. Anchoring this growth is a sound and stable banking system – a product of prudent regulation, risk-based supervision and earnest cooperation from the banking sector. Espenilla reported that assets of the Philippine banking system continued to expand to P16.4 trillion by end- November 2018, attributed mainly to deposit growth. Moreover, Philippine banks continued to be wellcapitalized well above BIS and BSP norms. The BSP implemented measures to further develop the domestic capital market. These include enhancement of rules to facilitate bank bond issuance, paving the way for more private bond issuances. If I may just add, the Bank of the Philippine Islands (where this writer sits in the board) issued last December a P25 billion bond. It was the biggest bond ever issued by a single borrower in PDEx history, according to PDEx CEO Nino Nakpil. The BSP also issued enhanced guidelines on marking-to-market of financial instruments in re-

sponse to the adoption of a valuation methodology for peso-denominated government securities. Espenilla talked of continuing reforms in the horizon including the following: phased, gradual reduction of reserve requirement ratios, further refinement of the interest rate corridor system, further liberalization of foreign exchange rules, adapting to the rapid expansion and reach of technological innovation and deployment of digital financial solutions. In closing, Espenilla thanked the administration of President Duterte for the enactment of the muchawaited law – 25 years in the making – amending the charter of the Bangko Sentral ng Pilipinas. The amendments – foremost of which is the fourfold increase of BSP’s capitalization to P200 Billion - are expected to further strengthen the Bangko Sentral in the performance of its mandated responsibilities concerning money, banking and credit. I am sharing the joy of the 63 people who have been allowed by the Commission on Elections (Comelec) to run as senatorial candidates in the forthcoming May 2019 elections. I am sending out my congratulatory handshakes to them, for they truly deserve to be patted on the back. But even though I know it would be an impossible dream on my part, I am praying just the same that may only the best men and women among them win, especially those who are committed to serve God and our countrymen. My fervent plea to God is for Him to act now so that only the truly deserving

among these candidates can be installed as new senators of the Republic. The only problem here is that, with the list of the candidates who have been given the go-signal by the Comelec, we know that many really do not deserve to run for any elective position, much less for the Senate. Please pardon me for saying this but, if the truth be told, the decision of the Comelec to allow only 63 of the 152 who submitted their certificates of candidacy last 2018 to run for the upper chamber of the Congress of the Philippines, is truly arbitrary. It is in fact whimsical! Why should the Comelec be preventing anyone who wished to run? Who is Comelec anyway to tear away or trample upon the right of a citizen to aspire to be elected to any government position? -oooIS THERE REALLY BRIBERY AT THE COMELEC RE PARTY LIST GROUPS? The same issue hounds party list groups. Why was the Comelec given the right

to disenfranchise many of the groups which want to present themselves as party list candidates? Then, the question crops up again: what kind of animal is the Comelec that it dares to stifle the right of a group to run for public office a as party list organization? We should not forget that under the present Constitution of our country, each and every Filipino and the organizations to which he belong have the sacrosanct right to vote, and be voted upon. Verily, the right being wielded by the Comelec to disqualify candidates from running actually has bred, through the years, nasty rumors surrounding party list groups that seek accreditation to run. Is there any truth about the information circulating to the effect that for any group to be permitted or allowed to run as a party list group, there is a need for it to pay some grease money, often in the staggering amount of P5 million? And, are bits and pieces of information saying that a

party list group wanting to occupy at least one congressional seat at the House of Representatives, after paying the first P5 million just for it to be accredited, needs to pay at least another P5 million for that one single seat? MANILA -- The Intellectual Property Office of the Philippines (IPOPHL) reported on Thursday that the government managed to seized a total of PHP23.6 billion worth of counterfeit goods in 2018. The value of confiscated goods last year was a record high, according to the agency. This represented a 188 percent surge from only

PHP8.2 billion worth of goods confiscated in 2017. In terms of enforcement, 2018 has proven to be a banner year with the NCIPR (National Committee on Intellectual Property Rights), spearheaded by IPOPHL and DTI (Department of Trade and Industry), capturing record levels of counterfeit goods,” said IPOPHL Director General Josephine Santiago. About 86 percent of the

total seized goods in the previous year were cigarettes and alcohol amounting to over PHP20.25 billion. “Consistent with the trend we’ve seen all year, fake cigarettes and alcohol led this record haul -- the formula for which we believe is the firm determination and vigilance of brand owners to pursue these counterfeiters,” she added.

Second highest value of confiscated fake goods were pharmaceutical and personal care products amounting to PHP1.2 billion, followed by fake handbags at PHP821 million, and optical media at PHP790 million. NCIPR is the enforcement body that pursues seizure of counterfeit goods in the market. It is a composite unit made up of personnel from the Department of Trade

MANILA -- Lowering the retirement age of government workers from 60 to 56 would deplete the stateowned pension fund 12 years earlier, top officials of Government Service Insurance System (GSIS) said Tuesday. “The effect on the GSIS fund would be that the actuarial or the fund life will be reduced from 2051 as expected now to 2039, or 12 years,” said Isagani Cruz Jr., chief legal counsel of the Legal Services Group, in a media briefing. To mitigate the effects of a reduction in retirement age, Cruz said the GSIS needs to infuse about PHP176.36 billion into the pension fund by increasing the monthly contribution of its members and cutting back on their benefits. “I think both alternatives will not be really welcome,” he added. “In the absence of these alternatives, we just have to bite the bullet and face the reduction of fund life and expect the fund to deplete 12 years earlier.” GSIS president and general manager Jesus Clint Aranas said old pensioners should not be made to suffer the impact of the exhaustion of fund. “It is very important that the government employee or officer knows that he has a solid pension and a retirement when he does retire. MANILA -- The ‘Build, Build, Build’ team, composed of several government agencies involved in the infrastructure program, is set to hold a job fair on February 9 at the Subic Bay Freeport Zone to provide employment to displaced workers of Hanjin Heavy Industries and Construction Philippines (HHIC Phil.) The “Build, Build, Build = Jobs, Jobs, Jobs Caravan” is expected to gather around 70 employers from different contractors involved in the infrastructure program of the government, and will be held at the Subic Bay Metropolitan Authority (SBMA) Gym. committed to find jobs for displaced Hanjin workers according to SBMA Chairperson and Administrator Wilma Eisma. “Subic is happy to be part of this project to bring greater positive social impact to our people. We are committed to find every opportunity for the SBMA to make more jobs available and catalyze greater growth in Central Luzon and the rest of the country,” Eisma said in a statement on Wednesday. the yearly additional budget set by the government for infrastructure projects. “This is an opportunity for us to aid those who lost or will lose their jobs in Hanjin, and at the same time complement the manpower requirement of the BBB program of the government,” Villar said. “The ‘Build, Build, Build’ program remains a priority of President Rodrigo Duterte’s government. This program, which is expected to generate thousands, even millions of jobs nationwide will be able to provide options for our displaced workers,” he added. Meanwhile, Finance Secretary Carlos Dominguez III expressed confidence that many employment op-

portunities will materialize as government pursues its initiative to transform Clark into a major urban area, which will be an alternative to Metro Manila. “We believe there are enough jobs available at Clark ecozone alone for the displaced workers of Hanjin Philippines. According to the Bases Conversion and Development Authority (BCDA), a lot of jobs for skilled workers are needed at Clark as it shifts to high gear for its program to transform New Clark City into the country’s first smart and green metropolis,” according to Dominguez. Cebu Pacific to receive 12 brand new aircraft in 2019 CEB aims to fly 200 million passengers by 2020 31 January 2019 – The Philippines’ leading airline, Cebu Pacific (PSE: CEB), is set to receive 12 brand new aircraft in 2019, to support the carrier’s expansion plans this year. The aircraft deliveries include six Airbus A321neo; five A320neo; and an ATR 72-600. The A321neo boasts of 236 seats, 56 seats or 31% more capacity versus the A320. This will enable CEB to offer more seats and maximize airport slots. The aircraft is capable of operating routes in excess of 5,000 kilometers or fly up to seven hours, allowing the carrier to explore new destinations like India, Russia, northern Japan and other cities in Australia. “2019 is the year we accelerate growth. On average, we will be receiving

one brand-new aircraft per month which we can use to increase capacity in key markets or even launch new routes. For 2019, we expect capacity to grow from low to mid-teens,” said Lance Gokongwei, President and CEO of Cebu Pacific. The CEB fleet is currently comprised of an Airbus A321neo, 36 Airbus A320, seven (7) Airbus A321ceo, eight (8) Airbus A330, eight (8) ATR 72-500, and 12 ATR 72-600 aircraft. SP backs holding of GMA’s Valentine Concert in Oro Grants 50-percent amusement tax exemption to organizers

SUPPORTING the holding of concerts and such activities in Cagayan de Oro, the 18th City Council headed by Vice Mayor Raineir Joaquin V. Uy during its regular session on Monday enacted an ordinance granting GMA Regional TV-Northern Mindanao 50-percent exemption from payment of Amusement Tax for its sponsored Valentine Concert. The concert, entitled,

“The Sweetheart and the B a l l ade er : Fun Nig ht Only,” will feature Julie Ann San Jose and Christian Bautista. It will be held on February 10, 2019 at the Limketkai Center. According to the organizers, the proceeds of the concert will go to Xavier Ateneo Night School. Vice Mayor Uy, Councilors George S. Goking and Ian Mark Q. Nacaya are the proponents of the ordinance.
