THE Department of Justice (DOJ) on Wednesday started the preliminary investigation on the criminal complaint filed by Philippine National Police (PNP) and Armed Forces of the Philippines (AFP) against the wife of one of the slain leaders of the Maute terror group.

Najiya Dilangalen KaronMaute was arrested on Jan. 23, 2018 in Cotabato City, and was facing a rebellion complaint filed by Criminal Investigation and Detection Group (CIDG) and the Armed Forces of the Philippines-The Judge Advocate General (AFP-TJAG).

The complaint was based on the testimony of a certain Martino Elyana who was abducted in Padian, Marawi City.

Elyana said he saw Najiya and her husband Mohammadhayan “Otto” Maute bringing food to members of the group at the Bato Mosque in June 2017.

Elyana said he managed to escaped the Maute lair in July 2017.

Najiya Maute was ordered to submit her counteraffidavit on Feb. 14, 2018.

AGAYAN de Oro City--A group of local cooperatives here is now complying all the documentary requirements to be able to start the operation of a new water provider firm to the city’s more than 700,000 people.

Dr. Anselmo Mercado, Chair of the First Community Credit Cooperative, Foundation (FICCO) in Cagayan De Oro City, said that the incorporators have already formed and approved the article of the incorporation of the new water district here.

Mercado is among the top cooperative executives in Cagayan De Oro City who joined and pooled the cooperative resources together to form a new water district that could provide water supply to the city

residents at a lower cost.

The new water distributor could reportedly supply to as many as 100,000 water consumers by tapping the city’s underground water supply at a lesser cost of a little over P 8.00 per cubic meter.

GINGOOG City, Misamis Oriental--Department of Labor and Employment (DOLE) Eastern Misamis Oriental Provincial Field Office (EMO PFO) facilitated the distribution of school supplies and uniforms to 16 students at Balay Pangarap, Gingoog City.

Balay Pangarap is an institution created by the Local Government Unit of Gingoog City for the rehabilitation of children who committed a crime.

They are children who are covered by the Juvenile Justice and Welfare Act of 2006 (Republic Act 9344).

This local rehabilitation center is under the supervision of Gingoog Mayor Marie L. Guingona in coordination with the Department of Social Welfare and Development. Under the rehabilitation program, they are also given a chance to study with the help of Department of Education (DepEd) by sending in-house teachers.

“Everyone deserves a second chance, especially the youth,” DOLE 10 EMO PFO Chief Errol A. Natividad said. “They may have committed mistakes but instead of blaming them, we should give them another chance and make them feel that we are always here to

accept them back and start a new life,” he added.

“I would like to thank mayor Guingona, PESO (Public Employment Service Office) Manager Jessie Reyes and Natividad for giving us these school supplies and uniforms. Thank you very much for guiding us to the right path and giving us a chance to change,” said Anthony Llemit, one of the beneficiaries, was then a 16-year old when put into custody and now 18 years old in Balay Pangarap. He was put into rehabilitation for committing a crime of reckless imprudence resulting to homicide. He has been in custody for more than one year. Facebook bans all ads for bitcoin, other cryptocurrencies FACEBOOK said on Tuesday that no "deceptive promot ional prac t ices such as cryptocurrency" will be allowed in any ads on its website.

The new Facebook policy released on Tuesday virtually bans all ads that promote cryptocurrencies,

including bitcoin, across the Facebook community.

"Ads should be safe, and that we build for people first. Misleading or deceptive ads have no place on Facebook," said the world's largest operator of online social and social networking service, which is based

in the San Francisco Bay Area of California on the US west coast.

The new practice will prohibit all advertisers, including those who operate legal businesses, from promoting things like bitcoin, cryptocurrencies, initial coin offer-

ings or binary options on Facebook.

Facebook regards the above financial products and services as being frequently associated with misleading or deceptive promotional practices.

"We want people to continue to discover and learn

about new products and services through Facebook ads without fear of scams or deception," Facebook said.

It said the new policy is part of its efforts to "better detect deceptive and misleading advertising practices."

"Enforcement will begin to ramp up across our platforms including Facebook, Audience Network and Instagram," it noted.

DOH advertisements meant to bribe media?

-ooo THANK GOD IN THE NAME OF JESUS FOR LUI: According to the Book of the Law, anyone who unites with the Christ becomes a new creation---the old is gone, and the new has come. After uniting with the Christ, a man will receive power, so he can be a witness for Jesus in all the world.

By the grace of our God and Savior whose Name is Jesus, I am convinced, and so is my wife, the former judge, Angelina Domingo Mauricio, that this is precisely the standing right now of our daughter, Maria Luisa. Lui, as we call her, graduated from the UP College of Law

in 2015, becoming a lawyer barely a year after in 2016.

She remains with the Office of the Solicitor General (OSG), which took her in even before she became a full-pledged lawyer.

In 2017, the OSG sent Lui to Washington D.C., USA, to gain expertise on “public private partnership” at the Institute of Public Private Partnership. Before this, also in 2017, she completed a certificate course on international arbitration in New York, USA, sponsored by Columbia Law School. This 2018, under the blessings, guidance, and protection of Jesus, Lui was graciously admitted by Columbia for its 2018-2019 LL.M. (master of laws) Program. Indeed, thank God in the Name of Jesus, Amen!

-ooo D OH ADVERTISEMENTS MEANT TO BRIBE MEDIA? Is it not bribery by

the Department of Health (DOH), for all intents and purposes? I mean, the paid advertisements it has been airing in various media outlets which deal with methods by which our countrymen can supposedly fight dengue or some other debilitating disease.

Something is definitely odd here, as these paid advertisements are being aired while the DOH is being subjected to harsh criticisms and biting commentaries from the public.

Maybe, the legality and the need for these paid DOH advertisements are defensible, on the ground that there is a need to inform many of our countrymen on the steps they should undertake to prevent anyone of them from contracting diseases which are concededly spiraling out of control nowadays.

it cannot be denied that one obvious objective of the DOH advertisements is to soften (if not altogether stop) prejudicial news and commentaries about the Dengvaxia scandal that is rocking it at present. I believe there is a need for the DOH to let the people know how much has already been spent by it for these advertisements, especially because those funds came from the taxes paid by Filipinos taxpayers.

PH market ‘flooded’ with fake meds, beauty products: FDA THE Food and Drug Administration (FDA) has warned that the Philippine market is flooded with unregistered and fake pharmaceutical and beauty products, made locally or sourced from abroad.

“The public or the consumers must always be vigilant against these fake medicines for they may be contaminated, contain wrong or no active ingredient, could have the right active ingredient but at the wrong dose, and may cause more harm than good to their health if taken,” FDA Director General Nela Charade Puno said in a news release issued Wednesday.

Puno made the warning after the seizure of PHP3 million worth of counterfeit overthe-counter and anti-impotence drugs during a raid conducted by agents of the FDA and the police in an abandoned unit in M. Dela Fuente St. in Sampaloc, Manila last January 27.

Some 46 boxes containing 15 different brands of overthe-counter medicines and anti-impotence prescription drugs with Cialis and Tadalafil brands, were seized during the

raid in the unit allegedly owned or occupied by one Florenda dela Rose Cortez and her partner Mushtaq Tahir, reportedly a Pakistani national.

Allen Bantolo, officer-in-charge of the FDA’s Regulatory Enforcement Unit, said the raid was conducted on the strength of a search warrant issued by Manila RTC Branch 28 Judge Jean Marie Bacorro-Villana, and in the presence of Barangay 439, Zone 44 chairman Rolando Sison and the building administrator.

Bantolo said the seized fake products, believed to have been imported from China and/or India, were being sold directly or online at a minimum order of PHP10,000 to unsuspecting dealers, usually in the provinces, at a much lower price than their original cost.

Meanwhile, the FDA advised consumers to avoid being victimized by merchants of fake medicines and beauty products by purchasing such products only from government-licensed pharmacies and making sure they have the FDA Certificate of Product Registration. (FDA)

A number of Mat-i National High School Alumni flocked together at Mat-i NHS open field, Mat-i, Claveria, Misamis Oriental wearing color coded shirts for identity during the parade. Familiar faces were seen around the school quadrangle after the tree planting activity going to barangay covered court, the final venue of the said event. An unforgettable acquaintance of teachers who were assigned in this institution from 1980’s to present which happened last December 30, 2017 during the 3rd Grand Alumni Homecoming.

It was a big event ever for Mat-i NHS Alumni to give tribute to all the teachers assigned in our Alma mater from 1980’s to present. To mention a few they were; Gilda Casamayor, Yolanda Bactong, Rhoda Alenño, Editha Pabayo, Joselito Molina, Eutiquio Cadiz, Carina Ledesma, Norma Bactong, Barbara Nayve, Grace Sosmeña, Jose Bactong, Gerel Baiño, Loida Zaballero, Luisa Anadia, Vercejil Cagas, Joje Da-

The Mat-i NHS Alumni owe a lot to the teachers for molding and shaping their future, because of them they become who they are and what they are today. Some followed the footsteps of their unsung heroes for becoming teachers like them.

A simple way of showing gratitude by giving them certificate of appreciation, token and simple lunch of lechon made the teachers happy and stood out during the event. Seeing their learners before who are now achievers in their own little ways is one thing a teacher can be proud of.

For the Mat-i NHS Alumni, it was a moment of reminiscing their high school life as the lines of the song of a popular singer Miss Sharon Cuneta says, high life school, oh my high school life every memory kay ganda… Everybody felt excited, enjoyed and overwhelmed.

As one of the members of Mat-i NHS Alumni Association, I appreciate all the

teachers out there for being an AGENT OF CHANGE by shaping young minds of this country. This is the only profession that can make a positive perspective of one’s point of view. Gov’t urged to improve postdisaster reconstruction financing M

ANIL A -- The government needs to enhance mechanisms for financing post-disaster reconstruction in the country amid the frequency of occurrence of natural disasters and climate change, said the state think tank Philippine Institute for Devel-

opment Studies (PIDS).

Deanna Villacin, Tatum Ramos and Marife Ballesteros, consultant, former research assistant and vice president, respectively, at PIDS, said natural disasters in the country have had recorded post-disaster reconstruction needs of about PHP32 billion in

the last decade.

“If not effectively managed, such financial re quirement c an have adverse impact on government fiscal position and consequently to development planning and economic growth,” they said in a policy note.

The study found that while the current postdisaster financing instru-

ments of the government may cover for less-costly recurring events, they will be inadequate to meet the needs to address medium to severe events.

To address this, the authors urged the government to enhance its ex ante financing mechanisms, especially in improving existing indemnity-based insurance programs as “the

threat of natural disasters becomes more evident”.

The study noted the government has already been integrating more ex ante mechanisms, such as contingent credit lines and parametric insurance.

It also underscored the need to reduce funds allocated to damaged private properties.

“Given that the housing sector is largely private, the fact that it is receiving the bulk of resources may possibly be at the expense of more critical projects. Instead of allocating huge funds to it, the government should consider strengthening the

role of the private sector in addressing damaged properties,” it added.

Aside from funding gaps, the authors further said the government should also improve its implementation processes, specifically those concerning the approval and release of National Disaster Risk Reduction and Management Fund (NDRRMF) and procurement in times of emergency.

The study noted the Office of Civil Defense has already approved the revised guidelines on accessing the NDRRMF, which are expected to facilitate the process.

PH-India eco tie-up to benefit manufacturers, construction firms

MANILA - - A ranking official of HSBC Philippines is optimistic on the heightened economic tie-up between the Philippines and India, citing that more opportunities have opened up for Filipino businessmen who are into manufacturing and construction.

President Rodrigo R. Duterte was in India last week for a bilateral meeting with India Prime Minister Narendra Modi.

He was accompanied by some economic managers, who reported securing about USD 1.25 billionworth of investment pledges and agreements from at least nine top Indian companies.

In a briefing Tuesday, HSBC Philippines President and CEO Wick Veloso said Philippines-based manufacturing companies, for one,

should take advantage of India’s large economy and population to promote their products.

He said the Philippines imported medicines and technology-related items from India but the country could also increase the products it sold in the world’s third largest economy.

He said HSBC officials were now in talks with some of their clients for possible opening of manufacturing operations in India, noting that this was the strategy of some local conglomerates in recent years.

“It’s a very huge corridor that we want to look into,” he said pointing out that base of this strategy for Filipino businesses is “very low.”

“The trip of the President will cement further interaction between the business

community in India and the Philippines …Cemented over a long period of time,” he said.

Aside from businesses, the government’s infrastructure program called Build, Build, Build also got

a boost from this increased cooperation, he said.

Petitioner thereafter took the Civil Engineering Professional Board Examinations and on the same year of 2012 hurdled and passed the same. His Professional License again clearly indicates his habitual representation of his date of birth as August 9, 1986 as shown in his PRC License “8/8/1986” (Copy of Professional Identification Card is herein attached and marked as Annexes 4 with sub markings as Annexes 4-A and 4-B); 3-c. Petitioner immediately secured a Philippine Passport and was issued by the Department of Foreign Affairs (DFA) on January 11, 2013 which passport was valid until January 10, 2018. Thereafter on the same year of 2013, Petitioner worked as Engineer Overseas Filipino Worker (OFW) at the Kingdom of Saudi Arabia and recently ended his contract early 2017. While working as Filipino OFW, he was a member of the Philippine Health Insurance Corporation and was issued a PhilHealth Identification Card indicating him to be born on August 8, 1986 ( Copy of Philhealth ID is herein attached and marked as Annex 5 with sub markings Annexes 5-A and 5-B); 3-d. When Marawi Siege erupted on May 23, 2017, Petitioner and his family fought their way out of Marawi as their house was located in the ground zero. It was only on May 25, 2017, when Petitioner and his family found safety and comfort upon reaching Iligan City. Petitioner now regains strength to work again as Engineer OFW, this time to the State of Qatar, to join his wife. However, Petitioner realized that he has lost his pertinent documents in Marawi including his passport. He had to re-secure almost all of his documents as they were needed for his application for work abroad. He secured a clearance from the National Bureau of Investigation and their indicated his date of birth as August 8, 1986 (Copy of NBI Clearance is herein attached and marked as Annex 6 with sub markings as Annexes 6-A and 6-B); 4. Petitioner recently applied for the re-insurance and renewal of his Philippine Passport. This time, DFA DENIED Petitioner’s application due to clear and obvious typographical error in the entry of his DATE OF BIRTH in his Certificate of Live Birth. It came to be discovered a new that his Certificate of Live Birth contains three different year of birth, to wit: a) first part of the Certificate of Live Birth which shows “8 August 1986”- although at first glance would seem unclear but upon timely observation would be concluded as “8 August 1986” (see Annex 1-A), b) second part filled up by the Office of the Local Civil Registrar indicates “08 08 88”- that would seem to mean August 8, 1988 (see Annex 1-B) and lastly c) at the second page “Affidavit for Delayed Registration of Birth” indicates “August 8, 1989” another typographical error (see Annex 1-C). This inconsistency was felt by DFA as enough grounds to deny Petitioner’s Passport application and required him to rectify his Certificate of Live Birth first. Hence, this petition.

5. It is difficult to conceive and calculate to believe as it is impossible that Petitioner was born on August 8, 1988, being an older brother of his sister Sittie Ayeesha M. Dicali who was born on July 26, 1988 (see Annex 2-B). It is likewise difficult to believe as it is impossible that petitioner was born on August 8, 1989.

It must be noted that next in line to Sittie Ayeesha in the siblings is Mahid M. Dicali who was born on February 28, 1990-that is almost six months difference; 6. Further, Petitioner Mohammad Haroun M. Dicali has represented himself since the time as memory would permit that he is, was made known to be and well known to have been born on August 8, 1986’ 7. It is in the interest of consistency and coherence of Petitioner’s records in the line with the honest and truthful representation of Petitioner’s age that his Certificate of Live Birth.

Finding the aforesaid petition to be sufficient in form and substance, it is hereby ordered that the same be set for hearing before this Court on FEBRUARY 8, 2017 at 8:30 o’clock in the morning.

Let a copy of this Order be published at the expense of the petitioner in a newspaper of general circulation in Lanao del Sur or Marawi City or Iligan City for three (3) consecutive weeks.

The Local Civil Registrar of Marawi City and the Civil Registrar General, or any person or party who has interest in the petition, may file his/her opposition thereto within fifteen (15) days from notice of this Petition or from the last day of publication of this Order.

Duterte: Government will pay Marawi landowners affected by new military camp MARAWI City--President Rodrigo Duterte said on Tuesday the government will compensate landowners who will be affected by the construction of a new military camp overlooking thie country’s lone Islamic city and Lake Lanao.

Duterte made this announcement after he led the groundbreaking ceremonies of the proposed military camp at the old City Hall in Barangay Kapantaran.

“I am going to set a camp here but I will pay you. This is a military reservation pero may mga may-ari naman ng lupa. O sige na lang, kung anong makukuha nila di bayaran na lang” (but some claim ownership of the lands here. It’s okay, we will just pay for it), Duterte said.

“We will pay para walang gulo” (to avoid trouble), Duterte added.

It is not clear how many houses or business establishments in the proposed military camp will be affected.

Duterte arrived here Tuesday afternoon, the first since he declared Marawi “liberated from the terrorist influence” on October 17, for the ground breaking of the the proposed camp and to look at the development of the relocation sites in Barangay Sagonsongan, also in this city.

Duterte said he will continue to fund the reconstruction of Marawi, concentrating on agriculture and reviving its business economy.

“We try to build a new city. I guarantee you for the remaining years there will always be money for you, that you will be able to rehabilitate your busi-

ness kung talaga gusto lang ninyo. Pagandahin ninyo ang Marawi and welcome everybody,” Duterte said.

Presidential spokesman Harry Roque earlier that day told a press briefing that the President had directed the Department of Environment and Natural Resources to sped up the process of identifying the affected landowners.

Indahag Elementar y School Habitat Campus was opened on June 13, 2017 at Habitat Phase 1, Indahag, Cagayan de Oro City. Said opening was made possible through the collaboration between DepEd CDO Division Office headed by then Schools Division Superintendent Elena M. Borcillo, CESO V and Cagayan de Oro City Council headed by Hon. Mayor Oscar S. Moreno.

As an extension of Indahag Elementary School, Habitat Campus caters the educational needs of the children living in the barangay’s two major relocation sites, namely, Habitat Phases I and 2. It can be recalled that these communities serve as relocation sites for Typhoon Sendong Victims since 2012, housing over 2000 families.

The new campus offers only day care and kindergarten due to its limited space comprising only six

classrooms. DepEd CDO deployed two kinder teachers in the area, namely, Mrs. Marcele Marie D. Pepito and Ms. Cindy Grace C. Dal to accommodate the 98 kinder pupils enrolled in school-year 2017-2018.

Both teachers handle two sections per day.

Many parents expressed gratitude and great joy for finally having the school right at the center of their community. This translates to less budget and reduced risk on the part of the children. Moreover, parents can easily monitor and follow-up their children given the school’s proximity to their residence. “I’m very thankful that Habitat Campus is now operational because it dramatically lessened our family’s daily expenses,” said Mrs. Myrna Lesondra, one of the parents in kinder. Mrs. Alma B. Penonia, the school principal, plans to offer Grade 1 by the next school-year. “I have already requested two more teachers from the Division Office to teach in grade 1 starting June 2018,” Mrs. Penonia assured the residents of the area.

Considering the current developments, it is expected that one grade level will be added after every school-year. Thus, it would be expedient to build more classrooms within the campus in the near future. And this could be a tall order for the school administration.

Nevertheless, the mere fact that the new campus has begun operation is in itself already a great blessing to a virtually remote community, composed of mostly poor displaced families.

How to arouse children to learn English

IT is hoped that efforts will be made to arouse children’s interest in learning English and carefully nurture their desire to do so. Facilitating an environment in which children can enjoy learning English from early on – it is important to make sure this leads to a situation in which junior high school students can acquire practical English skills.

Teaching English that uses literature aimed at children and teenagers is rising in popularity.

Youth-oriented literature offers simpler material and often provides a more conversational style than literature for adults. Children’s literature in particular sometimes provides

subtle clues to pronunciation through rhyming and other word play. One method for using these books is the multiple pass technique. The instructor reads the book, pausing often to explain certain words and concepts. On the second pass, the instructor reads the book completely through without stopping. Textbooks contain a variety of literature like poetry, stories, essays, plays etc. through which certain linguistic items are taught.

Reading aloud to students who are learning English is a highly effective strategy to assist them in learning the basic rules and understanding of the process of reading.

SSS: 3% contribution rate hike proposal will address pension inequity Social Security Commission (SSC) Chairman Amado D. Valdez said the proposed three percent monthly contribution rate hike this year, from 11 to 14 percent, will level the difference in contribution rates of SSS and the Government Service Insurance System (GSIS).

“We are pushing for a gradual increase in the contribution rate and monthly salary credit because we want pension equity among workers in the government and in the private sector.

Government retirees have higher pension because their contribution rate is at 21 percent of their actual salary as compared with those working in the private sector, whose SSS contributions are only 11 percent of their salary capped at P16,000” said Valdez.

ample, that a private sector employee who earns P25,000 only contributes P1,760 based on a P16,000 maximum monthly salary credit (MSC) to SSS while a government employee who earns the same amount contributes P5,250 to GSIS. “This results in a significant difference between the amount of pension being received by a private worker and a government employee. And this is what we want to address to make the pension of private workers at par with those in the government,” said Valdez.

Valdez said SSS is proposing for the additional three percent to be shared equally by both the employer and employee, bringing the effective contribution rate at 8.87 percent for the employer and 5.13 percent for the employee. He added

Why colleges must change how they teach calculus

MATH departments fail too many calculus student and do not adequately prepare those they pass. That is the message heard from engineering colleges across the country. Calculus has often been viewed as a tool for screening who must be allowed into engineering

programs. But it appears to be failing in that regard, too. That is, it is preventing students who must be proceeding from going on and it is letting students through who do not have the mathematical preparation that they need.

Most of those students

are aiming for a degree in engineering, physics, chemistry, computer science or the biological sciences.

About a quarter of them will fail to earn the Co or higher needed to continue.

Many more are so discouraged by their experience that they abandon their career plans.

While some blame may rest with inadequate preparation, most colleges and

universities try to place students so that only those who are prepared are allowed into calculus. In fact, most of these students have already passed calculus while in high school. Comparing data from student intended majors when they enter college to the number of bachelor’s degrees awarded each year, we lose 45 percent of the students who want to be engineers.

PUBLIC school teachers have made the headlines these days because of discussions about their salary. Let’s keep it real – for the past couple of years, the long standing hazards of this job have included small pay, lack of books,

insufficient materials, dilapidated classrooms and class sizes of unmanageable proportions which result in excessive papers to check and syllabi/tests to prepare. It’s no wonder that many teachers have sought greener pastures abroad.

Excellent teachers have the capacity to motivate ordinary children to do extraordinary things. As cliché as it may sound, children are the hope of our future and if we don’t take care of the people who teach them, what then will happen to our developing country?

Indeed, teaching is more than academics. It is opening minds to love learning,

to thirst for knowledge and to develop wisdom. It is opening eyes to the beauty of the world and the good of the people who live in it. Most of all, it is opening children’s hearts to be compassionate, caring and kind to others so that they may also open their hands to serve and give back to the world with passion and purpose.

Reading means many things to many people. It also plays a vital role in one’s success in school. It serves as an important skill in which an individual must need to master. It serves as a gateway of every pupil in learning the different concepts because when pupil has a difficulty in reading, he or she may also encounter difficulties in all learning areas.

In connection, I have conducted a study on the levels of path models on reading fluency. Result emphasizes that path models

as to rapid automatic naming and auditory working memory when grouped according to the pupil profile variables which are gender, parents’ educational attainment, family monthly income, availability of reading material and attitude towards reading are significantly different when grouped according to the availability of textbooks and did not differ with the rest of the profile variables.

Moreover, pupil respondents’ levels of word reading and expressive vocabulary are significantly different

when grouped according to gender. Phonemic decoding shows no significant difference when grouped according to all profile variables which means that the null hypothesis was accepted.

As teacher researcher I believed that these findings would be significant in assessing the reading fluency levels of the pupils. Also, I vastly acclaim that the improvements of pupils’ reading fluency programs in the Department of Education should be constantly monitored and assessed by

master teachers, principals, and division supervisors in English. Parents should be encouraged to attend parent-teachers conference during homeroom meetings in relation to academic performances and the aid on reading fluency. Future researchers may consider in depth analysis or study on which path model could greatly contribute to pupils’ level of reading fluency and comprehension.

The proposal to increase the minimum MSC to P4,000 and the maximum MSC to P20,000 along with the three percent contribution rate hike will increase the minimum and maximum contributions to P560 from P110, and to P2,800 from P1,760, respectively.

“The increase in contribution is only about P450 for those who will pay at the minimum MSC of P4,000

while those earning at least P20,000 will only add P1,040 to their monthly SSS contributions. We wish to thank in advance our employers who will share half of the increase in their employees’ SSS savings,” Valdez said.

Majority of SSS members who pay at P10,000 MSC will have a corresponding increase of P300 in additional contribution under the proposed pension reform agenda.

However, Filipinos have a weak sense of na-

tional identity. We were colonized by Spaniards, Americans and the Japanese. Our culture was suppressed, negated and diminished because Spanish and American culture were imposed. However, over time, we have assimilated these influences.

Even in our independence, cultural colonialism seeps in subliminally.

Mass media have invaded our homes and Western culture has invaded our psyches so easily. We eat McDonald’s, KFC, HaagenDazs, Wendy’s, Pizza Hut, Nestle and chocolates more often than we eat bibingka, puto, suman and and adobo. We watch Michael Jackson, Lady Gaga, Justin Bieber, David Archuleta, Jennifer Lopez, Mariah Carey, Psy and they are paid ten times more than our local singers!

Through the knowledge hub, schools are provided with an opportunity to access high quality information. Slowly, other companies are considering getting involved in the social investment sector so that cumulative effect is enhanced.

It is generally accepted that education needs competent, inspiring leaders.

But unlike the business sector which has long traditions of assessment and instruction to build up its leadership ranks, there’s not the same level of continuous training in education.

Joint Foreign Chambers asks for regulation of foreign shipping lines’ charges The Joint Foreign Chambers of the Philippines (JFC) has underscored the need to regulate the charges imposed by international shipping lines, saying the lack of government control is hurting the Philippine economy and eroding the country’s competitiveness.

Stating its position at the hearing by the Lower House People’s Committee on Transportation last January 17, the JFC said that unlike in the airline and inland transport sectors, shipping lines conducting business in the Philippines are not regulated.

This lack of regulatory controls in shipping leads to the imposition of container deposits and, at times, “exorbitant demurrage, detention and a host of other ‘destination charges’ in an unbridled fashion,” Michael Raeuber, who represented the JFC at the hearing, alleged before the committee.

Raeuber further claimed that the destination charges, demurrage and detention charges as well as container deposits levied by

shipping lines “have no restrictions imposed by law and thus can be conveniently manipulated, dictated and controlled by the shipping lines particularly when for shipments ex China and Vietnam on freight prepaid terms the lines have no contractual relationship with the importers [who are] forced to pay these charges.”

He added that the transacting public, due to lack of alternatives and out of necessity, is forced to submit to “the mercy of shipping lines and [has] no choice but to pay whatever charges these shipping lines will impose in releasing their inbound containers.”

The effect of an unregulated shipping line industry where compliance with existing Philippine laws and international INCO terms, or International Commercial Terms, is not controlled is “the escalation of prices and due to high shipping costs creating major obstacles to attracting investments and making the Philippines uncompetitive,”

Shifting medium of instruction from English to Filipino

THE need to shift from English to Filipino as medium of instruction is an emerging issue in journalism education as a consequence of what appears to be a UP commitment to completely shift to the use of Filipino in its instruction within five years.

The premise of this intent is the by now widely accepted view – it has been debated off and on for over a decade or so – that the learning process has been hampered by the use of a foreign language in our classrooms and that the use of Filipino can help correct that situation. There is also the perception that such

a shift will be immensely helpful in decolonizing Philippine culture and in healing the divisions between the majority of Filipinos and the educated elite.

The argument that the use as medium of instruction of a language which despite our pretensions remains largely unknown to most Filipinos, has contributed to the decay of Philippine education hardly seems to require much proof. In the teaching of journalism, the use of a language different from what we use everyday has probably led to significant losses of student understanding in our classrooms.

Mercado said that the membership to the cooperative is now open to the public where a regular member is required to subscribe, at least, 100 shares at 1,000 per share or equivalent to P 100,000 worth of subscription.

Any individual could be cooperative member and preferential members like hospitals, restaurants and other business firms, Mercado said.

He said that the COWSCF is now looking for the right location to establish its business office with the assistance of a technical group whose members have already a proven track record in various water districts in the country.

The COWSCF was organized after local residents protested the “exorbitant” water rates that the existing Cagayan De Oro Water District (COWD), a quasigovernment corporation, charged to the local water consumers.

Martinez said the super blue blood moon occurs because of three lunar events happening at the same time: a super moon, a blue moon and a total lunar eclipse.

He said people see this moon as reddish because of the total lunar eclipse, adding that the earth covers the light that comes from the sun.

Martinez said this moon is also 14 times bigger than the ordinary, and is the second full moon in the month.

“The moon will pass by the earth’s shadow at a time when it is evening here, that’s why people could see the super blue blood moon vividly here in the Philippines,” Martinez emphasized.

The truth is that, there are hundreds of millions of pesos in the treasure chest of the Department of Social Welfare and Development precisely for this social malady.

As well, the same abundance of funds on the part of local government units for the alleviation of poverty in their localities cannot be denied. The question is, to what are all of these money being devoted to? We should ask the DSWD Secretary about this (or, is there such a secretary today, and, if so, what is his/her name?), and even the mayors, especially in the Metro Manila area.

Would they have a satisfactory answer here?

There are reports of antiWEF protests, such as the thousands of anti-Trump demonstrators in Zürich this week holding up “Trump not welcome” or “Trump go away!” placards. Or the failed scheme of the environmental protection group Greenpeace to inflate a smuggled 4-meter diameter protest balloon using a remote-controlled air compressor. (The balloon smuggled atop the Davos Congress Center was crushed under 2 meters of snow!)

And how does the WEF— and the coming of the big shots to Switzerland—impact on the 15,000 or so Filipinos living in Switzerland? Not much. The only ones most concerned are the Filipinos driving for the embassies in Bern which are sending delegations to Davos. They worry about the sub-zero cold and the challenging road conditions in Davos. Lodging and eating out is more difficult for them, with hordes of WEF delegates, the delegations and media competing for the resources of the city.

When the Philippines sent a delegation to the WEF in 2008, the embassy staff and local hires had to scramble to find accommodation outside the fully-booked city for the delegation, and had to organize meals and trips to the venues for its members.

I think the theme for the 48th Annual Meeting of the WEF this year, “ Creating a Shared Future in a Fractured World”, holds little significance for the majority of the people living or working in Switzerland.

The annual meeting of the WEF is mostly shrugged off as an annual forum of the few rich talking about the problems of the rest of the world. Davos remains the

playground of the global elite, and the voice of the people is rarely heard in Davos.

What perked up heads this year, however, is a report of the UK-based OXFAM, which released a new report a day before the WEF opened on January 23. According to OXFAM, 82 percent of the wealth generated last year went to the richest 1% of the global population, while the 3.7 billion people who make up the poorest half of the world saw no increase in their wealth.

That should have made an interesting topic for this year’s meeting. But then, that is not in the agenda of the rich until their party in Davos ends on Friday the 26th.
