Ride-hailing firm eyes Oro as next area of operation

CAGAYAN de Oro City--A new player in the ridehailing industry is training its sights on making this city the second area in the country to launch its services, the Land Transportation Franchising and Regulatory Board-10 (LTFRB-10) said.

Hirna, a young company that offers convenience to the taxi-riding public, has launched its business in Davao City last month and the firm’s top official said Cagayan de Oro will be the next city to establish its operation.

Hirna means “here na” or “here already” in local lingo.

Aminoden Guro, LTFRB-10 regional director, said the entry of Hirna will be to the advantage of the city’s riding public as they will get to enjoy the convenience taxis with ride-hailing software have to offer.

Mayor wishes for Peace & Harmony

“We can learn a lot from Chinese traditions, values, and philosophies. And aside from that, Cagayan de Oro is what it is now, largely also because of the contribution of the Filipino-Chinese

community. They are very much a part of the city, of the region, and even of the country. It’s appropriate and consistent with our philosophy of living in peace and harmony, that we join the Filipino-Chinese community in celebrating the Chinese Lunar New Year.”

The following day, the Cagayan de Oro FilipinoChinese Community held its traditional motorcade starting at Rodelsa Circle, around the city then back to Bell Church to distribute tikoy to everyone for luck.

“We have been doing this for the last four years,” Lao said. “Everybody regardless of wealth or social stature is welcome to partake of this lucky tikoy because it comes from the church.”

Lao said most people in Cagayan de Oro observe the Southern Chinese traditions from Fujian province with 95% of all ChineseFilipinos in Cagayan de Oro originally coming from the town of Jinjiang, near Xiamen. However, only in Bell Church are Taoism,

Buddhism and Christianity represented in one church.

Bell Church was founded in 1960 by Chinese immigrants from Canton, China.

They established its first church and main office at the boundary of Baguio City and Trinidad municipality, Benguet.

The name Bell Church comes from the basic function of a bell, which is to call one’s attention to an important message or warning of an impending threat.

Bell Church has five major patron saints who symbolize the five major religions in China: Taoism, Buddhism, Christianity, Islam and Confucianism.

In a similar manner, the Bell Church’s mission was formed primarily to serve as a catalyst for mankind’s spiritual awakening, and the full acceptance of the

ultimate importance to traverse the right path in life.

This is achieved by fostering brotherhood aimed at the fulfillment of one’s shared responsibility to society.

Last February 7, Bell Church Spiritual Leader and Head Administrator Rev. Elias R. Ng presided over the Rededication and Reinstallation of the Patron Saints of Bell Church at their

Cagayan de Oro Church in Tambo, Macasandig.

Bell Church was not spared the destruction wreaked by the flashfloods spawned by Tropical Storm Vinta last December 22, 2017. The whole church compound was flooded, including everything inside the church.

APEC urged to utilize labor market information system to address unemployment, job mismatch A STUDY published by state think tank Philippine Institute for Development Studies urged the Asia-Pacific Economic Cooperation (APEC) economies to use its labor market information system to help address unemployment and job mismatch in the region.

In his policy note titled “The Value of Labor Market Information Systems on International Labor Mobility”, author Leonardo Lanzona Jr. lamented the underutilization of the APEC Labor Market Portal—developed in 2014—due to the “limited data contribution from APEC economies”.

In the study, he highlighted the importance of labor market information system to create an efficient labor mobility, saying that

it is “necessary for matching migrant workers to appropriate jobs”.

While promoting jobs is beneficial, failure to match quality and skills of a potential worker to current employer needs may only prolong unemployment.

This, he said, may be addressed by providing full information of workers to prospective employers to facilitate their free movement.

Addressing asymmetric information The existence of asymmetric information in the labor market has brought challenges to both workers and employers. For one, employers find it difficult to “measure the productivity of workers on which their payments are based”, Lan-

zona said, adding that the former may face problems in setting out proper wages whenever workers do not reveal their true productivity and their efforts are unverifiable.

Furthermore, Lanzona explained that because the potential productivity of workers is unidentifiable, they may be misallocated to task and sectors, which can lead to adverse selection “especially if the average wage rates offered drive out the more productive workers”.

According to the study, asymmetric information has also resulted to wage rigidity, with employers offering constant wages to both the productive and the less productive workers, as a result of lack of access to

their information.

“Firms, in general, are wary of reducing wages because doing so can cause the more productive workers to quit, leaving the less productive workers to stay in the country,” Lanzona explained, saying that this has caused restrained access to labor.

In the Philippines, this can be addressed, the author said, by “improving the employers’ access to skills certifications”, like the ones offered by Technical Education and Skills Development Authority to trainees.

Doing so, Lanzona explained, may make it easier for employers abroad to check a worker’s “certificate on a website and even find a list of local workers who

Mo r e i n f o r m a t i o n should also be gathered about the other means to make labor mobility more efficient, such as looking at social networks that may be expanded to encourage labor mobility, citing as an example the expansion of the policy on three-week visa-free entries to all citizens of the Association of Southeast Asian Nations to APEC economies.

ZAMBOANGA CITY -- The Department of Health (DOH) has appointed a new chief of hospital at the government-run Zamboanga City Medical Center (ZCMC).

Named as OIC chief of hospital was Dr. Soraya Abubakar, who is the chief of medical professional staff of the ZCMC. Abubakar, who specializes in family medicine and a dermatologist, replaced Dr. Romeo Ong, who retired from government service.

Abubakar’s appointment took effective February 15. It was signed by DOH Sec. Francisco Duque III. “I know the employees are all professional and they will give all the support that she needs,” Ong said. He was appointed chief of hospital on December 1, 2003 and served the ZCMC for 14 years.

Ong said he is optimistic that the ZCMC will become a medical center of choice for the people since they have drafted a strategic development plant up to 2022.

head of Zamboanga City Increase local market competition New gov't-run hospital named to lower medicine costs in PH—PIDS ONE way to reduce medicine costs is to increase competition among manufacturers in the domestic market, said Gilberto Llanto and Ramon Clarete, president and consultant of state think tank Philippine Institute for Development Studies, respectively.

Citing data from IQVIA, a global company that offers information, innovative technology, and contract research services on healthcare, the authors explained that the market shares shifted significantly from originator medicines to generics between 2006 and 2015.

Based on IQVIA statistics, Llanto and Clarete said “the market share of originator medicines had declined from 62.3 percent in 2006 to

only 22.7 percent in 2015” compared to generic drugs, “whose respective market shares in 2015 reached 33.4 percent for unbranded and 43.8 percent for branded generics”.

They noted that the increase in local market competition can be attributed to the implementation of Republic Act No. 6675, also known as the Generics Act of 1998, which has increased manufacturers of generic drugs giving innovators tough competition and forcing them to cut down their prices to defend their market share.

“In increasing competition forces, both originator and generic manufacturers will likely lower their own medicine prices to compete with each other and defend

their market shares,” the authors elaborated.

But they observed that while medicine prices have gone down, the demand of the public for medicines was still low and did not indicate expanded access.

To resolve this issue, Llanto and Clarete advised government to expand its pooled procurement of medicines to attract more suppliers in the market.

Such action, the authors explained, will give the public sector leverage in getting medicine prices further down. “The government can then distribute the medicines it procures to the poorest populations that do not have the purchasing power to acquire medicines even at reduced prices,” they posited.

Paper still matters THE frequent whirring of printers in offices - despite the Internet, Microsoft Word, social media (I love Facebook, LinkedIn and Twitter), scanners, smart phones applications and many much more - attest to that.

I was very much old fashioned in many things.

While still typing on an old manual typewriter, my former colleagues in different publishing houses used already electric units. I loved my antique typewriter.

I love it till today. Yes, it’s still here at my office in Davao City. I can’t use it anymore, because no more ribbons are available in the Philippines. It’s fine for me.

My electric typewriter is also here. Just beside the manual unite. Those were the days, my love....

It has been sometimes at the end of the 1990’s. I worked in an international publishing house in Berlin with branches in Amsterdam and New York. I still used one of those wonderful electric type writers - and tried to avoid vehemently a personal computer. Already

during that time, I needed to hold paper in my hands.

Paper, says the productivity expert David Allen, is “in your face”. I strongly agree with David. He said, “Its physical presence can be a goal to completing tasks, whereas computer files can easily be hidden and thus forgotten. I am also returning to paper planners for this very reason. Smile....

David Allen, the author of “Getting Things Done,” does much of his writing on a computer. So do I meanwhile. But, there are still times when writing with a fountain pen on a notepad. It allows “us” to get “our” heads in the right place. When I tried to learn more from David Allen, I really got surprised, that we have many things in common. Old fashioned or not? I don’t care. Here are some facts: Paper print outs serve an important function. For long texts, a printout can allow a reader to better understand relationships between sections and writings. What makes the barangay unique and special?

CAGAYAN de Oro City-If barangay elections will indeed be held, it is essential that aspiring candidates and the barangay community be brought up to speed on the nature of the positions to be filled as well as on the unique aspects of barangay governance.

Direct democracy with a parliamentary government is what makes the barangay unique and special.

In a direct democracy, it’s the people who define and decide on policies—directly, without any intermediary or representative to speak for them. And this is exemplified by the acts and decisions of the Barangay Assembly, which is composed of all the constituents in the community.

Such acts and decisions are official manifestations of People Power. They affirm the people’s sovereignty.

They may be in the form of a resolution concerning the local budget, the desirability of a project or program, or an ordinance regulating matters of concern to the community.

Unfortunately, the Barangay Assembly and its role and nature is not being given its due importance. So what otherwise is the embodiment of People Power in the grassroots is missing in the bureaucracy, since it requires that the assembly formally convenes and deliberate on

the community’s agenda. And even if it does convene, it is at the behest of the central government.

As a result, the people are prevented from inquiring into the acts of their government. More important they are unable to check corruption or abuse, or to ensure that their government complies with their mandates or meets their expectations.

This inability of the barangay citizens to check on their government’s conduct or decisions accounts for the culture of impunity at the grassroots. They cannot question or sanction erring officials.

Without the formal deliberations of this Assembly, the barangay as the primary level of government cannot perform its role relative to the intermediate and national levels. Nor can the people—who constitute the Assembly—be said to participate in the democratic process effectively.

That this situation has gone on and allowed to obtain since the enactment into law of the Local Government Code is an untenable situation. It prevents the sovereign people from assuming their posts in their duty station in the community. It is a very unfortunate, for only in their immediate community can Filipinos perform their other citizen duties apart voting.

Unless Barangay Assem-

bly members learn to convene at their own volition and behest, they cannot address local concerns effectively.

Worse, direct democracy cannot be operational, and there can be no parliamentary proceedings. Result: the voice of democracy is stifled.

What an otherwise excellent system for a modern democratic polity is reduced to a mere oligarchy, a government in which power is in the hands of a few. And this explains why for the most part, what we have is a government of politicians, by politicians, and for politicians.

Meanwhile, the Central Government, notably the Department of the Interior and Local Government, carry on like the proverbial three monkeys—hearing no evil, seeing no evil, and saying no evil about this anomaly in our so-called democracy. They don’t know that it is causing the de facto disenfranchisement of the principals of the Republic? That they are making it happen right in the citizenry’s backyard?

That they are shutting the people off from the democratic process?

Equally reprehensible is the fact that the role and power of the people as members of their local parliament is effectively nullified. In doing so, they delimit the principle of “consent of the governed” to mean that it

may be applied only at election time and not while their officials are in office. It is a travesty.

It is precisely while the officials are serving their term of office that the Barangay Assembly is supposed to serve as the Check-andBalance mechanism of this parliamentary government at the grassroots.

Very clever, these trapos, our public servants, and very naïve, we sovereign citizens, their masters!

Unless and until this Barangay Assembly convenes properly, regularly, and in an all-inclusive manner, it remains a Parliament-inWaiting. And no one can claim that the Republic of the Philippines is anchored upon its sovereign citizens.

So important a component of our political system and the democratic process, why is this constituent assembly being ignored? The willful disregard of this vehicle for the functioning of direct democracy constitutes a serious breach of the public thrust by those charged with promoting and implementing the Local Government Code.

“We will choose the best performing agency to encourage the employees to take the drill seriously,” Romualdo said.

The earthquake drill was conducted in the respective

CATARMAN, Camigin, February 15 (PIA) -- To conduct peacekeeping activities in association with the various sectors of the community, the Department of the Interior and Local Government (DILG)Catarman held a lecture to Barangay Peacekeeping Action Team (BPAT) members on February 14 at Barangay Hall Mainit, Catarman.

Engr. Rico Baiño, Catarman Municipal Local Government operations officer, said that the BPAT is created as the primary operators to conduct community oriented policy and public safety system.

Among the functions of the BPAT as discussed

by Baiño include the organization and mobilization of various sectors of the

community to support the maintenance of peace, order and safety, conduct of crisis management, disaster mitigation, search, rescue and relief operations within the community, strengthen and support the Barangay Justice System, and conduct crime prevention and deterrence measures to protect the vulnerable sectors of the community.

“There should also be Barangay Peacekeeping Desks (BPDs) that will coordinate and mobilize barangay tanods and other force multipliers to augment the PNP (Philippine National Police) personnel in the aspect of barangay peacekeeping operations,” Baiño said.

Members of the BPAT or organized sectors must be selected from among the

community members who are of good moral standing in the society. They shall be selected by the elected Barangay Officials and shall be endorsed to the Chief of Police concerned for concurrence.

DILG said that BPAT will enable broader range of police services to the public, provide one stop service, localize problem solving and enhance job scope and performance for BPAT officers.(RTP/PIA10)

MANILA -- Ayala Land Inc. (ALI) has earmarked a record PHP111 billion for capital expenditures (capex) in 2018 and is ready to launch PHP125 billion worth of projects, optimistic about the continued growth of the property market.

ALI Chief Finance Officer and Treasurer Augusto “Toti” Bengzon told reporters that PHP47.4 billion, or 43 percent of the projected capex, will be allotted for the residential segment; PHP18.7 billion, or 17 percent, for malls; and PHP14 billion, or 12 percent, for land acquisition.

The company will set aside the remaining amount for malls, offices, hotels and resorts and estate development segments, as well as for capital, services, and other investments.

MANILA -- The government is seen to lose about PHP20 billion worth of taxes from cigarette products this year alone due to the continued proliferation of illicit products.

Policemen and officials of the National Bureau of Investigation (NBI) confiscated Thursday an estimated PHP4 million worth of alleged illicit cigarettes in two separate raids conducted in Barangay 35 and SingcangAirport in Bacolod City.

Last week, boxes of counterfeit products of Mighty Corp. and PMFTC, Inc., which produces Philip Morris among others, were discovered in a cigarette factory illegally operating in the

Disbursement of TRAIN-related subsidy to start this February

MANILA -- Beneficiaries of the government’s conditional cash transfer (CCT) program receiving subsidies through automated teller machines (ATMs) will get additional funds starting this February to alleviate the impact of higher prices of some commodities due to tax reform.

Finance Undersecretary Kark Chua said beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps), who receive subsidies through over-the-counter mode, would get their top-up starting March while the additional beneficiaries, who belong to the lower 50 percent bracket of the society, would get theirs starting July.

He said some 7.2 million beneficiaries of the subsidy would get their funds in the first quarter this year.

The remaining 2.8 million households who are

still being registered with the Department of Social Welfare and Development (DSWD) will get theirs in July but Chua said the amount to be disbursed by then would be equivalent to the full-year budget augmentation amounting to PHP2,400.

The first package of the Tax Reform for Acceleration and Inclusion (TRAIN), which took effect January 1, 2018, cuts workers’ income tax rates and gives workers’ first PHP250,000 annual income a tax-free rate. It also hiked excise taxes on fuel products and sugar-sweetened beverages, among others, to counter the impact of the tax cut on government revenues.

The excise tax hikes on some commodities are seen to impact the poor, thus, the program to provide a one-year subsidy to the lower 50 percent bracket of the society.

DOLE gives jobs to 122 B’non displaced workers MALAYBALAY CITY, Bukidnon, February 15 -- Department of Labor and Employment, Region 10 (DOLE-10) - Bukidnon Provincial Field Office (Buk PFO) gave a series of orientation seminars to displaced and disadvantaged workers in Bukidnon through its Tulong Pangkabuhayan para sa mga Displaced/Disadvantaged Workers Program (TUPAD).

The beneficiaries from municipalities of Sumilao, Talakag, San Fernando and Impasug-ong were oriented in January and February this year respectively with TUPAD’s requirements and procedures for the pre, post, and implementation stages; safe and healthy work conditions; the eligible projects for implementation such as social, economic, and agro-forestry community projects.

DOLE 10 Buk PFO Chief Raul Valmores said that the Regional Office has already approved the following budget for the payment of salaries of the 122 beneficiaries: P387,905 for Sumilao Municipality; P436,340 for Talakag Municipality from the P338 minimum daily wage as the base rate. The

20 days work duration is also provided with GSIS insurance.

Partner local government units and corresponding barangay units will provide necessary Personal Protective Equipment (PPEs) like T-shirt, work boots, buri hats and tools to perform their work accordingly. This support serves as

their equity for the implementation of this project.

Minimal cancellation of bookings in Boracay noted DAVAO CITY – The Department of Tourism (DoT) recorded minimal cancellation of bookings in Boracay resorts and hotels after last week’s ultimatum of President Rodrigo Duterte for a massive cleanup to save the world-famous resort island.

Of the 57 big hotels and resorts called by DoT in Boracay, only eight guests canceled at Bamboo Beach Resort while 22 rooms were canceled at the Blue Marin Boracay.

This was revealed by Tourism Secretary Wanda Teo in a press conference at Marco Polo Hotel here on Friday. Teo based this on a text message from the DoT director in Boracay.

“I think it’s limited,” Teo said when asked about the impact of the Boracay issue to the tourism industry there.

“The cancellations were attributed to the President’s declaration. So hindi ganun talaga ang effect (So the effect is not really that – big),” Teo said.

Teo said tourists still have other places to visit

Davao Sur coop to venture in banana business MAGSAYSAY, Davao del Sur -- The Magsaysay Farmers Multi-Purpose Cooperative (MFMC) is set to start another brand of business – the Cardava Banana Marketing and Enterprise.

This came after the final validation conducted Thursday afternoon at the site by personnel of the Department of Agriculture under the I-REAP component of the Philippine Rural Development Project (PRDP).

MFMC was among the accredited cooperatives, associations and organizations in the municipality that submitted its intent to avail of the I-REAP project and was the only group selected after qualifying with the requirements set by the government agency.

Magsaysay has been earlier identified as the major producer of cardava banana in the entire province, making the commodity top the enterprise prioritization process.

DAVAO CITY -- Tourism Secretary Wanda Teo denied tagging along her makeup artist and utility personnel in domestic and international travels despite the warning issued by President Rodrigo R. Duterte against government officials going on excessive travels.

Teo made the clarification during a press conference at Marco Polo Hotel Davao Friday. She said Angelito Ucol was her executive assistant and went through a proper application process before he was hired by the agency, contrary to reports that he was her makeup artist.

“Other secretaries, they got their families, they got their sons, they got their daughters, I did not get any of my family, I get somebody who applied to me. He is not a makeup artist, he goes with me in one of the trips,

he works in the office, he files, he types,” she said.

The secretary also denied having been to Japan, Russia, South Korea, UK, Dubai, Canada, Italy and the US as the tourism chief, along with other workers without the knowledge of Malacañang.

“I did not go to these places. I’ve have been to these places when I was still in the private sector.

When I became secretary of tourism hindi po ako pumunta sa Dubai, hindi pa pumunta sa Sydney (I have not been to Duabi, I have not been to Sydney), and I went to Russia with the President,” she said.

She said she has become more selective of her travels after Executive Secretary Salvador Medialdea issued on January 3 the guidelines on foreign trips for public officials.

She explained the President said in one of the cabi-

But undersecretaries and assistant secretaries are covered by such guidelines, she added.

The secretary admitted sending rank and file workers on a travel aboard a vessel of Star Cruises when it gave the department 10 cabins for free during its maiden voyage last year.

Davao’s tribal village still awes locals, foreign visitors DAVAO CITY – The tribal village here that features the city’s 11 tribes inside the Magsaysay Park has continued to awe locals and foreign visitors.

City Tourism Chief Generose Tecson said that for the month of January alone, close to 10,000 foreign and domestic tourists visited the tribal village, which has become an attraction since it was introduced as one of the highlights during the Kadayawan sa Dabaw in August last year.

The tribal village was re-opened weeks after the Kadayawan and since then, it has become a popular attraction.

Tecson said the latest visitors were the 250 Filipino-Canadian tourists who were amazed to see the 11 tribes and their handicrafts were sold out. She said whenever there are foreign visitors they would request to bring them to the tribal village.

“It only shows that people are interested to know more about our culture as well as the customs and tradition of our tribes,” she

said.

The tribal village features 11 houses representing each of the 11 tribes of Davao City namely Ata, Klata, Ubo-Manuvo, Matigsalog, Tagabawa, Maguindanaoan, Kagan, Iranun, Tausug,

Sama and Maranao.

The tribes also hold cultural performances on weekends. Tecson said the city tourism wanted to capacitate the tribes so they could do more things.

“I will request the Na-

tional Commission for Culture and Arts (NCCA) to conduct lectures and also teach them so they could create performing groups,’ she added.

“Once they are organized we can tap them to

perform during events and other activities,” she said.

Increase local market competition to lower medicine costs in PH—PIDS

One way to reduce medicine costs is to increase competition among manufacturers in the domestic market, said Gilberto Llanto and Ramon Clarete, president and consultant of state think tank Philippine Institute for Development Studies, respectively.

Citing data from IQVIA, a global company that offers information, innovative technology, and contract research services on healthcare, the authors explained that the market shares shifted significantly from originator medicines to generics between 2006 and 2015.

Based on IQVIA statistics, Llanto and Clarete said “the market share of originator medicines had declined from 62.3 percent in 2006 to only 22.7 percent in 2015” compared to generic drugs, “whose respective market shares in 2015 reached 33.4 percent for unbranded and 43.8 percent for branded generics”.

They noted that the increase in local market competition can be attrib-

uted to the implementation of Republic Act No. 6675, also known as the Generics Act of 1998, which has increased manufacturers of generic drugs giving innovators tough competition and forcing them to cut down their prices to defend their market share.

“In increasing competition forces, both originator and generic manufacturers will likely lower their own medicine prices to compete with each other and defend their market shares,” the authors elaborated.

But they observed that while medicine prices have gone down, the demand of the public for medicines was still low and did not indicate expanded access.

To resolve this issue, Llanto and Clarete advised government to expand its pooled procurement of medicines to attract more suppliers in the market.

Palamine attributed this achievement to the relentless tax collection campaign of the BIR, especially those in the regional field offices.

But the challenge, he pointed out, is that the national government upped its collection target for this year to P15 billion, which he noted is about 20 percent higher than last’s year goal.

“We cannot yet tell if we can achieve it (this year’s collection target), but we will do our best,” he said, adding that the BIR is apprehensive of the effects of the Tax Reforms for Acceleration and Inclusion (TRAIN) law.

Palamine said the agency’s performance in January was on course as they were able to reach their monthly collection target.

However, he said, the BIR is on a wait-and-see situation as far as its collection effort for February and the succeeding months due to the tax reform measures the Duterte government is taking that is expected to be felt within the year.

Palamine said February, in particular, would be “dramatic” as the effects of the TRAIN law would likely be felt by both the consumers and business operators.

“Tan-awon nato ang epekto (we will have to see the effect) before we can judge [the outcome of the TRAIN law] in the coming months,” he said.

According to the Department of Finance, the goal of the TRAIN law is “to create a more just, simple, and more effective system of tax collection, as per the constitution, where the rich will have a bigger contribution and the poor will benefit more from the government’s programs and services.”

Teo lauded the DENR for its efforts. DENR has ordered the closure of some 200 tourism establishments in Boracay found violating environmental laws and regulation.
