angasinan's grievance over two major power plants producing more than 1,500 megawatts in a province which suffers from power outages just like the others, is expected to take center stage in the Federalism Forum on Feb. 18 at the Lyceum-Northwestern University here.

LNU President Dr. Gonzalo Duque, former vice governor of Pangasinan who is hosting and organizing the event, last night said the Federalism Forum comes at the time when Pangasinenses are asking why a province which hosts two major power plants still suffers from power

outages.

"Not only do we suffer from power outages, the province is also not getting a fair share from the facilities which are producing over 1,500 megawatts," said Duque who has long advocated for Federalism.

The two power plants in Pangasinan are the Sual Power Station, a coal-fired plant which produces 1,200 MW, and the San Roque Hydro Power Plant which produces 345 MW. Local officials in Pangasinan have complained that while the establishment of the two power plants

resulted in environmental concerns in their areas, the local government units barely get any share from the huge income of the facilities.

Duque, who is also deeply involved in community journalism writing a column in Pangasinan's top weekly "The Sunday Punch," said the people of the province would like to hear from Mayor Duterte how a Federal system of government would benefit the country.

Mayor Duterte, who has launched the "Listening Tour" with a swing of cities in Mindanao, Visayas and Luzon, including Puerto Princesa, Palawan, is also expected to share his experiences in the campaign against drugs, now a major problem in this province with a population of almost 2.7 million.

After the Federalism Forum, Mayor Duterte

will join members of the different Rotary Clubs of Pangasinan for lunch and later meet members of Dagupan's active press corps.

Duque, who is also a lawyer who graduated from San Beda like Mayor Duterte, said he will personally ask the Davao City Mayor to listen to the clamor of the people all over the country to consider the Presidency in 2016.

"We need somebody

who has a clear agenda of governance," Duque said referring to Duterte's Federalism advocacy to address corruption in governance, the Bangsamoro problem and the inequitable distribution of the country's money and resources.

From Dagupan City, Mayor Duterte and his group move up to Baguio City, the capital of the Cordillera Autonomous Region, which is one of only

two autonomous regions established in the country.

On Monday, Mayor Duterte will be in Angeles City, Pampanga.

The "Listening Tour," which was launched in Butuan City a month ago, is also expected to give Mayor Duterte an opportunity to gauge people's sentiments amid the call for the colorful Davao City mayor to consider the Presidency in 2916.

Council urges bgy heads to support ‘terrorist watch’ of Ozamiz police

Z A M I Z City, Misamis Occidental––The Ozam i z C ity Pe a c e and Order Council (CPOC) has called on the chiefs of the city’s 55 barangays to support the “terrorist watch” of the Ozamiz City Police Station (OCPS).

This, as mayor Reynaldo O. Parojinog Sr., chairperson of CPOC, has directed the barangay leaders to activate their Barangay Patrol Action Teams (BPAT) and actively participate in the campaign to spot the terrorists in their respective areas.

“This could be our contribution to the Mindanao peace process, currently being talked about, to make sure that we do not allow terrorists to roam around our city, freely and continue with

their threats,” the mayor said during this year’s first full council meeting, held here, last Feb. 13.

Just recently, OCPS has launched a terrorist watch for Rener Lou Pidoy Dongon, also as (a.k.a.) RenRen and Kudri, a student of Zulkifli bin Hir a.k.a.

Marwan in making bombs, and one of the suspects in the bombing of Maxandria Hotel and Rosario Arcade, both of Cagayan de Oro City, last 2012 and 2013, respectively.

A resident of barangay Tinago, Baroy, Lanao del Norte, Dongon has deep links to the international terrorist movement, as his sister Zainab is one of Marwan’s wives.

Another sister Aminah is married to Jainal Antel Sali, a.k.a. Abu Solaiman, while a third sister, Norain, is wife of Ahmad Santos, founder of the Rajah Solaiman Movement (RSM) Abu Tariq and member of the Abu Sayyaf Group (ASG) who was killed when

the bomb he was holding exploded, police superintendent Michael Cadiogan Bawayan, Jr., chief of OCPS, said.

Among the documents recovered from Dongon, when he eluded arrest by authorities in Marawi City, was a certification of a drug test he took from the Mehakans Drug Testing Center, located at the Integrated Bus and Jeepney Terminal (IBJT) Building, in barangay Maloro, Tangub City, which only proves that he has freely entered Misamis Occidental, Bawayan said.

“His picture is now posted in commercial establishments, city malls/ eateries, piers, bus terminals, public markets, and other public places, and in the social media, so his presence in the city can be reported to the OCPS, either by calling telephone nos.

Philippine Economy 2015: Fearless Forecast

Fearless Forecast for 2015 Looking ahead to the economy in 2015, we project the country’s GDP growth to accelerate to at least 6.5% in 2015. Our expectation is higher than IMF and ADB forecasts of 6.3% and 6.4% for Philippine GDP. Moreover, compared with the OECD average GDP growth forecast of 6.2% for the Philippines from 2015-2019, we believe that the country will post a stronger economic performance next year. On the other hand, we are relatively less upbeat than the World Bank, with a GDP growth outlook of 6.7% for the country next year. At a higher growth plane, the consumer-led Philippine economy continues to exhibit both resilience and robustness. With a strong domestic economy, the country is expected to retain its growth lead among the major ASEAN economies for the fourth straight year. With the ASEAN Economic Community, gains in the country’s output will be mainly felt in electronics, information technology, and in business process outsourcing, based on an ADB-ILO study.

From output, we turn to jobs. Backed by positive employment prospects in manufacturing, construction, IT-business process management, as well as tourism, and with increasing opportunities from government support to micro-, small, and medium-scale enterprises, we project the jobless rate to post a slight drop to 7% next year, making us less bullish than World Bank, which projected unemployment rate at 6.8% for the country. Based on an ADB-ILO study on the impact of the ASEAN Economic Community, regional integration will increase employment opportunities in construction, food processing, agriculture, trade, and transportation sectors in the country. To make growth inclusive, more quality employment needs to be generated, aside from addressing the underlying issues of double digit underemployment, the mismatch between jobs and skills, and the highest poverty incidence among farmers and fisherfolk in the agriculture and rural sector. At the same time, while the country’s labor market has remained inflexible, we should stress to investors our competitive advantages, not only in having an English literate workforce, but also in the area of industrial peace, cooperation in labor-employer relations, the strong link between pay and productivity, extent of staff training, availability of research and training services, and reliance on professional management.

Moving on to consumer prices, average headline inflation next year can hit 4%, the high end of 2-4% target range of the monetary authorities, as food and electricity prices reflect the impact of the cyclical dryspell or El Niño phenomenon, and consumer items include the passed on costs of the ongoing port congestion. Meanwhile, ADB expects consumer prices to rise faster at 4.1%, while IMF projects inflation at a slower pace of 3.9% next year. In response, private analysts also project the Bangko Sentral’s policy interest rate rising 50 basis points to 4.5%. On the fiscal side, the average 91-day Tbill rate, another indicator of short-term interest rate movement, is projected to reach 2.5% in 2015 as the fiscal deficit of the national government is kept within program at 2% of GDP. As the US economy recovers and the American greenback

strengthens, we project the FOREIGN EXCHANGErate average to reach P45 to the US dollar next year as the current account surplus drops to 2.5% of GDP, supported by a slowdown in merchandise exports growth to 8%, taking into account the consequences of the port congestion issue on the pace of international trade. At the same time, we expect OFW personal remittances to reach US$28 billion. In contrast, IMF forecasts the current account ratio to GDP to drop to 2.6%, while the country’s macroeconomic managers project the current account balance to reach 1.7% of GDP. Despite the largely favorable outlook on the above indicators next year, the country should appreciate the global context to the increasing foreign interest to locate businesses in the Philippines, as can be seen in the rising number of foreign business missions received by the country’s investments promotions agencies in the first ten months of 2014.

Even advanced economies are also faced with concerns over deepening inequality and persistent jobless growth in 2015, making inclusive growth an almost universal goal across countries. Relatedly, while the Philippines stands to gain from regional integration in terms of employment opportunities in the construction sector, the number of ongoing private sector projects could soon constitute a real estate bubble in the country.

Another challenge we will soon face with the rest of the world is lack of leadership that will resolve important problems. Until after the May 2016 elections, prospective investors will just postpone their decision to do business here, hoping that a new leader friendly to businesses emerges. In the absence of a new leader committed to simplify procedures and ease restrictions on doing business, businesses may further face a quantum increase in number of issuances for compliance by sectoral regulators. Corruption and inefficient bureaucracy would then remain among the top problematic factors for doing business in the country.

Parallel Events in the Ramos Administration and in 2015 Before I conclude, allow me to look back into some parallel events under the Ramos administration as we look forward to the year ahead. As we Filipinos say, “ang hindi marunong lumingon sa pinanggalingan ay hindi makararating sa paroroonan.” In 1992, President Ramos addressed a power crisis he inherited from the first Aquino administration. In January 1995, he welcomed the now canonized Saint Pope John Paul II in the country, which hosted the World Youth Day, with a record attendance by five million in the closing mass. And in November 1996, the country successfully hosted the APEC Leaders’ Summit in Subic as well as the meeting of APEC Business Advisory Council representatives with APEC Leaders in Makati City.

Moving on to 2015, let us respond to these similar challenges and opportunities in the same spirit as my former boss, President FVR, used to say, “Kaya natin ‘to.”

New twists on ‘Mamapasano’ probe It appears that the missing pieces about the Mamapasano encounter in Maguindanao is coming into place now. The massacre of the 44 Special Action Force (SAF) of the Philippine National Police (PNP) in Maguindanao last January 25 2015 has stirred the nation that the call for President Aquino to step down has now started to snowball.

While many insisted that the Mamapasano incident was not a “massacre” or “carnage,” the video footage - uploaded in social media networks - showed the helpless and wounded police officers being shot at close range by the perpetrators.

The seemingly lackluster attitude of the national government appeared to have also incense the nation. As a result, the framework agreement between the Moro rebel group and the government is now on the brink of falling into pieces.

But, amid the uncertainties and suspicions, the

ongoing probe about the Mamapasano carnage has provided a flicker of hope for justice to be ultimately be served to the fallen 44 SAF operatives.

Now, with the revelation that President Aquino, resigned PNP Chief Director General Alan Purisima, and other top military brasses were actually monitoring the Mamapasano firefight, the probe is heading to a new twist.

Police Director Getulio Napeñas Jr, the PNP SAF commander, reportedly made the disclosure during an Executive Meeting with the Senate probe body about Aquino, Purisima, and even the presence of American military officials at the time when the Mamapasano incident took place.

I am not shaken by the story at all. After all, those who followed this writer knew that this column has first written the American involvement in the Mamapasano incident.(Mindanao

1st Cavalry Squadron conducts cleanup drive in Tukuran town

UKURAN, Zamboanga del Sur– Instead of celebrating Valentine’s Day with their respective families on Saturday, the officers and men of the 1st Cavalry Squadron, Mechanized Infantry Division, Philippine Army (PA) conducted a cleanup drive in barangay Lower Bayao here to show love for our environment.

Civil-Military Operations Officer Capt. Mae Budlong said the event was part of the Armed Forces of the Philippines’ (AFP) Internal Peace and Security Plan (IPSP) or “Bayanihan”.

“It also aims to engage all sectors in addressing environmental issues,” she added.

Budlong said the 1st Cavalry Squadron under the leadership of the newly installed battalion commander Lt. Col. Charlemagne Batayola Jr. had conducted the

said activity to help protect, preserve and sustain the environment by joining and supporting environmental campaigns.

“These simple acts of community service can very well serve the residents of the barangay,” she stressed.

For her part, Barangay Captain Esnaira Chavez expressed her gratitude that the cleanup drive was held in her barangay.

“Nalipay ako nga kini nga kalihokan gihimo dinhi sa among barangay aron dili lamang malimpyo ang palibot sa among beach kung dili among mahimamat usab ang mga sundalo nga nagpasiugda ning maong kalihokan . Una kini nga higayon nga naay grupo sa mga nagpakabanang tawo nga naghimo ug clean up drive dinhi sa among dapit,” Chavez said.

In the Hokkien language that most Chinese Filipinos speak, Kiong Hee Huat Tsai is the Chinese New Year greeting. The Cantonese version dominant in Hong Kong is Kung Hei Fat Choi and the Mandarin is Gong Xi Fa Cai which means “congratulations and be prosperous.”

He said that the rise of HIV cases in Cagayan De Oro City has been consistent from a 45 HIV-Acquired Immune Deficiency Syndrome (AIDS) in 2008 to 64 cases at the end of 2014.

It is reported that the total number of HIV-AIDS cases here has gone up to about 133 from 2008 to 2014, Pajo said.

Of the 64 cases, 63 were men. The HIV was transmitted through “men having sex with men.” The HIV cases now appeared to be higher than the traditional sexually transmitted disease (STD), Pajo said.

“The number of HIV cases could be more. Health officials have the suspicion that some patients HIV refused to undergo medical examination because of the misconception alluded to the disease,” Pajo said.

Dr. Evelyn Magsayo, of the regional Department of Health (DOH) earlier

described the spread of the HIV in Northern Mindanao as “fast and furious.”

The Misamis OrientalCagayan De Oro Aids Network (Mocan), a coalition of government and private institutions on HIV-AIDS concerns, has reported last year that the “youngest patient” recorded in the region was a 14-year-old male while the oldest was a 70 year old man.

Pajo said that the DOH has two important HIV testing centers in Cagayan De Oro City, one at the Northern Mindanao Medical Center and the other at the J.R. Borja Hospital.

Consultation and medicines at the HIV testing centers are for free, Pajo said.
