Duterte to step down by 2020

DAVAO CIT Y (MindaNews) — President Rodrigo Duterte on Tuesday vowed to step down “if there can be a working federal set-up by the year 2020.”

“I do not want any transition position. I do not have any plans of perpetuating myself in power. It ain’t in my system,” he told newlyappointed officials who took their oath of office in Malacanang, among them the 19 members of the 25-member Consultative Committee (ConCom).

The ConCom is tasked to “study, conduct consultations, and review the provisions fo the 1987 Constitution including but not limited to the provisions on

the structure and powers of the government, local governance and economic policies” and is expected to complete its work “on or before the lapse of six months from the date it is convened.”

Addressing specifically the ConCom members, Duterte cited the “wise experience that you have had to steer something that will guide us for the future.”

He said he is “in a hurry to go down” and that “if you guys want to have a system where you have a President like the French experience, even a parliament, a Prime minister and a President, if we can have that in 2020, I will commit to you now: you do not have to remind me. If there can be a

SoCot to create culture, arts council GENERAL SANTOS CITY -- The provincial government of South Cotabato is working on the creation of a special body that will manage local programs and activities on arts and culture.

Indira Cagaanan, acting head of the South Cotabato Arts, Culture, Tourism and Museum (ACTM) development promotions unit, said Thursday preparatory works are underway for the establishment of the province’s Culture and the Arts Council.

She said the move was based on an endorsement made by the Provincial Development Council’s Social Development Committee (PDC-SDC).

Cagaanan said their office was tasked to draft an Executive Order for the creation of the council that will be signed by Gov. Daisy Avance-Fuentes.

Ev e l y n Fa nt i l a n a n , PDC-SDC secretary, said the establishment of the council was provided for in Memorandum Circular 2017-133 issued by the Department of the Interior and Local Government (DILG) on September 29 last year.

It mainly enjoins local government units to legislate for the establishment of their own Local Culture and the Arts Council (LCAC).

The province’s culture and arts programs and activities are handled by the ACTM office in partnership with South Cotabato Culture and the Arts Foundation Inc. (SCCAFI).

SCCAFI is privatelyrun group composed of representatives from local culture and arts groups, artists and other stakeholders.

Fantilanan noted that with the DILG issuance, it is only proper for the

province to create its own LCAC. Citing the DILG memorandum, she said the proposed council will be headed by the governor as chair and composed of 21 members.

It will involve representatives from various sectors such as local government offices, national line agencies, private and business institutions, academe, professional groups, indigenous peoples, nongovernment organizations, artists, cultural workers and other stakeholders.

She said its primary function is to prepare an annual plan on culture, arts and cultural heritage that will complement with the Philippine Development Plan for Culture and the Arts.

“These will be integrated in the local development plan and considered in the annual appropriation ordinances,” she said.

Fantilanan said the LCAC is also tasked to coordinate programs and recommendations that will help develop and sustain local cultural and artistic talents, cultural industries, traditional and contemporary arts and crafts and their processes.

It will coordinate with the appropriate affiliated cultural agencies of the National Commission for Culture and the Arts for the conservation and monitoring of national cultural properties found in the area, she said.

“It will facilitate the conduct of cultural events such as festivals, competition, lectures, seminars and symposia as well as identify other programs and activities for the promotion of cultural heritage and arts,” she added.(PNA)

Calizo raises concern on work readiness of K to 12 graduates “HOW will students get to the schools that will be offering their preferred tracks?”

This was the question posed by Councilor Romeo V. Calizo, quoting a statement of the Philippine Chamber of Commerce and Industry (PCCI) that K to 12 graduates are not work-ready.

The councilor delivered his special report on the matter during the City Council regular session on Monday presided over by

Vice Mayor Raineir Joaquin V. Uy. He reported that the Department of Education (DepEd) and other implementing government agencies are expecting to have at least 1.3 million graduates from all over the country who are supposed to be work-ready and employable.

Climate change resulted due to greenhouse gases produced by human activities. The air pollution contributed by factories, smoke belching of transportations, improper waste disposal, the use of chemicals in agriculture land such as herbicides, insecticides, commercial fertilizers, the deforestation, the biogas produced in piggery and poultry farm.

Furthermore, the current 80-hour or two-week long minimum requirement for the on-the-job (OJT) for senior high students is reportedly not enough to equip them with all the skills they need to be work-ready.

Calizo said, according to the PCCI not all of the 39 high schools in the city will offer the basic four tracks designed by the DepEd under senior high.

As an example, he said,

Balubal High School and San Simon High School have been identified to offer only the Agriculture strand under the Technical-Vocational-Livelihood track.

“There seems to be a mismatch of the skills of our graduates needed to that of our existing industries as well as lack of mechanisms to find job matches between the two institutions. Considerably noted is that there is yet no full assessment if the curriculum is enough to prepare the learners for the real world,” Calizo pointed out.

To address this, the councilor said the city should coordinate with proper agencies to come up with mechanisms or solutions to the arising problem.

He further proposed the creation of a team coming from different agencies of the government such as DepEd, CHED, TESDA), private (business) sectors and NGOs to study and assess the condition and come up with recommendations and possible solutions.

Plastic problem Mother Earth has a plastic problem. More than 9.1 billion tons of plastic of any kind and in any form are produced on Earth regularly and dumped into open spaces -- landfills, seas and oceans, mountains, plains and plateaus.

Name it, the Earth have it. Plastic is everywhere.

The report in the journal Science Advances is described as the first global analysis of all mass-produced plastics and warns that an even more dire scenario lies ahead.

At the current pace, over 13 billion tons of plastic waste will be discarded in landfills or in the environment by 2050.

This amount -- which converts to 12 billion in metric tons -- is about 35,000 times as heavy as the Empire State Building in New York.

degrade in any meaningful sense, so the plastic waste humans have generated could be with us for hundreds or even thousands of years.

The estimates underscore the need to think critically about the materials we use and our waste management practices.

Researchers compiled their data from production statistics for resins, fibers and additives from a variety of industry sources.

The report found that as of 2015, nearly seven billion tons (6.3 metric tons) of plastic waste was generated on Planet Earth.

A total of 79 percent of that plastic waste accumulated in landfills or the environment, including the oceans. Despite widespread efforts toward re-usability, only nine percent was recycled.

Another 12 percent was

incinerated, a process that can also be harmful to the environment.

Recycling is not much help when it comes to plastics, because they do not dissolve in the environment. None of the plastics in widespread use are biodegradable.

Just over two tons of plastics were produced globally in 1950, when mass manufacturing of the durable material began, said the report.

By 2015, that number skyrocketed to over 440 million tons, outpacing most other man-made materials, with the exception of steel and cement.

About half of the total amount of plastics produced from 1950 to 2015 has been made in just the last 13 years.

Roughly half of all the steel we make goes into construction, so it will have decades of use -- plastic is the opposite. Half of all plastics become waste after four or fewer years of use.

Plastic debris can now be found in oceans all over the world. In 2015, eight million metric tons of plastic entered the oceans.

Many bags drift into the ocean, strangling turtles, suffocating seabirds and filling the stomachs of dolphins and whales with waste until they die of starvation.

How do we assure the safety of OFWs?

-oooBIR, TRB, MUST ASK NLEX TO EXPLAIN “PAYMENT REJECTED” NOTICES: I couldn’t exactly recall now if, in this column, I have already written about an apparently long-standing practice I have been encountering at the North Luzon Expressway (NLEX), where its lighted billboards in its exit points would usually flash the words “payment

rejected” after I have paid my toll fee.

The fact is that, up to now, I continue to see those words being flashed from the lighted billboards of NLEX, after I have already paid my tool fees. This has left me wondering if this must be looked into by the Toll Regulatory Board or even by the Bureau of Internal Revenue, and clarify from the management of NLEX why their billboards are flashing the words “payment rejected”.

Do these words mean that what I paid (and those that are being paid by other NLEX users) are being rejected by their computers and are therefore not being recorded as payments? Why would it appear that my payments are rejected, if I managed to indeed pay? If

the transactions involving my payments are “rejected”, does it mean that such payments would not be reported

by NLEX as income, so that the BIR cannot tax them?

-oooHOW DO WE ASSURE THE SAFETY OF OFWs? In the face of the gruesome murder of Joanna Demafelis in Kuwait in 2016 yet, how could we ever assure the welfare and safety of some 20 million overseas Filipino workers (OFWs) from the hands of their foreign masters who are either nymphomaniacs or sex addicts, or are monsters masquerading as humans?

We should have searched the answer to this question a long time ago yet, but it is clear that there is no one in government or in the private sector that sports

even a modicum of interest in finding a solution to the problem of assuring the welfare and safety of our countrymen who had to enslave themselves abroad just to find a living for them and their families.

It is truly disappointing, to say the least, that there is so little interest on this issue, considering that the entire country---the government and the families of our OFWs---have been benefitting greatly from the OFWs placing their necks in the chopping board whenever they seek employment in foreign soils. “What I’m saying is that we are trying to avoid a fissure in Mindanao because we need peace to move forward,” the President said.

“It was not true that he was detained. It was not true that he was charged,” Quiboloy’s lawyer, Israelito Torreon, said Friday, noting that the pastor did not commit any crime in the United States.

Torreon said if Quiboloy was charged, it would have been improbable for him to leave US territory.

He confirmed that Quiboloy arrived in the Philippines at about 6:35 p.m.

Thursday.

Torreon further dismissed reports that the pastor faced deportation proceedings as there was

no case against him.

Quiboloy, he said, was allowed to leave because he did not commit any crime in the US. While he was not with the church leader during the travel, Torreon said he talked to Quiboloy upon his arrival in the Philippines.

On the gun parts -- and not firearms as reported – that were allegedly found inside the airplane Quiboloy boarded, Torreon begged off to comment, saying, it is in US jurisdiction and that he would rather leave it to his counterpart lawyer in the US. He stressed it would be unethical to discuss the nitty-gritty of the allegation because he was not at liberty to give information as it is under US jurisdiction.

Asked if the airplane, a Cessna Citation Sovereign, is owned by the pastor, Torreon replied it would be irrelevant to the report.

Torreon also clarified that it was a routine function of the Customs and Border Enforcement Agents to board any aircraft leaving an airport. An online report of HawaiiNewsNow said Quiboloy was one of six passengers on board a Cessna Citation Sovereign, which was to leave for the Philippines.

The news report said that before its departure, Customs and Border Enforcement Agents boarded it and found tens of thousands of dollars in cash. The bills were all in USD100 reportedly folded and stuffed in socks in a suitcase.

Davao targets 7% increase in tourist arrivals to 2.14 million

DAVAO CIT Y (MindaNews) – The tourism sector here targets to attract 2.14 million visitors to the city this year, which is higher by 7 percent compared with the tourists arrivals reported in 2017, but the perception of some tourists on security concern remains to be a challenge.

City Tourism Office head Generose Tecson expressed confidence they would reach the higher target for 2018 since they have seen a huge interest from curious visitors, despite the declaration of martial law in Mindanao.

She said there is still much to be done to promote the city both domestically and internationally since there are still potential visitors who do not know much about Davao.

She acknowledged the importance of being a prime destination for meetings, incentives, conference, and exhibitions (MICE) because it would bring in more visitors, which would help the tourism-oriented establishments in the city, particularly hotels and restaurants.

“That’s really number one for us and we want it that way because these people will spend on hotels, conventions, after that they will go on a tour. This is an opportunity for us to show what we have in Davao,

including what our neighboring areas have, so that they will come back here,” she said.

The tourism office estimated that on average, tourists stay 3.6 days with daily expenditure worth P4,270.

Tecson added that they are hoping the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) would fast track the selection of a third party entity that would craft the tourism master plan of the city.

The tourism master plan would bring all efforts for tourism development towards a single direction, she said.

“With the plan, we will know what direction to take, where to start with promotions. We can plan what areas to focus on and give our attention to. This plan is not just for next year but also in the coming years,” she said.

Tecson added they expect the crafting of the plan will begin by the second quarter and will be completed in the third quarter.

“TIEZA wants consultations with the private sector, all tourism stakeholders, and city government as to what we really want to happen, for them to get the real situation in Davao – what kind of branding is needed for Davao tourism,” she said. (Antonio L. Colina IV / MindaNews)

Prices of basic goods remain stable in Region 12

GENERAL SANTOS CITY -- Prices of prime and basic goods in Region 12 have remained stable in the wake of the implementation of the Tax Reform for Acceleration and Inclusion or TRAIN Law. Vanessa Claire Plena, public information officer of the Department of Trade and Industry (DTI)-Region 12, said Thursday there has been no significant price changes for various commodities in the area based on their monitoring since last month.

She said the agency’s price monitoring teams, which is headed by provincial directors of its field offices, have been conducting regular inspections in local malls, supermarkets, public markets and grocery stores in parts of the region.

Also known as Soccsksargen, Region 12 comprises the provinces of South Cotabato, Sultan Kudarat, Sarangani and North Cotabato, and the cities of General Santos, Koronadal, Tacurong, Kidapawan and Cotabato.

“There’s a general impression of stability in prices of prime and basic commodities in the whole region,” she said.

Aside from stable market prices, Plena said local

supplies remain sufficient, specifically for varieties of rice, meat and fish.

In South Cotabato, she said there was no price increase on basic and prime commodities and supplies were sufficient but was a significant increase reported in the prices of soft drinks and processed fruit drinks.

She said the prices of some canned goods like

sardines, among them the Mega brand, have even decreased.

Plena said the same situation was monitored in this city and in the provinces of Sarangani, North Cotabato and Sultan Kudarat.

In Cotabato City, she said there were reports of increases in the prices of soft drinks like Coca-Cola as early as the first week of

January due to price adjustments implemented by suppliers.

But these were rolled back by the suppliers to the December 2017 prices by the second week, she said.

Plena assured their monitoring teams will continue with the price inspections to prevent possible abuses by some traders and commercial establishments.(FKA/PNA)

Dabawenyos dispute Trillanes’ tag of Davao as ‘most dangerous city’

DAVAO CITY -- Dabawenyos disputed the declaration of Senator Antonio Trillanes that Davao City is the most dangerous city in the Philippines given increasing trade missions and decreasing crime incidents.

Jenielito Atillo, a school official, said tagging Davao City as the most dangerous city, number one in murder and rape cast pollution in the minds of the people not from Davao.

He said it was also unfair to the police and Army who worked hard to keep the city safe and it was also for the people of Davao.

But, Atillo asked, why would Trillanes use the data in 2015 to tag the city as a most dangerous place.

Davao City Chamber of Commerce and Industry Inc. president Arturo Milan cited indications to dispute Trillanes claim.

Most recently, he said, was the signing of the sisterhood agreement between Davao City and Kaua’i county of Hawaii. Milan said the delegation from Hawaii led by the Kaua’i mayor visited Davao City despite a travel advisory for American citizens to travel to Southern Philippines.

A group of Canadians from Toronto has met with the Davao City Chamber of Commerce and Industry, Inc. (DCCCII) to see what Davao has to offer, said DCCCII president Arturo Milan.

He said the Canadians, who expressed interest in the city’s information technology industry, property development, and construction industry, were briefed on Davao’s business climate and were engaged for business matching.

“There is nothing definite,” said Milan, who was hopeful with the business matching. “That is very encouraging.”

Come March, a 70-member delegation from Shanghai, China engaged in its

Belt and Road project will also visit the city.

“They are trying to organize a Philippine-China Belt and Road economic forum,” he bared.

The visits are indications that Davao City is becoming attractive to investors, Milan said, noting the benefit trade missions bring to Dabawenyos, particularly jobs.

He commended the city government for giving extra effort to secure the city to make it a prime investment destination and urged the business sector to take trade missions seriously because these would open joint business ventures “We are excited with this development,” he said, adding that he looks forward to promoting Davao more to attract investors.

Milan was looking for more investments in agriculture, manufacturing and service sectors. “Our

economy is driven by agriculture, manufacturing and service sector. We have more jobs in business process outsourcing, information technology, and tourism,” he said.

He underscored the importance of promoting agriculture, for instance, to make it more attractive.

Milan cited a South Korean envoy who highlighted the importance of how strategic alliance with developed countries where food security would be the biggest issue.

With the lack of farmers because of the ageing population of some developed countries, Milan said the Philippines could be a big source of food.

DAVAO CITY – Some 10 to 15 village leaders in Compostela Valley Province suspected to be members or supporters of the Communist Party of the Philippines-New People’s Army (CPP-NPA) are under investigation by the Department of Interior and Local Government1 (DILG).

Those on the list are also being verified by Compostela Valley Governor Jayvee Tyron Uy and if proven true, they can be expelled office.

Uy confirmed there are some barangay officials in province engaged or included in the underground organization.

Phoenix Petroleum delivers banner 2017 with record volume, revenue, and income Leading independent oil company Phoenix Petroleum Philippines, Inc. recorded a banner year in 2017 with triple all-time highs in sales volume, revenues, and net income on core business.

Phoenix posted a net income of P1.792 billion in the full year of 2017, a 65% growth from P1.092 billion in 2016. Taking out the non-recurring gains and costs related to the newlyacquired LPG business, core income still reached an all-time high of P1.421 billion, or a 30% increase year-on-year. The 2017 results include the partial consolidation of the LPG business beginning August 2017.

The group reported P44.426 billion revenues, 45% higher than 2016.

The solid full year core income growth underscores the strength of the fuels business, in which sales

IT’s hard to say. We have no definitive measures of learner-centeredness or even mutually agreed upon definitions. And yet when we talk about it, there’s an assumption that we all understand the reference.

And so to help us further explore and understand what it means to be learner-centered, let’s reflect the characteristics regularly associated with learner-centered teaching.

They produce the most insig hts w hen asked sincerely and answered honestly. For most of us, there’s a gap between how we aspire to teach and how we actually teach. Given the less than objective view we have of ourselves as teachers, it’s easy to conflate aspirations with

actualities.

It’s good to remember that these characteristics are part of something larger. They define the concept operationally and with helpful details but individual characteristics, even a collection of them, still provide an incomplete picture.

These are just some of the questions needed to be asked. Does the course contain activities that put students in positions to learn from and with each other?

Are students encouraged to discover things for themselves or does the teacher usually tell them what they should know and do? Are there policies and practices in the course that promote the development of autonomous, self-directed learning skills?

Taxi driver Danny said he was angry when he learned about Trillanes statement.

Davao City Police Office (DCPO) spokesperson Sr. Inspector Maria Teresita Gaspan said the police have records of rape incident but these are incidents that happened inside private places or within the confines of the dwellings where there is no presence of police.

Suspects were mostly relatives, friends of relatives abusing family members.

She also noted that rape incidents recorded by the police did not happen anywhere in the streets of the city.

In fact, she said highest abuse of women and children incidents were VAWC (Violence Against Women and Children) cases.

Gaspan said rape incidents happened in the past but were reported only recently. This means the rape victims and their families trusted the police.

Index crimes may be high in 2015 but this does not make Davao City number one in murder or number one in rape among Philippines cities.

Despite a big population of 1.6 million but less number of police (one police for every 894 Dabawenyos), Gaspan said DCPO kept numbers in index crimes low over the years.

Gaspan said, “At this point in time the city is very safe napakababa ng crime volume (crime volume is very low).”

In 2016, DCPO recorded 10, 269 crime incidents in the city while the 2017 records show 7,576 or a decrease of 2,693 (26.22 percent) from the 2016 figure.

Gaspan said the presence of the police auxiliary is a big help to the policemen in securing the different areas in the city.

She added that the continuing anti-drug campaign helped in bringing down crime incidents. This also included Sagop Kabataan that lessened the riot incidents and the increasing awareness of Dabawenyos on respect for laws.

“This could not be made possible without the full support of the local government in terms of logistics,” she said. “So we are sure that Davao city is safe and secure,” she said.

Davao City’s Chief of Police Senior Superintendent Alexander Tagum also reacted to Trillanes description of the city, saying, it was an insult to the relentless effort of the joint security forces and law enforcement units based in the city including the local government.

“The people themselves have seen this. That resulted in the highest acceptance rating that we received so far in the recent social study/ survey of the Ateneo de Davao University,” Tagum said.

Tagum said the negative statement will not deter the police to make Davao City as the most dangerous place for the criminals and terrorists but the safest city for all Davaoenos,” he said.

“This is our common aspiration,” he added. DCPO has 1,850 police personnel with 910 police auxiliary.

On Tuesday, the Davao City Council also expressed disgust over the declaration of Trillanes, who was declared persona non grata.

“These [thrusts and directives] would also serve as guide for formulating strategic plans for agrarian reform implementation for the next five years,” added Castriciones.

At the planning and assessment, Castriciones called on his central and Regional Directors to strategize on how to improve the implementation of agrarian reform program in the country.

During the plenary and focus group discussion, the participants were able to identify the internal and external drivers and barriers of the DAR, which either helped or hindered in the achievements of its targets.

The DAR officials also identified opportunities for improvements to further enhance the implementation of the DAR’s major final outputs, support to operations projects, priority programs and management accountability.

The on-going activity is also aimed to ensure that the development thrusts of the administration of President Rodrigo Roa Duterte are integrated into the programs and services of DAR. For his final message, Castriciones directed his officials to implement agrarian reform laws to aid in fighting for farmers’ rights and expediting agrarian legal cases.

“With these thrusts and directives, the workforce of the department would do its best to implement programs and projects that would intensify land distribution, delivery of judicious agrarian justice and provision of support services,” Castriciones said.

The third level officials of the DAR are the Bureau, Staff and Office Directors of the DAR central office, the Regional Directors, Assistant Directors, Adjudicators and the Provincial Agrarian Reform Program Officers.

The assessment and planning conference is being held at the Sequoia Hotel on Feb. 12-15, 2017.
