Duterte sympathizes with CDO media over discrimination on Comelec debate coverage

DAVAO City -- Presidential candidate Mayor Rodrigo Duterte is supporting the move of the Cagayan de Oro media to boycott the presidential debate of the Commission on Elections (Comelec), saying, “I will not go there also. Pagka ganun (If it’s like that) you limit the (press coverage).”

Duterte’s statement

came on the heels of report that the Cagayan de Oro Press Club is set to boycott the first of three rounds the presidential debate on February 21 to express their indignation over the issuance of a guideline by Manilabased organizers limiting the participation of the local press coverage of the debate at the Capitol University in Cagayan de Oro City.

The debate is initiated by the Comelec in partnership with GMA-7, Kapisanan ng mga Brodkaster ng Pilipinas and the Philippine Daily Inquirer.

While he is yet to consult his plans to skip the presidential debate, Duterte however asked why press coverage should be limited.

“Kaya nga a ko tumatakbong (That is why I am running for) president because I want people from the provinces to be given equal treatment.

Kaya ako ay (That’s why I am) for federalism,” Duterte said when interviewed by reporters after the thanksgiving prayer of Rev. Apollo Quiboloy at the Kingdom of Jesus Christ in Buhangin, this city on Sunday night.

Duterte however said

he is confident the Comelec will find time to dialogue with the press clubs of the host cities of the debates and strike a winwin solution, otherwise it would be unfortunate if the local media will feel they are being treated as second class citizens in the press community.

The report also drew criticism from Duterte’s runningmate, vice presidential candidate Senator Alan Peter Cayetano, who said the local media “should be given equal treatment and be spared from discrimination.”

Duterte and Cayetano are strongly advocating the passage of the Freedom of Information bill and campaigning for federalism for dispersed and equal regional development.

The Cagayan de Oro Press Club (COPC) slammed the guideline as a clear case of discrimination towards the province-based media.

“There have been many instances in the past when Manila-based media organizations have condescended on the provincial press. The presidential debate in the city is no exception,” a Mindanews report said, quoting a resolution passed by COPC during its general assembly last Saturday. The statement was signed by its president Msgr. Elmer Abacahin and immediate past president Jerry Orcullo.

COPC has called for the stoppage of the discriminatory and condescending attitude towards the local press commu-

nity.

Mindanews reported that only five slots will be allotted to Cagayan de Oro-based media for e d itors / publ ishe rs as audience in the venue that can accommodate only 500 – and only five newspaper reporters will be allowed access to the event’s media center–a separate venue where a video monitor will broadcast feeds of the debate.

The rest of the audience will be ushered to the bigger venue at the Capitol University gym which can accommodate 5,000 people and will have giant LCD screens.

According to Abacahin, it is not for the debate organizers or the Philippine Press Institute (PPI) to choose who to allow inside the debate area to ensure that participating journalists are “legit local press” because the media community in the city “would know better.”

“The DuCay (DuterteCayetano) team advocates Federalism precisely to give locals in the regions their fair share from too capital-centric policies and even attitudes,” the head of media bureau Peter Tiu Laviña said.

Certified list of candidates for national positions in May polls out

MANILA, Feb. 15 (PNA) -- The Commission on Elections (Comelec) announced on Monday the names of the official candidates for national positions in the May elections.

In a memorandum issued Monday, the Comelec Law Department released the certified list of candidates of those running for the presidential, vice-presidential, senatorial and party-list positions.

A total of six candidates are gunning for president, namely, Jejomar “Jojo” Binay of the United Nationalist Alliance (UNA); Miriam Defensor Santiago of the People’s Reform Party (PRP); Rodrigo Duterte of PDP-Laban; Grace Poe, an Independent (IND); Manuel “Mar” Roxas II of the ruling Liberal Party (LP), and Roy Seneres of the Partido ng Manggagawa at Magsasaka Workers and Peasant Party (PMMWPP).

Comelec Chairman Juan Andres Bautista said the name of Seneres was included in the list as they have receive notices from the latter’s family and party that they were looking to replace or substitute the late legislator.

At first, the three-leg debate of presidential candidates sounds appealing. The first leg is scheduled in Cagayan De Oro City on Feb. 21, next in Cebu and the third would be in Manila. What gives?

Like the rest of the country, the people in Cagayan De Oro seemed excited to have been chosen as the venue of the debate of the presidential aspirants. Being chosen as the venue of the presidential debate is a plus factor for Cagayan De Oro City and its people.

Perhaps, one of the factors that makes Cagayan De Oro City as an ideal venue is that the city is one of the most flourishing urban centers in Southern Philippines.

Organizers also considered the stable security of Cagayan De Oro City. So much of the introduction.

The issue is the relevance of the debate.

What are the possible issues that the presidential candidates might raise during the public debate? What would the audience expects and all those who might be monitoring the event?

Will the candidates come and spend their personal money? Will the sponsoring institutions provide free accommodations, fare, and other amenities to the participating candidates?

Anyway, these issues could be better addressed by the sponsoring group. However, some of these questions are really bothersome.

For instance, the Cynosure is interested on the “expectation” of the audience about the debate. This early, many are casting the doubts that the debate would turn into nothing, but an exchange of barbs that might dwell on destroying the personality of the candidate.

Obviously, the people expect nothing of concrete importance of the presidential debate. There are fears that the audience of the debate would be swarmed by political supporters who have the tendency to heckle – a volatile situation, which might cause friction among the supporters.

It is therefore not a question of whether the world has lost its moral compass for its lack of response to the refugee crises. It needs to be made clear that before we start pointing fingers on who’s helping and who’s a bystander, states are still rational actors who need to consider the risks. The refugee crises causes states to choose between the moral responsibility to protect its own citizens while not failing to comply by its responsibilities to the global community.

This dilemma can only be resolved by a quick, durable and peaceful solution to the conflict from which it arises. Ending the war in Syria and a change in the political system in the Middle East can flip the tide of mass displacement.

God forbids, a riot among supporters of 5,000 erupt in the venue of the debate?

If a melee takes place, who would be made answerable?

Ridiculous…. However, there are possibilities that if “mudslinging” happens during the debate, the supporters would certainly react like mobs. Yes, we are writing about a worse scenario.

A scenario common to the Filipinos who are easily driven by emotions rather than reasons.

Candidly speaking, a mature, objective, and platform centered debate among presidential debates are far from what most people are expecting. We expect nothing from the presidential candidates, but a framework to defend themselves from accusations of graft, of ill-health, finger-pointing, denial of liabilities, and defending corrupt party mates. Perhaps, there are still other reasons that the people have now lost interest of the much ballyhooed presidential debate.

Yes, one of the purposes of the presidential debate is for the people to know, “up close” the capability of the country’s future president. However, given the negative scenario and the expectations, who would See diaz, page A11

There are conflicting interests in the Syrian War which is tied with the global resolution to annihilate the Islamic State: while everybody is against ISIS, Russia and Iran are supporters of Assad who used chemical weapons against his own people, the West supports the rebels who are clamoring for regime change, Turkey is fighting Assad and ISIS (probably Russia too) and also fighting the Kurds who are also fighting Assad and ISIS. Who or what dictates which interest is morally right then? Are such military interventions even moral by the same standards held at Iraq?

THINK a minute.

A young mother said that she never really appreciated her parents until she had children of her own. Only then did she realize all her parents had gone through in raising her. The sacrifices her parents made, the things they put up with and went without so they could feed and clothe her, pay her school fees, take care of her when she was sick, and the list went on and on.

But there are sometimes we can feel hurt or angry about things our parents did to us as children. Maybe you feel they were too hard and strict, or your parents treated you unfairly and differently from your brothers and sisters, or they even physically abused you. You might feel they didn’t really love you, or spend enough time with you when you were young.

Friend, it may be true that your parents treated you wrongly, so it is completely understandable that you have feelings of hurt and anger toward them. But now that you’re an adult, it’s not so much your parents but yourself whom you’re hurting by staying angry and bitter, refusing to forgive them. Unforgiveness and bitterness will only hurt yourself, because it poisons your heart and attitude toward life. What’s more, doctors have proven that unforgiveness and anger can cause physical suffering such as migrain headaches, stomach ulcers, high blood pressure, heart disease, and many other sicknesses.

Someone said that when we become adults, there comes a time when we have to “get over it.” We have to “let our parents off the hook.” We have to finally stop holding our parents on the hook of our anger, bitterness, and unforgiveness. For your own sake, you must let go of the hurt and forgive your parents, no matter what wrong and painful things they might have done to you in the past.

Remember, many times our parents were only doing what had been done to them by their own parents.

So God is their fair judge, not you.

ALL need God’s forgiveness for our many wrongs and hurts we’ve caused others. Jesus Christ said that we can never make our peace with Him and be forgiven, See hurst, page A11

HER WAY OUT OF POVERTY There have been lots of rugs to riches stories told.

However, the story of Amelita is just one of a kind; hers is a colourful story of love, and how she fought for it.

In 1979, Perquera Family moved to San Jose, Province of Dinagat Islands for good. Amelita is married to Romeo, a native from the Visayas. The couple is blessed with four (4) children- Jomar, Penkie, Lyndon, and Benjamer.

Living in an island, Romeo does fishing for a living. He cuts across the wide blue Dinagat inlet to provide food for his family.

Amelita helps him.

Blessed with skills on handicrafts, she makes bags, wallets, bracelets, and other souvenir items. During peak seasons, when members of the Philippine Benevolent Missionaries Association (PBMA) gather, she accepts orders from the organization’s official.

Hardships and Realizations Despite all efforts, the couple still see a problem in augmenting the needs of their children. Jomar, their eldest was forced to help them. This was the reason he did not finish high school.

“Lisud kayo pamalandungun ang mga kaagi nga nanglabay. Panagsa, matulog mi nga walay kan-anay (It’s so hard to think how we have gone through with the past. Sometimes, we go to sleep even without food in the stomach),” Amelita shares.

With the difficulty, she regrets not attending classes when she was still studying.

“Lisud diay gyud kaayo ning wala tay gi-eskwelahan.

Kanang dili ta kabasa, dili ta kasulat, murag imong mabati nga ang oportunidad, sa uban lang mahatag, ug ikaw wala gyud tawon (It’s so hard when we haven’t gone to school. If you can’t read and write, it feels like opportunities are only given to others),” she adds.

DIPOLOG City -- To ensure peace and order and to help curb criminality in the city, the Philippine National Police (PNP) through the provincial government of Zamboanga del Norte has re-

cently turned-over 80 units of handheld radios to the City Police Office (CPO) here.

These handheld radios, which cost P1.76 million, were released to the provincial government after it made a request to the PNP headquarters that

the province be given 200 handheld radios and five repeaters.

The PNP also gave the province a repeater worth P1.5 million, which will be installed at Linabo Peak in Barangay Lugdungan this city.

PDA conducts dental education to some 80 kids in Ipil IPIL, Zamboanga Sibugay, Feb. 16 (PIA) - - The Philippine Dental Association- Zamboanga Sibugay Chapter recently conducted dental education to some 80 kids aged 3-5 years old at Barangay Sanito covered court here.

Dr. Gwen M. Bit-tao, chapter president said the activity was part of the 12th National Dental Health Month celebration with the theme, “Kalinisan

ng Ngipin laging Panatilihin, Ugaliing Kumain ng Masustansyang Pagkain.”

“I am so glad that there are many kids eager to know how to take care of their teeth. In the same way, I was impressed that there is also a good number of parents who attended the event as they wanted to learn proper dental care for themselves and for their children.

Everyone must remember that “Good teeth give us good smile,” Dr. Bit-tao

told the kids and their parents.

A lecture on dental education such as proper care and brushing the teeth was facilitated by Dr. Remya G. Quinto, a dentist at Zamboanga Sibugay Provincial Hospital. The kids were accompanied by either parents or guardians.

PAGADIAN City -- Because of its steadfast commitment to deliver better and quality services to member-consumers, the Zambanga del Sur Electric Cooperative, Inc. (ZAMSURECO-I) has won six awards during the Lumens Award for the Outstanding Electric Cooperatives (ECs) for 2015 in an awarding rites at the Philippine International Convention Center, Roxas Boulevard, Pasay City last Dec 2.

The Lumens Award The Lumens award, which is organized by the National Electrification Administration (NEA), is an annual recognition of best performing ECs nationwide.

In an interview with ZAMSURECO-I general manager and chief executive officer, Engr. Jose A. Raul Saniel, he said “the awards are given to those luminaries in the field of rural electrification and

who continue to inspire and make a difference in the lives of many people.”

“The NEA recommends all the awardees for their outstanding performance.

It recognized the efforts in going beyond the ECs’ electrification duties,” Saniel quoted NEA Administrator Editha S. Bueno as saying.

Saniel said NEA recognized ZAMSURECO-I’s outstanding improvements in its performance resulting in a significant level of improvement in the category.

Special Awards During the event, Saniel said ZAMSURECO-I garnered the following awards: Electric Cooperative of the Year Award, Special Award for the Triple A Electric Cooperative, Best in Collection Performance Award, Sunshine Electric Cooperative Award (Special citation for regions and ECs with highest number of sitios energized to attain the committed 32,441 sitios), General Manager of the Year Award, Special Citation for

EC Leadership For Having Actively Participated and Supported The Agency’s Strategic Programs, Commitments and Policies.

“We are happy that the coop was given the Secretary Francisco G. Silva Leadership Award, a citation given for the extraordinary efforts in uplifting the overall operations of the EC through outstanding leadership qualities,” Saniel declared.

“We are very proud that ZAMSURECO-I received these awards from NEA in the 2015 Lumens Award, recognizing its efforts in providing better services to its consumer-members,” Saniel maintained.

“We are very lucky also that from among the 120 ECs in the country, ZAMSURECO-I was able to reap these awards despite the challenges that we have encountered in our operations especially the power supply problem,” the manager added.

GSIS offers emergency loan to members, pensioners in 2 Occ. Mindoro towns, Zambo City The Government Service Insurance System (GSIS) has opened the emergency loan program to assist active members and pensioners in typhoon Nona-hit municipalities of Lubang and Abra de Ilog in Occidental Mindoro, and those affected

by El Niño in the City of Zamboanga.

GSIS has earmarked P24.3 million for 881 active members and pensioners in Lubang and Abra de Ilog. It has similarly appropriated almost P488 million for

17,212 active members and pensioners in Zamboanga City.

The deadline for emergency loan application in Lubang and Abra de Ilog is March 4, 2016, while that for Zamboanga City is March 5, 2016.

Qualified to apply are active members who are residing or working in the said calamity-declared areas, not on leave of absence without pay, have no arrears in paying premium contributions, and have no loans

that are unpaid for more than six months.

Active members applying for the first time may avail of a P20,000 loan, while those with existing emergency loan may borrow up to P40,000, from which their outstanding balance will be deducted.

Pensioners need to apply in person to avail of the P20,000 pensioners’ emergency loan. Pensioners who are also active members may apply for the loan only once.

Emergency loan is payable in 36 equal monthly instalments at 6 percent interest rate per annum computed in advance. It is covered by a loan redemption insurance, which deems the loan fully paid in case of demise of the borrower, provided that loan repayment is up to date.

Active members may apply through the GSIS Wireless Automated Processing System (GWAPS) kiosks located in all GSIS branch and extension offices; pro-

METRO Manila and seven other regions face up to an entire month of dry days in March amidst continuing onslaught of the droughtdriving strong El Nino phenomenon.

In its latest outlook, State weather agency Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) said between 25 and 31 dry days are possible this March

in each of Metro Manila, Cordillera Administrative Region (CAR) as well as Regions I,II, III, IV-A and IV-B, all in Luzon.

PAGASA forecast the same number of dry days in SouthernPhilippines’ Autonomous Region in Muslim Mindanao (ARMM).

“Dry day is a day with 1.0 mm of rainfall or less,” noted PAGASA. For Luzon, PAGASA forecasts this March way below-normal rainfall with

precipitation reaching only almost 19 percent of this area’s normal level.

According to PAGASA, way below-normal rainfall is less than 40 percent of normal precipitation in an area.

Way below-normal rainfall is likely next month in Luzon’s Metro Manila, CAR as well as Regions I, II, III, IV-A and IV-B. PAG A S A f o r e c a s t s rainfall in such areas to be merely 8.6 percent, 25.2 percent, 24.7 percent, 19.3

percent, 12.6 percent, 22.8 percent and 11.7 percent of their respective normal levels, PAGASA said.

In ARMM, PAGASA said rainfall this March will likely be way below-normal as well with precipitation hitting only 27.5 percent of normal level there.

‘Pinoy Aquaman’ to cross English Channel in August

SURIGAO City -- This time, the English Channel.

Triathlete-lawyer Ingemar “Pinoy Aquaman” Macarine is now preparing to set a new record in August by being the first Filipino to cross the 21-mile (33.8 km) English Channel.

“If mountain climbers have Mt. Everest, English Channel is considered ‘Mt. Everest’ for long-distance swimmers,” the endurance swimmer said.

Macarine admits some misgivings because “it’s too cold” there but the 39-year old Surigaonon says he will cross it in mid-August this year.

“Swims usually start at or near Shakespeare’s Cliff or Samphire Hoe (between Folkestone and Dover), and aim to finish at or near Cap Gris Nez (between Boulogne and Calais). Nowadays swims are from England to France,” he said, adding that after the swim they will ride back to England.

EDC calls for government to stick with COP21 commitment

R E N E WA B L E e n e r g y firm Energ y Development Corp. (EDC) has called on the government to deliver its commitment -- at the United Nations Framework Convention on Climate Change (UNFCCC) C onference of the Parties (Cop21) in Paris last year -- to reduce greenhouse gases by 70 percent in 2030.

Richard Tantoco, president and chief operating officer of EDC, said in a statement the commitment is “a critical step in the direction” and the government should pursue it.

He also called on all sectors to push the gover nment to honor its COP21 commitment.

The EDC president, citing the International Monetary Fund (IMF), said the Philippines and 19 other countries are most vulnerable to the effects of climate change.

Its impact includes 50,000 deaths per year.

EDC warns the figure will rise by 2030, with its incurred loss of at least 2.5 percent for the gross domestic product

each year – amounting to around Php360 billion or Php150,000 per citizen.

Tantoco explained the countries opting for coalfired power plants, with its low fuel prices, will suffer social and environmental costs.

“The truth is coal has costly externalities, way beyond the ex-plant price, and these have not been priced into the illusory ‘least cost’ equation,” he said.

T he I M F re p or te d that the environmental and health costs caused by fossil fuels last year amounts to USD 5.3 trillion or USD 10 million per minute.

The EDC president further said the countr y has limited resources to respond to emergencies, disasters and calamities.

He also stressed the government should set policies now to help mitigate the risks.

“We cannot continue to live with this fact unaffected, and we have to make our choices and set policies sooner than later to stop this self-inflicted harm on both a national and global scale,” Tantoco said. (PNA)

Guingona releases P30M for livelihood projects

GINGOOG City -- As she has been serving as city’s chief executive, Mayor Marie de Lara Guingona has totally released P29,938,596.79 worth of livelihood projects to almost all 79 barangays as concrete manifestations of her political target being incorporated in her 8-point GUINGONA executive agenda.

The lady mayor has tasked her consultant on agriculture and business named Edgardo Balsamo to consolidate, coordinate, supervise and monitor the recently tracked down propoor programs that aim to uplift and sustain beneficiaries’ economic conditions.

“This administration goes hand in hand with the masses in our concerted efforts to augment their income by investing to other source of livelihood and to other potential faucet that would financially water the needs of our fellow Gingoognons”, stresses Mayor Marie.

She has been informed by the said consultant that the total amount is emanated from the implementing offices namely Veterinarian’s Office under Dr.

Al Gonzales which takes care P1,381,274.70 worth of projects with 280 beneficiaries, from Agriculturist’s Office under Mrs. Merlina Berdelao which implements P11,612,732.81 with 2,190 beneficiaries, from Public Employment Services Office (PESO) under Mrs. Jessie Reyes which monitors P1,488,000.00 with 307 beneficiaries, from Social Welfare and Development Office under Mrs. Rosalinda Bucton which supervises P11,361,069.47 with 1,927 beneficiaries, from Department of Labor and Employment (DOLE)-Field Office which puts up P3,665,850.00 with 701 beneficiaries, from Community Training Employment Center (CTEC) under Mrs. Hiyasmin Apao which oversees P278,000.00 with 20 beneficiaries and from Mayor’s Office which funds P151,669.81 with 89 beneficiaries.

Elipe said that the City Council has earlier extended the filing of the business application from January 20, 2016 to January 31, 2016.

The City Council also approved another extension from January 31, 2016 until Feb. 29, 2016, Elipe said.

However, the business sector has appealed for more extension after complaining about exorbitant business taxes that does not conform to the approved 2015 Revenue Code of Cagayan De Oro City.

Elipe said that all of the city’s various business organizations led by the Cagayan De Oro City Chamber of Commerce (Oro Chamber) have complained about taxes being collected by the City Treasurer that are no longer applicable.

Some of these taxes are the environmental fees, which ordinance was repealed in 2015, and the questionable contractor and garbage fees, Elipe said.

He said that the business sector wants the city’s approved 2015 revenue code to be implemented, which the City Treasurer seemed to have ignored.

signed and produced by local tertiary institutions, including National University of Singapore (NUS), Nanyang Technological University (NTU), Nanyang Polytechnic and Singapore Polytechnic – all presenting artworks at the festival for the first time. Mr Jason Chen, Festival Director and Director for Place Management, URA, said.

“We are glad to be able to pass on the important message of sustainability to the younger generation.

The success of the first three editions has been very encouraging, and with it becoming an annual festival from this year, we hope more people will join us in becoming advocates for a positive environmental change.”

A Festival of light and shadow The festival will see a showcase of innovative light art installations from emerging and worldclass artists from Singapore and around the world, including countries such as Japan, New Zealand, Germany, Israel, Norway, and the USA. Based on the theme “In Praise of Shadows”, the light art installations are designed with sustainability in mind while inviting visitors to reimagine the fundamentals, forms and roles of light. Mr Randy Chan, co-curator of the festival and Principal Architect at Zarch Collaboratives, said, “This year’s theme challenges the obsession that brighter is better and seeks to reframe perceptions of light and sustainability. We want to invite artists and visitors to reimagine and reconsider sustainability issues in a new light, and to contemplate upon larger issues of light, beauty and the city in relation to the bigger community.”

An example of an installation that will be presented at the festival is Groove Light, designed and produced by 11 architecture students from NUS. The installation uses 3D printing to create large sculptural lanterns that produce geometric shadows when light is shone through. By moving the lanterns, visitors can modify the lightscape created by the installation.

Another example is Ode to the Wind, a product by 12 students from the School of Art, Design and Media of NTU. The artwork makes use of the power of wind to create a dynamic light installation, with the colours and brightness of the LED lights changing with the strength of the wind.

Visitors will be able observe the visualisations of the wind across continents, as the installation draws from numerous wind datasets from around the globe.

A Festival for all Beyond light art installations, anchoring the festival is a myriad of activities with weekly highlights set to keep crowds returning. Families can bond through a timeless carnival by Uncle Ringo

and an outdoor camping trip under the city skyline; music lovers can groove to the beat of roving drums and music performances; while foodies can enjoy the wide array of offerings from gourmet market PasarBella, food trucks and craft beer festival, CRAFT Singapore 2016.
