MARAWI CITY -- The National Housing Authority (NHA) has properly started on Thursday (February 14) the demolition of structures inside the most affected area (MAA), here, to commence the actual physical rehabilitation of the war-torn Marawi. The demolition of structures, that were destroyed during the five-month war of the government against the terrorists, is the start of the physical rehabilitation of the country’s only Islamic City. OZAMIZ CIT Y, Misamis Occidental -- Ozamiz City provided assistance to several families from the province of Lanao del Norte who decided to flee since February 2 due to the rising tension between advocates and oppositions of the Bangsamoro Organic Law (BOL). At least 332 families consisting of 1,376 individuals from several towns in Lanao del Norte received rice, canned goods, noodles and hygiene kits from the city government who were temporarily staying with relatives and evacuation centers in 18 barangays of the city. The three explosions in towns of Lala, Kauswagan and Sultan Naga Dimaporo raised fears among Lanao del Norte residents who evacuated to nearby city and municipalities. CAGAYAN DE ORO CITY -- The city of Cagayan de Oro will host one of the most advanced hospitals here in Mindanao once the Northern Mindanao Heart Center, run by the Northern Mindanao Medical Center (NMMC), will open to public by the third quarter of 2019. Dr. Roy Sasil, head of non-invasive cardiology at NMMC said during Talakayan sa PIA in celebration of National Heart Month, they are hoping to open their newest building [fronting Gaisano Mall, Cagayan de Oro City] as the first ever Heart Center in Northern Mindanao.
“We already have operated more than 50 patients since 2013 who underwent bypass here in Cagayan de Oro. Current status or census is every month we have two operations but hopefully if the heart center opens by 2ndor 3rdquarter this year, we can accommodate more,” Dr. Sasil said. The hospital has a cardiac dedicated nuclear scan, that’s the 1stin the Philippines, only found in Cagayan de Oro, he said. 6 NPA-held CAFGUs in Agusan Sur freed By LILIAN MELLEJOR
DAVAO CITY -- Six of the 15 government forces abducted by the New People’s Army late last year were released on Valentine’s Day, the Eastern Mindanao Command (Eastmincom) said. Col. Ezra Balagtey, Eastmincom spokesperson, on Friday identified those released as Jurian B. Gaviola; Marson C. Iligan; Bienvinido A. Lamion; Eddie J. Tindoy; Sanny G. Malobay; and Hermito M. Iligan, all members of the Auxillary Unit of the Citizen Armed Force Geographical Unit (CAFGU). They were released at about 6 p.m. Thursday through a third-party facilitator and were subsequently turned over to the 401st Brigade under the Philippine Army’s 4th Infantry Division in Poblacion, Sibagat, Agusan del Sur. Balagtey said the freed CAFGU members will be given time to talk with their immediate families before undergoing medical check-up and debriefing. Meanwhile, Major Gen. Felimon Santos, Eastmincom commander, said the relentless operations of the military in Agusan
del Sur have forced the NPA to release the six militiamen. He said their release will not stop the troops from pursuing communists rebels as two soldiers and seven CAFGU members remain as their hostages. On Dec. 19, 2018, NPA rebels, who attacked the New Tubigon Patrol base in Sibagat, Agusan del Sur, abducted the two soldiers and 13 CAFGU members. “Our units in the area are continuously conducting military operations to rescue the remaining troops who are still being held and used as human shields and propaganda subject by the NPA,” Santos said. Santos emphasized that the abduction of the troops is part of the communist propaganda of “kidnap for presscon” to force the military to stop security operations and allow them to continue their recruitment, carry out atrocities against communities, and project that they are still a force to reckon with. He, however, assured it will not affect the government’s efforts and commitment to protect the communities and their right to live peacefully. (PNA)

PNP lauds fisherman’s discovery of cocaine off Dinagat Islands By CHRISTOPHER LLOYD CALIWAN
THE Philippine National Police (PNP) on Friday commended a fisherman who reported to authorities his discovery of 37 blocks of cocaine floating off the waters of Cagdianao on Dinagat Islands. “The PNP commends the good deed of the fisherman for his active participation and vigilance in making his community safe. The recovered items of cocaine were brought to (the) Regional Crime Lab,” PNP spokesperson, Senior Supt. Bernard Banac said in a message sent to reporters. Reports identified the fisherman as Gonie Curada, resident of Purok 2 Barangay Poblacion in the town. Banac said Curada discovered the cocaine at about 5:30 p.m. Tuesday but the Police Regional Office 13 (Caraga) received the report on the incident Friday morning. Based on the report, unknown substances were found drifting ashore at the said place. Personnel of the Cagdianao municipal police responded and recovered the contraband. As of this posting, authorities have yet to determine the value of the confiscated drugs. (PNA)

Ateneo Law School ‘hangs’ 3 SC justices FOLLOWING tradition, the Ateneo Law Alumni Association, Inc. (ALAAI) the other week “hanged” three sitting Supreme Court Associate Justices in the Justitia – the Ateneo Law School Moot Court. Unveiled and “hanged” for permanent display were the oil portraits of Associate Justices Alfredo Benjamin S. Caguioa, Andres B. Reyes, Jr. and Alexander G. Gesmundo – who were the most recent contributions of the Ateneo Law School to the highest court. Ateneo Law golden jubilarians – led by Lawyer Victor Alimurung and former BIR Commissioner Jose Mario Buñag – had commissioned the painting of the oil portraits of the three Associate Justices, for permanent display in the school’s Moot Court, situated within the Joaquin Bernas Center For Continuing Legal Education. The new oil portraits joined those of other Ateneo law alumni who had earlier been appointed to the Supreme Court. They include those of two former Chief Justices – Claudio Teehankee (16th Chief Justice) and Renato C. Corona (23rd Chief Justice) – and ten Associate Justices,
namely: Venicio T. Escolin – 1981-1986 Lorenzo R. Relova – 1982-1986 Edgardo L. Paras – 19861992 Leo O. Medialdea – 19881992 Sabino R. De Leon – 1999-2002 Adolfo S. Azcuna – 20022009 Arturo D. Brion – 20082016 Roberto A. Abad – 2009 –2014 Mariano C. del Castillo – 2009 – to the present, and Estela M. Perlas Bernabe – 2011 – to the present. Prior to his appointment as 174th Associate Justice of the Supreme Court, Caguioa served as Acting Secretary of Justice and Chief Presidential Legal Counsel under President Benigno Aquino III. Caguioa finished elementary in Ateneo in 1973, then high school in 1977. He obtained his Economics degree from Ateneo de Manila University in 1981, and acquired his Bachelor of Laws from Ateneo Law School in 1985 where he ranked 5th in his class. On the same year he ranked 15th on the Bar Exam and was admitted to the Philippine
Bar the following year. Caguioa’s late father, former Court of Appeals Justice Eduardo P. Caguioa, taught Civil Law at the Ateneo. Reyes is the 177th Associate Justice of the Supreme Court. He graduated from Ateneo Law in 1976. But before that, he completed Economics at the St. Mary’s College of California and a Masters in Public Administration at the Philippine Women’s University. Reyes previously served as a Prosecutor, then as a Judge at the Metropolitan Trial Court of Makati City, and later as a Judge at the Regional Trial Court of San Mateo, Rizal. He became Associate Justice of the appellate court in 1999. In 2010, he was appointed as Presiding Justice of the Court of Appeals. Reyes is a third generation jurist. His father, Andres C. Reyes, Sr. also served as Presiding Justice of the Court of Appeals. His grandfather, Alex A. Reyes, Sr., was a former Supreme Court Associate Justice. Gesmundo became the 178th Associate Justice of the Supreme Court. After finishing law in 1984, he immediately started working as a trial attorney at the

Office of the Solicitor General. In 1988 he was named Most Outstanding Solicitor. He became Assistant Solicitor General in 2002. For a time, he was seconded as Commissioner of the Presidential Commission on Good Government. At the time of his appointment to the high court, Gesmundo was Associate Justice of the Sandiganbayan. Gesmundo was an examiner in Remedial Law in the 2009 and 2015 Bar Examinations. Jubilarian (Law ’68) Class Perpetual President Vic Alimurung was ecstatic. He told the attendees: “One can expect that more Law Alumni will also be appointed to the Supreme Court in the foreseeable future. Sen. Bong Go? Why not? By JUN LEDESMA PNA
BONG Go, the special assistant to the President and now a senatorial candidate, recently landed in the 5-6 slot in the SWS survey. Promptly, as if on cue, he was a subject of unkind and cruel vilification aimed at, how else but, dislodging him from the comfortable lead and picture him as nothing but a photo-bomber. The vicious attacks made the rounds in the social media, very well-crafted but quite myopic and patently bias given the fact that in the front-runners are incumbents and within the magic circle of 12 are political characters with pedigree and sterling educational backgrounds but whose records in public service are either tainted with graft and indifference to the plight of the poor. I have known this man up close like I do his boss. The former SAP has carved his niche under the sun. He has the unique opportunity to be under the tutelage of a political leader who, like him, came from the farthest end of the country where winning a national post is once considered a fantasy. Bong Go’s malefactors suffer from the mindset that only
LETTERS FROM DAVAO those from Imperial Manila or movie actors can win and while the boxing icon Manny Pacquiao made it to the Senate, they believe the saying that lightning does not strike the same place twice. (Of course it can happen minutes after the first strike or many years later.) Undergoing tutorship in the arts of politics for 25 years now is like starting in basic kindergarten to a earning a master’s degree. And there are volumes of unwritten lessons Bong had imbibed from his boss. Isn’t it that Duterte radically altered the diplomatic language in dealing with leaders of the super powers and the art of handling foreign affairs? Wasn’t his boss responsible for making Davao City among the livable place in Asia, the most competitive city in the country, most child friendly and has the distinction of having a sustained economic growth of 9% as against the national average of 6%+? His critics begrudge him for being always within the shadows of the most trusted and popular President this country ever had. He had actually cut his political umbilical cord from Presi-
dent Duterte but I know he still makes himself available within his beck and call. Most of the time now Bong is on his own. He is reaping the fruits of being with the President for over two decades he has friends and supporters in all nooks and corners of the archipelago. It matters most too that Bong Go is the chief implementer of the social outreach program of the President before. He was and is never associated with the rich and famous but I have seen him being embraced by people he had extended help. Fire and flood victims, the sick, the needy and the hungry. He was the one in-charge of the “Lingap”program of Davao City which is the precursor of “Malasakit Centers”, which he too established all over the country. Bong Go knows where his strength will come from — the huge mass base of the social pyramid. He does not speak of big promises. A Senator Bong Go? Some critics asked with a smirk on their faces forgetting that the presidential assistant has demonstrated what he is capable of doing. He might not be aware of what
he has done, on his own and for his boss, but those who responded positively on surveys have eloquently expressed their choice for Bong. Oh yes. Beyond this legendary photo-bomber and a three-pointer basketball player is a public servant that had gone around the country more often than the past, present and, by the looks of them, future senators. He has gone to places where the present crops of legislators fear to tread — the slums, the camps of secessionist fronts and the mountain lairs of the New Peoples’ Army. He knows exactly what legislations to craft and I can guess: health care benefits, welfare for the OFWs, irrigations for the farmers, land and housing for the rebel returnees, food security and more benefits for the senior citizens like me. Nothing grandiose but everything doable and because these are aimed at alleviating the condition of the poor and the middle class with simple needs you can be certain, as President Duterte has guaranteed, this senatorial bet will deliver. As often said of him, “ang tanging bisyo ni Bong Go ay serbisio”. You can never put this good and simple man down. Sen. Bong Go? And why not?

Gensan provides free civil registration for Muslims, IPs GENERAL SANTOS CITY -- Muslims and Indigenous Peoples (IPs) here may now avail of free civil registration services through a new program of the city government. Dubbed “Rehistro Project: Free On-Time Registration for IPs and Muslims,” the program formally rolled out this week as a partnership between the city’s Indigenous Cultural Communities Affairs Division (ICCAD) and the Office of the Local Civil Registrar (LCR). Mayor Ronnel Rivera said Friday the initiative mainly provides Muslim and IP residents with access to civil registration services, especially in the issuance of birth, marriage and death certificates. Starting Wednesday, Rivera said a newly-opened office manned by ICCAD and LCR personnel assisted beneficiaries in the processing of civil registry documents. The mayor said the program aims to address the problems of Muslim and IP residents in acquiring civil registry documents, especially for those who still do not even have birth and marriage certificates. He cited the case of 68-year-old Tahir Kusien Abdulhamid, who was among the first recipients of the program. Abdulhamid was able to process his marriage certificate for the first time after 45 years. Four certificates of live birth and five other certificates of marriage have been processed so far by the facility. “We’re very grateful for this partnership. We will push for its institutionalization so it can also be replicated by other LGUs (local government units), especially here in Mindanao,” Rivera said. Based on the program’s guidelines, Muslim and IP residents applying for delayed registration of marriage are required to present a certification from the
solemnizing officer and cite details, as well as the reasons for failing to register on time. They also need to submit an affidavit from the Public Attorney’s Office, identification cards, community tax certificates and birth certificates of the applicants as well as their children. For the delayed registration of birth certificate, the applicants should submit an affidavit, voter’s identification, certificate from the tribal chieftain or Ustadz, immunization forms, school-related documents, identification cars, community tax certificate and any available supporting documents. Those applying for delayed registration of death certificate of family members or relatives need to present an affidavit, letter or certification from the chieftain or Ustadz, and a barangay certification specifying the cause of death. Soldier die, 3 others hurt as troops, ASG clash in Sulu ZAMBOANGA CIT Y -- Troops have clashed anew with Abu Sayyaf Group (ASG) bandits in Sulu province on Thursday, resulting in the death of a soldier and the wounding of three others. Lt. Gen. Arnel Dela Vega, Western Mindanao Command (Westmincom) chief, said the firefight broke out around 11:30 a.m. in Barangay Igasan, Patikul, Sulu, when the troops chanced upon a group of ASG bandits while on combat operation. Dela Vega said the firefight lasted for about 20 minutes, after which the ASG bandits withdrew to different directions.

“As we speak, military troops are in pursuit of the evading militants. Ground units are also prepositioned to deliver fire support and block withdrawal routes of the militants,” dela Vega said on Thursday afternoon. Investment in infra projects a plus for insurance companies By JOANN VILLANUEVA
AN insurance executive called the recent decision of the Insurance Commission (IC), which allows regulated companies to invest in the debt or equity securities of infrastructure projects, “a welcome development.” Fortune General Insurance Corp. (FGen Insurance) president and Chief Operating Officer Mitch Rellosa said the new regulation gives insurance industry players another avenue to place their funds. “It’s good in general because it gives us more choices in investing,” Rellosa told the Philippine News Agency (PNA) Thursday. He explained that since insurance companies are required to have a minimum capital of PHP900 million by end-2019 and PHP1.3 billion by end-2022, these firms have more assets in their hands. He cited that the “size of the industry does not support that amount of capital,” thus, the latest IC regulation is good for the players. “We welcome this. We may now be able to invest in the projects of the government and have better returns,” he said. Forest products outgrow other exports in 2018 By CATHERINE TEVES
RECEIPTS for forest product exports registered the highest growth rate among major types of goods the country shipped to foreign markets in 2018. Philippine Statistics Authority (PSA) data released Thursday showed that the January to December freeon-board forest product receipts grew 47.5 percent to USD271.24 million last year from USD183.83 million in 2017. Last year’s growth rates were lower for total agrobased products (-9.9 percent), mineral products (-5.9 percent), petroleum products (15.4 percent), manufactured goods (-1.5 percent), special transactions (17.1 percent), and re-exports (-2.9 percent). Forest products grew in 2018 despite the 82.2 percent drop in receipts for outbound shipment of veneer sheets/corestocks that year, PSA data showed. Fanning such growth were gains in lumber (35.6 percent), plywood (72.7 percent), and other forest products (178.2 percent). SARANGANI ENERGY’S SECOND 105-MW PLANT TO SERVICE MORE PARTS OF MINDANAO. After completing its commissioning tests scheduled early 2019, the Sarangani Energy Corporation’s (SEC) second 105-Megawatt (MW) power plant is set to provide much-needed power to blackout and brownout prone areas in other parts of Mindanao. SEC of the Alcantara-led Alsons Power Group now train its sights on the provinces of Davao del Sur, Misamis Oriental, North Cotabato, Zamboanga del Norte and Zamboanga del Sur including the cities of Cagayan de Oro, Dapitan, Digos, Dipolog, Koronadal, Kidapawan, and Pagadian and other areas in South Cotabato not yet being serviced by the first 105-MW unit which has commercially ran in 2017. Completion of the additional 105-MW unit will now have the SEC plant running in full capacity of 210 MW, which will provide power to at least six million Mindanaoans. SEC is credited to have provided the much-needed boost to Maasim’s local economy, bringing the once third-class municipality up to its current first class municipality status. giant Jollibee Foods Corp. (JFC) booked a 17.1-percent increase in profit in 2018 after opening 502 stores, the highest number of new stores opened for a single year in its 40-year history. In a statement to the local bourse, JFC said its net income attributable to equity holders of the Parent reached PHP8.3 billion last year from PHP7.1 billion in 2017. System wide sales, a measure of all sales to consumers both from company owned and franchised stores, grew by 23.5 percent to PHP212.18 billion from PHP171.76 billion. Excluding the impact of the consolidation of American burger chain Smashburger into JFC effective April 2018, system wide sales grew by 13.6 percent in the fourth quarter of 201 8 against the same period the previous year, and by 16.6 percent for the entire year of 2018. JFC said its revenues also grew by 20.6 percent to PHP158.67 billion from
PHP131.58 billion. In the Philippines, sales of its restaurant chains increased by 15.1 percent for the entire year, driven by 8.2-percent contribution from new stores and 6.9 percent same store sales growth. Sales of stores abroad surged by 55.5 percent led by the North America business which grew by 161.1 percent due to the consolidation of Smashburger; while Europe, Middle East and Asia, excluding Philippines, business grew by 42.7 percent (28.6 percent excluding SuperFoods); and the China business by 9.1 percent. “The Philippine business performed strongly in 2018 despite rising inflation rate and slowing GDP (gross domestic product) growth. Same store sales grew by 6.9
percent in 2018 compared with 5.3 percent in 2017 while growing store network by 8.7 percent,” JFC Chief Executive Officer Ernesto Tanmantiong said. “We continue to pursue our aspiration to become one of the top restaurant companies in the world,” he added. For 2019, JFC has allotted PHP17.2 billion in capital expenditures for new stores, renovation of existing stores, and investments in manufacturing plants. This amount is almost double the actual spending in 2018 at PHP9.6 billion. At the end of 2018, JFC was operating 3,126 restaurant outlets in the Philippines, and 1,395 stores abroad. Tanglawan Philippine seeks partnership with PNOC FOLLOWING the Department of Energy’s Notice to Proceed issued to Tanglawan Philippine LNG Inc.—a planned joint venture between Phoenix Petroleum and CNOOC Gas and Power—to build an LNG regasification terminal in Batangas, the representatives from Phoenix are now in talks with the Philippine National Oil Co. (PNOC) in hopes to secure a strategic alliance with the state-owned firm in its LNG Hub project.
The first engagement meeting between the two parties progressed last week, with the planned joint venture looking into the signing of the Memorandum of Understanding with PNOC in the coming weeks. With PNOC on board, Phoenix Petroleum has proposed their participation and involvement in the areas of pipeline infrastructure and franchise, banked gas, equity, and other marketing opportunities.
This year, Tanglawan project is expected to break ground its regasification and receiving terminal with a capacity of 2.2 mtpa. The facility will help support the demand for a clean, competitive, and environment-friendly energy source in Luzon. The LNG hub project aims to provide energy security for the country. The new venture is targeting to operate the LNG Hub commercially by 2023. It also aims to develop a gas-fired
power generation facility with up to 2,000 megawatts installed capacity. CNOOC Gas and Power Group Co. Ltd., China’s largest LNG importer and terminal operator, is discussing the Tanglawan joint venture with the Philippines’ fastest growing oil company Phoenix Petroleum Philippines, Inc.
III. STATEMENT OF THE PROBLEM Specifically, the study seeks to answer the following questions: 1. What is the profile of the students’ performance in terms of the pre-test and posttest scores? 2. How do the achievement scores of the pupils exposed to Within Solution Problem Posing in solving word problem compare with students taught in the traditional approach? IV. HYPOTHESIS On the basis of the questions stated in this study, the hypothesis will be tested at 0.05 level of significance. There is no significant difference between the achievement scores of pupils exposed to the Within solution Problem Posing in solving word problem and those students taught in the traditional method.

DAVAO CITY -- Having recorded low measles immunization coverage during last year’s measles outbreak, the City Health Office (CHO) has sought the help of the Department of Education (DepEd) and village officials in getting parental consent to vaccinate children. This came as another child from Matina Pangi died of complication from measles disease, according to the CHO. If confirmed, the case will bring the measles death toll to two in this city following the death of another child last month for measles complication. Dr. Julinda Acosta, chief of CHO Technical Division, said Thursday that both measles cases have yet to be subjected for confirmatory procedure. Based on initial information, Acosta said one of the children was not immunized during last year’s vaccination drive because the parents refused consent for fear of the effects of the vaccine. Apparently, Acosta said the child could have contracted the measles from his father. Measles is a contagious disease that can be contracted by infants and can cause fatal complications, especially among infants and young children with malnutrition and weak immune system. As this developed, Acosta said CHO will again mobilize its personnel to do another round of the schoolbased immunization to prevent the recurrence of the measles outbreak in the city. AS we sail through the 21st century, technology in the classroom is becoming more and more predominant. Tablets are replacing our textbooks and we can research just about anything that we want to on our smartphones. Social media has become commonplace and the way we use technology has completely transformed the way we live our lives. Educators too has seen firsthand the benefits of technology in the classroom. Educators also recognize the importance of developing these technological skills in students so they will be prepared to enter the workforce once they complete their schooling.
The impact that technology has had on today’s schools has been quite significant. This widespread adoption of technology has completely changed how teachers teach and students learn. Teachers are learning how to teach with emerging technologies (i.e. tablets, iPads, digital cameras, computers) while students are using advanced technology to shape how they learn. By embracing and integrating technology in the classroom, we are setting our students up for a successful life outside of school. After all, technology in the classroom makes learning more fun. Subjects that students deem boring can become more interesting with virtual lessons through a video or using a tablet.

In my opinion, success relies on both software automation and of course, continued human involvement. Automation can be in the form of chatbots or robotic process. This may not happen in an instant here in the Philippines but we can begin with small steps. HR automation already happens in large organizations though. Chatbots, combined with technologies such as artificial intelligence, will manage the interview process. That’s
because the software is becoming more malleable, more aware of human emotion and more capable of being able to respond to employees directly. Now, it’s much easier to go on a website (internally or externally), click chat and have a direct response. That leaves the HR professional to actually focus on other things which are more important to businesses. I’m a firm believer in any type of software that can give us more intelligence about employee behavior, potential talent and compliance standards – all in the pursuit of making employees’ lives easier while providing more of an analytical view of what’s happening in a business.

It can be recalled that the demolition and debris clearing Sector 1 in December was stopped after the local government unit issued an order to the contractor, Finmat International Resources, Inc., to stop it pending compliance of the demolition permit from the LGU and Environment Compliance Certificate (ECC) from the Department of Environment and Natural Resources (DENR). There are 6,800 structures inside the 250- hectare, composed of non-habitable, hazardous and partially destroyed, according to the NHA. Those structures will be evaluated and be identified by the three government agency-members of the Inter-Agency Committee on Debris Clearing (IACDC) that composed of the Department of Public Works and Highways (DPWH), Bureau of Fire Protection (BFP) and the Department of Health (DOH). Other members of the IACDC are the NHA and the local government unit (LGU). The result of the evaluation will then be recommended to the LGU. “These agencies (DPWH, BFP, DOH) will determine what structures are still habitable, what are those hazardous and what are those structures that need to be demolished but we still need to have the demolition permit of the LGU, provided all the documentary requirements from the concerned agencies will be complied,” Bantuas said. He clarified also that even if those structures or houses are no longer livable or already hazardous, if the owners do not give the consent to demolish their structure, the NHA will not allow the contractor to do it. “Pero kung ang mga bahay na yun ay tatamaan ng mga government projects like road widening or government facilities na itatayo, hahanapan ng paraan para papayag ang may-ari,” Bantuas noted.
