From 2014 to 2019, the city government managed to build 548 classrooms, with 48 more under construction.

Education has been a priority program of Mayor Oscar Moreno since he was first elected into office in 2013.

MANILA -- While Valentine’s Day is a day to celebrate love, not all love stories lead to a happy ending.

In many countries, the best way to end these romance-turned-nightmare stories is divorce. However, it’s not the case for Filipinos as the Philippines does not have a divorce law yet.

Measures to legalize divorce in the country have been introduced by lawmakers though.

On March 19, 2018, the House of Representatives approved on third and final reading House Bill (HB) No. 7303, which seeks to legalize absolute divorce in the country, over a decade after it was introduced during the 13th Congress in 2005.

Bills pushing for divorce were also filed by lawmakers during the 14th, 15th, and 16th Congress.

For the 15th Congress, then Cagayan de Oro Rep. Ru f u s R o d r i g u e z an d Pangasinan Rep. Marlyn Primicias-Agabas sponsored HB 4368 that seeks to “harmonize” the Family Code “with recent rulings of the SC on divorce obtained by the alien spouse in another country.”

Then Gabriela Women’s Party Rep. Luzviminda Ilagan also filed a bill to amend the Family Code and introduce divorce. The bill was referred to the Committee on Revision of Laws on January 26, 2011.

Five similar bills on divorce were also filed during the 16th Congress. The Ilagan-sponsored bill has been pending with the Committee on Population and Family Relations since May 20, 2014.

However, advocates of this measure face a powerful adversary -- the Catholic Church.

Aside from the Philippines, Vatican City, an independent state headed by the Pope, is the only country in

the world without divorce but allows the annulment of marriages.

It is perhaps Spain’s legacy to the country that even after the Philippines was free from their colonization, Filipinos embraced the Catholic faith, which up to now has a big influence on the country’s way of life and government policies.

The Church views marriage as a sacred vow and the Philippine Constitution upholds it as an institution that should be protected.

It firmly stresses that no man can break what God has unified through the sacrament of marriage.

While many lawmakers push for divorce laws in the country, their efforts are continuously blocked by their colleagues who have conservative views on marriage and by the so-called

Experts warn public v. measles complications

IF LEFT UNTREATED, serious complications from measles could be life-threatening, medical experts said on Wednesday.

Dr. Mario Panaligan, Philippine Society for Microbiology and Infectious Diseases president, said measlesstricken children and adults could suffer from serious complications if they remain untreated.

“Kahit bata o matanda, delikado ang komplikasyon ng tigdas, hindi kumo matanda ay mas mataas ang (Young or old, measles complications are dangerous, not because [you’re] old [you’ll] have higher) risk to have complications,” he said in a health forum in Quezon City.

Panaligan said patients with fever usually experience pain in their throats which cause secretions to be stuck in the throat.

“So talagang tumataas ang chances na magkaroon ng pulmonya. May mga tao ring nabubulag... ang iba naman ay patulog-tulog dahil namamaga na rin kasi ang utak (the chances of having pneumonia go up, there are people who become blind... other people doze off because their brains are already swolen),” he added.

CELEBRATING a special blast on Valentines Day with people whom I belong was a little bit nostalgic, yet fulfilling in a sense that I was just in time for the gig, so to speak.

Serving the oldest and most vibrant press club in the country for one term is one hell of a ride, but I have raised somehow the bar of full service productively --- that of putting in place some drastic changes beneficial to the members in particular, and to the Club in general.

The Cagayan de Oro Press Club has once again reaffirmed its indomitable spirit that has triumphed over the years in the exercise of its noble mission—that of serving the people with utmost dedication amid the many challenges in this era of change. The road for all of us press club members and the rest of the Cagayan de Oro media has been bumpy, yet fulfilling.

The journey has been tough and weary, but we

have picked ourselves up, we have fought our way back, and we know in our hearts that the best is yet to come.

The rest of my team-- the working members of the board -- would like to thank everyone who participated actively in the recent annual general assembly and election of officers for 2019.

We have valued the occasion with utmost deliverance and in earnest.

We have pounded the pavement and picked up the pieces that made our voices heard in all corners -- far and wide.

We have battled fiercely in the exercise of our noble tasks, because we cherished to be free at all times, any time.

In the days ahead, we look forward to sitting down along with the new members of the board led by President-elect Richie Salloman and find ways where we can continue working together to move the press club forward with great optimism.

No matter what we do or where we go from here, we will carry the legacy of our senior colleagues that

made us stick together – through thick and thin, through good times and bad times.

To the press club icons, thank you for believing us all the way, through every hill, through every valley.

You lifted us up the whole way and we will always be grateful for everything and all the incredible work that you put in.

We acknowledged the dynamics of COPC politics -- small, yet silly. It provided plenty of fodder to tell not only for the cynics but for all of us to mirror and ponder with -- that COPC politics is nothing more than a contest of egos or the domain of special interests.

But that is what press club politics can be. That is why elections matter.

It is not small, it is big. It is important. Democracy can be noisy and messy and complicated yet astoundingly enigmatic.

We have our own opinions. Each of us has deeply held beliefs. And when we go through tough times, we make decisions that stirs passions, stirs up controversy.

These arguments are

But despite all our differences, most of us share the same aspirations and hope for tomorrow, for our future.

Our press club is moving forward with confidence beyond this time of uncertainties --to help shape lasting peace by upholding truth and justice built on the promise of freedom and dignity for all of us.

We believe in free speech, we see life beyond with so much expectations because we have a vision to share.

That is where we need to go – moving forward with great optimism.

We disagree, sometimes fiercely, about how to get there. It will not be always a straight line. It will not be always a smooth ride.

The HnP election juggernaut

THE senatorial and PartyList race has begun and for the Hugpong Ng Pagbabago (HnP), the starting point is in vote-rich Pampanga. It is a show of force, a second chapter in the emerging Regional Party that in the first canto of its foray in national politics cut short the term of the third most powerful person in the Philippines.

HnP started and nurtured in Davao and on the basis of its basic agenda for genuine change in the government bureaucracy, its network spread like wildfire to the north and central Luzon and now has engulfed nearly the entire country.

Hugpong Ng Pagbabago was forged by political leaders of various party affiliations to have a better and stronger position to secure if not demand support from legislators in the lower and upper chamber including the Executive Department.

Headed by the feisty Presidential daughter and Davao City Mayor Inday Sara Z. Duterte-Carpio, HnP also agreed to harmonize its development and economic programs so that industries and job opportunities will be dispersed in the entire region and not be concentrated in just one place causing population explosion and traffic congestion.

What we have here is a unique Davao coalition of leaders that transcends political differences. This

A schism between then Speaker Pantaleon “Bebot” Alvarez and HnP chair Mayor Inday Sara started when the former described HnP as an opposition party. That merited a simple asshole retort from the city mayor.

That’s all there was to it.

When again Mayor Inday heard of an alleged offthe-cuff statement from Bebot,”Ang sabi mo in a crowd, ‘President iba siya, Speaker ako (You told the crowd, ‘He’s the President, I’m the Speaker), I can always impeach him!’ And you call me opposition?

Somebody should tell the President about the truth.

Antay ka bukas (Just wait tomorrow), I have another story...” And the exciting episodes fit for prime time TV begun.

Alvarez denied making such remarks. “Hindi ko po sinabi ‘yun at hindi ko po maaring sabihin ‘yun (I didn’t say that and I cannot say that),” he said in a statement.

In the intervening days, Alvarez demonstrated his power as Speaker. He ordered the dismantling of the quarantine checkpoints in Tadeco banana plantations owned by the family of his erstwhile bosom friend and benefactor Tonyboy Floirendo. The Philippine

Banana Growers and Exporters Association had raised the red flag against the spread of fusarium wilt otherwise known as Panama disease that wiped out the entire banana plantations in that country. For Dabawenyos, Alvarez and Tonyboy friendship can do down the drain but to subject the banana industry in peril is another story. The major dollar-earning industry in Mindanao particularly of Davao is the backbone of the regional economy and employs hundreds of thousands excluding the indirect beneficiaries. The stakeholders and industrial leaders did not take that lightly and their political leaders were listening and alarmed by the consequence of that insane act of removing the quarantine stations.

In the days that followed, Mayor Inday doused Alvarez with tongue lashing. The most telling of it all was: “The Philippines will be a better country if Alvarez is not Speaker” and “PRRD will be a stronger President without Alvarez”.

Congressional leaders, who were not happy with what was going on in the Lower House, heard the reverberating sound of fury and before Alvarez can blink the call for his ouster is in the doorstep of the Lower Chamber. The regional leaders touched base with HnP and it did not need a

Presidential coaching to jettison a Speaker. Alvarez was ousted in a blitzkrieg that saw former President now incumbent Representative of Pampanga, Gloria Macapagal Arroyo installed as speaker immediately after Pres. Rodrigo Duterte delivered his 3rd State of the Nation Address on July 23, 2018.

Fast forward to current time, Mayor Inday Sara Z. Duterte-Carpio had filed her leave of absence to launch and present the HnP-backed senatorial bets in vote-rich Pampanga province, the political bastion of Speaker Gloria M. Arroyo. Emblazoned in the stage is prominent and symbolic logo of Hugpong Ng Pagbabago.

Speaker GMA assured the Presidential daughter that Pampanga will deliver a landslide victory for the senatorial slate endorsed by HnP. This includes Christopher “Bong” Go, Ronald “Bato” dela Rosa, Imee Marcos, Cynthia Villar, Francis Tolentino, Pia Cayetano, Sonny Angara, JV Ejercito, Zajid Mangudadatu, Jiggy Manicad, Jinggoy Estrada, Koko Pimentel and Bong Revilla.

Davao City Mayor Inday expressed her gratitude for the overwhelming support for HnP bets. Amidst the well-attended kick off rally and festive atmosphere are bellows calling the Mayor as the next President of the Philippines.

The youth will always be an inexhaustible source of energy and idealism. lligan City has so many great things to offer, and it’s time people knew about these young talented people.

Iliganons will soon be at the center of the next big thing in all areas, especially in terms of being a “competent individual”.

My work as a Master Teacher

I’m privileged to be an employee of the Department of Education (DepEd), now assigned as a Master Teacher serving the students of Taguitic Integrated School here in the Division of Lanao del Norte. But as they say, privilege comes with great responsibility.

Ever since my high school years, I have always wanted to become a teacher. Thus, I enrolled in Education and God gave me the intelligence to

pass the licensure exam. It was also God who guided me to be employed in the public sector and work on something that is within my passion.

Now that I’m assigned as Master Teacher, I have looked at the public school system from a wider perspective – not just as a classroom teacher looking out for the benefits of the students but taking into consideration the needs of my fellow teachers as well.

It is indeed an honor to serve as Master Teacher.

We facilitate learning in the elementary schools through functional lesson plans, daily log activities and appropriate, adequate and updated instructional materials which of course now include digital ones.

We likewise monitor, assess and evaluate our pupils’ progress. I believe the system has left me capacitated to do more and in my calling and passion.

Gov’t, foreign partners rush P67.9-B Marawi rehab M ANILA -- Funding from both local and foreign sources have enabled the Duterte administration to fast track the extensive planning and preparations required for the PHP67.99-billion reconstruction and rehabilitation program for Marawi, a year after government troops liberated this Southern Philippine city from Islamic State (IS)-inspired militants.

Of the amount needed for Marawi’s rehabilitation, about PHP41.81 billion has already been raised by the government. Of this, P6.64 billion came from various forms of humanitarian assistance from multilateral and bilateral partners during the early stages of the recovery program for Marawi, while PHP35.17 billion will be sourced from the Philippines’ development partners, which have offered concessional loans and grants during the pledging session for the Bangon Marawi Comprehensive Recovery and Rehabilitation Program (BMCRRP) held last Nov. 28 in Davao City, Department of Finance (DOF) Assistant Secretary Antonio Joselito Lambino II said in a statement on Thursday.

The Philippine government has already released a total of PHP12.4 billion to aid the rehabilitation and reconstruction of the damaged city of Marawi. Of this amount, PHP10.9 billion was provided to fund relief and livelihood assistance, as well as construction of transitional shelters and evacuation centers for displaced families, among others. The remaining PHP1.5 billion, which came from the President’s Social Fund, was also released to the National Housing Authority (NHA) to help fund these

rehabilitation efforts.

Lambino said that while the government is now accelerating the planning and preparatory stages to rehabilitate Marawi, which would take two to three years to complete, displaced families have started to benefit from the slew of immediate and short-term projects that both the government and foreign institutions have put in place as soon as residents return to their devastated city.

Last January, for instance, 206 displaced families were transferred to the transitory shelters built by the Task Force Bangon Marawi at Barangay Boganga and have availed of livelihood projects and skills training programs undertaken by different agencies.

These include the distribution by the Department of Trade and Industry (DTI) of some 1,800 sewing machines with PHP5,000 worth of sewing kits to returning residents of Marawi. The government has also distributed carinderia (food stall) starter kits; food carts; sari-sari store (small convenience store) kits; starter kits for street food businesses and for making Maranao delicacies.

of Budget and Management (DBM) Secretary Benjamin Diokno said on Wednesday.

to 109,217 jobs in 2018.

He added that most of these public sector vacancies involve the delivery of basic services such as teachers, doctors, and nurses.

However, only 8 percent of the positions opened have been filled, with 92 percent or a total of 214,935 positions are still available as of January 12, 2019.

The DBM chief noted that bulk of government jobs generated during the current administration were in the education sector.

Of the total 158,123 positions created for the Department of Education (DepEd) and another 10,554 positions for the state

universities and colleges (SUCs), there are 74,133 vacant positions in DepEd and 8,930 positions in SUCs. Diokno said with the salary adjustments for public school teachers, the government is confident to fill in the remaining positions.

The government also needs 34,306 new soldiers and uniformed personnel.

About 15,278 positions are still open in the Department of Finance, particularly for its attached agencies such as the Bureau of Customs and the Bureau of Internal Revenue.

DENR open to use technology for Manila Bay clean-up MANILA --The Department of Environment and Natural Resources (DENR) is open to considering technologies for cleaning up Manila Bay and its tributaries.

Inventors and other parties with technologies may propose these to DENR for possible use in the cleanup, said DENR Undersecretary Jonas Leones.

“Work involved is so big,” he said, highlighting importance of technologies and help of all sectors in cleaning up effectively in the shortest time possible.

Among the project's priorities is addressing flow of solid waste and untreated effluents into Manila Bay and its tributaries to reduce level of coliform bacteria in these water bodies.

Leones said the work will also involve dredging activities to remove silt and trash below the surface of water there.

"The entire Manila Bay will be dredged," he said.

He also said there'll be dredging of all Manila Bay tributaries.

"We must dredge because even if effluents flowing into Manila Bay pass treatment, this water body will still be polluted due to silt and trash underneath," he noted.

Accumulation of silt and trash over the years already reduced water-carrying capacity, affected water flow and worsened water pollution in Tullahan River which is among

Manila Bay's tributaries, Leones noted.

He said divers who checked conditions in Manila Bay's middle portion last week reported a 4.0 meter-high silt and trash beneath surface of water there.

"To really clean up Manila Bay, silt and trash must be removed and disposed properly," he said.

Cleaning up, relocating Manila Bay's informal settlers and educating the public on solid waste management are major activities for rehabilitating this water body.

According to experts, bioremediation is an eco-friendly and cost-effective natural technology which uses micro-organismal metabolism to remove contaminants in water.

Dredging technologies help improve removal of silt and trash in water bodies, they noted.

In 2008, the SC ordered 13 agencies to clean up, rehabilitate and preserve Manila Bay. Those agencies are the environment, agriculture, public works, interior, education, health and budget departments, Metropolitan Waterworks and Sewerage System, Local Water Utilities Administration, Metropolitan Manila Development Authority, Philippine Coast Guard, Philippine National Police-Maritime Group and Philippine Ports Authority. Abstract The objective of this study was to determine the relationship between the periodical examination results when Science 7 was taught 1 hour S.Y. 2016-2017 and when Science 7 was taught in 50 minutes for S.Y. 20172018 1st to 3rd quarter.

The respondent consist of 82 students among the 2 sections in Grade 7 Jacinto and Bonifacio. This study was conducted in Angeles Sisters National High School located at Legaspi Street, Consolacion Cagayan de Oro City. This study uses Minitab/Desktop Compute in calculating the data. The study reveals that the 1st to 3rd quarter average grade in periodical examination grades is higher when Science 7 was taught for 1 hour S.Y. 2016-2017 than when Science 7 was taught in 50 minutes for S.Y. 2017-2018.

Hence, the longer Science 7 was taught the higher is the periodical result than when Science was taught for only 50 minutes.

The time that students spend in the classroom varies by a factor of two across the OECD (Organization of Economic Cooperation and Development) countries both in total compulsory instruction time and within specific subjects, such as reading, writing, and literature.

These international differences have generated sustained debates about whether students benefit from having more instruction or on the contrary, whether governments can cut spending on instruction time without negatively impacting students achievements. Increased instructions time has been an element in many educational reforms in the United States, Europe and Japan.

stein 1994) The extended class period is a unique educational opportunity.

The teacher’s approach to planning, content material, class assignments, and homework assignments needs to be completely distinct from the shorter classes. The relationship between the teacher and school administrator must also reflect the school’s commitment to the program. The extended class can help to meet the new challenges demanded by our modern society. The new scheduling has its problems, and these longer periods will, of course, not answer all the questions directed at our educational system. Nevertheless, major benefits can be achieved in the extended class that improve students’ future chances of success in higher education and career goals (Carroll 1994; Schoenstein 1994). The improvement of skills and abilities can be significant if the teacher is prepared to accept the new challenges of the social studies classroom.

A glimpse into the future of augmented reality

Someday soon, every place and thing in the real world – every street, lamppost, building and room – will have its full size digital twin in augmented reality. For now, only tiny patches of augmented reality are visible through AR headsets. Piece by piece, these virtual fragments are being stitched together to form a shared, persistent place that will parallel the

real world. We are now building such a 1:1 map of almost unimaginable scope and this world will become the next great digital platform.

It is already under construction. Deep in the research labs of tech companies around the world, scientists and engineers are racing to construct virtual places that lay overlay actual places. Crucially, these emerging digital landscapes will feel real. They’ll exhibit

what landscape architects call placeness. A virtual building will have volume, a virtual chair will exhibit chairness and a virtual street will have layers of textures, gaps and intrusions that all convey a sense of “street.”

The first major technology platform was the Web now dominated by Google. The next was social media now dominated by Facebook. We are now at the dawn of the third platform – augmented reality.

Fuel prices cheaper than in 2018 if not for TRAIN RESEARCH group IBON said that the fuel prices would be cheaper now than in 2018 without the Tax Reform for Acceleration and Inclusion (TRAIN) law. The group said that TRAIN’s additional excise taxes have prevented Filipinos from feeling the benefits of lower global oil prices. Filipinos face even higher prices with the implementation of the second tranche of fuel excise taxes this year.

nos are paying an additional Php5.04 for every liter of diesel, an average of Php4.09 for every liter of gasoline, and Php4.48 for kerosene because of TRAIN. Consumption taxes under TRAIN drove up inflation at the onset of 2018, which further strained the already low incomes of poor Filipinos. IBON estimates that this eroded the income of the poorest 60% of households by anywhere between Php3,300

to Php7,300 in 2018.

IBON said that as the 2019 midterm elections campaign begins, many Filipinos may choose to vote for candidates who will reverse the ill effects of Duterte’s TRAIN. Candidates should include the repeal of this regressive tax reform package in their major campaign agendas.

to all Filipino citizens who are college graduates who are proficient in English. There are no preferred college degrees, and applicants need only have an average grade of at least 70% or its equivalent in subjects related to Math, Physics and English.

The program entails 52 weeks of week integrated flight training, theory and education at Flight Training Adelaide (FTA) in Australia.

They will undergo learning modules, train in a flight simulator and then on to an actual aircraft.

Successful candidates will receive Diplomas of Aviation for Commercial Pilot License – Aeroplane, Instrument Rating, and for Pilot in Command. They will also undergo an additional four weeks of training to obtain a Pilot’s License under the Civil Aviation Authority of the Philippines.

CEB cadet-pilots need not worry about expenses related to the flight training, as the airline will shoulder the costs first—including a stipend, and amortize the payment for the course while they are employed.

The entire program will be financed by Cebu Pacific, and successful cadet-pilots who enter the CEB corps of pilots will reimburse the cost of the program through salary deduction over a maximum of ten years at zero-interest.

There is no application fee for the program. The application process begins with an online pre-screening. This is followed by an on-site screening for core skills and pilot aptitude tests, among other examinations where a fee of AU$425.00 (about PHP19, 000) will be charged.

FTA will screen and shortlist all the candidates.

Cebu Pacific and FTA will then jointly select the final Cadet Pilots through a final interview and deliberation.

Fifty-eight CEB cadetpilots are currently undergoing training at FTA in Adelaide, Australia.

A fifth batch, comprised of 16 cadet-pilots, is currently undergoing final briefings and pre-departure training and will depart for FTA in April 2019.

The five batches of cadet-pilots were selected from over 30,000 applicants who submitted applications online and went through the testing, screening and interview process.

The 21 new snipers included 15 from the FSRR, one from the SFRA, and five from various Infantry Divisions. In addition to the class of SR 206-2018, the Philippine Air Force has one graduate while the PNP has 16, bringing the total number of graduates to 146.

The students from the SR 206-2018 class underwent 10 months and one day of training while those from the SS 25-2018 class went on seven months and three days.

She said the proposed location in Bago Oshiro, which is relatively accessible from the city center, also prevents overcrowding and congestion in the city’s central business district where

The NEDA official said the center was originally planned to be constructed in a 26,428-square meter site in Slum Improvement and Resettlement (SIR) reservation situated in Piapi, Davao City set aside for the regional offices of the Department of Interior and Local Government, National Bureau of Investigation, Department of Environment and Natural Resources, Commission on Audit, Civil Service Commission, Development Academy of the Philippines, Office of Civil Defense, Department of Social Welfare and Development, Department of Health, and NEDA. But no regional office was cons constructed due to the presence of informal settlers in the area, Lim said.

She added that the agencies will save on rental costs as most of them have been renting office buildings since the creation of the regional offices in the 1970s under late President Ferdinand Marcos.

“Having a regional government center shall serve as a symbol of the region’s bright future; with modern and efficient government offices considered among the country’s best, with green spaces and common service facilities that are environment-friendly,” Lim said.

If the plan pushes through, she said at least 55 government agencies will be housed in the center.
