‘Basyang’ kills 10 in Caraga

SAN Francisco, Agusan del Sur--Tropical storm Basyang that batters hard in the two Surigao provinces has already claimed 10 lives after more bodies of the victims were retrieved by rescuers yesterday.

A report gathered from the Provincial Disaster Risk Reduction and Management Councils (PDRRMC) in Surigao del Sur and Surigao del Norte said five people were buried by landslides in two villages in the mining town of Carrascal in Surigao del Sur while five others drowned two death in the towns of Placer, Malimono and Alegria in Surigao del Norte.

Solon wants SUCs to refund fees collected for 2nd sem SY 2017-2018 FOLLOWING the unanimous support of the Senate to his call for the full and immediate implementation of the free college law at the start of the second semester of school year 2017-2018, Senator Paolo Benigno Aquino on Tuesday called on state universities and colleges (SUCs) to refund the fees they have collected from students for the said school term.

Republic Act 10931, or the Universal Access to Quality Tertiary Education Act, provides free tuition and miscellaneous fees to students in SUCs, local universities and colleges (LUCs)

and vocational schools run by the Technical Education and Skills Development Authority (TESDA).

It was signed into law by President Rodrigo Duterte on August 3, 2017.

Aquino, the law’s principal sponsor and co-author in the Senate, noted that some SUCs have already complied with the law and stopped collecting tuition and other fees from students for the ongoing semester.

“However, there were some schools which continue to do so despite the law’s enactment, possibly due to lack of funds. Sa mga

Gabriela Southern Mindanao on Duterte: ‘We were wrong’

A DAVAO-based women’s group that campaigned for Mayor Rodrigo Duterte when he ran for President, helped craft the Women Agenda for his platform of governance and continued to support him as President “despite his expletives, cussing and misogynistic remarks” in the last 19 months is now saying “we were wrong.”

“Despite his expletives, cussing and misogynistic remarks, we supported him, hoping that he, indeed, would bring genuine change for the marginalized communities. WE WERE WRONG,” Gabriela Southern Mindanao Region (SMR) said in a statement reacting to the President’s remarks that soldiers should not kill female members of the New Peoples’ Army (NPA) but shoot their vagina to render them useless.

In its statement titled “No to Sexualization of Women,” Gabriela-SMR wrote “We were wrong” in all caps and in boldface, apparently for emphasis.

The February 13 statement was signed by GabrielaSMR chair Dr. Jean Lindo, Chair Emeritus Lyda Canson and Secretary-General May Ann Sapar, Speaking in Cebuano in Malacanang on February 7, Duterte otold an audience of 217 alleged NPA surrenderers flown in from Eastern Mindanao, that soldiers should get even with the NPA and if there are women fighters, “pusila sa bisong” (shoot

their vagina).

He said soldiers should be informed of the “order bago ni Mayor” (the mayor’s new order), referring to himself, in dealing with female NPA guerrillas: “Di lang daw mo patyon. Pusilon lang mo sa bisong arong —og wa na ma’y bisong, wa na ma’y silbi (You will not be killed. They will shoot your vagina because without that, you are useless).

Violence Against Women Gabriela-SMR recalled that Duterte the Mayor, signed City Ordinance 5004 and Executive Order No. 24, otherwise known as the Women Development Code of Davao City 21 years ago when he was ending his third term as city mayor. Duterte served four more terms as mayor before he was elected President in 2016.

Gabriela-SMR also quoted the President in his second State of the Nation Address (SONA) on July 24, 2017 where he reiterated “my personal and this administration’s commitment to fully implement the Magna Carta of Women to the barangay level.”

The group said the President’s statements “reflect a very disturbing deep-seated

misogyny and sexism” and “contradict the Women Development Code he signed in 1997.”

Outrage and disappointment “We express our outrage and disappointment over President Duterte’s antiwomen remarks and his utter disrespect for women. We call on the President not to imitate Ampatuan and his private army when they did genital mutilation aside from killing the women on November 23, 2009,” Gabriela-SMR said.

“How much more terrorism do you want women to be subjected to?” the group asked as it called on all women to “make this their call in all their campaigns for equality and against discrimination and gender-related violence.”

Gabriela-SMR also said “No” to sexism and misogyny, sexualization of women in counter-insurgency campaign and in all debate arena;” counter-insurgency and urged a return to the peace negotiating table.

In a statement last Sunday, Gabriela Natonal described the President as “macho fascist” and the “epitome of misogyny and fascism terribly rolled into one” for “encouraging violence against women.”

Gabriela Rep. Emmi de Jesus said Duterte’s statement “openly encourages violence against women, contributes to the impunity on such, and further confirms himself as the most dangerous machofascist in the goverment right now.”

The President is “dangerously pushing” the Armed Forces of the Philippines (AFP) to “commit more bloody human rights violations and grave abuses of international humanitarian law, and takes state terrorism against women and the people to a whole new level,” she added.

Duterte’s joke was heavily criticized, especially as it revived bitter memories of a martial law era in the Moro areas where incidents of rape were reported.

The joke and the aerial bombardment of Marawi despite the residents’ appeal, prompted Samira Ali Gutoc, a member of the Bangsamoro Transition Commission from Marawi City, to resign.

In July, Duterte joked about raping a Miss Universe. “What I don’t like are kids (being raped). You can mess with, maybe a Miss Universe. Maybe I will even congratulate you for having the balls to rape somebody when you know you are going to die.”

COCPO named as best performer in Normin CAGAYAN de Oro City-The City Peace, Development and Security Council (CPDSC) recognized the Cagayan de Oro City Police Office (COCPO) under the leadership of City Police Director Robert Roy Bahian as it became the number one performer throughout Region 10.

formance Evaluation Rating of Philippine Police (PNP) Region 10 released their report for the fourth quarter in 2017.

The CPDSC provided a token of appreciation to COCPO in a meeting that was spearheaded by Mayor Oscar Moreno, Councilor Romeo Calizo and City Department of the Interior and

Local Government (DILG) Director Jane Docallos.

Calizo said that with the recognition, they are hoping that COCPO will be motivated to sustain their performance to maintain peace and order in the city.

In his message, Moreno stressed that it of utmost importance to maintain order and tight security

in Cagayan de Oro as it is named as the ‘flagship city’ in northern Mindanao.

“If the region grows, Cagayan de Oro City and other areas in the region also grow. So we need to improve our bureaucracy in order to deliver more and better services to our people,” the mayor said.

Labor Secretary Silvestre Bello III earlier this week ordered a total ban on the deployment of overseas Filipino workers to Kuwait.

Bello said the ban is pursuant to the directive of President Duterte amid cases of deaths and abuses of Filipino workers in the Gulf state.

“The major concern of the President is safety and the welfare of our OFWs. The ban is our way to send a strong message to the government of Kuwait and other Arab countries that the protection and security of our OFWs is foremost in our policy,” Bello said.

The ban covers all Kuwait-bound OFWs including household services workers and skilled workers while the process of redeployment for the Balik-Manggagawa or the vacationing OFWs is

maltreatment and abuse based on initial investigation.

The Overseas Workers Welfare Administration (OWWA) is already in contact with the family of Demafelis to provide assistance including burial and livelihood support.

The labor secretary meanwhile said that some 2,000 more workers in Kuwait have Sec. Bello already applied for amnesty still under thorough review. and ready to be repatriated.

DOLE earlier suspended The President ordered them the processing and issuance of overseas employment certificates (OECs) to all Kuwait-bound workers following the deaths of seven OFWs. The deployment ban was enforced following reports of another death of OFW named Joanna Demafelis, whose body was found in a freezer. She was reported to have been subjected to

repatriated within 72 hours.

As of February 8, 2018, a total of 1,124 OFWs in Kuwait were issued with travel documents stamped with exit visas while 800 OFWs are now scheduled to go back home.

Kuwait ban: “sign of gov’t failure to help OFWs”

-oooA PLEA FOR THE PROV’L. PROSECUTOR OF BATANGAS: There is a big problem that the Office of the Provincial Prosecutor of Batangas must have to resolve as soon as possible, and this concerns its failure to install a new prosecutor that will handle sensitive criminal cases undergoing litigation at the Branch 01 of the Regional Trial Court which is stationed at Batan-

gas City.

While it has been a month or so already from the time the former prosecutor of that court, Ms. Catherine Marino Monsod, got transferred as a new judge of a newly-organized Family Court in Mamburao, Occidental Mindoro, no replacement prosecutor has been assigned yet to take her former position. This is causing anger and dismay among litigants who have pending criminal cases in the court.

The reason is that, because of the absence of a prosecutor, hearings always got postponed and cancelled, according to the magistrate handling RTC Branch 01, Judge Florencio Arellano (himself a former prosecutor who was promoted to the judiciary). Judge Arellano warned the Office of the

Provincial Prosecutor that affected litigants may find the courage to bring their complaints with President Duterte, who could then impose unwanted sanctions.

-oooKUWAIT DEPLOYMENT BAN: SIGN OF GOV’T FAILURE TO HELP OFWs: Is the total deployment ban against overseas Filipino workers (OFWs) the most effective solution against the maltreatment, abuse, and even death of OFWs in Kuwait? If OFWs who have been working for quite some time now in Kuwait are to be asked, nothing good is going to come out of that total deployment ban.

In a post in Facebook, Elmer Mariano Jacalne (a relative of mine who had worked in Kuwait for years and who is still in that country today but with his

immediate family members already joining him there) clarified that deployment bans like this against OFWs working in Kuwait only showed the failure of government to afford protection or provide lasting solutions to the problems of Filipinos working abroad.

Jacalne added that problems about the welfare, well-being, and safety of OFWs who have sought the proverbial greener pastures abroad have been a longpestering concern, with the government unable to find any effective solution. Watch out, this V shoots back DAVAO City--I purposely didn’t post anything about Presidential Spokesperson Harry Roque’s statement about feminists being “OA” or overacting to Duterte’s anti-woman jokes because I didn’t want to dignify it.

It seemed like a throwback to the ‘80s when feminists in the Philippines started speaking up against the use of sexist language. Defenders of the patriarchy said we were focusing on such trivial matters. But we have long proven that language is not trivial; it is a major site of struggle. Roque’s comment simply demonstrated his low regard for women (or his subservience to his boss).

But then last week, news came out that Duterte had told the military to “pusila sa bisong” female members of the New People’s Army

instead of killing them because without the vagina, they will be useless (“wa na ma’y silbi”). Shoot them in the vagina, the president ordered. And then his audience of NPA surrenderees laughed. They laughed.

I was dumbstruck by the violence embodied in that statement. And the laughter from former revolutionaries.

Duterte wasn’t acting out of character; he has long shown the world what a misogynist he is. He was elected anyway (but not by me). But just when we think he cannot go any lower, he sets a new low. Here he not only uses abusive language toward women, he also encourages his (male) army to attack women brutally as a service to the country.

Jesus pointed it out clearly: “He is dangerously pushing the fascist Armed Forces of the Philippines to commit more bloody human rights violations and grave abuses of international humanitarian law, and takes state terrorism against women and the people to a whole new level.”

Is that OA? OA mo mukha mo.

But why did the audience laugh? As Roque has claimed, did they get the joke? And we feminists just don’t get it? I sincerely hope even non-feminists find that statement offensive. I hope anyone who has a mother or a wife/girlfriend or a daughter felt the violence of that statement. I hope we all take it personally as an attack against our vaginas and every vagina

we have ever known. What kind of man would shoot a woman in the vagina? I’ll tell you what: a man who is deathly afraid of the power of a woman. It’s such an old story, it’s mythical. It used to be called the ‘vagina dentata’—the fear that the vagina has teeth and would bite off the penis, thus emasculating the man during intercourse—a fear exacerbated when a woman menstruates.

In Eve Ensler’s The Vagina Monologues, a Bosnian woman compares her vagina to her village and talks about how during the war she was taken in captivity and raped by soldiers numerous times.

shove it through my spinning brain. Six of them, monstrous doctors with black masks shoving bottles up me too. There were sticks and the end of a broom.” It is the most moving monologue in the whole play, but as I’ve written before in this column, every time this play has been staged in Davao in Binisaya, there were people in the audience who erupted in laughter. I could never understand why. Others have explained that it must be nervous laughter because that’s how they release their tension in the scene. If it happened to them or to a woman they know, would they still be laughing?

I’ve been a feminist for 30 years, long enough to enjoy some gains of the movement as well as suffer its losses.

But today the Duterte regime has taken us back to square one. We must not allow anyone to continue laughing at violence against women. We instead rise above the misogynist din created by Duterte and his cohorts. As women, we must keep fighting against the escalating assaults against our womanhood and our humanity. And we urge decent men to fight alongside us, because we are not each other’s enemies. We are allies.

Up to now, while OFWs are hailed as heroes of the land, they continue to be treated as mere fattening pigs by our own government.

-oooABUSES AGAINST OFWs PROPHESIED TO HAPPEN LONG AGO: I will ask to be properly understood when I say, yet again, that the only solution I can think of to prevent abuse or fatal injuries against OFWs by their foreign masters is simple: do not allow them anymore to work abroad.

If they are not going to be deployed for foreign employment, no foreigner will ever have the chance or the opportunity to abuse them.

But all of us know that we cannot really prohibit or prevent our countrymen from seeking employment overseas. The reason is that, there is no work here in the Philippines that would approximate what they would be earning as OFWs. If we want to prevent them from going abroad, the appropriate opportunity should be made available to them right

here in their own country, which is totally impossible to happen today.

Where then should we look at for a solution on this issue? If I am to be asked, I will endeavor to remind everyone, especially those who are in government, that curses like these against our people have been written about and warned to happen, just like what our Life’s Inspirations today is saying. The clear solution is God. I hope we will try to read how God will help our OFWs in Deuteronomy 28:15, 32, and act accordingly.

PCOO eyes creation of FOI Advisory Committee

MANILA -- The Presidential Communications Operations Office (PCOO) said Wednesday it is eyeing the creation of a special committee to oversee the implementation of the executive branch’s Freedom of Information (FOI) program.

“We are now exploring the creation of the FOI Advisory Committee tasked to provide strategic policy direction and oversee the implementation of the FOI

program,” PCOO Assistant Secretary Kristian Ablan said in a Palace briefing.

The PCOO is the lead agency in charge of the implementation of the FOI. Ablan said the proposed FOI Advisory Committee, which was lifted from the same committee in the United States, would be composed of both government and non-government representatives.

Members of the government will include representatives from the PCOO, Department of Justice, De-

partment of Budget and Management, Department of Information and Communications Technology, National Privacy Commission, National Archives of the Philippines, and a representative from both chambers of Congress.

Meanwhile, non-government members of the committee will be composed of representatives from the business sector, academe, civil society, and media.

Ablan also said the FOI program would be expanded to include local government

units (LGUs) in response to concerns that citizens have been asking for information about local government agencies from national departments.

He, meanwhile, assured that the PCOO will strengthen public access to government information and remained hopeful that the FOI bill will be passed to further promote transparency.

SALN transparency Ablan said he would recommend to the Office of the President (OP) the active

disclosure of the statements of assets, liabilities, and net worth (SALNs) of government officials in line with the government’s efforts to promote transparency.

“Our recommendation to the OP is that since SALN is one of the documents frequently asked from the OP and PCOO, that maybe it’s time to proactively disclose the SALNs after they are made official,” Hablan said.

Ablan made this assurance following several requests to view the SALN of PCOO Assistant Secretary

Mocha Uson, who has been under fire for joining several foreign trips.

To date, Ablan said Uson’s budget and accomplishment reports are available for viewing but her SALN remains a “pending” FOI request.

Phoenix eyes 60 more stations

MANILA -- Phoenix Petroleum Philippines Inc. foresees a rosy prospect for this year as it targets to put up 50 to 60 more gasoline stations throughout the country within the year, adding to its 530 stations. “(These are) all over the country, but of course we look for strategic locations which will generate the best returns so key cities, key areas. We are looking for sites to put up these stations,” Phoenix Chief Operating Officer Henry Albert Fadullon said in an interview.

Fadullon said the company is continuously expanding its core business, which is fuel and lubricants.

Phoenix is engaged in the trading and marketing of refined petroleum products, including liquefied petroleum gas (LPG) and lubricants, operation of oil depots and storage facilities, hauling and intoplane services.

Aside from its expanding retail network, it also serves major accounts in various industries such as power, shipping, logistics, manufacturing, construction and transportation.

Phoenix Petroleum has also expanded to the convenience retailing business with its acquisition of Philippine Family Mart, and is set to enter the bitumen business through a joint venture with TIPCO Asphalt of Thailand and PhilAsphalt.

“We continue to be alert for opportunities in terms of business. If there is an opportunity, we will look into it, review it, study it and if there is a business opportunity, we’ll take on it,” added Fadullon.

DOT fully backs ultimatum to clean up Boracay

MANILA -- Department of Tourism (DOT) Secretary Wanda Teo on Wednesday affirmed “full support” to the directive of President Rodrigo R. Duterte to impose a six-month ultimatum on fixing the problems of Boracay, reiterating that the massive cleanup is necessary to save the world-famous resort island.

“The massive clean-up of Boracay is a bitter pill that we have to swallow if we were to collectively save and sustain Boracay,” she said in a statement.

After Teo presented the problems that besiege the island at a Cabinet meeting last week, Duterte gave a sixmonth deadline to the Department of Environment and Natural Resources (DENR)

and the Department of the Interior and Local Government (DILG) to address the island’s issues.

The DENR has ordered the closure of some 200 tourism establishments in Boracay found violating environmental laws and regulation. For her part, Teo lauded the agency’s efforts saying it is “high time to order the closure.”

Areas of violation cited include easement as well as water and solid waste disposal, among others.

Teo said the DOT would continue to market the primary destinations and aggressively promote the emerging ones to ensure inclusive growth.

On Jan. 9, Teo together with DENR chief Roy Cimatu,

conducted an ocular inspection in the island. Soon, the Tourism chief said they would visit Boracay for another inspection, this time, with DILG Secretary Eduardo Año.

Compliance Monitoring Office Through its office in Western Visayas, the DOT confirmed that a Compliance Monitoring Office in Boracay Island will be established to assure tourism establishments are operating according to the standards set for the purpose of making the tourist spot “more competitive in the domestic and international markets.”

Teo has also ordered the Tourism Infrastructure and Enterprise Authority (TIEZA), its infrastructure arm, to oversee the swift completion of the PHP716-million drainage

project to address flooding in the area.

The tourism chief is hopeful that with full cooperation from all concerned, including business establishments and residents, Boracay will remain as a major employer and income generator of the country.

“We hope that efforts for Boracay clean-up will resonate to our private stakeholders in other destinations to ensure full compliance of environment and eco-tourism laws,” she said.

“From a tourism perspective, we should preserve the balance - let us not compromise the environment for economic gains.”

From her end, she reminded that “successful tourism is a shared responsibility.”

DAR constructs road, installs potable water for coffee farmers TAGBINA, Surigao del Sur – Coffee farmers from the interior areas in this municipality will no longer have a hard time transporting their products months from now as the Department of Agrarian Reform (DAR) began the concreting of a farm-to-market road from Sitio Mabuhay to Barangay Kahayagan.

A groundbreaking ceremony led by DAR 13 Regional Director Engr. Felix B. Aguhob and Tagbina Mayor Generoso Naraiso was held last February 6, 2018 in Brgy. Kahayagan, Tagbina, Surigao Sur. Aguhob said the concreting of the 4.67-kilometer road is funded under the DAR Project Convergence on Value Chain Enhancement for Rural Growth and Development (ConVERGE).

“This road project worth P30.9 million is expected to aid the value-chain process of the coffee products in Tagbina,” Aguhob added.

Mayor Naraiso, for his part, thanked the DAR in behalf of the people of Tagbina.

“Out of 19 municipalities in Surigao del Sur, it is our Tagbina who is blessed to have this road and water project,” the mayor said.

Along with the kick-off of the road construction was the groundbreaking of a potable water system project in Sitio Mabuhay.

Aguhob said the water system project will be a great help in the production and processing cycle of coffee farms.

LTO to use vehicle with built-in speed gun in Davao

DAVAO CITY --The Land Transportation Office (LTO) 11 is deploying a vehicle with a built-in speed gun to capture speeding drivers.

This, as LTO officials noticed that drivers only obey traffic laws whenever enforcers are seen on the streets.

Niel Cañedo, Assistant Regional Director, said the agency purchased a highend speed gun that has a capability to capture the plate number of a moving vehicle and its actual speed.

Biz leader bullish Davao City, other LGUs suspend on TRAIN’s impact classes Tuesday due to TS ‘Basyang’ on PH economy DAVAO CITY -- A Davao business leader is bullish on the positive impact of the Tax Reform for Acceleration and Inclusion (TRAIN) on the country’s economy, considering that it will give the government source of funds for its infrastructure program.

Davao City Chamber of Commerce and Industry Inc. president Arturo Milan urged the business sector to always look at the total effect of TRAIN. He, however, did not discount there would always be a negative side when new laws were enacted.

He admitted that there are some members of the business group who raised concerns about the excise tax on diesel fuel as this will result to higher transportation cost.

“But we should remember that the increase in fuel was not a result of TRAIN but on the increase of the global market price,” he said.

He stressed, “I am confident the concerned government authorities know what they are doing and this TRAIN will enhance our capability as a country to really invest on infrastructure because taxes is our

obligation to government and our patriotic duty to pay what is due to government”.

Initially, he said, there will always be complaints but in the end “I feel what is generated will be for the common good because this will give the government some ammunitions to invest in the Build Build Build program”.

Aside from TRAIN, Milan also cited the increase in the zonal valuation of real properties in Davao that was approved in May last year.

He said it came as a shock since it took sometime for the government to implement the new revenue measure.

“But, we should appreciate this because our local government is looking for ways on how they could build the money to finance our social services,” he added.

“I always look at taxes as our share in really providing service to our people and we have to do our share to generate the funds for the common good for as long as every peso collected from taxes is well spent,” Milan said. (Digna D. Banzon/ PNA)

DAVAO CITY -- Davao City government and other local government units (LGUs) in Compostela Valley suspended classes in all levels in both public and private schools as Tropical Storm “Basyang” (international name Sanba) approaches eastern Mindanao.

The Davao City Information Office (CIO) announced the class suspension Monday night, as “Basyang” gains strength and is expected to make landfall in the Caraga region Tuesday morning.

Based on state weather agency Pagasa’s Severe Weather Bulletin issued 5 a.m. Tuesday, “Basyang” will bring scattered to widespread moderate to heavy rains in the next 24 hours over Visayas, Caraga, and northern Mindanao that can also affect Davao City.

However, the CIO announced there would be no suspension of government work at the LGU level while cancellation of work in the private sector is at the discretion of the employers.

Chief Information Officer Jefry Tupas said residents in flood and landslide-prone areas are urged to be on alert and prepare for preemptive evacuation if necessary.

Davaoeños were en-

couraged to use their best judgment if they feel that there was a need to conduct voluntary evacuation and to call 911 for emergencies.

The city government advised residents especially in flood-prone and landslideprone areas to: - prepare or conduct the necessary safety measures if the weather will affect Davao City; - evacuate to a safe area when advised by local emergency personnel or when Early Warning Siren is activated; - avoid flood/flash flood, landslide and coastal flooding areas or if living in these areas, to temporarily seek for safe shelters away from these hazards before impact of severe weather; - prepare survival kits (food, water, flashlight, radio, clothes, and others good for 72 hours); and, - monitor radio stations, social media and other official government information channels for weather updates.

In Davao Oriental, the provincial government has activated its Incident Command System (ICS) Monday afternoon in light of the Severe Weather Bulletin.

ebration, Manticao Central School conducted Its School Based Joint BSP/GSP Day Camp last October 7, 2017, Saturday. It was attended by the pupils categorize as KAB scouts, Star scouts, Junior Scouts, BSP and GSP. Each category was supervised with the teachers as an adult leader scout in the facilitation of assigned games and activities.

The joint program of the scouters included Registraton of scouters, Rededication of the Scout Oath and Law, presentation of each

troop and the formal opening by scouter Armando B. Sumobay. After the formal opening, the scouters in each category reported to their designated area and to their adult leader for their different games and activities . It was initiated well by each adult leaders where scouters experienced excitement and fun while doing their tasks.

In the afternoon was the closing program wherein proclamation of winners and distribution of awards and prizes was done that makes

the scouters cheered and filled with joy as they received their awards and felt proud of themselves.

Truly, most of the scouters were good at different areas and they showed their expertise in different fields such as giving command, sportsmanship, leadership and skills nurturing. Satisfied and fulfilled all scouters went home with their hearts filled with joy and pride and so as to the adult leaders who initiated the said event.

Dela Peña said elementary students may wear toga during graduation day.

Those who cannot afford the toga and prefer to wear the school uniform will still be allowed to march, he stressed.

Pursuant to the memorandum, wearing of toga is allowed “only upon the instance of the majority of the graduating learners in consultation with the parents called for the purpose.”

BSP, IFC encourage Philippine banks to integrate ESG practices, promote sustainable finance Manila, February 13, 2018 -- The Bangko Sentral ng Pilipinas (BSP) and International Finance Corporation (IFC), a sister organization of the World Bank and member of the World Bank Group, are hosting a high-level forum today. The event — in sync with BSP’s efforts to help the local banking sector step up its game on sustainable finance — aims to encourage Philippine banks to integrate environmental, social and governance (ESG) standards in their operations, to increase financing for climate-friendly and socially inclusive projects.

The forum aims to help banks’ boards and senior executives with an in-depth understanding of ESG approaches and practices, and also offer them an insight into sustainable finance initiatives, opportunities, and resources.

The half-day event brings together local and international practitioners in sustainability, including foreign banking associations, development organizations, and financial institutions. The event provides a platform to share thoughts about global developments in climate finance and ESG integration, and showcase local experiences in sustainable finance.

DTI provides special zero-interest negosyo loans for families of soldiers wounded and killed-in-action. Department of Trade and Industry (DTI) Secretary Ramon Lopez (1st row, leftmost) signed equity/loan agreements with soldiers/families of wounded in action (WIA) or killed in action (KIA) soldiers on 13 February 2018 at the AFP Medical Center in Quezon City. This WIA/ KIA P3 loan program is a special Php 50 million loan package that’s part of President Rodrigo Duterte‘s program to provide livelihood packages and fund assistance to the affected families of soldiers through DTI, in cooperation with the Department of National Defense (DND) and the Armed Forces of the Philippines (AFP). This program is under the overall P3 (Pondo sa Pagbabago at Pag-asenso) under the Small Business Corporation (SBCorp) that offers easy access loans to Micro, Small, and Medium Enterprise (MSME) as a way to stop high-interest 5-6 lending schemes. For the P3 loans allotted to the soldiers, loans of Php 100,000 or less will be interest-free if fully-paid within two years. Beyond this 2-year term, the borrowers will only have to pay 2% annual interest. As of 9 February, the DTI has released Php 902,000-worth of loans to 13 WIA/ KIA beneficiaries. These loans will be used for business ventures like hog-raising, rice trading, food stalls, and sari-sari stores.
