Mindanao railway project moving slow: MinDA chief

AVAO City--Phase 1 of the 1,550-kilometer Mindanao Railway Project is moving slow with only three years to accomplish it before President Rodrigo Duterte’s term ends in 2022, Mindanao Development Authority (MinDA) Secretary Abul Khayr Alonto said in an interview on Tuesday.

Experts raise public awareness of heart attack Thursday, February 14, 2019

MEDICAL experts on Tuesday underscored the importance of taking care of one’s heart and health to prevent heart-related diseases.

Philippine Heart Association (PHA) Director, Dr. Ronald Cuyco said the Philippines remains to be one of the countries with high prevalence of heart attack, prompting the group to launch a national heart attack prevention campaign.

"Basically, this campaign will focus on awareness, education, what is heart attack and also the prevention aspect because a patient who had a heart attack has a lot of expenses," he said in a health forum in Quezon City.

Citing 2013 data from the Department of Health regarding the top causes of mortality among Filipinos, Cuyco said cardiovascular diseases hold the highest percentage of deaths.

"According to the World Health Organization 2016, out of 103 million people, the total number of deaths is 663,000 but look at the vascular diseases, it's 25 percent and it's very high," he said.

Cuyco said high blood pressure, high cholesterol, smoking, diabetes, obesity and sedentary lifestyle are the common risk factors of heart attack.

"Chest pain, what you call angina, is caused by the clogging of nerves in the heart. The early warning signs of heart attack includes prolonged compressing pain, which may radiate to shoulder, arm, neck or jaw and sometimes you feel shortness of breath,

vomiting or nauseous," he said.

PHA Council on Cardiac Catheterization and Intervention Dr. Eric Sison, who was one of the health forum panelists, said people who have experienced heart attack can still enjoy longer life through proper treatment.

"The most effective treatment for heart attack is primary angioplasty, where there is a balloon-like (object) inserted (in the heart) to open the clogged nerves or the second line treatment is to give medicine, which could dissolve the clots and all must be given within 12 hours for them to be effective," he said.

PHA Vice President Dr. Aurelia Leus said having a healthy lifestyle is key to avoiding heart attack.

"A few of our advocacies is the 52100 campaign and it means five servings of fruit and vegetables, two hours of screen time only for children, two grams of salt in food, one hour of exercise daily or one-minute movement every hour, and zero sugary beverages and zero smoking," she said.

Leus urged the public to live a healthy life so they can enjoy better and longer the fruits of their hard work.

"Our other advocacies include sneakers Friday, which encourages people to wear sneakers on Fridays so they'll walk for at least an hour, which is good for the heart. We also have the CPR (cardiopulmonary resuscitation) hands only, which encourages everybody even children one year and above to learn CPR and be able to save lives," she added. (PNA)

DOST execs note importance of Space Agency creation FOUR executives of the Department of Science and Technology (DOST) on Thursday noted the importance of establishing a Space Agency in the country.

In a forum held in Quezon City, DOST Secretary Fortunato dela Peña stressed that having a Space Agency is essential to help strengthen space technology studies and developments in the country, as well as make regulations for this matter.

Dela Peña said he hopes the legislators would consider the passage of the Philippine Space Development Act, which is due for second

reading in the Senate.

Enrico Paringit, DOSTPhilippine Council for Indu st r y, E ne rg y and Emerging Technology Research and Development (PCIEERD) executive director, remarked that the country's initiatives related to space technology would continue if there will be an agency that would better support and manage these.

The Philippines has launched two Filipino-made microsatellites -- the Diwata-1 and Diwata-2, in 2016 and in 2018, respectively. These were launched to outer space to capture

images that will be used for remote sensing and for research.

Remote sensing is datagathering about the earth's surface. Among the technologies needed in remote sensing are satellites with high resolution camera, and sensors for mapping flooding areas.

The microsatellites are also being used to gather data on natural and manmade disasters, to monitor vegetation and water changes, among others.

"We need (the Space Agency) to continue the advancements in space tech-

nologies in the country," Paringit said.

Dela Peña said the DOST targets to launch a third microsatellite by 2022.

"We look forward to developing satellites. (Our) target is to have the Diwata-3 (orbiting) up to 2022.

It should be orbiting by that time," he said.

The executive added that the DOST continues to boost its human resource who are working for space technology development, and will send some scholars to Russia.

Diday’s magical voice DIDAY’s voice transported me back in time to the days when I would listen to the Visayan classic “Usahay.”

Diday is Carmina Lourdes D. Atienza, the second of three children of Martin Vicente Atienza and Sheilah del Fierro. Diday will be a freshman this year at the Ateneo de Manila University taking up Computer Science.

A Grade 12 student of Corpus Christi School in Barangay Macasandig, Cagayan de Oro City, Diday had a voice recital at the Rodelsa Hall of Liceo de Cagayan University.

Diday trained under Liceo's Conservatory Music Extension Program for Classical Voice under the tutelage of Professor Michael Jhun Padua Paceno, M.M

and she placed third in the National Music Competitions for young artists in Nov. 21 last year, the only Mindanaon who qualified for the competition.

Diday's extensive training shows off in her soprano voice which is magnificent for her age. Listening to her gave me goosebumps and I listened to her four times, looking for that magic that caused these sensations in me.

I did find the magic and I discovered Diday's excellence in her chosen craft.

The intensity of her voice is great and she complements it with hand movements that enhance and give that soulful quality in her performance of songs like “Usahay.”

Diday's two Christian

names were all taken from her grandmothers both in the paternal and maternal sides.

The name Carmina is taken from her late maternal grandmother Carmen Galindo Del Fierro and Lourdes from her paternal grandmother Mariette Lourdes Chaves Atienza of Tagoloan town in Misamis Oriental.

Grandma Mariette is the younger sister of the late 2nd district congressman of Misamis Oriental Victorico Concoy Chaves. Mariette is married to Roy Atienza,the grandfather of Diday.

Both Diday and her sister Anna are part of the newly organized Cagayan de Oro Symphony Orchestra as violinists. “We fondly call her Diday or Didz,” her chinita

Diday's mom Sheilah recalled that the future Renee Fleming was born chinita and everyone in the family were excited to have a girl in the household.

Diday loves to read books and is a wide reader. She is a very loving daughter who is always contented with the simple things in life.

A very deep thinker and an artist, Diday gives her best in her craft, never settling for anything other than her best.

I really don’t know if our readers here in this column, Kakampi Mo Ang Batas, are similarly noticing the alarming but consistent absence from media stories of the side of the female Chinese who is being accused of having thrown “taho” (or a local soybean delicacy) to a policeman from Mandaluyong City. Why does it appear that there is some kind of an on-going censorship or curtailment of the woman’s

side of the story?

I had been a long-time reporter assigned to the so-called police beat (or the various police headquarters where I should gather the news reports I was to write daily) in Metro Manila when I was younger, and it was grilled into my consciousness by my editors then that it was my obligation to get all possible sides to a news story. Often, the stories I wrote which did not carry the “other side” did not see print.

This was, and I believe, still is, the norm, for the sake of fairness and truth, even among editors of today. That is why it came as a complete surprise to me that the news reports about the Chinese woman have been featuring

only the pronouncements of the National Capital Region Police Office of the Philippine National Police (PNP), with nothing about why the Chinese did what was she was being accused of. What is happening here---why is the side of the Chinese lady clearly being suppressed?

-oooUNDENIABLY, MANY POLICEMEN ARE STILL PROBLEMATIC: I did, and I still, have many good policemen as my friends, especially when I was a police reporter hounding the police beat but, the truth is that, the current leadership of the national police can certainly not deny that even now, many of PNP’s rank and file elements from across the country continue to

routinely abuse their power and privileges as policemen.

The present-day headlines would attest to this fact.

As a consequence, many of our countrymen---and even foreigners who have taken up their residence with our people in this country---have been won’t to hold back their angry reactions in the face of grave police abuses, losing their control in the process, and giving way to what would appear as disrespectful behavior towards policemen who have committed the abuses against them in the first place.

Ni Hao in Nice BERN, Switzerland--While waiting for our host while newly arrived on a recent trip to Nice, we had an encounter in the street with a local Frenchman. A car screeched to a halt and reversed a bit, the driver rolled down his side window and shouted out, “Ni Hao!” Then he drove away with a grin and another screech.

We were amused because that was the first time we had received such a greeting anywhere in Europe.

This was in Golfe de Juan, a small district in Nice known for its yacht port and pricy seaside restaurants.

That only shows how much the Chinese have impacted on world tourism and business. When I arrived in Switzerland some twelve years ago, there were only a few shops catering to

Chinese tourists. Now, in Interlaken- a major tourist spot that is the gateway to the Berner Oberland mountains – there are already many Chinese-speaking shop assistants catering to their countrymen. And the local McDonalds restaurant posts on its walls instructions in Chinese, where before it used to be only in Japanese.

But the Chinese tourists keep arriving in Switzerland, and in large numbers. And while they are earning a reputation as big spenders, the massive influx has also resulted in unpleasant incidents with the locals.

Many are unhappy with the crowds in the mountain tourist spots, and not a few Swiss probably think the Chinese tourists as rude and uncouth.

I recall reading a news item on a daily free newspaper about a Swiss hotel-restaurant giving out cards at breakfast asking their guests to take only what they needed from the breakfast buffet table.

The frugal Swiss manager, when asked about this unusual measure, said it was such a pity to waste food.

The measure was prompted reportedly by the behavior of guests — mainly Asian and likely Chinese — who left uneaten food on their breakfast plates. It seems that the Asians are curious about Swiss food like cheeses but ultimately found the taste too foreign.

This leads me to the upsurge of Chinese arrivals in the Philippines since the Duterte government started cordial relations

with China. There are an estimated 200,000 to 400,000 Chinese working in offshore gaming operators and outsourcing firms that mostly service clients in China. This excludes yet the Chinese tourists who arrive in the thousands.

As I have pointed out in the Swiss experience, the massive tourist arrivals are likely to result in a few unpleasant skirmishes between the visitors and the locals. Are these incidents unavoidable because of the sheer mass of newcomers who crowd out locals from their daily routine? Are these run-ins “non-issues” that are simply attributable to differences in cultural or social behavior? Only time will tell.

Knowledge Festival: the forum that goes beyond the book

THE Knowledge Festival 2018 of the Capitol University (CU) Graduate School successfully achieved the promise of being a conference that goes beyond the book through thirty-two short powerful talks last December 15 2018. Reputable speakers shared their expertise on contemporary and interesting topics that ranged from journalism to cultural awareness to product design to barangay empowerment.

The Knowledge Festival 2018 was a one-day celebration of simultaneous talks that allow the Graduate School professors to partner with experts and practitioners and augment the learning experience of their classes. During the event, graduate faculty and students choose from among the rich and vast array of topics offered by the invited speakers of caliber.

The conference was a project conceptualized and initiated by the Business Incubation and Sup-

port Centre [BISC] of the Business Development and Management Program [BDMP] of Capitol University for the 440 students of the Graduate School. The BISC Manager, Dr. Heidi Grace Mendoza, believes that "there are so many things to learn, and there should always be creative ways to do it."

The opening session was sponsored by the European Chamber of Commerce in the Philippines, and ECCP Branch Officer for Northern Mindanao Ms. Joanne Natindim awarded to Capitol University its Certificate of Membership during the plenary at the Mini Theatre of the school.

Faculty and students had a rich menu of topics and attended the sessions of their choice. Each of the eight degree offerings of the CU Graduate School hosted their distinct programs in separate audio-visual rooms throughout the day.

THE Department of Trade and Industr y(DTI) of Northern Mindanao in collaboration with SM CDO Downtown Premiere on Wednesday launched the 1st Chocolate Festival held at the the 5th Floor of the said Mall participated by the Northern Mindanao Cacao Industry Council(NMCIC),Misamis Oriental Cacao Industry Development Association and Department of Science and Technology(DOST) Region 10.

In her message,DTI Misamis Oriental Provincial Director Almer R.Masillones said that there are a total of 23 exhibitors that runs for 4 days from February 13 to 16 displaying Artisinal Chocolates.These are local products done by skilled

hands,expertly crafted from tradition.'We have been looking for avenues to promote and strengthen the cacao industry of the region and DTI is committed to established a globally competitive and sustainable cacao industry as envisioned in the 2016-2022 Philippine Cacao Industry Road Map. Through this, we need to mobilize all stakeholders for a concerted industry-wide development effort to produce 100,000 metric tons of dried fermented cacao beans by year 2022 and be an active player in the global value chain and activity such this will solidifies partnership with big name markets like SM,thus creating marketing and promotional opportunities for our cacao industry players"Masillones said.

Cebu Pacific unveils 1st travelers lounge at Mall

MANILA -- Local carrier Cebu Pacific (CEB) on Tuesday unveiled its first travelers lounge at the Resorts World Manila (RWM), enabling passengers with flights at the Ninoy Aquino International Airport (NAIA) Terminal 3 to check in there.

"This is the first satel-

lite check-in (lounge) of CEB. This will only cover the flights for NAIA Terminal 3 because RWM is connected there via Runway Manila," CEB spokesperson Charo Lagamon told the Philippine News Agency (PNA).

Passengers can check in for their flights in this lounge located at the ground floor of RWM's Newport Mall, during mall hours, or up to

eight hours before their flight.

Those who have to check in their bags, however, will still need to proceed to the bag drop counters at the airport.

The lounge is equipped with real-time flight status digital boards to help the guests not to miss their flights.

While passengers can check in online via web or

through mobile app, Lagamon said having a travelers’ lounge aims to provide another option for CEB passengers.

RWM will also give them some perks for using the facility, she added.

Lagamon said that CEB has no plan yet to have another travelers lounge.

LGUs should ensure tourism enterprises are accredited

MANILA -- The Department of Tourism (DOT) on Tuesday reiterated calls from the Department of the Interior and Local Government (DILG) to all local government units (LGUs) to ensure the accreditation of primary tourism enterprises (PTEs) in their respective areas.

In a memorandum issued last week, the DILG reiterated Republic Act No. 9593 or the Tourism Act of 2009 that requires PTEs, such as hotels, resorts, inns,

and other accommodation establishments, to secure accreditation from the DOT for the issuance of a license or permit to operate.

"This is a welcome development as it further establishes the relevance of the DOT Accreditation among PTEs, which includes travel and tour agencies, tourist transport operators, tourism front-liners, and convention and exhibition organizers," the DOT said in a statement.

The need for adequate sleep to be intelligent

TO achieve optimum performance, people need good quality sleep. Impaired sleep reduces performance on many mental tasks. Scores on intelligence tests decline cumulatively on each successive day that you sleep less than you normally sleep. The daily decline is approximately one IQ point for the first hour of sleep loss, two for

the next and four for the next. After five successive days of sleeping less than you need, your IQ can be lowered by up to 15 points.

This means that a person of normal intelligence can have an effective IQ of only 85, the level of which you need special education in order to learn. Even a very bright person can be reduced to robotic thinking as though

on automatic pilot.

Research has also revealed an association between sleep deprivation and poorer grades. On the other hand, naps can make you smarter. Naps can refresh the brain, making it easier to learn new information later. A good night’s sleep is crucial to storing knowledge learned earlier in the day. It’s not simply enough to sleep after learning. It turns out you also need to sleep before learning.

Industry execs to govt regulators: 'Focus on customers, outcomes' GOVERNMENT regulators in the Philippines should focus on the benefits of the new technologies to the people instead of focusing on rules and processes.

This was according to industry executives who spoke during the public symposium on “Rethinking Regulations in the Era of the Fourth Industrial Revolution” recently organized by the Philippine Institute for Development Studies. The speakers were from the sectors of finance, transportation, and health.

In performing their regulator y functions, Marian Panganiban, regional policy and research manager of ride-hailing service Grab, urged the government regulators to have a “mindset that is open to innovation”.

Last year, Grab, along with another ride-hailing service Uber, made headlines as it faced regulatory issues with the Land Transportation Franchising and Regulatory Board—a move that affected thousands of commuters in the country.

is a need to understand how businesses operate nowadays to effectively impose regulations. “The rules right now, the existing regulations, may no longer be applicable,” she explained.

Union Bank of the Philippines Chairman Justo Ortiz also emphasized the importance of regulations being adaptive to the current situation as well as to the needs of people. “I think it is important to see beyond the regulators' ego, the regulatees' ego, and focus on the customer,” Ortiz said.

He added that knowing what people want will make it easier for regulators to perform their functions. “The question that needs to be asked is what do the people want?

How are they going to be benefitted by it? And then, my job now is ‘Okay they want that, how do I protect them? How do I ensure a level-playing field?’ Not how should I protect the existing regulatees or the franchisees.

Meanwhile, Panganiban asserted that there is a need for ‘minimal discretion’ in terms of regulating the industries. According to her, currently existing rules may not always be applicable to all sectors and that “the more rules, the higher the likelihood that those rules will clash.”

other. She highlighted the importance of having an open conversation with stakeholders to learn from each other’s perspectives, which ensures that better solutions will be in place.

Ortiz also recommended the use of technological innovations in getting people’s feedback, which can then be used

by both the government regulators and the private sector in shaping their regulatory frameworks and products and services, respectively.

Meanwhile, Panganiban called on the government to help facilitate constant coordination among the different sectors and agencies.

SINCE I’m a teacher for second graders, I would like to write here about my experiences in dealing with Grade Two students.

Based from my experience as a public school teacher, kids will start understanding more complicated ideas such as simple cause and effect. Second graders become better at

writing complete sentences in English as well as use basic punctuation. And at this age, classmates play an important role in influencing their peers.

Also at this age, thinking and problem solving skills are taking off. Children tend to talk at a more adult level and start to show an interest in specific activities

that interest them such as acting for instance. They look for reasons behind things and ask questions to satisfy them. They start planning ahead manifested in crude drawings. They possess a longer attention span lasting as long as 45 minutes in one lecture session with them. They comprehend what they’re reading and begin to move from “learning to read” to “reading to learn.” They discover various words and keep them as vocabulary throughout life by reading.

If you wish to teach holistic or well-rounded education to your students, then you must attend at least one

seminar. One of the most popular models of holistic education is the Montessori system. Montessori education fosters social and academic skills that are equal or superior to those fostered by a pool of other types of schools.

It also includes many areas such as music, the arts and social and physical skills.

It also includes reading, writing, science, technology, engineering and mathematics. They nurture aptitude in critical thinking, problem solving, teamwork, etc.

Why is learning English important

able to communicate with native English speakers, it is the most common second language in the world. Learning English is important as it enables you to communicate easily with your fellow global citizens.

There are many reasons why learning a new language is a good idea. It allows you to communicate with new people. It helps you to see

things from a different perspective or get a deeper understanding of another culture. It helps you to become a better listener.

As of 2016, 400 million people speak English as their first language and 1.1 billion speak it as a second language. English is probably the third largest language in the world by number of native speakers after Mandarin and Spanish.

As a second language, it is the most commonly spoken language in the world.

This is more important than accumulating knowledge since having moral values and respect for others forms the basis of a child’s future behavior. We’re not talking religion here, we’re talking about discipline as a way of life. A disciplined citizenr y makes for a prosperous nation.

As a sister, Diday takes care of Anna Maria, her younger sister. Back to her Rodelsa Hall performance, Diday also sang another Visayan song “Dandansoy.”

She wore a modern white Maria Clara gown accentuated by a black kerchief that added perfection to the special occasion. Diday changed gowns after the Bisayan songs.The gowns were designed by Ann Chaves of PLUMA.Ann is the daughter of the late Concoy Chaves.

I wish I had talked to her personally so I can tell more about her personal preferences like books, singers and so on. Maybe next time so for now, I wish her continued success and congratulations for her Feb. 4 performance.

More on celebrations: A special birthday for Ronnie It was an intimate birthday gathering for my husband Ronnie last Feb. 2 at our home. Actually, his natal day was Feb 1 but he requested that I don't mention his age which I am obliging here in my first few sentences.

But of course, he knows he is fortunate to reach that mark where others

are denied. The gathering was not planned, it just happened that close friends remembered his day.

We've shared it with friends Janet Pichon-Hixon who by the way placed 2nd runner up to the recently concluded search for Mrs. Eco Earth at Nevada last week.

Janet came early and brought sapin sapin (sticky sweet rice snack) while Beth Kremer came all the way from Roanoke,Virginia.

Rowena Schmidt brought the birthday cake and fish stew while Muffy Threrrien brought dinuguan (special pork stew), pancit, puto (rice cake) and a lot more.

Muffy is the incumbent 1st vice president of the Filipino American Community of the Carolinas Inc. (FACC). I didn't recognize her daughter Miko who has grown in height. I last saw Miko three years ago.

Also present were Rogelio “Ro" Lawsin and his wife Stella and pretty daughter Natalie aka Natnat who is growing fast (by the way Nat I like how you did your hair).

My favorite couple Cip and wife Liz Onia, Ray and Jesett Kelly with their really smart and good looking son JR, Tony and Ranni Camarrano with daughter Maria,who was a surprise that evening with her karaoke prowess all livened up Ronnie's special day.

Maria is a budding singer. Our neighbors Jose and

Zulma Cruz with daughter Melissa .Jose and Zulma are Puerto Ricans and they loved Filipino food.

My constant buddy Doreen Reynolds, her husband Dexter and her mother Nang Lydia were also on hand along with their kids Derek, Dia, Lynsey and our godson Duke Kamil.

Jean and Cris Helms with son Brad also attended while Jean's mother Nang Rachel, who also celebrated her birthday that day, tagged along.

My good friend Florami Lao Cordero Lee came with husband Wyatt and her sister who brought her husband for the occasion. It was a night of surprises when Ro Lawsin started singing American musical legend Billy Joel's hit “Piano Man.” I thought Billy Joel was in my home when I heard Ro sing that day and he earned a 90 rating in the karaoke machine to the delight of the audience.

Ro's wife Stella , a pediatrician, also has a great singing voice. Not to be outdone, Doreen serenaded Ronnie but too bad I failed to listen to Dexter's rendition of the Beatles classic “Let It Be.” Thank you, Dexter.

Nene Helms was a surprise too as Ng Lydia and Rachel performed the Visayan kundiman songs. The Kremer kids Brad and Sean sang the night away and included in their repertoire Christmas songs.

ADOLESCENT depression in school is increasingly common. For various reasons, adolescents are at great risk for depression during high school and college. In order to counteract adolescent depression in schools and the resulting stigma, teens and parents need to be educated about mental health. Thus, they will be better equipped to help others, offer support

and even save lives.

Today’s teens face perennial adolescent issues as well as issues that were unknown to past generations. Among the biggest contemporary problems for teens are technology in general and social media in particular. Teens often compare their lives to the people they follow on social media. Moreover, they feel they must uphold perfection on social media. Ultimately,

the focus on screens and social media causes damage to relationships, education and extracurricular activities. Thus, it can contribute to teen depression as well as attention deficit disorder and anxiety.

Many teens experience some degree of academic pressure. Bullying is directly correlated with adolescent depression in school. To counter these, spend time in nature, teen meditation and yoga, exercise, reframing stress, adequate sleep, social support and eating right.

The school site is the smallest in land area with a total of 1,368 square meter while its four school buildings are barely squeezing through its location.

In looking at the incident involving the lady Chinese national, therefore, it is not right, nor prudent, to immediately condemn her. An impartial and fair investigation has to be carried out first by the PNP, by the Department of the Interior and Local Government (DILG), and even by the Office of the President.

The investigation should even include representatives from the embassy of the country where the woman is a national, to assure that only the truth will come out.

-oooO F W s I N C H I NA , TAIWAN FACE GRAVE DANGER…: We should always strive to consider that,

whether the Chinese lady came from China or Taiwan, we have many Filipinos who are working in those countries, and many of them have even brought their families with them there.

It wouldn’t be far-fetched to believe that, because of the incident involving the “taho throwing”, the Chinese from China or Taiwan could get angry with the Filipinos working or living with them, endangering the lives of thousands of overseas Filipino workers (OFWs).

It should not escape our collective memories as a nation that sometime in the recent past, a sorry incident involving a Filipino and a Taiwanese sparked great hatred against our OFWs on the part of many Taiwan nationals. A threat was even aired thereafter that our OFWs in that country would already be sent home, while, in some instances, Filipinos got mauled by Taiwanese citizens for no apparent reason at all.

We should exercise caution in whatever we are doing against foreigners living with us in our country, including the Chinese woman in the “taho” incident. Not

only is the national honor at stake here, but, more importantly, the safety and livelihood of many Filipinos.

Outdoor education – providing refreshing ideas to elementary kids

OUTDOOR education can simply defined as as experiential learning in, for or about the outdoors. The term outdoor education however, is used broadly to refer to a range of organized activities that take place in a variety of ways in predominantly outdoor environments.

It sometimes involves residential or journey wilderness-based experiences

in which students participate in a variety of adventurous challenges and outdoor activities such as hiking, climbing, canoeing, ropes courses and group games. Outdoor education draws upon the philosophy, theory and practices of experiential education and environmental education.

Education outside the classroom describes school curriculum learning other

than with a class of students sitting in a room with a teacher and books. It encompasses biology field trips and searching for insects in the school garden as well as indoor activities like observing stock control in a local shop or visiting a museum.

In public schools, we’re still teaching history us-

ing only print texts even as kids are being historicized online by revisionists.

We’re teaching science in an era when online antivaccination advocates gain traction by using scientific language to deceive and intimidate. We’re teaching students to solve math equations while remaining oblivious to the fact that they’re being bamboozled by cunning info graphics by

anti-climate change folks.

That’s why massive education response is needed. Because we will definitely fail the challenged by the digital revolution if we think there’s a cheap way out of this mess. The first step is to get an accurate fix on where students are at. We can’t confuse kids’ ease in operating digital devices with the sophistication needed to evaluate the information those devices yield. We will need to develop new approaches.

EVERY education institution in the world has its own share of problems that need to be addressed.

Some issues besetting the school system especially the public school, include high dropout rate, quality educational service, high repetition rate and limited holding capacity of the schools. Over the past decades, man initiatives and reform efforts have been implemented to arrest these problems.

One key response of the national government is the adoption and implementation of the school-based management which is anchored on decentralization.

School-based management, a framework of governance, transfers the power and

authority as well s the resources to the school level on the assumption that the school heads including teachers, key leaders in the community and parents know how to manage their respective campuses.

Here in the country, school-based management was officially implemented as a governance framework of DepEd with the passage of Republic Act (RA) 9155 in 2001 as legal cover. Its aim is to improve the quality of education at the basic level. Thus, school-based management is a viable structural reform intervention used to improve the quality of education in the public school as to produce functionally literate Filipinos.

THE Filipino value system or Filipino values refers to the set of values or the value system that a majority of the Filipino have historically held important in their lives. This Philippine values system includes their own unique assemblage of consistent ideologies, moral codes, ethical practices, etiquette and cultural and personal values that are promoted by their society. As with any society though, the values of an individual holds sacred can differ on the basis of religion, upbringing and other factors of life.

People come and go, but values never die. Our concepts of good and bad have been emblazoned on stone and shall prevail in generations to generation.

As Filipinos, we have our own set of values our parents have instilled on us.

Different country has its differing values and

stereotypes, and Philippines is no exception. We Filipinos firmly believe that our country has the best values in the world. Although we have been colonized by several countries, many core values from our ancestors remained intact and are still honored to this day. Filipinos are not perfect, but we have great characteristics and qualities every one of us should be proud of.

Being hospitable is the most popular qualities of Filipinos. Foreigners who have gone to the Philippines find themselves falling in love with the warm hospitality. It’s a different kind of value system, which has existed for thousands of years ago.

Filipinos are generous people. Even when we have very little, we always share with those around us. During special occasions such as birthdays or “fiestas” —parties when people from other

places visit your home to celebrate with us. Friends, family, friends of friends, and even strangers can gather and they are always willing to share food and help out. We Filipinos are hardworking people to the point that we are willing to work almost the whole day just to feed our families.

TEACHERS can help improve test scores and student behavior by incorporating physical activity breaks into their daily classroom routines.

Research has shown that students who do brief bursts of exercise before taking tests score higher.

In addition, regular activity breaks during the school day can sharpen students’

abilities to focus and stay on task.

Before trying exercises in your classroom, make sure none of your students have health conditions that require restrictions on physical activity. Make sure each student has plenty of space and won’t bump into classmates or anything else in your room.

Also check to see if all

your students are wearing appropriate shoes such as sneakers. If students touch the floor during any exercises, make sure they wash their hands with soap and water or hand sanitizer when they’re done with their exercise break.

When taking a break, encourage activities that get the body moving and the heart pumping such as dancing, jumping and running in place. You can also try some exercises that work on flexibility, strength and cardio. No equipment is needed.

If individual educational records are encrypted this way, I believe K-12 assessments can be better coordinated as well. In this way, blockchain can help revolutionize personalized education. If blockchain is the wave of the future (as

it certainly seems to be), it seems logical to make sure that today’s students are prepared to engage with this technology in their careers. Studying blockchyain capitalizes on a number of senior high disciplines, most notably in STEM. But first, we must align the technology systems in each public school in the country from the division to the district to the campus levels so there will be uniformity of data nationwide.

Philhealth urged anew to support heart attack patients A GROUP of medical experts is again calling on the Philippine Health Insurance Corp.

(PhilHealth) to subsidize the treatment of heart attack patients.

"Philhealth creates packages where they provide support to those with serious diseases, like the coronary artery bypass, but the one

that is for heart attack – that is what we are trying to develop and appeal to them. It's the PhilHealth benefit package for ST-Elevation Myocardial Infarction (STEMI) services in the Philippines," said Dr. Eric Sison, director of the Philippine Heart Association (PHA) Council on Cardiac Catheterization and Interven-

tion during a health forum in Quezon City on Tuesday.

Sison explained that STEMI is a “very serious type” of heart attack in which one of the heart's major arteries is blocked.

He added these arteries supply oxygen and nutrient-rich blood to the heart muscle.

"Heart disease is the leading cause of mortality covering 12.7 percent of all deaths in 2016 and STEMI has the highest rate of cardiovascular diseases with an average mortality rate of 10 percent based on the health facility records in the Philippines," he said.

COGNITIVE skills are perception, attention, memory and logical reasoning. The word cognition is defined as the “act or process of knowing.” Cognitive skills therefore refer to those skills that make it possible for us to know.

They have more to do with the mechanisms of how we learn rather than with any actual knowledge.

Many studies over many

decades have shown that cognitive skills are a determining factor of an individual’s learning ability – skills that separate the good learners from the average learners. In essence, when cognitive skills are strong, learning is fast and easy. When cognitive skills are weak, learning becomes a challenge.

Research has confirmed that auditory memory plays a crucial role in literacy. It is

one area of auditory processing that directly impacts reading, spelling, writing and mathematics skills. In one study, auditory memory in kindergartners is measured and researchers predicted later reading achievement as well as mathematics achievement

On the other hand, children who have poor auditory memory skills may struggle to recognize sounds and match them to letters – a common symptom of a reading disability or dyslexia.

Sison added that PHA is still in discussions with PhilHealth to ensure the increase in the accessibility of treatment of heart attack.

"The good thing is that they are very supportive in the development of the package and they recognize the need for increasing support for those who need angioplasty.

They could still be studying the cost if they would support the whole nation. And also, the evidence that our proposal could be applied and hopefully by the end of the year, we're able to see a development," he said. (PNA)

He said he asked the President to let his agency implement the railway project instead of the Department of Transportation (DOTr) because “they are too busy in Manila” and “MinDA speaks for Mindanao and MinDA knows what Mindanao wants, not what Manila wants.”

He said it is now the call of the President if he would grant their wish to become the lead implementing agency of the project.

“If we are honest-togoodness in helping Mindanao, what we are asking Manila is to allow us to grow and develop,” he added.

He said there is a big hope for the railway system to push through under Duterte, who supports the project.

‘Ancient railway’ Alonto said he was also disappointed when DOTr initially proposed a onetrack and diesel-run locomotive railway project.

“We opposed it. Personally, I opposed it and I officially notified the ADB (Asian Development Bank) that these studies that they have made on this one track railway system, we are not accepting it,” he said.

Changes have since been made after the proposal drew criticisms.

“Why give us an ancient railway system when at the end of the day Mindanao will pay for this. If you buy a car, why buy a secondhand and dilapidated (unit) from the antique shop. Why not new from the factory and you will put it there?,” he said.

Changes in the project scope included changing from a single track to dual track railway; from diesel to electrified railway with 25 kV electrified overhead for the catenary system transmission of electrical energy to the trains wherein the wires are situated above the rails and 26 electrical multiple units; from 102km. fully at-grade railway to 100 km railway with viaduct for the 26-km. elevated portion; and addition of the satellite depot in Davao City aside from main depot to be located in Tagum City.

The National Economic Development AuthorityInvestment Coordination Committee has yet to approve the new proposal.

In December 2018, five local government units in Davao Region signed a memorandum of agreement with DOTr for the transfer of funds for the road right of way and site acquisition for the first phase of the project.

These LGUs were Tagum City, Panabo City and Carmen town in Davao del Norte, and Sta. Cruz town and Digos City of Davao del Sur. Davao City Mayor Sara

Duterte did not sign the MOA, saying it is not the job of LGUs to negotiate for road right of way.

The 102-kilometer railway will run from Tagum City to Davao City to Digos City.

The railway system is one of the 12 catalytic programs of MinDA. Duterte repeated several times his call to get rid of firearms: “bitawan mo” (let go), “put a stop to it” and “drop the arms” – as he addressed everyone, not just the farmer-beneficiaries present.

“Magsama-sama na lang tayo … ‘yang … armas, bitawan mo na ‘yan at mamumuhay tayo ng mapayapa, walang pasikatsikat, wala ‘yung warlordwarlord na may armas” (Let us be together … let go of your firearms and let us live in peace, no showing off, no warlordism), he said.

“Put a stop to it,” Duterte said, referring to the habit of some to build an arsenal so they will lord it over in the future.

“Pag eleksyon, siya ‘yung … punta doon at takutin ‘yung mga tao” (During election, they will use the arms to intimidate the people).

“Drop the arms. Walang mangyari kasi kung magbili ka, ang gobyerno magbili rin ‘yan (Nothing will happen because if you buy firearms, government will also buy)…. What kind of life or quality of life do you have — want? Abutin natin (Let us achieve that).

The ratification of RA 11054 paves the way for the creation of the Bangsamoro Autonomous Region

in Muslim Mindanao (BARMM), the new political entity that will replace the 28-year old Autonomous Region in Muslim Mindanao (ARMM).

The BARMM will have a parliamentary system of government and before its first election of officials in May 2022, will have a three-year transition period.

T h e 8 0 - m e m b e r, Bangsamoro Transition Authority (BTA) which will be led by the Moro Islamic Liberation Front (MILF) as agreed upon in the 2014 Comprehensive Agreement on the Bangsamoro, will govern the area during the transition period.

The ratification of the law also paves the way for the decommissioning of the first 30% of weapons and combatants of the Bangsamoro Islamic Armed Forces (BIAF), the armed wing of the MILF. Decommissioning is a four-phase process under the peace agreement between government and the MILF, the first phase a ceremonial turnover to the Independent Decommissioning Body of 20 crewserved weapons and 55 high-powered firearms on June 16, 2015. On the same day, 145 BIAF members were also decommissioned.

Under Phase 2, the Annex provides that when the Bangsamoro law is ratified, 30% of the forces and weapons would be decommissioned. Under Phase 3, 35% more would be decommissioned, and in Phase 4, the last 30%/ “For our children” “We are not here talking to destroy the future and our family. We are here planning for what we can do to them so that by the time they are the fathers and mothers of the community, they would know what to do and make it more comfortable for our children,” Duterte added.

He said he would dedicate the last three years of his six-year term to ensure a peaceful Mindanao.

“I have the remaining three years. I will dedicate it to a peaceful Mindanao,” said Duterte, the country’s 16th President, first Mindanawon President and first President to have Moro roots (his maternal grandmother, he said, was a Meranaw).

He recalled how he won landslide in the Morodominated areas. Duterte got 920,743 votes in the five-province, two-city, 116-town Autonomous Region in Muslim Mindanao (ARMM) in the May 2016 elections.

Duterte was in Buluan Monday to lead the ceremonial distribution of 834 CLOAs to 780 agrarian reform beneficiaries.

“Pag natapos itong away at meron na ‘yung legal entity na BARMM, make

use of it then add more lands in the hands of the people na nagtatanim kasi ang Pilipinas agricultural,” he said.

Duterte enjoined everyone to take part in helping build a peaceful Mindanao.

“Let us do it for our children. Mabuhay ang BOL (Bangsamoro organic law). Mabuhay ang Maguindanao. Mabuhay si Murad,” Duterte said, referring to MILF chair, Al Haj Murad Ebrahim, who was not present.

“May BOL natupad.

Si Murad okay na siya, kontento. Mabuhay ang Moro. (The Bangsamoro organic law has been fulfilled. Murad is now okay, content.). Allahu Akbar!

Allahu Akbar!,” he said.

Like most of his speeches on the Bangsamoro, Duterte did not fail to mention Nur Misuari, founding chair of the Moro National Liberation Front (MNLF).

“Kung makuha ko si Nur, kung — insha’Allah, kung mag-usap kami at nakuha ko ang loob niya, medyo peaceful na,” (If I get Nur, Insha Allah, if we can talk and I can win his heart, it will be peaceful somehow), said Duterte.

Duterte and Misuari have been close friends for several years.

As chair of the MNLF, Misuari signed the 1976 Tripoli Agreement with Salamat Hashim as his vice chair. The MNLF split into three factions after the failure in implementing the peace agreement which would have granted autonomy over 13 provinces and nine cities in Mindanao and Palawan (now the equivalent of 16 provinces and 15 cities).

Instead of one autonomous region, then President Ferdinand Marcos, using his legislative powers under martial law, created two regional autonomous governments, one based in Zamboanga City, the other in Cotabato City.

The MNLF protested what Marcos did. But eventually it split into factions – Misuari’s supporters stayed on with the MNLF while Dimas Pundato headed the MNLF Reformist Group and Hashim set up the MILF. Pundato returned from exile in 1986 and joined the government of President Corazon Aquino.

The MNLF broke into several more factions all of them invited to nominate representatives to the 21-member Bangsamoro Transition Commission (BTC), the body that drafted the Bangsamoro Basic Law (what is now RA 11054 is the substitute bill filed by the bicameral conference committee of Congress).

The MNLF faction under Yusoph Jikiri and Muslimin Sema has three representatives in the BTC. Misuari did not nomi-

nate anyone to the BTC. The 80-member Bangsamoro Transition Authority (BTA), the MILF-led body that will govern the BARMM in the three-year transition period, is expected to be set up within the month.

The DILG memorandum states that “LGUs have to ensure that all PTEs have complied with and have obtained DOT accreditation before operations.”

The DOT, through its regional offices, expressed "excitement" to work with the LGUs in ensuring strict compliance by tourism enterprises with accreditation rules and regulations.

Meanwhile, it vowed to continue working on the following shared responsibilities as mandated by the Tourism Act of 2009: LGU capacity-building in partnership with the private sector, travel advisories, local tourism promotion, resources inventory, destination development, standard setting, and regulatory enforcement.

According to the agency, a total of 6,108 primary tourism enterprises and 772 secondary tourism enterprises have been accredited nationwide as of December 31 last year. (PNA)
